No Description can be inserted unless an Information shall have been Sworn i b^ it is not naoeasary la forward the Informations to the Inspeotor- GeneraL Notice* respecting all Felonies and such Misdemeanours as are of an aggravated nature will be inserted. All Descriptions of persons whose apprehension is sought on a charge of Misdemeanour should be aooompanied by a statement that a Warrant has been issued, and by the name of the person in whose hands it is. But the Constabulary should remember that they cannot arrest a person charged with an offence of thia nature unless they have the Warrant in their possession when making the arrest. Should irregularities arise in the delivery of the Hue- and- Cry, it will be necessary to forward one of the covers, or give the number it bears, as without thia Information the mistake cannot be rectified. Prison and Polioe Authorities are particularly requested to be good enough to inform the Inspector- General, Royal Irish Constabulary, Dublin Caatle, of tht abolition of Gaols, Stations, cfco., and of any circumstances rendering the supply of the " Hue- and- Cry" no longer necessary. ROYAL IRISH CONSTABULARY, Description of MICHAEL RUSSELL, alias HOGAN, native place unknown, who stands charged with having, on tbe 21st day of January, 1892, at Portrush, in the baronv of Lower Dunluce, parish? of Ballywillan, fraudulently obtained from Miss Anna E. Oulton and Miss Jane R. Richardson the sum of " t. 6d. each, by means of false pretences i— Brown eyes, slightly aquiline nose, fresh " complexion, rather long face, medium make, 5 feet 10 inches high, about 28 or 29 years of age, dark hair: wore a light check water- proof overcoat, dark tweed trowsers, dark blue vest; travels and represents himself as a piano tuner'; sup- posed law clerk. Description of the undernamed young offender, who, on the 13th March, 1892, absconded from the Malone Reformatory School at Belfast:— JOHN GINGLES, 15 years of age, fair hair, light blue eyes, Meeting eyebrows, straight nose, small mouth, fair complexion, oval visage, slight make, 4 feet 10 inches high, is a carpenter, bom at Liverpool, formerly belonged to Liverpool, parents mide at20, Seymour- street, Belfast; small scar on left cheek. The school dress consists of:— Brown corduroy trowsers, black tweed vest, blue and white stripe shirt, red and black check tie, Blucher boots, woollen stock- ings. The Manager of the Reformatory will defray the expenses of his conveyance, if arrested, to the near- est Justice, on remand, and will toward the person who mav capture him with £ 1. 14th March, 1892. Description of the undernamed young offender, who, on the 13th Merc*, 1892, absconded from the Malone Reformatory School at Belfast:— JOHN COCHRANE, 16 years of age, dark hair, brown eyes, dark eyebrows, regular nose, fresh com- plexion, oval visage, stout make, 4 feet 6 inches high is a shoemaker, born at Dungannon, formerly belonged to Dungannon, parents reside at Boyd- street, Belfast blue mark on back of right hand, bu- n- mark below left ear on neck, two holes on left side chest ( tube attached). The school dress consists of:— Dark gray twead jacket, brown cordurov trowsers, black tweed vest Glengarry cap, blue and while Mripe shut, red and black check tie, Blucher boots, woollen stockings. Belfast. Description of EDWARD S. W. DE COBAIN, native of Belfast, who stands charged that he did, within the past two years, at Belfast, commit an act of gross indecency with another male person, and within the ume time, and at the place aforesaid did incite divers other male persons to commit sodomy:— Walks erect, iquare shoulders, corpulent, contracts eyebrows when speaking, gray eyes, regular noee, pale complexion, full face, stout make, 5 feet 10 inches high, about 48 years of age, dark brown hair; wore a silk hat, black Chesterfield overcoat, black frock coat, dark trowsers, and dark vest. Description of SAMUEL CROSBIE ( mother's surname Johnson), native of Birmingham, who has been arrested on the 10th March, 1892, at Youglal, in the barony of Imokilly, parish of St Mary's, and remanded on the charge of vagrancy:— Mark of sore under right ear, gray eyes, regular nose, pale com- plexion, thin face, slight make, 5 feet 6| inches high, about 22 years of age, dark brown bair; wcra a blue serge coat and vest, black serge trowsers, and an old snuff- coloured dust coat; is a clerk. He is suspected of having committed crime elsewhere, several pawn tickets for jewellery, Ac., having been fouod in his possession Youghal, 12th March, 1892. Description of TIMOTHY RIORDAN ( mother's surname Twomey), native of Shanakeel, oounty Cork, and JOHN DOODY ( mother's surname Murphy), native of Kilboultra, county Cork, who stand charged with having, OB or about Jthe 5th June, 1891, in the barony of West Muskerry, parish of Macroom, wilfully conspired, confederated, and agreed to murder one Jeremiah Riordan. of Shanakeel:— 1. Square shoulders, rather short neck, gray eyes, regular noee, fresh complexion, round face, stout make, 5 feet 7 or 8 inches high, about 32 years of age, dark hair; wore a round felt hat, black frock coat, striped gray trowsers, black vest; is a farmer. Warrant for arrest in the hands of the District Inspector R. I. O., Macroom. 2. Boyish appearance, gray eyes, rather thick nose, fresh complexion, round face, stout make, 5 feet 7 or 8 inches high, about 22 years of age, dark hair ; wore a soft black hat, gray tweed coat, trowsers, and vest t is a farmer's son. Description of REDMOND RONAYNE POWER, native of Waterford, who stands charged with having, in the barony of East Division of West Carbery, pariah of Creagh, embezzled a large sum of money, including in particular a sum of £ 43, lodged with him in the Skibbereen Branch of the Munster and Leinster Banking Company, Limited, on or about the 22nd October, 1891:— Black drooping moustache; brown eyes, regular nose, pale complexion, regular face, active medium make, 6 feet high, about 35 Down. Description of JAMES WALSH, supposed native of Tipperary, who stands charged with having, on the 8th day of February, 1892, in the barony of Connell, parish of Morristownbiller, obtained a cheque for £ 9 3*. Ad., by false pretences, which he subsequently converted to his own use, from Mr. Shore, contractor, at Newbridge:— Walks with a slight halt in right leg, shaves chin and upper lip; gray eyes, thick nose, radish complexion, stout make, 5 feet 7 inches high, about 40 years of age; is a tramp labourer; sc. vad in army. Particulars of CHARLES ROUND, of Lord- stieet, Liverpool, who was convicted on 1st March, of having, on 20th October, 1891, obtained, by false pretences, a sum of money from Edward Hurst, pro- vision dealer, Parsons town, and sentenced to 18 montls' imprisonment, as it is believed he has also defrauded numbers of traders throughout the country, it is requested that the Police will cause the necessary inquiries to be made amongst small dealers in earthen- ware ani ethers. He represented himself to b3 a commission a,: ent for various pottery firms in England, and also traded as the " Staffordshire Earthenware and Hardware Company," a firm which exists in name only, and on receipt of money fails to forward the goods. In some instances where the orders were for small amounts, he forwarded the goods for the purpose, presumably, of getting larger orders. Description of G. B. MYERS alias W. BARON, native of London, and A MAN unknown, supposed native of London, who stand charged with having, on the 5th February, 1892, in the barony of Maryborough East, parish of Borris. obtained by false pretences a sum of £ 4 Is. from Mr. R. J. Henderson, provision dealer, Maryborough, representing themselves as sell- ing Stramonium Cigarettes, and appointing agents for the firm, B. Myers, Stramonium Cigarette Manufac- turers, 3A, Shandy- street, Mile End- road, London, S., which only exists in name. The London Police have received several complaints. They are travelling from town to town, and have committed several frauds. The cigarettes are of no value:— 1. Long hands and fingers, full mouth, sandy moustache, speaks with an English accent; regular nose, fresh complexion, round face, stout make, about 5 feet 8 inches high, about 30 years of age, sandy or fair hair; wore a hard low hat, Melton top coat with velvet collar, and light trowsers; represents himself as a traveller. 2. Jewish appearance, slight dark moustache, dark brown eyes, regular nose, sallow complexion, round face, stout mak » , about 5 feet S inches high, about 30 years of age, dark hair; wore a dark coat, trowsers, and vest; represents himself as a traveller. Those men take orders, deliver goods, appoint agents at gen- erally 10 « . 6d. per month, undertaking to take back goods unsold, and on these grounds get orders and receive money. Description of PATRICK REARDON, and JAMES REARDON, natives of Gurteendevane, who stand charged with having, on the 16th March, 1892, at Bailyhsne, in the barony of Kilnamanagh Upper, parish of Toem, seriously assaulted George Reardon, by striking him on the head with stones, fracturing his skull and placing his life in danger:— J.. Description of a MAN, name and native place un- known, who stands charged with having, on the 12th warcb, 1892, in the barony of Clanwilliam, parish of clonbegy unlawfully entered the dwelling- house of Michael Halloran, Ballycrana, and stolen therefrom a coat, razor, and a scarf, all valus for £ 1 7s 6d., and 4s. in cash :_ Wild looking, dark complexion, round face, stout make, 5 fest 6 or 7 inches high, about 30 yetri of age; wore a cap, gray ( weed coat, trowsers, and vest; had the appearance of an Army reserve man. THOMAS CASHEL ( stealing postal order), Hue- and- Cry, 16th February, 1892 not arrested. ( 12255 c.— 94555.) METROPOLITAN POLICE. G Division. Particulars relative to Convict OWEN KEATING, 0 144, convicted at Dublin City Sessions, on 28th March, 1887, for housebreaking, and sentenced to 5 years' penal servitude:— 34 years of age on con- viction, married, is a tailor, born at Dublin, where he resided before conviction; his friends reside at Kil- kenny :_ Dark brown hair turning gray, hazel eyes brown eyebrows, medium nose, small mouth, fresh complexion, oval visage, strut make, 5 feet inches bigi; cut- mark on upper lip and at corner of right eye, two cut- marks on right wrist. This man was released on licence from Maryboro' Prisor, on 4th Marcb, 1891, and went to reside at Kilkenny. He left Londonderry ( where he had been serving in the Militia) on 2nd ulto. ( or Belfast, bnt he has not reported himself at the latter place, and his present whereabouts is unknown. . In the event of his arrest be should be dealt with under sec. 5 of the Act 34 and 85 Vic., cap. 112. 14th March, 1892. ( 464 H. C,) Particulars relative to Convict JOHN JAMES MORIARTY, o 75, convicted at the Dublin Com- mission Court, on 10th August, 18F6. for embezzle- ment, and sentenced to 7 years' penal servitude:— 28 years of age on conviction, single, is a bank clerk, born at Dublin, resided at Dublin before cmviotion, where his friends reside:— Brown hair, blue eye), brown eyebrows, regular nose, small mouth, fair com- plexion, round visage, stcut mate, 5 feet 9^ inches high i burn- mark between right thumb and Anger, lost an upper front tooth. - This man was released on licence from Mount- oy Prison, 9th November, 1891, and went to reude at 23, Upper Temple street, Dublin. He recently left bis residence without notifying same to the Police, and his present whereabouts is unknown. Timlin left York on the 2nd of February last, and is . supposed to have gone to Ireland. His parents belong to the west or south- west oi Ireland, and he is supposed to have relatives or friends still there, with whom he may be staying. PATRICK DOCHERTY, a money lender, from 35 to 40 years of age, 5 feet 5 inches high, stout made, fresh complexion, bare faced except mons'. ache, fair hair, cut short and turning gray; usually dressed in a gray tweed jacket suit and felt hat; resided at one time at 496, Dobbie's Loan, of this city, but some time ago bought Artilow Farm, Lougheske, county Donegal, Ireland, where be has since being residing. The accnfed was indicted on a charge of perjury and fraudulent bankruptcy, and was to have been tried at a Diet of the Sheriff and Jury Court, held in this city to day, but failed to appear, and his bail bond was declared forfeited, and a Warrant granted for his arrest. He will probably endeavour to leave the country. Absconded yesterday. Please cause diligent search and enquiry to be made at hotels, shipping offices, and other likely places, and if accused is got, arrest, and communicate with J, Boyd, Chief Constable of Glasgow.
