NEW SERIES. FRIDAY, JULY 22, 1892. VOL. IX., No. 894. REaULATIONS. 2. Alt announcements for insertion in the POLICE GAZETTE, and all communications upon them Amid be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POMCE GAZETTE, if they a/ re sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable { he article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for tie payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Qd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to i> e inserted, and no icarrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank Ulan Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art i alphabetically arranged by counties. g. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ l may result from such publication. 11. Announcements for the Friday issue should be for warded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xew Scotland Yard, by cheque, crossed " Drummond S( Co.," Post Office Order payable at Cnaring Cross, Postal Order, or tit Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- ations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of erime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. S. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTS.— There are 177 Stations of the Metropolitan Police Force at which Notices ccm le posted. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. Numerous complaints have been received by the Metropolitan Police for years past about the undermentioned persons, who, it is believed, are systematically defrauding the public. The follow- ing particulars give the modus operandi of the frauds in each case, but it muRt be clearly under- stood that no action can be taken by Police against the offenders unless process is first obtained by some person defrauded. MESSRS. DOREY LESTER & CO., KILBURN. ( C. O.— C. I. D. Correspondence, No. 62292.) This firm distribute circulars in Great Britain and abroad, describing jewellery and other articles which they offer for sale at an exceptionally low price, giving some special reason for the charge being so small, and representing the real value to be much greater than the sum asked for. They enclose a coupon to be signed and returned with the purchase- money, and, on the article being sup- plied, it is found to be of little or no value. In some instances the property purchased is never received at all. LANCELOT DORET LESTER is the only representative of the firm, and he is a dealer in mock jewellery and other worthless goods. ERNEST DAY, 439, OLD KENT ROAD, S. E. ( C. O.— C. I. D. Correspondence, No. 56664.) This man is a waste- paper dealer, and forwards letters to persons— mostly in a good social position— stating that some portrait, picture, ancestral arms, or crest of a late member of the family to which the person he is addressing belongs, has come into his possession owing to the death of his mother, who received it from one of the family in question, and he regrets that, owing to straightened circumstances, he is compelled to sell the article, and he offers it for two or three guineas, and, if necessary, he will forward it on approval. The articles he thus deals in are worthless, and are, no doubt, expressly collected by him with a view to defraud. THE REV. JOSEPH HOLMES, BLOOMSBURY MANSIONS, BLOOMSBURY SQUARE. ( C. O.— C. I. D. Correspondence, No. 47741.) An American named JAMES HOLLAND rents an office at the above address, and advertises largely in daily newspapers in London and provincial towns. The advertisement is headed " A Card," anddescribes " The Rev. Joseph Holmes' Mexican Prescription No. 1" as a certain cure for weakness, nervous debility, & c., and, on being communicated with, forwards copyright of the prescription and circular describing how it was discovered, & c. " The Rev. Joseph Holmes " is a myth, and the name is simply used to mislead the public. THE REV. J. WOOD, BUSBY HOUSE, 5, BUSBY PLACE, N. W. ( C. O.— C. I. D. Correspondence, No. 78041.) In this case advertisements are inserted in news- papers, headed " Nervousness, Weakness, & c.," and stating that a minister who has suffered in this way will forward free of charge, on receipt of stamped envelope, physician's prescription which cured him; address " The Rev. J. Wood, Busby House, 5, Busby Place, N. W. On being written to, copyright of recipe and circular describing " The Rev. J. Wood's Corrossa Compound," stating the prescription will be for- warded at cost price, viz., 18s. 9d. There is no such person at the address given, and the prescription is believed to be worthless. The business is carried on by a couple of irascible women, who meet complaints by a threat to throw water over the inquirer. THE IMPERIAL PORTRAIT ASSOCIATION. ( C O.— C. I. D. Correspondence, No. 74139.) This business is carried on at 9 and 11, Grace Hill- avenue, Folkestone, " President, CHARLES BERESFORD." The man advertises by circular letter, offering to make " two- guinea life- size Fusain portraits, free of charge, and send them as adver- tisments to chosen houses throughout Gieat Britain and France." He exacts a promise from the re- cipient to " have the portrait suitably framed," and this is construed to mean " framed BT HIM." The picture supplied is an enlarged photograph worth but a few shillings, and every effort is made to enforce a fraudulent and exorbitant claim for a frame. WILLIAM LORD MOORE, 5, INGERSOLL- ROAD, SHEPHERD'S BUSH. ( C. O.— C. I. D. Correspondence, No. 76558.) This man advertises in America and elsewhere to catch people who are supposed to be entitled to money from next- of- kin or otherwise. His business is fraudulent. NOTICE TO POLICE. A Mr. G. W. SARGENT, a chemist, of 75, Church- street, Kensington, is writing to the police throughout the country about alleged violations of the Pharmacy Acts. He is a troublesome and crack- brained busybody, aud in the Metropolitan Police District no notice is taken of his letters. 2 T H E POLICE GAZETTE. FRIDAY, SEPTEMBER 418, 1892. APPREHENSIONS SOUGHT. Department — Portraits and de- scription of two men, whose apprehension is sought for murder at Paris— 1st, THEODULE JOSEPH CONSTANT MEUNIER, alias CHARLES BER- NARD, a Frenchman, ago 31, height 5 ft. 2 in. complexion sallow, pale and thin face, delicate and sickly- looking, hair very dark brown or black, moustache black, long at ends, not heavy, eyes brown, with a quick, piercing expression, high fore- head, deep dimple on chin, nearly hunchbacked from some spinal disease, oval chested, scar on first finger of left hand ; a cabinet maker. 2nd, JOHN PETER FRANCOIS, alias FRANCIS, a French- man, age 36 ( looks older), height 5 ft. 5 in., hair ( bushy and inclined to cor!) dark, eyebrows dark, reddish- brown beard and moustache, high forehead, large conspicuous mole with hair growing thereon on left side of chin ; a cabinet maker. Both of these men are violent anarchists, and may possibly be residing with other anarchists in some provincial town, or endeavour to leave for America. Warrant issued. 2.— D Division.— For cansing the death of her newly - born male child by strangnlation. — LUCY DICKENSON, age 30, height 5 ft. 5 in., complexion pale, hair and large eyes dark brown, good- looking, reserved in manner; dress, black dress, long dark Irown striped nlster, black straw hat trimmed with black ribbon and tips. Warrant issued. 3.— D Division.- For tabbing.- REUBEN PINNOCK. aze 25, height 5 f'. 5 or 6 in., complexion fair, hair li^ ht brown, full blue eyes, of youthful and respectable appearance ; dress, dark blue reefing jacket, light striped trousers, black hard felt hat. A native of Marylebone, Middlesex. Was last employed as a waiter at the Clarence Hotel, Weymouth. May obtain a situation as gentleman's servant. Has been to Chicago. Warrant issued. 4.— S Division. — For stealing poultry, and causingactual bodily harm to a PoliceCon& table— WM. COOK, a'ius FLASH COOK, age 32, height 5 ft. 5 or G in., complexion ruddy, hair dark, sup- posed now clean shaved, eyes hazel, truncheon wound on left side of head, slightly bow- legged; dress, supposed black pilot jacket, dark cord trouser. j, black soft folt hat or cap, worn well at back of head to cover wound. A native of Whetstone, Middlesex; is an associate of fowl stealers and poachers, and may be found at low beer- houses. 5.— V Division.— For stealing, 8th inst. — A gentleman's gold half- hoop ring, set with two diamonds ^ ct. each, with sapphires $ ct. in centre; a 15- carat gold albert ( double); a ropnd locket made of spade guineas attached ; a gold pencil- case, " Mordan " thereon ; a gold hunter watch, French make, by Faibre, No. 17265; and a single stone diamond ^ ct. collar stud. — Three men:—( lst), COOK, alias SNOWY, age 30, height 5 ft, 7 in., complexion fair, hair and moustache light, nose rather broad at end ; dress, dark clothes. A native of London. — ( 2ud), JOHN BRAY, age about 28, height 5 ft. 8 in., complexion, hair, and moustache dark; dress, check suit. A pugilist; supposed native of London.— ( 3rd), BRAY, age 26, height 5 ft. 7 in., complexion and hair dark; dress, brown suit. A pugilist; supposed native of London. They are known as BRAY BROTHERS. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland yard, S. W. CITY OF LONDON. 6.— For fraud— JOHN BRENNAND CHAFFER, known as CAPTAIN CHAFFERS, late of 13, Bywater- street, Chelsea, age 45 to 50, height 5 ft. 10 in., thin build, hair, loDg beard, and moustache brown; dress, brownish coat and trousers, black hard felt hat. Warrant issued. £ 50 REWARD. 7. — Woodcut portrait and description of IGNATIUS WIEDER, late of 1, Piccadilly, and Newport House, Great Newport- street, London, whose apprehension is sought for stealing jewellery, age 28, height 5 ft. 8 or 9 in., complexion sallow, hair ( wavy) brown, eyes grey, large mouth and ears, thick lips, upper lip twitches when talking ; dress, black coat and vest, high silk hat, patent leather boots. A jeweller and practical watchmaker; native of Austria. Speaks good English. Warrant issued. The above reward will be paid by Messrs. Lewis & Lewis, Solicitors, Ely- place, London, E. C., to any person giving such information as shall ( within 3 months from 8th inst.) lead to the appre- hension and conviction of Wieder. Information to Supt. McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 8.— Luton ( County). — For larceny ( lodger)— A MAN, age about 40, height about 5 ft. 6 in., hair ( cut short) turning grey, and moustache dark; dress, brown coat, dark striped trousers, hard felt hat. Stated he was employed to erect a telephone at Leagrave Railway Station ( false), and obtained lodgings on 14th inst., and breakfast next morning, when he left, without paying, after stealing the sum of 5s. Ho obtained food and lodgings at two placeB at Luton on the same pretence, and left with- out paying. Information to Supt. Tydeman, Luton. BERKSHIRE. 9.— Maidenhead ( Borough). — For stealing a basket containing carpenter's tools ( partly re- covered) at Gerrard's Cross — A MAN, age 26, height 5 ft. 5 or 6 in., eomplexion fair, hair ( inclined to curl) light brown, small light moustache, eyes light; dres3, dark coat and vest, old brown trousers, white apron twisted round waist, hard felt hat. Frequents public houses. Supposed to be a car- penter, and that his father keeps a greengrocer's shop at Hammersmith, London. Information to Supt. Taylor, Maidenhead. 10.— Reading ( Borough).— For obtaining money on 9th inst., by means of a fictitious cheque— A man, who gave the name of RUPERT GREEN, age about 25, height 5 ft. 9 in., complexion fresh, hair light brown, very slight light moustache, round face; smart and gentlemanly appearance, speaks with slight Scotch accent; dress, dark suit, black hard felt hat. He obtained two blank cheques of the Capital and Counties Bank, Reading Branch, on the prc- tence that they were for a dentist in the town. Having filled in one for £ 11 4s., using the names of two well- known doctors in Reading, he took it to a grocer's shop and asked the manager to cash it for the medical gentleman whose name appeared on it. He is supposed to have still in his possession the other blank cheque, No. L 11520, and will, no doubt, endeavour to obtain money by it. ( See Case No. 21.) Warrant issued. Information to Head Constable Tewsley, Reading. BUCKINGHAMSHIRE. 11.— High Wycombe ( Boroiujh).— For obtain- ing money by false pretences— E. HICKS ( sup- posed false), age about 30, height 5 ft. 9 in., complexion fresh, hair brown, eyes light, face some- what flushed as if from excessive drinking; of gentlemanly appearance and good address. This man called on a firm of estate agents and enquired for a house to let, obtained a circular relating to a house, after which he called at a ladies' seminary and stated that he had been sent by the estate agents to Folicit an insertion in their list for procuring pupils, made a charge of 10s. 6d., for which ho gave a receipt on the back of the circular. He also gave the name and address of Colonel J. F. Owen, 14, Cranley- gardens, Kensington, S. W., for whom he stated he was acting, a statement which has been found to be false. Warrant issued. Information to Head Constable Sparling, High Wycombe. CHESHIRE. 12.— Runcorn ( County). — PEGGY WAKE- FIELD ( Case No. 12, 15th iust.) not to be appre- hended. Property not yet recovered. DURHAM. 13.— Consett ( County). — For embezzling £ 85 16s. 3( 1., the moneys of the Commissioners of Income Tax— ADAM BRODIE, chartered account- ant and auctioneer, age52, heightabout 5 ft. 8 in., com- plexion fresh, hair dark, full beard ( turning grey), has a swelling on underside of jaw, walks lame, his right leg being shorter than the left, wears a high- heeled boot with thick sole; dressed in frock coat and silk hat. Warrant issued. Information to Supt. Oliver, Consett. ESSEX. 14.— Southend ( County).— For stealing, 6th inst.— 1 silver watch, open face, white dial, steel hands and seconds hand ; 1 long black Melton over- coat, black lining, very deep collar, " Mills & Co." on tab ; 1 pair of sidespring boots, size 8, left sole patched with a piece of belt— GEORGE WATTS, a labourer, age 18 to 20, height 5 ft. 2 in., complexion fair, hair light brown, full fat face, very much pitted with small- pox; dres3, grey mixture tweed coat ( much worn), blue cloth trousers, light cap, is wearing the stolen boots, and ( supposed) overcoat. Warrant issued. Information to Supt. Hawtree, Southend. HEREFORDSHIRE. 15.— Hereford ( City). — For obtaining money, food, and lodgings by false pretences— JACOB GRIFFITHS, alias REUBEN BARCLEY, and COLOUR- SERGEANT CALLENDAR, age about 40, height 5 ft. 8 or 9 in., complexion fair, hair FRIDAY, JJJ. LT 22, 1892. T H E POLICE GAZETTE. 3 sandy, bare place on left side of head, cross flags and crown tattooed on left arm ; dress, black coat ( which is much worn, and too small for him), light check vest, brown troupers, pink striped cotton shirt, lace boots. Of military appearance, and is supposed to be a pensioner. Is identical with man described in Case No. 42, 15th inst. Warrant issued. Information to Head Constable Richardson, Here- ford. HERTFORDSHIRE. 16.— St. Albans ( City).— For child- stealing, 12th inst.— A WOMAN, supposed to be a tramp, age about 50, height 5 ft. 1 or 2 in., stoutish build, dark and swarthy complexion, hair plaited and in a knob at back of he id; dress, black dress, black beaded cape, black crape bonnet, button boots. Stated she came from London. Description of child :— Boy, age 10 months, knows his name, " Willie," complexion very fair, long features, full blue eyes; badly ruptured; pink birthmark size of florin on back of head; dress, old buff coloured frock, white pinafore, white straw hat turned up all round and trimmed with blue ribbon, button boots, no socks. Has no doubt been taken for begging purposes. The woman was seen going in the direction of Hemel Hempstead. Inquiries requested at vagrant wards, common lodging- houses, & c. Information to Head Constable Wood, St. Albans. LANCASHIRE. 17. — Rawtenstall ( County). — Portrait and description of THOMAS BOYD RIDDALL, a medical student, who= e apprehension is sought for stealing, 11th ult,— 9 boxes of cigarettes ; a plated folding stethoscope, which has a small piece chipped off the ear end ; and the sum of £ 6. Age 25, height 5 ft. 2 or 3 in., complexion fresh, hair dark brown, moustache ( heavy) light brown, large brown eyes, good teeth, large scar from burn back of neck at bottom of hair. A native of Ayr, where his father is a medical practitioner. Is known at Glasgow Infirmary, and at Exham, Northumberland, where he was assistant to Drs. Stanthom and Stewart. Warrant issued. Information to Supt. Procter, Rawtenstall. 18.— Liverpool ( City).— Portrait and descrip- tion of THOMAS HILL BEDDOW, a cashier, whose apprehension is sought for embezzling £ 300 ; age 30, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes brown; dress, dark clothes, and silk hat, Is married, and resided with his wife at Grove Bank, Wallasey. Warrant issued. Information to Chief Supt. Williams, Detective Department, Liverpool. 19.— Wigan ( County).— For embezzling £ 1 6s. — JOSEPH THOMPSON, a groom, age about 32, height 5 ft. 6 in., complexion fair, hair ( cut short) dark brown, slight moustache, otherwise clean shaved, cataract left eye ; dress, lavender coloured suit, generally wears knee- breeches. This man has been travelling in Lancashire with an entire horse, called " King Cole the Fourth," and has stayed at Blackburn, Bedford Leigh, Altrinc- ham, Newton- le- Willows, Holland Moor and Chorley. Is said to be well known at Wigan, Widnes, and at Bolton, where he held a cab- driver's licence. Warrant issued. Information to Supt. Brassington, Wigan. MONMOUTHSHIRE. 20.— Monmouth ( County).— For stealing a suit of clothes and £ 13 in gold— JOHN BURKE, age 21, height 5 ft. 6 in., complexion fresh, hair brown, eyes grey; dress, pink colour plaid suit ( very light), military shirt and socks marked " R. M. E. M., 121," braces marked 893. A native of St. Wollas, Newport. He is a deserter from Royal Monmouth Engineer Militia. Information to Captain Berthon, Deputy Chief Constable, Monmouth. NORTHAMPTONSHIRE. 21. — Northampton ( Borough).— For obtaining the sum of £ 11 4s. by means of a fictitious cheque, on 14th inst.— A MAN, age about 25, height 5 ft. 8 or 9 in., complexion sallow, small brown moustache; dress, dark clothes and black hard felt hat. This man presented a cheque on the Reading Branch of the Capital and Counties Bank, signed H. E. Phillips, and endorsed with the name of a medical gentleman, at a corn merchant's office for the amount named, and asked to have it cashed. He was at Reading on 9th inst., and passed a similar cheque at a grocer's shop in the name of Rupert Green. He will no doubt visit other towns, his modus operandi evidently being to carefully note the names of medical geutlemen, and endorse his cheque with one or more of such names, and then ask to have it cashed for the person referred to. ( See Case No. 10.) Warrant issued. Information to Chief Constable Mardlin, North- ampton. STAFFORDSHIRE. 22.— Han ley ( Borough ).— For perjury— CHARLES GARDINER, a shoemaker, late of 54, Hope Street, Hanley, age about 63, height 5 ft. 4 or 5 in., slender build, complexion fresh, hair grey, whiskers and moustache brown ( turning . grey), eyes blue ; rather round- shouldered, wears spectacles. A native of Gloucestershire.— JANE TUNNI- CLIFFE, alias DINAH GARDINER, age about 53 ( looks younger), height 5 ft. 1 or 2 in., stout build, complexion fresh, hair dark brown ( turning grey), eyes grey, pug nose. A native of Stone. Stafford- shire. These persons have cohabited together for a number of years. They have with them a girl, age about 12, a daughter of the woman. All three were at Wolverhampton on 14th inst., and left the follow- ing morning for Stafford. Warrant issued. Information to Chief Constable Windle, Hanley. 23.— Newcastle- under- Lyme ( Borough).— For obtaining money by false pretences— A man, who gave the name of JOHN RICHARDS, age about 30, height 5 ft. 4 in., complexion dark, slight light moustache; dress, navy- blue serge jacket and vest, plaid trousers, white turn- down collar, light blue tie with red spots, in which was a silver pin, something like a cross, yellow socks, low shoes, black felt hat, wore a steel watch guard, curb pattern. This man called upon two small shopkeepers, representing himself to be an inspector under the Food and Drugs Act, and purchased small quantities of butter and coffee, which he divided into three parts, and then sealed up, but stated no further proceedings woul 1 be taken if lie was pail 5s.
