All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed - particulars, at a cost of las. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. " 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anofficerofnot less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief ! officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to he apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted % » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noonon Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Kew Scotlaml Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. APPREHENSIONS SOUGHT. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing ' delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- Jations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering ' a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— « ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. < NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted-. METROPOLITAN POLICE DISTRICT 1.— C. I. Department.— For unlawfully and wilfully committing wilful aud corrupt perjury on a trial of an action of Evelyn v. Hurlbert, in the month of April last, in the High Court of Justice— WILLIAM HENRY HURLBERT, an American, age 55 to 60, height about 5 ft. 8 in., stout build, complexion tawny, hair and heavy moustache grey, bald on top of head, short- sighted and frequently wears glasses, back of head is of a peculiar shape, walks upright, of military appoaiance, speaks several languages, is exceedingly polite and affable; generally well dressed and neat in his appearance. Will probably disguise himself and assume a fictitious name. Warrant issued. 2.— D Division.— For obtaining a necklace by false pretences — WILLIAM GEOVANNI IM- PERILI, a dealer, of 46, Rowan- road, Brook- green, Hammersmith, age 30; height 5 ft. 6 in., complexion very fair, hair light, eyes grey ; dress, dark blue sack overcoat, brown felt hat. Warrant issued. 3— S Division. — HENRY PALMER, alias WILLIAM WILSON, Office No. 40393 (. see GAZETTE 1st inst.. Case 4), was sentenced at Central Criminal Court, 31st March, 1879, to 5 years penal servitude, for possessing housebreaking implements, to 5 months hard labour, at Herts Assizes, 5th August, 1884, for burglary ; and 5 years penal servitude, at Oxford Assizes, 24th October, 1885, for burglary, at Maidenhead. He was in Glasgow, in Mar., 1891, when he was suspected by police. Is a travelling thief, and attends horse fairs, & c. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4. — For stealing £ 33 14s., in September last— WILLIAM FRISBEE, a carrier's clerk, late of 65, Regent - street, Lambeth, age 39, height 5 ft. 10 in., thin build, complexion dark, hair, small side whiskers, and moustache dark brown, pale face ; dress, dark clothes, and round bowler hat. May seek work on a farm in Hertfordshire. Warrant issued. 5.— For obtaining a cheque for £ 550, by false pretences — ETHEL FLORENCE OSBORNE, age 26, height 5 ft. 5 or 6. in., complexion . pale, hair ( thick) dark, shews her teeth very much when talking, is of Jewish appeat- a-. ee, and in delicate health ; dresses fashionably. Supposed accompanied by a lady and gentleman. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 6.— New Windsor ( Borough).— For deserting his wife and four children, 21st ult.— EDWARD GEORGE LAMBERT, age 31, height 5 ft, 4 in., stout build, complexion and eyes dark, hair dark brown. Has served twelve years in the band of the Royal Horse Guards, and will probably try to get employment at some theatre or music- hall. Plays a bass instrument, supposed euphonium. Has friends residing at 62, Torriano- i oad, N. W., and at Hollo way. Warrant issued. Information to Head Constable Armour, New Windsor. CUMBERLAND. 7— Cockermouth ( County).— For deserting his wife and family, leaving them chargeable to the Cockermouth Union— JOSEPH VICKERS, age 26, height 5 ft 6 in., slender build, complexion fresh, hair light, eyes brown. A hair- dresser; native of Keswick, which place he left in 1890, and has sub- sequently been seen several times in Manchester. He is of drunken habits, and associates with low company. Warrant issued. Information to Supt. Johnstone, Cockermouth. GLOUCESTERSHIRE. 8.— Cheltenham ( County).— For burglary and stealing, 3lst ult., a very large ulster, black rough, cloth with small red nibs, " Bishop, Queen- street, Cardiff," on tab; a black bowler hat, " Christie" inside ; a pair of Scafe's patent lace boots, studded with indiarubber on soles and heels, which are worn down; a short black diagonal coat; 3 vests, viz.: one plaid, one light scotch tweed, and one bli ck diagonal cloth; a pair of black and white mixture trousers; an Egyptian gold albert chain; a black purse, with clasp, containing about 5s. in silver; a silver- plated match- box ; a pair of fancy sleeve- links washed in gold; and 2 tobacco- pouches ( one self- closing, the other folding), " Fred Wright" thereon — CHARLES GARDNER, age 36, height 5 ft. 7 or 8 in., ' slight build, complexion swarthy, hair light, whiskers and moustache ( straggling) ginger, sharp looking; dress, supposed stolen clothes. He left behind a black ribbed coat and vest, brown cord trousers, brown bowler hat, aud lace boots, worn down at heels. Information to Supt. M' Rae,' Cheltenham. 4 T H E POLICE GAZETTE. TUESDAY, JANUARY 12, 1892. HAMPSHIRE. 9.— Bournemouth ( County). — For stealing, 23rd nit., a quantity of forks, spoons, & o. ( see Case No. 34) — RICHARD YAEG ER, alias JOHANN REINHARDT, a German, ago 24 or 25, height 5 ft, 2 or 3 in., complexion fair, small light moustache and whiskers, something peculiar about one of his eyes, Fometimes wears glasses, speaks English very imperfectly; dress, brown overcoat with velvet collar, dark blue suit, brown hard felt hat, blue or white tie. Carried a brown bag or portmanteau which is supposed to have contained the stolen property. This man is l- pcogniscd as a good waiter, and may probably open a small pating house, and the articles stolen may be used iu his trade. Warrant issued. Information to Supt. Knapton, Bournemouth. HEREFORDSHIRE. 10.— Ledbury ( County).— For night- poaching at Eastnor, on 15th ult.— GEORGE BRYAN, rabbit catcher, age 38, height 5 ft. 10 in., muscular build, complexion sallow, hair dark brown, small side whiskers, eyes grey, wart left upper arm, moles on left shoulderblade and left side of back, scar left elbow, walks with a springing gait; dress, light plaid shooting coat and vest, cord or fustian trousers, strong boots, black soft felt hat. A native of Ledbury; carried a bundle tied up in a slop on his back. Warrant issued. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 11 — Hemel Hempstead ( County). — For obtaining £ 1 15s. by false pretences, at Tring, on 7th ult.— J. TAIT ( supposed false), age about 55, height about 5 ft. 6 in., complexion dark, hair dark ( turning grey), moustache and whiskers cut close and pointed at chin, has a Jewish appearance; dress, brownish overcoat, dark frock coat, light plaid trousers, low shoes. Stated he was a traveller for Messrs. T. Pease & Co., Darlington, but such firm is not known. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 12.— Hitchin ( County).— For sheep - stealing, at Little Wymondley, on lfth ult.— EDWARD GATES, age 25, height 5 ft. 5 in., complexion fresh, hair light brown, whiskers and moustache slight, eyes blue, scar on left knee ; dress, generally old long brown coat, cord trousers ( rather tight in leg), heavy boots, hard felt hat. A sheep- drover j native of Stevenage, Herts. Supposed to be staying at Lincoln, or vicinity, with friends. Warrant issued. Information to Supt. Reynolds, Hitchin. 13.— Ware ( County).- For housebreaking— A MAN, age 31 to 35, height 5 ft. 8 in., complexion fresh, hair light brown, whiskers and moustache light, eyes ( very sharp and piercing) dark; dress, shabby very dark overcoat, darned on right lappel and pinned down, breast pocket torn, grey mixed waistcoat, check trousers, black hard felt hat, white handkerchief. Carried a black bag and a brown paper parcel with a brown leather strap round it. Information to Captain Wymer, Supt., Ware. KENT. 14.— West Mailing ( County).— For bigamy, on 13th September last — CHARLES ELIJAH SOLLY, alias WICKHAM, age 40, height 5 ft. 7 or 8 in., complexion fresh, hair sandy; dress, white slop, cord trousers and vest. A labourer; native of Maidstone. Sometimes works as a brick- layer. Is known at Swauley and Frittenden, Kent. Warrant issued. 15.— West Mailing ( County).— For arrears of bastardy — LIONEL W. BARTRAM, late of Ton- bridge, age 26, height 5 ft. 6 or 7 in., complexion dark, hair dark brown, eyes dark, usually wears a slight dark moustache, good- looking, and of gentle- manly appearance. Warrant issued. Information to Supt. Lane, West Mailing. LANARKSHIRE. 17.— Lanark ( County).— Fof violent assault, on 14th Nov. last — WILLIAM CdtTTTS, age 28; height 5 ft. 5 in., stout build, complexion fresh! eyes blue, hair and moustache fair, whiskers and beard shaved off, scar and blue dot., on right wrist, cut mark on right cheek, three blue dots rght side of forehead, blue mark on right side of nose, cut mark above right eye; dress, grey tweed suit, sometimes wears black corded coat. A miner. Was apprehended at Bedlington, Northumberland, in April last, for an assault on police in this county. Warrant issued. Information to Supt. Dewar, Lanark. 5 ft. 3 or 4 in.,( complexion fair, hair and moustache light brown, eyes grey, somewhat bow- legged, toes incline inward;, dress, grey check overcoat with, cape, and black felt hat. Absconded 6th ult. Had with him a portmanteau, and a considerable amount of money. Is fond of betting and billiard playing. Knows London well. Warrant issued. Information to Supt. Sowden, Spilsby. LANCASHIRE. 18.— Liverpool ( City).— For failing to report — Supervisee ANDREW GALLOWAY, alias ANDREW SHARPE, Office No. 26954, age 57, height 5 ft. 5 in., complexion fresh, hair grey, eyes blue, bald top of head, cut scar both eyebrows, br. rn mark back of left wrist and back of left elbow. Sentenced at Liverpool City Sessions, 7th January, 1884, to 12 calendar months hard labour and 7 years police supervision for stealing a gold watch. Information to the Chief Supt., Liverpool. 19.— Liverpool ( Cit>/).— License Holder JAS. MORAN, alias JAMES HUNTER, Office No. 41411, see Case 29, 20th Nov., 1891, not to be apprehended. 20.— Warrington ( Borough).— For failing to report— Supervisee ROBERT GARDNER, Office No. 40770, age 31, height 5 ft. 8 in., complexion fresh, hair dark, eyes hazel, lost 4 fingers of right hand, only the thumb and first joint first finger re- maining, has a scar on left eyebrow and centre of forehead. Sentenced at Gloucester, 9th April, 1890, to 9 months hard labour, and 3 years police super- vision, for housebreaking. 1270. Information to the Chief Constable, Warrington. MERIONETHSHIRE. 23.— Dolgelly ( County).— For obtaining money by falso pretences, 25th ulto.— HENRY STANLEY, age 35, height 5ft. 5 in., complexion sallow, hair dark ( turning grey), moustache dark, bald spot on crown, tattoo mark prominent on left hand ; dress, brown jacket, striped trousers, hard felt hat. He calls on people wbo have relatives in the United States, professing to be on very friendly terms with them. Warrant issued. Information to Supt. Hughes, Dolgelly. 16.— Tunbridge Wells ( Borough). — CHAS. JOHN BOUT WOOD, Case No. 11, 4th ult., warrant withdrawn. LEICESTERSHIRE. 21.— South Wigston ( County).— For stealing £ 2 from the Post Office at South Wigston, on 31st ult.— JOHN GEORGE WINTERTON, age 24, height 5 ft. 5 or 6 in., complexion fresh, hair dark brown, moustache slight, eyes brown ; dress, light dust overcoat, grey tweed trousers, black hard billycock hat; native of St. Paul's, Bedford, and stated that he had resided in Yorkshire the greater part of his life, and that his parents reside at Westfield Villa, Normanton, Yorkshire. He has served about two years in the Leicestershire Regiment, and was discharged on 21st May last. Was sentenced to three weeks imprisonment for stealing two watches from ihe " Horse & Groom," Warley, Essex. He called at the Post Office, and stated that he had been sent for £ 2 worth of silver, which was supplied to him, be then said he wanted change for £ 5 note, and whilst being attended to, he decamped. Warrant issued. Information to Chief Constable Holmes, Leicester, or to Supt. Ormiston, South Wigstou. LINCOLNSHIRE. 22.— Spilsby ( County).— Portrait and descrip- tion of HERBERT RICHARDSON BELLAMY, stationer, & o., late manager of the Spilsby Branch of the Stamford, Spalding, and Boston Bank, whose apprehension is £ 35_^ 12s., and other monies; sought for stealing age about 30, height NORFOLK. 24.— East Harling ( County).— For burglary and stealing, 30th ult., at Banham, a double- barrel gun, breech- loading, centre fire, rebounding locks, W. Brewster, East Harling," stamped on barrels- and locks, top broken off left hammer; a ratchet brace and 9 bits; a glazier's diamond ; 2 gardeners' ' pruoing- knives ( one with point broken), buck- horn handles ( one brown, the other light colour), " Taylor" on one, " Eye Witness " on the other; a budding- knife with black handle; a black beaver overcoat; a black hard felt hat; a black soft fejt hat " S. Boughen, London- street, Norwich" supposed inside; a canvas bushel bag; 6 five- shilling pieces, two dated 1819 and two 1821; and about 60 three- penny pieces — WILLIAM ROBINSON, age 37 to 40, height 5 ft. 11 in., complexion swarthy, hair and eyes dark, long neck with large gullet, springing gait, rolls his eyes when speaking; dress, dark tweed coat and trousers, hard black hat or cap with peak, may be wearing the stolen overcoat. A native of Banham,. Norfolk. Warrant issued. Information to Supt. Wright, East Harling. 25.— Walsingham ( County).— For stealing a. black gelding, about 14^ hands, mane and tail long and thick ; a square luggage cart, with wood dash- board and brass rim on top, painted green, back of cart broken on off- side, two iron plates, one at top and one below; a set of harness; a cart; and a chaff- cutter— THOMAS YERGERSON, ago about 44, height 5 ft. 9 in., stout build, complexion dark and sallow, hair, whiskers, and moustache dark, whiskers and moustache may be shaved off, eye* dark brown; dress, either brickmaker's clothes, or a suit of black cloth with piece of black crape on sleeve. A brickmaker and lime- burner ; native of Thursford, Norfolk. May seek employment at brickyards, & c. Is accompanied by his wife, age 43, eyes dark and staring, long thin face. They have relatives residing in the East End of London. Warrant issued. Information to Supt. Murrell, Walsingham. NORTHUMBERLAND. 26.— Hexham( County).— For obtaining 2 horses by fraud, viz., a bay horse, 4| years, white face, and a brown mare, 5 years, clipped body, white hind legs, white stripe down face— lst.: a man, who gave the name of T. MARCH, age 26, height 5 ft. 6 in., complexion pale, hair and moustache dark, no whiskers, eyes blue ; dress, dark overcoat with velvet collar, dark coat and vest, light trousers; walks lame from effects of broken leg; of respect- able appearance. Is accompanied by a woman, who stated she was a native of Derby, and had bee ® on the stage.— 2nd. : a man, who gave the name o£ JOHN BROWN, right name ( supposed) PAYNE, age about 40, height 5 ft. 2 or 3 in., stout build, hair and moustache dark ( turning grey), no whiskers, round full red face, has a Jewish appear- ance, and is known by horsedealers as " the little Jew;" dress, reefer overcoat, check tweed suit, ( large check, brown and lighter in centre), light striped cap or hard felt hat. Supposed native of St. Ives, Huntingdonshire; is known at Leeds and other towns. Warrants issued. Information to Capt. Terry, Chief Constable, Morpeth ; or to Supt. Harkes, Hexham. FRIDAY, JANUARY 15, 1892. THE POLICE GAZETTE. 3 SHROPSHIRE. 27.— LudlOW ( County).— For housebreaking at Knowbury, on 17th ult., and stealing £ 13 3s.— ALBERT EDWARD GILL, age 35, height 5 ft. 10 in., complexion sallow, hair brown, moustache dark sandy, eyes ( sunken) blue, anchor tattooed left arm with small dots round it, is very deaf, and has an impediment in speech; dress, coarse brown diagonal overcoat, black coat and vest, light striped trousers, red muffler, brown plush cap with ear- flaps tied on top, strong lace boots— all new. A labourer; native of Cheltenham. Has been to sea. His mother- in law resides in Cheltenham, and a brother in Plymouth. Warrant issued. Information to Supt. Simcox, Ludlow. SOMERSETSHIRE. 28.— Somerton { County).— For stealing, from Lis lodgings, 4th inst., a lady's gold geneva watch, eilk guard and key attached ; and a black leather purse, containing about 5s.— THOMAS HENRY LANGDON, age 18, height 5 ft. I or 2 in, com- plexion and eyes dark, hair dark brown, slight scar on right cheek; dress, green cloth overcoat, blue cloth jacket, black striped trousers, with brown pair underneath, green jersey with red star and ball on brtast, leather boots with blue cloth uppers, brown felt bowler hat. Warrant issued. Information to Supt. Giles, Somerton. STAFFORDSHIRE. 29.— Bilston { County).— For failing to report— License Holder ANNIE JONES, alias ELIZABETH JONES, Office No. 36802, age 40, height 5 ft. 2 in., complexion fair, hair light brown, eyes blue, scar left forearm and left thumb, vaccination mark left arm, scar front of right arm, several moles on face, and one over right eyebrow. Sentenced at Stafford Session, 4th April, 1882, to 10 years penal servitude far larceny. A I 206. Information to the Chief Superintendent, Bilston. ' 30.— Burslem { County). — For bigamy, at Camden, Uuited States, on 30th November last— ALFRED THOMAS PRITCHARD, age 25, height 6 ft., hair sandy, whiskers and moustache cut short, limps slightly, swellish appearance ; wore an A, merican large grey drab nap overcoat, double breasted, with large fur collar. A china printer; native of Longton. Is accompanied by Laura M Mars ( the divorced wife of John A. Steenan American solicitor), who sailed with him in the " City of Berlin," on 30th November, 1891, from New York to Liverpool, and then travelled to London. She is about 25 years of age, rather tall, bliie eyes, light hair, fringed in front. Warrant issued. Information to Chief Supt. Hill, Burslem, who holds a photograph of Pritchard and Mars. WILTSHIRE. 33. — Warminster { County). — For stealing, 5th ult., an English silver lever watch, No. 8068— THOMAS WRIGHT, a tramping watch and clock cleaner, age about 48, 1. eight 5 ft. 6 or 7 in., com- plexion fresh, hair ( curly) dark, lost one or two front teeth upper jaw; dress, black cloth double- breasted frock coat, grey tweed trousers, black bowler hat, or may be wearing a tweed suit which he had for Sunday wear. Is accompanied by a tall stout woman, age 50 to 55 ; dressed in dark skirt, light bodice, with dark sleeves raised at shoulders, and a boy of about 14, short, and dressed in dark clothes. Warrant issued. Information to Sapt. Perrett, Warminster. SUFFOLK. 31.— Ipswich { County).— For shopbreaking at Baylham, on 12th ult. — RICHARD FRANCIS, age 41, height 5 ft. 4| in., complexion pale, hair brown, never looks anyone in the face, but drops his eyes and looks on the ground; dress, long black overcoat, black monkey- jacket, torn under left arm and roughly sewn together again, cord trousers black hard hat, shooting boots ( stolen), fine kid • uppers, rivetted and thickly nailed with large hob nails ; sometimes carries a small frail. A native of Bawdsey, Suffolk; has been in the Army. This man tramps the eastern counties, and stops at common lodging- houses. Her modus operandi is to take lodgings in quiet back streets, generally in poor neighbourhood, stating that she has work to go to in two or three days. She makes herself very agreeable, and assists in the housework, thus gaining the landlady's con- fidence. She remains indoors until an opportunity presents itself, and then steals everything she can conveniently remove to pawnbrokers, and decamps to fresh lodgings. NOTTINGHAMSHIRE. 64. — Mansfield ( County). — For obtaining £ 9 2s., by forged cheque, on 1st inst.— A man who gave the name of J. COLLIS ( snpposed false), age about 60, height 5 ft. 9 or 10 in., round- shouldered, complexion fair, hair brown, beard and moustache ( rather long) turning grey, shaved about 2 in. down side of face, bald on top of head, very prominent nose ; of good appearance and address ; dress, rongh blue serge jacket and vest, grey cloth trousers, dark brown felt hat, low shoes, and brown gaiters; had with him a heavy blue overcoat, one button sewn through inside pocket, also a black bag. A com- mercial traveller. He stated he was employed by Truman, Hanbnry & Co., Brewers, & c., Burton- on- Trent ( false). When in this town he lodged at a temperance hotel nine days, and made agreement with the proprietor to find cellarage, and become agent for the district for bis firm's ales and stout. He afterwards produced a ' etter with printed head- ing of his firm, sanctioning his appointment as agent, and handed the proprietor a false cheque for £ 7 108., bearing the name of his firm, on " Lloyd's Bank, Limited, Burton- on- Trent," in payment for a qnarter's rent of cellarage in advance. He then produced a similar cheque for £ 4 2s., which he stated he had received for travelling expenses, and obtained cash. He also obtained £ 5 on a similar cheque for £ 25, asking the proprietor to draw the full amount the following day, and pay him the balance when he returned to the hotel, which he left without paying his bill.
