W. 2. - f'art iculars concerning persons whose apprehension is sought will be inserted in one issue of the 1' OLICE GAZETTE, if they are sufficient to enable action to be taken upon them b)/ another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clear!,/ state,! REGULATIONS. of engraving on wood. C. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank titan Superintendent; and, if the name of such person be required to be inserted, and no warrant is inforce against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. i. » Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. . 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noonon Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one tide of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— C. I. Department.— For obtaining goods by means of fictitious cheques on Messrs. Wakefield, Crewdson & Co.' s Bank, Lancaster, and Messrs. Ashby's Bank, Staines — HENRY CHARLES OAKSHOTT, alias WEBBER, WYLDE, WHY- MAN, HARRIS, and CLARK, age 22, height 5 ft. 7 in., slender build, complexion, hair, and small moustache dark, thin features, sunken cheeks ; dress, black diagonal coat and vest, grey trousers, black felt hat, generally wears a small gold scarf- pin ; of gentlemanly appearance. A native of Falmouth, Cornwall. Warrant issued. 2.— P Division.— For stealing jewellery which was entrusted to him to repair, at Forest Hill, 15th August last— WILLIAM ROBERTS, age 46, height 5 ft. 11 in., complexion swarthy, hair turning grey, beard and moustache ( very long and full) dark, eyes grey; dress, light dust overcoat, black vest, dark trousers, brown hard felt hat. A native of Chilbolton, near Winchester. Warrant issued. 3.— x Division- — For obtaining £ 4 by means of a false cheque— CHARLES BENJAMIN RAD- CL1FFE, alias CHARLES BENJAMIN, age 27 ( looks younger), height 5 ft. 7 in., complexion dark, hair black, eyes grey, no whiskers or moustache, of Jewish appearance; dress, black frock coat and vest, dark stripe trousers, patent leather boots, high hat, or grey jacket suit and black hard felt hat. A native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. ANGLESEY. 4.— Holyhead ( County). — For stealing a Chesterfield overcoat, felt hat, silk umbrella, bank cheque- book on the National Provincial Bank of England, a box of cigars, and 7s. or 8s. in money— FRANCIS MAXWELL LIVINGSTONE, age about 36, height 5 ft. 7 to 9 in., complexion sallow, hair ( thin in front) dark brown, eyes ( rather large) dark, 1 upper tooth missing, very talkative, fond of smoking cigars, and, in conversation, referring to Livingstone's works ; dress, brown plaid suit ( jacket round and short), blue serge cap or felt hat, and may be wearing the stolen overcoat ( a greenish brown Chesterfield). Answers the description of the man wanted going under the name of Lieut. Brooks. Has a lady's tricycle with him. Warrant issued. Information to Deputy Chief Constable Davis, Holyhead. BERKSHIRE. 5.— Maidenhead ( Borough). — For embezzle- ment— WILLIAM FARMER, age 21, height 5 ft. G or 7 in., complexion fresh, hair light brown, moustache ( slight) light, eyes blue, square shoulders, walks quickly; dress, brown jacket, striped trousers ( worn at bottoms), canvas boots, light cap with peak. A native of Brentford, Middlesex. Warrant issued. Information to Supt. Taylor, Maidenhead. CARNARVONSHIRE. 6.— Conway ( County).— Woodcut portrait and description of WILLIAM HENRY DAYIES, whose apprehension is sought for embezzlement, age 32 to 35, height 5 ft. 6 or 7 in., complexion fresh, hair ( short and slightly turning grey) brown, moustache sandy, full face, tip of nose slightly flattened and turnedonone side, ring tattooed on finger of left hand, also Indian ink marks on left hand and arm, walks with a short step ; is addicted to drink and fond of gay company, and appears anxious to make himself agreeable; slightly dissipated appearance. A solici- tor's clerk, native of Rhyl, but knows London well, where he has been living for years. May endeavour to emigrate or go over to France. Warrant issued. Information to Supt. Warrant issued. 8.— Middlewich ( County).— For stealing, at Sandbaoh, 1 pair black cloth trousers, 1 black cloth vest, and 1 yellow and black plaid n( ster with cape —" TOM," ago about 40, height 5 ft. 9 or 10 in., complexion pale, hair ( cut short) brown, clean Slaved, long features, two teeth deficient front of upper jaw; dress, bine pilot jacket, blue linen ja ket, grey vest, dark cloth trousers, side- spring boots, 1 ard felt hat. Information to Supt. Plant, Middlewich. DERBYSHIRE. 9.— Chesterfield ( County).— For stealing, as bailee, the sum of £ 60 10s.. at Whittington Moor, on 23rd ult.— GEORGE TURNER, age' 29, height 5 ft. 8 or 9 in., complexion sallow, hair, side whiskers, and moustache dark brown, walks a little lame, scar back of right hand. A grocer's carter; supposed native of Windsor. Has been employed in a similar capacity in Sheffield. Warrant issued. Information to Supt. Hollingworth, Chesterfield. DURHAM. 10.— Castle Eden ( County).— For stealing £ 1, 5th inst., at Castle Eden Colliery — THOMAS ROBERTS, a tramping labourer, age about 24, height about 5 ft. 7 in., complexion fresh, hair dark brown, moustache dark, whiskers and beard about a week's growth, woman tattooed right arm, star, part of man, and sword left; dress, brown coat and vest, dark trousers, round cap. without peak, blucher boots, light stripe shirt, sleeves cut short, all old and worn. F 11.— Southend ( County).— For stealing, 29th ult., a dark bay horse pony, aged, about 14 hands, short tail, black points, one fore- fetlock slightly over, small star on forehead, in fair condition; a set of black leather harness, brass mounted ( no breeching strap) ; a village cart, wheels and shafts painted red picked out black, plain varnished body; and a brown rug with red stripes — a man, who gave the name of W. TERRY, age about 35, height 5 ft. 6 in., com- plexion dark, hair brown, moustache dark brown; dress, dark cloth suit, black overcoat, black hard felt hat; wore two gold rings, a silver watch, and gold albert chain. Was accompanied by a woman. Stated he was a traveller for a firm in the North of England, in the agricultural implement trade. He has in his possession a quantity of blank order cards. FLINTSHIRE. 12— Connahs Quay ( County).— For stealing from his lodgings, a black worsted morning coat, pockets behind, and a new pair of low ankle shoes, kid tops, size 8- THOMAS BANISTER, age 54, height 5 ft. 4j in., complexion ruddy, hair light brown, eyes blue, scar left side of head, right cheek, back of neck, and forearm, blue scar right knee, m « ! e on thigh, scar side of back ; dress, dark coat and vist ( much worn), light brown trousers, and light brown feit hat. A native of Lytham. He is a snip's carpenter, and goes about seeking work, and, whm he is successful, asks for and generally succeeds in obtaining a small sum of money prior to com- mencing work next morning, but he never puts in mi uppearance, and decamps from his lodgings » t< aliDg anything he can lay his hands on. Has been previously convicted at Preston, Kirkdale, rvon, and Liverpool County. Warrant issued. Information to Deputy Chief Constable Bolton, Mold, or to Inspector Minshull, Connahs Quay. Warrant issued. Information to Supt. McRae, Cheltenham. • — KENT. 14.— Sevenoaks ( County).— License Holder JOHN HENRY FREMANTLE WILLIAMS, Office No. 40687, Case 19, 23rd January last. Warrant withdrawn. LANCASHIRE. 15.— Old Trafford ( County).— For stealing, 27th ult., at Mossside, £ 11 10s.— A MAN, age 22, height 5 ft. 6 in., complexion sallow ( looks ill, is consumptive), hair and slight moustache dark; dress, black worsted jacket and vest, dark mixture trousers, faded stripe tie, no collar, black hard hat, lace boots. A shoemaker; native of Manchester. Information to Supt. Bent, Old Trafi'ord. 16.— Accrington ( Borough).— For obtaining money by false pretences, 26th ult.— a man, who gave the name of GEORGE WEBB, age about 23, height 5 ft. 9 or 10 in., rather slight build, com- plexion fair, hair light brown, slight moustache, cross- eyed; dress, light tweed jacket and vest, brown stripe trousers, light cap, Wellington boots, which fasten at top with hooks. He took lodgings at Accrington a few weeks ago, and stated that he was a clown at Mr. Transiield's Royal Circus, Accrington. He visited several shops, stating that he had been instructed to obtain advertisements for the pro- gramme, and charged 5s. each. It is supposed that he has been a tram conductor at Morecambe, and is known in sevej- al towns as " Charlie," and has lived in London, Parliament- street, Nottingham, Bradford, Sheffield, Glasgow, Edinburgh, & c., and worked for Sanger's circus, and is sometimes employed to paint scenery, & c. Warrant issued. Information to Chief Constable Beattie, Accrington. bledon, on or about 24th August last— Age 24, height about 5 ft. 9 in., complexion fresh, hair brown, smart appearance, and of good address. A groom; native of Brampton, Northampton. Has been in service at Holdenby, Northampton; Badby House, Daventry; Rugby; in Devonshire Mews, Portland- square, London, and accompanied the horses from there to the Isle of Wight. Has also lived in other places iu and about London, where he is supposed to have gone. He left Hambledon on 2nd ult., riding a safety bicycle ; usually dresses in bicycle suit. The above reward will be paid by the Chief Constable of Rutland, for the apprehension and conviction of Manning, and recovery of the money, or in proportion to the amount recovered. Warrant issued. MONMOUTHSHIRE. 17.— Newport ( Borough).— For stealing, 29th ult., a lady's silver geneva watch, No. 31703 ; a round silver brooch with green stones ; an umbrella, & c.— JANE OLSON, age 30, medium height, rather stout build, complexion fair, hair light, full features, hairy face; dress, brown skirt, red jacket with narrow band round waist, fur boa round neck. Recently discharged from Usk prison, after 3 months imprisonment for larceny. 18.— Newport ( Borough).— For embezzling £ 15 — WALTER L. MORRIS, age 50, height 5 ft. 6 or 7 in., slight build, complexion fair, hair, whiskers, and moustache light sandy, respectably dressed. May endeavour to leave the country. Warrant issued. NEWTON, a low horse- dealer, of Bristol, age about 32, height 5 ft. 7 in., complexion fair, hair light brown, long sandy moustache, full face; when last seen was dressed in dark clothes, dark overcoat, and black bowler hat. SUSSEX ( EAST). 21.— Haywards Heath ( County).— For failing to report and stealing by housebreaking, 2 doz. knives ( 1 doz. large and 1 doz. small), square white handles with silver bands ( hall - marked), not recovered— License holder FREDK. Has resided at West Brighton since May last. Sentenced at Maidstone, 31st October, 1881, to 10 years penal servitude, and 7 years police supervision, for bur- glary. COLLINS, age about 35, height 5 ft. 7 in., complexion fresh, hair ( very curly) dark brown, and full round head, eyes brown, side whiskers and moustache dark brown, is a bad walker, as if he suffered from tender feet; dress, brown cloth coat and vest, grey striped trousers, white turn- down collar, blue tie, lace boots, black hard felt hat, with square top. He is a draper's assistant, and was employed in travelling round country villages with drapery goods. It is supposed he has been employed by a William Curtis, a draper, at Bristol, who buys up bankrupt stock. May be found engaged in that kind of work. His wife and children were residing at 12, British Lion- yard, Digbcth, Birmingham. Warrant issued. Information to Supt. Drcry, Upton- on- Severn. PERSONS IN CUSTODY. BERKSHIRE. 23.— Wantage ( County).— Remanded till 14th inst., on suspicion of stealing a light cord jacket, which has been altered to make it fit, with brown buttons ( two deficient), in pocket a small broken penknife — THOMAS SMITH, a tramp, age 24, height 5 ft 3 in., complexion fresh, hair ( thick) dark brown, eyes brown, red nose, scarred; dress, pepper and salt mixture coat, white jacket, cord trousers, lace boots, felt hat— all old and dirty. Talks in a rambling manner, and states he has been in Maid- stone, Reading, Oxford, Warwick, Liverpool, Wands- worth, and most of the gaols in England. Information to Supt. Robotham, Wantage. 24.— Maidenhead ( Borough).— Remanded till 12th inst., for stealing jewellery to the value of £ 40 from a dwelling house.— HENRY BRIDGE FRIDAY, OCTOBER 9, 1891. THE POLICE GAZETTE. 3 MAN DTJCKER, age 23, height 5 ft. in., com- plexion fresh, hair ( nearly bald on top) brown, small brown moustache, eyes hazel, small dark mole under right ear, scar back of neck, of good address; dress, speckled suit, brown leather boots and black hard felt hat. Is well known at the Angel Hotel, Henley- on- Thames, and at the Clarendon Hotel, Brighton. A clerk ; native of Fulham. Information to Supt. Taylor, Maidenhead. CHESHIRE. 25.— Chester ( City).— Committed for trial at next Chester Assizes for passing bogus cheques to hotel keepers— FRANCIS JOHN SMYTHE, age 67 ( looks about 60), height 5 ft. 9\ in., complexion fresh, hair and beard grey, ruptured left side. A doctor of medicine; native of Norfolk. He has represented himself as Francis John Smythe, M. D., Cantab., Sir G. Webster, Bart., Sir Arthur Elton, Bart., Sir Chas. Smythe, Bart., Sir William Scott, Bart., Sir William Parker, Bart., Sir Charles Palmer, Bart., Sir William Price, Bart., Col. Hector Mackenzie, Mr. A. Howard, Mr. Arthur Wilson, & c. Had in his possession a list of estates for sale, and certain memoranda from which it would appear that he contemplated forming a company. It maybe that hehas been a promoterof companies. Information to the Chief Constable, Town Hall, Chester. CUMBERLAND. 26.— Whitehaven ( County).— Committed for trial at the next County Assizes, for attempted murder— a negro sailor, named PRINCE LORD THOMPSON, ago 20, height 5 ft. 7 in, flat nose, thick lips, woolly hair. A native of Texas. Sup- posed to have been convicted elsewhere. Information to Supt. Thornburrow, Whitehaven. 30. — Seven oaks ( County). — Committed for trial for housebreaking — HENRY KEATING, £ ge 34, height 5 ft. 5 in., hair and heavy moustache dark brown, high cheek- bones; dress, dark suit, hard black hat, thin side - spring boots. An American, and has travelled with Col. Cody. Sup- posed to have been in England about 6 years, and for the last 15 months resided at 61, Jocelyn- street, Commercial- roid, Peckham. Information to Supt. Waghorn, Sevenoaks. 31.— Folkestone ( Borough).— Committed for trial at next Quarter Sessions, L2th inst, for assault and robbery— ROBERT THORPE, age 21, height 5 ft. in, complexion fair, hair and slight moustache light, eyes grey, dots tattooed left arm.— THOMAS MOORE, age 21, height 5 ft. 8i in, complexion fresh, hair dark brown, eyes hazel, scar bridge of nose, rose tattooed left arm— GEORGE JACKSON, age 22, height 5 ft. 6 in, complexion fresh,, hair dark brown, eyes hazel, scar back of right ear, faint J tattooed left wrist; all belong to the Liverpool Regiment at Shorncliffe Camp. Information to Supt. Taylor, Folkestone. HEREFORDSHIRE. 27.— Hereford ( County).— Committed for trial at next Quarter Sessions, 19th inst., for housebreak- ing — JOHN HOLYOAKE, alias FREDERICK WILLIAMS, a screw- cutter, of No. 2- court, Vaux- hall- road, Birmingham, age 18, height 5 ft. 3 in, slight build, complexion fresh, hair dark brown, eyes blue, good- looking, good teeth; dress, blue serge jacket, tweed vest, cord trousers, blue cap. Supposed previously convicted. For receiving— WILLIAM EDWARDS, age 57, height 5 ft. 7 in. ( without boots) complexion sallow, oval face, hair ( turning grey), whiskers and moustache, and eyes brown, banners, star and* anchor tattooed right arm, M. R. W. E. left bracelet right wrist, burn marks both arms, right breast and face ; dress, brown plaid jacket and trousers, grey vest, hard hat. A collier ; native of Merthyr Tydvil. Sentenced at Cardiff, 19th February, 1874, to 7 years penal servitude and 5 years police supervision for larceny, after 4 previous convictions. MARGARET BERRY, age 31, height 4 ft. 10 inches, rather stout build, complexion pale, hair dark, cast in right eye; dress, black fur cape, black dress and hat, all much worn. A married woman, maiden name Thomas, and native of Car- marthen, lately of Aberdare and Merthyr Tydvil. Supposed previously convicted. Information to Deputy Chief Constable Smith, Hereford. screw is missing from lower part, otherwise equal to new in appearance and condition. The above reward will be paid by Mr. Sever, Fern Bank, near Conway, for the apprehension and con- viction of the thief or thieves and recovery of the tricycle. Information to Supt. Williams, Conway.
