All announcements for insertion in the POLICB GAZETTE, and all communications upon them should be addressed to THB EDITOR OP THE POLICE GAZETTE. NEW SCOTLAND YARD LONDON, S. W. 2. Particulars concerning personswhose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be talcen upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension w sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. S. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. K- EO- XTXijft- TXOlSrS- 8. Announcements of all persons to be c^ rehended or of stolen property bear a number, a.. dart alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Cnaring Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTB beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. J, No expression must be used in such an advertise- ment, in relation to pi operty stolen, or criminally taken or disposed of, holdi g out any expectation that the reward will be paid on its return without the offender being brought to tria or without enquiry. ( Convict Supervision Depart- ment. — Escaped from custody of police, at Southampton, 19th ult. — Expiree RICHARD REGAN, alias RICHARD BEAUMONT, RICHARD STIMPSON, RICHARD STIMP- STON, and RICHARD BURDEN, Office No. 42803, age 40, height 5 ft. 6 in., complexion fresh, hair brown, eyes brown, scars on head, right side forehead, 2 right cheek, 1 left eyebrow, back of right hand ( large), inside right forearm ( dog bite), inside left wrist, and outside left forearm, blue mark inside left forearm, and back of left hand ( indistinct), ears pierced. Sentenced at Manchester, 11th February, 1880, to 10 years penal servitude for receiving, and at Middlesex Sessions, 26th August, 1889, to 6 months hard labour and license revoked for larceny. Released from Pentonville Prison, 27th April last. 2.— E Division.— For stealing and receiving skins and leather— WILLIAM EDWARDS, aga 45, height 5 ft. 7 in., complexion sallow, hair and mons tache black, turning grey, eyes dark, high cheek- bones, sunken eyes; dress, dirk clothes, black felt hat. A bootmaker; native of Listowel, Ireland. Wari ant issued. 3.— K Division.— For larceny ( lodger).— FRED LYONS, alias FRANK MEDLEY, age 25, height 5 ft. 5£ in., complexion and hair dark, eyes dark blue, bracelet tattooed right wrist, star between thumb and finger left hand, rising sun left wrist, ship left forearm ; dress, blue serge jacket and vest, brown check trousers, blue neckerchief, lace boots, blue cloth cap. A native of San Francisco. Warrant issued. 4.— K Division.— HENRY KNIGHT, Case No. 91, 19th ult., not yet arrested. He is supposed to have left London on Gth August, accompanied by a nephew, age 15, en route for Manchester, and is now said to be staying with his brother, George Knight, who is a ganger on the Manchester Ship Canal Works. 5.— K Division.— For embezzling £ 13 9s. 5d., the monies of the Operative Bricklayers' Society— THOMAS ROBERTS, age 43, height 5 ft. 4 or 5 in., complexion dark, hair, whiskers, and moustache dark brown, one front tooth deficient; dress, brown tweed suit, black hard felt hat. Supposed native of Guildford. Warrant issued. 6.— M Division. — For embezzling £ 10 — JOHN HENRY HILL, age 42, height 5 ft. 4 in., complexion sallow, hair dark, eyes blue, large ssars both cheeks and on upper lip ; has lost bis noso and wears artificial substitute and black moustache; wears spectacles; dress, dark check suit, hard felt hat, brown leather boots. A traveller and collector; native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 7.— For embezzling £ 71 — C. W. T. HULL, a clerk, late of 62, Vauxhall- bridge- road, age 18, height 5 ft. 7 in., complexion pale, bair dark; usually dressed in dark clothes. Absconded 13th ult. Warrant issued. 8. — For stealing £ 73, composed of eight £ 5 Bank of England notes, some stamped " R. D. War- bury & Co., 30 and 32, Monkwell- street, E. C.," on 20th ult.— ALFRED WHITE, alias HVUDD, a porter, late of 12, Marion- street, Homerton, age 31, height 5 ft. 4 or 5 in., comp'exion very fair, hair light and curly, small side whiskers and moustache light; dress, black cutaway coat and vest, dark brown mixture trousers, blue cloth cap with peak. H." ; 1 pair of elec tro- plated ditto, plain ; 1 lace mantle, velvet yokes; 1 cashmere cape, lined with black silk ; 1 jacket, stockingette at back ; 1 bronze- green dress; 1 cashmere and silk broche bodice ; 1 black fancy dress, trimmed with black velvet, crimson frill at bottom inside; 1 grey print dres3 and bodice ; 1 black cashmere bodice, trimmed with jet; 1 velvet bodice with cashmere sleeve3; 1 brown petticoat with gold stripes; I black lace hat, trimmed with creim bows and velvet; 1 black straw hat, trimmed with black velvet and feathers ; 1 brown velvet hat, trimmed with fawn velvet and brown ribbon; 4 white pocket- handkerchiefs, hemmed- stitched ; 1 red woollen shawl; a quantity of good under- linen ; 1 comb aud brush ; 1 hand- glass; 1 small black Gladstone bag; and 27s.— SARAH ANN LOUISA NEIGHBOUR, age 19, height 5 ft. 1 in., complexion fair, hair ( recently cut shoit) brown, full blue eyes ; supposed dressed in stolen clothes. CHESHIRE. 10. — Runcorn ( County). — For stealing 3 bullocks ( Case No. 3, 26th ulto.), which he sold to a butcher at Patricroft, on 20th ulto.— A roan who gave his name as THOMAS JONES, age about 45, height about 5 ft. 6 or 7 in., complexion fresh, side whiskers and moustacli9 sandy; dressed, on the 20th ulto., in tweei suit, blask necktie, and hard felt hat; but on 23rd, was wearing, at Patricroft, a new suit of blue material. He has a hare- shorn lip, and has lost the cartilage dividing the nostrils which affects his voice. Information to Supt. Atherton, Runcorn. DERBYSHIRE. 11.— Wirksworth ( County) — For stealing a horse ( recovered a~ 13 rmingham, 27ih ult.) at Cromford. 26th nit.— A man, who gave the name of JOHN MINERS, age about 35, height 5 ft. 7 or 8 in., complexion fresh, hair brown, moustache brown or sandy, no whisker3 ; has a country appearance and speaks with a Gloucestershire or West of England accent; dress, dark brown suit, black hard felt hat, collar and front, wore no tie, but had a red striped one in his possession. When at Birmingham he had no means, having absconded before receiving payment for the horse. Stated he had been a dealer in old scrap- iron. Warrant issued. Information to Supt. Lytle, Wirksworth. DEVONSHIRE. 12.— Exeter ( City). — For forging and uttering a cheque, 11th ult.— A MAN, ago about 28, height 5 ft. 9 or 10 in., rather slight build, complexion pale, hair and small moustache dark brown, rather small face, walks slightly forward; dress, dark morning coat and vest, dark reddish trousers, black hard hat; of respectable appearancc. He obtained a blank cheque ou the Wilts and Dorset Bank, Exeter Branch, and having filled it in for £ 7 12s., using the name of a well- known doctor and dentist, took it to a draper's shop and asked the proprietor to cash it for the dentist. This man is supposed to bo identical with a man wanted at Reading ( see Case No. 9, 5th ult.), and is likely to be found at hotels or respectable lodgings. Was last heard of at Leamington Spa, where he forged and uttered another cheque. Warrant issued. Information to the Chief Constable, Conrt House, Exeter. ESSEX. 13. — Chelmsford ( County). — For stealing 2 calico sheets, 3 coloured quilts, 2 small brown blankets, 2 pillow3, and an old pair of trousers, at Batt'es Bridge, o: i the 20th ulto.— JOHN" GLAD ( supposed false), ago about 26, height 5 ft. 7 in., complexion fair, hair light, bloodshot mark on left eye, dark patch of hair on left side of head, tattoo marks on right arm ( supposed letters " J. G."); appearance or a soldier; drcs?, long black coat, cap with peak and a hole burnt in it, may be wearing a p~ iir of old grey cloth trousers, patched at knees with old blu3 srrgs. LANCASHIRE. 15— Old Trafford ( County).— For stealing, at Didsbury, between 11th and 15th ult., a lady's brown fur collarette and a black alpaca umbrella— A woman, who gave the name of JANE BELL, age about 20, height 5 ft. 4 or 5 in., complexion sallow, hair light; dress, black jacket, black dress, and hat trimmed with yellow flowers, black stockings, low shoes. 16.— Old Trafford ( County).— For stealing, 17th ult., at Stretford, a black worsted cloth jacket to fit a youth about 18, 3 pockets outside, bound with black braid, bone buttons ( part worn), and a black felt lint— A man, who gave the name of GEORGE EVANS ( supposed false), age about 40, height 5 ft. 6 or 7 iu., complexion fresh, hair light sandy, moustache sandy, no whiskers ; dress, dark cloth jacket, grey cloth vest, corduroy trousers, and stolen hat. Stated that he had come from Birming- ham, and had been a horsekeeper at the tram stables there. Information to Supt. Bent, Old Trafford. 16rt.— Rochdale ( County).— For failing to report.— License Holder THOMAS DALY, age 47, height 5 ft. 8 in., complexion sallow, hair brown, eyc3 grey. Sentenced at Cork Assizes, 28th March, 1884, to 10 years penal servitude for conspiracy to murder. Licensed 26th February last, A 837. Information to Supt. Heywood, Rochdale. 17. — Salford ( Borough). — For stealing, 20th ult., a small crimson leather jewel- case, containing 1 15- carat gold dress- ring, set with 5 stones ( 2 emerald, 1 opal, and 2 rubies), one of the emeralds deficient; 1 oval silver brooch; 1 silver locket containing photos, of a lady and gentleman 2 Indian silver bangles; 1 plain bangle with two small knobs, silver gilt; 1 tortoise- shell fruit- knife case, inlaid with silver, very antique; 1 steel watch- chain, flat pattern, with a lock, key and 2 sixpences attached ; a number of small studs, papers, 2 five shilling pieces and a jubilee florin— A MAN, who called and stated he had been sent ( o examine the gas meter and fittings, age 2- 5 to 30, height 5 ft. 4 ( o 6 in., slight build, hair and moustache sandy; dress, black mackintosh with cape, dark brown trousers, lace boots, black hard felt hat; carried a small hand- bass. Information to the Chief Constable, Town Hall, Salford. SUSSEX ( EAST). 20.— Hove ( Town).— For an offence against Section 5 Criminal Law Amendment Act, 1885, on 24th July— HENRY PEARCE, age about 43, height about 5 ft. 8 in, complexion fresh, hair light ( turning grey), whiskers and moustache sandy, shaves tho chin, may now be clean shaved ; dress, when last seen, black coat, light plaid vest and trousers, black Oxford hat. A libourer; native of Littlehampton. Has been in the Army. Ab- sconded 18th ult. Warrant issued. Information to Major Teevan, Chief Constable, Hove. SHROPSHIRE. 18. — Whitchurch ( County).— For stealing from a temperance hotel, 27th ult., £ 1 10s.— A MAN, who lodged in the house one night, age about 22, height 5 ft. 4 or 5 in., stout build, com plexion fresh, roiind features, hair and eyes dark, no whiskers, may have a small moustache, good- looking, well spoken ; dress, grey suit, white turn down collar, side- spring boots, brown hard felt hat, wore a silver albert chain across breast, and carried a walking- stick with white handle. Stated he came from London. Warrant issued. Information to Supt. Edwards, Whitchurch. SURREY. £ 10 REWARD. 19.— Reigate ( Borough).— For stealing, 23rd ult.— A bay mare, 15 hands, about 4 years, long mane and fail, white star on forehead, hair rubbed off near side close to point of shoulder, scar about 3 in. long on ribs near side, caused by shafts grazing against it, scar on near stifle, raluo £ 40 ; a single cheek bridle, throat strap broken asunder, rein sewn at end and to the bit, instead of being fastened with bu- jkles; an ordinary saddle, slightly torn near buckle of stirrup strap, centre strap of girth broken under flap of saddle— A MAN, age about 30, height 5 ft. 7 or 8 in., black moustache and small side whiskers, black and dirty chiu as if from several days' growth of beard, hair curly; dress, light coat, aised scams, tight fitting light trousers, black hard felt hat. Was seen going iu the direction of London, and was traced as far as Epsom. The above roward will ba paid by Mr. Lambert, butcher, Redhill, for the apprehonsioa of the thief and recovery of the mare. YORKSHIRE ( WEST RIDING). 21.— Barnsley ( County).— Escaped from custody of police whilst being conveyed between London and Aldershot, as a deserter from 5th Dragoons— JOSEPH WRIGHT, alias REDFERN, age 32, height 5 ft. 9 in., complexion fresh, hair brown, eyes blue, scar ou forehead, right of chin, back of head, and right thigh ; dress, shabby snuff- coloured jacket, dirty corduroy trousers, dark cap. A native of Bretton West, near Wakefield, or Wakefield. Information to Supt. Kane, Barnsley. 22.— Pontefract ( Covnty).— For neglecting to pay over the sum of £ 46 lis. 3d., collected by him as income tax and inhabited house duties— WILLIAM FREDERICK SWALES, age 24, height 5 ft. 4 or 5 in., complexion fresh, hair light brown, full blue eyes. An accountant; native of Ponte- fract. Warrant issued. Information to Snpt. BEDFORDSHIRE. 23.— Ampthill ( County).— Committed for trial at the next Bedford Assizes, for burglary, 14th ult.— WILHELM HELMUT AUGUST MEISS- NER, age 17 ( looks older), height 5 ft. 8 in., com- plexion fresh, hair light sandy, eyes blue; dress, old dark grey long overcoat without lining, dark vest, black cloth trousers ( much worn), old dirty white straw hat. A native of Amsterdam, Holland. Had in his possession ( supposed stolen)— a large table knife, bono handle, " Artis, Brighton," on blade; a dark mixture cloth coat with hip, ticket and inside breast pockets; a pair of new strong lace shoes, man's size, pegged soles, square toes, tips on heel and toe, nailed with five single rows of ordinary round heads; 9 keys of various patterns, 2 of which are latch- keys, marked No. 5 and 12. HEREFORDSHIRE. 24.— Hereford ( County).— Committed for trial at the next Quarter Sessions at Hereford, for house- breaking at Dormington — Three men : 1st, AMBROSE COOK, address refused, age 35, height 5 ft. 4 in., hair ( turning grey) and moustache dark, eyes brown, face freckled, two burn marks on right arm; dress, plaid coat, brown vest, black cord trousers, black hard felt hat. Is sap- posed to have come from Birmingham.— 2nd, JOHN EDWARD C'ART WRIGHT, age 18, height 5 ft. 3 in., complexion fresh, hair light brown, eyes blue, T. C. tattooed on left forearm, four blue spots on right forearm ; dress, blue cloth jackcfc, dark vest., brown cord trousers, blue muffler, black hard felt hat, A bieyclo maker ; native of Hampton- street, Birmingham.— 3rd, WILLIAM FEWTRELL, age 18, height 5 ft. 0| in., complexion fresh, hair ijht brown, eyes grey; dress, dark plaid jackct FRIDAY, SEPTEMBER 2, 1892. KENT. 25.— Canterbury ( County).— Committed for trial for housebreaking — THOMAS WOOLVIN ( supposed false), age 26, height 5 ft. 6in., complexion fair, hair brown, nose has been broken, scar on left eyebrow and forehead ; dressed as a dock labourer. Supposed native of Manchester. Had in his possession— a pawnticket, No. 2773, for a pair of trousers, piedged on 26th Jnly, 1802, in the name of Woolvin, with John Berts, 2, Powis- street, Woolwich, and one, No. 6491, for a pair of boots pledged on 28th July, in the name of Jane Woolvin, 8, Sand- street, with L. Thomas, 25, High- street, Woolwich, THOMAS MARTIN ( supposed false), ago 25, height 5 ft. 1 in., complexion fresh, hair and mous- tache black, deformed face, as though swollen, large scar from burn or scald extending over the throat, and part of chest, anchor and " Punch" tattooed on left forearm ; dressed as a dock labourer. Supposed to be a native of Plymouth. Had in his possession— a pawn ticket for a silver watch, pledged with L. Fleming, 1, Lower John- street, Golden- square, Regent- street, W., on 5th November, 1891, in the name of John Fiddaman. Information to Supt. Wood, Canterbury. LINCOLNSHIRE. 26.— Sleaford ( County).— Committed for trial at Sleaford Quarter Sessions, on 19th October, for housebreaking— FREDERICK ERNEST RICH- INGS, age 22, height 5 ft. 5£ iD., complexion fresh, hair dark brown, eyes grey, clean shaved, big toe left foot enlarged, having been broken ; dress, blue serge suit, army boots ( side- spriDg) with holes in heels, for spurs. Information to Supt. Richdale, Sleaford. MERIONETHSHIRE. 27. — Dolgelley ( County). — Committed for trial at the next Quarter Sessions, for larceny— FRANCIS YOURELL ( supposed false), age 30, height 5 ft. 8f in., complexion swarthy, hair ( turn- ing grey), and eyes brown, oval face, scar back of head, cut inside left wrist, left hip dislocated, leg shortened and wasted, abscess scar left groin. About 1.15 p. m., on the above date, a well- dressed woman drove to the shop in a cab, and asked to be shown some carriage clocks. The young lady in charge of the shop brought out some clocks, as the woman in the cab stated she was unable to walk through a slight accident. While the young lady was showing the clocks the cabman saw a man go into the shop, and at the same time another man came up and asked the cabman the way to the railway station, thus drawing his attention away from the shop. The woman did not purchase a clock, but stated that some one would call later in the afternoon, and then requested the cabman to drive to the railway station; on the way there the woman stopped the cabman, got out and walked away without any sign of lameness.
