Particulars concerning persons whose apprehension u sought will le inserted in one issue of the POLIOS GAZBTTK, if they are sufficient to enable action to be taken upon them bp another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be dearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of \ bs. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed >•</ the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stoUn property must be guaranteed bu an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to bs apprehended or of stolen property bear a number, amd art alphabetically arranged by counties. 9. The force which causesparticulare concerning delinquents or stolen property to be inserted Us the POLICB 0A2BITB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responHble for any proceedings whicA mai/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later thorn noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by • covering letter. 12. All payments must be in advance, either at the office. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. ( C) ( d) NOTICE. " Scotland Yard, London," has been regis tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender bsing brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Folice Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — E Division. — For fraud — WILLIE J. T1TENS, alias FIDELE and JANANSCHEEK, License Holder, Office No. 40991, Reg. No. L 462, age 53, height 5 ft. 6 in., rather stout build, complexion sallow, hair ( bald from front and rather long behind) grey, eyes grey, wound scar on right leg, shot wound left leg, mole left buttock; shabby- genteel appear- ance. Was sentenced to 6 months imprisonment at Maidstone, 17th December, 1877, for attempted fraud; at Central Criminal Court, 15th October, 1883, to 18 months imprisonment for forgery; and at Middlesex Sessions, 21st September, 1885, to 6 years penal servitude for fraud. He styles himself as director or manager of a company, advertises for employes and obtains money from them as security. A Frenchman. Warrant issued. 2.— E Division.— Woodcut portrait and de- scription of CHARLES WOODLEY, whose appre- hension is sought for embezzlement and forgery, age 40, height 5 ft. 9 in., complexion fresh, hair, side whiskers and [ moustache ( slight) light brown, eyes grey, stout build, smart and gentlemanly appearance. Warrant issued. 3.— E Division. — For fraudulent bankruptcy — H. B. WAREING, a retired solicitor, age 57, height 5 ft. 7 in., complexion fair, hair, whiskers, and moustache^ white; dresses well, gentlemanly appearance. Supposed native of Lancashire. Warrant issued. 4.— E Division. — For embezzlement and forgery— CHARLES WOODLET, age 40, height 5 ft. 9 in., complexion fresh, hair, side whiskers and moustache ( slight) light brown, eyes grey, build, smart and gentlemanly appearance. V." on inside; 2 gipsy, 19- carat ( 1 set 3 dia- monds, 1 diamond and sapphire, " L7 " stamped on one, " B" on other); 14 gentlemen's ( 3 15- carat signet, Hall - marked, " E. B." scratched inside; 1 diamond claw, Hall- marked) ; 3 16- carat gold brooches, with earrings to match, gold pendants; 6 seals : 3 9- carat gold ( 1 compass pattern, 2 stone, Hall- marked), 3 silver, stamped " B. B."— LAZAR BASCH, alias LAZARUS BASCH, a native of Hungary, age about 25, height 5 ft. 5 in., complexion fresh, hair light brown inclined to ginger, nose broad at point, full thick neck, holds his head down when walking, speaks English fairly well, may be dressed in blue jacket suit. Has with him a large box, two carpet bags, and a large parcel. A jeweller's traveller. Since 27th ult. he has passed through Bath, Bristol, Clevedon, Weston- super- Mare, Wells, Shipton Mallet, Yeovil, and at Southampton, at which places he has probably pawned some of the articles. Warrant issued. 6.— N Division.— For indecent assault on male persons, acts of gross indecency with boys; also absconding from his bail— FREDERICK MAUDE, surgeon, age 30, height 5 ft. 7 in., complexion sallow, hair, moustache, and slight side whiskers brown, slightly bald on top of head, pockpitted, prominent forehead ; dress, brown plaid suit, side- spring boots, hard felt hat; of gentlemanly appearance. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 7.— For forgery — JACOB FRANZ, a German, late of 38, Charles- street, Hatton Garden, age 26, s THE POLICE GAZETTE. TUESDAY, JUNE 2, 1891. height 5 ft. 6 or 7 in., complexion dark, hair and small moustache black, very thin, speaks very little English ; dress, cutaway coat and vest, dark trousers, high hat. Had with him a tin trunk and a black portmanteau ; also had in his possession three £ 5 Bank of England notes, No. 76851- 2- 3, dated 11th December, 1890. Abconded 27th ult. Warrant issued. 8.— For embezzlement— GOLDIE VAUX BEN- SON, age 33, height 5 ft. 4 or 5 in., complexion fresh, hair and moustache light brown, well built, good looking; dress, black overcoat, black serge jacket and vest, dark striped trousers, felt hat. A clerk. Is well known at Brighton. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. height abont 5 ft. 3 in., clean shaved, hair nearly grey, eyes weak and watery, sickly- looking, stoops slightly, slavers when talking, of dirty appearance ; dress, old dark coat, black greasy vest, cord trousers, with marks of leggings at bottom, blucher boots, black hard felt hat. He calls upon clergymen and others fop. work in gardens. Has been traced into Lincolnshire. Warrant issued. Information to Deputy Chief Constable Burrows, March. ANGLESEY. 9.— Holyhead ( County).— For causing grievous bodily harm— HENRY WILLIAMS, alias HARRY BARDSLY, a sailor, age about 24, height 5 ft. 10 or 11 in., complexion dark, hair ( inclined to curl) black, small dark moustache, eyes supposed brown. The appearance of a pugilist. Native of Holyhead. Warrant issued. Information to Deputy Chief Constable Davies, Holyhead. BEDFORDSHIRE. 10. — Leighton Buzzard ( County). — For larceny, at Leighton, on 13th ult.— JOHN COURSE, age 28 to 30, height about 5 ft. 8 in., complexion pale, hair brown; dress, dark jacket, light trousers and hard felt hat. May be found in the neighbour- hood of Knightsbridge. Warrant issued. Information to Deputy Chief Constable Shepherd, Loighton Buzzard. BERKSHIRE. 11.— Reading ( County).— For assaulting police, 18th ult.— GEORGE MEADE, age30, height 5 ft. 7 in., complexion fresh, hair brown, eyes hazel — JOHN MEADE, age 26, height 5 ft. 7 in., com- plexion sallow, hair brown, eyes dark.— CHARLES MEADE, age 20, height 5 ft. 6 in., complexion pale, hair light brown, eyes grey; all are dressed in navvies' clothes. Warrant issued. Information to Supt. Pocock, Reading. 12.— Wokingham ( County). and description of WILLIAM — Woodcut portrait CUTLER, a corn and coal merchant's traveller, whose apprehension is sought for embezzling £ 11 14s. 6d., on 2nd ult., age [ about 37, height 5 ft. 4 or 5 in., complexion fresh, hair ( slightly bald on top), moustache, and beard sandy, eyes light blue, slight scar on bridge of no'se'very offensive breath ; dress, light large- pattern check suit, drab mackintosh ( sleeves have been lengthened ," and joined above wrist), lace boots, brown bowler hat. Absconded 2nd ult., and may endeavour to leave the country, for Canada or the United States. A native of Binfield, Berks. Warrant issued. Information to Supt. Atkin, Wokingham. CAMBRIDGESHIRE. 13.— Isle of Ely ( County).— For stealing money at March, on 29th ult.—" JIMMY," age 50 to. 53j CHESHIRE. 14.— Birkenhead ( County).— For committing an offence under the Criminal Law Amendment Act, at Ellesmere Port, on 29th March and 4th April.— CHARLES BLAKE, known as " NOBBY," age 18, height 5 ft. 5 in., complexion, hair ( wavy) and eyes dark, very round- shouldered; dress, grey plaid jacket, white cord trousers, double- breasted cord vest with pearl buttons, side- spring boots, black hard felt hat. A labourer, supposed native of Bristol Was employ e I as " Wheeler " on one of the steam navvies on the eastern section of the Ship Canal Works, and left there on 8th ult. Will probably be found on one of the other sections of the works. Warrant issued. Information to Chief Supt. Hindley, County Hall, Birkenhead. CORK ( NORTH). 15— Cork ( City). — For stealing £ 27, and a cheque on Bank of Ireland for £ 7, on 21st ult.— FRANK TAYLOR, age 23, height about 5 ft. 4 in., complexiou fresh, hair light brown, eyes hazel; dress, grey tweed suit. Is a private soldier and officer's servant, and is a deserter from Shropshire Regiment. A native of Salop, and has friends residing at Shortheath, near Wolverhampton. ( Apprehended— see " Latest Information.") Information to District Inspector Bourchier, Cork City. CUMBERLAND. 16. — Carlisle ( County). — For disobeying an order in bastardy— JOSEPH METCALF, age about 26 or 28, height 5 ft. 9 or 10 in., complexion fair, hair and moustache light brown, full features. A stonemason. Native of Carlisle. Is believed to be married and hi.- i wife residing in Edinburgh. Warrant issued. Information to Supt. Graham, Carlisle. DEVONSHIRE. 17.— Barnstaple ( County).— For stealing, 15th ult., at Ilfrarombe, 2 leather purses, containing £ 11 in gold- ANNIE MURPHY, age 25, short complexion fair, hair very dark ( has been cut short, and now growing), eyes ( weak) dark; dress, black - and - white stripe bodice, black skirt, plain black stockingette jacket, bound with black braid, black bone buttons half way down in front, small black sailor hat, trimmed with black ribbon, thick lace boots; wears small pearl brooch. Native of Liverpool. Warrant issued. Information to Supt. Hobbs, Barnstaple. 18.— Exeter ( City).— For larceny ( lodgings)— LUCY GILL, alias ANGEL, age 20 ( looks older), height 5 ft. 5 in., slight build, complexion fresh, hair ( cut short and parted at side) dark brown, eyes hazel, heavy dark eyebrows, teeth much decayed, cut mark left forefinger; dress, plain black dress, black double- breasted jacket, small black sailor hat, black gloves, boots worn at heels, small black brooch, respectable appearance. Her modus operandi is to obtain private lodgings, by representing that she is the daughter of a well known tradesman of an adjoining town, and has either lost her purse or missed the train. Warrant issued. Information to the Chief Constable, Court House, Exeter. 19.— Devon port ( Borough).— For deserting his wife and family, leaving them chargeable to the parish of Stbke Damerel— WILLIAM HENRY MOORE, age 33, height about 5 ft. 6 in., slight build, hair, moustache, and side whiskers dark, thin face, very red and blotchy, has peculiar eyes, one being black, the other grey, large scar behind right ear, husky voice ; dress, dark blue short overcoat, hard felt hat; carried a black mackintosh. Had with him a large yellow tin trunk, a new leather portmanteau, a sugar box, with " Tate's Cube Sugar'', thereon, and a basket containing a light brown suit, a suit of 2nd Devon Volunteer uniform, and two clarionets. Has served in the 11th Devon Regiment, and was lately employed as toll collector in the Devonport Market. Absconded 24th March. Warrant issued. Information to Head Constable Evans, Devonport. ESSEX. 20.— Brentwood ( County).— For stealing, 7th inst., at Romford— 1 meerschaum and amber cigar- holder, egg and claw pattern ; 1 amber cigar- holder and 1 amber cigarette holder, small piece brokenjjff end, square pattern, both in one case; 1 imitation gold albert, small pattern, with key and seal attached; and £ 15 gold and silver.— A MAN, age about 20, height 5 ft. 6 in., slender build, complexion fresh, smart appearance ; dressed as a midshipman, but supposed to be a London thief. He engaged lodgings in the house for 3 weeks, but stayed only one night, leaving by train for London the following morning. Information to Supt. Dobson, Brentwood. 21. — Saffron Walden ( County). — For embezzlement — HENRY COTTELL, age 46, height 5 ft. 5 in., complexion fresh, hair, whiskers and moustache light brown, chin shaved, eyes grey, thin face, thick lips, fingers ( supposed left hand) contracted; dress, dark clothes and hard felt hat. A coach builder. Native of Saffron Walden. Warrant issued. Information to Supt. Simmonds, Saffron Walden. GLAMORGANSHIRE. 22.— Cardiff ( Borough).— For stealing a pony ( recovered) on 19th ult.— HARRY STAMP, alias " JONICHER," a horse- coper, age about 60, height 5 ft. 1 in., slight build, whiskers and moustache grey ( may have shaved), thin face and lips, nose much marked by smallpox, walks lame, the effects of a broken leg. May be found at low public- houses, and in company of low horse- dealers at fairs. Warrant issued. Information to Head Constable McKenzie, Cardiff HEREFORDSHIRE. 23.— RoSS ( County).— For failing to report- Supervisee GEORGE WILLIAMS, Office No. 38731, age 53, height 5 ft., complexion dark, hair dark brown, bald, eyes hazel, mole left cheek, bridge of nose, right eyebrow, and chin, scar back of neck and right thumb and forefinger, and 1st, 2nd, and 3rd left fingers, end of 3rd left finger injured, tumour innerside It forearm, round shouldered. Sentenced at, Derby, 17th October, 1882, to 7 years penal servitude and 7 years police supervision for larceny. B. I. 769. Information to Supt. Cope, Ross. 24.— Hereford ( City).— For stealing a canvas bag containing £ 57 10s. gold and 30f. silver— HANNAH REARDON, age 34, height 5 ft. 6£ in., complexion dark, hair very dark brown, large dark eyes, has lost the greater part of front teeth in upper jaw ; dress, black dolman mantle, brown staff dress ( too short for her), strong boots, bonnet and fall. A native of Abersychan, near Pontypool. Warrant issued. Information to Chief Constable Richardson, Here- ford. HERTFORDSHIRE. 25.— Hertford ( County).— For housebreaking, at Newgate- street, 12th ult., and stealing a sovereign and jubilee half- crown— WILLIAM HART, nick name " TOPPER," age 37, height 5 ft. 7 in., com- plexion, hair, whiskers ( rather bushy) and mou- stache dark, supposed scar under one ear, apparently from burn ; dress, long dark overcoat, cord tfdjjsgrs ( fastened below knee with string or straps), light neckerchief tied in sailor's knot, heavy lace boots, dark cap with peak and small tassel each side. A native of Goose Green, Hoddesdon, Herts. Warrant issued. Information to Supt. Parish, Hertford. KENT. 26.— Ashford ( County).— For setting fire, t) black diagonal coat and vest, striped . trousers, black | printing offices at Ashford, on night of 12th ult — TUESDAY, MAY 26, 1891. THE POLICE GAZETTE. 5 FREDERICK DAT, age 23, height 5 ft. 2 or 3 in., complexion fresh, hair brown, eyes grey, stout build, thick- set, slightly bandy- legged, blind one eye ( supposed right) ; dress, black diagonal suit, black hard felt hat. A compositor; native of Maid- stone. Is very fond of football and cricket. Plays the clarionet, and has been in Volunteer band. Warrant issued. Information to Supt. Wenbam, Ashford. 27.— Folkestone { Borough).— For deserting his wife and child— MAURICE WOODS, age 25, height 5 ft. 7 or 8 in., hair light, slight moustache, eyes blue, thick lips, high forehead, peculiarly- shaped head. Has been employed at the Albert Docks, and lodged at Lady Ashburton's Sailor's Home, Canning Town. Is now supposed to be employed on a tram- car at East Greenwich, and said to be known at Thames- street, North Woolwich. Warrant issued. Information to Supt. Taylor, Town Hall, Folke- stone. 28,— Tunbridge Wells { Borough,).— For em- bezzlement — HENRY KEMP, alias JUMBO, a baker, age 23, height 5 ft., hair and moustache light, thin face, has a peculiar walk. Was employed here by a firm of mineral water manufacturers as carman. Is known at Eastbourne, and supposed to be in some town in Kent or Sussex. Warrant issued. Information to Chief Constable Embery, Tun- bridge Wells. KERRY. 29.— Killarney { County).— For committing wil- ful and corrupt perjury at Magonihy, Killarney, on 10th February last— JAMES MANNING, age about 50, height 5 ft. 10 or 11 in., complexion fresh, round face, hair ( turning grey) sandy, short side whiskers, no moustache, eyes grey, stooped shoulders, lost three front teeth; dress, grey sack coat, grey trousers and vest, black hard felt hat. Looks like a well- to- do farmer. A native of Meath. Formerly worked at Liverpool and Manchester, and may have gone there again to look for employment. Warrant issued. Information to District Inspector Hill, Killarney. LANCASHIRE. 30.— Leigh { County).— Fur stealing, 26th ult., a gentleman's silver chronograph watch, centre seconds, white dial, steel hands; a man's brown, blue, and grey mixture tweed jacket, brown buttons, blue striped cotton lining in sleeves, body lining dark brown; a dark brown plaid tweed vest, brown buttons, black- and- white cotton lining; a black hard felt hat marked " M. T." iu ink on leather lining; a pair of men's side- spring boots, broad toes, size 8, newly soled and heeled; a white cotton muffler; and two white pocket handkerchiefs— A man, who lodged in the house and gave the name of RICHARD HODGSON, age about 22, height 5 ft. 2 or 3 in., complexion dark, hair dark brown, moustache ( slight) dark, lost little finger of one hand; dress, mixture tweed coat ( skirts rather long), black and brown tweed trousers and vest, lace boots ( worn low at toes), either the stolen hat or light plaid cap with peak. Was employed with Sedwick's circus as lamp- man. Stated his father keeps a chip potato, tripe, and oyster shop in or near Bradford. Information to Supt. Higginbotham, Leigh. 31.— Accrington { Borough).— For failing to report — Supervisee ANN PILKINGTON, alias SARAH PILKINGTON, McKAY, FARRELL, and RILEY, Office No. 37776, age 61, height 5 ft. 3 in., complexion sallow, hair brown, eyes grey, scar on left eyebrow, left breast, and right shin, two moles on face, blue mark on left wrist, lost several teeth, ears pierced. Sentenced at Manchester, 16th Oct., 1882, to 7 years penal servitude and 7 years police supervision, for larceny. Liberated 19th June, 1889. A I 229. 32. — Accrington { Borough). — For stealing 16s. 7d. on 9th inst.— A MAN, who gave the name of John Watson, a painter, age 35 to 40, height about 5 ft. 7 in., hair and moustache dark brown, rather prominent eyes, face bloated, double- chinned; dress, dark clothes, new shoes or boots, billycock hat. He goes about the country, generally staying at common lodging houses, and has been frequently employed by contracting painters at railway stations.
