But the Constabulary should remember that they cannot arrest a person charged with an offence of this nature unless they have the Warrant in their possession w1 on making the arrest. information the mistake cannot be rectified. Description of JAMES IRWIN, native of C ongh, who stands charged with having, on the 20th Novem- ber, 1891, in the barony ot Lowar Glenarm, parish of Layde, stolen three heifers, the property of Rose Mooney and Francis M'Auley •— Wants a tooth in lefc side upper jaw, walks stiff as if feet sore, tarns ont his toes; gray eyes, regular nose, fair complexion, thin face, medinm make, 5 feet 6 inches high, about 40 years of age, sandy hair ; wore a brown hard felt low hat, brown faded coat, corduroy trowsers, and dark vest; is a labourer. Description of EDWARD S. W. DE COBAIN, native of Belfast, who stands charged that he did, within the past two years, at Belfast, commit an act of gross indecency with another male person, and within the same time, and at the place aforesaid did incite divers other male persons to commit sodomyWalks erect, aquare shoulders, corpulent, contracts eyebrows when speaking, gray eyes, regular nose, pale complexion, full face, stout make, 5 feet 10 inches high, about 48 years of age, dark brown hair; wore a silk hat, black Chesterfield overcoat, black frock coat, dark trowsers, and dark vest; is a Member of Parliament. Warrant in hands of District Inspector, Detective Department, Belfast, to whom information should be sent. NOTE.— Arrest cannot be legally made without Warrant. Belfast, 15th April, 1891. » Carlow. ^ Description of PATRICK CUMMINS ( mother's surname Neill), native of Bagnalstown, who stands charged with having, on the 9th day of July, 1891, in the barony of Idrone East, parish of Dunleckney, seriously assaulted one Patrick Whelan, by stabbing him with a knife. This man was bailed to take his trial for said offence at Carlow Quarter Sessions, on 22na inst., but failed to surrender to his recognizances- Light cut mark over left eye and on right thumb, gray eyes, regular nose, fair complexion, round face, stout netivo & ake, 5 feet 10 inches high, about 26 years of age, fair hair, hair grows thin on face, shaves seldom; wore a round black cap, with peak, gray coat, trowsers, and vest. Bench Warrant has been issued for his arrest, and is in the hands of the District Inspector at Bagnalstown. Bagnalstown, 23rd Oct., 1891. ( 7451 c— 94556.) Description of DENIS CARTHY and JOHN PENDER alias " BALLYCOTTON," natives of Tallow, county Waterford, who stand charged with having, on the night of 13th or morning of 14th instint, in the barony of Kinnattalloon, parish of Mogeely, stolen six sheep, the property of Thomas Tobin, of Lackenboha, and sold them at the last Midleton fair ( 14th instant), for £ 9 12s. i— 1. Left ann appears weak; gray eyes, regular nose, fresh complexion, round face, stout make, 5 feet 6 or 7 inches high, about 40 years of age, brown hair; wore a dark coit, pray trowsers, and vest; wears all his beard, which is of a dirty brown colour. Has the appearance of a small farmer. He was in America, and was convicted some time ago of cattle stealing. 2. Gray eyes, regular nose, fresh complexion, thin freckled face, slight make, 5 feet 6 or 7 inches hieh, about 30 years of age; shaves all the face except moustache," which is sandy; was in the army some time. Description of KATTIE CRIMPTON, native p'ace unknown, who stands charged with having, on the 28th day of November, 1891, in the barony of Imokilly, parish of St. Mary's, Youghal, stolen a lady's silver Geneva watch, with flowers engraved on outside, No. 110,594, and gold chain, with two gold lockets attached, the chain was briken at the catch, and t< ed with thread, all value £ 3; also three halt sovereigns and 13 « . in silver, taken from the house of one J. Evans:— Mark of sore on back of one hand ; gray eyes, regular nose, fair complexion, ronnd full face, stout make, 5 feet 6 inches high, about 24 years of age, brown hair: wore a black bat and feathers, plain black dress, with rows of braid, blue jacket, napped, with two side pockets ; speaks with a Dublin accent; very fond of speaking about clergymen, and says sac has brothers priests, and sisters nuns. Warrant issued for her arrest. Youghal, 30th Nov., 1891. ( 1290S c.— 95762.) Description of EDWARD WATSON, native of High Broughton, Manchester, who stands charged with baring, on the 30th day of September, 1891, in tbe birony ot Barrymore, parish of Templerobin, stolen the sum of £ 9 8*. St/., tbe moneys of Herbert Ravenscroft, Lieutenant 1st Batt. Manchester Regi- ment; and also with having embezzled about £ 8, moneys of Military Canteen at Rocky Island, Cork Harbour:— Has lost front tooth in uppsr jaw, blue eyes, reddish nose, fresh complexion, round full face, stout make, 5 feet 6 inches high, abiut 24 years of age, fair moustache and hair; wore a hard low hat, dark tweed coat, trowsers, and vest; is a sergeant 1 st Batt. Manchester Regiment. Left Rocky Island in uniform about 9.30 p. m., and Queenstown by 11 p. m. train, 30th September, dressed in new dark tweed suit. Warrant issued. Queenstown, 3rd Oct., 1891. Down, Description of SAMUEL SCOTT, native of Belfast, who stands charged with having, on the 12th day of November, 1891, in the barony of Lower Iveagh, upper haty parish of Moira, robbed one George Bar- racks :— Gray eyes, lone nose, fair oomplexion, round face, stout wake, 5 feet 11 inches high, about 39 years of age, fair hair; wore a black cap, black coat, brown tweed trowsers, and black vest; is a tramp. Description of WILLIAM THOMPSON, n » tive of Gilford, county Down, who stands charged with having, on the 29th November, 1891, in the barony of Rathdown, parish of Taney, escaped from Dundrum Central Criminal Lunatic Asylum, where be had been confined as a criminal for murder ;— Cat mark on back of head, scar on right breast, northern accent; gray eyes, medium nose, sallow complexion, round fice, stout matte, 5 feet 8 Inches high, about 31 years of age, light brown hair; wore a black turban smoking cap, asylum uniform, gray tweed coat, trowers, and vest; coat has scarlet collar and scarlet strips dowa back, and other red stripes, trowsers has also red stapes; is a shopkeeper, em ployed as baker in asylum. Description of KATE KEARNS, native of county Mayo, who stands charged with having, on the 1st day of November, 1891, in the barony of Galway, parish of St. Nicholas, wilfully and unlawfully abandoned, and exposed her male infant child, a fortnight old, whereby its life was endangered:— Slightly pockpitted, black eyes, regular nose, swarthy complexion, stout make, 5 feet 8 or 4 inches high, about 38 years of age, black hair; wore a black shawl and an old white calico dress, flounced and puckered behind, wore no boots nor shoes; is a domestic servant. Description of a woman. unknown ( supposed to he ANASTASIA M'DONNELL), native place rn- krown, who stands charged with having, on the 19th day of November, 1891, in the city of Kilkenny, parish of St. Mary's, forged a cheque for £ 50, which the ferdered in payment for shop grods:— Has the appearance of a country woman, slow manner of speaking; ' rash complexion, soft round fsce, stout make, about 5 feet high, abont 30 years of age, brown hair; wore a dark brown or black shawl, brown plush jacket, black dress, no head dress. Description of JOHN GRIMLEY, native place unknown, who stands charged with having, on the 4th October, 1891, in the barony of Borough of Limerick, parish of St. John's, stolen a coat and trowpers and a sum of about twenty- five or twenty- six shillings, the property of gunner John Johnston, Royal Artillery:— Cicatrix inner side of left knee and leg, tattoo marks on back and front of both forearms; gray eyes, fresh complexion, 5 feet inches high, about 21 years of aee, dark brown hair. This man deserted from the 69th Field Battery, Royal Artil'ery, at Limerick, on the 4th of October, 1891, and may be wearing the clothes which he stole, which are of the following description, dark tweed coat and trowsers. ( 98360 c.— 86735.) monaghan, Description of PATRICK SHERRY, alias PATRICK DUFFY, native of Donaghmoyne, courty Monaghan, who stands charged with having, on the 7th of December, 1891, in the barony of Trough, parish of Donagh, committed a rape on Anne Eliiabeth Clarke, and subsequently e> caped from the Police when nnder arrest:— A fresh cut on forehead which Le recoiled in the struggle with the Police; brown eyes, regular nose, florid complexion, round full face, stout make, 5 feet 7 inches high, about 30 years of age, red bair, » hort red moustache, rest of face shaven; wore a black hat, old tweed coat, corduroy troweers, tweed vest; is a labourer. Description of JOHN PURCELL, native of Mona- mondra, Queen's County, who stands charged with having, on the 14th October, 1891, at Ballycleary, in the barony of Upperwoods, parish of Offerlane, stolen the sum of 10 » . from his master:— Light brown eyes, hooked nose, sandy complexion, thin face, medium make, 5 feet 8 inches high, about 36 years of age, thin sandy beard, sandy hair; wore a soft black hat, dark morning coat, and barracan trowsers, no ve9t ,• is a tr imping labourer. Description of ROBERT SLEATOR ( motter's furname Foster), native of Behey, who stands charged with having, on the 17th day of 0 tober, 1891, in tie barony of Tirerrill, parish of Ballysodare, stolen an iron gat", value £ 3, the property of John Coleman, Collooney:— Small fair n oustacbe, gray or blue eyes, slightly hooked note, fair complexion, thin faca, medium make, 5 feet 9 inches high, about 30 y « ars of age, fair hair; wore a black hard hat, tweed coat trousers, and vest, sometimes wears an overcoat, Newmarket make; is a farmer's son; served in t^ e R. I. C. This man was bailed to take his trill for said offence at riverstown Petty Sessions oo 28th ult., but failed to surrender to his recognizances. Descriptions of PATRICK DAVERN, native of Bohernagibbons, and MICHAEL M'INERNEY ( mother's surname Duggan), native of Tippenry, who 8* and charged with having, on the 9th of November, 1891, in the barony of Clanwilliam; parish of Tip- perary, seriously assaulted John Rielly, of Garryshane, by striking him with a stone on the head, from the effects of which he died on 20th November, 1891:— 1. Good- looking, active appearance, walks " WlfTt a abort step, gray eyes, red nose, fair complexion, round f » c » , stout make, 5 feet 10 inches high, abont 24 years of age, fair hair; wore a dark tvoad coat, trowsors, and vest; is a farm labourer. Is a returned American, and may try to emigrate. Warrant issned, in hands of District Inspector, Tipperary. 2. Round high shoulders, short neck awkward gait, large high mouth, generally keeps his hands in his trowsers pockets; very larga blue eyes, slightly cocked nose, fresh complexion, freckled facs, stout make, 5 feet 6 or 7 inches high, about 21 years of age, fair hair; wore a gray tweed cap, brown tweed sack coit, brown tweed trowsers, and tweed vest; is a feather plucker and labourer. Warrant for bis arrest in the hands of District Inspector, Tipperary. Tipperary, 23rd Nov., 1891. ( 12743 95465.) Description of JAMES BRIEN, alias BRIEN THE RAKE ( mother's surname Power), native of Tip- perary, S. R., who stands charged with having, on the 29nd October, 1891, in the barony of Slievardagh, parish of Newtown, stolen the sum of £ 18 from his employer, James Whelan, of Oldcastle:— Walks with a heavy slovenly gait; light brown eyes, slightly cooked nose, rather sallow complexion, large bold full face, stout square make, 5 feat 7 or 8 inches high, about 22 or 23 years of age, fairish bar; wore a brown tweed cap with peak and earflaps tied at top, coarse brown tweed sack coat and trowsers, dark vest; is a labourer and deserter from army; frequents Kil- kenny and Waterford. Description of MICHAEL STAPLETON ( mother's surname Purcell), native of Gortkelly, and TWO MEN unknown, native places unknown, who stand charged with having, on the 3rd September, 1891, in the barony of Eliogarty, parish of Temple- more, seriously assaulted Sergeant Thomas Devany and Constable James Drohan, R. I. C., while in the execution of their duty :— 1. Small sandy side whiskers and moustache, good looking, blue eyes, regular nose, pale complexion, round face, stout make, 5 feet 8 inches high, about 29 years of age, sandy hair; wore a soft black hat, lost in the row and now in possession of the Police, blue overcoat, and black trowsers and vest. Is a Farmer and returned American. 2. Bound shoulders, fresh cut on eyebrow, blue eyes, sandy complexion, round face, stout make, 6 feet high, about 34 years of age, sandy hair; wore a soft black hat, brown tweed coat, and black trowsers and vest. 3. Fresh cut on forehead, blue eyes, yellow com- plexion, round face, stout make, 5 feet 7 inches high, about 30 years of age, fair hair; wore a soft black hat, dark tweed coat, brown trowsers, and black vest. Description of PATRICK DELANEY, native of Holycross, county Tipperary, who stands charged with having, on the 15th day of July, 1891, in the barony of Clanwilliam, parish of Tipperary, and town of Tipperary, when under arrest for larceny of whiskey from a dwelling, escaped from custody :— Blotches on face, very sharp manner of speaking; gray eyes, very small nose, red complexion, very thin face, slight make, 5 feet 8 inches high, about 45 years of age, dark hair turning gray; were an old tweed coat, dark trowsers, and old vest; shabby clothes, coat torn on left arm ; is a tramp, Warrant for his arrest with District Inspector, Tipperary. Description of ANDREW M'CREA, native of Killowen, who stands charged with having, on the 9th October, 1891, in the barony of Omagh West, parish of Longfield West, fired a shot at John M'Menamin:— Shaved all his face recently except moustachv, which is sandy; brown eyes, regular nose, fresh complexion round full face, stout make, 5 feet incnes high, about 28 years of age, sandy hair; La a Labourer. Warrant for arrest in the hands of Sergeant Mulcahy at Drumquin. Newtownstewart, 14th Oct., 1891. 12193 c— 94309. Waterford. Dscription of THOMAS CASHEL ( mother's surname Foley, native of Cappoqnin, who stands charged with having, on or about the 3rd September, 1891, in the barony of Coshmore and Coshbride, parish of Lismore, stolen a letter containing a postal order for 15 « . WalVs with a slight stoop and swaggering gait, gray or blue eyes, regular nose, fresh complexion, full face, medium make, 5 feet 6 inches high, about 18 years cf aga, fair hair; were a light t* eed cap, dark tweed coat, dark trowsers and vest; is a servant boy. It is probable he may have enlisted. Warrant has been issued for his arrest in hands of District Inspector, Cappoquin. Cappoquin, 23r, l Oct, ) 891. ( 12255 c.— 94555.) Wicklow. Description of the undernamed young offender, who, on the 23rd November, 1891, absconded from the St. Kevin's Reformatory School at Glencree :— JOHN FITZPATRICK, 2252, about 17 or 18 years of age, 5 feet 2 or 5 feet 3 inches high, ordinary make, fair complexion, brown hair, hazd eyes, ordinary nose, ordinary mouth, oval visage, small cut- mark on top of head; formerly belonged to 24, Upper Mercer- street, Dublin; his parents reside at Goss's, 14, Aungier- street, Dublin. The school dress, all with the Reformatory Stamp, consists of:— Cloth cap ( Scotch make), corduroy jacket, corduroy trowsers, mo'eskin vest, elastic belt, and strong nailed boots, No. 2252. The Manager of the Reformatory will defray the expenses of bis conveyance, if arrested, to the nearest Justice on remand, and will reward the person who may capture him with £ 1. 25th November, 1891. Description of the undernamed young offender, who, on the 23rd November, 1891, absconded from the St. Kevin's Reformatory School at Glencree:— JAMES M'SHEA, 2408, about 16 years of age, 5 feet 1 or 2 inches high, ordinary make, fresh com- plexion, brown hair, brown eyes, ordinary nose, ordinary mouth, oval visage; cut- mark on forehead ; formerly bel n? ed to 2 or 3, Clarendon- row, Dublin; parents reside at 4, Lower Mercer- street, Dublin. The School dress, all with Reformatory Stamp, consists of:— Cloth cap ( Scotch make), corduroy jacket, mole'kin vest, corduroy trowsers, elastic belt, strong nailed boots, No. 2408. M'Shane. is the boy's real name, his brother- in law, Joseph Walsh ( window blind maker), resides at 3, Lower Kevin- street, and his aunt, Mrs. Rafferty, who works at Jacob's, resides in Bride- street, Dublin. The Manager of the Reformatory will defray the expenses of his conveyance, if arrested, to the nearest Justice, on remand, and will reward the person who may capture bim with £ 1. 25th November, 1891. Description of the undernamed young offender, who, on the 23rd November, 1891, absconded from the St. Kevin's Reformatory School at Glencree:— MICHAEL or MALACHY FITZPATRICK, 2384, about 15 years of ago, 5 feet or 5 feet 1 inch high, ordinary make, fair complexion, brown bair, blue eyes, cocked nose, ordinary mouth, oval visage, three blue dots on left arm, dot on right hand; formerly belonged to 11, Upper Dominick- street, Dublin, where his parents reside.
