All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOK OF THE POLICE GAZETTE, NEW SCOTLAND YAHD, LOXDON, S. W. 2. Particulars concerning personswhose apprehension is sought will be inserted in one issue of the TOLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will he prominently inserted, with detailed particulars, at a cost of 15. s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. < S. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7- • Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended, or of stolen property bear a number, and are alphabetically arranged by counties. & 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond S[ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in • the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— C. I. Department. — For conspiring to defraud insurance companies — JOSEPH ADAMS, late of 142, Gipsy- hill, Norwood, agent and coffee- house keeper; age 55, height 5 ft. 7 or 8 in., com- plexion fresh, hair, beard, whiskers and moustache brown ( turning grey). Generally carries gold eye- glasses. May be wearing a long rough ulster- coat, generally wears spats, also a heavy gold watch chain, and diamond rings. He has kept a coffee- house at Hastings, and is known at Southend, Brighton, Guildford, and Woking. Warrant issued. 2— Convict Supervision Department. — AVoodcut portrait of expiree EDWARD JARVIS, aliasTEDDY MARKEE, and MONTAGUE, Office No. 17693, whose arrest is sought for larceny ( person). See Case No. 2, 25th ult. 3.— D Division. — For embezzling £ 18 2s. 5d., on 3rd inst.— JAMES BAXTER, age 53, height 5 ft. 10 in., stout build, complexion fair, hair and moustache ( turning grey) light, eyes grey, rough voice; dress, dark suit, lace boots, black hard felt hat. Warrant issued. 4.— D Division.— Woodcut portrait and de- scription of HENRY JOHN TYON, alias DYER and JACK CONWAY, whose apprehension is sought for stealing £ 90 on 27th ult., age 27, height 5 ft. llTn., complexion pale, hair and moustache dark brown, eyes blue, smart military appearance; dress, light tweed jacket suit, and probably heavy tweed ulster, and tweed cap or black felt hat. Has been employed as barman and public house manager, and will probably seek similar employment in the provinces. 5.— V Division.— For embezzling £ 10 — WM. SCOONS BOORMAN, age 50, height 5 ft. 4 in., complexion and hair ( turning grey) dark, walks with a quick step ; dress, black diagonal coat and vest, light trousers, black felt hat. Warrant issued. 6— V Division.— For stealing a blue serge jacket suit; a blue pilot overcoat; black merino dress j 3 blankets; 2 sheets; 1 white quilt; 2 pillow- cases ; 1 brown fur cape; 1 apron ; 2 lady's combina- tions ; 2 pair drawers ; 1 silver bracelet; 1 silver brooch; and a lady's gold dress ring— EDWARD BEECHY, a boot and shoe repairer, age 45, height 5 ft. 5 in., complexion and hair ( turning grey) dark ; dress, black clothes, hard felt hat, or may be wear- ing the stolen serge suit. BEECHY, a laun- dress, age 50, height 5 ft. 2 in., complexion and hair dark; dress, black paisley shawl, and black bonnet trimmed with beads. They may be found at Black- water, Virginia Water, or Windsor. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 7.— For embezzling £ 534r— WALTER O'BRIEN, late of 71, Clyde- road, Croydon, age 25, height 5 ft. 7 in., complexion sallow, hair and moustache dark, slightly round- shouldered ; dress, dark clothes, brown felt hat. A clerk. Absconded 9th inst. Warrant issued. 8.— For embezzlement— GEORGE BALL, late of 70, Kingsbury- road, Balls- pond- road, age 29, height 5 ft. 8 in., complexion pale, hair, small side- wliiskers, A native of London 2 T H E POLICE GAZETTE! May bo accompanied by a woman named Compton, and may visit Northampton or Birmingham. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 9.— Wokingham ( County).— For stealing from a coach- house at Fineliampstead, during the night of 17th inst.— 2 blue cloth knee rugs, with white metal centres, both lined with plaid material ( one dark green, the other blue and green, with a red stripe) ; a white waterproof rug, lined with plaid material, metal centre ; a pair of carriage lamps, square, silver- plated inside, maker's name " Gough Brocknell " on candle sockec— A MAN, age about 45, height 5 ft. 6 or 7 in., complexion, hair, and small side- whiskers dark, moustache ( cut short) turning grey ; dress, long dark brown overcoat, dark trousers, button boots ( very much worn), black hard felt hat. A parcel, supposed to contain the stolen property, was sent to Kingston by rail from Bagshot, where it was claimed by a man answering the description of above, who signed his name " W. White" in receipt book on 19th inst. This man committed a similar larceny at Sandhurst on night of 8th inst. ( See Case No. 5, 16th inst.) 10.— Wokingham ( County).— For stealingjfrom a coach- house, at Sandhurst, during the night of 8th inst.— 3 pairs of old carriage lamps, silver- plated inside, makers " Fleming, Reading," " Peters, London," and " Lush, Wokingham "— A man who gave the name of W. WHITE, age about 45, height 5 ft. 6 or 7 in., hair, small side whiskers, and mous- tache ( turning grey) dark ; dress, long dark brown overcoat, dark trousers, button, boots ( very much worn), black hard felt hat. Was traced to Wralton on- Thames Railway Station, and from here to Hampton Court- road, carrying a canvas bag, sup- posed to contain the stolen lamps. Information to Supt. Atkin, Wokingham. 11.-— Windsor ( Borough). — For embezzling £ 19 17s. 9d., on 2 « tli August last — ROBERT PAGE KEIGHLEY, a dairy manager, age 50 to 55, height about 5 ft. 8 in., complexion, hair, whiskers, and moustache ( turninggrey) dark, wears spectacles, round - shouldered ; dress, dark tweed suit, black hard felt hat or grey polo cap, which he wears at back of head. Warrant issued. Information to Supt. Armour, Windsor. BUCKINGHAMSHIRE. 12.— Chesham ( County).— For stealing, 10th inst., a dark brown mare pony, 8 years, about 12 hands, recently clipped, small star on forehead, brand mark near side, hidden by saddle, in fail- condition ; a set of black leather brass- mounted harness; a light village spring cart, black body, buff- coloured spars and splash- board, 3 spokes near wheel damaged, " Charles Darvell, Chesham," painted on off shaft; and a brown rug, with stripes, " C. Drtrvell " in coloured wool thereon— FREDK. CLEMENTS, a journeyman house- painter, age 25 to 27, height 5 ft. 4 or 5 in., slight build, complexion pale, hair brown, moustache ( small) light brown; dress* dark tweed jacket, giey tweed trousers, black hard felt hat. A native of Haydon- road, South Wimbledon. Was accompanied by a woman, age about 25, tall and fair, light brown hair. Warrant issued. Information to Inspector Clarke, Chesham. 13.— Great Marlow ( County).— For embezzle- ment, on 12th Sept. last— JAMES FAULKNER, ngc abont 36, height 5 ft. 5 or 6 in., rather stout, complexion ruddy, hair brown, whiskers and mous- tache carroty; prominent red nose, front teeth bad and discoloured, coarse visage, tattooed both fore- arms, supposed ship, anchor, Ac. ; dress, dark pilot jacket, blue guernsey, soft billycock hat or cap, mixture cloth trousers, and lace boots. A milkman; has served Several years in merchant ships, and has stated that he should try to again join a merchant ship. Supposed to have been convioted in London a few yeax- s ago for embezzlement while selling milk for a dairyman. Warrant issued. „ Information to Sergt. Summers, Great Marlow. 14.— SlOUgh ( County).— For obtaining money by false pretences— J. DADFORD, age about 40, height 5 ft. 4 in., complexion fresh, hair brown, whiskers and moustache auburn, rather long red nose, stoops when walking, and carries a stick; dress, black diagonal coat, dark grey striped trousers, white collar and tie, hard felt hat, with Hat top. He is a photographer, and visits gentlemen's houses soliciting orders, accompanied by a boy about 12 years of age. Warrant issued. Information to Supt. Sutton, Slough. CAMBRIDGESHIRE. 15. — Isle of Ely ( County).— For stealing a mackintosh coat ( recovered), at Chatteris, on or about 26th ult.— WILLIE HENRY PHEASANT, age 30, height 5 ft. 4 in., complexion fresh, hair ( parted in centre) light brown, small light mous- tache, heart, anchor, and bracelet tattooed right arm, anchor and tombstone left arm ; dress, blue serge jacket, brown cloth vest, white moleskin trousers, patched at knees, brown cloth cap, with peak, may be wearing a while holland jacket. A native of Barnwell, near Oundle, Northamptonshire. He belongs to the Army Reserve. Warrant issued. Information to Inspector Dockerill, Chatteris. CARNARVONSHIRE. 16.— Carnarvon ( County).— For failing to report— Supervisee JOSEPH HERRING, alias SOLOMON TAYLOR, and JAMES CLARKE, Office No. 42036, age 40, height 5 ft. in., com- plexion swarthy, eyes dark brown, hair dark brown ; cut over left eye, scar bridge and point of nose, left check, 4 indistinct tattoo marks left forearm. Sen- tenced at Beaumaris Quarter Sessions, 15th October, 1890, to 12 calendar months hard labour, and 3 years police supervision for larceny. Information to the Chief Constable, Carnarvon 17.— Conway ( County).— Woodcut portrait and description of WILLIAM HENRY DAYIES, whose apprehension is sought for embezzlement, age 32 to 35, height 5 ft. 6 or 7 in., complexion fresh, hair ( short and slightly turning grey) brown, moustache sandy, full face, tip of nose slightly flattened and turned on one side, ring tattooed on finger of left hand, also Indian ink marks on left hand and arm, walks with a short step ; is addicted to drink and fond of gay company, and appears anxious to make himself agreeable; slightly dissipated appearance. A solici- tor's clerk, native of Rhyl, but knows London well, where he has been living for years. May endeavour to emigrate or go over to France. Warrant issued. Information to Supt. CHESHIRE. 18.— Middlewich ( County)},— For obtaining £ 12 5s., the monies of the Ancient Order of Shepherds, by false pretences— SAMO^ EL COT- TERILL, age about 26, height 5 ft. 8 Or 9 in., complexion very sallow, hair and eyes black, two front teeth in upper jaw very prominent, turns right foot; outwards, very round shouldered, and walks - yyith a swinging gait; dress, dark cloth coat, corduroy trousers, lace boots, and cap with flat top. Information to Supt. Plant, Middlewicb. DERBYSHIRE. 20.— Chesterfield ( County).— For stealing, as bailee, the sum of £ 60 10s., at Whittington Moor, on 23rd ult.— GEORGE TURNER, age 29, height' 5 ft. 8 or 9 in., complexion sallow, hair, side whiskers, and moustache dark brown, walks a little lame, scar back of right hand. A grocer's carter; supposed native of Windsor. Has been employed in a similar capacity in Sheffield. Warrant issued. Information to Supt. Hollingworth, Chesterfield. 21.— Derby ( Borough).— For stealing a watch ( recovered)— JOSEPH BELL, age about 41, height 5 ft. 7 in., hair and moustache turning grey; a native of Leeds. Supposed to be an architect. Ia much addicted to drink. Warrant issued. 22.— Derby ( Borough). — For embezzlement—• CHARLES CANE, age 34, height 5 ft. 7 in., stout build, complexion fresh, hair brown, slight light moustache, eyes grey, bald front of head, slightly bow- legged, has a swinging gait; dress, drab Chesterfield overcoat, dark cloth trousers, and black hard hat. Was employed as carter to a mineral water manufacturer, and has been a cab- driver and bus conductor. May seek similar em- ployment. Absconded 8th inst. Warrant issued. Information to Lt.- Col. Delacombe, Chief Con- stable, Derby. DORSETSHIRE. 23.— Poole ( Borough). — For embezzlement — JOHN WESTON, age about 21, height about 5 ft., complexion dark, hair ( cut very short) dark brown, slight moustache, eyebrows thick and meet over nose, walks peculiarly owing to rupture; dress, black diagonal coat and vest, light striped trousers, plaid peak cap, may be wearing black bowler hat. A native of London. His father and brothers reside at 86, Regent- street. Left Poole on 3rd inst., booking for Southampton. Warrant issued. Information to Supt. Hunt, Poole. DUMFRIESSHIRE. 24.— Dumfries ( County).— For fraud, Septem- ber last, by advertising ferrets, fruit, & c., for sale— License Holder JAMES RIDGEWAY, alias WIL- LIAM HENRY REYNOLDS, W. M. DUXBURY, H. R. DUNSYHE, and JOSEPH CUFFE, Office No. 41478, age 70 ( looks younger), height 5 ft. 8 in, without shoes, complexion sallow, hair grey, whiskers and moustache may be shaved, eyes blue, cataract on each, but most prominent on right, oval face, scar right eyebrow, right knee and chest, several scars rt shoulder- blade, mole near elbow joint, varicose veins light leg, scar left side of head, left knee, and left middle finger. He gives the address of a rural post office, where he calls for letters or writes for them to be forwarded to another post office. Is also wanted in Lanarkshire, and for failing to report, see tabular list, POLICE GAZETTE, 7th August last. Previous convictions:— Fraud at Chester, 28th March, 1857, and sentenced to 4 years penal servi- tude ; Carlisle, 20th October, 1874, to 7 years penal servitude and 7 years police supervision; Manches- ter, for breach of P. C. Act, 20th January, 1882, and sentenced to 9 months imprisonment; Durham, 15th October, 1883, to 10 years penal servitude. Liberated 18th June last. A native of Birmingham. Warrant issued. It is requested that inquiry be made at pn8t offices, lodging and workhouses. Information to Chief Constable Gordon, Dumfries. t- >- 4$ ~ GLAMORGANSHIRE. 25.— Cardiff ( Borough).— For stealing various sums of money, between 17th April and 27th June,., 1891— CHARLES H. J. OSBORNE, a cashier, lately living at , J? eulline Houses Conybeare- road, 1 Canton, age 27, height 5 ft. 6^ in., slight build, FRIDAY, OCTOBER 23, 1891. THE POLICE GAZETTE. 3 complexion pale, hair light brown, small brown moustache, and side- whiskers, thin features, hollow cheeks, high cheek- bones, wears spectacles when reading, is of a quiet retiring disposition, and is a good amateur performer on the violin; usually dresses in a slate- coloured tweed or worsted suit, light brown dust coat, and black hard felt hat. Absconded 15th ult. At one time he kept a greengrocery shop in Cardiff, and may set up a similar business in a small way in another town. Has also been employed in a shipbroker's office, and may attempt to go abroad. Warrant issued. . Information to Head Constable McKeuzie, Cardiff. HAMPSHIRE. 20.— Basingstoke ( County).— For cruelty to a horse— FRANCIS GREEN, alias BOW, age 21, height 5 ft. 11 in., complexion fresh, hair light brown, eyes grey, scar on bottom lip, burn mark on breast; dress, browa jacket, cord trousers, heavy lace boots, black billycock hat. A gipsy. Is well- known in Hampshire, Wiltshire, and Dorsetshire. Commitment warrant for 1 month issued. Information to Supt. Kinshott, Basingstoke. KENT. 27.— Mailing ( County).— For embezzling £ 20 at Wateringbury, between 20th and 28th ulto.— S. EDMONDS, grocer's assistant, age about 27, height 5 ft. 8 or 9 in., complexion, hair and mous- tache dark, very prominent eyes, full face ; dress, black coat, light tweed trousers, black hat, carried a bag. Supposed native of Camberwell. Is well known at 12, Bossington- street, Clapton, London. Warrant issued. 28.— Mailing ( County). — For deserting his children, leaving them chargeable to the Mailing Union, at Wateringbury, 16th ulto.— WILLIAM COOPER, age about 45, height about 5 ft. 7 in., complexion fair, liair, whiskers, and moustache light brown, rather thin face; dress, old long black over- coat, and old lace boots. Is supposed to bekmg to the neighbourhood of Limeliouse. Has a married daughter named Ambrose, residing at Chapel Lane, Gravesend. Warrant issued. Information to Supt. Lane, West Mailing. LANCASHIRE. 29.-- Old Swan ( County).— For stealing from his lodgings, at Fairfield, 27th ult., a Gladstone bag, and a grey leather purse, containing £ 15 gold, and 10s. silver— ERNEST MORDAUNT, alias WM. MORTON or NORTON, age 24, height 5 ft. 2 or 3 in., lather stout build, complexion fresh, hair light; of gentlemanly appearance and good address ; dress, blue reefer jacket, with black silk facings, light trousers, pale blue tie, - white shirt, patent leather boots, brown hard felt hat. A native of Dublin. Information to Supt. Bryning, Old Swan, near Liverpool. NOTTINGHAMSHIRE. 30.— Nottingham ( Borough).— For failing to report— Supervisee JAMES ALEXANDER, alias NOON, Office No. 41945, age 61, height 5 ft. 9£ in., complexion sallow, hair turning grey, eyes brown, 3 moles on throat, 1 left shoulder, 1 left breast, and 1 left buttock, end of first finger right hand injured. Sentenced at Nottingham, 1st October, 1890, to 12 calendar months hard labour and 2 years police supervision fur larceny.— Supervisee JOHN BAG- NALL, Office No. 41825, age 25, height 5 ft. in., complexion dark, hair dark brown, eyes grey, scar on forehead. Sentenced at Nottingham, 2nd December, 1890, to 9 calendar months hard labour and 1 year police supervision for larccny. Information to the Chief Constable, Nottingham. RUTLAND. £ 5 REWARD. 31.— Oakham ( County).— Woodcut portrait and description of WILLIAM MANNING, whose appre- hension is sought for receiving £ 172 gold, well knowing the same to have been stolen, at Ham- bledon, on or about 24th August last— Age 24, height about 5 ft. 9 in., complexion fresh, hair brown, smart appearance, and of good address. A groom; native of Brampton, Northampton. Has been in service at Holdenby, Northampton; Badby House, Daventry; Rugby; in Devonshire Mews, Portland- square, London, and accompanied tho horses from there to the Isle of Wight. Has also SHROPSHIRE. 32. — Bridgnorth ( County). — For house- breaking, 12th inst., and stealing a small silver geneva watch, No. 15322, with metal curb albert and patent winding key attached; also £ 4 12s. ( id. gold and silver— JOHN EVANS, age about 35, height 5 ft. 9 or 10 in., complexion rather dark, little or no whiskers, appearance of a tramping groom; dress, light- coloured plaid coat, light cord trousers, old boots ( left one slit along little toe), black hard felt hat. Stated he is a native of Hadnall, Shropshire. He generally tramps the counties of Shropshire, Montgomeryshire, Wor- cestershire, and Herefordshire, sleeping in casual wards, and begging in the day- time.
