NEW SERIES. THURSDAY, DECEMBER < 24, 1891. VOL. VIII., No. 834. PUBLISHED BY AUTHORITY. 3. Alt announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THB POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enableaction to be takenupon them by another force. • 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. i. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15$. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. < 5. Every announcement, if for the apprehension of a person, must be guaranteed by thesignature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. T. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art r alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or ta Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond tihe number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following ia a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crirre. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( « ) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— C. I. Department,— For being concerned together in obtaining goods by false pretences— JULIUS EDWARD MIKSCHIK, an Austrian, age about 40, height 5 ft. 5| in., complexion pale, hair brown, eyes grey, thin face, long nose; generally dressed in black frock coat and high silk hat. Calls himself an architect and civil engineer.— Mrs. MIKSCHIK, age 23, short, complexion fair, hair brown, eyes grey ; supposed dressed in black. Warrant issued. 2.— E Division. — Woodcut portrait and de- scription of FREDERICK DE VALERO, Expiree, Office No. 18593, whose apprehension is sought for being concerned with two men in custody for forgery, age 43, height 5 ft. 7 in., com- plexion sallow, consumptive- looking, hollow cheeks, hair ( curly and turning grey) black, heavy dark moustache brushed up or curled at ends, may now be growing whiskers and beard, eyes hazel, scar on right wrist and left groin; usually well dressed. Speaks French. Sentenced to 10 years penal servi- tude, for forgery, at Central Criminal Court, 22nd September, 1873, and to 15 months imprisonment, for larceuy ( person) in Paris, on 2nd May, 1890. 3.— S Division. — For failing to surrender to his bail at Marylebone Police Court, 18th inst., charged with having housebreaking implements in his possession at night, & c— HENRY PALMER, Expiree, Office No. 40393, age 41, height 5 ft. 6 in., complexion fair, hair and moustache dark brown ( said to be now clean- shaved), mole on both collar- bones, scar back and top of head, and right cheek, mole right cheek, side of nose, and front of left ear,' figure of a female and of a yacht tattooed on left forearm, portion of a bracelet left wrist; dress, brown diagonal overcoat with velvet collar, morning coat and vest, dark tweed trousers, lace boots, black hard felt hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For obtaining £ 950 by fraud — GEORGE BENNETT CROCKER, a business transfer agent, late of 15, Walbrook, E. C., and 21, Woburn- place, W. C., age about 40, height 5 ft. 5 or 6 in., com- plexion ruddy, hair, moustache, and whiskers red, slightly round- shouldered; dress, dark clothes and round felt hat. Warrant issued. 5.— For forgery — W. R. VYVYAN HAWKER, a clerk, late of 2, Sutton- street, Lambeth, age 25, height 5 ft. 5 or 6 in., complexion fresh, hair, moustache, and a little side whiskers light, eyes grey; dress, dark clothes and high hat with mourn- ing band. Warrant issued. 6.— For unlawfully and fraudulently converting to his own use certain property, & c.— WILLIAM CHARLES GALLOWAY, age 45, height 5 ft. 8 in., stout build, broad shoulders, complexion florid, hair dark ( parted in centre) turning grey, small side whiskers and moustache, eyes ( full) dark, pleasant face and manners ; dress, brown overcoat, dark coit. under, grey trousers, silk hat. An attorney, late of 50, Gresham- street, E. C., and 135, King Henry's- road, N. W. Is a married man with six children. Absconded 30th ult. Warrant issued. 7. — For stealing £ 200 in cash, on 15th inst.— CHARLES ARTHUR MORGAN, a telegraph clerk, late of 35, Westdown- road, Leyton, Essex, age 31, height 5 ft. 9 in., complexion fair, hair ( curly and parted in centre) and slight moustache light, wears two rings on third finger left hand ( one heavy chased) ; dress, black overcoat, black undercoat and vest, light trousers, round black felt hat. Is well known at Swansea, Northampton, and Haverford- west. . Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BUCKINGHAMSHIRE. 8.— S( OUgh ( County).— For stealing, 30th ult., a black iuverness mackintosh ( nearly new), " Anderton, maker," on tab ; a malacca cane, slate- coloured crook- shaped horn handle, silver ferrule at top, brass ferrule at bottom; and 2s.— A man, giving the name of HOWARD LEIGH, age 20, height 5 ft. 7 or 8 in., slight build, complexion fair, clean 2 THE POLICE GAZETTE. He takes lodgings at re- spectable public and private houses, states he is a student at Guy's Hospital, and is in the country for the benefit of his health, and that his luggage is coming on by train. He stays about a week and then absconds without paying for his board and lodgings. Warrant issued. Information to Supt. Sutton, Slough. CAMBRIDGESHIRE. 9.— Isle Of Ely ( County).— For stealing a pair of boy's boots, size 4, nailed, heel and toe- plated— TIM KERRY, or LESTER, age £ 0 to 60, short and stout, hair turning grey ; dress, dark clothes, soft hat ; a native of Leicester; has lately been living at Peterborough and Cambridge. Hawks pictures, brushes, & c. Information to Supt. Wright, Ely. FLINTSHIRE. 10.— Holywell ( County). — Escaped from custody whilst being conveyed to Ruthin Gaol on 21st inst., having been sentenced to 3 months imprisonment for assault— ABEL JONES, age 29, height 5 ft. 5 in., complexion fresh, hair and moustache sandy, eyes grey, freckled face; dress, black cloth coat and vest, grey striped trousers, strong lace boots, grey cap. A collier; native of Meliden, Flintshire. Warrant issued. Information to Supt. Hughes, Holywell. 11.— Mold ( County).— For failing to report— Supervisee GRIFFITHS EDWARDS, a lias WIL- LIAM EDWARDS, Office No. 36672, age 47, height 5 ft. 8 in., complexion fresh, hair grey, eyes blue ; small mole on back and on belly, several small scars lower part of back, lost 1 upper front tooth, face freckled. Sentenced at Liverpool C junty Sessions, 7th June, 1887, to 18 calendar months bard labour, and 5 years police supervision for larceny. 3262. Information to Deputy Chief Constable Bolton, Mold, Flintshire. GLOUCESTERSHIRE. 12.— Gloucester ( County).— For failing to re- port— Supervisee WILLIAM BRITTON, Office No. 41946, age 20, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, 2 scars near right elbow, W outside right forearm, E and IS ( faint) outside left forearm, scar 1st left finger, flogging marks on seat, varicose veins right leg. Sentenced at the Gloucester Quarter Sessions, 7th January, 1891, to 9 months and 3 years police supervision for stealing a fowl. 12 C 30. Information to Superintendent Matthews, Fish- ponds. 13.— Northleach ( County). — For obtaining goods by false pretences — GEORGE HUNTER ( false), age 48 to 50, height 5 ft. 10 in. to 6 ft., stout build, complexion dark, hair, whiskers, and moustache dark, nearly bald on top of head, eyes ( small) dark; dress, snuff- coloured coat, dark mixture trousers, hard felt hat, very large lace boots. Supposed to be a dealer from London. His modus operandi is to go from town to town, take lodgings for a few days, and write for articles advertised in the " Exchange and Mart" to be sent on approval, giving generally false references, and after receiving the goods decamps. Warrant issued. Information to Supt. Hopkins, Northleach. HAMPSHIRE. 14.— Aldershot ( County).— For embezzlement — JOHN ROBINSON, age 27, height 5 ft. 5 in., complexion fresh, hair light brown, eyes blue; dressed, when last seen at Kingston, Surrey, in brown check suit, and hard black felt hat. A butcher; native of Clewer Green, Windsor, and late of Fleet. Warrant issued. Information to Sapt. Brinson, Aldershot. 15.— Bittern ( County).— T? or deserting from the Hants Constabulary, at Bittern, on 11th inst.— JAMES BAKER, age 28J, height 5 ft. 10 in., complexion fresh, hair black, eye3 hazel, clean shaved, speaks with an Irish accent; dress, dark brown suit, hard felt hat; a native of Birmingham. Joined the constabulary on 4th ult.; was previously employed as a builder's labourer at Bournemoth. Warrant issued. Information to Supt. Adams, Bittern. HEREFORDSHIRE. 16.— Ledbury ( County).— For night poaching, 15th inst. — GEORGE BRYAN, age 36, height 5 ft. 9 in., complexion and hair fair, small side whiskers, eyes grey, bow- legged, walks with a springing gait; dress, light plaid shooting jacket and waistcoat, cord or fustian trousers, black soft hat, strong boots. A rabbit catcher; native of Ledbury ; will be found in the company of poachers. Warrant issued. t Information to Supt. Phillips, Ledbury. KENT. 17.— West Mailing ( County). — For setting fire to two hay - stacks, at Addington Park, on 14th inst. — A MAN, age about 30, height 5 ft. 5 or 6 in.; very red full face, hair supposed ginger; dress, light drab- coloured jacket, cord or fustian trousers, very good boots, brown or fawn- coloured hat; may be wearing a two- peaked cap. He has threatened to fire other stacks. Calls at public and beer houses, begging for beer, & c., and when refused, swears and uses threats. Information to Supt. Lane, West Mailing. 18.— Dover ( Borough).— For stealing a double- barrel gun, 12- bore, central fire, " Smith" on barrels— A. F. MANBY, age 35 to 40, height about 5 ft. 10 in., slight build, complexion fair, hair light brown; dress, lightish tweed knickerbockers, dark stockings, " Tam- o- Shanter" cap or brown hard felt hat; carried a white mackintosh. Warrant issued. 19.— Tunbridge Wells ( Borough).— For em- bezzlement — CHARLES JOHN BOUTWOOD, age 24, height 5 ft. 3 in., slight build, complexion dark, hair dark brown, clean shaved. A native of Hastings. Keeps company with a young woman of Alfred- street, St. Leonard's. He has worked at a grocer's shop in Croydon. His father resides at Marina, St. Leonard's, or Kite's Nest Farm, near Ore. Warrant issued. Information to Chief Constable Allison, Tunbridge Wells. LANCASHIRE. 20. — Bolton ( County). — For unlawfully assaulting a girl, age 6, with intent to ravish and carnally know— JOHN WATERS, age 38, height 5 ft. 3 in., complexion sallow, hair light brown or sandy, thin features, sharp nose; dress, black cloth jacket, moleskin trousers and vest, lace boots, black billycock hat. A native of Bradford. Warrant issued. 21.— Bolton ( County).— For failing to report— License Holder ROBERT KELLY, Office No. 41662, age 53, height 5 ft. 2 in., complexion fresh, hair brown ( partly bald), eyes grey, ship in full sail outside muscle of right arm, male figure in High- land costume with sword and shield, and anchor front of right forearm, female figure, crown, and 2 flags muscle of left arm, scar inside small of right leg. Sentenced at Pembrokeshire Assizes, 10th July, 1877, to 15 years penal servitude, and 7 years police supervision for arson. W D 612. Information to Supt. Baxendale, Bolton. 22. — Lancaster ( County). — For failing to report, also for stealing a silver English lever watch, No. 5215, nearly new, white dial, gold hands, had attached a white metal albert guard; a silver English lever watch, No. 12025, engine - turned eases, cream- coloured dial with laige black figures; a man's light tweed cloth jacket ( slack back), bone buttons, 4 pockets outside, light brown lining; a vest to match, both in good condition; a pair of brown worsted stockings; a pair of light blue cloth trousers ; a bunch of keys; a brown billycock hat; and lis. lOd. in money, from a dwelling- house— License Holder ADAM TURNER, alias JAMES SMITH, and THOMAS JACKSON, Office No. 42162, age 40, height 4 ft. 11 in., complexi i dark, hair dark brown ( turning grey), eyes grey, nearly blind right eye, wart both cheeks, boil scar right of neck, scar right elbow, 2 small warts on belly, vaccination marks It arm, mole near left arm- pit, under shoulderblade, 1 fiumb- nail injured, scar It buttock, back of thigh, 2 small moles It buttock. Sentenced at Manchester Assizes, 7th May, 1886, to 7 years penal servitude for burglary. D M 1228. Licensed 20th November. 1891. Information to Supt. Baxendale, Lancaster. 23.— Leigh ( County).— For stealing, 15th inst., a woman's black cashmere bodice ( recovered) and a- brown plaid woollen shawl— A woman, who gave the name of ANNIE TAYLOR, age about 40, tall and very thin, complexion pale, hair black wavy, eyes- dark, prominent nose and teeth ; dress, plain black skirt, patched, black and white jacket, patched on front, black hat trimmed with black velvet and black feather; supposed wearing the stolen shawl. Said she was a widow and a dressmaker and came from Liverpool. She left Leigh with a man named THOMAS CLARE, alias DUFFY, age about 28, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair grey, eyes blue ; dress, black worsted coat ^ dirty light cord vest, dark tweed trousers with light narrow stripe, dark blue cap, clogs. Is an iron dresser. 21.— Leigh ( County). — For stealing 7s., the money of his employer — RICHARD BAILEY, age 17, height 5 ft., complexion light, hair brown, eyes grey, right eye slightly impaired, thin features; late of Newton- le- Willows Reformatory School. He was sent from Liverpool to the school, for stealing a hand- cart, where he served 5 years, and was dis- charged on 2nd October last. Prior to his committal he was residing at A 4 Court, 3 house, Hyslop- street, Liverpool. His father, a seaman, resided in 1889, at 2 Court, 3 house, Roscoe- lane, olf Berry- street, Liverpool Information to Supt. Higginbotham, Leigh. 25.— Rawlenstall ( County). — For stealing £ 11, gold and silver — WILLIAM HIRST, or HURST, age 16, height 5 ft., complexion fresh, hair brown, eyes blue, prominent mouth, bottom lip drops when talking ; dress, dark jacket and vest, light trousers, cap, and clogs. A native of Penistone, near Sheffield. Information to Supt. Procter, Rawtenstall. 26.— Blackburn ( Borough)'.— For- failing to report— Supervisee CATHERINE MURRAY, Office No. 39084, age 29, height 5 ft. 1 in., com- plexion sallow, hair dark brown ( curly), eyes blue* scar on nose, both forearms, right knee, foot, and both shins, ears pierced, lost 1 tooth, blue mark on left knee, cut mark between thumb and 1st finger left hand. Sentenced at Preston Sessions, 8th April, 1885, to 5 years penal servitude and 7 years police supervision for larceny ( person). L 22. 27.— Blackburn ( Borough).— For failing to report— Supervisee CATHERINE McANNEALLY, alias CATHERINE McANNEALEY, CATHERINE KELLY, and MARGARET FINN, age 31, height 5 ft. 1 in., complexion sallow, hair dark brown, eyes grey; scar right side and centre of forehead, bridge of nose, left eyebrow, left of mouth, back of right- forearm ( near elbow), right forefinger, and back of left hand ( close to wrist). Sentenced at Preston Sessions; 14th August, 1889, to 12 calendar months and 3 years police supervision for stealing boots- 505. 28.— Blackburn ( Borough).— For failing to report — License Holder WILLIAM THOMAS ASPIN, alias WILLIAM THOMAS ASPDEN, Office No. 41177, age 34, height 5 ft. 3 in., com- plexion fresh, hair dark, eyes hazel, scar right eyebrow, round- shouldered, scar right breast, thumb, index finger, right middle finger; ship, woman, and cross right arm, 2 bracelets and branch of tree right wrist, rings on ring and middle fingers right hand, leg slightly deformed from fracture above right ankle, vaccination marks on left arm, 2 flags, crown, heart, branch of tree, sailor, woman, 2 bracelets, and bird on left arm; rings on middle and ring fingers, left hand, scars 2nd, 3rd, and 4th left fingers, thumb, and shin; ship and Maltese cross back of left hand. Sentenced at Salford Sessions, 26th October, 1885, to 7 years penal servitude, and 7 years police supervision for house- breaking. G L 914. LEICESTERSHIRE. 30— Loughborough ( County).— For highway robbery with violence, on 27th ult.— CHARLES • GREGORY MEE, age 25, height 5 ft. 8£ in., com- plexion dark swarthy, hair and moustache ( slight) dark brown, eyes hazel, lisps when talking, walks with a swaggering or rolling gait, • of gipsy appear- ance, and may be found in the company of gipsies ; dress, dirty dark snuff- coloured overcoat, grey tweed cutaway coat and vest, pockets with flaps on hips and breast, buttons horse- shoe pattern, trousers brown cord or similar to coat and vest, lace boots with toe- caps and brass eyelets, blue neckerchief with white spots, slovenly tied in sailor's knot; a native of Loughborough. Warrant issued. Information to Deputy Chief Constable Smith, Loughborough. age about 43, height 5 ft. 11 in., stout and well built, hair brown, side whiskers light brown, no beard or monstache, face breaking out apparently through drink; dress, long greenish cloth over- coat, black felt hat; carried a small black bag, wears gold watch ( very thin case and much dented), also a diamond ring with three stones on little finger. He presents business card, Hammond Brothers, Jewellers, Hamilton- street, Birkenhead " thereon, with letters from White Swan, Halifax, and Victoria Hotel, Brighton. Warrant issued. Information to Head Constable Lawson, Peter- borough. Birmingham. Has been in the mercantile marine, and holds the certificate of an under officer; may seek similar employment. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. LINCOLNSHIRE. 31.— Spilsby ( County).— Portrait and descrip- tion of HERBERT RICHARDSON BELLAMY, NOTTINGHAMSHIRE. 35.— Nottingham ( Borough).— For failing to report— Supervisee FREDERICK STOCKDALE, Office No. 41957, age 34, height 5 ft. 2 in., com- plexion sallow, hair brown, eyes blue, mole right side of neck, scars between 1st and 3rd left fingers. Sentenced at Nottingham, 1st October, 1890, to 12 calendar months and 2 years police supervision for stealing canvas. 956. Information to Chief Constable, Nottingham. WORCESTERSHIRE. 41.— Bromsgrove ( County),— For false pre- tences — JOSEPH STANFORD, age 45 to 50, height 5 ft. 5 in., complexion fair, hair light, slight sandy whiskers ; dress, long brown overcoat, cord trousers and vest, black billycock hat. A native of Broom, Warwickshire. Is accompanied by a short stout woman, age about 50, whose hands are afflicted with skin disease. Warrant issued. Information to Supt. Jeffrey, Bromsgrove. stationer, Ac., late manager of the Spilsby Branch of the Stamford, Spalding, and Boston Bank, whose apprehension is sought for stealing £ 35 12s., and other monies; age about 30, height 5 ft. 3 or 4 in., complexion fair, hair and moustache light brown, eyes grey, somewhat bow- legged, toes incline inward; dress, grey check overcoat with cape, and black felt hat.
