THE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 14, 1891. VOL. YIII., No. 796. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. C. Every announcement, if for the apprehension of a person, must be guaranteed by the signature ofanofficer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and are alphabetically arranged by counties. g. The force which causes part iculars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next ixtte. 10. In all cases, the officer signing the request for insertion of any announcement, ictll i • wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morn inf. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. ( C) ( d) NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the ; irculation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of . rime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, • or of the Police of any County or Borough, must be clearly tipressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( ci) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSION SOUGHT. MURDER. An Englishman. — SAMUEL DAVIS, age 30, height 5 ft. 6 in., complexion sallow, hair, small moustache, and side whiskers dark, peculiar gait. A Jew. May be accompanied by a Christian wife, an infant, and wet nurse. Probably has a large amount of money in his possession. Provisional warrant issued. CITY OF LONDON. 3.— For obtaining, by means of a worthless cheque, 20th ult., a f- plate gold lever watch, plain 18- carat gold half- hunting cases, No. 48105, maker, " Goldsmiths' Alliance, Li., Cornhill"; a gold keyless English lever hunting watch, ena- melled dial, sunk seconds, No. 9079, maker, " John Bennett, Cheapside"; a gold keyless half- hunter f- plate lever, minutes and seconds chronograph watch, 18- carat plain polished cases, " J. W. Ben- son, 62 and 64, Ludgate Hill, No. 21492" on movement, 6018- 1800 scratched inside case— each watch jewelled in ten holes; an 18- carat pocket- to- pocket albert chain with drop piece, open curb pattern, weight 3 ozs. 10 dwts. 16 grs.; one 18- carat square- pattern locket, 4565, 190 scratched inside ; one 18- carat golcTalbert fetter- link chain, weight 2 ozs. 17 dwts. with 18- carat gold seal knot attached ; 1 massive 18- carat curb pocket- to- pocket albert chain, each link marked with a crown and 18, also A. P., with an oval 18- carat gold reversible seal attached, hall- marked— HARRY HOBSON, age 40, height 6 ft., very red face, hair dark brown, eyes hazel, peculiar broad features, large prominent nose, walks with slight stoop, of slovenly appearance. C. 6.— Luton ( County).— For stealing a lady's very small geneva watch, chased back, small'flowers on dial ; entrusted- to hiiir'to'cftan on 18th ult. A man known ae " CLOCKY," a travelling watch and clock cleaner, ago 57 to 60, height 5 ft. 10 in., complexion and hair ( turning grey) dark, thin beard, very quiet and reserved, of good address; dress, dark jacket, speckled trousers, hard felt hat. Carries a black glazed bag and a walking- stick. Warrant issued. Information to Supt. Tydeman, Luton. 7.— Bedford ( Borough).— For assault on 24th ult— WILLIAM CHANDLER, age 26, height 5 ft. 7 or 8 in., complexion dark, hair dark brown, full features, clean shaved, tattooed both arms; dress, short black diagonal jacket, cord vest, dark mixture trousers, black hard felt hat — FREDERICK MATHERS, age 20, height 5 ft. 9 in., complexion fair, hair light brown, eyes blue, thick upper lip; dress, black diagonal jacket and ve3t, cord trousers, lace boots, black hard felt hat. Both men are brick- layers' labourers. Warrant issued. Information to Chief Constable Thody, Bedford. ABERDEENSHIRE. 4.— Aberdeen ( City).— Woodcut portrait and description of SAMUEL DAVIDSON, whose BERKSHIRE. 8. — Windsor ( Borough). — For obtaining £ 2 3s. 6d. cash, and food and lodgings to the value of £ 1, by false pretences— PATRICK BURNS, a labourer, age about 36, height about 5 ft. 9 in., complexion fresh, hair dark brown, moustache light, tattoed right forearm, silver plate let in on top of head, and wound in stomach caused by a bullet; dress, brown tweed suit, lace boots ( new), black hard felt hat. Warrant issued. 9. — Windsor ( Borough). — For assault, 14tli ult.— CHARLES HARRIS, a labourer, age 24, height 5 ft. 9i in., complexion fair, hair light brown, clean shaved; dress, black jacket, plaid vest, cord trousers, black hard felt hat, spring- side boots. May be found in the company of a prostitute, named Leonora Lilly, age 24, short and stout; or may be found in the neighbourhood of Staines. Supposed native of Reading, where his parents reside. Warrant issued. 10.— Windsor ( Borough).— For obtaining the sum of 8s., on 29th ult., under the pretence of engaging lodgings, and then borrowing the money to pay his railway fare home— F. C. WOOD, ( supposed false), age about 40, height 5 ft. 9 in., complexion, hair, whiskers, moustache, and beard ( cut short) dark, eyes blue, blotched face, large nose ; dress, blue coat and vest, brownish grey trousers, brown shoes, red and white striped collar, black sailor's knot tie, round felt hat. Gave his address as Bromley Common, Kent ( false). Information to Head Constable Armour, Windsor. stamped " T. S."—" JAMES HARRISON" ( sup- posed false), age about 33 or 34, height 5 ft. 4 or 5 • in^-' complexion pale, hair dark, moustache blaflk, largo aquiline nose; dress, black coat and vest, light cloth trousers, white collar, blue tie. Warrant issued. Information to Supt. Large, Runcorn. 14. — Chester ( City). — Under Prevention of Crimes Act— License Holder JAMES CARR, alias ANDREW STEPHENSON, JAMES BARTON, JAMES ALEXANDER BERTIE, and JAMES RICHARDSON, Office No. 41541, age 40, height 5 ft. 8 in., complexion light, hair light brown ( thin), eyes blue, blue mark ccntro of forehead, scar bridge of nose and left shin, prominent nose. Sentenced at Ruthin, 5th January, 1888, to 5 years penal ser- vitude and 5 years police supervision for felony. Licensed 1st July, 1891. O 25. For larceny ( div elling- 1 louse). — License- holder HENRY JOHNSON, alias THOMAS WILSON and GEORGE BURGESS, Office No. 41698, age42, height 5 ft. 5 in., complexion fair, hair light brown, eyes blue, scars right of neck, fourth left linger, and right leg, 4th left finger contracted. Sentenced at Knutsford, 18th October, 1886, to 5 years penal servitude for larceny. Liberated 17th July, 1891. W D M 536. Warrant issued. Information to the Chief Constable of Chester. apprehension is sought for embezzlement, age about 29, height 5 ft. 7 in , complexion sallow, hair ( bald on top) dark brown, moustache ( heavy) brown, eyes hazel, rather long and thin face; dress, when last seen, dark tweed jacket suit, hard felt hat, lace boots. May endeavour to leave the country. Absconded 4th inst. A cashier or accountant; native of Aberdeen. Warrant issued. Information to Supt. Wyness, Aberdeen. BEDFORDSHIRE. 5.— Bedford ( County). — For stealing a coat ( recovered)— A MAN, age about 40, height 5 ft. 7 or 8 in., slight build, complexion hair and moustache ( heavy) dark, stubby beard, about 3 weeks growth; dress, old dark jacket, greasy in front, dark trousers torn at bottoms, dark peak cap, very old boots. Collects rags and bones ; accompanied by a woman, age about 35, black hair, very brown face, appear- ance of a gipsy, who hawks boot- laces, cotton and lace. Information to S- ij. t. Quenbv, Bedford. BUCKINGHAMSHIRE. 11.— Slough ( County). — For stealing a saddle and bridle ( recovered) and a light colour macintosh — ALBERT BOND, alias WALTER WALLACE QUARTERMAN, age about 30, height 5 ft. 5 in. complexion fair, slight brown moustache; dress, light tweed jacket and vest, dark tweed trousers, canvas shoes, pink and white stripe shirt with cuffs and turn- down collar, pink and white cricket cap; has a pair of white flannel trousers which he some- times wears. Has been convicted for larcenies in the name of Quarterman, at Hertford, St. Albans, Aylesbury, and Reading. Warrant issued. Information to Supt. Sutton, Slough. DEVONSHIRE. 15.— Barnstaple ( Borough).— For committing certain gross acts of indecency with male persons— REV. WILLIAM EWER RYAN, late Vicar of Pilton, Barnstaple, age 43, height 5 ft. 11 in., rather thin, hair, whiskers, very long beard and moustache, black, eyes dark; dressed in clerical attire when he left Barnstaple, on 31st ulto. An Irishman. Warrant issued. Information to Head Constable Songhurst, Barn- staple. CAMBRIDGESHIRE. 12.— Cambridge ( Borough).— For stealing, 4th inst., a Singer tricycle, front steerer 46 in., side wheels 24 in.— a man who gave the name of DAVID W. HUDSON, a groom, age about 27, height 5 ft, 6 in., complexion and small side whiskers dark, tattooed on one wrist; dress, black, white and red check jacket, dark mixture trousers, lace boots, plaid cap with peak. Stated he had worked in stable- yards in London. Information to Chief Constable Innes, Cambridge. CHESHIRE. 13.— Runcorn ( County).— For stealing, 24th ult., at Ashton- by- Sutton, 1 side filster plane, 1 rabbet do., 6 beading planes, 3 turning tools, 5 paint brushes ( new), 1 joiner's bass, 1 2- ft, rule, all DORSETSHIRE. 16. — Blandford ( County). — For burglary — JAMES SHEPPARD, age 35, height 5 ft. 6± in.,, stoat build, complexion fair, hair brown ( inclined to be sandy), eyes grey, generally clean shaved, scar over right eye, on both cheeks, palm of right hand, bridge of nose, forehead, thumb and forefinger left hand, mole right shoulder, and left side of back, faint tattoo marks on right wrist, ring second finger right hand. A native of Blandford. Has served in the Navy. Warrant issued. Information to Supt. Hazzard, Blandford. 17. — Dorchester ( County). — For stealing ( bailee), a clarionet and a music- book, 1st inst.— CHARLES GREY, age 21, height 5 ft. 9| in.,, complexion fresh, hair light brown, moustache dark, arms and legs tattoood ; dress, when last seen, blue serge coat and trousers, light vest, light stripe cloth cap, gutta- percha collar, bow tie. Is a discharged naval bandsman, and a good musician. May be found playing the instrument at watering places. Supposed to have been employed at the Pelican Club, London, previous to December, 1890. Warrant issued. Information to Supt. Gale, Donhes'sr. 18— Sturminster Newton ( County).— For embezzlement— JOHN JAMES COLLINS, age 23, height about 5 ft. 9 in., complexion fair, hair light brown, moustache and small side whiskers, ( which may be shaved off) sandy, mark from blow visible at back of head when hair is cut short; dress, when he absconded, 11th May last, black and white striped overcoat with cape, light plaid suit, dark brown hard felt hat, carried a walking stick with initials J. C." on silver band. A journeyman baker and confectioner ; native of Chettle, Dorset. May seek employment in provision stores, or endeavour to enlist. He is well known at Sherborne,. Dorset, Carshalton, Surrey, and 64, Ledbury- road, Bayswater, London. Photograph will be forwarded on application. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Devenish, Sturminster Newton. ESSEX. 19.— Brentwood ( County). — For stealing a light covert coat, and a dark waterproof coat, from a harness- room at Romford, on 5th inst.— A MAN, FRIDAY, AUGUST 14, 1891. T H E POLICE GAZETTE. 3 ago about 32, height about 5 ft. 10 in., complexion pale, hair light brown, eyes ( small) supposed grey, sandy stubby moustache, slight side whiskers, high cheekbones, reddish spots under chin ; dress, dark grey coat and vest, light trousers with brown stripes, lace boots, brown cloth cap. He represented himself to be a detective from Scotland Yard. Information to Supt. Dobson, Brentwood. HEREFORDSHIRE. • 20.'— Ledbury ( County). — For stealing, 19th June last, a silver watch ( recovered)— A tramping navvy, named JACK, age 55, height 5 ft. 4 in., com- plexion fresh, hair ( turning grey) light brown, stubby beard, about a fortnight's growth, lost some front teeth, bracelets tattooed both wrists, anchor and heart on both forearms, and rings on one finger both hands ; dress, dark jacket, dirty slop, fustian trousers, with red clay thereon, strapped up at knees, strong navvy boots, black cap, with peak. Stated he had been a soldier. Information to Supt. Phillips, Ledbury. KENT. 21.— West Mailing ( County).— For deserting his wife and familv,' leaving them chargeable to the Mailing Union —- THOMAS JACKSON, age 39, height 5 ft. 8 in., complexion and hair dark, full faee; dress, black cloth jacket, moleskin trousers and vest, old brown cap. A labourer; generally works at cement or brick works. Native of Burham, Kent. Warrant issued. Information to Sergt. Lane, West Mailing. 22.— Dover ( Borough).— For obtaining 15s. by false pretences — GEORGE HENRY WILSON, age 29 to 32, height about 5 ft. 2 in , complexion fair, hair light brown, thin light moustache, rather long at ends; dress, brown coat, stripe trousers, hard black felt hat. He represented that he had obtained a situation at Clifton, and wanted the money to pay his railway fare. Warrant issued. Information to Supt. Sanders, Town Hall, Dover. LANCASHIRE. 23.— Bolton { County).— For failing to report— License Holder HENRY BUTLER, alias JOHN ROBINSON, JOHN CLAY, and THOMAS ACKROYD, Office No. 40272, age 53, height - 5 ft. 8 in., complexion fresh, hair light brown, eyes grey, scar on nose, forehead, throat, and right of belly, brown mark inside corner of left eye. Sentenced at Derby, 13th July, 1874, to 20 years penal servitude for burglary. Licensed 8th October, 1890. A 253. Information to Supt. Eatough, Bolton. 24.— Bury ( County).— For failing to report— Supervisee PATRICK McNALLY, Office No. 38133, age 25, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes brown, scars left jaw, right shin, left thigh, and left forearm, moles right cheek, right shoulder, and left upper arm, right foot slightly deformed. Sentenced at Salford, 18th February, 1889, to 6 months hard labour and 3 years police supervision for larceny. Information to Supt. Henderson, Bury. 25.— Old Trafford ( County). — For stealing, 7th inst., at Patricroft, 1 gentleman's silver English lever watch, white dial, gold hands, sunk seconds, " G. Sween " maker, heavy silver albert guard, curb pattern, with jubilee shilling in glass case attached — JAMES FORRESTER, alias " TICK," age 19, height 5 ft., complexion dark ; dress, black jacket and vest, dark cord trousers, blue peak cap, strong lace boots. 26.— Old Trafford ( County).— For embezzle- ment, 3rd inst. — JOHN MANN, age about 26, height 5 ft. 2 or 3 in., complexion fresh, hair dark brown, clean shaved, lost three or four teeth in front; dress, grey jacket, black cloth trousers and vest, lace boots, black hard felt hat. Is supposed to have served in the West Yorkshire Regiment, and to be a native of South Milford, Yorkshire. Has travelled with Sanger's circus. Warrant issued. Information to Supt. Bent, Old Trafford. 27.— Qrmskirk ( County).— For stealing a silver lever hunting watch, No. 23852, " Richard Berry, Lathom," inside — JOSEPH ANDREWS, alias MOLLOY, age about 35, height about 5 ft. 2 in.; of dirty appearance. A native of Pendlebury, near Manchester. Information to Supt. Jervis, Ormskirk. LINCOLNSHIRE. 28-— Spalding ( County).— For stealing 4 saws, 7th inst. ( larceny, bailee)— A MAN, age about 35, height 5 ft. 4 or 5 in., complexion pale, hair, whiskers, and moustache light brown, walks lame ; dress, long black ja^ 1 dark vest and trousers, dark hard felt hat— alt . r \ by. Stated he was a spokeshave maker from Sheffield, and collected saws from carpenters and others on the pretence of send- ing them to Sheffield to be sharpened. Warrant issued. Information to Supt. Jarvis, Spalding. MONTGOMERYSHIRE. 29. — Newtown ( County). — For attempted rape— WILLIAM SIMMONDS, a labourer, age 24, height about 5 ft. 5 in., complexion sallow, hair and moustache light brown, 2 fingers left hand dis- figured ; dress, grey cloth suit, supposed cap. Carried a bundle, containing working clothes. Native of Tamworth, Staffordshire. Warrant issued. Information to Deputy Chief Constable Crowden, Newtown. STAFFORDSHIRE. 30.~ Stone ( County).— For housebreaking, 6th and 7th inst., and stealing a hollow- ground razor, black handle, in black case, Boulton & Co., stamped • on case— TWO MEN : 1st, age 50, height 5 ft. 9 or 10 in, rather stout build, complexion dark, hair black, dark moustache, splay- footed and slightly lame right foot, wearing dark trousers and hard black hat; 2nd, age 18, height 5 ft. 5 or 6 in., slender build, complexion very fair, hair very light; dress, old light plaid coat, light colour double- peak cap. Tramps or watercress men. Information to Supt. Chaplain, Stone. SUFFOLK. 31.— Ipswich ( County).— For leaving his child chargeable to the Samford Union— BENJAMIN RUDLAND, age 27, height 5 ft. 4 or 5 in., hair dark brown, side whiskers and moustache, round full face; a blacksmith, and is believed to be working in or near Barking, Essex. Native of Erwarton, Suffolk, which place he left in February, 1890. Warrant issued. Information to Deputy Chief Constable Fisher, Ipswich. SUSSEX ( EAST). 32.— Hove ( Town).— For larceny, 22nd ult.— ARTHUR LIONEL BOWDICH, a tutor, late of 2, Wilbury - road, Hove, age about 28, height 5 ft. 9J in., complexion fair, hair light, moustache very light, scar on chin; dress, brown tweed reefer coat, vest, and trousers to match, black hard felt hat. May endeavour to leave the country for North America. His relations live at Ringwood, Hants. Warrant issued. Information to Major Teevan, Chief Constable, Hove. He stated, that on 25th July, he gave to a woman with whom he was keeping company in Oldham, 21s., with directions to buy him a coat and vest; that he wore them on the Saturday and Sunday, and on the Monday gave her directions to pledge them; that they were not the property lie was charged with stealing; that on 7th inst., she sent for and gave him the bundle in Blackburn, saying it was the property he bought in Oldham, and that he never noticed the contents of the bundle until opened by the pawnbroker. He states that her name is Elizabeth Connor, age 27, height about 5 ft. 5 in., of Jewish appearance; that she is a winder, but occasionally acts as a pedlar, and stays at lodging house, Bridge- street, Oldham.
