REGHTLATIONS. * ~ * HT All Notices intended for insertion in the Hue- and- Gry are to be transmitted under cover, addressed to the Inspector- General, Royal Irish Constabulary, Dublin Castle, authenticated by a Separate Communication. No Description can be inserted unless an Information shall have been Sworn; but it is not necessary to forward the Informations to the Inspector- General. Notices respecting all Felonies and such Mi. . lemeanours as aic an aggravated nature will be inserted. All Descriptions of jwrsons whose apprehension is sought on a charge of Misdemeanour should be accompanied by a statement that a " Warrant has been issued, mnd by tho name of the person in whose hands it is. But the Constabulary should remember that they cannot arrest a person charged, with an offence of thia nature unless they have the Warrant in their possession when making the arrest. „ *„• Should irregularities arise in the delivery of the Hue- and- Cry, it will be necessary to forward one of the covers, or give the number it bears, as without this information the mistako cannot be rectified. r Prison and Police Authorities are particularly requested to be good enough to inform the Inspector- General, Royal Irish Constabulary, Dublin . Armagh, Description of ISAAC MILLER, native of Russia, who stands charged with having, within the pa six months, in, the barony of O'Neiland East, pari, i of Shankill, embezzled certain snms of money recei\ by him for bis employer:— Dark eyes, broad pro- minent ncse, dark complexion, ronnd face, stont make, fi feet 2 inches higb, about twenty years of age, dark hair; wore a low jerry hat, black jacket coat, dark trowsers and vest; is a pedlar, and has • certificate ; speaks English badly. Description of PATRICK HEFFERNAN, native of Whitechurch, county Cork, who stands charged with having, tn the 2nd August, 1892, in the barony of East Muskerry, parish of Garrycloyne, committed an indecent assault on Ellen Bradley, 14 years of age:— Gray or blue eyes, regular nose, fair complexion, round face, medium make, 5 feet 6 inches high, abont 50 years of age, datk hair, wears all his beard and moustache, which is light brown; wore a round hat, gray ooat, corduroy trowsers, and gray vest; is a labourer, Warrant for his arrest in the hands of the Sergeant at Blarney. Description of JOHN BLUNDELL, native of St. Wollas, Newport, Monmouth, Wales, who stands charged with having, on the 5th August, 1892, in the barony of Cork, parish of St. Ann's, Sbandon, deserted from his regiment, Shropshire Light Infantry, takirg with him the sum of £ 50, the property of Lieutenant Smith, of same regiocent;— Gray eyes, red nose, fresh complexion, red lace, and looks as if addicted to dri jk, medium make, 5 feet 6 J inches high, about 26 years of age, datk brown hair; wore a gray tweed cap, dark coat, light tweed trowsers ; is a lance ser- geant, Shropshire Regiment; is a painter by trade. Description of JAMES HARKIN, native of Ray, who stands charged with having, on the ICtb day of August, 1892, in the barony of Kilmacrenan, parish of Raymonterdoney, stolen a mare, the property of his father, Thomas Harkin, which it is believed he sold at the fair of Creeslough, on 10th instant:— Shaves all his face except morn t ache, which is small and fair, gray eyes, regular nose, fair complexion, thin face, medium make, 5 feet 9 inches high, about 30 years of age, very fair bair; wore a gray flannel coat, corduroy trowsers, and gray flannel vest; is a labourer. Description of JAMES NELSON ( supposed ficti- tious), who stands charged with having, on the 25th August, 1892, in the barony of Lower Castlereagh, parish of Holywood, stolen a coat, the property of Robert Thompson, from his ( Thompson's) dwelling- house, where he obtained lodgings by falsely stating he was a telegraph official engaged in making altera- tions in the telegraph line:— Tattoo mark on one wrist, which one uncertain; brown eyes, aquiline nose, very sallow complexion, tbin face, slight make, 5 feet 8 inches high, about 28 years of age, dark brown hair; wor) a check tweed cap, blaek coat, gray trowsers with black stripe, black vest with sleeves j stated he was a telegraph line repairer; had an English accent. Galway Description of PATRICK WALSH, native of Gortnalea, who being of unsound mind, left bis home, in the barony of Dunmore, parish of Dunmore, on the morning of the Nth September, 1892, audit is feared some ill may befal him; he was only recently dis- charged from Ballinasloe Lunatic Asylum :— Had on neither hat, boots, or coat; brown eyes, regular " nose, sallow complexion, thin face, medium make, 5 feet 7 inches high, about 40 years of age, dark hair; wore corduroy trowsers, frieze vest, and white shirt; is a labourer. Kildare. Description of a TRAMP, name and native place unknown, who stands charged with having, on the 26th July, 1892, in the barony of Carbury, parish of Dunfierth, stolen a covert coat, property ot Francis M'Donnell, Esquire, of Dunfierth; maker, " Scott," Dublin; value £ 5:— Lump on back of neck, Sogers on one hand deformed, military bearing, high cheek bones, stout make, about 6 feet high, about 50 years of age, sandy hair turning gray, sandy moustache; wore a dark coat and gray trowsers; is a tramp— old soldier. Fond cf chatting to police on road about army and begs from them; well known in King's County, Meath, and Kildare. Robertstown, 31st August, 1892. ( 18038 c.— 4697.) Kilkenny. Description of JOHN J. POWER, native of Carrick- on- Suir, who stands charged with having, on the 29th July and 16th August, 1892, in the barony of Municipal Borough, parish of St. Mary's, Kilkenny, embezzled the sum of £ 223 from the Messrs. Davis, Millowners and Flour Dealers of Fairfield, St John's, and Manor Mills, Enniscorthy:— Slightly round shoulders, generally keeps one hand in trowsers pocket when walking ; Brown eyes, regular nose, fresh com- plexion, regular face, medium make, 6 feet 7 inches high, abont 25 years of age, brown hair; wore a dark tweed coat, light tweed trowsers and vest; is a clerk. Kilkenny, 1st Sept., 1892. ( 18068 c.— 47* 9.) King's. Description of PATRICK DARCY mother's surname Dwan;, native of Kyle, county Tipperary, N. R., who stands charged with having, on t' 1 August, 1892, in the barony of Clonlisk, parish of Templebarry, forcil ' y entered the dwelling- house of John Dwan, between 3 and 5 o'clock, P. M., and stolen therefrom two £ 5 notes and one £ 1 note, and an old pocket- book:— Gray eyes, regular nose, fresh com- Elexion, round face, stoat make, 5 feet 5 or 6 inches igh, about 22 years of age, light brown hair; wore a dark tweed suit, plaid pattern; is a labourer. Description of MARY WARD ( mother's surname Walsh), native of Drumbrenned, who stands charged with having, on the morning of 4th August, 1892, in the barony of Leitrim, parish of Kiltoghert, stolen two cows, the property of Michael Ward:— Slightly pock- pitted, brown eyes, cocked nose, dark complexion, round face, stout make, 4 feet 2 inches high, abont 32 years of age, brown hair; supposed to have worn a brown dress, and dark gray shawl; is a farmer's daughter. Warrant in the hands of the District Inspector at Carrick- on- Shannon. Carrick- on- Shannon, 10th August, 1892. ( 1670 c 3893.) Limerick. Description of DENIS MAHONY, native of Mungret, who stands charged with having, on the 6th September, 169?, in the barony of Pubblebrien, parish of Mungret, seriously assaulted James Shine, Esquire, j. r., by striking him on the heed with a dung- fork :— Slightly bow- legged, high cheek bones, long nose, slightly hooked and pointed at top, thiok brown moustache, speaks with a long tough accent, blna or gray ejes, long nose, sandy complexion, long thin face, stout make, 5 fiet 7 inches high, abont 45 years of age; wore a black soft hat, blue double- breasted pilot < Mk> sack make, brown trowsers t is a labourer. BARDON, and A MAN unknown ( obtaining money by false pretences), Hue- and- Cry, 19th April, not arrested. ( 13893 c.— 97578.) Roscommon. Description of PATRICK CONNOLLY, native of Sallymount, Roscommon, who being of unsound mind, and having strayed from his mother at Queenstown, county Cork, on 17th August, 1892, who was in charge of him, and it is feared some ill may befall him. He had just landed from America)— Brown eyes, regular nose, fair complexion, thin face, stout make, 6 feet high, abont 24 years of age, dark hair, cnt short; wore a black cloth coat, dark trowsers, and vest, all mode in American style; is a labourer. JOHN DALY ( homicide), Hue- and- Cry, 22nd Mav, has not been arrested. ( 9147 c.— 89381.) Tipperary. Description JAMES BUTLER ( mother's surname Ryan), who stands charged with having, on the 2nd August, 1892, in the barony of Eliogarty, parish of Thurles, dangerously assaulted Patrick Burke, fracturing his skull, from the effects of which he died on the 31st August, 1892:— Butler is a well known poacher, and may be found about rivers or rabbit warrens ; he may ultimately endeavour to emigrate; blae eyes, regular nose, fair complexion, round face, medium make, 5 feet 9 inches high, about 22 years of age, fair hair ; wore a white cap, brown tweed - coat, gray trowsers and vest; may change clothing ; snart active appear- ance and good looking; is a labourer. Warrant in the hands of Royal Irish Constabulary, Thurles. Thurles, 2nd Sept., 1892. Description of JOSEPH SHANAGHAN, native of Corgrove, who stands charged with having, on ths 28th day of August, 1892, in the barony of Moy- cashel, parish of Newtown, unlawfully stolen the sum of £ 22 out of a press in the house of Anthony Carton, of Garryduff, with whom be was living as a servant man:— Mark of evil under one ear, wore all his beard, which is sandy and long, on chin; blue eyes, straight nose, fair complexion, regular faoa, ordinary make, 5 feet 11 inches high, about 34 years of age, sandy hair; wore a light tweed coat, trowssrs, and vest, partly worn. Description of JOHN WILSON ( mother's surname not known, but resides at No. 8, South King- street, Dublin), native of Glasgow, who stands charged with having, on the night of the 15th May, 1892, in the barony of Newcastle, parish of Kilcoole, being con- cealed in Bromley Demesne, under circumstances denoting that he was there for the purpose of committing a felony, and unable to give a good account of himself, lodging in the open air, and without any visible means > f subsistence, and escaping from custody of police :— " flue or gray eyes, pale complexion, regular face, stout make; 5 feet 5 inches high, about 35 years of age; wore an old dark hard hat, long dark coat, light trowsers. Speaks with a Scotch accent; is known to the police in counties of Dublin, Wicklow, and Wex- ford ; is a tramp. Warrant issued. Bray, 1st June, 1892. ( 16010 c.— 1482.) JAMES WELLS ( obtaining money by false pre- tences), Hue- and- Cry, 23rd August, not arrested. ( 16050 o.— 1572). DUBLIN METROPOLITAN POLICE. ft Division. Particulars relative to convict JOSEPH M'DONNELL, c. 325, convicted at Castlebar. county Mayo, Summer As izes, oh 10th July, lfc89, for rape, and sentenced to 5 years penal servitude:— 22 years of age on conviction, single, is a blacksmith, born at Clare- morris, resided before conviction at Clare norris, where his friends reside; brown hair, blue eyes, brown eye- brows, medium nose, regular mouth, pale complexion, oval visage, proportionate make, 5 feet 6J inches high; cut on forehead, on top of head, right side, and on poll, mole and scar on chin, large scar'cm right wrist, flesh mark on left wrist. This man was released from Mountjoy Prison on licence, 7th April, 1892, and went to Claremorris. He left his residence oa 25th ult,| without reporting to the R. I. C., and is stated to have gone to Glasgow. If arrested he should be proceeded against under 34 and 35 Vic., cap. 112, sac 5, as amended by Penal Servitude Act, 1891. 8th September, 1832. ( 498 H. C.) This woman was released from Grangegorman Prison on licence, 27 June, 1892, and went to reside in Belfast. She left her late residence, Drumgaw, county Armagh, on 9th ultimo, without reporting to Police, and her present whereabouts is unknown. If arrested she should be f roceeded against nndei 84 and 35 Vic., eap. 112 sec. 5, as amended by Penal Servitude Act, 1891. lst September, 1892. ( 496 H. C.) Particulars relative to Convict THOMAS COMBER c. 284, convicted at county Galway Spring Assizes, on 12th March, 1888, for larceny, and sentenced to 5 years pensl servitude :— 19 years on conviction, single, is a labourer; bom in Galway, where he re- sided lefore conviction and where his friends now reside :— Black hair, brown eyes, black eyebrows, medium nose, regular mouth, sallow complexion, round visage proportionate make, 5 feet 3f inches; cut mark top of head, several faded tattoo marks on left forearm, faded cross back of left hand, burn mark 4 » right knee. This man was released from Mountjoy Prison on SI st April, 1892, on licence, and went to reside at Galway. He las failed to repoit himself since 19th May, and is believed to have gone to Liverpool. If arrested he should be proceeded against nnder 84 and 35 Vic., cap. 112, Sec. 5, as amended by Penal Servitude Act, 1691. Jst September, 1892. ( 496 H. C.) Description of WILLIAM MULLEN, no fixed residence, who stands charged with having stolen, on the llth August, 1892, a bay mare, value £ 11, from Chester- road, Ranelagh, county Dublin, the property of Mr. Alexander Field, of said place:— 20 years old, 5 feet 8 inches high, medium build, dark hair cut short, no beard, whiskers, or moustache, fair complexion, pearl on right eye; wore a dark tweed suit, coat jacket make, strong laced boots. Has relatives residing in Drogheda; was last seen on 12th August, 1892, in the neighbourhood of Rath- farnham, county Dublin, having the mare in his possession. Particulars relative to convict THOMAS GERAGHTY, c 269, convicted at Dublin City Sessions, county Dublin, on 2nd October WB, for ottering base coin, and sentenced to years' penal servitude:— 37 years of age on conviction, read and write is a Roman Catholic, married, is a labourer, prison trade oakum picking and laundr- y, born in Cuffe- st, Purlin ; resided before convict' a in Dublin, where bis friends reside; brown hair, gray eyes, brown • eyebrows, email nose and mouth, fresh complexion, oval visage, medium make, 5 feet inches high; lost one front tooth lower; cut- mark top of head; T. C. tattooed on light forearm; heart on left forearm. This convict was released on licence from Mountjoy Prison on 30th June, 1892, and went to reside at 174, Church- street, Dublin. He left his residence without notifying the fact to the police. His present whereabouts are unknown. If arrested he should be proceeded against under ? 4 and 35 Vic., cap. 112. sec. 5, as amended by Penal Servitude Act, 1891. General Prisons Board, Dublin Castle, 18th August, 1892. ( 491 H. C.) Particulars relative to convict PETER POR- TEOUS, convicted at Quarter Sessions for city of Londonderry, county Londonderry, on 23rd October, 1888, for larceny, and sentenced to 5 years:— 61 years of age on conviction, read and write, belongs to the Irish Church, married, is a dealer, prison trade oakum picking and tailoring; born in Dublin; resided before conviction at Londonderry; his friends reside at Salford, Manchester; gray hair, gray eyes, brown eyebrows, large nose, small mouth, fresh complexion, oval visage, proportionate make, 5 feet inches high ; cut- mark on poll, right side. This man was released on licence from Maryboro' Prison on 22nd July, 1892. He left his residence, 5, Sackville- place, Dublin, without notifying the fact to the police. His present whereabouts are unknown. If arrested he should be proceeded against under Act 34 and 35 Vic., chap. 112, sec. 5, and Act 54 and 55 Vic., clap. 69, sec. 4.
