No Description can be inserted unless an Information shall have been Sworn • bat it is' not necessary to forward the Informations to the Inspector- General > Notices respecting all f'elonies and such Misdemeanours as are of an aggravated nature will be inserted. All Descriptions of persons whose apprehension is sought on a oliarge of Misdemeanour should be accompanied by a statement that a Warrant has been Issued, and by the name of the person in whose hands it is. But the Constabulary should remember that they cannot arrest a person charged with an offence of this nature unless they have the Warrant in their possession when making the arrest. V should irregularities arise in the delivery of the Hue- and- Cry, jt wiU, be necessary to forward one of the covers, or give the number it bears, as without thia Information the mistake cannot be rectified. . . Description of the under- named" joung offender, who, on the 19th April, 1891, absconded from the Malone Reformatory School at Belfast :— 1. ANDREW GRAHAM, 18 years of age, light brown hair, gray eyes* light eyebrows, straight nose, . regular mouth, fresh complexion, oval visage, slight * make, 5 feat 4 inches high; is a tailor; born at !£ artick, near Glasgow; scar under each eye, dot of ink on each hand near thumb; dressed in dark tweed • jacket, trowsers, and vest, blue Glengarry cap, blue and white striped shirt, red and black check tie, Bluoher boots, and woollen stockings. % The Manager of the Reformatory will defray the expenses of his conveyance, if arrested, to the nearest Justice, on remand, and will reward the person who may capture him with £ 1. 27th April, 1891. ( 398 H C.) Belfast. Description of EDWARD S. W. DE COBAIN, nativo of Belfast, who stands charged that he did, within the past two years, at Belfast, commit an act of gross indecency with another male person, and within the same time, and at the place aforesaid did incite divers other male persons to commit sodomy:— Walks erect, square shoulders, corpulent, contracts eyebrows when speaking, gray oyes, regular nose, pale complexion, full face, stout make, 5 ! eot 10 inches high, about 48 years of age, dark brown hair; wore a silk hat, black Chesterfield overcoat, black frock coat, dark trowsers, and dark vest; is a Member of Parliament. Warrant in hands of District Inspector, Detective Department, Belfast, to whom information should be eent. NOTE.— Arrest cannot be legally made without Warrant. Belfast, 15th April, 1891. Carlow. = r Description of MICHAEL TIMMINS ( mother's surname Maher), native of Bannagagole, who stands charged with having, on the 9th day of March, 1891, in the barony of Idrone West, parish of Wells, seriously assaulted one Ellen Hanlon, by kicking her in the abdomen, end thereby placing her life in danger. This man was bailed to take his trial on above charge at Carlow Quarter Sessions on the 9th instant, but failed to put in an appearance; his present where- abouts are nnknown:— Gray or blue eyes, thick nose, dark complexion, round faco, stout make, 5 feet 9 inches hiph, about 21 years of age, black hair; wore a soft black hat, dark tweed coat, trowsers, and vest; down- looking sullen appearance; is a farmer's son. Description of PATRICK HANLY, native of Mullrook West, who stands charged with having, on the 8th May, 1891, ia the barony of Dunkellin, parish of Kilcolgan, seriously assaulted Thomas O'Leary, of Clarenbridge, thereby placing his life in danger :— Broad face and large forehead; frc9h com- plexion, stout make, 5 feet 10 inches high, about 45 jears of ego, brown hair; wore a flannel jacket, flannel trowsers, and flannel vest; is a fisherman. GRIFFIN, native place un- krown, who stands charged with having, on two occasions within the last two years, in the barony of Athenry, parish of Athenry, falsely pretended that he was collector g subscriptions for the Dominican Order in Dublin, and there and then, by means of such false pretences, did obtain money from divers persons :— Fresh complexion, long fsce, medium make, 5 feet 7 or 8 inches high, about 30 years of age, dark hair; was dressed in the garb of a Roman Catholic priest, and wore a dark waterproof overcoat with cape; is a tutor. He gave his address as " 24 Palmerston- place, Dublin," an d the " Frar ciscan Convent, Athlone." He is known to the police af Mullingar and Athlone. Warrant issued for his arrest. Description of JAMES MANNING, native of county Meath, who stands charged with having, on the 10th day of Fabruwy, 1891, in the barony of Magonihy, parish of Killarney, committed wilful and corrupt perjury:— Three teeth lost from front of mouth, stooped shoulders, short side whiskers, no mou'tacho, gray eyes, regular nose, fresh complexion, round face, stout make, 5 feet 10 or 11 inches high, about 50 years of age, sandy hair turning gray; wore a hard black hat, gray sack coat, gray trowsers, and vest; rather good looking, pretty well dressed, looks like a well- to- dn farmer; is a caretaker on Land Cor- poration farm. Description of PATRICK KELLY, native of Dublin City, who stands charged with having, on the 30th March, 1891, in the barony of East Offaly, parish of Tully, stolen from the dwellinghouse of John Dempsey, one pair of boots and seven shillings and sixpence:— Carbuncles on face, regular nose, fair complexion, regular face, stout make, 5 feet 4 inches high, about 26 years of age, sandy hair; w> re a gray plaid coat, barracan trowsers, and tweed ve6t; is a labourer. Castlebar, who fturds charged with having, en the 18th March, 1891, in tbe barony of Carra, parish of Aglish, stolen a quantity of tobacco from the premises of the Midland Great Western Railway Company, at Castlebar, said tobacco being the property of one Patrick Staunton, of Castlebar :—" Weak- kneed, bends forward in knees, gray or blue ejes. ordinary nose, fair complexion, tbin face, . medium make, 5 fret 7 inches high, at oat 24 years of age ; wore a dark coarse tweed co t and dark tweed trowsers end vest is a labourer. If working wears ordinary dress of labourer. This man formerly worked in Chemical Manure Manufactories in England, and has relatives in Widnes. He went to England on 19th Maroh. G. W. Railway, value for about £ S:— Sullen appearance ; dark eyes, short nose, sallow complexion, fresh face, medium make, 5 feet 9J inches high, abont 22 yoars of age, brown hair; wore a black hard hat, dark coat, trowiers, and vest; lately signalman in M. Description cf PATRICK LEONARD, native of Brackna, county Kildare, who stands charged with having, on the night of 9th or morning of 10th instant, in the barony of Maryborough Wett, parish of Clon- eeagh and Clonaheen, feloniously stolen from the dwellinghouse of Daniel Moore, of Cloneygowan, a new pair of men's bellows- tongued laced boots, no nails, brass rivets in shank, soles pegged; a man's black serge vest; a silver watch, no glass, one hand off, half inside of ease had a yellow appearance, crack across face of dial between the figures cine and thrae; all value for £ 2 10*., the property of Daniel Moore, with whom he was employed as a farm servant:— Down- looking, sir all closed- up dark ejts, regu'ar note, fresh com- plexicn, fat face, stcut make, 5 feet 8 inches high, about 20 years of age, dark brown hair; wore a black hard hat, dark long- skirted coat, gray striped trowsers, and dark vest. Tipperary, Description of JAMES DEVANNY, native of Templemore, who stands charged with having, on the fith May, 1891, in the barony of Ikerrin, parish of Killavanogue, stolen an ass ( since recovered), the pro- perty of John Connolly, of Templemore:— Slightly stooped shoulders, slight fair moustache, is an army reserve man; gray or blue eyes, drooped nose, f jir complexion, long face, medium make, 5 feet 10 inches high, about 28 years of age, browa hair; wore a hard bfv bat, round dark sack coat, tweed trowsers and vest;' is boots in an hotel. ( 9339 c.— 8 M5<\) ' Description of JOHN O'CONNOR, native of county Waterford, who siands charged with having, on the llth day of May, 1891, in the barony of Iffa and Offa East, parish of Templetenay, embezzled the sum of J£ 3 17*. 4d. :— Slightly promicent teeth, dark brown eyes, slightly hooked nose, ruddy complexion, medium make, 5 feet 6 or 7 inches high, abcut 47 years of age, black hair tinged with gray : were an old blue serge coat, trowsers, and vest, and an old greasy one- peaked cap; wore a short dirty sandy moustache. Description of JOHN HIGGINS, native of Rath Lower, who stands charged with having, on the 7ih May, 1831, in the baroay of Kilkenny West, parish of Noughavel, seriously assaulted, by stabbing, ore Francis Bracken, of Clongher:— Bow- legged; brown eyes, large nose, dark sallow complexion, thin face, medium make, 5 feet inches high, about 23 years of age, dark hair; wore a tweed cap, dark tweed coat, trowsers, and vest; is a labourer. King's County, who stands charged with naming, on or about 25th June, 1890, in the barony of Moycasbel, parish of Kilbeggan, unlawfully stolen and carried away ten doors, two locks, and other property ( now recovered), from the honse of Joseph Phylan, Kilbeggan;—. Dark eyes, pale complexion, thin face, very slight make, 6 feat 7 inches high, about 35 years of age, small black moustache ( may have shaved), no whiskers or beard; is a grocer'a assistant, formerly a publican. Description of the undernamed y^ ong offender, who, on the 8th May, 1891, absconded from the St. Kevin's Reformatory School, at Glencree, county Wicklow:— BENJAMIN WRIXON, 2356, abont 18 or 19 yeBrs of age, 5 feet 2 or 5 feet 3 inches high, stout make, fresh, complexion, brown hair, blue ejee, rather large no » e, prominent mouth with very thick lips, oval visage, two small cut- marks on f rohead; formerly belonged to Shandon- street and Old Church- street, Cork. His parents are dead. This boy speaka with a Cork accent; he is sometimes of a very eccentric turn of mind, and would appear not to be quite sane; he will join tha army if taken, but bis being taken is doubtful, if examined properly. Tte School dress, all with Reformatory Stamp, consists of:— Cloth csp ( Scotch make), corduroy jacket, trowsers, and veet, elastic belt, strong nailed boots, No. 2356. The Manager of the Reformatory will defray the expenses of his conveyance, if arrested, to the nearest Justice, on remand, and will reward the person wbo may capture him with £ 1. llth May, 1891. Description of JOHN HAIGH, native of Cross- land, near Huddersfield, who stands charged with hiving, en the 9th April, 1891, in the barony of Middlethird, parish of Trinity Without, stolen the sum of £ 28, a blue overcoat, beaver cloth, with black velvet collar, two pair gray web drawers, and two blue Yager wool thirts; the money was all in new coinage, gold and silver, including a 4s. pioce with dent on reverse side:— His back is supposed to be padded to tako away military appearance; gray eyes, regular nose, fresh complexion, round face, mediun make, 5 feet 7 inches high, about 25 years of age, dark coarse hair; wore a black felt hat, dark coat, trowsers, and vest, brown satin necktie; is a private, 15th Hussars. Had a black bullock trunk, with W. L. in faint white letters on end, one of the straps broken. Warrant for arrest in hands of District Inspector, Waterfcrd. This man left Waterford by 2.30 p. m. train for Dublin on 9th instant. Waterford, llth April, 1891. ( 8560 c.— 8819V; Description of the ntdernamed young offender, who, on the 8th May, 1891, absconded from the St. Kevin's Wteeforaiatory School, at Glencree, county Wicklow :— JOHN KELLY, 2314, about 19 years of age, 5 feet 3 or 5 feet 4 inches high, stout make, fair complexion, brown hair, blue eyes, long straight nose, ordinary mouth, long oval visage, small cut- marks over right eye and on left knee; formerly belonged to 8, Chapter- place, Dublin. His parents reside at same place, or 6, Church- lane, off Lower Kevin- street. This boy will endeavour to enlist in the army, fcr which service he appears to have a great desire, and where several of his companions are already. He is of a rather hairy nature, and can grow a whisker at his pleasure. The School dress, all with Reformatory Stamp, consists of:— Cloth cap ( Scotch make), corduroy jacket, trowsers, and vest, elastic belt, strong nailed boots, No. 2314. C., Depot, Pheonix Park, who is wanted on Warrant for obtaining several gold watches by false pretences from jewellers in this city, during tie past two months:— Be is 3) years of ago, 5 feet 11 inches high, square shoulders, fair com- plexion, inclined to be pale, fair hair, turning gray, shaves all his faco oxcept moustache, which is usually pointed at ends, bald on top of head; wore a dark serge morning coat, dark trowsers, and round black hat.
