REGULATIONS. . _ All Notices intended for insertion in the Huo- and- Ory are to be transmitted under oover, addressed to the Inspector- General, Royal Irish Constabulary, Dublin Castle, authenticated by a Separate Communication. No Description caa be inserted unless an Information shall have been Sworn; but it is not necea* ry to forward the Informations to the Inspector- General. . Notices respecting all Felonies and Buch Misdemeanours as are of an aggravated nature will bo inserted. All Descriptions of persons whose apprehension is sought on a charge of Misdemeanour Bhould be accompanied by a statement that a Warrant has been issued, and by the name of the person in whoso hands it is. But the Constabulary should remember that they cannot arrest a person charged with an offence of thia nature unless they have, the Warrant in their possession when making the arrest. *** Should irregularities arise in the delivery of the Hue- and- Cry, it will be necessary to forward one of the covers, or give the number it bears, as without this Information the mistake cannot be rectified. Prison and Police Authorities are particularly requested to be good enough to inform the Inspector- General, Royal Irish Constabulary, Dublin Castle of the abolition of Gaols, Stations, & o., and of any circumstances rendering the supply of the " Hue- and- Cry " no longer necessary. • Si ' DUBLIN, FRIDAY, SEPTEMBER 11, 1891. DE COBAIN, native of Belfast, who stands charged that he did, within the past two years, at Belfast, commit an act of gross indecency with another male person, and within the same time, and at the place aforesaid did incite divers other male persons to commit sodomy:— Walks erect, square shoulders, corpulent, contracts eyebrows when speaking, gray eyes, regular nose, pale complexion, full face, stout make, 5 feet 10 inches high, about 48 years of age, dark brown hair; wore a silk hat, black Chesterfield overcoat, black frock coat, dark trowsers, and dark vest; is a Member of Parliament. Warrant in hands of District Inspector, Detective Department, Belfast, to whom information should be sent. NOTE.— Arrest cannot be legally made without Warrant. Belfast, 15th April, 1891. Carlow. Description of A BOY, naire and native place unknown, who stands charged with having, on the night of 21st or morning of 22nd August, 1891, in barony of Tullygarvey, parish of Kildrumsheridan, stolen a heifer calf, the property of Sarah M'Quillan, of Drumhose:— Rather stout make, 18 years of age; d » rk ccat, trowscrs, and vest; carried a whip, with two or three brass bands. Description of CHRISTOPHER M'DONALD, native place unknown, who stands charged with hav- ing, on tho 2nd of March, 1891, in the barony of Imokilly, parish of Ardagh, unlawfully and by false and fraudulent pretences, obtained from one Francis Jervois, Esq., the sum of three pounds and three shillingsRed eyes, regular nose, fresh complexion, fat face, very stout make, 5 feet 7 inches high, about 63 years of age, brown hair turning gray and cut short; wore a twe- peaked tweed cap, light striped tweed coat, dark tweed trows* ™ , and dark tweed vest; V3 a Ploughman. Description of TIMOTHY DRISCOLL, native of Drimoleague, who stands charged. with havirig, on the 7th and 8th June, 1891, in the barony oF E. D. W. Carbery, parish of Drimoleague, attac^ d the dwell- ing- house of Denis M'Carthy, of Bownahplla, by throwing stones at it, which broke three panes of glass, one of the stones which were thrown striking Denis M'Carthy in the face and wounding him:— Gray eyos, regular nose, dark sallow complexion, regular face, Btout make, 5 feet 9 inchcs high, about 27 years of age, dark brown hair; wore a gray cap, gray tweed coat, brown trousers, gray tweed vest; is a labourer. Donegal,- Description of THOMAS FERRY, native of Derry City, who stands charged with having, on the 23rd day of June, 1891, in the barony of Raphoe, parish of Killed, committed a rape on Margaret Rankin, of Kildrum Square shoulders, walks erect, dark mou- stache, dark eyes, straight nose, long face, medium make, 5 feet 7 or 8 inches high," about 28 years of age, black hair cut short; wore a tweed cap, dark coat, trowsers, and vest; is a labourer; a returned Ameri- can. Description of JOHN TINNELLY ( mother's surname Hollywood), native of Rostrevor, who stands charged with having, on the 23rd August, 1891, in the barony of Iveagh Upper, parish of Clonallon, seriously assaulted one Arthur George Stacey of Rostrevor:— Smart active appearance, dark eyes, regular nose, dark complexion, long thin face, medium make, 5 feet 10 or 11 inches high, about 26 years of age, dark moustache, shaved face, dark hair; wore a dark coat, dark trowsers, and dark vest. Description of PATRICK ODLUM, native of Banagher, King's County, who stands chargod with having, on the 5th day of August, 1891, in the barony of Longford, parish of Killimorbollogue, embeziled the sum of £ 10 12*. id., the property of John Hannon, Esq., J. P., Banagher, King's County:— Swaggering gait, was in the army, sallow oomploxion, 5 feet 7 inches high, about 25 years of age, fair hair, slight moustache; wore a dark coat; is a van driver. Description of JOHN or MICHAEL LAWLOR, native of Limerick city, who stands charged with having, in the month of January, 1891, in the barony of Kells, parish of Killamory, stolen a watch, tho property of Michael Lonergan, of Roscon, which has been since recovered:— Blind in one eye ( probably tho right), cut- mark on ear, regular nose, yellow com- plexion, regular face, medium make, 5 feet 6 inches high, about 30 years of age; wore a soft hat, tweed coat, trowsers, and vest; is a tramping labourer. Dublin, who stand charged with having, on the 2nd September, 1891, in the barony of Lower Philipstown, parish of Ballyburly, broken into the dwellinghouse of George Cullen, and stolen therefrom a gray tweed trowsers and vest, and a pair of white socks with blae tops, all value for 10*. ;— 1. Gray eyes, ordinary nose, fair complexion, round face, stout make, 5 feet 6 inchcs high, about 20 years of age, brown hair; wore a dark blue serge cjat, corduroy trowscrs and vest— Reformatory clothing; is a Reformatory boy. 2. Blue eyes, regular nose, fair complexion, oval face, slight make, 6 feet 4 inchcs high, about 21 years of age, brown hair, blind of left eye which is a glass one; wore a dark blue serge coat, corduroy trowsers and vest— Reformatory clothing ; is a Reformatory boy. 3. Description of PATRICK DOUGAN ( mother's sur- name O'Neill) native of Rocktown, who stands charged with having, on the 2Mh day of Jane, 18-* 1, in the barony of Loughinshollin, parish of Maghera, com- mitted an aggravated assault upon one Robert Porter :— Shaves all his face except . moustache, which is dark and cut short t dark eyes, ragular nose, dark com- plexion, full face, stout make, 5 feet 8 or 9 inches high, aboat 23 years of age, dark hair ; wore a darkish gray coat, dark trowsers and vest, and bard black bat; is a farm labourer.' JOHN DALY ( homicide), Huc- and- Cry, 22nd May, has not been arrested. ( 9247 c —. 89331.) Description of a man who gave the naie of CONNOLLY ( believed to be fictitious), native place unknown, who stands charged with having, on the 2nd September, 1891, in the Barony of Corran, parish of Emlaghfad, stolen four sheep, the property of Edward M'Gettrick, from off his lands at Camross, and sold them at Ballymote fair same date :— Speaks with an English accent, no beard or whiskers, light fair moustache, ragular nose, fair complexion, regular face, medium make, 5 feet 6 or 7 inches high, about 20 to 23 years of age, fair hair ; wore a brown hat, gray coat, gray trowsars and vest, carried an overcoat en his arm. Description of JOHN DONOHOE, native of Burges, who stands charged with having, on the 3rd day of September, 1891, in the barony of Owney and Arra, parish of Burgesbeg, assaulted John M'Grath, thereby endangering his life i— Brown eyes, regular rose, vory fresh complexion, broad face, very stout make, 5 feet 11 inches high, about 38 years of age, sandy hair, sandy whiskers and moustache; is a farmer. Description of MICHAEL STAPLETON ( mother's surname Purcell), native of Gortkelly, and TWO MEN unknown, native places unknown, who stand charged with having, on the 3rd September, 1891, in the barony of Eliogarty, parish of Temple- raoro, seriously assaulted Sergeant Thomas Devany and Constable James Drohan, R. I. C., while in the execution of their duty :— 1. Small sandy side whiskers and moustache, good looking, bine eyes, regular nose, pale complexion, round face, stout make, 5 feet 8 inches high, about 29 years of age, sandy hair; wore a soft black hat, lost in the row and now in possession of the Police, blue overcoat, and black trowsers and vest. Is a Farmer and returned American. 2. Round shoulders, fresh cut on eyebrow, blue eyes, sandy complexion, round face, stout make, 6 feet high, about 34 years of ago, sandy hair; wore a soft black hat, brown tweed coat, and black trowsors and vest. . 3. Fresh cut on forehead, blue eyes, yellow com- plexion, round face, stont make, 5 feet 7 inches high, about 30 years of ago, fair hair; wore a soft black hat, dark tweed coat, brown trowsers, and black vest. Description of THOMAS RYAN ( DANEHER), native of Mober, who stands charged with having, on the 5th August, 1891, in the barony of Kilnamanagh Upper, parish of Toem, seriously assaulted one William English, by striking him with a stone over the left eye, knocking him down, and kicking him, thereby placing his life in danger:— Down- looking treacherous appear- ance, keeps his hands in tro wears pockets, brown eyes, regular nose, fresh complexion, full face, very stout make, 5 feet 10 or 11 inches high, about 24 or 25 years of age, dark brown hair, no beard or whiskers, small black moustache; wore a bright tweed sack coat, trowsers, and Vest; is a farmer. Warrant in hands of police. Dundrum, 6th August, 1891. ( 10959 c — 92283) Description of PATRICK DELANEY, native of Holycross, county Tipperary, who stands charged with having, on the 15th day of July, 1891, in the barony of Clanwilliam, parish of Tipperary, and town of Tipperary, when under arrest for larcony of whiskey from a dwelling, escaped from custody :— Blotches on face, very sharp manner of speaking; gray eyes, very small nose, red complexion, vory thin face, slight make, 5 feet 8 inches high, about 45 years of age, dark hair turning gray; wore an old tweed coat, dark trowsers, and old vest; shabby clothes, . coat torn on left arm; is a tramp, Warrant for his arrest with District Inspector, Tipperary. Description of PATRICK DWYER, native of Grovestown, Dundrum, who stands charged with having, on or about the 4th June, 1891, at Ballygur- rane, in the barony of Kilnamanagh, Lower, parish of Oughterleague, stolen four yearling cattle, the pro- perty of Rhody Dwyer, off his farm at Ballygurrane: — Delicate looking, stands erect, shaves all face except slight moustache, dark eyes, regular nose, dark com- plexion, thin face, slight make, 5 feet 9 inches high, about 32 years of aga, dark hair; wore a brown hat with crape band, plaid sack coat, black cloth trousers, plaid vest; is a clerk. Description of JOHN JOSEPH WALSH, native of Knocknacreha, who stands charged with baviiw, on the 23rd June, in the barony of Upperthird, parish of Rathgormac, forged his father's name, Matthias Walsh, to a cheque for the sum of £ 12, which he stole, and cashed in the Carrick- on- Suir National Bank on tho same day Small red spot on side of nose close to eye, blue eyes, short nose, fair complexion, round face, very stout make, 5 feet 2 or 3 inches high, about 15 years of age, looks older, light brown, hair; wore a light tweod coat, tweed trowsers and vest darker than coat, but is suspected of having got now clothes. Description of the undernamed young offender, who, on the evening ot Sunday, 6th September, 1891, absconded from the St Kevin's Reformatory School at Glencree, county Wieklow :— MICHAEL KELLY, 2399, about 16 years of age, about 5 feet high, ordinary make, fair and freckled com- plexion, brown hair, gray eyes, ordinary nose, ordinary mouth, round visage, " M. K." tattoood on loft arm, and " M." on back of left hand; formerly belonged to 8, Clarence- place, off Great Clarence- street, Dublin; his parents reside at 26, Hanover- lane, east, Dublin. The School dress, all with Reformatory Stamp, consists of:— Cloth cap ( Scotch make), corduroy jacket, moleskin trowsers, strong nailed boots, No. 2399. The Manager of the Reformatory will defray the expenses of his conveyance, if arrested, to the nearest Justice, on remand, and will reward the person who may capture him with £ 1. 7th September, 1891. Description of the undernamed young offender, who, on the evening of Sunday, 6th September, 1891, absconded from the St. Kevin's Reformatory School at Glencree, county Wicklow:— PATRICK MAY, No. 2300, abont 17 years of age, 5 feet 6 inches high, ordinary make, sallow com- plexion, dark brown hair, blue eyes, ordinary nose, ordinary mouth, oval visage; one f.- ont upper 0c th prowing inwards. Formerly belonging to Balrothery, Tallaght ( at Lawlor's, Timmon); sister resides at 102, Bride- street, Dublin. \ . Tho School dress, all with Reformatory Stfep, consists of:— Cloth cap ( Scotch make), corduroy jacket, moleskin trowsers strong nailed boots, No. 2300. Is a shoemaker; can play well on a flute, and will enlist in the army if possible. Tho Manager of the Reformatory will defray tho expenses of his conveyance, if arrested, to the nearest Justice, on remand, and will reward the person who may capture him with £ 1. 7th September, 1891. Description of the undernamed young offender, who, on the evening of Sunday, 6th September, 1 91. absconded from the Saint Kevin's Reformatory School at Glencree, county Wicklow:— PATRICK CONDRON, 2313, about 18 or 19 years of ago, about 5 feet 4 or 5 inches high, stout mako, vry red and fresh complexion, brown hair, brown eyes, thick note, ordinary mouth, round visage, blua dots on right hand and wrist; formerly belonged to 3, Merchants'- quay, Dublin ; his parents are dead. The School dress, all with Reformatory Stamp, consists of:— Cloth cap ( Scotch make), corduroy jacket, moleskin trowsers, strong nailed boots, No. 2313. Will probably endeavour to enlist or leave tfie country. Does not appear to be quite sane sometimes. The Manager of tho Reformatory will defray the expenses of lis convoyance, if ar- ested, to the nearest Justice, on remand, an 1 will reward the person who may capture him with £ 1. 7th September, 1891, (< 23 n. c.) Description of tho undernamed young offender, who, on tho evening of Sunday, 6th September, 1891, absconded from the Saint Kevin's Reformatory School at Glencree, county Wicklow;— THOMAS PERRY, 2441, about 17 years of a? a, about 5 feet 3 inchcs high, stout make, fair comp'exhn, brown hair, hazel eyes, large nosa, ordinary mouth, oval visage, " T." and " J. P." tattooed on right fore- arm ; formerly belonged to 30, Jems stre t, Dublin, hare his mother resides. Tha school dress, all with Reformatory stamp, consists of:— Cloth cap ( Scotch make), torduroy j scket, moleskin trowsers, strong nailed boots, No. 2441. He has a friend named C. Lennon, at Mrs. Healy's, 3, Ormond- place, Dublin, with whom he corresponds. Spent some time at Skerries, county Dublin, working with a shoemaker. Tho Manager of the Reformatory will defray the expense of his conveyance, if arrested, to the neaiest Justice, on remand, and will reward tho person who may capture him with £ 1. 7th September, ,1891. Description of the undernamed young offender, who, on tha 5th August, 1891, absconded from the St. Kevin's Reformatory School, at Glencree:— WILLIAM FLOOD ( 2,286), about 17 or 18 ye trs of age, 5 feet 4 or 5 inches high, ordinary make, fresh complexion, brown hair, gray eyas, regular nose, ordinary mouth, oval visage; formerly belonged to 161, Townsend- street, Dablin, parents reside at same place; marks of sores on his neok. The school dress, all with Reformatory stamp, con- sists of gray tweod trowsers, blue serge tunic, blue serge cap ( the band uniform, trimmed with white braid), elastic- side boots, No. 2,286. Some time ago his uncle, Thomas Matthews, a sail- maker, reside! at 16, Lower Gloucester- street, Dublin. Absconded with John Nolan and Owen Reilly. Tho three boys belongod to the band. The Manager of the Reformatory will defray tho expenses of his conveyance, if arrested, to the nearest Justice, on remand, and will reward the person who may capture him with £ 1. 6th August, 1891. JOHN KELLY ( young offender), Hue- and- Cry, 30th June, not arrested. ( 395 H. C.) DUBLIN METROPOLITAN POLICE. G Division. Description of GEORGE BATES, native of Dublin, who stands charged with having, on the 1st inst., ombezzled the sum of £ 6, the property of Messrs. Johnson and Oughton, Leinster- street, Dublin, Stationers and Newsagents:— 20 years of a^ e, 5 feot G J inches high, brown hair, dark complexion, no beard, whiskers, or moustache, brown eyes, slight build, smart active appearance, good looking; dressed when last seen in old lounga suit of brown tweed, may now be wearing a blue overcoat, with velvet collar. Was heard to express his intention of going to Belfast. Warrant in the hands of Chief Superintendent. 7th September, 1891. ( 422 H. Pi rticulars relative ( o Convict MARTIN M'DONAGH, c 22, convicted at Enniskillen Quarter Sessions, county Fermanagh, on 18th November, 1855, for larceny and previous conviction, and sentenced to 7 years' penal servitude:— 26 yasrj - of ase on con- viction, married, fs a tinker, born at Frenchpark, count; Roscommon, no fixed place of residence, friends reside at Carrick- on- Shannon brown hair, brown eyes, brown eyebrows, regular nose, regular mouth, fresh complexion, joval visage, slight make, 5 feet 8 inchfs 1 igh, 3 cut scars back of head, cut sow < n forehead between eyebrows, cut over left temple and forehead. This man was released from Mountjoy Prison 13th July, 1891, cn licence. He reported at Drumsna on the 20th nlto. that he was going to Strokestown, but he has not reported himself at the latter place, and his present whereabouts is unknown. In the event of his arrest he should be daalt with under sec. 5 of 34 and 35 Vic., cap. 112. 7th Saptsmber, 1891. ( 421 H C.) Particulars relative to Convict TIMOTHY HAYES, c 172, convicted at Cork Quarter Sessions on 15th ( October, 1887, for larceny and former conviction, and sentenood to 5 years' penal servitude:— 30 years of age on conviction, single, is a labourer, born at Cork, where he resided before conviction, and where his friends reside; fair hair, blue eyes, fair eyebrows, regular nose, medium mouth, freckled complexion, round visage, proportionate make, 5 feet' 2' inches high. This man was released from Maryboro' Prison, on licence, 9th July, 1891, and went to Cork. He left bis residence on 11th instant without reporting to R. I. C., and his present whereabouts is unknown. In the event of his arrest he should be dealt with under sec. 5 of 34 and 85 Vic., cap. 112. 31st August, 1891. ( 419 H. C.) Particulars relative to Convict MARY WEIR, n 155, convicted at Enniskillen Quarter Sessions, county Fermanagh, on 18th November, 1885, for larceny, and sentenced to 7 years' penal servitude:— 43 years of age on conviction, married, is a laundress, born at Dramshamho, county Leitrim, resided before conviction at Omagh, rhere her frirnds reside; brown hair turning gray, blue eyes, light eyebrows, long nose, large montb, sallow complexion, round visage, stout make, 5 feet 2| inches high, mark on forehead. This woman was released from Golden Bridge Refuge, on licence, 19th July, 1890, and went to MohilL She reported to the Police at Edgeworths- town, on tbe 31st nit, that she was going to Dromod, county Leitrim, but she has not reported hers if at tbe latter place, and her present whereabouts is unknown. In the event of her arrest she should be dealt with under sec. 5 of 34 and 35 Vic., cap. 112. 20th August, 1891. ( 417 H. C.) Particulars relative to Convict WILLIAM MURRAY, 0. 126, convicted at Dublin City Com- mission, on 9th February, 1887, far larceny from person, and sentenced to 5 years' penal servitude 36 years of age on conviction, married, is a tailor, born at Dublin, resided before conviction at Dublin, where bis friends reside; brown hair, brown eyes, brown eyebrows, regular nose, small mouth, fresh complexion, oval visage, proportionate make, 5 feet 4 inches high; ship, '' W. E. W." on loft forearm, ruptured right side, sore mark on right shin. This man was released, on Licence, from Mary- boro' Prison 13th January, 1891, and went to Bel- fast, which place he left on 15th June last, and his present whereabouts cannot be ascertained. In the event of his arrest he should be dealt with under sec 5 of 84 and 35 Vic., cap. 112, 17th Augnst, 1891. ( 416 H. C.) Particulars relative to Convict WILLIAM GEORGE FRAZER, c 23, convicted at Ennis- killen Quarter Sessions, on 18th November, 1885, for obtaining money under false pretences ( 4 counts), and sentenced to 7 years' penal servitude; 23 years of age on conviction, can read and write, is a Roman Catholic, single, is a servant, prison trade a tailor, born near Nonagh, his friends reside in Roscrea:— Fair hair, brown eyes, light brown eyebrows, regular and long nose, largo mouth, prominent nnder- lip, fresh complexion, oval visage, medium make, 5 feet 3J inches high; small flesh mark on left arm, cut- scar back of head, calf of left leg ulccrated. This man was released on licence from Mountjoy Convict Prison on 18th May, 1891, and went to reside in Roscrea, county Tipperary, from whence he moved to 29 City- quay, Dublin, on 19th Juno. He has recently left his Dublin lodgings without notifying bia change of residence to the Police, and his present whereabouts is unknown. In the event of his arrest he should be dealt with under the 5th section of the Act 34 and 35 Vic., cap. 112. 23rd July, 1891. ( 410 nc.) ENGLISH POLICE. , Cheshire. Wanted at Chester on a Warrant charging him with uttering a forged cheque on the 11th August, with intent to defraud:— A man who gave the name of Sif WILLIAM SCOTT, Bart., but who, it is believed, has also represented himself to bo ARTHUR WILSON. Sir GEORGE WELSH, Sir CHARLES SMYTHE, Colonel HECTOR MACKENZIE, Sir R. ELSON, & c. He stayed at a first- class hotel for three days, and in discharge ol his bill tendered a cheque payable to " Sir William Scott, Bart, or bearer," receiving the change in cash. The cheque, which purported to be drawn up on tho Finsbury Park branch of the London and South- Western Bank, Limited, by A. Edwards and Coy., has since been returned marked " no account." Enquiries have shown that the cheque was ono of a book of twenty- five obtained by fraud on the 10th July last from t\ e above bank. One has been uttered at each of tho following placs, viz.:— Bangor, Buxton, King's Lynn, Lincoln, Cambridge, & c. It is requested that immediate notice be given to all first- class hotels, ard that any trace be communicated immediately to the undersigned. , The following is a description of the mm wanted:— About 62 years cf age, 5 feet 9 or' 10 inches high, medium build, gray hair, rather bushy eyobrows, slightly aquiline nose, sallow complexion, moustache and short close beard gray ( evidently had been sandy); rather round shouldered, quiet manner; dressed in a dark brown check suit and brown bat.
