' J. j All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD. ' LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. - 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to ' be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank -. than Inspector, or analogous thereto. REGULATIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties, g. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Fete Scotland Yard, by cheque, crossed " Drummond fy Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in THE date of delivery of the POLICE GAZETTE, may be st once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( rf) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTK.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — G Division.— For larceny ( servant) and forgery— H. PERCY EVANS, a cashier, age 22, height 5 ft. 5 or 6 in., slim build, complexion very fresh, hair ( bushy on forehead) light, clean shaved, prominent nose, sharp features, walks with a swing- ing gait; dress, black morning coat ( rough material), grey trousers, black hard felt hat, which he wears over eyes and on one side. Has friends residing at Dover and Liverpool. 2.-— L Division. — For absconding from his bail, charged with conspiracy and fraud— JAMES BIGGS, alias WOOD, and ELT, age 48, height 5 ft. 1 in., complexion and hair dark, sullen down- cast look, slightly round- shouldered; dress, blue melton overcoat, black undercoat and vest, striped trousers, black felt hat. A native of London. Warrant issued. 3.— s Division. — For obtaining 3 American travelling trunks, 21st January last, by means of a fictitious cheque on Messrs. Alexander, Gurney & Co., Needham Market Bank, Suffolk— ALAN MARTI- VALE HAZLERIGG, age 35 to 40, height 5 ft. 10 or 11 in., 8tout build, complexion fresh, full round face, hair inclined to be light, moustache ( slightly turned up at ends) dark brown ; dresses well, wears two gold rings on little finger left hand, and a pearl breast- pin ; of gentlemanly appearance and address. A native of Deerbolts Hall, Suffolk. Ts a son of the late Sir Arthur Hazlerigg, of Nosely Hall, Leicester. Warrant issued. 4.— S Division.— For indecently assaulting a girl, age 12— BERTIE ROLFE, late of 45, Gascony- avenue, West Hampstead, age 19, height 5 ft. 6 or 7 in., complexion fair, hair light, clean shaved; dress, black jacket and vest, light tweed trousers, black hard felt hat, button boots. Warrant issued. 5.— X Division.— For forging and uttering a cheque for £ 6 10s., on Messrs. Robarts & Lubbock's Bank, Lombard- street, City— WILLIAM ARNOLD SELBEY, age 26, height 5 ft. 6 in., complexion, hair, and eyes dark ; dress, dark blue cloth overcoat, black diagonal cloth coat and vest, tweed trousers, high black hat; of respectable appearance. Has been employed as a private detective. Was sen- tenced to 10 months hard labour at Margate, in September, 1888, for uttering fictitious cheques. Warrant issued. 6. — Y Division. — Woodcut portrait and description of FREDERICK SMEDLEY, whose apprehension is sought for fraud by uttering fic- titious cheques on the London and Westminster Bank, Southwark Branch; age 28, height5ft. 11 in., complexion, hair, heard ( cut short), moustache, and eyes dark, scar right side of lower jaw, thick neck, stands erect, of gentlemanly appearance; dress, light covert coat, light tweed suit, brown hard felt hat. A native of Nottingham. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 7.— CI ewer ( County). — For stealing, 7th inst, a long black cloth overcoat, nearly new, rather rough material, plain collar, pocket left breast, two hip pockets outside, no inside pockets— LLOYD BURGESS, alias RUSSELL, and GARNETT, age 28 to 30, height 5 ft. 10 or 11 in., complexion fair, hair light brown, moustache, otherwise clean shaved, scar on left side of upper lip; dress, black cutaway coat, pockets behind, black vest, light trousers, patent low ankle boots, may be wearing the stolen overcoat. Has the appearance of having been in the Army. Supposed to have been a footman. Stated he was a private detective in a divorce case. Warrant issued. Information to Supt. Blake, Clewer. 8.— Wantage ( County).— For stealing a postal order for 15s., on 11th inst.— JOHN HERBERT, alias " TOZER," age 46, height 5 ft. 6 in., com- plexion ruddy, small side whiskers, wound on side of neck, nose slightly bent, lost three fingers right hand; dress, old dark brown suit, black felt hat. Appearance of a stableman. Warrant issued. Information to Supt. Robotham, Wantage. 2 THE POLICE GAZETTE. TUESDAY, MARCH 15, 1892. 9.— Maidenhead ( Borough).— For attempting to obtain money by false pretences, viz., for the benefit of the National Disabled Firemen's Insti- tution— A MAN, age 24, height about 5 ft. 7 in., complexion fresh, hair brown, small light mous- tache, eyes clear and bright, of gentlemanly appearance and good address; dress, dark over- coat, buttoned over and tight- fitting, hard black felt hat. Carried a leather pocket- book with gilt letters, names written inside in pencil. Warrant issued. 10.— Maidenhead ( Borough). — For stealing, 29th ult.— A bay mare, 6 years, 14 hands 2 in., long black mane and tail, few grey hairs on hind fetlocks, recently shod; a set of black leather silver- plated harness; and a dogcart, stained and varnished light, dark mahogany slip, wheels and shafts painted yellow, picked out black, " Warner Bros., Maiden- head," on caps of wheels, 2 lamps ( 1 cracked), a blue horse- hair cushion, and cocoa fibre mat with blue border— A MAN, age about 26, height 5 ft. 6 in., com- plexion fresh, round face, hair and small moustache brown, of good address; dress, blue overcoat, dark trousers, dark red necktie, brown hard felt hat; wore brown gloves and a gold albert chain. Warrant issued. Information to Supt. Taylor, Maidenhead. BUCKINGHAMSHIRE. 11. — Newport Pagnell ( County). — For uttering a forged cheque, on lst inst.— F. LING, alias G. PEIRCE, age about 65, height 5 ft. 9 in., complexion sallow, hair ( inclined to curl) turning grey, moustache and whiskers on chin ( dark), believed to have been dyed, large nose, stoops a little, recent scars on forehead caused by being thrown from a horse; of good appearance and address; dress, dark blue overcoat with velvet collar, dark cloth jacket and vest, grey cloth trousers, black soft deerstalker hat, has eye- glasses with gold fiames. Carries a travelling bag con- taining new black cloth double- breasted reefer coat and vest. This man represents himself to be in the employ of Truman, Hanbury, Buxton & Co., of Burton- on- Trent, brewers ( false), presents his card with " F. Ling " and " Truman, Hanbury, Buxton & Co." printed thereon. Has in his possession cheques with " Truman, Hanbury, Buxton & Co., Burton- on- Trent" printed thereon, on Lloyd's Bank, Limited, Burton - on - Trent, and signed E. T. Hanbury, manager, which are forged. Warrant issued. Information to Inspector Pitson, Newport Pagnell. CAMBRIDGESHIRE. 12.— Cambridge ( Borough).— For stealing a clock, on 3rd inst.— ALEXANDER HUGHES, age 30, height 5 ft. 7 in., well built, complexion pale, hair light brown, small pointed moustache, otherwise clean shaved; dress, dark green cloth overcoat with velvet collar, dark striped cloth trousers, red silk neckerchief, light brown felt hat, lace boots, worn rather thin at toes; of respectable appearance. Supposed to be a lawyer's clerk, and known in the neighbourhood of Chelmsford. Warrant issued. 13.— Cambridge ( Borough)).— For stealing a quantity of painter's tools ( partly recovered)— HERBERT DAVIES, age 35 to 40, height 5 ft. 5 in., complexion fresh, slight ginger whiskers, otherwise clean shaved, sharp features; dress, black cloth cutaway coat, dark trousers with light stripes, black hard felt hat, brown socks, low shoes. A painter, said to be a good workman. Absconded 9th inst. Supposed to have gone to Northampton, and may be at work there for a Mr. Matthews, a builder, or he found at Dudley Bridge, near Worcester. Warrant issued. Information to Chief Constable Innes, Cam- bridge. CARNARVONSHIRE. 14.— Carnarvon ( County).— For stealing £ 157, 4th inst.— JNO. WM. OWEN, age 32, height 5ft. 6 in., slender build, hair light brown, thin on top of head, reddish nose as if he was addicted to drink, mous- tache light, no whiskers, slightly bow- legged, toes of right foot turn inwards; dress, brown mackintosh with cape, dark clothes. A native of Cardigan, near Plinlimmon, where his father was captain of mines. Was at one time a clerk at the Dowlais Iron Works; afterwards in the Excise, and lately employed at a slate quarry at Mantle, near Carnarvon. He left Carnarvon at 12.30 P. M. on 4th inst., supposed with the intention of going- abroad. Had beeo for some years in California. Warrant issued. Information to Deputy Chief Constable Danes, Carnarvon. DERBYSHIRE. 15.— Derby ( Borough).— For obtaining by false pretences, 24th and 25th ult., a gold albert ( recovered) ; a gentleman's single- stone diamond gipsy ring; aud a gentleman's three- stone diamond gipsy ring- GEORGE ARTHUR ARGYLE, age 20, height 5 ft. 6 or 7 in., slender build, complexion fair, hair light, slight side- whiskers light, supposed slight light moustache, nose rather broad and slightly turned up at end ; dress, when last seen, on 25th ult., dark grey overcoat, brown check coat and vest, dark striped trousers, black hard hat. Of good address, and respectable appearance. Falters in his speech when conversing. A watchmaker and jeweller. May seek similar employment, as he has some tools with him. Is said to be a good workman. Has expressed his intention of enlisting. Inquiries requested at jewellers, watchmakers, regimental depots, and at Young Men's Christian Associations. Warrant issued. Information to Chief Constable Delacombe, Derby. DEVONSHIRE. 16— Exeter ( City). — For stealing, 21st ult., about £ 5 10s. in gold and silver, a lady's gold chain ( recovered), and a pair of silver earrings made of jubilee sixpences— A woman, who gave the name of JANET FRASER, alias THOMAS, LA FRENDE and POLLARD, age about 28 to 30, medium height, complexion pale, hair dark, has an abscess on one side of neck ( supposed left), one tooth decayed in front upper jaw, rather good- looking, well educated; dress, navy- blue skirt, black bodice, short black- braided jacket, turned out at collar with silk, black boa, black felt hat, boat- shaped, trimmed with black feathers, black veil, long brooch with blue and white stone, wears three rings on third finger left hand, brown- red gloves, shoes, and grey stockings. States she is an American ; drinks brandy freely. Her modus operandi is to take lodgings at refresh- ment houses, gain confidence with the proprietors, and steal anything that she can get at and decamp. May be found in the company of soldiers. Information to Chief Constable LeMesurier, Exeter. DORSETSHIRE. 17.— Weymouth ( Borough).— For embezzle- ment— WILLIAM SHEPPARD, alias CROW, age about 30, height 5 ft. 6 in., hair and eyes very dark, clean shaved; dress, when last seen, light plaid suit and black bowler hat. A groom; knows Salis- bury and Reading well. May seek employment at livery stables. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. ESSEX. 18.— Chelmsford ( County)— For stealing a gun, at Little Baddow, in October, 1891 ( recovered) — Expiree CHARLES FRANKLIN, alias JOHN LEE, Office No. 38420, a native of Aldershot, age 35, height 5 ft. 11| in., complexion dark, hair dark brown, eyes dark hazel, cross right forearm, part ring 2nd right finger, cross and characters with C. L. on left forearm, blue figure above, part crown on left wrist, 2 indistinct letters and 6 dots back of left hand, several designs centre of chest. Sentenced at Chelmsford, 15th October, 1884, to 5 years penal servitude for housebreaking. Accompanied by SARAH FIRMIN, age 40, height about 5 ft. 4 in., hair dark ( puffed up in front), blue eyei ( large), large mouth and thick lips; a native of Maiden, Essex. ( See also Case 92, 23rd October, 1891). A photograph can be seen on application. Information to the Deputy Chief Constable of Essex, Chelmsford. lever watch, No. 38156, maker H. J. Norris, Coventry ; a grey woollen shirt with red stripes ; and a black leather purse— JAMES WILLIAMS, age 30, height 5 ft. 5 in., complexion, hair, mous- tache ( slight) and eyes dark; dress, brown plaid jacket and vest, dirty cord trousers, heavy lace boots, soft black bowler hat. A farm labourer; native of Burghill, Herefordshire. Carried two bundles, and had with him a light brown lurcher dog. Warrant issued. Information to Supt. Ford, Coleford. HAMPSHIRE. 20. — Portsmouth ( Borough). — For illegally pawning watches— EDGAR F. HINDLE, age about 30, height about 5 ft. 6 or 7 in., stout build, full face, hair very light, moustache very thick, otherwise clean shaved, eyes blue; dressed usually in blue overcoat with velvet collar and large bone buttons, or a light brown striped waterproof Inverness, blue serge jacket and vest, dark striped trousers, high white collar with turned down corners, large white tie, brown hard felt hat or soft tweed cap with peak, thick lace boots. Has been an insurance agent, and may endeavour to obtain a similar situation. Is accompanied by his wife, Elizabeth Hindle, age about 28, height about 5 ft. 6 or 7 in., hair and complexion dark, thin features; dress, long dark check tweed jacket, tight fitting, small black hat. Had with them a child named Amy, age about 8, _ complexion very fair, long light hair. Warrant issued. Information to Chief Constable Cosser, Portsmouth. HERTFORDSHIRE. 21. — Bishop Stortford ( County). — For stealing a carpenter's brace and 34 bits ( recovered at Cambridge), on 26th ult.— ED WD. CROWE, alias GEO. WANFORD SCOTT, age about 40, height 5 ft. 10 or 11 in., complexion fresh, hair light brown, whis- kers and moustache ginger ( thin), eyes blue, good teeth, carries his head a little forward ; dress, dark pilot coat, cord trousers and vest, hard felt hat, right boot cut about two inches over little toe. He tramps the country, and applies to wheelwrights and carpenters for work or relief, but when he obtains work only remains a short time. States he is a widower, and that he has two sons working in Norfolk. Warrant issued. Information to Supt. Tripp, Bishop Stortford. KENT. 22. — Ramsgate ( Borough). — Portrait and description of FREDERICK YATES, whose GLOUCESTERSHIRE. 19. — Coleford ( County). — For stealing, at Tidenham, on lst inst., a double case silver English lo apprehension is sought for stealing a quantity of coke, the property of the Ramsgate Corporation; age 51, height 5 ft. 6 or 7 in., complexion pale, hair brown, turning grey, large grey eyes, walks with very slouching gait; dress, plain brown overcoat, dark jacket, brown mixture trousers, blue tie with white spots, sidespring boots, brown hard felt hat. A native of Ramsgate. May seek employment at gas works. Warrant issued. Information to Chief Constable Buss, Ramsgate. LANARKSHIRE. 23. — Glasgow ( City). — For perjury and fraudulent bankruptcy— PATRICK DOCHERTY, FRIDAY, MARCH 1 1, 1892. THE POLICE GAZETTE. 141 an Irishman, age 35 to 40, height about 5 ft. 6 in., stout build, complexion fresh, hair ( cut short) light, mixed with grey, clean shaved except moustache, piercing eyes, short thick neck; usually dressed in grey tweed jacket suit, and black felt hat. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 24.— Liverpool ( City).— Portrait ( taken about 3 years ago) and description of JOSEPH POLOY- - " V - . T^^ fe,- 1 DOR NODDER, a clerk, whose apprehension is sought for stealing £ 396 19s. in notes and gold, on 24th ult.— Age 23, height 5 ft. 6 or 7 in., stout build, complexion sallow, hair and slight moustache brown, few red pimples on face near nose, sleepy appearance; dress, when last seen, on 23rd ult., black worsted suit, white shirt and collar, black bow, button boots, black hard felt hat. He is known to a Mr. George Allen, a solicitor, at Aberdeen. The Nos. of the stolen notes are as follows:— four £ 50 notes, Nos. 20964, 20965, 20966, and 20764, dated Liverpool, 18th Marcb, 1890; three £ 20 notes, Nos. 96007, 93636, and 95252, dated Liver- pool, 20th March, 1890; four £ 10 notes, Nos. 97698 to 97701, dated Liverpool, 23rd April, 1890 ; eight £ 5 notes, Nos. 79155 to 79162, dated Liverpool, 10th March, 1891. Information to Chief Supt. Williams, Detective Department, Liverpool. 25.— Manchester ( City).— For failing to report — License Holder JOHN McDONNELL, age 36, height 5 ft. 6 in., complexion sallow, hair brown, eyes brown. Sentenced at Ennis, 4th Nov., 1887, to 5 years penal servitude for larceny. Licensed 27th Feb., 1892. Supervisee CHARLES HY. MOODY, alias GEO. HY. YOUNG, Office No. 42511, age 18, height 5 ft. 5 in., complexion fresh, hair brown, eyes brown, scars right side of forehead, right temple, inside left forearm, back of left hand, and outside left fore finger, blue mark bend of right arm, mole right side of neck. Sentenced at Manchester, 10th Aug., 1891, to 6 months hard labour, and 1 year police supervision, for larceny. Supervisee MARY ANN OLDHAM, alias ROBERTS, MADDEN, etc., Office No. 42478, age 40, height 4 ft. 11 in., complexion fresh, hair black, eyes brown, scars centre and left side fore- head, outer corner of left eye, on right temple, and bridge of nose. Sentenced, 11th August, 1890, to 18 months hard labour and 5 years police super- vision for larceny. Supervisee ANNIE JONES, alias CRAIG, HASSALL, and RAGAN, Office No. 42477, age 30, height 5 ft. 2 in. complexion sallow, hair brown, eyes grey, scars centre and each side of forehead, mole on right cheek. Sentenced at Manchester, 5th February, 1891, to 12 months hard labour and 3 years police supervision for larceny ( person). Supervisee WILLIAM WILSON, Office No. 42474, age 72, height 5 ft. 9 in., complexion fresh, hair grey ( bald), eyes hazel, 2 moles on left cheek, scar left side forehead, bracelet on left wrist, ruptured right side. Sentenced at Man- chester, 5th February, 1891, to 12 months hard labour and 5 years police supervision for house- breaking. License Holder ISAAC WOODLEY, Office No. 42020, age 69, height 5 ft. 7 in., complexion sallow, hair grey, eyes hazel, scars under right jaw, above each collar- bone, top of 2nd left finger, inside left knee, and middle of right thigh, corporal punishment marks. Sentenced at Shrewsbury, 24th July, 1883, to 10 years penal servitude for arson. Licensed 15th October, 1891. Supervisee JOHN BURKE, alias BURNS, BAKER, and SMITH, Office No. 41738, age 25, height 5 ft. 7 in., complexion fresh, hair light brown, eyes grey, scars on right eyebrow, left side forehead, right side head, under chin, left side nose, inside left hand, and outside 2nd left finger, blue dot back of left hand. Sentenced at Manchester, 6th Feb., 1890, to 18 months hard labour and 3 years police supervision for shopbreaking. Supervisee JAMES WILLIAM BROWN, alias BAILEY, Office No. 37384, age 30, height 5 ft. 7 in., complexion fresh, hair brown, eyes brown, L. A. B. outside left forearm, scar inside right wrist and right forearm, blue mark inside left forearm, mole left breast. Sentenced at Manchester, 12th April, 1888, to 12 months hard labour and 3 years police supervision for larceny. Was convicted at the Western Police Court, Glasgow, on 28th October last in the name of JOHN FOYN, for pocket- picking in tramcars, and sentenced to 60 days imprisonment. He travels the country pretending to be an agent for the Singer Sewing Machine Company, obtains lodgings at some private hotel in a quiet street, or at a coffee house.
