NEW SERIES. FRIDAY, OCTOBER 21, 1892. VOL. IX., No. 920. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YAHD, LONDON, S. W. 2. Particulars concerninq persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sul/ icient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is o ffered the name and address of some person responsible for the payment must be given, and ine exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of\ bs. per portrait, and of 7s. fid. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to i be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property hear a number, a,. d art i alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to he inserted > » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whi? A may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Few Scotland Yard, by cheque, crossed " Drummond 8f Co.," Post Office Order payable at Cnaring Cross, Postal Order, or i » Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. 1.— The composition of the Friday No. of the " Police Gazette" will be found arranged for easy reference as fol lows :— ( a) Regulations at top of 1st page. ( b) Apprehensions Sought. ( 1). Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( J) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holdi g out any expectation that the reward will be paid on its return without the offender being brought to tria or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— Convict Supervision Department.— Woodcut portrait and description of License Holder ROBERT HOLROYD GOAT, alias ROBERT and HERBERT GOAT, Office No. 43280, whose appre- hension is sought for stealing, 10th inst., a grey bag purse ( 2 clasps), containing £ 4 10s. gold; 2 meerschaum cigarette holders with amber mouth- pieces, in brown morocco leather cases lined with blue silk, initials " R. E." inside; and a brown morocco cigarette case— Age 23, height 5 ft. 6 in., complexion fresh, ha; r brown, eyes blue, propor- tionate build, scar left temple, 3 right knee, and 1 front of left ieg. Sentenced at Middlesex Sessions, 8th October, 1888, to 5 years penal servitude for larceny. Licensed 21st July last. Was lately employed as a clerk by Messrs. Gask & Co., 132, Oxford- street, and may seek similar employ- ment. He is an expert dwelling- house thief, well educated, and of good appearance. Is also wanted at Biggleswade, see Case No. 8. 2.— A Division. — Portrait and description of RALPH NORMAN, sergeant King's Royal Rifles, lately employed in the Army Pay Department., Chatham, whose apprehension is sought for forging and uttering Army money orders, and obtaining the sum of £ 200, at the Birmingham and Chester Post Offices, on 5th and 6th ult.— Age 28f, height 5 ft. 5f in., complexion muddy, hair and heavy moustache dark brown, eyes brown, dots tattooed back of left wrist, mole on Lack. A native of Ottawa. He enlisted at Winchester, 26th August, 1887. Was last seen travelling from Campden, Gloucester, to Paddington, on 8th ult., and had with him a brown leather portmanteau with initials " A, B." on outside, containing 2 or 3 suits of clothes. He is also wanted as a deserter. ( See Cas9 No. 84, 20th September.) 3. — E Division.— Woodcut portrait and description of LOUIS LEON GOLDSTEIN, alias HARRY ROBERTS, a theatrical agent, jeweller, & c., whose apprehension is sought for fraud, con- spiracy, and indecent assault— Age about 40, height about 5 ft. 10 in., complexion dark, hair ( inclined to curl) and eyebrows black, small black side whiskers and moustache, curled at ends, rather high forehead; of Jewish appearance. A native of London. Absconded about 5th March last. Warrant issued. 4.— G Division.— Woodcut portrait and de- scription of RAYMOND WHEELER, whose appre- hension is sought for embezzlemeut— Age 50, height 5 ft. 8 or 9 in., stout build, complexion florid, hair dark brown ( turning grey), eyes ( puffy) hazel; THE POLICE GAZETTE. Has a brother, a bank manager, at Clifton, near Bristol; and a brother at Cheltenham, where he is likely to go. He changed a cheque on the South Wales Bank, Market Branch, Liverpool, on 6th inst. Warrant issued. 5.—( VI Division.— For stealing a cheque for £ 79 4s., 19th ult.— HENRY KIRKMAN, age 40, height 5 ft. 7 in., complexion sallow, thin face, hair dark brown, bald over forehead, heavy dark brown moustache, eyes dark, fourth finger right hand deformed; dress, black diagonal coat and vest, bluish grey dust overcoat, black hard felt hat. A native of Bolton, Lancashire. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For embezzling £ 70 — G. H. T. PETHIG, late of 51, Great Prescott- street, E., age 22, height 5 ft. 9 in., complexion fair, very slight moustache, eyes greyish blue, large mouth, prominent lips ( especially the lower one), large and prominent ears, long thin arms and legs, arms always restless ; generally dressed in light clothes, and brown felt hat. A German Jew. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. AYRSHIRE. 7.— Ayr ( Burgh,). — For obtaining by fraud, 10th inst., a lady's gold geneva watch, and a gold albert ( recovered) — A woman who gave the name of CLARA McGREGOR, age 20 to 25, height 5 ft. 6 in., slender build, complexion pale, long thin face, hair black or dark brown, eyes and eyelashes dark, small neat hand, speaks with English accent, wore eye- glasses ; good manner and genteel appear- ance; dress, black jacket, loose shape, high collar plait at back, ribbons hanging from near neck behind, black dress, black felt bat, broad scooped shape, turned up behind, trimmed with black ribbon and black bird's wing, yellow kid gloves, gold bracelet, chain pattern, with tassel — clothing good and fashionable. Left behind a white- handled umbrella. She made an unsuccessful attempt to obtain fur mantles to the value of £ 36, and immediately left Ayr by 5.5 p. m. train, booking for Prestwick, but travelled to and left the train at Paisley. Is sup- posed to be wanted at Paisley and Gourock for similar offences. Warrant issued. Information to Supt. M'Kay, Ayr. BEDFORDSHIRE. 8. — Biggleswade ( County). — For stealing, 13th inst.— A gold ring set with several diamonds, one set with 1 diamond, one set with a ruby, and 2 gold dress rings ( 1 set with coloured stone), one pair of gold earrings set with 1 diamond in each, and one pair of acorn- shaped gold earrings, one gold locket ( containing photograph) with chain attached, one set of gold studs, 2 or 3 pairs of silver earrings, one silver watch, one silver toothpick, and one wedding card " C. H. Burton and Ellen Elizabeth Taylor " thereon— License Holder ROBERT HOL- ROYD GOAT, Office No. 43280 ( see woodcut por- trait and description, Case No. 1); dress, rough black cloth double- breasted overcoat, new black hard felt hat ( narrow brim), dark undercoat, vest and trousers, white necktie and cuffs. Stated that he was commissioned to obtain apartments for a Major Darnell, of 50 Cambridge- road, Peterboro'. Information to Supt. Smith, Biggleswade. 9. — Bedford ( Borough). — For perjury — SYDNEY HARRY LESTER, age 28 to 30, height about 5 ft. 6 in., complexion fair, hair light brown, slight light moustache, very talkative ; use3 profane language very freely. Has the appearance of a betting man. Warrant issued. Information to Chief Constable Thody, Bedford. BERKSHIRE. 10. — Windsor ( Borough).— For stealing a lady's jacket ( recovered), 7th inst.; and a gentle- man's old silver English watch, No. 50977, " Grant" scratched inside, 10th inst.—" JINGLES," age 23, height 5 ft. 9 in., complexion fresh, long thin face, hair dark brown, clean shaved; dress, black morning coat, dark tight- fitting cord trousers, white muffler, tied in sailor's knot, soft peaked cap generally carries a sack. Supposed to be a native of Kingston- on- Thames. Calls at houses under the pretence of dealing in rags and bones. Information to Head Constable Armour, Windsor build, hair and moustache dark ; dress, dark over- coat, hard felt hat. ( 2nd) age about 22, height 5 ft 2 in., hair and moustache light; dress, light suit and cap. Both are supposed to be expert thieves. Information to Supt. Jones, Denbigh. DURHAM. 16.— Sunderland ( Borough).— For embezzle- ment and fraud— GEORGE STEPHENSON LAW- SON, a solicitor, age about 50, height about 5 ft. 10 in., complexion fresh, hair very light brown, long light ginger whiskers and moustache, turning grey, eyes light blue, is short- siglited and constantly wears spectacles, walks with a long step, and has a lounging gait; generally dresses in black frock coat and high silk hat, and carries an umbrella. A native of Sunderland. Absconded 5th or 6th ult. May endeavour to leave the country. Warrant issued. Information to Chief Constable Huntley, Sunder- land. BRECONSHIRE. 11.— Crickhowell ( County). — For obtaining money by false pretences— OWEN JONES, alias ROBERTS, age 34, height 5 ft. 4 in, complexion sallow, hair dark brown, eyes dark grey, pockpitted, scar under right chin, fourth finger right hand con tracted; dress, dark suit, black cloth cap, wears a white apron. A native of Amlwch, North Wales. He travels the country, cleaning clocks, and carries a small black bag containing his tools. Was convicted of felony at Aberystwith, 15th June, lbd/; at Carnarvon, 6th July, 1888; at Ruthin, 3rd January, 1890; and at Carnarvon, 14th July, 1891. Warrant issued. 12.— Crickhowell ( County). — For obtaining £ 5 by false pretences, on 20th July last— GEORGE WILLIAMS, alias GEORGE SPARKES, Ac., age 35 to 40, height 5 ft. 8 or 9 in., complexion fair, hair and moustache sandy, bare spot back of head, cross- flags and crown tattooed left forearm, 2 scars inside left leg, scar in groin; dress, black worsted coat and vest, bluish- green woollen trousers, white stand- up collar, coloured tie, black bowler hat; wore a silver " Mizpah " ring on little finger of right hand. He stated that he had been in the Army, and had just arrived from abroad, and was the bearer of 4 parrots, which he was to present to different persons in the town. Is identical with man described in Cases No. 42, 15th July; No. 15, 25th July; and No. 30, 9th September last. Warrant issued. Information to Supt. Winterson, Crickhowell. FORFARSHIRE. 17.— Montrose ( Burgh).— For stealing a bank cheque for £ 23, 13th inst.— WILLIAM MASON SMITH, age about 40, height about 6 ft., slender builcl, complexion fresh, hair light brown, slight light moustache, no whiskers, eyes blue, large feet, stoops when walking, and has a rather shuffling gait, broken- down appearance; dress, blue cloth jacket, grey trousers ( too short for him), white collar and cuffs, black felt hat. Carries a walking stick. An insurance agent; native of Kincardine- shire. Warrant issued. Information to Supt.. Wilson, Montrose. CHESHIRE. 13. — Altrincham ( County). — For stealing £ 37— GEORGE WALE, alias FINNEY, a gipsy, age 21 or 22, height 5 ft. 4 in., complexion fresh, hair very light, no whiskers or moustache, very thick lips, one eye appears to be partly closed; dress, black melton single- breasted jacket, raised seams, patched pockets ; brown narrow ribbed, tight fitting cord trousers, blue muffler with white spots, square toed lace boots. Hawks skin rugs and wickerwork. Warrant issued. Information to Supt. Walker, Altrincham. 14.— Middlewich ( County).— For failing to surrender at Knutsford Quarter Sessions, 17th inst., on a charge of felony— THOMAS WELSH, age 25, height 5 ft. 6 in., complexion fresh, hair dark brown, small dark moustache, eyes brown, scar on left temple. A native of Middlewich. Warrant issned. Information to Supt. Large, Middlewich. DENBIGHSHIRE. 15. — Denbigh ( County). — For stealing at Ruthin, 4th inat., a valuable oil painting ( by Hug- gins) of a black retriever dog, white on breast, size If ft. by 1 ft., taken ontof frame— TWO MEN ( 1st) " age 25 to 30, height about 5 ft. 10 in., slight GLAMORGANSHIRE. £ 50 REWARD. 18.— Bridgend ( County). — For embezzlement and forgery- JAMES LOVELUCK, age 54, height 5 ft. 6 in., round, full and very red face, hair, whiskers and moustache grey, eyes dark, red nose, short neck, thick hands, long fingers, short legs, is subject to severe attacks of coughing; speaks French; usually dresses in dark clothes. A ship- broker and mershant; late of Aberavon, which place he left on the 18th July last, for Paddington. Warrant issued. The above reward will be paid by Evan Evans.,. Esq., Aberavon, Glamorganshire, to any person giving such information as will lead to the appre- hension of Loveluck. Information to Supt. Thomas, Bridgend. 19.— Cardiff ( Borough).— For stealing a watch and chain ( recovered), 10th inst.— FRANK TRYN- KOWSKI, or FRANKS, a Russian Pole, age 30, height 5 ft. 8f in., thin build, complexion fresh,, brown hair, which stands upright, long light mous- tache, small lump, like wart, on right of face, two teeth missing from front of upper jaw, slightly bow- legged; smart military appearance; is well educated, and speaks six languages including English ; dress, when last seen, fancy black ribbed reefer suit, fawn- coloured hard felt hat; may wear an eye- glass. Was lately employed as a tramcar con- ductor. Absconded 10th inst. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 20.— Chipping Sodbury ( County). — For stealing, 24th ult., a watch and chain found pledged at Bath— A MAN, age about 20, height about 5 ft. 5 in., complexion dark, hair dark brown; dress dark clothes, serge trousers, check shirt, no collar or tie, black bowler hat. Information to Supt. Critchley, Chipping Sodbury. HAMPSHIRE. 21.— Portsmouth ( Borough).— For stealing from a dwelling- house, 7th inst.— A lady's gold watch, open face, white dial ; a lady's gold ring, set rubies ( one deficient) ; 1 gold brooch, oval shape, set one pearl; 1 pair of gold drops, with one pearl in each; 1 small gold brooch, raised centre, which is larger than the ends; 1 oval- shape gold cameo brooch, representation of female's head; 1 small gold albert chain, snake pattern; 1 silver locket; 1 string of beads; a child's silver bracelet; and a few odd gold studs and earrings— TWO MEN, j^ iiHftj TUESDAY, OCTOBER 25, 1892. Stated he had been a booking- clerk on the railway. Absconded 26th ult. Warrant issued. Information to Chief Constable Cosser, Town Hall, Portsmouth. HERTFORDSHIRE. 23.— Ware ( County). — For embezzlement — TOM ROBERTS, age 25, height 5 ft. 9 in., slim build, complexion fresh, hair, small moustache and eyes dark; foreign appearance; dress, grey] cash- mere jacket suit, and grey cap to match, wore a silver watch and chain. Warrant issued. Information to Captain Wymer, Supt., Ware. KENT. 24. — Tunbridge Wells ( Borough). — For • obtaining money by means of worthless cheques on the London and County Bank, Westminster Branch — C. HOLMES, alias CHARLES STEVENS, age 47, height 5 ft. 9 in., stout build, complexion fresh, hair, whiskers, and moustache light brown, red mark left cheek, similar to vitriol mark, pupil of right eye lower than that of left. A baker; supposed native • of London. Is fond of betting, and is known to bookmakers at Brighton. 25. — Tunbridge Wells ( Borough). — For stealing a costermonger's barrow ( recovered) — STEPHEN KING, age 59, height 5 ft. 6 or 7 in., complexion dark, hair and whiskers dark brown; dress, old black overcoat, black cord trousers, plaid jacket, Salvation Army cap, red band taken off. A native of Tunbridge Wells. Warrant issued. Information to the Chief Constable, Tunbridge Wells. LANCASHIRE. 26.— Chorley ( County).— For stealing money from a poor box, at Leyland Parish Church, between 18th ult. and 14th inst.— A BOY, age about 12, short of stature, complexion dark, eyes very dark; dress, dark cloth jacket, worn at elbows ( much too large for him), brown cloth trousers ( far worn), large • clogs. Stated he came from Oxford- street, Man Chester, and that he had been staying in Preston for about a week. Left Manchester in company with another lad who left him at St. Helen's. ' 27.— Chorley ( County).— For failing to report — Supervisee JOHN BARKER, Office No. 40366, age 26, height 5 ft. 2 in., complexion fresh, hair black, eyes brown, scars outside right forearm, inside each wrist, on right buttock, and small of back, face freckled. Sentenced at Preston, 16tli Oct., 1889, to 12 months hard labour and 3 years police supervision for larceny. Was released from Preston Prison, 1st inst., from a sentence of 8 months hard Labour, and failed to report on liberation. 2444— 18. Information to Snpt. Norris, Chorley. 28. — Leigh ( County) .— For stealing £ 3 at Westleigh, oth inst.— ALEXANDER SUTHER- LAND, a collier, age 23, height 5 ft. 7 or 8 in., complexion fair, hair light brown, eyes blue, two burn marks inside left forearm, large cut mark on right sido of head. Warrant issued. Information to Supt. Higginbotham, Leigh. 29.— Ormskirk ( County).— For failing to sur- render at the Liverpool County Sessions on 27th ult., on a charge of felony— RICHARD GRUNDY, age 42, height 5 ft. 7J in., complexion sallow, hair light brown, moustache brown, eyes ( large) gvf y, very surly- looking, stoops when walking, is fond of pigeon shooting, pigeon flying, and dog racing. A native of Crook, Shevington, Lancashire. Has lived at Hoyland, near Bamsley, Featherstone, near Ponte- fract, Nostle, near Wakefield, Newfield, Spennymoor, Plawsworth, Thornley, and Bishop Auckland. He is also wanted for indecently assaulting a girl at Skeluiersdale. ' Warrant issued. Information to Supt. Jervis, Ormskirk. 30. — Accrington ( Borough).— For stealing, 4th inst., 4 pairs of lady's boots, viz.:— 1 pair glove- kid tops, glazed- kid vamps, long- legged and buttoned, size 3; 1 pair kid lace, plain, size 4; 1 pair glazed- kid buttoned ; 1 pair kid buttoned, " La Sanitaire " written on inside tops— all new— A WOMAN, age about 21 or 25, height 5 ft. 1 in. hair ( fringed in front) dark; dress, fawn- coloured jacket, navy- blue skirt trimmed with navy- blue and white- striped ribbon, dark slate- coloured cotton gloves, white silk handkerchief round neck. This woman called at a shop and asked for several pairs of boots to be sent to her lodgings for her sister and herself to try on. An assistant at the shop accompanied her to her lodgings with the boots and was taken into the parlour, when the woman made an excuse to go upstairs, taking the boots with her, but, instead of doing so, absconded with the boots. She had obtained the lodgings only a few hours pre- viously, when she stated that her husband would join her later on. Information to Chief Constable Beattie, Accring- ton. 31.— Blackburn ( Borough).— For failing to re- port— License Holder MARTIN KILSHAW, Office No. 42914, age 33, height 5 ft. in., complexion fresh, hair dark brown, eyes dark grey, scars bridge of nose and right elbow, right knee distorted from fracture, mole below left nipple, flat feet. Sentenced at Preston, 2nd January, 1884, to 7 years penal servitude, and 7 years police supervision for felony. D K 1259. Supervisee AGNES ANN BURNS, alias ANN BURNS, ANNE BURNS, and ANN CROSS, Office No. 41385, age 30, height 4 ft. 11| in., com- plexion fair, hair brown, eyes brown, scar between eyebrows, back of right thumb, and inside lower part of third left finger, large brown mole under right thigh, small ones both sides neck, right side fore- head, and three on left cheek.
