PUBUSHEH BY AUTHORITY. 1 AV. announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the I'OLICE GAZETTE, if they are sufJU- ient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. JT very announcement, if for the apprehension of a person, must be guaranteed by the signature of a, i officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed bg the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. . Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. KEO- ITLATIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ l mag result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the nam'e and address of the printer appear thereon. 2. No expression must ba used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Folice Force at which Notices can be posted. APPHREHENSION SOUGHT. MURDER. METROPOLITAN POLICE DISTRICT. l.— D DIVISION.— Woodcut portrait and description of PAUL ACHETON, alias ASHTON, a Frenchman, whose apprehension is sought for the murder of a woman, on 21st ult. Description :— Age 28, height about 5 ft, 8 in., complexion, hair, and long moustache fair ( may now be clean shaved), eyes dark, is near- sighted, and walks with a peculiar rolling gait; dress, grey jacket, striped trousers, brown hard felt hat with flat top ( ribbon of hat noticed to be very greasy). Speaks English fluently. Left behind him a note, stating his body would be found in the Thames. Was seen in Mortimer Street, on 21st ult., wearing black jacket and vest; other clothing as described. Identical with Paul de Cravant, a Frenchman, who was arrested at Liverpool, and tried at Manchester Assizes, 1886, for long firm frauds, and acquitted. On 7th December, 1888, he was before the Liverpool Magistrates, by warrant, charged with wounding a German woman, named Marian Bande, with whom he cohabited, and was remanded one day and dis- charged, when it is supposed they both left for London. KIDD, age about 23, height 5 ft. 5 or 6 in., complexion and hair dark, very small moustache, eyes brown, bridge of nose very broad from polypus, has a slovenly walk, and looks on the ground; dress, blue serge suit, black hard felt hat. A native of Newcastle- upon- Tyne. Warrant issued. 3.— E Division.— Woodcut portrait and de- scription of ALFRED MELFI, whose apprehension is sought for stealing the sum of £ 197— age 19.}, height 5 ft. 3 or 4in , complexion pile, hair black, eyes very dark, large scar from abscess right side of neck, large ears, long nose, ot Jewish appearance ; dress, black diagonal jacket and vest, grey striped trousers. A native of Naples. Warrant issued. 4.— N Division.— For embezzling £ 4 17s. 8fZ., CHARLES ROWLAND FORD, age 21, height 5 ft. 9 in., complexion fair, hair very light brown, eyes light blue, rather near - sighted and wears spectacles; dress, short dark hip jacket and vest, grey striped trousers, light brown hard felt hat. A native of Tottenham, Middlesex. Is fond of boxing and football, and is a good lunner. His mother and step- father reside at the " Surrey Yeoman" public- house, High- street, Dorking, Surrey. Warrant issued. 5.— R Division.— For embezzlement— SAML. • T. ADAMS, ago 32, height 5 ft. 9 in., complexion fair, hair ( bald on top) brown, heavy ginger mous- tache ; dress, black suit, and hard felt hat. A native of Chippenham, Wilts. Has a sister living at 49, Vicarage- road, Watford, and parents at Marthfield Brewery, Chippenham. Warrant issued. 6.— T Division.— Woodcut portrait and de- scription of FRITZ HERMAN, a German, whose apprehension is sought for stealing £ 20, age 30, height 5 ft. in., slight build, complexion pale, hair and eyes brown, slonching gait, carries his head forward, a hotel porter, and may seek similar employment. 7.— Y Division.— For embezzlement— JAMES TONGUE, age about 30, he'ght 5 ft. 8 in., com- plexion florid, hair and moustache brown, very stout, full face; dress, black overcoat, and under ditto, light trousers, top boots. A native of Stony Hill, Bromsgrove, Worcestershire. Absconded 6th ult. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. ANGLESEY. 8.— Beaumaris ( County).— For stealing, on or about 15ih nit., £ 15, counterpane, bed sheets, towels, a quantity of wearing apparel, and a large tin box— MARY OWEN, late of 18, Cliapel- street, Beaumaris, age 40 ( looks younger), height about 5 ft. 5 in , complexion fair, hair light, eyes blue, high Roman nose, wears short dark jacket and thick close veil. Had a girl with her, two years old, light curly hair. For receiving the above— WILLIAM WARD LOW, a painter and decorator, late of 62, Brainard- street, Liverpool, age 38, height 5 ft. 6 in., complexion fair, clean shaven except moustache, high round shonlders, speaks with Gaelic accent. Has a wife and children at Shrewsbury. May be found working at his trade. Supposed native of Stirling or Aberdeen. Warrants issued. Information to the Chief Constable of Anglesey, Beaumaris. BEDFORDSHIRE. 9.— Bedford ( Borough).— For obtaining money by false pretences— J. J. WILSON, alias R. CUL- LINGFORD, F. CULLINGFORD, and COLQU- HOUN, age about 55, height 5 ft. 7 or 8 in., stout build, complexion swarthy, hair and heavy moustache dark brown, turning grey, bald top of head, heavy eyebrows; dress, light tweed suit, patent pointed boots, with brown tops, brown hard felt hat; carries a small black hand- bag. Is wanted at Norwich and other places. Warrant issued. Information to Chief Constable Thody, Bedford. BERKSHIRE. 10.— Reading ( County).— For leaving 1. is wife and family chargeable to BradSeld Union, and taking away clothes belonging to the Gnardians— JOHN HAYDEN, age 45, height 5 ft. 5 in., com- plexion dark, hair ( turning grey) dark, eyes brown ; dress, dark drab corduroy suit, water- tight boots, white cotton shirt, worsted stockings ( shirt and stockings marked 169). A native of Goring, Ox- fordshire. Warrant issued. Information to Supt. Pocock, Reading. £ 2 2s. REWARD. 11.— Reading ( Borough).— For deserting their wives and families, whereby they have become chargeable to the Reading Union — ROBERT SIMMS, age 42, height 5 ft. 4 in., stout build, hair dark brown, whiskers and moustache black, scar on top of left side of forehead. A bricklayer. Is known at Henley, Goring, Streatley, and Stoke. May seek employment on railways. Is used to farm work. WILLIAM JAMES MALT, age 28, height 5 ft. 7 in., slight build, hair dark brown, monstache light. Has been in a gentleman's service as footman. His mother's name is Holloway, and lives in the London- road, Whitchurch, Hants. GEORGE WITHERS, age 37, height 5 ft. 4 in., hair dark brown, turning grey, also moustache. A muffin and crumpet baker. Is known at Basing stoke, Staines, Egham, and Southampton. His father resides at Windsor, and a brother at Ayles- bury. ARTHUR FRANKUM, age 37, height 5 ft. 4 in., hair and moustache iuclined to be sandy. A rough carpenter. His father is a market gardener, and attends Basingstoke market. Has a brother, a carpenter, living at Birmingham, and a brother and sister living in Potter's- lane, Basingstoke. HENRY WHEELER, age 40, height 5 ft. 7 in., hair and moustache light brown. A canvasser for an insurance company. Was a member of the Salvation Army. Supposed to be in the neighbour- hood of Bermondsey, London. May be accompanied by a woman about 20 years of age. Warrants issued in each case. The above reward will be paid by the guardians of Reading Union to any person arresting either of the above- mentioned individuals. Information to Head Constable Tewsley, Reading. BUCKINGHAMSHIRE. 12.— Buckingham ( County). — For stealing, 28th ult., at East Claydon, a silver lever watch, seconds hands, nearly new, in metal case; a long silver guard- chain with swivel; 1 pair water- tight boots, square- headed nails in heels and soles, size 9 ( nearly new)— A man, known as THOMAS WHITE, age 40 or 45, height 5 ft. 2 or 3 in., complexion dark, hair brown, whiskers and moustache about six weeks' growth, round shoulders, carries his head very drooping, lost top of right first finger; dress, old long dark coat, brown tweed trousers, patches on legs, soft black felt hat, piece sewn ou'top, and tho stolen boots, dirty appearance; a tramping labourer, sleeps in barns, & c., on farms when ia work. Information to Supt. Shepherd, Buckingham. 13.— SlOUgh ( County).— For larceny— JOSE PH CHEESE, age 43, height 5 ft. 5^ in., complexion dark, hair dark brown, moustache black, eyes hazel; dress, dark speckled Martini- Henri suit, brown hard felt hat, and army shoes, lately discharged from the Army Reserve ; supposed to have gone into Kent for the fruit picking. Native of Slough. Warrant issued. 14.— SlOUgh ( County).— For stealing, 24th ult., at Iver, 1 gold English lever watch, white dial, "( Hux, Piccadilly" thereon), raised flowers on out- side of case ; 1 gold albert, plain £- in. links, 2 bars inside links; 1 gold oval locket, Prince of Wales feathers raised on outside, slightly discoloured by a flare of candle; 1 lady's silver geneva watch, pin at bottom of case turning yellow— a woman named BENSON, age 50. height 5 ft. 2 in , complexion fair, hair ( turning grey) dark, pointed nose, narrow face, round shoulders, swerves when walking as if from rheumatics, addicted to drink; dress, brown skirt, black mantle, brown velvet bonnet, light bow in front, wears eyeglasses. She engages herself as a lady's companion. Warrant issued. Inlormaiion to Supt. Sutton, Slough. CAMBRIDGESHIRE. 15.— Cambridge ( Borough).— For embezzle- ment— FREDERIC K DAY, age 29, height 5 ft. 5 in., stout build, complexion fair, hair light brown, eyes ( large) hazel, round full face; dress, old brown cloth coat, supposed new cotton cord trousers, lace boots, black hard felt hat. Has served in the Suffolk regiment, and now belongs to the Army Reserve. Warrant issued. Information to Chief Constable Innes, Cambridge. CHESHIRE. 16.— Middlewich ( County).— For stealing a pair of boots, an overcoat, and a pipe— MATTHEW WHITNEY, ago 54, height 5 ft. 8 in, complexion swarthy, hair turning grey, eyes grey, scar back of head, on chin, and top lip, both ankles deformed, lost all upper teeth. Warrant issued. Information to Supf. Plant, Middlevvich. DERBYSHIRE. 17. — Ashbourne ( County). — For carnally knowing a girl under the age of 13— WILLIAM ROLAND RASTRICK, age 26, height about 5 ft. 8 in., complexion fair, hair rather sandy, whiskers and moustache sandy, eyes grey, jaunty gait, springs on to his toes, turns right leg inwards; dress, supposed black diagonal worsted cloth coat and vest, light cloth trousers, hard brown felt hat, has also dark grey dust coat; a schoolmaster, and educated at Wesley College. Native of Halifax. Warrant issued. Not to be apprehended out of the United Kingdom at present. Information to Supt. Gill, Ashbourne. DEVONSHIRE. 18.— Exeter ( City).— For larceny ( bailee)— JAMES WALTER " MCGREGOR, alias KEL- LAND, age about 54, height 5 ft. 5 in., com- plexion fresh, hair ( parted in centre and at back) light brown, moustache and imperial ginger, other- wise clean shaved, rather small sunken eyes, long sharp nose, high forehead, walks erect and with swinging gait; dress, dark cutaway coat and vest, tweed trousers ( all rough material), - black hard felt hat, shoes and yellow socks, wore a small gold horse- shoe pin in necktie. A Scotchman. This man stated that he represented Messrs. Wil- son, Jenner & Co., the British Foreign Debt and Accountancy Offices, Finsbury Square Buildings, 1 and 2, Chiswell- street, Finsbury Pavement, ( vide POLICE GAZETTE, Case No. 1, 20th February last). He opened an office in Exeter, and issued circulars, similar to those used by Wilson, Jenner & Co., headed '' J. W. McGregor & Co., Accountants, the FRIDAY, JDLY 17, 1891. T H E P O L I C E GAZETTE. 3 Western Counties Accountancy Office, Castle- street, Exeter," offering, through advertisements in local papers, to recover debts and rents. May probably be found attempting to open similar offices in other towns. Warrant issued. Information to the Chief Constable, Court House, Exeter. DORSETSHIRE. 19.— Beaminster ( County). — For stealing cattle and farm implements ( recovered) to the value of £ 167— ALFRED NORTON, a farmer, age 41, height 5 ft. in, complexion dark, hair dark brown, eyes brown, long dark whiskers, which may be cut off; generally dressed in brown mixture suit. A native of Stanton, St. Gabriel's, Dorset. May endeavour to leave the country. Warrant issued. Information to Supt. Freeman, Beaminster. DURHAM. 20.— Durham ( Cit. ii).— Woodcut portrait and • description of MAGNUS PATTISON IRWIN, a brewer's traveller, whose apprehension is sought for • embezzling £ 230— age 2ri to 28, height about 5 ft. 5 or 6 in., complexion pale, hair brown, moustache ( slight) and side whiskers light b; own, eyes hazel, lost two teeth in front of u, iper jaw, scar side of forehead; dress, when he abs; onded on 18th ult., light grey jacket suit, strong lace boots, black felt hat. Would have about £ 50 in his possession. A native of Hartlepool, where his parents reside at 30, Northgate. Has a si- ter residing at 72, Talbot- street, Alexandra- park, Manchester, and a cousin named Widdowfield, a jockry, at Mai ton. Four years ago he was employed as clerk with Messrs. C. H. Reid & Co., iionfounders, Sunderland, and when a youth was at sea for about 3 years. Frequents race meetings, and may be found in the company of betting meD. He is a good musician and comic singer. May endeavour to leave the country. Warrant issued. Information to Chief Constable Smith, Durham. ESSEX. 21. — C h e I m sf O rd ( County). — For stealing, 1st inst., about £ 6 cash, consisting of 1 jubilee sovereign, 1 jubilee half- sovereign, 1 jubilee half- crown, 1 jubilee shilling, 1 jubilee sixpence, 1 five- shilling piece ( not jubilee), and 1 sovereign dated 1891 ; a white metal chain, glow- worm or snake pattern, with silver padlock attached; 1 pair flannel pants, with red band at top ; 1 white- handled razor, " Addy " supposed thereon ; 1 small razor- strop ; 1 lathering brush ; 1 pair low shoes with toe- caps ( recently soled and heeled) — EDGAR BRAND, alias RICHARDSON, JOHN BARNES, EDGAR RICHARDS, EDWARDS, and WILLIAM KNIGHT, age 20, height 5 ft. 3 or 4 in., com- plexion fair, very sharp, thin features, hair dark brown, slight moustache and side- whiskers, eyes blue, dog's head tattooed left wrist, 3 dots back of left hand, large dot back of right hand, 2 moles centre of chest; dress, light coat and vest, dark striped trousers, black hard felt hat, and wearing the stolen shoes. Supposed native of Norwich. Was sentenced to 12 months imprisonment at Chelmsford Sessions, 19th February, 1890, on three charges of larceny at Ilford. 22.— Chelmsford ( County). — For stealing money, at Chelmsford, on 10th ulto.— WILLI AM DAVIS, alias WILLIAM WOODYATT, age 25 to 30, height 5 ft. 7 or 8 in., complexion dark, hair dark brown, eyes dark, clean shaved, appearance of a groom ; dress, dark cutaway coat and vest, light trousers, old lace boots, black hard felt hat.. Sup- posed native of Ledbury, Herefordshire. Information to Deputy Chief Constable Somerset, Chelmsford. FORFARSHIRE. 23.— Forfar ( County).— For stealing, 18th ulto. from a field at Grange of Barry, 8 cattle ( recovered)— A man, who gave his name and address as FRANK STEWART, of Lochee, age about 40, height 5 ft. 8 in., slight build, complexion pale, hair ( pretty full behind) light brown, moustache light, stiff erect gait, long pimply face, 3 scars left side of neck, third finger right hand deformed, dissipated appearance, and Feemed to have an affection of one eye, as he kept wiping it with his pocket handker- chief ; dress, dark summer overcoat, light check trousers ( long and ti^ ht), white neckerchief, old boots, hard felt hat. all very seedy. Had the appear- ance of a broken- down clerk. May endeavour to leave the country. For seven of the cattle he received a cheque for £ 99, which he subsequently cashed, receiving large notes of the Union Bank. Information to Chief Constable Adamson, Forfar. GLOUCESTERSH IRE. 24.— Chipping Sodbury ( County). — For office- breaking, 21st ult., at Almondabury, and steal- ing 4.?. worth of penny stamps— A man, supposed WILLIAM ROBBINS, or ROBBiNSON, age 35 to 40, height 6 ft, complexion swarthy, hair dark brown, eyes dark, long thin neck with large gullet, springing gait, rolls his eyes when speaking, keeps his teeth closed; dress, black coat, light trousers with brown stripe at sidet-, hard brown hat, thin lace boots, no vest. A labourer, supposed native of Norfolk. Information to Supt. Critchley, Chipping Sodbury. LANCASHIRE. 25.— Old Trafford ( County).— For stealing, 9th inst., £ 1 10*., from a shop where he was employed as errand boy- JOHN SILAS MOORE, age 13, height 5 fr. ; dress, dark tweed suit, black cap, black- and- red stockings, white collar, new lace boots. May have gone to 6, Lord- street, Great Harwood, where he has a brother residing. Information to Supt. Bent, Old TrafforJ. 26.— Rochdale ( Borough).— Fcr stealing, as a bailee, the sum of £ 573 — JAMES LOMAX TAYLOR, age 34, height 5 ft. 8 in., complexion fresh, hair and moustache brown, thin features, slightly bow- legged. An auctioneer and valuer; native of Rochdale. Was last seen on 24th ult. Warrant issued. Information to Chief Constable Wilkinson, Roch- dale. LEICESTERSHIRE. 27.— Leicester ( Borough).— For stealing, 6th inst., a silver geneva watch, white dial, blue steel hands, engine- turned cases, silver albert twisted links, double, with seal attached ; 1 pair gold cuff links, oval shape, flowers engraved thereon ; 1 gold scarf pin, oval shape, gold bar across with flower thereon; 1 dark green small check tweed jacket, black lining, sleeves greasy ; 1 large blue silk hand- kerchief, white squares ; 1 large blue silk handker- chief, red border, flowered in centre— CHARLES HENRY HUNT, age 21, height 5 ft 10 in., clean shaved, peculiarity in right eye, which looks in- wards ; dress, long dark cloth overcoat, with small white speck, belt and flaps on cuffs, light striped trousers ( worn at bottom), black billycock hat, sometimes wears a red cap with thin white stripe. He is by trade a fitter, but has latterly been engaged as a music- hall artiste. A native of Langley Mill. Information to Chief Constable Duns, Leicester. MONTGOMERYSHIRE. 28.— Llanidloes ( County).— For deserting his wife and family, leaving them chargeable to the Newtown and Llanidloes Union — EDWARD HUGHES, a collier, age 32, height 5 ft. 5 in., com- plexion fresh, hair ( very curly) dark brown, small light moustache, is addicted to drink. Is supposed to be at work in the neighbourhood of Abercwmboy, Glamorganshire. Warrant issued. Information to Sergeant Humphries, Llanidloes.
