Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, cm account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of erime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points- fa) The amount of the reward. ( 6) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. S. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. > ! NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. Numerous complaints have been received by the Metropolitan Police for years past about the undermentioned persons, who, it is believed, are systematically defrauding the public. The follow- ing particulars give the viodus operandi of the frauds in each case, but it must be clearly under- stood that no action can be taken by Police against the offenders unless process is first obtained by some person defrauded. MESSRS. DOREY LESTER & CO., KILBURN. ( C. O.— C. I. D. Correspondence, No. 62292.) This firm distribute circulars in Great Britain and abroad, describing jewellery and other articles which they offer for sale at an exceptionally low price, giving some special reason for the charge being so small, and representing the real value to be much greater than the sum asked for. They enclose a coupon to be signed and returned with the purchase- money, and, on the article being sup- plied, it is found to be of little or no value. In some instances the property purchased is never received at all. LANCELOT DOREY LESTER is the only representative of the firm, and he is a dealer in mock jewellery and other worthless goods. ERNEST DAY, 439, OLD KENT ROAD, S. E. ( C. O.— C. I. D. Correspondence, No. 56664.) This man is a waste- paper dealer, and forwards letters to persons— mostly in a good social position— stating that some portrait, picture, ancestral arms, or crest of a late member of the family to which the person he is addressing belongs, has come into his possession owing to the death of his mother, who received it from one of the family in question, and he regrets that, owing to straightened circumstances, he is compelled to sell the article, and he offers it for two or three guineas, and, if necessary, he will forward it on approval. The articles he thus deals in are worthless, and are, no doubt, expressly collected by him with a view to defraud. THE REV. JOSEPH HOLMES, BLOOMSBURY MANSIONS, BLOOMSBURY SQUARE. ( C. O.— C. I. D. Correspondence, No. 47741.) An American named JAMES HOLLAND rents an office at the above address, and advertises largely in daily newspapers in London and provincial towns. The advertisement is headed " A Card," and describes " The Rev. Joseph Holmes' Mexican Prescription No. 1" as a certain cure for weakness, nervous debility, & c., and, on being communicated with, forwards copyright of the prescription and circular describing how it was discovered, & c. " The Rev. Joseph Holmes" is a myth, and the name is simply used to mislead the public. THE REV. J. WOOD, BUSBY HOUSE, 5, BUSBY PLACE, N. W. ( C. O.— C. I. D. Correspondence, No. 78041.) In this case advertisements are inserted in news- papers, headed " Nervousness, Weakness, & c.," and stating that a minister who has suffered in this way will forward free of charge, on receipt of stamped envelope, physician's prescription which cured him; address " The Rev. J. Wood, Busby House, 5, Busby Place, N. W. On being written to, copyright of recipe and circular describing " The Rev. J. Wood's Corrossa Compound," stating the prescription will be for- warded at cost price, viz., 18s. 9d. There is no such person at the address given, and the prescription is believed to be worthless. The business is carried on by a couple of irascible women, who meet complaints by a threat to throw water over the inquirer. THE IMPERIAL PORTRAIT ASSOCIATION. ( C. O.— C. I. D. Correspondence, No. 74139.) This business is carried on at 9 and 11, Graca Hill- avenue, Folkestone, " President, CHARLES BERESFORD." The man advertises by circular letter, offering to make " two- guinea life- size Fosain portraits, free of charge, and send them as adver- tisments to chosen houses throughout Gieat Britain and France." He exacts a promise from the re- cipient to " have the portrait suitably framed," and this is construed to mean " framed BT HIM." The picture supplied is an enlarged photograph worth but a few shillings, and every effort is made to enforce a fraudulent and exorbitant claim for a frame. WILLIAM LORD MOORE, 5, INGERSOLL- ROAD, SHEPHERD'S BUSH. ( C. O.— C. I. D. Correspondence, No. 76558.) This man advertises in America and elsewhere to catch people who are supposed to be eutitled to money from next- of- kin or otherwise. His business is fraudulent. NOTICE TO POLICE. A Mr. G. W. SARGENT, a chemist, of " 5, Church- street, Kensington, is writing to the police throughout tho country about alleged violations of the Pharmacy Acts. He is a troublesome and crack- brained busybody, and in the Metropolitan Police District no notice is taken of his letters. I 2 THE POLICE GAZETTE. TUESDAY, JULY 12, 1892. APPREHENSIONS SOUGHT. VILLERS, alias AUGUS- TUS VICTOR DELMAS, whose apprehension is songht for heavy frauds through the " Matrimonial News" and other newspapers, age 45, height 5 ft. 10 in . complexion fresh, hair curly ( but getting bald) dark brown, small dark mcustache and imperial, which he may cut off, blue- grey eyes, open countenance, slight impediment in speech, flat- footed ; dress, light dust overcoat, dark clothes, wears a sapphire and diamond pin, and carries a silk umbrella, cherrywood handle, with gold band, having initials A. D. Y. thereon. Supposed a Frenchman. Warrant issued. 2.— C- I- Department- — For non- appearance to a summons for fraud— JOSEPH GREENWAY, age 40, height 5 ft. 7 in., complexion florid, hair, whiskers, moustache and full bear! ( cut to a point) light, speaks with a north country accent; dressed well. A native of Birmingham. Warrant issued. 3. — B Division.— For forgery — PETER JONES, age 35, height 5 ft, complexion fresh, hair brown, eyes blue, first finger of one hand doformed, very stout, walks upright, usually dressed in grey jacket suit. A native of Holywell, North Wales. Warrant issued. 4. — E Division. — For larceny ( servant) — ROSE PHILLIPS, age 28, height 5 ft. 4 in., com- plexion dark, hair dark brown, eyes brown; dress, black jacket, black dress, black cashmere boots, black straw hat trimmed with black feathers. A native of London. Warrant issued. 5.— G Division. — For stealing a large black japanned tin c^ ish- box containing £ 22 in gold and silver— MICHEAL , a Hungarian Jew, age 26, height 5 ft., complexion dark, hair dark brown ( inclined to curl), eyes dark brown, very broad features, crosscd guus tattooed on left forearm; dress, dark brown jacket suit, black hard felt hat, side- spring boots. t> — G Division. — For obtaining money and goods by means of worthless cheques on the National Provincial Bnnk of England, St. Martin's- le- Grand Branch- J. H. KIDD, alias J. STEVENS, and J. CLARKE, age 35, height 5 ft. 5 in., complexion, hair, moustache, and beard ( cut short) dark. An electrician. He generally calls upon tradesmen and obtains goods suitaMe for electrical work. Warrant issued. 7.— G Division.— For stealing, 29 nit., a grey col), 12 hands, in good condition, a well bottom trap, walnut body, varnished, underpart painted Mack, picked out vermillion, and a set of silver- plated harness— A MAN, age 25, height 5 ft. 5 in., complexion fair, hair light, clean shaved ; rough dress, black hard felt hat. 8.— K Division. — For stealing, 20th ult., a keyless waterbury watch ; a silver open face lever watch, No. 89321; and a silver chain, enrb pattern— WILLIAM EVERY, age 19, height 5 ft. 6 in., complexion fair, hair light, dress, blue serge jacket and vest, blue cloth trousers, black felt hat. Supposed native of Eastbourne. 9.— N Division. — For obtaining money and goods by means of worthless cheques on the London and South Western Bank, Limited, Finsbury Branch — HARRY A. KIIUSE, age 28, height 5 ft. 10 or 11 in., complexion fresh, hair brown, clean shaved ; dress, loose black jacket, grey cap, may be wearing white flannel trousers. May be found at 42, Law- rence- road, Southsea, Hants. Warrant issued. 10.— N Division— MATTHIAS SMART, alias MAT SMART, Case No. 4, 17th ult., not to be apprehended. Warrant withdrawn. 11— P Division.— Forobtaining £ 20 by fraud— JAMES BEE ST ON, alias JAMES, age 55, height 5 ft. 9 in., square build, complexion fair, hair and whiskers on chin brown ( turning grey), bald on top of head, walks erect; native of Chelmsford, Essex. Supposed known at Dovercourt, Essex, and Luton, Bedfordshire. This man took premises in Peckham in the name of JAMES, and stated he was about to commence business as an auctioneer, obtained the money as deposit on the agreement that the person would be engaged as porter, and absconded. Was sentenced to 8 months imprisonment at Central Criminal Court, 18th November last, for a similar offence at Hornsey. Warrant issued. 12.— P Division.— For non- appearance to her bail for fraud— ELLEN IVEY, age 16, height 5 ft. 4 in., complexion sallow, hair black, eyes dark brown, bad front teeth. May be travelling the country with her father with a tinkers's barrow, or be hawking laces without a licence. Warrant issued. 13.— P Division. — For violently assaulting police, on 26th ulto.— JOHN RYAN, age 22, height 5 ft. 2 in., complexion, hair, slight moustache, and eyes dark, left arm withered, but can be used ; dress, dark cutaway coat, dark cloth trousers, light cloth cap. May be found working in fruit gardens in Kent. A native of Peckham. Warrant issued. 14.— T Division.— Woodcut portrait and de- scription of CHARLES FREDERICKS, alias HITCHCOCK, a barman, whose apprehension is sought for stealing about £ 80, on 26th ult., age 24, height 5 ft. 11 in., complexion, hair and very slight moustache dark, scar from abscess on right side of neck, boil on chin, mole on back of neck, very large feet, awkward gait, stoops when walking; dress, black reefing coat and vest, striped trousers. He is an amateur illusionist. Warrant issued. 15.— Y Division.— For fowl- stealing and violent assault on police at East Barnet— Two men: 1st, WILLIAM COOK, alias FLASH COOK, age 35 to 40, medium height, short ginger moustache. 2nd, HENRY DUNN, age 35 to 40, medium height, short ginger moustache. One man suffering from truncheon wound on head; both dressed in short pilot coats, cord or fustian trousers, large white straw hats— one of which was left behind. Supposed known to Herts Constabulary. Information to be forwarded to the Metropolitan Police Officc, New Scotland Yard, S. W. CITY OF LONDON. 16.— For stealing £ 35 cash and two £ 5 Bank of England notes, Nos. 71396, dated 16th April, 1892 and O. 5556— FRANK SEYMOUR JONES, a clerk, late of 168, Victoria- park- road, London, age 22, height 5 ft. 5 in., hair and slight moustache 1 ght; dress, black coat and vest, light trousers, and black felt hat which he wears at back of head. Absconded 2nd inst. Warrant issued. 17. — For embezzling £ 20. — HENRY WEBB ARNOLD, a traveller in the provision trade, late of 50, Hollington- road, Homerton, London, E., age 28 ( looks older), height 5 ft. 9 in., complexion fresh, hair brown, heavy moustacho curled at ends, eyes hazel; dress, black double- breasted jacket and vest, dark mixture tweed trousers, brown felt hat, laca boots. Absconded 27th ult. Warrant issued. Information to Supt, McWilliam, 26, Old Jewry, E. G. BERKSHIRE. 18— Faringdon ( County).— For uightpoaching at Buscot— HARRY MAJOR, age about 30, height 5 ft. 6 in., complexion fresh, hair brown, pointed Roman nose; dress, grey plaid tweed suit, pockets in side and breast of coat, peaked cap with ear- flaps, generally wears a white muffler. A native of Bristol. Has the appearance of a groom. Has a small light lurcher dog and a quantity of netting with him, and is usually accompanied by a woman. Warrant issued. Iuformation to Supt. Beetcher, Faringdon. 19— Wokingham { County).— For stealing from his lodgings at Sandhurst, 2nd inst.— A laly's silver lever watch, No. 82628, maker " Borelli, Reading" chased on back ; silver albert chain, flat and round links, with silver tassel attached, bar broken— A MAN, age about 32, height 5 ft. 8 or 9 in., com plexion dark, hair, moustache, and side- whiskers dark brown, eyes dark ; dress, dark grey ribbed cloth jacket, black vest, brown cloth striped trousers, worn at bottoms, black hard felt hat, lace boots. A tramping painter; stated he came from South- ampton, and was on his way to London. Information to Supt. Atkin, Wokingham. 20. — Windsor ( Borough). — For cruelty to animals — ROWLAND EVANS, age about 32, height 5 ft. 6 or 7 in., complexion pale, hair, thick moustache, and side whiskers dark, thin face ; dress, black coat and vest, light trousers. Warrant issued. Information to Head Constable Armour, Windsor. DORSETSHIRE. 21.— Wimbourne ( County).— For stealing £ 14 at Kinson, 22nd ult.— CHARLES STEVENS, age about 44, height 5 ft. 7 in., very stout, complexion fresh, hair ( turning grey and getting bald) brown, whiskers and moustache brown, erup- tion left side of face, back of neck and on one arm ; dress, black coat or jacket and vest, grey trousers, black hard hat. A journeyman baker ; stated he is a native of Tunbridge. Is a heavy drinker, takes great interest in racing and betting, and knows London and neighbourhood well. Warrant issued. Information to Supt. Marsh, Wimborne. ESSEX. 22. — Brentwood ( County). — For stealing a silver geneva watch, maker " Thomas Roskill, Liverpool," white dial, steel hands; a lady's small gold watch; a clerical coat, and a white straw hat with black band— A MAN, age 40 to 50, height 5 ft. 7 or 8 in., complexion and hair dark, small dark moustache, no whiskers; dress, dark cardigan jacket, brown striped trousers, white collar and striped tie, white straw hat or soft billycock. Information to Supt. Dob, on, Brentwood. 23.— Chelmsford ( County).— On commitment to pay £ 1 lis., or go to prison for 28 days, for neglecting to maintain his mother, who is charge- able to the Chelmsford Union— WILLI A. M TUR NER, alias ROBBER TURNER, age 45, height about 5 ft. 7 in,, complexion sallow, hair ( turning grey) dark, eyes grey, small side whiskers, no beard or moustache ; dress, long brown or dark overcoat, cord trousers, lace shoes, soft dark felt hat. A native of Writtle, Essex. Usually works with threshing machines. Warrant of commitment issued. Information to Deputy Chief Constable Somerset, Chelmsford. TUESDAY, JULY 12, 1892. THE POLICE GAZETTE. 3 24.— Saffron Walden { County).— For stealing a pony, cart, and harness ( recovered), at Quendon, Essex, 2nd inst. — WILLIAM WATERS, alias VANE, age about 25, height 5 ft. 5 in., complexion fair, hair dark brown, small moustache, no whiskers, eyes hazel; dress, black jacket and ve^ t, light cloth trousers, cap with peak. Warrant issued. Information to Snpt. Simmonds, Saffron Walden. 25.— Southend ( County). — For indecently assaulting a girl, age 10 years, at Great Stambridge, on 26th ult.— A man known as " SOLDIER JACK," a labourer, age about 36, height 5 ft. 10 in., complexion tanned, hair light brown, eyes grey, clean shaved, tattoo marks on wrists ; dress, corduroy trousers and vest with white pearl buttons, no jacket, sknll cap with peak, white neckerchief. Has been a soldier. Warrant issued. 26.— Southend ( County). — For stealing the sum of 14s., on 21st ult.— ALICE MARY OLDEN, age 15^, height 5 ft., complexion fresh, hair dark brown, eyes hazel; dress, black lace hat, trimmed with salmon- coloured ribbon, fawn- colour dress, white silk handkerchief round neck, brown kid gloves, button boots; carried a black alpaca um- brella with white bone knob, and a brown paper parcel, containing clothing. A pupil teacher ; native of Shoeburyness, Essex. Warrant issued. Information to Supt. Hawtree, Sonthend. GLAMORGANSHIRE. 27.— Cardiff ( Borough).— For fraud— JOHN REES, a plater's helper, age about 30, height 5 ft. 8 in., complexion sallow, hair dark brown, small brown moustache, wears his hair combed over fore- head, has a peculiar manner of blinking his eyes when talking; dress, black cloth suit, black cloth cap with peak, and sometimes black hard felt hat. He has been Secretary of the " Bristol, West of England and South Wales Operative Trade and Provident Society." Has also been to sea as donkeyman, and wrought as a plater's helper at Middlesbro about 4 years ago. Absconded 5th April last. Warrant issued. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 28.— Winchester ( City).— For obtaining by false pretences, 21th ult., a double- barrel 12- bore hammerless gun, makers " Hammond, Bros., Win- chester," Anson and Deeley action, stock has been lengthened with licrn heel- plate, barrels newly browned, in a black japanned canvas case, crimson lining, brown straps— J. MEDES, alias Colonel J. C. CARLETON, age 60, height 5 ft. 10 in., stout build, complexion dark, hair and moustache grey, something peculiar about one eye; dross, light brown dust- coat, black frock coat, black vest, light oloth trousers, brown hard felt hat. Gave his address as The Grange, Southsea ( false), and 22, High- street, Kensington. He frequents military stations, buying officers' jewellery, clothing, & c, and is supposed to sell cigars. Tendered in payment a cheque, No. 20674, D 2.92, on Sir Charlts R. McGregor and Co.' s Bank, London, for £ 16 16s., signed J. C. Carleton, Col. The book from which this cheque was taken is found to have been stolen. Warrant issued. Information to head Constable Morton, Win- chester. KENT. 29.— Folkestone ( Borough). — For obtaining 3 tons of scrap iron, by means of false pretences— A man who describes himself as " ROGERS, Iron- works, Sheffield," age about 30, height about 5 ft. 2 in., hair ( short) light, small moustache, speaks with a slight north country accent; dress, light dust coat, blue vest with white spots, dark striped trousers, brown hard felt hat, brown shoes. Is well known at Wolverhampton, and at Hastings and Dover. He obtained the property by stating he had a * ontract to fill in the North, and had a ship loading at Dover ( false), and immediately sold the iron to a marine store dealer, and absconded. Is wanted for a similar offence at Sheffield and Derby. Warrant issued. Information to Supt. Taylor, Folkestone. He also attempted to commit a rape on a young woman at Newton on the same day, when two of his fingers were rather severely bitten. Information to Supt. Higginbotham, Leigh. 32.— Old Trafford ( County).— For stealing' 1st. inst., a silver brooch, oblong shape, chased with flowers, piece broken off; a gold latin cross, tur- quoise stone encircled by wreath, from which were two leaves, each set with a small pearl ( one missing); a lady's brown leather belt, with steel back imitation gate; and a pair of lady's pointed gauntlet gloves— A MAN, age 19 to 21, height 5 ft. 6 or 7 in., slender build, oval face, hair brown ( bushy at sides), slight brown moustache; dress, light check suit, black billycock hat, white collar and front, blue tie with white stripe, low shoes with broad toes and high heels. This man took apartments, stating that he had been engaged on the Midland Railway at Matlock Bath, and had been promoted and transferred to Manchester. Had with him a black big with straps round, con- taining blocks of wood for printing purposes, and sample caids bearing the name of " J. J.
