R N £ A POUCE GAZETTE PUBLISHED BV AUTHORITY., NEW SERIES. FRIDAY, AUGUST 21, 1891. VOL. VIII., No. 798. 1. All announcements for insertion in the POLICE GAZBTTE, and all communications upon them - would, be addressed to THE EDITOB OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the 1 OLICK GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6- Ever. vannoiincement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank t/ ian Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. HEG- ULA- TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. g. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request f or insertion of any announcement, will be wholly responsible for any proceedings whic/ i mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They murt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid oil its return without the offender • being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notice* am lie potted. APPBEHESSION SOUGHT. MURDER. l.— £ 20 RE YORKSHIRE ( EAST RIDING). SPROATLEY ( County).— On Saturday, 1st August, MARY JANE LANGLEY was found murdered in a ditcli in Preston Long Lane. From the body had been stolen a silver geneva watch, JSTo. 12734, a gold albert guard ( which had been a gentleman's), small link pattern. The above reward will be paid by Major Bower, Chief Constable, Beverley, for the apprehension of the thief and recovery of the watch. BEDFORDSHIRE. 5.— Bedford ( County). — For stealing a coat ( recovered)— A MAN, age about 40, height 5 ft. 7 or 8 in., slight build, complexion hair and moustache ( heavy) dark, stubby beard, about 3 weeks growth; dress, old dark jacket, greasy in front, dark trousers torn at bottoms, dark peak cap, very old boots. Collects rags and bones ; accompanied by a woman, age about 35, black hair, very brown face, appear- ance of a gipsy, who hawks boot- laces, cotton and lace. Information to Supt. Quenby, Bedford. 6.— Luton ( County).— For stealing a lady's very small geneva watch, chased back, small flowers on dial; entrusted to him to clean on 18th ult.— A man known as " CLOCKY," a travelling watch and clock cleaner, ago 57 to 60, height 5 ft. 10 in., complexion and hair ( turning grey) dark, thin beard, very quiet and reserved, of good address; dress, dark jacket, speckled trousers, hard felt hat. Carries a black glazed bag and a walking- stick. Warrant issued. Information to Supt. Tjdeman, Luton. 7.— Bedford ( Borough).— For assault, on 24th alt.— WILLIAM CHANDLER, age 26, height 5ft. 7 or » in., complexion dark, hair dark brown, full features, clean shaved, tattooed both arms; dress, short black diagonal jacket, cord vest, dark mixture trousers, black hard felt hat — FREDERICK MATHERS, age 20, height 5 ft. 9 in., complexion fair, hair light brown, eyes blue, thick upper lip ; dress, black diagonal jacket a » 4 vest, cord trousers, lace boots, black hard felt hat. BERKSHIRE. 8. — Windsor ( Borough). — For obtaining £ 2 3s. 6d. cash, and food and lodgings to the value of £ 1, by false pretences— PATRICK BURNS, a labourer, age about 36, height about 5 ft. 9 in., complexion fresh, hair dark brown, moustache light, tattoed right forearm, silver plate let in on top of head, and wou « d ia atomach caused by a bullet; dress, brown tweed suit, laa » W> ts ( new), black hard felt hat. Warrant issued. 9.— Windsor ( Borough), — For assault, 14th ult.— CHARLES HARRIS, a labourer, age 24, height 5 ft. in., complexion fair, hair light brown, clean shaved; dress, black jacket, plaid vest, cord trousers, black hard felt hat, spring- side boots. May be found in the company of a prostitute, named Leonora Lilly, age 24, short and stout; or may be found in the neighbourhood of Staines. Supposed native of Reading, where his parents reside. Warrant issned. Information to Head Constable Armour, Windsor. QUARTERMAN, age about 30, height 5 ft. 5 in., complexion fair, slight brown moustache; dress, light tweed jacket and vest, dark tweed trousers, canvas shoes, pink and white stripe shirt with cuffs and turn- down collar, pink and white cricket cap; has a pair of white flannel trousers which he some times wears. Has been convicted for larcenies in the name of Quarterman, at Hertford, St. Albans, Aylesbury, and Reading. Warrant issued. Information to Supt. Sutton, Slough. CAMBRIDGESHIRE. 11. — Isle of Ely ( County). — For larceny— SAMUEL FARMER ( supposed false), age about 16, height 5 ft. 5 or 6 in., complexion fresh, hair ( parted down middle and plastered on forehead) light brown; dress, black cloth coat and vest, blue serge trousers, with narrow red stripe down seams, light cloth cap. Left Ely on 27th ult., stating he was going to Newmarket, Thetford, Norwich, and Great Yar- mouth. May be found in common lodging- houses. Warrant issued. Information to Inspector Dockerill, Chatteris, Isle of Ely. 12— Cambridge ( Borough).— For stealing, 4th inst., a Singer tricycle, front steerer 46 in., side wheels 24 in.— a man who gave the name of DAVID W. HUDSON, a groom, age about 27, height 5 ft. 6 in., complexion and small side whiskers dark, tattooed on one wrist; dress, black, white and red check jacket, dark mixture trousers, lace boots, plaid cap with peak. Stated he had worked in stable- yards in London. Information to Chief Constable Innes, Cambridge. BUCKINGHAMSHIRE. 10.— Slough ( County). — For stealing a saddle and bridle ( recovered) and a light colour macintosh — ALBERT BOND, alias WALTER WALLACE CARNARVONSHIRE. 13.— Conway ( County).— For stealing £ 100 ( gold), at Llandudno, 14th inst. — THOMAS HETHER1NGTON, alias " CURLY TOM," age about 23, height 5 ft. 3 in., hair ( cnrly) dark, with brownish tinge when quite dry, clean shaved, oval face, impediment in speech ; dress, when last seen, fine black diagonal cloth coat, grey tweed trousers, brcwn hat, and shoes, is a circus man, and well known among circns and theatrical persons by the name of " Curly Tom." Warrant issued. Information to Supt. Williams, Conway. CHESHIRE. 14.— Runcorn ( County).— For stealing 136 lbs. of brass bearings ( recovered), at Runcorn, on 13th inst.— Two men : 1st, JAMES SMITH, alias JOSEPH WEST, and GYPSY JOE, age 40, height 5 ft. 11 in., complexion swarthy, hair black, mous- tache dark, appearance of a gipsy; dress, dark clothes, and dark " bucco " cap.— 2nd, known as " PUNCH," age about 30, height 5 ft. 7 or 8 in., complexion very fresh, hair and moustache sandy; dress, old dirty pilot jacket, moleskin trousers, strong lace boots, " bucco " cap. Warrant issued. 15.— Runcorn ( County).— For stealing, 24th ult., at Ashton by- Sutton, 1 side filster plane, 1 rabbet do., 6 beading planes, 3 turning tools, 5 paint brushes ( new), 1 joiner's bass, 1 2- ft. rule, all stamped " T. S."—" JAMES HARRISON" ( sup- posed false), age about 33 or 34, height 5 ft. 4 or 5 in., complexion pale, hair dark, moustache black, large aquiline nose; dress, black coat and vest, light cloth trousers, white collar, blue tie. Warrant issued. Information to Sapt. Large, Runcorn. 16.— Macclesfield ( Borough).— For stealing, 15th inst., a double diamond Westminster safety bicycle, weight 37 lbs., plain black enamel, forked rods, hollow rims, plated handle- bar, steering post, crank and pedal hubs, no mud- guard, cushioned tyres, the back right tyre has a cut 10 in. long in it, maker's name, " Richard & Dods, London," on small brass plate, and " Westminster," in gilt letters, on cross- bar— A MAN, age about 22, height 5 ft. 5 or 6 in., stout build, complexion tanned, hair dark, no whiskers or moustache, front teeth very much decayed ; wore midshipman's dress ( blue cloth coat with brass buttons, and flat- peaked cap). DERBYSHIRE. 17.— Ashbourne ( County). — For stealing 9 sheep and 2 lambs ( 5 sheep and lambs recovered), on 10th inst. — JOHN ADAMS, age 26, height 5 ft. 8 or 9 in., complexion fresh, hair inclined to be sandy, cut short, moustache and short side whiskers sandy, lost 3 fingers left hand; dress, short black jacket ( out at elbow), dark brown trousers ( ragged at bottom), heavy nailed boots ( new), and black hard felt hat. A labourer ; native of Witton, near Alstonefield, Staffordshire. Warrant issued. Information to Supt. Gill, Ashbourne. DEVONSHIRE. 18.— Barnstaple ( Borough).— For committing certain gross acts of indecency with male persons— REV. WILLIAM EWER RYAN, late Vicar of Pilton, Barnstaple, age 43, height 5 ft. 11 in., rather thin, hair, whiskers, very long beard and moustache, black, eyes dark; dressed in clerical attire when he left Barnstaple, on 31st ulto. An Irishman. Warrant issued. Information to Head Constable Songhurst, Barn- staple. DORSETSHIRE. 19. — Blandford ( County). — For burglary — JAMES SHEPPARD, age 35, height 5 ft. in., stout build, complexion fair, hair brown ( inclined to be sandy), eyes grey, generally clean shaved, scar over right eye, on both cheeks, palm of right hand, bridge of nose, forehead, thumb and forefinger left hand, mole right shoulder, and left side of back, faint tattoo marks on right wrist, ring second finger right hand. A native of Blandford. Has served in the Navy. Warrant issued. Information to Supt. Hazzard, Blandford. 20. — Dorchester ( County). — For stealing ( bailee), a clarionet and a music- book, 1st inst.— CHARLES GREY, age 21, height 5 ft. in., complexion fresh, hair light brown, moustache dark, arms and legs tattooed ; dress, when last seen, blue serge coat and trousers, light vest, light stripe cloth cap, gutta- percha collar, bow tie. Is a discharged naval bandsman, and a good musician. May be found playing the instrument at watering places. Supposed to have been employed at the Pelican Club, London, previous to December, 1890. Warrant issued. Information to Supt. Gale, Dorchester. 21.— Sturminster Newton ( County).— For embezzlement— JOHN JAMES COLLINS, age 23, height about 5 ft. 9 in., complexion fair, hair light brown, moustache and small side whiskers, ( which may be shaved off) sandy, mark from blow visible at back of head when hair is cut short; dress, when he absconded, 11th May last, black and white striped overcoat with cape, light plaid suit, dark brown hard felt hat, carried a walking stick with initials " J. C." on silver band. A journeyman baker and confectioner ; native of Chettle, Dorset. May seek employment in provision stores, or endeavour to enlist. He is well known at Sherborne, Dorset, Carshalton, Surrey, and 64, Ledbury- road, Bayswater, London. Photograph will be forwarded on application. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Snpt. Devenish, Sturminster Newton. ESSEX. 22.— Brai nt ree ( County).— For embezzlement— FREDERICK ROOKE, age about 20, height 5 ft. 5 or 6 in., complexion fair, hair brown, slight moustache, thick- set, round- shouldered ; dress, when last seen, on 29th ult., dark cloth jacket, grey vest and trousers, black hard felt hat. A labourer; native of Colne Engaine, Essex. Warrant issued. 23. — Braintree ( County). — For obtaining money by presenting forged cheques — JOHN HODGSON, age about 34, height 5 ft. 4 or 5 in., complexion dark, hair and moustache black, eyes brown, lower part of cheeks bloated, when speaking to anyone looks the other way ; dress, when last seen, on 21st ult., black diagonal coat, dark trousers with small blue stripe, black hard felt hat. An electric bell fitter; supposed native of London. Warrant issued. Information to Supt. Elsey, Braintree. 24.— Brentwood ( County). — For stealing a light covert coat, and a dirk waterproof coat, from a harness room at Romforl, on 5th inst,— A MAN. FRIDAY, AUGUST ' 465, 1891. THE POLICE GAZETTE. 3 ago about 32, height about 5 ft. 10 in., complexion pale, hair light brown, eyes ( small) supposed grey, sandy stubby moustache, slight side whiskers, high cheekbones, reddish spots under chin ; dress, dark grey coat and vest, light trousers with brown stripes, lace boots, brown cloth cap. He represented himself to be a detective from Scotland Yard. Information to Supt. Dobson, Brentwood. GLAMORGANSHIRE. 25.— Pontypridd ( County).— For embezzling £ 100 — ARTHUR FREDERICK HOPKINS, age 30, height 5 ft. 8 or 9 in., stiff build, light moustache, and side whiskers ; dress, grey suit, stand- up collar, side- spring boots, black bowler hat; carried a black bag, and brown tin box. Warrant issued. 26.— Pontypridd ( County). — For stealing a watch— JAMES WILLIAMS, commission agent, age 24, height 5 ft. 6 or 7 in., complexion fair, hair and moustache brown; dress, dark clothes, bowler hat. May endeavour to obtain employment as clerk or insurance agent. Warrant issued. Information to Supt. Jones, Pontypridd. HADDINGTONSHIRE. 27.— Haddington ( County). — For obtaining £ 40, by false pretences, on 7th and 22nd July last— DAVID KING, colporteur, West Pencaitland, age 33, height 5 ft. 7 in., stout build, complexion fresh, hair ( reddish) and moustache light, of good address ; dress, grey tweed jacket suit, single peak, light tweed cap. Has been in the Army, and in India. Has also worked in a pottery, and may get employment in a pottery or brick works, or obtain money from clergymen or religious people. Is accompanied by his wife, age 30 to 35, height 5 ft. 3 or 4 in., wearing a red velvet bonnet, and a boy, age 9 months, wearing a red velvet turban. Warrant issued. Information to Chief Constable List, Haddington. HAMPSHIRE. 28.— Winchester ( City).— For obtaining the sum of £ 1 by false pretences, on 17th inst.— DUN- CAN DARROCH or McLARENT, age about 26, height 5 ft. 5 or 6 in., complexion fair, hair ( slightly bald) light brown, moustache light, speaks with a Scotch accent; dress, short black jacket, black vest, grey flannel striped trousers, light necktie, brown leather boots, very low- crowned black hard felt hat. Stated he was a lieutenant in the Argyll and Suther- land Highlanders, at Aldershot, and also that he was an officer in the 20th Hussars. Warrant issued. 29 — Winchester ( City).— For stealing a lady's imitation sealskin jacket, ^- length, lined brown satin, has been neatly repaired under right arm ; and a pair of spectacles, white metal frames, flat upper rims— ALEC CLIFFORD, alias PROSSER, age about 40, height about 5 ft. 4 in., complexion dark, hair ( bald on top) dark, moustache brown, stubby beard; dress, dark blue suit, white necktie with small black stripe, black and white straw hat with blue band, or a cap, wore folding eye- glasses with black cord attached, and a gold ring, set oval carbuncle. Had with him a brown gladstone bag, and a pair of red woollen- worked slippers. Stated he was on a sketching tour. Warrant issued. Information to Head Constable Morton, Winches- ter. HEREFORDSHIRE. 30.— Ledbury ( County). — For stealing, 19th June last, a silver watch ( recovered)— A tramping navvy, named JACK, age 55, height 5 ft. 4 in., com- plexion fresh, hair ( turning grey) light brown, stubby beard, about a fortnight's growth, lost some front teeth, bracelets tattooed both wrists, anchor and heart on both forearms, and rings on one finger both hands ; dress, dark jacket, dirty slop, fustian trousers, with red clay thereon, strapped up at knees, strong navvy boots, black cap, with peak. Stated he had been a soldier. Information to Supt. Phillips, Ledbury. 31.— Hereford ( City).— For failing to report- Supervisee JOSEPH VAUGHAN, Office No. 36438, age 41, height 5 ft. 6| in., complexion dark ( ruddy), hair dark brown, eyes brown, scars top of head, right cheek, near right knee, and on left shin. Sen- tenced at Hereford, 4th April, 1887, to 19 months hard labour and 7 years police supervision for fraud. Information to the Head Constable of Hereford. KENT. 32.— Dover ( Borough).— For obtaining 15s. by false pretences — GEORGE HENRY WILSON, age 29 to 32, height about 5 ft. 2 in , complexion fair, hair light brown, thin light moustache, rather long at ends; dress, brown coat, stripe trousers, hard black felt hat. He represented that he had obtained a situation » t Clifton, and wanted the money to pay his railway fare. Warrant issued. Information to Supt. Sanders, Town Hall, Dover. 33.— Margate ( Borough). — For stealing, 6th inst.— 1 gold mourning locket; 4 half gold lockets ; 1 9- carat mourning locket; 7 9- carat gold engraved lockets; 2 gold seals and keys; 2 doz. charms; 15- carat bar swivel and tassel; 1 pair opera- glasses, in leather case; 5 silver- mounted hair alberts ; 3 plated hair alberts; 1 silver ring, gold- mounted; 1 9- carat gold swivel; 2 gold- mounted ivory tooth- picks ; gold sleeper earwires ; silver- twisted stick- knob ; 1 long silver curb chain; 2 silver alberts; 6 silver thimbles; 3 plain silver collar studs; 4 plated collar studs ; 2 black horn alberts ; 4 coral stones and lapis lazuli; 1 plain 18- carat enamel locket— HENRY FOSTER, a waiter, age about 30, height 5 ft. 10 in., complexion fresh, whiskers about 1 inch at side, otherwise clean shaved, high cheek bones, two small scars on nose, long thin face, prominent teeth. Is fond of the company of betting men. He left Ramsgate for London in the steam- ship " Oriole," on morning of 7th inst., after having sold a chain to pay his fare. Has a sister employed at the High Cliffe Mansion Hotel, Bournemouth, and is said to have friends in Leman street, London. Whilst residing in Margate, he kept company with a man named McGrcgory or Lucas, who left the same day as Foster, and who is supposed to reside at Falcon- road, Clapham. Warrant issued. This man calls upon jewellers, clothiers, & c., and represents himself to be a pensioned sergeant of the Royal Marine Artillery, and produces military forms, shewing that he will be entitled to a sum of money for pension or deferred pay in a few days, and thus obtains jewellery, clothing, & c., on credit.
