No Description can be inserted unless an Information shall have been Sworn j but it is not necess* rr to forward the Informations to the Inspector- General. ' Notices respecting all Felonies and such Misdemeanours as are of an aggravated nature will be inserted. All Descriptions of persons whose apprehension is sought on a charge of Misdemeanour should be accompanied by a statement that a Warrant has been issued, . and by the name of the person in whose hands it is. But the Constabulary should remember that they cannot arrest a person charged with an offence of thii nature unless they have the Warrant in their possession when making the arrest. %• Should irregularities arise in the delivery of the Hue- and- Cry, it wiil be necessary to forward one of the covers, or give the number it bears aa without this Information the mistake cannot be rectified. Prison and Police Authorities are particularly requested to be good enough to inform the Inspector- General, Royal Irish Constabulary, Dublin Caatle, of the abolition of Gaols, Stations, etc., and of any circumstances rendering the supply of the " Hue- and- Cry" no longer necessary. Description of WILLIAM JOHN SCOTT, native place unknown, who stands charged with having, on the 28th September, 1891, at Portrush, in the barony of lower Dunluce, parish of Ballywillin, when under arrest for larceny of clothing, assaulted Constable William Buchanan, and escaped from custody?— Dark brown eyes, regular nose, sallow complexion, thin facs, slight make, 5 feet 6 inches high, about 30 years of a? e, dark hair; wore a faded gray tweed coat, gray tweed trowBers and vest; is a tramp, sings in towns, and served in the militia. Description of the undernamed young offender, who, on the 11th September, 1891, absconded from the Molone Reformatory School at Belfast :— HUGH BELL, 16 years of age, brown hair, brown eyes, brown eyebrows, regular nose, large mouth, fresh complexion, oval visage, stout make, 4 feet 10 inches high, scrofula marks on left side of neck, chicken- chested ; is a farm boy; formerly belonged to Clifton- street, Belfast, where he was born; his parents reside st 86, Boundry- street; his ancle, George Bell, Farmer, livts at Ballykeel, Dromore, county Down. Dressed when he absconded in a Glengarry cap, dark tweed jacket, trowsers, and vest, blue and white sniped shirt, red and black check tie, Blucher boots, ar. d woollen stockings. The Manager of the Reformatory will defray the " xpenses of his conveyance, it arrested, to the nearest .1 nstioe on remand, and will reward the person who may captu^ iim with £ 1. 17th September, 1891. ( 425 H. O.) ANDREW GRAHAM ( young offender^, Hue- and- Cry, 23rd June, not arrested. ( 393 H. C.) Belfast. Description of EDWARD S. W. DE COBAIN, native of Belfast, who stands charged that he did, within the past two years, at Belfast, commit an art of gross indecency with another male person, and within the same time, and at the place aforesaid did incite divers other male persons to commit sodomy:— Walks erect, square shoulders, corpulent, contracts eyebrows when speaking, gray eyes, regular nose, pale complexion, full face, stout make, 5 feet 10 inches high, about 48 years of age, dark brown hair; wore a silk hat, black Chesterfield overcoat, black frock coat, dark trowsers, and dark vest; is a Member of Parliament. Warrant in hands of District Inspector, Detective Department, Belfast, to whom information should be sent. NOT*.— Arrest cannot be legally made without Warrant. Belfast, 15th April, 1891. Carlow. Description of PATRICK CUMMINS ( mother's surname Neill), native of Bagnalstown, who stands charged with having, on the 9th day of July, 1891, in iho barony of Idione East, parish of Dunleckney, seriously assaulted one Patrick Whelan, by stabbing him with a knife. This man was bailed to take his trial for said offence at Carlow Quarter Sessions, on 22na inst., but failed to surrender to b? s recognizances- Light cut mark over left eye and on right thumb, gray eyes, regular nose, fair complexion, round face, stout active make, 5 feet 10 inches high, about 26 years of age, fair hair, hair grows thin on face, shaves seldom; wore a round black cap, with peak, gray coat, trowsers, and vert. Bench Warrant has been issued for his arrest, and is in the bands of the District Inspector at Bagnalstown. Bagnalstown, 23rd Oct., 1891. ( 7451 94556.) Cork. - Description of EDWARD WATSON, native of High Broughton, Manchester, who stands charged with having, on the 30th day of September, 1891, in the barony of Barrymore, parish of Templerobin, stolen the sum of £ 9 3 d., the moneys of Herbert Ravenscroft, Lieutenant 1st Batt. Manchester Regi- ment; and also with baving embezzled about £ 8, moneys of Military Canteen at Rocky Islard, Cork Harbour:— Has lost front tooth in upper jaw, blue eyes, reddish nose, fresh complexion, round full face, stout make, 5 feet 6 inches high, abcut 24 years of age, fair moustache and hair; wore a bard low hat, dark tweod coat, trowsers, and vest; is a sergeant 1st Batt. Manchester Regiment. Left Rocky Island in uniform about 9.30 {>. m., and Queenstown by 11 p. m. train, 30th September, dressed in new dark tweed suit. Warrant issued. Queenstown, 3rd Oct., 1891. Description of MICHAEL CORCORAN, native of Kildare town, who stands charged with baving, during the past two months in the barony of Clonmac- noon, parish of Kilolconey, wilfully neglected to main- tain his two children, in consequence whersof they have become chargeable, and are £ tiil chargeable to the rates of Ballinasloe Poor Law Union:— Hole on back of neck, with scar across therefrom about 1J inches long, tatooed marks ( probably figures of women) on both arms, blue eyes, ordinary nose, sallow oom- plexiou, round face, stout make, 5 feet, 7 inches high, about 45 years of age, dark hair, dark beard worn full; wore a brown hard hat, black short coat, corduroy trowsers, brown vest; spent 13 yesrs in army, spent past 4 years in Tullow, county Carlow, in the employ- ment of a Mr. Patrick Kelly; ifl a labourer. Description of JOHN GRIMLEY, native place unknown, who stand) charged with having, on the 4th October, 1891, in the barony of Borough of Limerick, parish of St. John's, stolen a coat and trowsers and a sum of about twenty- five or twenty- six shillings, the property of gunner John Johnston, Royal Artillery:— Cicatrix inner side of left knee and leg, tattoo marks on back and front of both forearms; gray eyes, fresh complexion, 5 feet 8£ inches high, about 21 years of ago, drak brown hair. This man deserted from the 69th Field Battery, Royal Artillery, at Limerick, on the 4th of October, 1891, and may be wearing the clothes which he stole, Which are of the following description, dark tweed coat and irowsers. Description of JOHN PURCELL, native of Mons- mondra, Queen's County, who stands charged with having, en the 14th October, 1891, at Ballycleary, in the barony cf Upperwoods, parish of Offerlane, stolen tie mm of 10*. from his mister:—- Light brown eyes, hocked rose, sandy complexion, thin faie, medium » a> e, 5 ' est 8 inches high, abcut 36 years of age, thin sandy beard, sandy hair j wore a soft black hat, dark morning coat, and barracan trowsers, no vect j is a tramping labourer. Hue- and- Cry, 22nd ( 9847 c.— 89331.) Tipperary. Description of JAMES BRIEN, alias BRIEN THE RAKE mother's surname Power), native of Tip- peraiy, S. B., who stands charged with having, on the 22nd October, 1891, in the barony of Slievardagh, parish of Newtown, stolen the sum cf J618 from his employer, James Whelan, of Oldcastle:— Walks with a heavy slovenly gait; light brown eyes, slightly cooked nose, rather tallow complexion, large bold full face, stout square make, 5 feet 7 or 8 inches high, about 22 or 23 years of age, fairish bar; wore a brown tweed cap with peak and ear flaps tied at top, coerse brown tweed sack coat and trowsers, dark vest; is a labourer and deserter from army; frequents Kil- kenny and Waterford. Description of MICHAEL CONNOLLY, native place unknown, who stands charged with having, on the 13th October, 1891, in the barony of Upper Ormrnd, parish of Agbnameadle, indecently assaulted Annie Quinlisk, aged 14 :— Regular nose, fair, inclined to red, complexion, regular face, medium make, 5 feet 6 inches high, about 27 or 28 years of sge; wore g^ sy coat, gray trow? ers, and black peaked cap, flat Crown; is a farm servant and discharged soldier. Sometimes goes on tramp around borders of North Tipperary and King's County. Warrant in porses- fion of Sergeant Kelly, Toomevara. Nenagh 15th October, 1891. ( 12200 c.— 94331.) Description of EUGENE MOORE, native place unknown, who stands charged with having, on the 17th day of September, 1891, in the barony of Iffa and Offa Fast, parish of St. Mary's, stolen a blue waterproof overcoat, the property of Mr. John Hurley, Carrick- on- Suir, which has since been recovered :— Mark of recent cut on bridge of nose, light gray eyes, shout thick nose, dark sallow complexion, broad face, medium make, 5 feet 5 irches high, about 37 or 38 years of age, dark brown hair; is a horse trainer. Warrant in hands of D. I., Clonmel. Clonmel, 28th Sept, 1891. ( 11888 c.— 93817.) Description of MICHAEL CONNELL ( mother's surname Ryan), native of Knockshanbrittas, who stands charged with having, on the 17th September, 1891, in the barony of Kilnamanagh, Upper, parish of Doon, seriously assaulted Rodger Ryan, by striking him on the head with a stone, thereby placing his life in danger;— Marks of sore on left cheek, hardy active appearance, nose sharp, pointed, and turned to one side, narrow mouth with cocked lips, high cheek bones, gray eyes, long thin nose, fresh complexion, shaves all his face except moustache, which is clipped short, dark bair, medium make, 5 feet 8 inches high, about 31 years of age; wore a frieze frock coat, tweed trowsers snd vast; is a farmer's son. Description of MICHAEL STAPLETON ( mother's surname Purcell), native of Gortkelly, and TWO MEN unknown, native places unknown, who stand charged with having, on the 3rd September, 1891, in the barony of Eliogarty, parish of Temple- more, seriously assaulted Sergeant Thomas Devany and Constable James Drohan, R. I. C., while in the execution of their duty :— 1. Small sandy side whiskers and moustache, good looking, blue eyes, regular nose, pale complexion, round face, stout make, 5 feet 8 inches bigb, about 29 years of age, sandy hair; wore a soft black hat, lost in the row and now in possession of the Police, blue overcoat, and black trowsers and vest. Is a Farmer and returned American. 2. Round shoulders, fresh cut on eyebrow, blue eyes, sandy complexion, round face, stout make, 6 feet high, about 34 years of age, sandy hair; wore a soft black hat, brown tweed coat, and blaek trowsers and vest. 3. Fresh cut on forehead, blue eyes, yellow com- plexion, round face, stout make, 5 feet 7 inches high, about 30 years of age, fair hair; wore a soft black hat, dark tweed coat, brown trowsers, and black vest. Warrant issued for arrest of No. 1. Templemore, 5th Sept, 1891. ( 11494 a— 93169.) Description of PATRICK DELANEY, native of Holycross, county Tipperary, who stands charged with having, on the 15th day of July, 1891, in the barony of Clanwilliam, parish of Tipperary, and town of Tipperary, when under arrest for larceny of whiskey from a dwelling, escaped from custody :— Blotches on face, very sharp manner of speaking; gray eyes, very small noee, red complexion, very thin face, slight make, 5 feet 8 inches high, about 45 years of age, dark hair turning gray; were an old tweed coat, dark trowsers, and old vest; shabby clothes, coat torn on left arm ; is a tramp, Warrant for his arrest with District Inspector, Tipperary. Description of PATRICK DWYER, native of Grovestown, Dundrum, who stands charged with having, on or about the 4th June, 1891, at Ballygur- rane, in the barony of Kilnamanagh, Lower, parish of Oughterleague, stolen four yearling cattle, the pro- perty of Rhody Dwyer, off his farm at Ballygurrane: — Delicate looking, stands erect, shaves all face except slight moustache, dark eyes, regular nose, dark com- plexion, thin face, slight make, 5 feet 9 inches high, about 32 years of age, dark bsir; wore a brown hat with crape band, plaid sack coat, black cloth trousers, plaid vest; is a clerk. ( 11148 c.— 92603) Tyrone, Description of ANDREW M'CREA, native of Killowen, who stands charged with having, on the 9th October, 1891, in the barony of Omagh West, parish of Longfield West, fired a shot at John M'Menamin:— Shaved all his face recently except moustache, which is sandy; brown eyes, regular nofe, fresh complexion, round full face, stout make, 5 feet incnes high, about 28 years of age, ssndy hair; is a Labourer. Warrant for arrest in the hands of Sergeant Mulcahy at Drumquin. Newtownstewart, 14th October, 1891. 12193 94309. Waterford. Description of THOMAS CASHEL ( mother's surname Foley), native of Cappoquin, who stands charged with having, on or about the 3rd September, 1891, in the barony of Coshmore and Coshbride, parish of Lismore, stolen a letter cortaining a postal order for 15*. - Walks with a slight stoop and swaggering gait, gray or blue eyes, regular nose, fresh complexion, full face, medium make, 5 feet 6 inches high, about 18 years of age, fair hair; were a light tweed cap, dark tweed coat, dark trowsers and vest; is a servant bey. It is probable he may have enlisted. Wsrrant has been issued fof his arrest in hands of Dis'rict Inspector, Cappoquin. Cappoquin, 2? rd Oat,, 1831. ( 12255 c.— 94555.) Wicklow. Description of MICHAEL STACHAM ( mother's surname Byrne), and JAMES HAYES ( mother's surname Waters), natives of Seven Churches, county Wicklow, who stand charged with having, on the night of 5th or morning of 6th August, 1891, in the barony of Ballinacor North, parish of Derrylossary, and county Wicklow, stolen two scythes, the property of John Richardson and Richard Johnston, both of Laragh East:— 1. Blue eyes, regular nose, rather pale complexion, round face, stout make, shaves all his face which is very small, 5 feet 4 or 5 inches high, about 22 years o' age, dark brown hair; wore a dark tweed coat, light tweed trowsers and vest. 2. Blue eyes, long thin nose, sallow complexion, thin face, medium make, shaves his face except moustache, which is very small and light colour, 5 feet or 7 inches high, about 22 or 23 years of age; wore a dark serge sack coat, light tweed trowsers and vest. DUBLIN METROPOLITAN POLICE. 6 Division. Particulars relative to convict JOHN O'BRIEN, 166, convicted at the Dublin Commission on 3rd August, 1887, for larceny, and sentenced to 5 years 5 61 years of sge on conviction, married, is a painter, born in Dublia, where he resided before conviction, and where his friends reside:— Gray hair, blue eyes, brown eyebrows, medium nose, small mouth, fresh complexion, oval visage, proportionate make, 5 feet 6^ inches high; lost three upper front teeth, sore mark on left shin, swelling vein in calf of right leg. This man was released from Maryboro' I^ fcor, 9th July, 1891, on licence. He left his residence, 20, North Cumberland- street. Dublin, without report- ing same to the Police, and his present whereabouts is unknown. In the event of his arrest he should be dealt with under the 5th section of the Act 34 and 35 Vic., cap. 112. ( 432 H. C.) Particulars relative to Supervisee GEORGE GRIMES, convicted at Liverpool County Sessions, on 17th January, 1888, for receiving stolen cotton, and sentenced to 2 years' hard labour and 3 years police supervision:— 49 years of age on conviction, dark brown hair, thin on crown, hazel eye", fresh complexion, proportionate make, 5 feet 7| inches high, cut each side cf forehead, right eyebrow, bridge of nose, left cheek bsne, and o" irride of left shin; is a marine store dealer; born in county Armagh; resided before conviction at 3, Cam den- street, Bootle. This man left Emyvale without reporting to police, and is supposed to have gone to Glasgow. ( 431 H. C.) GEORGE BATES ( embezzling), Hue- and- Cry, 6th October, has not been arrested. ( 422 H. C ) Licrn- ed Convict WM. GEORGE FRAZER, Hue- and- Cry, 6th October, has cot been airested. ( 410 Ha) Licensed Convict WILLIAM MURRAY, Hue- and- Cry, 29th September, has not been arrested. ( 4' 6 H. 0.) ENGLISH POLICE. Essex. Wanted at Chelmsford, charged with having, on tr about 8th October, stolen a gun and two powder flasks ( all recovered, excepting cne cooper powder flask), at Li'tie Baddow, the property of Herbert Smith:— Expiree, K 794, CHABLES FRANKLIN, about 33 years of age, 5 feet ll£ icchis high, dark hazel eyes, dsrk brown hair, dark complexion, proportionate build; is a labourer, snd native of Little BaddoW. Marks:— Scar on back of head. Right side— cross on forearm, part ring on second flrger, scar on buttock and lip. Left side— soar on shoulder, cross snd characters with C. L. on forearm, blue figure above, pait crown on wrist, and tw6 indistinct letters and six dc- ts on back of band, tattoo marks on oentre of chest. When la t seen was dressed in light overcoat and light felt hat, and had beard, Ac., of about a week's growth. Has been prei iously convicted at Fssex J Sessions ( also six times summarily), on 28th November, 1676, for housebreaking, sentenced to 2 months; on 1 f- th October, 1877, for larceny, sentenced to 9 months; on 25th November, 1879, for stealing, sentenced to 18 months; on 15th October, 1884, for horse stealing in Southend Division, sentenced to 6 years' penal servitude; on 20th November, 1888, for failing to report, & c., licence revoked. Franklin is a dangerous character, and likely to offer violent resistance to his apprehension. WHS last heard of at Maldon, on 9th October, where ho sold the gun and flask. A photo, can be seen on application. Please circulate information and cause all possible enquiry to be made for him. Description of a man, supposed name BARTER, native place unknown, charged with larceny of jewellery from lodgingbouse ( for description see property stolen) :— About 25 years of sge, 5 fee t 6 inches high, fair complexion, brown hair and moustache, very bright eyes colour unknown, pointed chin, has good appearance and address; dressed in a black bard felt hat, brown tourist's suit, and lace boots. Left behind him a brown leather portmanteau fastened with a brass padlock, and a new small- sized Gladstone bag, nickle lock and end fastenings, containing a small common American cloth hand bag and two metal electric light globe ornaments, shape of tulip, an iron case opener, and a small saw in handle. Wanted here on Sheriff's warrant for theft:— THOMAS SMITH, alias DOOLAN, alias CAIR- NEY, alias CAIBNS, alias DAVID LARVIN, alias JOHN KELLY, 28 years of age, 5 feet 8 inches in height, freeh and ruddy complexion, dark brown hair and moustache, blue eyes, ordinary make. Marks :— Varicose veins on right leg, cut mark cn right temple and ear. Dress:— Brown felt hat, light gray check tweed jacket suit, red coloured scarf, clothing in fair condition. Born in Liverpool; travels with sparring booth, and is well known as an associate of pugilists at fairs or like gatherings; may seek employment at rail- ways or waterworks in course of constim^ n.
