No Description can be inserted unless an Information shall have been Sworn j but it ia not aecaaanrr to forward the Informations to the Inspector- General. ' Notices respecting all Felonies and such Misdemeanours as are of an aggravated nature will be inserted. All Descriptions of persons whose Apprehension is sought on a charge of Misdemeanour should be aooompanied by a statement that a " Warrant has been Issued, and by the name of the person in whose hands it is. But the Constabulary should remember that they oannot arrest a person charged with an offence of ttii nature unless they have the Warrant in their possession when making the arrest. V Should irregularities arise in the delivery of the Hue- and- Cry, it will be necessary to forward one of the covers, or give the number it bears aa without this Information the mistake cannot be rectified. Prison and Police Authorities are particularly requested to be good enough to inform the Inspector- General, Royal Irish Constabulary, Dublin Castle, of th* Vbohtion of Gaols, Stations, < tc., and of any circumstances rendering the supply of the " Hue- and- Cry " no longer necessary. Dcscri, tion of WILLIAM JOHN SCOTT, native place unknown, who stands charged with having, on the 28th September, 1891, at Portrush, in the barony of Lower Dunluce, parish of Ballywillin, when under airect for larceny of clothing, assaulted Constable William Buchanan, and escaped from custody:— Dark brown eyes, regular nose, sallow complexion, thin faca, slight make, 5 feet 6 inches high, about 30 years of age, dsrk hair; wore a faded gray tweed coat, gray tweed trowsers and vest; is a tramp, sings in towns, and served in the militia. ( 11951 9393a Description of the undernamed young offender, who, on the 11th September, 1891, absconded from the Malone Reformatory School at Belfast:— HUGH BELL, 16 years of age, brown hair, brown eyes, brown eyebrows, regular nose, largo mouth, fresh complexion, oval visage, stout make, 4 feet 10 inches high, scrofula marks on left side of neck, chicken- chested ; is a farm boy ; formerly belonged to Cli'ton- street, Belfast, where he was born; his parents reside at 86, Boundry- street; his uncle, George Bell, Parmer, lives at Ballykeel, Dromore, county Down. Dressod when he absconded in a Glengarry cap, dark tweed jacket, trowscrs, and vest, blue and white striped shirt, rod and black check tie, Blucher boots, and woollen stockings. The Manager of the Reformatory will defray the expensos of his conveyance, if arrested, to the nearest Justice on remand, and will reward the person who may capture him with £ 1. 17th September, 1891. DE COBAIN, native of Belfast, who stands charged that he did, within the past two years, at Belfast, commit an act of gross indecency with another male person, and within the same time, and at the place aforesaid did incite divers other male persons to commit sodomy:— Walks erect, square shoulders, corpulent, contracts eyebrows when speaking, gray eyes, regular nose, pale complexion, full face, stout make, 5 feet 10 inches^ high, about 48 years of age, dark brown hair; wore a silk hat, black Chesterfield overcoat, black frock coat, dark trow sere, » nd dark vest; is a Member of Parliament. Warrant in hands of District Inspector, Detective Department, Belfast, to whom information should be sent. NOTE Arrest cannot be legally made without Warrant. Belfast, 15th April, 1891. Carlow. Description of PATRICK CUMMINS ( mother's surname Neill), native of Bagnalstown, who stands charged with having, on tbe 9th day of July, 1891, in the barony of Idrone East, pnriih of Dunleckney, seriously assaulted one Patrick Whelan, by stabbing him with a knife. This man was bailed to take his trial for said offence at Carlow Quarter Sessions, on 22na inst., but failed to surrender to his recognizance:— Light cut mark over left eye and on right thumb, gray eyes, rogular nose, fair complexion, round face, stout active make, 5 feet 10 inches high, about 26 years of age, fair hair, hair grows thin on face, shaves seldom; wore a round black cap, with peak, gray coat, trowsers, and veit. Description of EDWARD WATSON, native of High Broughton, Manchester, who stands chsrged with 1 aring, on tbe 30th day of September, 1891, in tbe b » rony of Berrymore, parieh of Templerobin, stolen the sum of £ 9 Sd., ti e moneys of Herbert Ravenscroft, Lieutenant 1st Batt. Manchester Regi- ment; and also with having embezzle! about £", moneys of Military Caoteen at Rocky Island, Cork Harbour:— Has lost front tooth in upper jaw, blue eyes, reddish nose, fresh complexion, round full face, stout make, 5 feet 6 inches high, abjut 24 years of age, fair moustache and hair; wore a hard low hat dark tweed coat, trowsers, aad vest; is a sergeant 1st Batt. TIMOTHY DRISCOLL ( house attack), Hue- and- Cry, 29th September, not arrested, ( 9775 c.— 90171.) Galway. Dercaption of MICHAEL JOYCE ( mother's sur- name Cribbin), native of Montrerown ( Middle), who stands charged with having, on the 23rd October, 1891, in the barony of Ross, parish of Ross, presented a revolver at and threatened to shoot one Arthur Joyce, of Cullaghmore Consumptive appearance, pretty good address, has been in England and Scotland, dark brown piercing eyes, regular nose, dark sallow cemplexion, regular face, medium make, 6 feet 8 inches high, about 35 years of age dark b.' own hair; wore a hard black felt hat, light tweed coat, trowsers, and vest, brown canvas leggings; is a herd's son. This man deserted from the 69th Field Battery, Royal Artillery, at Limerick, on tie 4th of October, 1891, and may be wearing the clothes which he stole, which are of the following description, dark tweed coat and irowsors. Description of JOHN PURCELL, native of Mona- mondra, Queen's County, who stands charged with having, on the 14th October, 1891, at Ballycleary, in tie barony cf Upperwoods, parish of Offerlane, stolen the sum of 10*. from his master:— Light brown eyes, hooked cose, sandy complexion, thin face, medium ira* e, 5 ' eet 8 inches high,' about 36 years of age, ihin sandy beard, sandy hair; wore a soft black hat, dark morring coat, and barracan trowsers, no ve » t; is a tramping labourer. R., who stands charged with having, on the 2? nd October, 1^ 91, in the barony cf Slievardagh, parish of Newtown, stolen tie sum cf £ 18 from his employer,' James Whelan, of Oldcastle:— Walks with a heavy s'ovenly gait; light brown eyes, slightly cocked nose, rather fallow complexion, large bold full face, stout square make, 5 feet 7 or 8 inches high, about 22 or 23 years of age, fairish bar; wore a brown tweed cap with peak and earflaps tied at top, coarse brown tweed sac k coat and trowsers, dark vest; is a labourer » nd deserter from army ; frequents Kil- kenny and Waterford. Description of MICHAEL CONNOLLY, nat've place unknown, who stands charged with having, on the 13th October, 1891, in the barony of Upper Ormond, parish of Aghnameadle, indecently assaulted Annie Quinlisk, aged 14 :— Regular nose, fair, inclined to red, complexion, regular face, medium make, 5 feet 6 inches high, about 27 or 28 years of rge; wore a gray coat, gray trowiers, and black peaked cap, flit crown; is a farm servant and discharged soldier. Sometimes goes on tramp around 1 orders of North Tipperary and King's County. Warrant in posses- sion of Sergeant Kelly, Toomevara. Nenagh 15th October, 1891. ( 12200 c.— 94331.) Description of EUGENE MOORE, native place unknown, who stands charged with having, on the 17th day of September, 1891, in the barony of Iffa and Offa East, parish of St. Mary's, stolen a blue waterproof overcoat, the property of Mr. John Hurley, Carrick- on- Suir, which has since been recovered :— Mark of recent cut on bridge of nose, light gray eyes, short thick nose, dark sallow complexion, broad face, medium make, 5 feet 5 inches high, about 87 or 38 years of age, dark brown bair; is a horse trainer. Description of MICHAEL CONNELL ( mother's surname Ryan), native of Knockshanbrittas, who stands charged with baving, on the 17th September, 1891, in the barony of Kilnamanagh, Upper, parish of Doon, seriously assaulted Rodger Ryan, by striking him on the head with a stone, thereby placing his lite in danger;— Marks of sore on left cheek, hardy active appearance, nose sharp, pointed, and turned to one side, narrow mouth with cocked lips, high cheek bones, gray eyes, long thin ncso, iresh complexion, shaves all his face except moustache, which is clipped short, dark hair, medium make, 5 feet 8 inches high, about 31 years of age; wore a frieze frock coat, tweed trowsers and vost; is a farmer's son. Description of MICHAEL STAPLETON ( mother's surname Purcell), native of Gortkelly, and TWO MEN unknown, native places unknown, who stand charged with having, on the 3rd September, 1891, in the barony of Eliogarty, parish of Temple- more, seriously assaulted Sergeant Thomas Devany and Constable James Drohan, R. I. C., while in the execution of their duty :— 1. Small sandy side whiskers and moustache, good looking, blue eyes, regular nose, pale complexion, round face, stout make, 5 feet 8 inches high, about 29 years of age, sandy hair; wore a soft black hat, lost in the row and now in possession of the Police, blue overcoat, and black trowsers and vest. Is a Farmer and returned American. 2. Round shoulders, fresh cut on eyebrow, blue eyes, sandy complexion, round face, stout make, 6 feet high, about 34 years of age, sandy hair; wore a soft black hat, brown tweed coat, and black trowsers and vest. 3. Fresh cut on forehead, blue eyes, yellow com- plexion, ronnd face, stout make, 5 feet 7 inches high, about SO years of age, fair hair; wore a soft black hat, dark tweed coat, brown trowsers, and black vest. Warrant issued for arrest of No. 1. Templemore, 5th Sept., 1891. ( 11494 c.— 93169.) Description of PATRICK DELANEY, native of Holycross, county Tipperary, who stands charged with having, on the 15th day of July, 1891, in the barony of Clanwilliam, parish of Tipperary, and town of Tipperary, when under arrest for larceny of whiskey from a dwelling, escaped from custody:— Blotches on face, very sharp manner of speaking; gray eyes, very small nose, red complexion, very thin face, slight make, 5 feet 8 inches high, about 45 years of age, dark hair turning gray; wore an old tweed coat, dark trowsers, and old vest; shabby clothes, coat torn on left arm; is a tramp, Warrant for his arrest with District Inspector, Tipperary. Description of PATRICK DWYER, native of Grovestown, Dundrum, who stands charged with having, on or about the 4th Juno, 1891, at Ballygur- rane, in the barony of Kilnamanagh, Lower, parish of Oughterleague, ttolen four yearling cattle, the pro- perty of Rhody Dwyer, off his farm at Ballygurrane: — Delicate looking, stands erect, shaves all face except slight moustache, dark eyes, regular nose, dark com- plexion, thin face, slight make, 5 feet 9 inches high, about 32 years of age, dark hair; wore a brown hat with crape band, plaid sack coat, black cloth trousers, plaid vest; is a clerk. Description of ANDREW M'CREA, native of Eillowen, who stands charged with having, on the 9th October, 1891, in the barony of Omagh Went, parish of Longfield West, fired a shr- t at John M'Menamin:— Shaved all his face recently except moustache, which is sandy; brown eyes, regular no? e, fresh complexion, round full fioe, stout make, 5 feet incnes high, about 28 years of age, sandy hair; is a Labourer. Description of THOMAS CASHEL ( mother's surname Foley), native of Cappoquin, who stands charged with having, on or about the 3rd September, 1891, in the barony of Coshmore and Coshbride, parish of Lismore, stolen a letter containing a postal order for 15*. :— Walks with a slight stoop and swaggering gait, gray or blue eyes, regular nose, fresh complexion, full face, medium make, 5 feet 6 inches high, about 18 years of age, fair hair; were a light tweed cap, dark tweed coat, dark trowsers and vest; is a servant boy. Description of MICHAEL STACHAM ( mother's surname Byrne), and JAMES HAYES ( mother's surname Waters), natives of Seven Churches, county Wicklow, who stand charged with having, on the night of 5th or morning of 6th August, 1891, in the barony of Ballinacor North, parish of Derrylossary, and county Wicklow, stolen two scythes, the property of John Richardson and Richard Johnston, both of Laragh East:— 1. Blue eyes, regular nose, r< vtber pale complexion, round face, stout make, shares all his face which is very small, 5 feet 4 or 5 inches high, about 22 years of age, dark brown bair; wore a dark tweed coat, light tweed trowsers and vest. 2. Blue eyes, long thin note, sallow complexion, thin face, medium make, shaves his face except moustache, which is very small and light colour. 5 feet 6 or 7 inches high, about 22 or 23 years of age; wore a dark serge sack coat, light tweed trowsera and vest. C-) DUBLIN METROPOLITAN POLICE. G Division. Particulars relative to convict JOHN O'BRIEN, c. ] 66, convicted » t the Dublin Commission on 3rd August, 1887, foe larceny, and sentenced to 5 year); 61 years of age on conviction, married, is a paint'r, bom in Dublin, where he resided before conviction, and where his friends reside:— Gray hair, blue ejes, brown eyebrows, medium nose, small mouth, ir sh complexion, oval visage, proportionate make, 5 feet inches high; lost three upper front teeth, sjre mark on left ( bio, swelling vein in calf of right leg. This man was released from Maryboro' Prison, 9th July, 1891, on licence. He left his residence, 20, North Cumberland- street, Dublin, without rep irt- • ng same to the Police, and his present whereabouts is unknown. In the event of his arrest he should be dealt with under the 5th section of the Act 34 and 35 Vic., cap. 112. ( 432 H. C.) Particulars relative to Supervisee GEORGE GRIMES, convicted at Liverpool County Sessions, on 17th January, 1888, for receiving stolen cotton, and sentenced to 2 years' hard labour and 3 years police supervision:— 49 years of age on conviction, dark brown hair, tbin on crown, hazel eyes, fresh complexion, proportionate make, 5 feet 1\ inches high, cut each side cf forehead, right eyebrow, bridge of nose, left cheek bone, and o* inside of let shin; is a marine store dealer; boin in county Armagh; resided before conviction at 8, Camden- street, Bootle. This man left Emyvale without reporting to police, and is supposed to have gone to Glasgow. ( 431 H. C.) GEORGE BATES ( embezzling), hue- and- Cry, 6th October, has not been arrested. ( 422 H. C.) Licensed Convict WM. GEORGE FRAZER, Hue- and- Cry, 6th October, has not been arretted. ( 410 HC.) Licensed Convict WILLIAM MURRAY, Hue- and- Cry, 29th September, has not been arrested. ( 416 H. c.) ENGLISH POLICE. Essex. Wanted at Chelmsford, charged with having, on or about 8th October, stolen a gun and two powder flasks ( all recovered, excepting cne cooper powder flask), at Li tie Baddow, the property of Herbert Smith:— Expiree, K 794, CHARLES FRANKLIN, about 33 j ears of age, 5 feet 11J icchcs high, dark hazel eyes, dark brown hair, dark complexion, p oportionate build; is a labourer, and native of Little Baddow. Marks:— Scar on bsck of head. Right side— cross on forearm, part ring on second finger, scar on buttock and tip. Left side— scar on shoulder, cro6s and characters with C. L. on firearm, blue figure above, part crown on wrist, snd tw o indistinct letters and six dots on back of band, tattoo marks on centre of chest. When la. t seen was dressed in light overcoat and light felt hat, and bad beard, & c., of about a week's growth. Has been previously convicted at Essex Sessions ( also six times summarily), on 28th November, 1S76, for housebreaking, sentenced to 2 months; on IPth October, 1877, for la- cany, sentenced to 9 months; on 25th November, 1879, for stealing, sentenced to 18 months; on 15th October, 1884, for horse stewing in Southend Division, sentenced to 6 years' penal servitude; on 20th November, 1888, for failing to report, Ac., licence revoked. Franklin is a dangerous character, and likely to offer violent resistance to his apprehension. Was last heard of at Maldon, on 9th October, where he sold the gun and flask. A photo, can be seen on application. Please circulate information and cause all possible enquiry to be made for him. Description of a man, supposed name BARTER, native place unknown, charged with larceny of jewellery from lodginghouse ( for description see property stolen)'— About 25 years of age, 5 feet 6 inches high, fair complexion, brown hair and moustache, very bright eyes colour unknown, pointed chin, has gcod appearance and address; dressed in a black hard felt hat, brown tourist's suit, and lace boots. Left behind him a brown leather portmanteau fastened with a brass padlock, and a new small- sized Gladstone bag, nickle lock and end fastenings, containing a small common American cloth hand- bag Sbd ^ o n^ frd electric light globe ornaments, shape of Utffepc'iron case opener, and a small saw in handle. ^^^ Police Office, Eastbourne, 28th September, 1891. Marks :— Varicose veins on right leg. cut mark cn right temple and ear. Dress:— Brown felt hat, light gray check tweed jacket suit, red coloured scarf, clothing in fair condition.
