All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOS OF THE POLICE GAZETTE, NEW SCOTLAND YABD, ' LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to tie taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to ieinsi- rted, and no warrant is in force against him, tie requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ?. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted » i » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicA mai/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond S( Co.," Post Office Order payable at Charing Cross, Postal Order, or i » Stamps. 13. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of erime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— C. I. Department.—" Woodcut portrait and description of EDWIN SMITH, whose appre- hension is sought for forging and uttering forged cheques on the London and Westminster Bank ( St. James's Square Branch), and obtaining £ 350— Age 33, height 5 ft. 9 in., complexion pale, hair and moustache dark, long thin face; dress ( when last seen), dark clothes and hard felt hat. A clerk. Was sentenced at Central Criminal Sessions on 6th February, 188.^, to 12 months imprisonment, for uttering a forged cheque. Warrant issued. 2. — Criminal Investigation Depart- ment.— Woodcut portrait and description of JOSEPH ADAMS, late of 142, Gipsy - hill, Nor- wood, coffee- house keeper and transfer agent, whose apprehension is sought for conspiring, with others in custody, to defraud insurance companies— age 56, height 5 ft. 9 or 10 in., complexion fresh, hair ( turning grey) brown, whiskers ( long) and mous- tache iron - grey; usually dressed in long ulster overcoat and high hat; wears a heavy gold albert chain, diamond rings and gaiters, and carries an umbrella. A native of Oxford. Is known at Hastings, Guildford, Redhill, Woking, Southend, and Oxford. Has a brother a mechanic at Oxford. Warrant issued. 3.— G Division.— For being concerned with others in custody charged with 60 cases of house- breaking, burglary, and receiving — HARRY CLARKE, landlord of " The Queen's Head " public- house, Wharf- road, City- road, Hoxton, a cooper by trade, age 26, height 5 ft. in., complexion fair, hair and slight moustache very light, prominent cheekbones, upper part of mouth rather projecting. He has been connected with others in custody for the past twelve months in committing burglaries in the provinces and suburbs of London. Their modus operandi was to canvass for orders for the Shacklewell Photo' Company, 12, Shacklewell- lane, Kingsland, N. E., also for indiarubber stamps, and on finding a house left unattended, broke into the same. They were in the habit of driving out with a cream- colour pony and gig, also a brown pony and cart with yellow wheels, frequently accompanied by a man riding a bicycle. A large quantity of stolen property has been recovered, and can be seen at King's- cross- road Police Station between 10 a. m. and 4 p. m. 4. — G Division. — For forgery — JOSEPH SHOTZS, a Russian Jew, age 24, height 5 ft. 5 in., complexion and hair dark, eyes hazel, lisps when speaking, pimples on face; dress, black overcoat, light trousers, brown felt hat; carries a white- handle umbrella. May endeavour to leave the country. Warrant issued. 5. — G Division. — For embezzling £ 100— ARTHUR BOWYER, age 35, height 5 ft. 9 in., stout build, complexion sallow, hair, moustache and side whiskers dark brown, prominent eyes. Ab- sconded 11th ult., accompanied by his wife, age 28, height 5 ft., complexion and hair fair; dress, navy dress ; and two children, aged, 2 and 1 year respec- tively. Stated he was going to Eastbourne. Warrant issued. 6.-- K Division.— For stealing and receiving shirts described in Case No. 78, 6th inst.— C. F. HANSIG, agent, etc., of 11, Cyril- street, Beresford- street, Walworth, age 34, height 5 ft. 8 in., com- plexion fair, hair light, eyes blue; dress, dark tweed suit, black hard felt hat. A German. 7.— K Division. — For stealing jewellery to the value of £ 25, on 4th inst.— WILLIAM BAKER, 2 THE POLICE GAZETTE. FRIDAY, NOVEMBER 13, 1891. age 12, height about 4 ft. 9 or 10 in., complexion dark, hair dark brown, eyes hazel, round red face, scar from abscess on right side of face near ear; dress, dark tweed coat, vest, and trousers ( new), check cap, with peak, lace boots. A native of North Shields, where he was found a short time ago, and sent home by police.— JOSEPH LOVETT, age llf, height 4 ft. 8 or 9 in., complexion dark, hair dark brown, eyes dark; dress, brown overcoat, black vest, blue serge trousers, black round cloth cap. 8.— T Division.— For indecently assaulting a girl, age 7— WILLIAM HOWE, a bricklayer's labourer, age about 35, height 5 ft. 7 in., stout build, complexion sallow, hair, moustache and tuft on chin dark, full face, broken nose; dress, black jacket, cord trousers, blue neckerchief with white spots, lace boots, black hard felt hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 9— Maidenhead ( Borough).— For obtaining, on 4th inst., £ 30 by means of a forged cheque, pur- porting to be signed by J. E. Jessop and endorsed J. Clayton.— JN. CLAYTON, age 24, height 5 ft. 10 in., complexion sallow, hair ligbt brown, mous- tache slight, eyes hazel; dress, navy- blue overcoat, velvet collar, striped grey trousers, hard felt hat. One £ 10 Bank of England note, one £ 5 note, traced to the Bank ; No. of £ 5 notes not yet traced, C/ 65- 62172, C/ 57- 64076. Warrant issued. Information to Supt. Taylor, Maidenhead. BUCKINGHAMSHIRE. 10.— Chesham ( County). — For deserting his five children on 13th ult., leaving them chargeable to the Amersham Union— JOHN COMPTON, a shoemaker, age about 53, height 5 ft., complexion sallow, hair ( very thin on top) dark brown; dress, shabby dark- grey suit, and black hard felt hat. Is accompanied by liis wife, who is much younger, and three children. Is well known in Northampton- shire and Croydon, where he has worked. Warrant issued. Information to Inspector Clarke, Chesham. DERBYSHIRE. 11.— Alfreton ( County).— For failing to report — License holder CHARLES NELSON, Office No. 42051, age 41, height 5 ft. 4 in., complexion sallow, hair light brown, eyes grey, scar both sides of head blue spot on forehead, mole left of neck ; scar right hip and shoulderblade, scar left calf, back of left hand, and near elbow. Sentenced at Nottingham on the 6tb April, 1885, to 7 years penal servitude, and 3 years police super- vision for larceny. Liberated 26th October, 1891, n L 118. Information to Supt. Eyre, Alfreton. HEREFORDSHIRE. 12.— Hereford ( County).— For housebreaking, at Allensmore, and stealing clothing and silver spoons ( all found pledged in Hereford)— A MAN, age 35 to 40, height 5 ft. 6 or 7 in., complexion fresh, hair brown, small light moustache; dress, grey or ligbt- coloured coat, black- and- red scarf, black hard felt liat. Appearance of a mason or bricklayer. Carried a metal geneva watch, with steel chain and new key attached. Information to Deputy Chief Constable Smith, Hereford. 13.— Weobley ( County).— For larceny ( bailee) — EDWIN PIKE, age 30, height 5 ft. 1 or 2 in, complexion and hair ( short) dark, clean shaved; dress, dark jacket and vest, light plaid trousers ( dirty), hard hat, and red and black woollen scarf. A collier; native of Mertbyr Tydvil. Warrant issued. 14.— Weobley ( County).— For deseiting his two children, leaving them chargeable to the Weobley Union— WILLIAM MITCHELL, age 40, height 5 ft. 1 or 2 in., complexion pale, hair dark, mous- tache sandy, consumptive- looking; dress, black jacket, dark cord trousers, grey cap with two peaks. A tramping painter ; may be found in casual wards or common lodging- houses. Warrant issued. Information to Supt. Owens, Weobley. 15.— Hereford ( Citt/).— For embezzling £ 48 10s. — CHARLES ROBERTS, age 20, height about 5 ft. 5 or 6 in, thick set, complexion fresh, hair dark brown, peculiarity about right eye, which was injured when a boy, and looks a little cross- eyed, full round face ; dress, Newmarket overcoat, brown cloth coat and vest, grey striped trousers, square- toed heavy boots, brown bowler hat. A grocer's assistant; native of Peterchurch, Herefordshire. Warrant issued. Information to Head Constable Richardson, Hereford. HERTFORDSHIRE. 16.— Bishop Stortford ( County). — For obtaining £ 5 by means of a fictitious cheque on Messrs. Molineux, Whitfield, Whitfield & Molyneux, Bankers, Lewes— H. BENTON, age 35 to 40, height 5 ft. 6 or 7 in, complexion fresh, hair light brown, mutton- chop whiskers and close clipped moustache sandy, first joint of little finger right hand deficient, little finger left hand contracted, usually wears kid gloves to hide these defects ; dress, dark grey over- coat, light tweed jacket, dark tweed trousers, black hard felt hat. This man represented to a tradesman in the town that he was going to make a new road at Bishop Stortford, and that he had a number of navvy barrows, some of which wanted repairing. He also ordered a number of stakes and straight edge. Having obtained the tradesman's confidence by giving him these orders, he enquired which was the best bank as he would have to pass his cheques through one. He then asked the tradesman if he would exchange cheques, as he ( Benton) was short of silver. The tradesman then gave him £ 5 in cash for one of his cheques, which was afterwards found to be worthless. He also takes private lodgings and leaves without paying or pays with fictitious cheques. He is very talkative and is fond of showing a couple of cards, one representing a rose, and the other a shamrock and rose, which he says he cut out. He is identical with man described in Case No. 25, 16th ulto. Warrant issued. Information to Supt. Tripp, Bishop Stortford. KENT. 17. — Folkestone ( Borough). — For stealing. 7th inst., a number of watches entrusted to him to repair— DANIEL SWOFFER, alias HARRIS, alias WALKER, age about 38, height 5 ft. 11 in, complexion fair, hair ( cut short) and moustache light, no whiskers; dress, short dark mixture tweed coat and vest, brown striped trousers, tight fitting, lace boots, bard felt hat. A jobbing watchmaker, native of Mersham, Kent. Is accompanied by his wife, age 30, height 5 ft. 5 in, complexion sallow, thin face ; dress, black jacket, dark blue serge dress, black hat with feather, and black veil. Had with them their three female children, aged 12, 9, and 4. Will probably take furnished lodgings. Warrant issued. Information to Supt. Taylor, Folkestone. LANCASHIRE. 18.— Oldham ( Borough).— For failing to report — License Holder SAMUEL MILLS, alias CHAS. WILSON, Office No. 39738, age 48, height 5ft. ] in, complexion fresh, hair dark brown, eyes grey, scars top and left of head, left of forehead, long scratch back of neck, scars right shoulder, right upper arm, right thigh, and left elbow and hip, pit marks right hip and left shoulder, blue marks between 1st and 2nd left fingers, 1st left finger damaged, mole right shoulder, ruptured right groin. A collier; native of Oldham. Sentenced at Preston, 8th January, 1885, to 7 years penal servitude and 7 years police super- vision for felony. Licensed 20th June, 1890. DL 1112. License Holder EDWARD CORR, Office No. 38840, age 42, height 5 ft. 6 in, complexion fair, hair turning grey, eyes hazel, six scars on scaip, three over right eye, one right thumb, each knee, right instep, right forearm, on and above left hip, and top of left foot, pitmarks left eye, right elbow, two above left elbow, five on left shoulder and four centre of back, lost third and fourth left fingers. Sentenced at Manchester 11th July, 1878 to 15 years penal servitude for rape. Licensed 28th December, 1889. E 754. Supervisee WINIFRED HANNAH DOHERTY, Office No. 39887, age 44, height 5 ft, complexion fresh, hair auburn,, eyes hazel, scacs over left eye- brow, back of right hand, and on left cheek and chin. A hawker; native of Ireland. Sentenced at Manchester, 8th April, 1889, to 15 months hard labour and 3 years police supervision for felony. Information to the Chief Constable, Oldham. 19.— Rochdale ( Borough). — For stealing an overcoat— A man, who gave his name as JOHN KELLY, age about 60, height 5 ft. 3 or 4 in, stout build, hair and moustache ( slight) turning grey; wore a very shabby black frock coat. Apparently a tramping tailor. Stated that he had worked in Liverpool for a number of years, and that he was a native of Salford. 20.— Rochdale ( Borough). — For icdecently assaulting a female— WILLOUGHBY GOODWIN, age about 28, height 5 ft. 4 or 5 in, slender build, complexion sallow, hair brown, moustache dark sandy; a cabdriver, and may seek similar employ- ment. He formerly was a woollen draper at Clough, near Macclesfield, and afterwards resided at 177, Ridal Mount, off Waterloo- road, Manchester. Has also resided at Wolverhampton and Farnworth. Warrant issued. Information to Chief Constable Wilkinson, Roch- dale. 21.— Salford ( Borough).— For failing to report. — License Holder THOMAS NASH alias GEORGE ENANS and THOMAS SMITH, Office No. 42084, ago 49, height 5 ft. 3 in, complexion fresh, hair light brown, eyes blue, scars left of forehead, each eyebrow, each elbow, outside right thigh, left knee, left forearm, left shin, and 4th left finger. Sen- tenced, at Chelmsford, 21st October, 1887, to five years penal servitude and three years supervision, for fraud. Licensed 30th October last. H N 822. Supervisee MARY FITZGERALD, alias JONES, WILLIAMS, ROYD, and ROWD, Office No. 41473, age 31, height 5 ft. 1 in, complexion fresh, hair dark brown, eyes grey, pockpitted, nose crooked, weak eyes. Sentenced at Manchester, 11th Decem- ber, 1890, to 6 months hard labour and 2 years police supervision, for larceny. Information to the Chief Constable, Salford. LINCOLNSHIRE. 22.— Kesteven ( County). — Fcr stealing, at Swinderby, 2nd inst, a brown cloth overcoat— WILLIAM HENRY SMITH, age 21 ( looks younger), height 5 ft. 3 or 4 in, complexion fresh, hair light brown; dressed in the stolen overcoat, which is much too long for him, dirty drabbet jacket, dark coiduiuy trousers, light coloured cloth cap, strong lace boots. A labourer; native of Navenby. Sometimes sleeps in outhouses and common lodging houses. Will probably hire himself to a farmer in a quiet neighbourhood. Warrant issued. Information to Supt. MONMOUTHSHIRE. 23.— Tredegar ( County).— For failing to report. — Supervisee JOHN G WYNNE, Office No. 37300, age 32, height 5 ft. 9 in, complexion sallow, hair brown, eyes hazel; mole corner of left eye, 2 ulcers outside and 1 inside right shin, contracted toes, club feet, cut inside ball of left thumb, 2 vaccination marks left arm, scar left forefinger. Sentenced at Worcester on the 4th April, 1881, to- 5 years penal servitude and 7 years police super- vision for larceny ( dwelling house). Liberated 12th March, 1885. H 353. MONTGOMERYSHIRE. 24.— Welshpool ( County).— For housebreaking at Buttington, 4th inst, and stealing a blue serge jacket and vest; a pair of dark cloth trousers with brown stripes, bell bottoms ( nearly new) ; 6 nickel- plated dessert spoons; and 3 prongs— A TRAMP, age about 30, height 5 ft. 6 or 7 in, complexion fair, hair light brown, small side whiskers, cut or bruise- on bridge of nose ; dressed in stolen clothes, print cotton shirt, coloured muffler, military boots, and dark greasy cloth cap. Left behind a moleskin jacket with small brass buttons, dark c'oth vest with white bone buttons, and a pair of twiil cotton trousers, also a clay pipe, " Hastley, Swan Hotel,. Chester," stamped thereon. Information to Inspector Lake, Welshpool. NORFOLK. 25.— Norwich( County) .— For stealing two hens, at Tavcrham, 13th ult. — FREEMAN LARGE, FRIDAY, NOVEMBER 13, 1891. THE POLICE GAZETTE. 3 alias SWIMMER, age 31, height 5 ft. 7 in., com- plexion swarthy, hair and eyes dark, two scars on back of head ( no hair growing on them), turns his feet out when walking; dress, long dark cloth over- coat, corduroy trousers, heavy lace boots. A native of Great Witchingham, Norfolk. Has served in the Army. Warrant issued. Information to Inspector Chambers, County Police Station, Norwich. NORTHUMBERLAND. 26.— Morpeth ( County).—¥ or stealing watches and chains ( recovered)— WILLIAM CROSS, alias WILLIAM ROBERT CHAPMAN, age about 24, height 5 ft. 8 in., complexion sallow, hair and mous- tache dark, impediment in speech; dress, check tweed jacket, striped vest, black cord trousers, hard felt hat. A watchmaker ; supposed native of Bath. Is fond of betting, and is supposed to have been previously convicted. Warrant issued. Information to Supt. Crozier, Morpeth. NOTTINGHAMSHIRE. 27.— Nottingham ( Borough).— For failing to report- Supervisee GEORGE HICKEY, Office No. 41953, age 31, height 5 ft. 4 in., complexion pale, hair dark brown, eyes brown, face pock- marked, several ulcers on body. Sentenced at Nottingham, 1st October, 1890, to 12 months hard labour and 2 years police supervision for fraud. Information to the Chief Constable, Nottingham. SHROPSHIRE. 28 — Wellington ( County).— For fowl- stealing, at Badger, 1st in^.— HENRY PUGH, Office No. 42027, age 53, height 5 ft. 7 in., complexion fresh, hair light brown ( turning grey), grey moustache, eyes grey, red spot under left eye, scar left - wrist and upper lip, D. D. on left side, B. C. on right side; xlress, dark jacket and vest, brown trousers with blue stripe, black hard felt hat, laced boots. Sen- tenced at Shrewsbury, 4th January, 1881, to ten years penal servitude for fowl- stealing. Liberated 17th October, 1191. Information to Chief Superintendent Edwards, Wellington. STAFFORDSHIRE. 29.— Wednesbury ( County).— For stealing from his lodgings, on 4th inst.— 1 old violin, 1 pair of old boots, I suit of boy's clothes, several trick handkerchiefs, 1 glas^ trick shade, and 1 bunch of trick flowers— FRED SMITH, age 15 ( looks younger), height 4 ft. 8 or 9 in. complexion fair, hair brown, eyes light blue ; dress, speckled overcoat with cape, black ribbed cloth coat and vest, bound with braid, light Scotch tweed trousers, black hard billy- cock hat, gaiters, and kid gloves ; supposed native of Birmingham. He was travelling with a conjuror, who was proprietor of the Spanish Ladies Orchestra, and will probably seek employment at theatres, music- halls, schools, or similar places, to exhibit conjuring. He carried his clothes in a wicker basket, 3 ft. by 2 ft., and 18 inches deep. Information to Supt. Walters, Wednesbury. SUFFOLK. his 30.— Ipswich ( Borough).— For deserting wife, leaving her chargeable to the Ipswich Union since May last- WILLIAM CHAPMAN, age 26, height 5 ft. 10 in., weight about 13 stone, complexion fresh, hair black, eyes dark brown. A fowl dealer ; is well known at Romford, Essex. Warrant issued. Information to Lieut.- Col. Russell, Chief Constable, Ipswicli. SURREY. £ 2 REWARD. 31— Chertsey ( County).— For deserting his two children, leaving them chargeable to the Old Windsor Union— LUKE BAKER, age 45, height 5 ft. 3 in , complexion dark, hair, whiskers, and moustache dark ; dress, dark clothes, and black hard felt hat.
