All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, SW. 2. Particulars concerning personswhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of 7s. Qd. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anoffi- erof not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed bu an officer of not less rank than Inspectoi*, or analogous thereto. 3. 4. 6. 8. Announcements of all persons to be cxryrehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whii/ l may result from such publication. 11. Announcements for the Friday issue should be forxarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morn ing. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond S[ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Warrant issued. 2. — D Division.— Woodcut portrait and description of CHARLES, alias DICK BOWN, The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- ations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. (£>) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward • will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. May be accompanied by Elizabeth Jennings, age 42, complexion fair; dressed in mourning. May be heard of at Truro or at Perranporth, Cornwall. Warrant issued. 5.— X Division. — For obtaining goods by fraud - T. SMITH, alias WILLIAMS, a travelling har- ness maker, age 40, height 5 ft. 7 in., complexion and hair dark; dress, long black overcoat, old dark suit, black hard felt hat; is of shabby appearance. Is well known at Horndean, Havant, and Peters- field, Hampshire. Supposed to be at Pulborough, Sussex. Warrant issued. Information to he forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. DICK DORE, and LITTLE DICK, whose apprehension is sought for soliciting and inciting to steal, age 45, height 5 ft. 3 in., complexion sallow, hair, whiskers and moustache dark, turn- ing grey, eyes grey, walks very quickly; dress, double- breasted light cloth coat, dark striped trousers, black felt hat. A silversmith ; native of London. Has been a bookmaker and may be found at race meetings. Warrant issued. 3.— K Division. — For stealing, 4th inst., £ 11 5s. cash, a pair of gold earrings, 2 black dresses, trimmed with crape, and 3 brown new calico sheets— EMILY GILSON", nee DARSLEY, age 45, height 5 ft. 5 in., complexion and hair dark, false teeth ; dress, light silk or pompadour skirt, black dolmanette, black crape bonnet. Has a son, who works at an iron foundry in Nottingham. 4.— N Division.— For larceny ( lodger) — MATTHIAS SMART, alias MAT SMART, age 31, height 5 ft. 4 in., hair dark brown, moustache light brown, eyes brown, full cast in one, scar under chin; dress, black figured jacket and vest, blue striped trousers, white satin tie with red stripes, may be wearing a silver horse- shoe pin; is of horsey appear- ance. A native of Kingsland, London. CITY OF LONDON. 6. — For being concerned with four men in cus- tody for alleged horse- poisoning— ALEXANDER STEPHEN, age about 40, height about 5 ft. 6 in., complexion fair, hair brown, beard, whiskers and moustache light, eyes blue, sharp nose, bald in a line with ears ; dress, generally grey or light check tweed suit, flat crowned hard felt hat. A horse dealer and ship's carpenter; native of Aberdeen. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 7.— Faringdon ( County).— For till larceny — ALFRED MARTIN, age " l9, height 5 ft., com- plexion pale, hair brown, long face, and sharp pointed nose, bow- legged, is a fast walker, supposed suffer- ing from itch; dress, light dust- coat, dark jacket, dark striped trousers, light gaiters, light peaked cap. A groom; native of Little Coxwell, Faringdon. Likely to be found at horse repositories, livery stables or mews. Warrant issued. Information to Supt. Butcher, Faringdon. DEVONSHIRE. 8. — Barnstaple ( Borough). — For deserting his wife and children— ALFRED SHAW, age 48 ( looks younger), height 5 ft. 5 in., thick- set, com- plexion fair, hair brown, eyes grey, no whiskers, small sandy moustache, top of nose flat, high cheek- bones, two bullet marks on left forearm ; dressed as a labourer in working clothes. Supposed native of London. Is accompanied by a woman named SMITH, and has recently been seen in Kentish Town, London. Warrant issued. A mason; native of Glasgow. Is much addicted to drink, and stops at common lodging houses. Information to Supt. Oliver, Consett. ESSEX. 11— Chelmsford ( County).— For leaving his children chargeable to the Chelmsford Union— WILLIAM CLARKE, age 49, height 5 ft. 8 in., stout build, complexion fresb, hair brown, eyes blue. A hay- binder; native of Ingatestone. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. HAMPSHIRE. 12.— Portsmouth ( Borough).— For neglecting and ill- treating her child — AMELIA SWAN, a widow, age 43, height 5 ft. 5 in., stout build, com- plexion fresh, hair dark brown, eyes grey, generally dressed in black dolman with bead trimming, black dress, and black bonnet. Is of loose and intemperate habits. Left Portsmouth on 23rd ult. Warrant issued. 13.— Portsmouth ( Borough).— For embezzle- ment— JOSEPH RANDOLPH JELLIFFE, age about 40. height about 5 ft. 7 in., complexion fresh, hair and moustache brown, cast in one eye ( supposed right), walks erect and turns his toes out slightly ; generally dressed in light covert coat, grey mixture suit, brown felt hat or light cap. Has been a coal merchant's manager. Absconded 2nd inst. May be accompanied by a woman, age about 20, height about 5 ft., dark hair. Warrant issued. Thomas Smith" inside case— JOHN MILLETT, age 40, height 5 ft. 7 in., complexion fresh, hair dark, whiskers and moustache, eyes brown, cut over right eye in shape of horsa shoe; dress, green cord coat, blue cloth ve3t, white cord trousers, hard brown hat, stroDg lace boots. A tramping blacksmith ; native of Crickhowell, Bresonsliire. Is supposed to have gone into South Wales. Information to Supt. Ovens, Weobley. Sentenced at Preston, 25th November, 1891, to G months hard labour and 2 years police snp: rvision for larceny. Information to Supt. Barnctt, Burnley. 1C— Bury ( Comity) — Vcr failing to report— Supervisee EDWARD BRIERLEY, Office No. 36869, ago 39, height 5 ft, 4 in., complexion sallow, hair brown, eyes haztl, scar back of head, over each eyebrow, light temple, back of neck, left thumb, and left elbow. Sentenced at Salford, 28th May, 1883, to 5 years penal servitude, and 5 years police supervision for horse- stealing. D J 593. Information to Supt. Noblett, Bury. 17 .— Old Trafford ( County).— For stealing, 30th nit., at Eccles — 1 silver English lever watch, No. 18777; 1 ditto, No. 46278 ; 1 ditto, No. 18785, maker's name " J. Ilenny, Eccles " thereon — A MAN, age about 30, height 5 ft. 7 in., slight sandy moustache; dress, black suit, short double- breasted coat, billycock hat. Information to Supt, Bent, Old Trafford. £ 1 REWARD. 18. — Ormskirk ( County). — For neglect of family — JAMES SWEENEY, alias PATRICK, age 38, height 5 ft. 6 in., complexion fresb, hair brown, eyes blue, top of little finger right hand injured, Scotchman tattooed left arm, and crucifixion right arm. An Irishman. For neglect of family— EDWARD MORAN, a colliery labourer, age 33, height 5 ft. 8 in., com- plexion fresh, hair dark curly, eyes brown. The above reward (£ L in each case), will be paid by Mr. Alfred Dickinson, Clerk to the Guardians of the Ormskirk Union, for the apprehension of the above. Warrants issued. Information to Supt. Jervis, Ormskirk. 19.— Liverpool ( City).— For Stealing £ 105 in notes and gold, on 1st inst.— AMBROSE PERCI- VAL HILL, age 25, height 5 ft. 5 in., complexion florid, hair ( cut short) and moustache sandy, small side whisker.-*, eyes blue, large forehead, full face ; dress, small dark check reefer jacket suit. He was a member of an amateur minstrel troupe; is of in- temperate habits and fond of billiards. A clerk ; native of Liverpool. Absconded 2nd inst. Warrant issued. NORFOLK. 20.— Norwich ( City).— For assaulting police— GEORGE MOORE, age 30, height 6 ft., complexion fresh, hair brown, cast in one eye, powerful build. A native of Norwich; may seek employment at timber yards, & o.— EYERSON LOYICK, age 26, height 5 ft. 9 in., complexion sallow, hair brown, moustache dark, eyes grey. A bricklayer's labourer ; native of Contessey. Warrant issued. 21.— Norwich ( City).— For fraudulent bank- ruptcy — WALTER GEORGE BOLTON, age 42, height 5 ft. 6 in., stout build, complexion sallow, hair brown, moustache and side - whiskers light brown, eyes blue, full features; dress, light grey cloth coat and vest, blue cloth trousers, grey cloth cap. A salt merchant; native of Norwich. Warrant issued. Information to Chief Constable Hitchman, Nor- wich. NORTHAMPTONSHIRE. 22.— Northampton ( Borough).— For stealing the sum of £ 2 12s. 9d.— WILLIAM JOHNSON, a bricklayer's labourer, age 30, height 5 ft. 4 in., complexion fresh, hair brown, eyes hazel, " S. M." tattooed right arm. Warrant issued. 23.— Northampton ( Borough).— For obtain- ing the sum of £ 1 6s. 3d. by false pretences, on 26th ult.— FRANCIS WILLIAM PHILLIPS, alias COLES, age about 25, height 5 ft. 5 or 6 in., slight build, complexion pale, hair and moustache brown, long features; dress, dark coat and vest, light trousers, hard felt hat; carries a black hand bag. His modus operandi is to ob+ ain pill boxes bearing " Beecham's " label, refill them with other pills, and seal them up with new labels, and then sell them as Beecham's Pills. May be accompanied by his father- in- law, age about 60, height 6 ft., hair and whiskers grey. Warrant issued. Information to Chief Constable Mardlin, North- ampton. OXFORDSHIRE. 24.— Oxford ( City).— For stealing, 14th inst.— 1 silver watch, " W. P." engraved on back ; 1 old- fashioned silver neck chain ; 1 gold horse- shoe pin ; 1 gold pendant in shape of pistol, 2 in. long; 2 gold shirt studs ; 1 pair gold links, ros9, shamrock, and thistle thereon; £ 2 10s. gold; 1 five- shilling piece; 1 fourpenny piece with hole in it; and 2 jubilee shillings — A man who gave the name of PENTYGRASS, and stated ho was a pensioner from the Welsh Fusiliers, and came from Walsall, age about 40, height 5 ft. 11 in., hair and moustache brown, large abscess mark on throat; dress, light dust coat, blue check coat, blue striped trousers, brown hard felt hat. Was wearing a large silver chain with a long- service and a good- conduct modal attached, and carried a cane with stone handle. Information to Chief Constable Head, Oxford. SHROPSHIRE. 25.— Shrewsbury ( Borough).— For embezzle- ment— ROBERT STRAIN, age about 40, height 5 ft. 8 in., stout build, complexion fresh, full round fat face, hair dark ( cut short and turning grey), clean shaved ; usually dressed in light grey knicker- bocker suit. A traveller in the spirit trade; native of Ireland. Is fond of company, drink, and gamblit g. Warrant issued. Information to Chief Constable Blackwell, Shrewsbury. SOMERSETSHIRE. • 26.— Frome ( County).— For obtaining money by false pretences at Radstock, 25th ult.— DAVID MARCHANT, alias FISHER, DRAKE, and DAVID, ago 68, height 5 ft. 9 in., slight build, complexion fresh, hair, whiskers, moustache, and eves grey, shaved on cliin ; dress, black coat buttoned at top, while, vest, plaid trousers, high silk hat. Late of No. 10, Monmouth- place, Batli. Reprepresented himself to be employed by Nelson & Son, publishers, of Bristol, and obtained money under the pretence of appointing a person as their local agent, Wa? convicted at Warwick, in July, 1879, for forgery ; at Leeds, in July, 1881, of fraud; at Wilts Quarter Sessions, Michaelmas, 1884, Salisbury, in April, 1885, Glou- cester Assizes in 1887, and Warwick Quarter Sessions in July, 1890, of fraud. Warrant issued. Information to Supt, Williams, Frome. STAFFORDSHIRE. 27.— Tun stall ( County).— For stabbing a police constable with intent to resist bis lawful apprehen- sion— JOHN HAYWOOD, age 19, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, eyes grey, slight impediment in speech ; dress, black worsted coat and vest, light striped trousers, black hard felt hat, stand- up collar, and light necktie, side- spring boots. A native of Derbyshire. Warrant issued. Information to Supt. Hall, Tunstall. 28.— Wolverhampton ( Borough). — Portrait and description of JAMES HENRY JONES, clerk, whose apprehension is sought for embezzling about £ 2,000 by falsification of books— age 21, height 5 ft. 6 or 7 in., complexion sallow, hair brown, slight light moustache, face blotched as if from drink, twitches his month when talking, ends of fingers turn up, shuffling gait in walking ; dress, when he absconded, rough blue overcoat, light tweed trousers, lace boots, black felt hat; generally fastens tie with gold ring, set one diamond. Is probably accompanied by AMY CLARK, or CLARKSON, passing as his - wife, age about 17, height 5 ft. 1 or 2 iD., complexion pale, hair dark; dressed, when she left, in brown close- fitting hat trimmed green ribbon, drab cloak, terra- cotta lining to hood, crushed strawberry dress. The day before absconding Jones sought and obtained a highly flattering testimonial from the Rev. Mr. Keble, St. Peter's, Wolverhampton, which he may attempt to make u^ e of. He is musical and a thorough hypocrite. It is requested that enquiry be made at hotels, shipping offices, and other likely places. Warrant issued. YORKSHIRE. 31.— Hull ( Borough).— For failing to report — Licence Holder JAMES BRYAN, alias JAMES McGREGOR, JAMES LOUIS, and JAMES BROWN, Office No. 42970, age 29, height 5 ft. 5 in. complexion fresh, hair reddish, ryes dark brown scar centre of chest, on arm and light elbow, calf and thigh, ulcer scar left shiu. Hull. 32.— Leeds ( Borough).— For failing to report— Supervisee JAMES BIBB, Office No. 37623, age 57 beigbt 5 ft. 7 in., complexion fresh, hair brown ( turning grey), eyes grey, scar left cheek and left upper arm, cupping marks back of neck ( shape of cross), and right shoulder, blue scar right forearm blister mark on chest, burn scar right shoulder, 1< ss of power left side. Sentenced at Wakefield, 6th April, 1885, to 5 years penal servitude, and 5 years police supervision for larceny. Liberated 20th May 1889. C L 355.— License Holder JANE DAVIS alias ACASTER, ROBINSON, aud CATHERINE SHERWOOD, Office No. 42746, age 38, beigbt 5 ft complexion dark, hair dark brown ( wavy), eyes blue, erysipelas marks on forehead and face, seveial scars on scalp, right forearm disfigured from burns Sentenced at Leeds, 8th December, 18^ 8, to 5 years penal servitude for larceny. A dealer in jewellery, of no fixed abode ; age 44, height 6 ft., stout build, complexion fresh, bair light, eyes grey ( large, fall) ; ress, dark grey suit, button boots, light brown soft felt bat. The following property was found in his posses- sion : — 5 ladies' silver geneva watches, Nos. 47043, 47045, 470^ 6, 47047, 47048, with c( 0,800) c on outer case, also forget- me- nots on dial, in a blue card- board box, which bears the following different numbers on side:— 42043, 15iv, VP 0800, 4 inch and 1202 ; 2 gold bangles ; 2 pairs of pearl earrings in cases; 2 pairs of opera- glasses ( one pearl); 6 gold rings ( various); 4 gold chains various); 5 gold diamond pins; 2 gold diamond pins in cases; 1 lady's watch movement; 1 cigar- holder. Also, several pawntickets relating to property :— 1 dressing- bag with fittings complete, plain silver- mounted bottles, and ivory brashes, etc., M. P. on bag; 1 eight- stone diamond cluster ring; 3 diamond rings ; 1 lady's double gold albert chain, with tassel; 1 half- hoop ring set with diamonds, No. 3 marked inside; a marquise ring, set with diamond and sapphire ( 1 stone deficient) ; 1 lady's open- face gold geneva watch, " W. J.
