REGULATIONS. fT All Notices intended for insertion in the Hue- and- Cry are to be transmitted under cover, addressed to the Inspector- General, Royal Irish Constabulary, Dublin Castle, authenticated by a Separate Communication. No Description can be inserted unless an Information shall have been Sworn; but it is not necessary - to forward the Informations to the Inspector- General. Notices respecting all Felonies and such Misdemeanours as are of an aggravated nature will be inserted. All Descriptions of i> ersons whose apprehension is sought on a charge of Misdemeanour should be accompanied by a statement that a Warrant has been issued, and by the name of the person in whose hands it is. But the Constabulary should remember that they cannot arrest a person charged with an offence of this nature unless they have the Warrant in their possession when making the arrest. *,* Should irregularities arise in the delivery of the Hue- and- Cry, it will be necessary to forward one of the covers, or give the number it bears, as without this information the mistake cannot be rectified. \ *** Prison and Police Authorities are particularly requested to be gobd enough to inform the Inspector- General, Royal Irish Constabulary, Dublin Castle, of tho abolition of Gaols, Stations, & c., and of n^ v circumstances rendering the supply of the " Hue- and- Cry " no longer necessary. Apprehensions. APPREHENSIONS SOUGHT. ROYAL IRISH CONSTABULARY, antrim. Description of the under- named ) oung offender, who, on the 19th April, 1891, absconded from the Malone Reformatory School at Belfast 1. ANDREW GRAHAM, 18 years of age, light brown hair, gray eyes, light eyebrows, straight nose, regular mouth, fresh complexion, oval visage, slight make, 5 feet 4 inches high; is a tailor; born at Partick, near Glasgow; scar under each eye, dot of ink on each hand near thumb; dressed in dark tweed jacket, trowsers, and vest, blue Glengarry cap, blue and white striped shirt, red and black check tie, Blacher boots, and woollen stockings. The Manager of the Reformatory will defray the expenses of his conveyance, if arrested, to the nearest Justice, on remand, and will reward the person who may captnre him with £ 1. 27th April, 1891. ( 393 H. C.) Belfast. Description of EDWARD S. W. DE COBAIN, native of Belfast, who stands charged that he did, within the past two years, at Belfast, commit an act of gross indecency with another male person, and within the same time, and at the place aforesaid did incite divers other male persons to commit sodomy:— Walks erect, square shoulders, corpulent, contracts eyebrows when speaking, gray eyes, regular nose, pale complexion, full face, stont make, 5 feet 10 inches high, about 48 years ot age, dark brown hair; wore a silk hat, black Chesterfield overcoat, black frock coat, dark trowBers, and dark vest; is a Member of Parliament. Warrant in hands of District Inspector, Detective Department, Belfast, to whom information should be sent. NOTE.—. Arrest cannot be legally made without Warrant. Belfast, 15th April, 1891. Carlow. Description of MICHAEL TIMMINS ( mother's surname Maher), native of Bannagagole, who stands charged with having, on the 9th day of March, 1891, in the barony of Idrone West, parish of Wells, seriously assaulted one Ellen Hanlon, by kicking her in the abdomen, snd thereby placing her life in danger. This man was bailed to take his trial on above charge at Carlow Quarter Sessions on the 9th instant, but failed to put in an appearance; his present where- abouts are unknown:— Gray or blue eyes, thick nose, dark complexion, round face, atoutimake, v5 feet 9 inches high, about 21 years of age, black hair: wore a soft black hat, dark tweed coat, trowsers, and vest; down- looking sullen appearance; is a farmer's son. A Bench Warrant has been issued for his arrest, and is in the hands of the District Inspector at Bagnals- town. Bagnalstown, 10th April, 1891. ( 8204 c— 88166.) Donegal. Description of EDWARD DOHERTY, native of Drang, county Donegal, who stands charged with having, on or about the 12th May, 1891, in the barony of Innishowen, parish of Donagh, stolen nine sheep ( since recovered), the property of John Callaghan and Cornelius Gallagher, which he sold in Coleraine on 16th May, 1891:— Dark brown eyes, regular nose, sallow complexion, long thin face, medium make, 5 feet 5 cr 6 inches high, about 45 years of age, dark hair; wore a new blue cap with peak, light gray turned greenish coqt, corduroy trowsers; is a labourer; face shaved, except short beard on chin; may endeavour to go to Scotland. Warrant for arrest in hands of Sergeant Fox, RI. C., Carndonagh. Buncrana, 27th May, 1891. ( 9508 c— 89751.) JOHN M'DAID ( stabbing), Hue- and- Cry 13th March, not arrest^ [ 6804 c.— 84888.) galway. Description of J. J. GRIFFIN, native place un- known, who stands charged with having, on two occasions within the last two years, in the barony of Athenry, parish of Athenry, falsely pretended that he was collecting subscriptions for the Dominican Order in Dublin, and there and then, by means of such false pretences, did obtain money from divers persons :— Fresh complexion, long face, medium make, 5 feet 1 or 8 inches high, about 30 years of age, dark hair; was dressed in the garb of a Roman Catholic priest, and wore a dark waterproof overcoat with cape; is a tutor. He gave his address as " 24 Palmerston- place, Dublin," an d the " Franciscan Convent, Athlone." He is known to the police at Mullingar and Athlone. Warrant issued for his arrest. Description of MICHAEL SUNTERS ( mother's surname Leyden), native of Derrinkeher ( Roycroft), who stands charged with having, on the night of the 8th of April, 1891, in the barony of Carrigallen, parish of Oughteragh, been found in an outhouse, belonging to Patrick Guckian, of same townland, at 11 o'clock, P. M., armed with a loaded gun, with intent to commit felony:— Said to be half witted; gray or blue eyes, regular nose, fresh complexion, small roand face, medium make, 5 feet 6 inches high, about 24 years of age, dark hair; wore a hard hat, gray coat, trowsers, and vest; is a farm servant. May be found in county Fermanagh as farm servant. Information swem, and a Warrant for his arrest is in tha hands of the Constabulary of Drumdarton, Ballinamore. Ballinamore 23rd April, 1891. Description of THOMAS MORAHAN ( mother's surname Morohan), native of Mount Daisy, Castlebar, who stands charged with having, on the 18th March, 1891, in tbe barony of Carra, parish of Aglish, stolen a quantity of tobacco from tbe premises of the Midland Great Western Railway Company, at Castlebar, said tobacco being tb « property of one Patrick Staunton, of Castlebar :— Weak- kneed, bends forward in knees, gray or blue eyes, ordinary nose, fair complexion, thin face, medinm make, 5 feet 7 inches high, about 24 years of age; wore a dark coarse tweed coat and dark tweed trowsers and vest; is a labourer. If working wears ordinary dress of labourer. This man formerly worked in Chemical Manure Mannfactories in England, and has relatives in Widnes. He went to England on 19th March. Description of IGNATIUS HOBSON ( mother's surname Rabbit), native of county Meath, wbo stands charged with having, on or about tho 16th April, 1891, in the barony of Upper Deece, parish of Gallow, wilfully and maliciously cut and destroyed growing trees and shrubs at Ferran's Lock Station, M. G. W. Railway, value for about £ 5:— Sullen appearance ; dark eyes, short nose, sallow complexion, fresh face, medium make, 5 feet 9| inches high, abont 22 years of age, brown hair; wore a black hard hat, dark coat, trowsers, and vest; lately signalman in M. Description of PATRICK LEONARD, native of Brackna, county Kildare, who stands charged with having, on tbe night of 9th or morning of 10th instant, in the barony of Maryborough West, parish of Clon- enagh and Clonaheen, feloniously stolen from the dwellinghouse of Daniel Moore, of Cloneygowan, a new pair of men's bellows- tongned laced boots, no nails, brass rivets in shank, soles pegged; a man's black serge vest; a silver watch, no glass, one hand off, half inside of Case had a yellow appearance, crack across face of dial between the figures nine and three all value for £ 2 10*., the property of Daniel Moore, with whom he was employed » s a farm servant:— Down- looking, SIB all closed- up dark eyes, regular nose, fresh com- plexion, fat face, stout make, 5 feet 8 inches high, abont 20 years of age, dark brown hair; wore a black hard hat, dark long- skirted coat, gray striped trowsers, and dark vest. FRANCIS BRENNAN ( cattle stealing), Hue- and- Cry, 28th April, not arrested. 7853 o.— 87152.) Tipperary. Description of JOHN O'CONNOR, native of connty Waterford, who stands charged with having, on the 11th day of May, 1891, in the barony of Iffa and Offa East, parish of Templetenny, embezzled the sum of £ 3 17*. 4d.:— Slightly prominent teeth, dark brown eyes, slightly hooked nose, ruddy complexion, mediam make, 5 feet 6 or 7 indies high, about 47 years of age, black hair tinged with gray: wore an old bine serge coat, trowsers, and vest, and an old greasy one- peaked cap; wore a short dirty sandy • moustache. Shaves his face, but not oftener than once a week. Served 11 years in the army, and does not appear to be all right in his head; is a labourer. Informations sworn and warrant issued for arrest. Description of JOHN KELLY, native of King's Connty, who stands charged with having, on the 5th or 6th day of May, 1891, in the barony of Ikerrin, parish of Corbally, stolen from the house of Mathew Mara, at Gortnacally, £ 5 2s., and also a snit of tweed clothes and a penknife:— Down- looking, and spots or pimples on face, blue eyes, regular nose, fair complex- ion, round face, stout make, 5 feet 9 inches high, abont 20 years of age, light brown hair; wore a hard hat, blue serge coat, and tweed trowsers; is a labourer ( has a flute, which he plays well). Warrant issued for his arrest Roscrea, 7th May, 1891. ( 9125 89125.) Waterford. Description of CHARLES STEWART, alias PETER HANLON, alias GEORGE BROWN, says he is a native of Armagh, who stands charged with having, on the 6th day of April, 1891, in the muni- cipal borough of Waterford, parish of Trinity Without, endeavoured to defraud a number of farmers by pretending to purchase their pigs:—. Hazel eyes, long sharp nose, rnddy complexion, ronnd face, mediam pake, 5 feet 10 inches high, about 22 years of age, looks older, brown hair; wore a dark tweed coat, tweed trowsers, black vest, and leggings. He has been arrested, and pending enquiries has been re- manded. He has been in Clonmel, Dundalk, Armagh, and Kilkenny Gaols for larcenies. Waterford. 10th April, 1891. ( 8547 c— 88165.) Description of JOHN HAIGH, native of Cross- land, near Huddersfield, who stands charged with having, en the 9th April, 189', in the barony of Middlethird, parish of Trinity Without, stolen the sum of £ 28, a blue overcoat, beaver cloth, with black velvet collar, two pair gray web drawers, and two blue Yager wool shirts; tha money was all in new coinage, gold and silver, including a 4s. piece with dent on reverse sides— His back is supposed to be padded to take away military appearance; gray eyes, regular nose, fresh complexion, round face, medium make, 5 feet 7 inches high, about 25 years of age, dark coarse hair; wore a black felt hat. dark coat, trowsers, and vest, brown satin necktie; is a private, 15th Hussars. Had a black bullock trunk, with W. L. in faint white letters on end, one of the straps broken. Warrant for arrest in hands of District Inspector, Waterford. This man left Waterford by 2.30 p, m. train for Dublin on 9th instant. Waterford, 11th April, 1891. ( 8560 c— 88196.) Westmeath. Description of JOHN HIGGINS, native of Rath Lower, who stands charged with having, on the 7th May, 1891, in the barony of Kilkenny West, parish of Noughaval, seriously assaulted, by stabbing, ore Francis Bracken, of Clougher:— Bow- legged ; brown eyes, large nose, dark sallow complexion, tbin face, medinm make, 5 feet inches high, about 23 years of age, I dark hbir » wore a tweed cap, dark tweed coat, trowsers, and vest; is a labourer. Description of THOMAS DUFFY, native of Oeeroark, King's County, who stands charged with having, on or about 25th June, 1890, in the barony of Moycashel, parish of Kilbeggan, unlawfully stolen and carried away ten doors, two locks, and other property ( now recovered), from the honse of Joseph Phylan, Kilbeggan;— Dark eyes, pale complexion, thin face, very slight make, 5 feet 7 inches high, about 35 years of age, small black moustache ( may have shaved), no whiskers or beard; is a grocer's assistant, formerly a publican. THOMAS WALSH ( licensed conviet), Hne- and- Cry, 28th April, not arrested. 46992 87110.) EDWARD GRANNELLS ( indecent assault), Hne- and Cry, 20th March, not arrested. ( 6878 c— 8506.) PATRICK KELLY, alias MOFFAT ( indecent assault), Hue- and- Cry, 24th February, not arretted. ( 7017c 85272.) Wicklow. Description of the undernamed young offender, wbo, on the 8th May, 1891, absconded from the St. Kevin's Reformatory School, at Gflencree, county Wicklow:— BENJAMIN WRIXON, 2356, about ] 8 or 19 years of age, 5 feet 2 or 5 feet 3 inches high, stout make, fresh complexion, brown hair, blue eyes, rather large nose, prominent mouth with very thick lips, oval visage, two small cut- marks on forehead; formerly belonged to Shandon- street and Old Church- street, Cork. His parents are dead. This boy speaks with a Cork accent; he is sometimes of a very eccentric turn of mind, and would appear not to be quite sane; he will join the army if taken, but his being taken is doubtful, if examined properly. The School dress, all with Reformatory Stamp,, consists of:— Cloth cap ( Scotch make), corduroy jacket, trowsers, aad vest, elastic belt, strong nailed boots, No. 2356. The Manager of the Reformatory will defray the expenses of his conveyance, if arrested, to the nearest Justice, on remand, and will reward the person who may capture him with £ 1. 11th May, 1891. Description of the undernamed young offender, who, on the 8th May, 1891, absconded from the St. Kevin's Reformatory School, at Glencree, county Wicklow JOHN KELLY, 2314, about 19 years of age, 5 feet 3 or 5 feet 4 inches high, dtout make, fair complexion, brown hair, bine eyes, long straight nose, ordinary month, long oval visage, small cut- marks over right eye and on left knee; formerly belonged to 8, Chapter- place, Dublin. His parents reside at same place, or 6, Church- lane, off Lower Kevin- street. This boy will endeavour to enlist in the army, for which service he appears to have a great desire, and where several of his companions are already. He is of a rather hairy nature, and can grow a whisker at his pleasure. The School dress, all with Reformatory Stamp, consists of:— Cloth cap ( Scotch make), corduroy jacket, trousers, and vest, elastic belt, strong nailed boots, No. 2314. C., Depot, Phoenix Park, who is wanted on Warrant for obtaining several gold watches by false pretences from jewellers in this city, during the past two months:— He is 3 < years of age, 5 feet 11 inches high, square shoulders, fair com- plexion, inclined to be pale, fair hair, turning gray, shaves all his face except moustache, which is usually pointed at ends,' bald ou top of head; wore a dark serge morning coat, dark trowsers, and round black hat.
