All announcement! for inter Hon in tie POLICI GAZETTE, and all communications upon them should be addressed to THB EDITO » O » THI POLICI GAZBTTE, NEW SCOTLAND YAHD, LONDON, S. W. I. Particulars concerning persons whose apprehension it sought will It inserted in one issue of tit POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable ike article in question to be thereby identified. 4 In all cases where a reward is offered the name and address of some person responsible for the payment mast be given, and the exact conditions be clearly stated. I. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anofficer of not less rank than Superintendent; and, if the name of such person be required to it inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. T. Announcements concerning stolen property must be guaranteed by an officer of not less rank Han Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, tnd ar* alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted to the POLIOS GAZBTTB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion tn the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, wiU 64 wholly responsible for any proceedings whict mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later thorn noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by m covering letter. 12. All payments must be in advance, either at the office, Nevo Scotland Yard, by cheque, crossed " Drummond If Co.," Post Office Order payable at Charing Cross, Postal Order, or ts Stamps. 13. Advertisements are accepted for the POLIOB GAZETTE through Mr. James Willing, 12S, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. B."— LAZAR BASCH, alias LAZARUS BASCH, a native of Hungary, age about 2- 5, height 5 ft. 5 in., complexion fresh, hair light brown inclined to ginger, nose broad at point, full thick neck, holds his head down when walking, speaks English fairly well, may be dressed in blue jacket suit. Has with him a large box, two carpet bags, and a large parcel. Warrant issued. 7.— N Division.— Woodcut portrait and description of FREDERICK MAUDE, a surgeon, whose apprehension is sought for failing to surrender to his bail for indecent asssault and inciting boys to acts of indecency— age 30, height 5 ft. 7 in., com- plexion sallow, pockpitted, slight side whiskers and moustache dark brown ; dress, plaid suit, side- spring boots, haid felt bat. Warrant issued. 8.— V Division. — For stealing, 19th inst., a street piano- organ, 48 hammers, maker G. Rossoni, 30, Great Warner- street, Clerkenwell, on a barrow painted blue, picked out yellow, brass oil caps to wheels, " Poliari" scratched on side, GEORGE ELLIOTT, age 18, height 5 ft. 4 or 5 in., com- plexion fresh, hair ( curly) dark ; dress, light jacket suit, black peak cap ( worn at back of head) ; JACK , age 17, height 5 ft., complexion and hair fair, small side whiskers ; dress, blue pilot jacket, brown trousers, peak cap. They were traced to Guildford, 20th inst., where they enquired their way to Ports- mouth and Southampton. Warrant withdrawn. CITY OF LONDON. 10.— For forgery — HERBERT FIRTH, late of 59, Mark- lane, E. C., and 5, Upper Bedford- place, W. C., age about 30, height 5 ft. 10 or 11 in., com- plexion pale, hair and moustache black, is inclined to be bald, long face, high forehead ; dress, black frock coat and vest, dark trousers, high hat, of gentlemanly appearance. A perfumer's agent; native of Austria. Had with him a brown leather portmanteau and gladstone bag. Absconded 22nd ult. Warrant issued. 11.— For embezzling upwards of £ 200— HENRY COWLISHAW, late of 4, Lordship- grove, age 23, height 5 ft. 7 or 8 in., complexion very dark, hair ( cut short) dark brown, small dark moustache, full round face; dress, black double breasted reefer jacket with silk facings, dark striped trousers, black hard felt hat. BANFFSHIRE. 12.— Banff ( County).— For forgery and uttering at Aberlour— NORMAN SPENCE, age 16, tall and slender, complexion and hair dark, mole on left cheek; dress, dark tweed jacket and vest, dark striped moleskin trousers, white linen front, blue tie with sailor knot, strong lace boots, and dark cap. He has been employed as a clerk in Edinburgh and resided with his uncle at 42, Bread Street. Is a cyclist, and may be found travelling on a cycling machine. Warrant issued. Information to Chief Constable Haig, Banff. BEDFORDSHIRE. 13.— Biggleswade ( County).— For assaulting police— JAMES NORTHFIELD, age 22, height 5 ft. 4 or 5 in., rather stout build, complexion dark, hair brown, peculiar cast in eyes, long nose, sharp features ; dresses sometimes in a dirty slop, and at other times in pilot jacket. A native of Patton, Bedfordshire. Warrant issued. Information to Supt. Smith, Biggleswade. BERKSHIRE. 14.— Maidenhead ( County).— For indecently assaulting a girl, age 6— WILLIAM GARDENER alias " SOLDIER," an army reserve man, age 32 to 35, height 5 ft. 11 in., complexion fresh, hair and moustache light brown, eyes blue, bald on top of head, wound on one leg ( supposed right) ; dress, dark jacket, light moleskin trousers and vest, lace boots, black hard felt hat; frequents common lodging- houses. Is known at Wokingham and Marlow. Warrant issued. Information to Supt. Taylor, Maidenhead. 15.— Wo k i ngh am ( County).— Woodcut portrait and description of WILLIAM CUTLER, a corn and coal merchant's traveller, whose apprehension is sought for embezzling £ 11 14s. 6d., on 2nd ult., age about 37, height 5 ft. 4 or 5 in., complexion fresh, hair ( slightly bald on top), moustache, and beard sandy, eyes light blue, slight scar on bridge of nose,' very offensive breath ; dress, light large- pattern check suit, drab mackintosh ( sleeves have been lengthened and joined above wrist), lace boots, brown bowler hat. Absconded 2nd ult., and may endeavour to leave the country, for Canada or the United States. A native of Binfield, Berks. Warrant issued. Information to Supt. Atkin, Wokingham. CAMBRIDGESHIRE. 16.— Isle of Ely ( County).— For stealing money at March, on 29th ult.—" JIMMY," age 50 to 53, height about 5 ft. 3 in., clean shaved, hair nearly grey, eyes weak and watery, sickly- looking, stoops slightly, slavers when talking, of dirty appearance ; dress, old dark coat, black greasy vest, cord trousers, with marks of leggings at bottom, blucher boots, black hard felt hat. He calls upon clergymen and others for work in gardens. Has been traced into Lincolnshire. Warrant issued. Information to Deputy Chief Constable Burrows, March. CHESHIRE. 17.— Nantwich ( County).— For stealing a horse and trap at Crewe on 19th inst., which he sold same day at Whitchurch, receiving in payment a cheque which he cashed the following day at Shrewsbury— A MAN, age about 25, height 5 ft. 8 or 9 in., com- plexion fair, hair light sandy, moustache light, rather stout build, full face ; dress, light dust coat, black trousers, lace boots, round hard felt hat. Appearance of a horse dealer. Information to Supt. Leah, Nantwich. DEVONSHIRE. 18. — Barnstaple ( Borough). — For larceny ( bailee)— JOHN C. WESTLAKE, a tramping clock cleaner, age 36, height 5 ft. 5 or 6 in., complexion dark, hair, side whiskers, and moustache dark brown, very full eyes; dress, black coat, brown cardigan Jacket, striped trousers. A native of Exeter. Warrant issued. Information to Head Constable Songhurst, Barnstaple. ESSEX. 19— Brentwood ( County).— For stealing, 7th inst., at Romford— 1 meerschaum and amber cigar- holder, egg and claw pattern; 1 amber cigar- holder and 1 amber cigarette holder, small piece broken off end, square pattern, both in one case; 1 imitation gold albert, small pattern, with key and seal attached; and £ 15 gold and silver.— A MAN, age about 20, height 5 ft. 6 in., slender build, complexion fresh, smart appearance ; dressed as a midshipman, but supposed ( o be a London thief. He engaged lodgings in the house for 3 weeks, but stayed only one night, leaving by train for London the following morning. Information to Supt. Dobson, Brentwood. 20. — Saffron Walden ( County). — For embezzlement — HENRY COTTELL, age 46, height 5 ft. 5 in., complexion fresh, hair, whiskers and moustache light brown, chin shaved, eyes grey, thin face, thick lips, fingers ( supposed left hand) contracted; dress, dark clothes and hard felt hat. A coach builder. Native of Saffron Walden. Warrant issued. Information to Supt. Simmonds, Saffron Walden. FORFARSHIRE. 21.— Dundee ( City).— For failing to report— License holder MUNGO MITCHELL, Office No. 40836, age 34, height 5 ft. 4 in., complexion fresh, hair brown, eyes blue, scars on right shoulder blade, left elbow, left shin, and on left temple, dot between right thumb and forefinger. Sentenced at Glasgow, 26th October, 1886, to 5 years penal servitude for theft. Licensed 26th January, 1891. This man is an expert travelling pickpocket and was sentenced at Dumfries, 16th February last, to 60 days imprison- ment for that offence. Information to the Chief Constable, Dundee. GLAMORGANSHIRE. 22.— Cardiff ( Borough).— For stealing, 26thinst. — 1 lady's silver geneva watch, No. 37942 ; 1 lady's silver albert, with tassel attached; 1 gentleman's aluminium gold watch, horse's head and flowers en- graved on works; white metal chain with 4cZ. piece, 10 cent piece, and silver seal attached; 1 lady's 9- carat gold dress ring, crystal in centre and 2 rubies each side ; 1 lady's 9- carat gold dress ring set 3 crystals; 1 brass ring with large crystal; 1 lounge jacket and vest of fancy navy blue, worsted stripes like braid woven therein; 1 pair trousers, alternate black, dark blue and greyish- blue stripe3— a man who gave the name of FREDERICK NEWMAN, a seaman, age 21, height 5 ft. 8 in., thin build, hair dark brown, clean shaven, eyes dark, thin face, long neck; dreas, blue double breasted pilot cloth coat and vest, black worsted trousers, flat blue cloth cap, with long peak, white turn down collar, blue tie with white spots, red socks, brown shoes; supposed native of Plymouth ; was accompanied by a light brown long- haired Scotch collie dog named " Mirk." Warrant issued. 23.— Cardiff ( Borough).— For stealing a pony ( recovered) on 19th ult.— HARRY STAMP, alias " JONICHER," a horse- coper, age about 60, height 5 ft. 1 in., slight build, whiskers and moustache grey ( may have shaved), thin face and lips, nose much marked by smallpox, walks lame, the effects of a broken leg. May be found at low public- houses, and in company of low horse- dealers at fairs. Warrant issued. Information to Head Constable McKenzie, Cardiff GLOUCESTERSHIRE. 24. — Fishponds ( County). — For stealing 1 lady's silver geneva watch, open face, silver dial and steel hands; 1 silver chain, curb pattern; 1 silver seal ( grey stone) ; 1 old foreign silver coin, supposed date 1811 ; 1 silver necklace, star each link, small tab hanging; 1 silver locket, small dent on back, No. 2169 ; 1 pair trousers, brown stripe; TUESDAY, MAY 26, 1891. THE POLICE GAZETTE. 5 and 1 black diagonal vest. — WILLIAM COX, age 45, height 5 ft. in., complexion tanned, hair brown, moustache ginger, tuft on chin, eyes blue, crossed flags, anchor, and line back of right hand, schooner right wrist, bracelet and barquentine left arm; dress, dark overcoat, brown stripe trousers, hard bowler hat, red linen inside, maker Turner, Hull, Oxford shoes. He obtained lodgings and decamped with the above property. Has been convicted 3 times at Hull for similar offences. Native of Oxford. Warrant issued. Information to Supt. Matthews, Fishponds. HEREFORDSHIRE. 25.— Hereford ( City).— For stealing a canvas bag containing £ 57 10a. gold and 30s. silver— HANNAH REARDON, age 34, height 5 ft. 6i in., complexion dark, hair very dark brown, large dark eyes, has lost the greater part of front teeth in upper jaw ; dress, black dolman mantle, brown staff dress ( too short for her), strong boots, bonnet and fall. A native of Abersychan, near Pontypool. Warrant issued. Information to Chief Constable Richardson, Here- ford. worked at Liverpool and Manchester, and may have gone there again to look for employment. Warrant issued. Information to District Inspector Hill, Killarney. HERTFORDSHIRE. 26.— Hertford ( County).— For housebreaking, at Newgate- street, 12th ult., and stealing a sovereign . and jubilee half- crown— WILLIAM HART, nick- name " TOPPER," age 37, height 5 ft. 7 in., com- plexion, hair, whiskers ( rather bushy) and mou- stache dark, supposed scar under one ear, apparently from burn; dress, long dark overcoat, cord trousers ( fastened below knee with string or straps), light neckerchief tied in sailor's knot, heavy lace boots, dark cap with peak and small tassel each side. A native of Goose Green, Hoddesdon, Herts. Warrant issued. Information to Supt. Parish, Hertford. KENT. £ 1 REWARD. 27— Faversham {( County).— For ill- treating and neglecting his child— ROBERT BRUTY, age 40, height about 5 ft. 4 in., complexion, hair, whiskers and moustache dark, eyes hazel; dress, dark brown coat, cord trousers, dirty brown cap with peak. A labourer. Native of Rodmersham. Sometimes works with thrashing machines, and in brickfields. Warrant issued. The above reward will be paid by the Guardians of Milton Union for the apprehension of Bruty. Information to Supt. Mayne, Sittingbourne. 28.— Folkestone ( Borough).— For desertinghis wife and child— MAURICE WOODS, age 25, height 5 ft. 7 or 8 in., hair light, slight moustache, eyes blue, thick lips, high forehead, peculiarly- shaped head. Has been employed at the Albert Docks, and lodged at Lady Ashburton's Sailor's Home, Canning Town. Is now supposed to be employed on a tram- car at East Greenwich, and said to be known at Thames- street, North Woolwich. Warrant issued. Information to Supt. Taylor, Town Hall, Folke- stone. 29.— Tunbridge Wells ( Borough).— For em bezzlement — HENRY KEMP, alias JUMBO, a baker, age 23, height 5 ft., hair and moustache light thin face, has a peculiar walk. Was employed here by a firm of mineral water manufacturers as carman. Is known at Eastbourne, and supposed to be in some town in Kent or Sussex. Warrant issued. Information to Chief Constable Embery, Tun - bridge Wells. KERRY. 30.— Killarney ( County).— For committing wil ful and corrupt perjury at Magonihy, Killarney, on 10th February last— JAMES MANNING, age about 50, height 5 ft. 10 or 11 in., complexion fresh, round face, hair ( turning grey) sandy, short side whiskers, no moustache, eyes grey, stooped shoulders, lost three front teeth; dress, grey sack coat, grey trousers and vest, black hard felt hat. Looks like a well- to- do farmer. A native of Meath. Formerly LANCASHIRE. 31— Leigh ( County).— For stealing, 26th ult., gentleman's silver chronograph watch, centre seconds, white dial, steel hands; a man's brown, blue, and grey mixture tweed jacket, brown buttons, blue striped cotton lining in sleeves, body lining dark brown; a dark brown plaid tweed vest, brown buttons, black- and- white cotton lining; a black hard felt hat marked " M. T." in ink on leather lining; a pair of men's side- spring boots, broad toes, size 8, newly soled and heeled; a white cotton muffler; and two white pocket handkerchiefs— A man, who lodged in the house and gave the name of RICHARD HODGSON, age about 22, height 5 ft. 2 or 3 in., complexion dark, hair dark brown, moustache ( slight) dark, lost little finger of one hand; dress, mixture tweed coat ( skirts rather long), black and brown tweed trousers and vest, lace boots 1' worn low at toes), either the stolen hat or light plaid cap with peak. Was employed with Sedwick's circus as lamp- man. Stated his father keeps a chip potato, tripe, and oyster shop in or near Bradford. Information to Supt. Higginbotham, Leigh. 32— Old TrafFord ( County).— For obtaining 2 pairs of boots by means of a trick on 22nd inst. WOMAN, age about 25, height 5 ft. 2 in., com- plexion sallow, hair dark brown, eyes brown, of good address ; dress, black jacket buttoned with one button at top, green serge dress, braided across body, black gloves, brown turban hat trimmed with red ribbon. She selected the boots at a shop and ordered them to be sent to her lodgings, where she obtained possession of them, and under the pretence of trying them on left the room, and was not again seen. Information to Supt.
