No Description can be inserted unless an Information shall have been Sworn • but it is not necessar* to forward the Informations to the Inspector- General. ' ' Notices respecting all Felonies and such Misdemeanours as are of an aggravated nature will be inserted. All Descriptions of persons whose apprehension is sought on a charge of Misdemeanour should be accompanied by a statement that a Warrant has been isatsefL and by the name of the person in whose hands it is. But the Constabulary should remember that they cannot arrest a person charged with an offence of nature unless they have the Warrant in their possession when making the arrest. V Should irregularities arise in the deliver^ of the Hue- and- Cry,- it will be necessary to forward one of the oovers, or give the number it bears aa withont « ,?• Information the mistake cannot be rectified. Description of WILLIAM JOHN SCOTT, native place unknown, who stands charged with having, on the 28th September, 1891, at Portrush, in the barony of Lower Dunluce, parish of Ballywillin, when under arrest for larceny of clothing, assaulted Constable William Buchanan, and escaped from custody:— Dark brown eyes, regular nose, sallow complexion, thin facs, slight make, 5 feet 6 inches high, abont 30 years of age, dark hair; wore a faded gray tweed coat, gray tweed trowsers and vest; is a tramp, sings in towns, and served in the militia. ( 11951 9393a Description of the undernamed young offender, who, on the Uth September, 1891, absconded from the Malone Reformatory School at Belfast :— HUGH BELL, 16 years of age, brown hair, brown eyes, brown eyebrows, regular nose, large month, fresh complexion, oval visage, stout make, 4 feet 10 inches high, scrofula marks on left side of neck, chicken- cheated ; is a farm boy; formerly belonged to Clifton- street, Belfast, where he was born; his parents reside Rt 86, Boundry- street; bis uncle, George Bell, Farmer, lives at Ballykeel, Dromore, county Down. Dressed when he absconded in a Glengarry cap, dark tweed jacket, trowsers, and veBt, blue and white striped shirt, red and black check tie, Blucher boots, and woollen stockings. The Manager of the Reformatory will defray the expenses of his conveyance, if arrested, to the nearest . Belfast. Description of EDWARD S. W. DE COBAIN, native of Belfast, who stands charged that he did, within the past two years, at Belfast, commit an act of gross indecency with another male person, and within the same time, and at the place aforesaid did incite divers other male persons to commit sodomy:— Walks erect, square shoulders, corpulent, contracts eyebrows when speaking, gray eyes, regular nose, pale complexion, full face, stont make, 5 feet 10 inches high, ajbout 48 y99* s of age, dark brown hair; wore » silk iiit, mack Chesterfield overcoat, black frock coat, dark trowsers, and dark vest; is a Member of Parliament. Warrant in hands of District Inspector, Detective Department, Belfast, to whom information shonld be sent. NOTE.— Arrest cannot be legally made without Warrant. Belfast, 15th April, 1891. Carlow, Description of PATRICK CUMMINS ( mother's surname Neill), native of Bagnalstown, who stands charged with having, on the 9th day of July, 1891, in the barony of Idrone East, parish of Dunleckney, soriously assaulted one Patrick Whelan, by stabbing him with a knife. This man was bailed to take his trial for said offence at Carlow Quarter Sessions, on 22nd inst., but failed to surrender to his recognizance:— Light cut mark over left eye and on right thumb, gray eyes, regular nose, fair complexion, round face, stout active make, 5 feet 10 inches higb, about 26 years of age, fair hair, hair grows thin on face, shave? seldom; wore a round black cap, with peak, gray coat, trowsers, and vest. Description of EDWARD WATSON, native of High Broughton, Manchester, who stands chorged with having, on the 30th day of September, 189), in the barony of Berrymore, parish of Templerobin, stolen the sum of £ 9 # t. 3d., the moneys of Herbert Ravenscroft, Lieutenant 1st Batt. Manchester Regi- ment; and also with having embezzled about £<*, moneys of Military Canteen at Rocky Island, Cork Harbour:—- Has lost front tcoth in upper jaw, blue eyes, reddish nose, fresh complexion, round full face, stont make, 5 feet 6 inches high, about 24 years of age, fair moustache and hair; wore a hard low hat, dark tweed coat, trowsers, and vest; is a sergeant 1st Batt. Manchester Regiment. Left Rocky Island in uniform about 9.30 p. m., and Qaeanstown by 11 p. m. train, 30th September, dressed in new dark tweed suit. Warrant issued. Queenstown, 3rd Oct., 1891. Description of MICHAEL CORCORAN, native of Kildare town, who stands charged with having, during the past two months in the barony of Clonmao- ncon, parish of Kilclooney, wilfully neglected to main- tain his two children, in consequence whereof they have become chargeable, and are still chargeable to the rates of Ballinasloe Poor Law Union:— Hole on back of neck, with scar across therefrom about lfc inches long, tatooed marks ( probably figures of woman) on both asms, blu^ ny- ordinary ro » e, JS allow nom- plexioa, round face, sWftt make, 5 feet, 7 inches high, about 45 years of age, dark hair, dark beard worn full; wore a brown hard hat, black short coat, corduroy trowsers, brown vest; spent 13 jesrs in army, spent past 4 years in Tullow, county Carlow, in the employ- ment of a Mr. Patrick Kelly; is a labourer. Description of JOHN GRIMLEY, native place unknown, who stands charged with having, on the 4th October, 1891, in the barony of Borough of Limerick, parish of St. John's, stolen a coat and trowsers and a sum of about twenty- five or twenty- six shillings, the property of gunner John Johnston, Royal Artillery :— Cicatrix inner side of left knee and leg, tattoo marks on back and front of both forearms; gray eye s, fresh complexion, 5 feet 8£ inches high, about 21 years of a « > e, drak brown hair. Description of MICHAEL CONNELL ( mother's surname Ryan), native of Knockshanbrittas, who stands charged with having, on the 17th September, 1891, in the barony of Kilnamanagh, Upper, parish of Doon, seriously assaulted Rodger Ryan, by striking him onjhe head with a stone, thereby placing his life in danger;— Marks of sore on left cheek, hardy active appearance,- nose sharp, pointed, and turned to one side, narrow mouth with cocked lips, high cheek bones, gTay eyes, long thin nose, fresh complexion, shaves all his face except moustache, which is clipped short, dark hair, medinm make, 5 feet 8 inches high, about 31 years of age; wore a friese frock coat, tweed trowsers snd vost; is a farmer's son. Description of MICHAEL STAPLETON ( mother's surname Purcell), native of Gortkelly, and TWO MEN unknown, native places unknown, who stand charged with having, on the 3r< f September, 1891, in the barony of Eliogarty, parish of Temple- more, seriously assaulted Sergeant Thomas Devany and Constable James Drohan, R. I. C., while in the execution of their duty :— 1. Small sandy side whiskers and moustache, good looking, blue eyes, regular nose, pale complexion, round face, stont make, 5 feet 8 inches high, about 29 years of age, sandy hair; wore a soft black halt, lost in the row and flffw in possession of the Police, blue overcoat, and black trousers aJd vest. Is a Farmer and returned American. 2. Round shoulders, fresh cut on eyebrow, blue eyes, sandy complexion, round face, stout make, 6 feet high about 34 years of age, sandy hair; wore a soft black hat, brown tweed coat, and black trowsers and vest. 3. Fresh cut on forehead, blue eyes, yellow com- plexion, round face, stout make, 6 feet 7 inches high, about 30 years of age, fair hair; wore a soft black hat, dark tweed coat, ifcfewi trowsers, and black vest. Tempore, 5th Sept., ti^ J, ( U494 c.— 93169,) Description of PATRICK DELANEY, native of Holycross, county Tipperary, who stands oharged with having, on the 15th day of July, 1891, in the barony of Clanwilliam, parish of Tipperary, and town of Tipperary, when under arrest for larceny of whiskey from a dwelling, escaped from custody :— Blotches on face, very sharp manner of speaking; gray eyes, very small nose, red complexion, very thin face, slight make, 5 feet 8 inches high, abont 45 years of age, dark hair turning gray; were an old tweed coat, dark trowsers, and old vest; shabby clothes, coat torn on left arm ; is a tramp, Warrant for his arrest with District Inspector, Tipperary. Description of MICHAEL STACHAM ( mother's surname Byrne), and JAMES HAYES ( mother's surname Waters), natives of Seven Churches, county Wicklow, who stand charged with having, on the night of 5th or morning of 6th August, 1891, in the barony of Ballinacor North, parish of Derrylossary, and county Wicklow, stolen two scythes, the property of John Richardson and Richard Johnston, both of Laragh East:— 1. Blue eyes, regular nose, rather pale complexion, round face, stout make, shaves all his face which is very small, 5 feet 4 or 5 inches high, about 22 yeqrs o^ age, dark brown hair* wore a dark tweed coat, light tweed trowsers and vest. 2. Blue eyes, long thin noie, sallow complexion, thin face, medium make, shaves his face except moustache, which is very small and light colour. 5 feet or 7 inches high, about 22 or 23 years of age; wore a dark serge sack coat, light tweed trowsers and vest. DUPLIN METROPOLITAN POLICE. G Division.* Particulars relative to convict JOHN O'BRIEN, 166, convicted at the Dublin ' Commission on 3rd August, 1887, for larceny, and sentenced to 5 years; 61 years of sge on conviction, married, is a painter, born in Dublin, where he resided before conviction, and where his friends reside:— Gray hair, blue eyes, brown eyebrows, medium nose, small mouth, fresh complexion, oval visage, proportionate make, 5 feet inches high; lost three upper front teeth, sore mark on left shin, swelling vein in calf of right leg. This man was released from Maryboro' Prison, 9th July, 1891, on lic- snoe. He left his rei- i ioa^ p^ 20, North Cumberland- street, Dublin, without report- ing same to the Police, and his present whereabouts is unknown. In the event of his arrest he should be dealt with under the 5th section of the Act 34 and 35 Vic., cap. 112. ( 432 H. C.) Particulars relative to Supervisee GEORGE GRIMES, copvicted at Liverpool County Sessions, on 17th January, 1888, for receiving stolen cotton, and sentenced to 2 years' hard labour and 3 years police supervision:— 49 years of age on conviction, dark brown hair, thin on crown, hazel eye*, fresh complexion, proportionate make, 5 feet 7 J inches bigh, cut eaob side of forehead, right eyebrow, bridge of nose, left cheek bone, and OP ireide of left shin; is a marine store dealer; born in county Armagh; resided before conviotion at 3, Camden- street, Bootle. Wanted at Chelmsford, charged with having, oa or about 8th October, stolen a gun and two powder flasks ( all recovered, excepting cne copper powder flask), at Little Baddow, the property of Herbert Smith:— Expiree, K 794, CHARLES FRANKLIN, about 33 years of sge, 5 feet 11$ inches bigh. dark hazel eyes, dark brown hair, dark complexion, proportionate build; is a labourer, end native of Little Baddow. Marks:— Scar on back of head. Right side— cross on forearm, part ring on second finger, scar on buttock and Lip. Left side— soar on shoulder, cross and characters with C. L. on forearm, blue figure above, part crown on wrist, and two indistinct letters and six < Tots on beck of hand, tattoo marks on centre of chest. Has been previously convicted at Essex Sessions ( also six times summarily), on 28th November, 1* 76, for housebreaking. sentenced to 2 months; on Ifcth Octobfer, 18^ 75. for larceny, sentenced to 9 months; on* 5? jltlOfovember, 1879, for stealing, sentenced tj 18 months; on 15fh October, 1884, for horse stealing in ^ Southend Division, sentenced to 5 years' penal servitude; on 20th November, 1888, for failing to report, & c., licence revoked. Franklin is a dangerous character, and likely to offer violent resistance to his apprehension. Was last hbdfa of at Maldon, on Sth October, where he sold lhe pun and flask. Description of a man, supposed name BARTER, native place unknown, charged with larceny of jewellery from lodginghouse ( for description see property stolen):— About 25 years of age, 5 feet inches high, fair complexion, brown hair and moustache, very bright eyes colour unknot ri, pointed chin, has good appearance and address; dressed in a black hard felt hat, brown tourist's suit, and lace boots. Left behind him a brown leather portmanteau fastened with a brass padlock, and a new small- sized Gladstone bag, nickle lock and end fastenings, containing a small common American cloth hand- bag and two metal electric light globe ornaments, shape of tulip, an iron case opener, and a small saw in handle. Born in Liverpool; travels with sparring booth, and is well known as an associate of pugilists at fairs or like gatherings; may seek employment at rail- ways or waterworks in course of construction. Description of an ass, property of Michael Ashe, of Staplestown, which was stolen off the public road of Staplestown, parish of Ballinafagh, barony of Clane, on 27th September, 1891:— Gray gelding, shod on two fore feet, small but strong; value about £ 3. Believed to have been taken by a driver named " Loughrea," who is low sized, gray hair, no front teeth; wore brown hat, dark coat, moleskin trowsers. He can be indentified by Donadea police. Description of an aes, the property of Edward Prendergast, which was stolen from the lands of Carrickmacintyre, parish; of Annagh, barony of Costello, on night of 6th or morning of 7th October, 1891;— Mare ass, dark brown colour, eight years old, w as rearing a foal, unshod and hoofs uncut, but may bave been pared and shod since; rough scar just above hoof on one of fore legs; value 80*. Description of a revolver, property of Earl de Montalt which was stolen from the dwelling- house occupied by his caretaker, John Roche, at Monroe, parish of Clonculty, and barony of Lower Kilna- managh, on Sunday, 27th September, 1891:— A five chambered revolver, loaded in three chambers, tho words „ British Bulldog " and " Hawarden," in small letters, engraved on barrel, about inches long, bluish colour, old and rusty, the barrell thick, about inches long, round on outside, four grooves on inside, a strap of metal running back from the barrell along the stock and continuing up to the trigger- guard, dark wooden stock; value for X t. 4th October, l » 91. Description of plate, the property of Ardnurcher Parish, which was stolen from the Protestant Church at Horseleap, parish of Ardnurcher, barony of Moy- cashel, on tho 28th or 29th day of August, 1891, probably by tinkers:— One large flagon, supposed silver, broad ht bottom, taporiag to top, side straight, had a lid, handle, aud spout, no inscription; one chalice, gold lined, no inscription, goblet- shaped, similar to a large wine- glass, supposed silver, but may be plated; one paten, supposed silver, may be plated, has a raised bottom of about two inches, size of a breakfast plate, inscribed" Ardnurcher Church"; one alms- dith, very small, silver, quite flat, with a rim, inscribed " Horse leap Church, 1806.
