All announcement* for insertion in the POLICE GAZRTTE, and all communications upon them should be addressed to THE TUITOA OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the I OLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. J articutars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. I orlraits of persons whose apprehension is sought for serious offences, and engravings of stolen property w, ll le prominently inserted, with detailed particulars, at a cost of 15s. per Portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6' ^ vert/ announcement, if for the apprehension of a person, must be guaranteed by the signature of a, i officer of not less rank than Superintendent; and, if the name of such person be required to Reinserted, and no warrant is in force against him, the requisition must be signed hy the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may le. 7. Announcements concerning stolen property must le guaranteed ly an officer of not less rank than Inspector, or analogous thereto. nEca- xTXj^- Tioasrs. 8. Announcements of all persons to le apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 0. The force which causes particulars concerning delinquents or stolen property to le inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, wilt be wholly responsible for any proceedings whicn may result from such publication. 11. Announcementsfor the Friday issue should be forwarded so as to be received not later than noonon Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper oniy, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, ly cheque, crossed " Druinmond If Co." Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. ( d) NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— Theie are 177 Stations of the Metropolitan Police Fores at which Notices can be posted. I APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1 — C. I. Department. — For obtaining a pony, cart, < tc., bv false pretences — GEORGE ALLEN PORTER, alias ALLEN, age 45, height 5 ft. 8 or 9 in., complexion fresh, hair light, mous- tache and side whiskers sandy, eyes grey, wears glasses; dressed respectably, usually wears high silk hat. A traveller; may be found at some pro- vincial town. Warrant issued. 2. — c. I. Department.— For forging and uttering cheques to the amount of £ 150 on Messrs. Cox & Co., Bankers, 16, Charing Cross— HERBERT EDWARD FLETCHER, age 22, height 5 ft. 6 or 7 in., stout build, complexion fair, hair light sandy, eyes grey, slightly bow- legged. A native of London. Warrant issued. 3. — B Division. — For stealing £ 60 — GEORGE EDWARD ELPHICK, a butler, age 33, height 6 ft., complexion pale, hair brown, eyes grey, scars from boils on side of neck, lost first joint of forefinger right hand; dress, black diagonal coat and vest, dark striped trousers, brown felt hat. A native of Battle, Sussex. 4.— D Division.— For the murder of a German woman with whom he cohabited, 21st iost.— PAUL ACHETON, alias ASHTON, a Frenchman, age 28, height 5 ft 6 in., complexion, hair and moustache ( rather long) fair, eyes dark, near- sighted, peculiar rolling gait, speaks English fluently ; dress, grey jacket or black coat and vest, striped trousers, brown hard felt hat, flat top with rather greasy band. Will probably endeavour to leave the country, or may be found in the company of prostitutes and betting men. 5.— T Division.— For obtaining £ 80, by false pretences— ALBERT ARBUTHNOT, age 24, height 5 ft. 7 in., complexion fair, hair light brown, of gentlemanly appearance, scars each side of neck, blotched face, 2 prominent front teeth. Frequents race meetings and music halls. A native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6. — For forging and uttering cheques on the Union Bank of London— FREDERICK ALBERT STONIER, late of 6, Tennyson- street, Lambeth, a solicitor's clerk, age 40, height 5ft. Sin., complexion pale, hair, whiskers, and moustache light brown, eyes blue, slightly pockmarked; dress, dark clothes, and high hat. Had the following bank notes with him— one £ 10, No. 28781, dated 19th January, 1891 ; four £ 5, Nos. 44545- 8, dated 27th February, 1891. 7. — For embezzlement — G. J. PITT, late of 11, Candler- street, Seven Sisters- road, Islington, . a shorthand clerk, age about 2- 5, height 5 ft. 7 or 8 in., slight build, complexion fair, no hair on face, hollow cheeks, high cheek bones; dress, dark jacket and trousers, brown felt hat. Warrant issued. Information to Snpt. McWilliam, 26, Old Jewry, E. C. AYRSHIRE. 8.— Ayr ( County). — For stealing between 20th and 21st inst., a private- made tricycle, no name or number, newly done up, plough handles, bell on left and drag on right handle, new ball treadles, body and wheels black, axle and handles silver- plated, brown leather seat with small brown leather bag attached, containing a nut- screw, a screwdriver, and a screw nail— A MAN, age about 24, height about 5 ft. 7 in., complexion fair, little ( if any) hair on face ; dress, Shetland grey jacket suit and cap to match. 9.— Ayr ( County). — For assault and robbery— JOHN MAHONorMcMAHON, a collier or brusher, age 40, height 5 ft. 4 or 5 in., slight built, com- plexion ruddy, hair and small moustache ( cut short) red, eyes blue, broad features, Scotch dialect; dress, brownish check tweed jacket, dark- striped trousers, lace boots, black or blue serge cap— clothing old and dirty. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. 10.— Ayr ( Burah).— Absconded from the Boys* Industrial School, Ayr, on 6th inst— JAMES MON- TEITH, age L4, height 4 ft. 6 in., complexion fresh, hair light brown, prominent nose; dress, brown tweed jacket and vest, corduroy trousers, blue and white striped shirt, stamped " Nc. 16, Ayr Boys' Industrial School," grey socks, stamped " No. 16," lace boots. Was born in Belfast, and admitted to School from Hamilton, on 19th April, 1886. His father, William Monteith, a labourer, has resided at English Buildings, Craig Newton, Motherwell. Information to Supt. McKay, Police Chambers, Ayr, or to Supt. Ross, Industrial School, Ayr. CHESHIRE. 11.— Hazel Grove ( County).— For stealing a heifer ( recovered) from a field at Cheadle Ilulme, on otli iost., and who, the same evening, escaped from the custody of the Lancashire police— a man who gave the name of ROBERT BROWAN, age 26 to 28, height 5 ft. 6 in., slight build, complexion fresh, hair brown, moustache sandy, prominent 2 T H E POLICE GAZETTE. DEVONSHIRE. 12. — Torrington ( County). — For stealing £ 4 4s., larceny ( bailee) — DAN or DANIEL O'DONOHUE, age about 31, height 5 ft. 9 in., complexion fresh, hair light, face blotched from drink; dress, dark coat and vest, dark striped trousers ( may have " Boyle, Bideford " on buttons), hard bowler hat. Supposed native of Bideford. " Warrant issued. Information to Supt. Buchanan, Torrington. DURHAM. 13.— Durham ( City).— Woodcut portrait and description of MAGNUS PATTISON IRWIN, a brewer's traveller, whose apprehension is sought for embezzling £ 230— Age 26 to 28, height about 5 ft. 5 or 6 in., complexion pale, hair brown, moustache ( slight), and side whiskers light brown, eyes hazel, lost two teeth in front of upper jaw, scar side of forehead; dress, when he absconded on 18th inst., light grey jacket suit, strong lace boots, black felt hat. Would have about £ 50 in his possession. A native of Hartlepool, where his parents reside at 30, Nortligate. Has a sister residing at 72, Talbot- street, Alexandra- park, Manchester, and a cousin named Widowfield, a jockey, at Malton. Four years ago he was employed as clerk with Messrs. C. H. Reid & Co., ironfounders, Sunderland, and when a youth was at sea for about 3 years. Frequents race meetings, and may be found in the company of betting men. He is a good musician and comic singer. May endeavour to leave the country. Warrant issued. Information to Chief Constable Smith, Durham. GLAMORGANSHIRE. 14.— Neath ( County).— For obtaining food and lodgings by false pretences, and £ 6 16s. 9d. by means of a fictitious cheque— J. D. EDWARDS ( supposed false), age about 45, height about 5 ft. S in., stout build, complexion swarthy, hair ( cut close) very dark, walked as if paralyzed left side, spoke with a slight London accent; dress, light check suit, and light bowler hat. May be found at an hotel at some seaside resort. Warrant issued. Information to Supt. Thomas, Neath. GLOUCESTERSHIRE. 15.— Gloucester ( County).— For stealing a pony ( recovered) — WILLIAM JORDAN, alias ARTHUR JORDAN, HENRY WILLIAMS, and CHARLES NICHOLLS, a saddler, age 45, height 5 ft. 1 in., complexion fair, hair light brown, eyes blue-, clean shaved, pockmarked, scar right elbow and arm, ulcer scar right shin, flesh wart under left shoulder blade, scar bend of left elbow, wrist, and back of left thigh; dress, dark blue or green dust coat, stitched round collar and cuffs, dark suit, trousers fit tight similar to stablemen's, hard howler hat, lace boots with pointed toes. He is a notorious horse stealer. Warrant issued. Information to Deputy Chief Constable Chipp, Gloucester. HAMPSHIRE. 1G.— Alton ( County).— For larceny— THOMAS CR1TTLE, age 38 to 40, height 5 ft. 8 in., com- plexion fresh, hair brown, short whiskers and mous- tache, inclined to be sandy, eyes blue, thumb of one hand slightly injured on top; dress, dark jacket and vest, blue serge trousers, with large patch of a darker material on seat, cream- colour wrapper with brown stripe forming squares, lace boots, tipped and nailed, black hard felt hat. Supposed native of Sittingbourne, Kent. Warrant issued. Information to Supt. Rapkins, Alton. 17— Gosport ( County).— For stealing, 27th ult., 2 silver bracelets, 2 in. wide, encircled with 2 rows of pointed studs and filigree work; 1 silver and red coral baby's rattle, with 5 silver bells; 1 gold seal with bloodstone, engraved lion with laurel leaf in mouth, and underneath a shield with 2 liens and 4 bars ; 1 scent- bottle, cut glass, silver- gilt top ; 1 small agate box in. wide and long, A MAN, age about 19, height 5 ft. 8 in., hair light, clean shaved, eyes blue; dress, brown coat and vest ( patches of white paint on coat), black and white check trousers, black hard felt hat, brown leather shoes. Supposed a deserter from the army. Information to Supt. Catchlove, Gosport. HEREFORDSHIRE. IS.— Ledbury ( County).— For stealing a silver watch and chain ( recovered), at Woolhope Inn, on 19th inst.— A MAN, age 45 to 50, height 5 ft. 7 in., complexion fresh, hair grey, stubby beard about a fortnight's growth, eyes grey, both arms tattooed ; dress, dark jacket, dirty slop, fustian trousers, with straps on legs below knees, strong navvy boots, black cap. A navvy or miner. Stated he was going to South Wales. Had with him 2 black pocket books, " Sircase Avied " written in one. Information to Supt. Phillips, Ledbury. KENT. 19.— Chatham ( County).— For obtaining by false pretences, 8th inst., a heavy gold diamond and sapphire gipsy ring', " large diamond in centre and sapphire each side ; a pearl and diamond star pendant with brooch fittings, and a gold band necklet edged with pearls— JAMES FARRELL ALEXANDER, a Jew, late of the firm of Alexander Brothers, 16, Hatton Garden, London, age about 40, height 5 ft. 8 in., complexion rather dark, bald on forehead and top of head, full eyes, wears a mous- tache which turns up at ends, and beard on chin. He was hawking pictures at Dover about 3 weeks cince and assumed the name of " Marks." Warrant issued. Information to Supt. Coppinger, Police Court, Chatham. 20.— Dartford ( County). — For burglary at Crockenhill, Eynsford, on 31st ult., and stealing a metal keyless watch, maker " Perry, Viaduct, London"— THOMAS GREEN, age 43, height 5 ft. 11 in., complexion fresh, hair brown, scars on back of neck, eyebrows, centre of forehead, and left cheek, has a peculiar look about one eye; dress, old grey cloth jacket, coloured neckerchief, dark cloth cap with fancy stitching on peak, knob on top. Is a notorious and dangerous thief, and was convicted at West Kent Sessions, Maidstone, on 17th October, 1884, and sentenced to 5 years penal servitude for fowl stealing. Is accompanied by a man, age 30, height 5 ft. 4 or 5 in., complexion, hair, and mous- tache dark ; dress, dark mixture suit, cloth cap with peak and knob on top. Warrant issued. Information to Supt. Webster, Dartford. 21. — Tunbridge Wells ( Borough). — For stealing tools— ALEC DAVIS, alias WEBB, age about 30, height 5 ft. 8 in., complexion fair, rather heavy moustache and side whiskers, tattooed right forearm, very upright; dress, grey striped coat and vest, light grey trousers, light cap or black hard felt hat. Information to Head Constable Embery, Tun- bridge Wells. LANCASHIRE. 22.— Old Trafford ( County).— For failing to report — License Holder JOHN SHAW, alias SHANNON, Office No. 39357, age 36, height 5 ft. 5 in., complexion fresh, hair brown, eyes hazel, scars left of neck, crown and back of head, right of forehead, left elbow, right hip and instep, flag and blue mark left forearm, ring second left finger. Sentenced at Salford, 20th October, 1884, to 7 years penal servitude and 7 years police supervision. Liberated 12th April, 1890. CK 439. — Supervisee JOHN BIRCH, Office No. 36882, age 47, height 5 ft. 4 in., complexion fresh, hair and eyes brown, 5 burn scars right knee, cut scars right thumb, bald top of head. Sentenced at Manchester, 12th October, 1887, to 15 months hard labour and 3 years police supervision for fraud.— Supervisee JOHN SHAW BROOKS, alias JOHN SHAW RHODES BROOKS, and SHAW BROOKS, Office No. 27893, age 68, height 5 ft. 4 in., complexion fair, hair grey ( bald), eyes brown, scars right of forehead, right eyebrow, right shoulder, and second left finger, enlarged testicles. Sentenced at Manchester, 16th June, 1881, to 5 years penal servitude and 7 years police supervision for fraud. L H 51.— Supervisee JOHN, alias JOHN SHARKEY, Office No. 27288, age 53, height 5 ft. 1 in., hair grey, eyes hazel, scars right calf, left elbow, left shoulderblade, left buttock, and under left eye. Sentenced at Manchester, 11th December, 1878, to 8 years penal servitude and 7 years police supervision for larceny. E 805. 23.— Old Trafford ( County).— For stealing, 20th inst., 2 pairs light blue woollen hand- knitted stockings ( one of them mended with black worsted in leg) ; 2 black- and- white checked woollen scarves ( nearly new)— a man known as EARRING BILL, age about 40, height 5 ft. 5 or 6 in., complexion fair, hair light brown ; dress, grey cloth coat and vest, dark brown cord trousers, old slop, black cloth peak cap, clogs ; is wearing a pair of the stolen stockings. Is of drunken habits. Has worked at Appleby Bridge, near Wigan, where it is supposed he has gone as a farm labourer. Native of Lincoln- shire. 24.— Old Trafford ( County).— For fraudulently collecting rents, at Moss Side, 10th inst.— A MAN, age about 25, height 5 ft. 6 or 7 in., slender build, complexion pale, hair dark brown, clean shaved, eyes dark, long thin face ; dress, light brown dust coat, light trousers, white front and collar, brown pot hat, wears rings, respectable appearance. This man knocked at the doors of several houses, and on his knock being answered, said, " Rents please," whereupon several of the tenants at once handed over a week's rent. Information to Supt. Bent, Old Trafford. 25.— Lancaster ( Borough). — For failing to report— Supervisee JOHN McGUIRE, alias JOHN GREEN, Office No. 33705, age 38, height 4 ft. 7 in., complexion fresh, hair and eyes brown, blind left eye, blue scar between eyebrows. Sentenced at Liverpool, 2nd March, 1886, to 18 months hard labour and 5 years police supervision for larceny. Information to Chief Constable, Lancaster. 26.— Salford ( Borough). — Supervisee JOHN HOUSTON, alias JOHN HUGHES, JOHNSON, SCOTT, BRADY, and HENRY WILLIAMS. Office No. 41437, see Case 102, 19th inst., not now wanted. NORTHAMPTONSHIRE. 27.— Northampton ( Borough).— For obtaining £ 116 17s., by false pretences — RICHARD WILLIAM BARKER HALL, a solicitor, age 35, height 5 ft. 10 or 11 in., complexion pale, hair dark, side whiskers and moustache, respectable appear- ance. May endeavour to leave the country. Information to Chief Constable Mardlin, North- ampton. NOTTINGHAMSHIRE. 28.— Mansfield ( County).— For stealing £ 15, on 15th inst.— WILLIAM WASS, a collier, age 22, height 5 ft. 11 in., slight build, hair brown, eyes blue, clean shaved, broken nose, " W." tattooed left arm ; dress, light check jacket, black vest, brown striped trousers, black hard felt hat. Warrant issued. Information to Supt. Tomasson, Mansfield. OXFORDSHIRE. 29. — Henley- on- Thames ( County). — For stealing a purse containing 23s. 8d. at Greys, 14th inst.— WILLIAM GODFREY, age 34, height 5 ft. 8 or 9 in., complexion fair, hair and moustache light brown, eyes grey ; dress, dark brown tweed jacket and vest, plaid trousers with large white stripes, soft felt hat with cord round, heavy nailed boots. EDWARD SAMUEL STONE, age 32, height 5 ft. 9 in., complexion, hair ( turning grey), and moustache ( heavy), and eyes dark, scar from burn right arm, little finger poisoned and may be carried in a sling. AJjoiler- maker's labourer ; native of Newhaven. i- vs. j Warrant issued. Information to Supt. Osbon, Lewes. SUFFOLK. 30.— Ipswich ( County).— For stealing 1 live ewe hoggett— EDWARD AGER, a drover, age 50, height 5 ft. in. without boots, complexion ruddy, hair dark brown, eyes grey, scars on face and lip ( left side), scar right wrist; dress, long dark blue cloth overcoat, mixed grey stripe trousers, black hard felt hat, handkerchief round neck ; all much worn. He left Colchester, 6th inst., with sheep to drive to Capel St. Andrews, Suffolk, sold one 7th inst. at Washbrook, and left the others at a farm, and has not been since heard of. Is well known at Colchester, Bury, Norwich, Ipswich and other markets. Pre- viously convicted at Ipswich and Colchester. Native of Palgrave, Suffolk. Warrant issued. Information to Deputy Chief Constable Fisher, Ipswich. PROPERTY STOLEN. METROPOLITAN POLICE DISTRICT. 36.— B Division.— 10th inst.— PERSONS IN CUSTODY. ( 2.)— A thin gold i chain set brilliants at intervals. DEVONSHIRE. 32.— Exeter ( City).— Remanded till 30th inst., for obtaining £ 30, by fraud— THOMAS PALMER, age 51, height 5 ft. 3 in., rather stout build, com- plexion fresh, hair ( turning grey and nearly bald on top), whiskers and moustache light brown, eyes light blue, wears glasses, deep abscess scar left jaw, scar between shoulders, 2 scars back of neck, and one top of left shoulder, boil mark back of head, veiy short- sighted, suffers from gout; dress, dark cutaway ^ ^ ^ in g0id chain, coat, dark vest, blue stripe trousers, black round 5 crystal lockets, crosses felt hat, thin lace boots, carries a black bag and thereon attached ( 3 tur- umbrella, shabby appearance. quoise, 1 pale coral, 1 pearl). His modus operandi is to advertise in the daily and evening papers for temporary loans of various sums under initials W. W., O. K., B. Y., Robert, & c., and offering valuable securities, the latter proving to consist of pawnbrokers' duplicates relating to pledged jewellery. It is known that Palmer has been acting in concert with another man not in custody, described as, age 25, height 5 ft. 9 in., hair and moustache dark. An associate of betting men. Supposed previously convicted. Information to Chief Constable Le Mesurier, l. Exeter.
