All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15i. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an off.- er of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. g. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZE rTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicfi may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noonon Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond < Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICB GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. The POLICE GAZETTE will be published on Thursday next, 24th inst., in lieu of Christmas day, and it is specially requested that all copy for insertion be forwarded as early as possible to ensure publication. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of. advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The ainount of the reward. ( á) The conditions on which it is payable. ( c) The person hy whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1 — C. I. Department.— For forgery — JOHN BAPTISTE RECANO, age 48 ( looks younger), hair greyish, eyes grey, greyish mous- tache, face pockmarked, stoops slightly. Late assistant registrar at Gibraltar, which place he left 24th ult., supposed for England. Provisional warrant issued. 2.— D Division. — For conspiring to obtain leases and possession of houses and shops, by means of false references, with intent to defraud—( 1st), STEPHEN FREDERICK SMART, age 45, height 5 ft. 6 in., complexion fresh, hair and whiskers ( short and turning grey) dark brown, eyes grey ; dress, dark frock coat, vest, and trousers, high silk or hard felt hat, worn very much over eyes, wears glasses, walks with very quick step, generally carries a small black bag; of respectable appearance. A native of Newington, London. ( 2nd), ALBERT HENRY WALTERS, alias ROBERTS, LAW- RENCE, and STEVENS, age 36, height 5 ft. 8 in., complexion pale, hur and moustache black, eyes brown, round- shouldered; ruptured, and wears a truss; dress, grey or brown plaid woollen overcoat with cape, dark undercoat, vest, and trousers, high silk or hard felt hat. A native of Newington, London. These men may 1 e found in some provincial town, carrying on business as outfitters or boot and shoe dealers under various names, bat really com mitting long firm frauds. Warrants issued. 3. — T Division. — For larceny ( bailee)— GEORGE WILLIAM FRANKLIN, age 48, height 5 ft. 8 in., complexion fresh, hair ( turning grey) dark, eyes hazel, varicose veins left leg; dress, long black overcoat, dark mixture trousers and vest, lace boots, cloth cap with peak. A native of Charlton, Kent. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For stealing £ 40 — EDWIN E. THOMAS, a ship- broker's clerk, late of 19, Streetfield- street, Burdett- road, E., age 31, height 5 ft. 11 in., slim build, complexion sallow, hair and moustache dark, high cheekbones; dress, light overcoat, blue serge suit, brown hard felt hat. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, London, E. C. BUCKINGHAMSHIRE. 5.— Slough ( County).— For stealing, 30th ult., a black inverness mackintosh ( nearly new), " Anderton, m « ker," on tab j a malacca cane, slate- coloured crook- shaped horn handle, silver ferrule at top, brass ferrule at bottom; and 2s.— A man, giving the name of HOWARD LEIGH, age 20, height 5 ft. 7 or 8 in., slight build, complexion fair, clean face; dress, fawn- coloured tweed suit, light brown hard felt hat, lace shoes, respectable appearance, and is well educated. He takes lodgings at re- spectable public and private houses, states he is a student at Guy's Hospital, and is in the country for the benefit of his health, and that his luggage is coming on by train. He stays about a week and then absconds without paying for his board and lodgings. Warrant issued. Information to Supt. Sutton, Slough. CAMBRIDGESHIRE. 6.— Isle of Ely ( County).— For stealing a pair of boy's boots, size 4, nailed, heel and toe- plated— TIM KERRY, or LESTER, age 50 to 60, short and stout, hair turning grey ; dress, dark clothes, soft hat ; a native of Leicester; has lately been living at Peterborough and Cambridge. Hawks pictures, brushes, & c. Information to Supt. Wright, Ely. CHESHIRE. 7. — Stockport ( Borough). — For failing to report— Supervisee EDITH SMITH, alias ELIZA PACKWOOD, Office No. 42039, age 21, height 4 ft. 9 in., complexion fresh, hair red, eyes blue, 3 vaccination marks upper part of left arm, mole centre and left side of forehead, left cheek, left side of neck, and right of chin. Sentenced at Manchester City Sessions, 16th Apri 1891, to 6 months hard labour, and 2 years police supervision, for larceny. 4624. 8. — Stockport ( Borough). — For obtaining £ 5 10s., by false pretences, on 18th ult.— MARY TIPPING ( supposed false), age 26, height 5 ft. 4in., complexion fresh, hair frizzy in front, long face, false upper front teeth, draws mouth slightly to one side when speaking; dress, grey beige dress, with low neck, fawn- coloured hat, trimmed with black silk velvet. Warrant issued. Information to Chief Constable Jones, Stockport. DERBYSHIRE. 9.— Bel per ( County).— For indecent assault at Belper, on 16th ult.— WILLIAM SELBY, a collier, age 24 or 25, height 5 ft. 6 in., complexion sallow, hair light brown, small light moustache, thin face. DEVONSHIRE. 10.— Exeter ( Citi/).— For stealing from lodgings, 7th ult., a lady's gold watch ( recovered) ; and a gentleman's gold- plated buckle- ring— A MAN, age about 30, height 5 ft. 6 in., complexion pale, mous- tache and whiskers ( small) light, clean shaved on chin, high forehead, has good teeth, walks erect, of good address; dress, black morning coat and vest, black and white check or plaid trousers ( rather loose), black hard felt hat, light silk tie; carried a black mackintosh with grey lining, and a black bag or small portmanteau. This man gave the name of Wilson and Batger, and represented himself to be a commercial traveller. May be found at refreshment houses. Warrant issued. Information to the Chief Constable, Court House, Exeter. to America. His mother, Mrs. Toomey, resides at 29, Blackvvall- lane, East Greenwich. Information to the Governor, H. M. Prison, Can- terbury. HAMPSHIRE. 11.— Aldershot { County).— For embezzlement — JOHN ROBINSON, age 27, height 5 ft. 5 in., complexion fresh, hair light brown, eyes blue; dressed, when last seen at Kingston, Surrey, in brown check suit, and hard black felt hat. A butcher; native of Clewer Green, Windsor, and late of Fleet. Warrant issued. Information to Supt. Brinson, Aldershot. 12.— Bittern ( County).— For deserting from the Hants Constabulary, at Bittern, on 11th inst.— JAMES BAKER, age 28f, height 5 ft. 10 in., complexion fresh, hair black, eyes hazel, clean shaved, speaks with an Irish accent; dress, dark brown suit, hard felt hat; a native of Birmingham. Joined the constabulary on 4th ult.; was previously employed as a builder's labourer at Bournemoth. Warrant issued. Information to Supt. Adams, Bittern. ISLE OF WIGHT, 13.— Newport ( County).— For stealing, 23rd ult., a small silver Geneva watch, monogram of two letters on back, one being " H.", small silver albert chain, without bar, attached ; a Waterbury watch, silver albert chain, single links, with gold locket, containing hair, blue enamelled, and set with pearls, and silver swivel seal attached ; a pair of speckled grey ribbed tweed trousers and vest— ARTHUR NEAL, age about 20, height 5 ft. 6 or 7 in., com- plexion sallow, hair and eyes dark, no whiskers or moustache, limps when walking; dress, black diagonal jacket, dark striped trousers, black hard felt hat, all very old. A machinist; native of Luton, Bedfordshire. May endeavour to enlist. Information to Detective Inspector Ayres, New port. LANCASHIRE. 17. — Bolton ( County). — For unlawfully assaulting a girl, age 6, with intent to ravish and carnally know— JOHN WATERS, age 38, height 5 ft. 3 in., complexion sallow, hair light brown or sandy, thin features, sharp nose; dress, black cloth jacket, moleskin trousers and vest, lace boots, black billycock hat. A native of Bradford. Warrant issued. 18. — Lancaster ( County). — For failing to report, also for stealing a silver English lever watch, No. 5215, nearly new, white dial, gold hands, had attached a white metal albert guard; a silver English lever watch, No. 12025, engine - turned cases, cream- coloured dial with latge black figures; a man's light tweed cloth jacket ( slack back), bone buttons, 4 pockets outside, light brown lining; a vest to match, both in good condition ; a pair of brown worsted stockings; a pair of light blue cloth trousers ; a bunch of keys ; a brown billycock hat; and lis. lOd. in money, from a dwelling- house— License Holder ADAM TURNER, alias JAMES SMITH, and THOMAS JACKSON, Office No. 42162, age 40, height 4 ft. 11 in., complexion dark, hair dark brown ( turning grey), eyes grey, nearly blind right eye, wart both cheeks, boil scar right of neck, scar right elbow, 2 small warts on belly, vaccination marks It arm, mole near left arm- pit, under shoulderblade, It thumb- nail injured, scar It buttock, back of thigh, 2 small moles It buttock. Sentenced at Manchester Assizes, 7th May, 1886, to 7 years penal servitude for burglary. D M 1228. Licensed 20th November, 1891. Information to Supt. Baxendale, Lancaster. BELLAMY, stationer, & c., late manager of the Spilsby Branch of the Stamford, Spalding, and Boston Ban k; age about 30, height 5 ft. 3 or 4 in., com- plexion fair, hair and moustache light brown, eyes grey, somewhat bow- legged, toes incline inward; dress, grey check overcoat with cape, and black felt hat. Absconded 6th inst. Had with him a port- manteau, and a considerable amount of money. Is fond of betting and billiard playing. Knows London well. Warrant issued. Information to Supt, Sowden, Spilsby. KENT. 14.— Dover ( Borough).— For stealing a double- barrel gun, 12- bore, central fire, " Smith" on barrels— A. F. MANBY, age 35 to 40, height about 5 ft. 10 in., slight build, complexion fair, hair light brown ; dress, lightish tweed knickerbockers, dark stockings, " Tam- o- Shanter" cap or brown hard felt hat; carried a white mackintosh. Warrant issued. 15.— Tunbridge Wells ( Borough).— For em- bezzlement — CHARLES JOHN BOUTWOOD, age 24, height 5 ft. 3 in., slight build, complexion dark, hair dark brown, clean shaved. A native of Hastings. Keeps company with a young woman of Alfred- street, St. Leonard's. He has worked at a grocer's shop in Croydon. His father resides at Marina, St. Leonard's, or Kite's Nest Farm, near Ore. Warrant issued. Information to Chief Constable Allison, Tunbridge Weils. 16. — Canterbury ( Prison). — Escaped from Canterbury prison on the night of 30th ult., whilst awaiting trial on a charge of burglary at Folkestone EDWARD O'BURKE, alias TOOMEY, age 24, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes blue, scar top of left collarbone, 2 scars left groin, scar left knee, second toes on each foot crooked; dress, brown cloth jacket, striped bluish trousers, hard felt hat, prison shirt, socks, and flannels. A tailor; native of New York. Was discharged from Pentonville Prison on 24th Sep- tember last, after serving 5 years penal servitude. Has a knowledge of New York, and wishes to return 19. — Raw^ enstall ( County). — For stealing £ 11, gold and silver — WILLIAM HIRST, or HURST, age 16, height 5 ft., complexion fresh, hair brown, eyes blue, prominent mouth, bottom lip drops when talking; dress, dark jacket and vest, light trousers, cap, and clogs. A native of Penistone, near Sheffield. Information to Supt. Procter, Rawtenstall. 20. — Preston ( Borough). — Licence Holder FREDK. RICHARDSON, Office No. 40998, and Expiree JOHN DOWNEY, Office No. 40495 ( Case 25, loth April, 1891), not yet arrested. 21.— Salford ( Bnrongh).— For failing to report — License Holder JAMES WILLIAMS, Office No. 42106, a^ e 49, height. 5 ft. 4 in., complexion fresh, hair brown, eyes blue, moles on left shoulder, back of r. eck, and right side lower part of back, bow- legged. Sentenced at Liverpool Assizes, 10th Nov., 1887, to 5 years penal servitude for bigamy. 22.— Salford Borough).— For embezzling £ 18, on 21st ult.— JOHN wiLLIAM WALCH, age 30, height 5 ft. 5 or 6 in., complexion fair, hair light ( rather thin), eyes grey, slight light moustache; dress, blue- black melton overcoat, with velvet collar, dark cloth suit, lace boots, high hat. A butcher; native of Harpurhey, Manchester. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LEICESTERSHIRE. 23.— Loughborough ( County).— For highway robbery with violence, on 27th ult.— CHARLES GREGORY MEE, age 25, height 5 ft. in., com- plexion dark swarthy, hair and moustache ( slight) dark brown, eyes hazel, lisps when talking, walks with a swaggering or rolling gait, of gipsy appear- ance, and may be found in the company of gipsies ; dress, dirty dark snuff- coloured overcoat, grey tweed cutaway coat and vest, pockets with flaps on hips and breast, buttons horse- shoo pattern, trousers brown cord or similar to coat and vest, lace boots with toe- caps and brass eyelets, blue neckerchief with white spots, slovenly tied in sailor's knot; a native of Loughborough. Warrant issued. Information to Deputy Chief Constable Smith, Loughborough. MONTGOMERYSHIRE. £ 2 REWARD. 25.— Newtown ( County).— For deserting his family — URIAH MORRALLE, age 42, height 5 ft. 7 in., complexion sallow, hair dark brown, eyes blue, high cheekbones, upper front teeth projecting. A labourer; native of Denbighshire. The above reward will be paid by the Guardians of Llanfyllin Union for the apprehension of Morralle. Warrant issued. Information to Deputy Chief Constable Crowden, Newtown. 26.— Welshpool ( County).— For being con- cerned with 3 others in custody in breaking and entering refreshment- rooms, and stealing spirituous liquors— RICHARD EKIN, age 26 or 27, height 5 ft 8 or 9 in., complexion fresh, hair dark brown, slight dark moustache and side whiskers, fresh scar on bridge of nose, and a black eye ; dress, flark grey overcoat, cord trousers, lace boots, soft hat. A labourer; native of Brockton, Salop. Has been in the Army. Warrant issued. Information to Inspector Lake, Welshpool, NORTHAMPTONSHIRE. 27.— Peterborough ( City).— For obtaining £ 20 by means of a worthless cheque on Messrs. Pease and Son's Bank, Hull— GEO. HAMMOND, alias H. HAMMOND and MIDDLETON ( all supposed false), age about 43, height 5 ft. 11 in., stout and well built, hair brown, side whiskers light brown, no beard or moustache, face breaking out apparently through drink; dress, long greenish cloth overcoat, black felt hat; carried a small black bag, wears gold watch ( very thin case and much dented), also a diamond ring with three stones on little finger. He presents business card " Hammond Brothers, Jewellers, Hamilton- street, Birkenhead " thereon, with letters from Griffin Hotel, Leeds, and Cobden Hotel, Birmingham. Warrant issued. Information to Chief Constable Lawson, Peter borough. RENFREWSHIRE. 28.— Paisley ( Burgh).— For forgery and fraud, committed on 7th inst. — CHARLES BARTON ( probably false), age 35 to 40, height about 6 ft., stout build, complexion fresh, hair very light, moustache light brown ; dress, on 8th inst., blue cloth suit, and blue cap. Had a dark grey suit with cap to match, and a blue suit, with brass buttons on jacket and vest. Spoke with a slightly foreign accent, and said he was a Norwegian. Was accompanied by a woman, age 30 to 35, of delicate appearance, and her upper front teeth deficient; spoke with an English accent, and stated she was a native of Shields. He represented to two shopkeepers that he was boatswain of the s. s. " Plassy," owned in Glasgow, and was to sail from the Clyde on 8th inst., and induced them to give him underclothing and cash to the extent of £ 4, in exchange for two seamen's advance pay notes, which have been ascertained to be forged. He is wanted by the Greenock Police fox- similar offences committed a few days previously. Warrant issued. Information to Supt. Sutherland, Paisley. LINCOLNSHIRE. 24.— Spilsby ( County).— For stealing £ 35 12s., and other monies — HERBERT RICHARDSON STIRLINGSHIRE. 29.— Falkirk ( County).— For forgery, by means of uttering fraudulent seamen's advance notes, whereby they secured £ 5, on 27th ult.— CHARLES BARTON, alias BERGSTROM, a Swede, age 36, height about 6 ft., weight 16 stones, complexion fair, hair brown, moustache light, eyes blue, full face, in- kneed ; dress, two jackets ( one blue pilot cloth, the other brown tweed), black- and- white striped trousers and vest, side- spring boots, sailor's FRIDAY, DECEMBER 18, 1891. THE POLICE GAZETTE 3 cheese- cutter cap, with brass button oil each side, wore a collar and tie, and a dark muffler with bluish stripe through it — HANNAH BERGSTROM, age 27, height about 5 ft. 1 in., complexion fair, ginger hair, cut short in front, and hangs on forehead, thin sharp features, eyes brown, lost two or three teeth in front of upper jaw ; dress, short black embroidered jacket, black dress, light worsted shoulder shawl, large black felt hat, trimmed with black ribbon, and long brown kid gloves. A native of South Shields. The accused took private lodgings for a few days in Falkirk, and paid 6s. in advance. The female stated that her husband was a seaman on board a vessel called the " Telcdo," which she said was then lying in Grangemouth Docks, preparing for tea, and during their stay he left the lodgings and returned daily, protending he was at the vessel. About 2 years ago they took lodgings in Grange- mouth, and secured a few pounds under similar circumstances. Both are systematic impostors, and are wanted in Jarrow and Newcastle- on- Tyne for similar offences, and are believed to have been in custody in Leith, about 2 years ago, on a charge of stealing from their lodgings. They are well known to police in South Shields, where the woman has several married sisters. Bergstrom occasionally goes to sea on short voyages, but he and his wife are believed to have lived during the last two years on the proceeds of frauds and forgeries. Warrant issued. Information to Supt. McDonald, Falkirk. discharged for dishonesty. May seek employment at chemists. Warrant issued. Information to Captain Gurney, Chief Constable, Hull. PERSONS IN CUSTODY. SUSSEX ( WEST). 30.— Brighton ( Borough).— For failing to report — License Holder JAMES DORAN, alias . TAMES MALONE, JOHN SHIELDS, and JAMES MALONEY, Office No. 41758, age 49, height 5 ft. 10 in., complexion fresh, hair grey, eyes blue, scar right cheek, right of ncck, slight varicose veins both legs, scar right thumb, forefinger, and shin, tattoo marks left forearm, scar inside left forearm, left big toe- nail deformed. Sentenced at Maidstone Sessions, 8th July, 1887, to 5 years penal servitude for house- breaking. Z N 907. Licensed 15th August, 1891. Information to Chief Constable, Brighton. SURREY. 72.— Redhill ( Borough).— Between 5 p. m. 10th, and 7.30 a. m., 11th inst., the chapel at the Philan- thropic Farm Schools, was broken into by some person unknown, by breaking the bottom part of a stained glass window, and entering thereby. The glass was very jagged at the bottom, and in getting through the aperture, which was about 20 in. by 10 in., the person very much cot himself, as there was a large quantity of blood on the window sill and in the chapel. The walls are besmeared with finger marks on the right hand side, showing that his right hand had been seriously cut. An attempt was also made to break open the vestry door with some blunt instrument.
