All Descriptions of persons whose apprehension is sought on a charge of Misdemeanour should be accompanied by a statement that a Warrant has been issued, and by the name of the person in whose hands it is. But the Constabulary should remember that they cannot arrest a person charged with an offence of thia aature unless they have the Warrant in their possession when making the arrest. %• Should irregularities arise in the delivery of the Hue- and- Cry, it will be necessary to forward one of the covers, or give the number it bears, as without thia Information the mistake cannot be rectified. Prison and Police Authorities are particularly requested to be good enough to inform the Inspector- General, Royal Irish Constabulary, Dublin Castle, of the abolition of Gaols, Stations, Ac., and of any circumstances rendering the supply of the " Hue- and- Cry " no longer necessary. Description of the undernamed young offender, who, on the 13th March, 1S92, absconded from the Malone Reformatory School at Belfast:— JOHN COCHRANE, 16 years of age, dark hair, brown eyes, dark eyebrows, regular nose, fresh com- plexion, oval visage, stout make, 4 feet 6 inches high, is a shoemaker, born at Dungannon, formerly belonged to Dungannon, parents reside at Boyd- street, Belfast; blue mark on back of right hand, burn- mark below left ear on neck, tiro holes on left side chest ( tube attached). The school dress consists of -— Dark gray twead jacket, brown corduroy tr iwsers, black tweed vest, Glengarry cap. blue and white ^ ipe shirt, red and black check tie Blucher boots, woollen stockings. The Manager oi the Reformatory will defray the expenses of hit conveyance, if arrested, to the nearest Justice, on remand, and will reward the person who may capture him with £ 1. 14th March, 1892. I Description of MICHAEL RUSSELL, alias HOGAN, native place unknown, who stands charged with having, on the 21st day oi January, 1892, at Portrush, in the barony of Lower Dunluce, parish of Ballywillan fraudulently obtained from Miss Anna E. Oulton and Miss Jane R. Richardson the sum of 71. 6 d. each, by means of false pretences :— Brown eyes, slightly aquiline nose, fresh complexion, rather long face, medium make, 5 feet 10 inches high, about 28 or 29 years of age, dark hair: wore a light check water- proof overcoat, dark tweed trowsers, dark blue ve » t j travels and represents himself as a piano tuner ; sup- posed law clerk. DE COBAIN, native of Belfast, who stands charged that he did, within the past two years, at Belfast, commit an act of trrosn indecency with another male person, and within the same time, and at the place aforesaid did incite divers other male persons to commit sodomy:— Walks erect, square shoulders, corpulent, contract eyebrows when speaking, gray eyes, regular nose, pale complexion, full face, stout make, 5 feet 10 inches high, about 48 years of age, dark brown hair; wore a silk hat, black Chesterfield overcoat, black frock coat, dark trowsers, and dark vest. Description of DENIS HESSIAN, native of Clare- galway, who stands charged with having, on the night bf the 27th or morning of the 28th February, 1842, in the barony of Galway, parish of Saint Nicholas, Rtolen from the Naval Reserve Battery at Fair Hill, 22 rifles and 17 cutlasses :— Flat mouth, and supposed to have a piuple on the side of his nosa, dark eves, regular nose, sallow complexion, ratbertlong thin ftce, medium make, 5 feet 8 inches high, abaut 26 years of aee, brown hair; wore a tweed trowsars and white flannel sleeved under- vest j is a herd. Description of a man, who states his name is SIMON CONNOLLY (" mother's surname Wholly), native of Gort, who stands charged with having in the month of December, 1891, in tha barony of Iveragh, pa'ish of Glenbeigh, stolen a coat from one John McCarthy:— Tattooed cross ( partly eta< ed) on inner side of left forearm, looks as if it had been an anchor; band on left wrist, ring on middle finger of left hand, and marks of burns or sores on left hand, ears sime » hat prominent; blue eyes regrrta* nose, sallow complexion ; long face, medium make, 5 feet 7 inches high, about 23 years of age ligh- brown hair, had a fair moustache, whioh he has sir ce shaved otT; sometimes wore a cap, at others a bat tweed coat, trowsars and vest, which he has repeatedly changed; speaks Irish and english ; states he is a labourer, has worked as a tailor. Woman, supposed to be ANASTASIA M'DON- NELL ( forging cheque), Hue- and- Cry, 12th January, 1892, not arrested. ( 12793 c^- 95541.) King's. Description of A MAN, name and native place unknown, who stands charged with having, on the 4th day of April, 1892, in the barony of Ballybritt, parish of Birr, stolen a watch and j£ 8 from Joseph Lewis of Parsonstown:— Fair complexion, fair face, medium make, 5 feet 6 or 7 inches high, about 20 years of age, fair hair; wore a pepper- and- salt colour tweed cap with ear flaps, tweed coat, trowsers, and vest t is a tramp; looks like a discharged soldier; will likely enlist. Parsonstown, 11th April, 1892. ( 14995 c.— 99676.) Particulars of CHARLES ROUND, of Lord- street, Liverpool, who was convicted on 1st March, of having, on 20th October, 1891, obtained, by false pretences, a sum of money from Edward Hunt, pro- vision dealer, Parsonstown, and sentenced to 18 months' imprisonment, as it is believed he has also defrauded numbers of traders throughout the country, it is requested that the Police will cause the necessary inquiries to be made amongst small dealers in earthen- ware and others. He represented himself to be a commission a^ ent for various pottery firms in England, and also traded as the " Staffordshire Earthenware and Hardware Company," a firm which exists in name only, and on receipt of money fails to forward the goods. In some instances where the orders were for small amounts, he forwarded the goods for the purpoee, presumably, of getting larger orders. Description of WILLIAM FOLEY, native of Kilmessan, who stands charged with having, during Kit four years, in the barony of Ratoath, parish of toath, embezzled various sums of money, amounting to £ 18, received by him for his master, Laurence Canning:— Brown eyes, regularnose, fresh complexion, long face, slight make, 5 feet 5 inches high, about 25 years of age, brown hair; wore a round black hat, black sack coat, brown . striped trowsers, brown vest; smart appearance; is a driver of a bread van. Description of G. B. MYERS alias W. BARON, native ol London, and A MAN unknown, supposed native of London, who stand charged with having, on the 5th February, 1892, in the barony of Maryborough East, parish of Borris, obtained by false pretences a sum of £ 4 1 s. from Mr. R. J. Henderson, provision dealer, Maryborough, representing themselves as sell- ing Stramonium Cigarettes, and appointing agents for the firm, B. Myers, Stramonium Cigarette Manufac- turers, 3A, Shandy street, Mile End- road, London, S., which ODly exists in name. The London Police have received several complaints. They are travelling from town to town, and have committed several frauds. The cigarettes are of no value:— 1. Long hands and fingers, full mouth, sandy moustache, speaks with an English accent; regular nose, fresh complexion, round face, stout make, aboutl 5 feet 8 inches high, about 30 years of age, sandy or fair hair; wore a hard low hat, Melton top coat with velvet collar, and light trowsers; represents himself aa a traveller. 2. Jewish appearance, slight dark moustache, dark brown eyes, regular nose, sallow complexion, round face, stout make, about 5 feet 5 inches high, about 30 years of age, dark hair; wore a dark coat, trowsers, and vest; represents himself as a traveller. Those men take orders, deliver goods, appoint agents at gen- erally 10*. € d. per month, undertaking to take back goods unsold, and on these grounds get orders and receive money. Several frauds have been committed by them. Warrants issued for their arrest. Maryborough, 6th February, 1892. ( 13893 o.— 97578.) Tipperary- Description of PATRICK REARDON, and JAMES REARDON, natives of Gurteendevane, who stand charged with having, on the 16th March, 1892, at Ballyhane, in the barony of Kilnamanagh Upper, parish of Toem, seriously assaulted George Reardon, by striking him on the head with stones, fracturing his skull and placing his life in danger:— 1. Very good looking, never shaved, no beard or whiskers; gray eyes, regular nose, fair complexion, round face, slight make, 5 feet 11 inctes high, about 22 or 23 years of age, fair hair; wore a bright tweed cap, dark serge coat, bright tweed trowsers, and tweed vest; is a tailor. 2. Very gocd looking, never shaved, no beard or whiskers; gray eyes, regular nose, fair complexion, regular face, stout make, 6 feet high, about 21 jears of age, fair hair; wore a bright tweed cap, bright tweed coat, brown tweed trowsers, and tweed vest; is a farm labourer; is brother to No. 1. Description of a MAN, name and native place un- known, who stands charged with having, on the 12th Warcb, 1892, in the barony of Clanwilliam, parish of Clonbeg, unlawfully entered the dwelling- house of Michael Halloran, Ballycrana, and stolen therefrom a coat, razor, and a scarf, all value for £ 1 7s. 6d., and 4s. in cash :— Wild looking, dark complexion, round face, stout make, 5 feat 6 or 7 inches high, about 30 years of age; wore a cap, gray tweed coat, trowsers, and vest; bad the appearance of an Army Reserve man. Warrant in hands of the Sergeant at Kilross. Tipperary, 17th March, 1892. ( 14548 c.— 98814.) Description of THOMAS KIELLY, native of Cutteen, who stands charged with having, on tbe 7th March, 1892, in the barony of Clanwilliam, parish of Solohedbeg, unlawfully assaulted one Morgan Ryan, at Newtown, thereby placing his life in danger;— Brown eyes, regular nose, fresh complexion, round face, medium make, 5 feet 11 inches high, about 27 or 28 years of age, brown hair tinged with gray; wore a dark tweed coat, trowsers, and vest; is a farmer's son. Description of JOHN BUTLER, native of Bally- philip, who stands charged with having, on the 27th December, 1891, in the barony of Clanwilliam, parish of Solohead, seriously assaulted Margaret Glasheen: Quick manner of speaking; blue eyes, regular nose, fresh complexion, regular thin face, slight make, 5 feet 6 inches high, about 47 years of age, dark hair, turning gray; wore a dark coat, tweed trowsers and vest. ( 11148 c— 92603) Tyrone, Description of HUGH KELLY, native of Fallagh, county Tyrone, who stands charged with having, on the night of 2nd February, 1892, in the barony of Strabane Upper, parish of Cappagh, attempted to rape Mary Donnelly, of Ballinamullen:— Dark eyes, regular nose, dark sallow complexion, long thin face, medium make, 6 feet high, about 45 years of age, dark hair turning gray; wore a black cloth coat, dark tweed trowsers, and dark vest; is a small broken- down farmer and road contractor. THOMAS CASHEL ( stealing postal order), Hue- and- Cry, 16th February, 1892, not arrested. ( 12255 c.— 94555.) Westmeath. Description of JOHN HALLINAN, native of limerick, who stands charged with having, on the 2nd April, 1892, in the barony of Moycashel, parish of Kilbeggan, failed to appear on recognizance as a witness at Kilbeggan Petty Sessions, in the case of Queen v. Melady and Butler, charged with serious assault:— Mark of recent severe wound on left side of scalp; blue or gray eyes, regular nose, fresh com- plexion, medium make, 5 feet 2 inches high, about 50 years of age, dark hair, bald on top of head, sandy moustache; wore an old hard black hat, old coat, old tweed trowsers an vest; was 16 years in the Militia or Army; addicte [ to drink and apt to be abusive when in liquor; is a tramp and vendor of blackthorn sticks; travels with his wife, a ttout dark woman; has two children, said to be in Dublin. Informa- tion sworn and Warrant issued. Kilbeggan, 3rd April, 1892. ( 14493 c.— 98718.) DUBLIN METROPOLITAN POLICE. 6 Division. Particulars relative to Convict OWEN KEATING,, o 144, convicted at Dublin City Sessions, on 28th March, 1887, for housebreaking, and sentenced to 5 years' penal servitude 34 years of age on con- viction, married, is a tailor, born at Dublin, where be resided before conviction; his friends reside at Kil- kenny :— Dark brown hair turning gray, hazel eyes, brown eyebrows, medium nose, small mouth, fresh complexion, oval visage, stout make, 5 feet inches higi; cut- mark on upper lip and at corner of right eye, two cut- marks on right wrist. This man was released on licence from Marlboro' Prison, on 4th M « rch, 1891, and went to reside at Kilkenny. He left Londonderry ( where he had been serving in the Militia) on 2nd ulto. for Belfast, but he has not reported himself at the latter place, and bis present whereabouts is unknown. In the event of his arrest he should be dealt with, under sec. 5 of the Act 34 and 35 Vie., cap. 112. 14th March, 1892. ( 464 H. C.) Particulars relative to Convict JOHN JAMES MORIARTY, c 75, convicted at tbe Dublin Conn- mission Court, on 10th August, 1886, for embezzle- ment, and sentenced to 7 years' penal servitude: — 28 years of age on conviction, single, is a bank cle. k, born at Dnblin, resided at Dublin before conviction, where his friends reside:— Brown hair, blue eye;, brown eyebrows, regular nose, small mouth, fair com- plexion, round visage, stout mat e, 5 feet 9< j| inct es high; burn- mark between right thumb and finger, lost an upper front tooth. This man was released on licence from Mount- oy Prison, 9th November, 1891, and went to regime at 23, Upper Temple- street, Dublin. He recently left his residence without notifying same to the Police, and his present whereabouts is unknown. In the event of his arrest he should be dealt with under sec. 5 of the Act 34 and 35 Vic., cap. 112. 14th March, 1892. ( 464 H. C.) Description of JOHN SMITH, alias JOHN BRADY, alias HENRY BRADY, alias EDWARD LYNCH, who is oharged with stealing an overcoat ( recovered) at Burton- on- Trent, and committed to Stafford Quarter Sessions:— No fixed place of residence, is a joiner, 70 years of age, 5 feet 4 inches high, fresh complexion, gray bair, light blue eyes, medium build, scar on top of forehead, fourth left finger contracted; native of Balleyduff, county Cavan, Ireland; unmarried. Hopkins and Hopkins, Sackville street, Dublin, on the 22nd March, 1892, to Bartholomew Reilly, of Mountbellew, in the county of Galway, on approval, and entrusted for delivery to John Hurley, mail car driver ( who has been arrested), but which he failed to deliver t— 1. Oval pearl brooch and earrings. 2. Oval diamond brooch and earrings. 3. Cameo brooch and earrings. 4. Hope and tassel, all gold, brooch and earrings. 5. Turquoise pearl brooch and earrings. Wanted in Bradford, charged with stealing a large number of ladies' gold and silver watches during the night of the 17th March, 1892:— WILLIAM MANSELL, alias MICKEY, an Irishman, and a native of Dublia, about 30 years of age, 5 feet 2 inches high, light brown hair, clean shaved, hollow cheeks, shuffling gait, up in right shoulder, head inclined to one side. Dressed in blue serge suit, black billycock hat, had in his possession the stolen property and two mackintoshes, one dark blue, the other light brown, the light brown has " Cox and Company, Newcastle," on hanger. This man has been lor the last five months at the Salvation Army Shelter in this borough, and wss formerly at The Ark, Southwick- street, London, S. E., where he is well known to " Captain Robinson" and other army officers. Wanted on Warrant, charged with larceny ( as bailee) of twelve Irish heifers, on the ] st of February last, the property of Thomas Patton, of Ballybofey, county Donegal, Ireland, cattle dealer:— PATRICK TIMLIN a cattle drover or salesman, 26 years of age, 6 feet 7 or 8 inches high, dark com- plexion, rath « r freckled face, hazel eyes, dark brown hair, clean shaven, proportionate figure; late of Long- close- lane, Walmgate Bar, York, where his mother still resides; generally dressed in greenish gray cloth coat and vest, brown check trowsers, collar and tie, and hard felt hat, of respectable appearance, and is well known amongst Irish cattle dealers. Timlin left York on the 2nd of February last, and is supposed to have gone to Ireland. His parents belong to the west or south- west ot Iraland, and he is supposed to have relatives or friends still there, with whom he may be staying. Wanted, tusder a Magistrate's Warrant, on a charge of the't of a watch ( recovered) in the burgh of Buckie, Banffshire, between 3' st December, 1891, and 10th Feb., 1892, MATTHEW SEATON HARDY :— A music teacher, native of Skene, Aberdeenshire, about 25 years of age. 5 feet 5 or 6 inches high, dark com- plexion, dark bushy curly hair, small dark whiskers and moustache, no beard, metium build, wants a front tooth in upper jaw, one or more of the fingers of the left hand contracted ; dressed in dark single- breasted overcoat, gray tweed trowsers, a hard felt hat, wore a pair ot brown kid gloves, and carried * black- thorn cane. Hardy's father is employed at Garlogie Spinning Mill, skene, and resides in one of the cottages there, and accused at one time conducted the psalmody in the parish church there. He is married, but, in con- sequence of his drunken ha > its, his wireis living apart from him with her father, at Garmouth- on- Spey. He was in Lossiemouth on the 23rd January last, and in Nairn on 25th February, going in the direction of Auldearn, but has cot been beard of since. It is possible that this may be the person described in the Police information from Ross- shire dated 26th March W, and in the " Hue- and- Cry " of 1st inst for theft of a Watch in Stirling. Accused rep esents himself as a piano tuner, and has been kno » n to state that he was representing the firms of " Collard & Collard, of London," and " Messrs. Logan, Inverness;" although it is not believed that he is possessed of the knowledge necessary to a ciano ' tuner.
