Particular! concerning personswhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered the name and address of some person responrible for the payment must be given, and the exact conditions be clearly stated. I. Portraits of persons whose apprehension is sought for serious offences, and engravings of Itolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. ( id. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all periom to be apprehended or of ttolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particular! concerning delinquenti or ttolen property to be inserted im the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Edittr notice of the fact, referring to the number of the announcement for insertion in the next Cuw, 10. In all caiei, the officer tigning the requeit for insertion of any announcement, will it wholly responsible for any proceedings whicA may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later tha• noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond S( Co.," Post Office Order payable at Charing Croti, Postal Order, or im Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward biils, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commiscionevs, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. (( I) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1 — Convict Supervision Department. — For a breach of the conditions of his license— ANDREW WOOD, a criminal lunatic, age 24, height 5 ft. 10 in., complexion fresh, hair black, eyes blue, collar- bone projects on left side, scars on forehead. Sentenced at Edinburgh, 4th June, 1888, to be detained during Her Majesty's pleasure, for attempted murder, and liberated conditionally 6th September, 1690. Father resides at 4, Tweed- place, Galashiels, and brothers at 30, Quilter- street, Bethnal- green, London, where he may visit. Information to the Prison Commissioner for Scotland, Edinburgh ; or to the Assistant Commis- sioner, Convict Supervision Office, New Scotland Yard. 2. — Criminal Investigation Depart- ment.— For obtaining money by fraud— W. A. SENIOR, age 40 to 45, height 5 ft. 9 or 10 in., complexion sallow, hair turning grey, short sighted, squints with one eye, appearance of a colonial or retired army officer, generally carries a black bag and walking stick. He inserts bogus advertisements in various daily papers, and obtains from applicants sums of money to pay his travelling expenses. Warrant issued. 3. — E Division. — For obtaining money by fraud — WILLIAM J. FIDELE, alias FIDELE W. JANANSCHEEK, age about 40, height 5 ft. 7 or 8 in., complexion pale, hair and moustache brown, eyes grey, wears his hair long, speaks English imperfectly, shabby - genteel appearance. He styles himself as General Director of the Fidele Company, advertises for a secretary, cashier, or manager, and induces applicants to make deposits as security, and absconds with the money. Sup- posed a Frenchman. Warrant issued. 4.— E Division- — For stealing eight £ 5 Bank of England notes, 18th inst.— JESSE VEITCH, fireman, Metropolitan Fire Brigade, age 30, height 5 ft. 9 in., complexion fresh, hair dark brown, eyes hazel, two bald patches on head ( one at back, and one on top) ; dress, black diagonal jacket and vest, blue serge trousers. A native of Newcastle- on- Tyne. Warrant issued. 5. — J Division. — Woodcut portrait and description of M A. JOR SLUCE, whose apprehension is sought for embezzling £ 40— age 25, height 5 ft. 8 in., complexion fresh, hair, moustache ( slight), and side- whiskers ( small) dark, rather long nose, smart appearance, of good address, and fond of music; dress, black diagonal coat and vest, dark tweed trousers, black felt hat. A butcher; native of Clapton, Middlesex. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For stealing, 10th inst., a cheque for £ 87 10s. — ARTHUR MEESON WATTD, age 21 ( looks younger), height 5 ft. 9 in., complexion fresh, hair dark brown, stammers, carries his head forward when walking; dress, short black jacket and vest,- dark trousers, black hard felt hat. A clerk. His mother resides at 77, Brudnell- terrace, Leeds. Warrant issued. Information to Supt. McWilliam, 26, Old Jewryr- E. C. ANGLESEY. 7.— Holyhead (. County).— For causing grievous bodily harm— HENRY WILLIAMS, alias HARRY BARDSLY, a sailor, age about 24, height 5 ft. 10 or 11 in., complexion dark, hair ( inclined to carl) black, small dark moustache, eyes supposed brown. The appearanco of a pugilist. Native of Holyhead. Warrant issued. Information to Deputy Chief Constable Davies, Holyhead. BEDFORDSHIRE. 8.— Biggleswade ( County). — For committing a serious assault on a police constable— SAMUEL HOUSDEN, a labourer, age 43, height about 5 ft. 8 in., complexion very dark, black, bushy whiskers. Both men are notorious poachers, and are supposed to have gone to the neighbourhood of East Ham. Warrant issued. Information to Supt. Smith, Biggleswade. BERKSHIRE. 9.— Wokingham ( County). — For embezzling, 2nd inst., £ 11 14s. 6d., and other sums— WILLIAM CUTLER, a corn and coal merchant's traveller, age about 37, height 5 ft. 4 or 5 in., complexion fresh, hair ( slightly bald on top), moustache, and beard sandy, eyes light blue, slight scar on bridge of nose, very offensive breath; dress, light large pattern check suit, drab mackintosh, sleeves have been lengthened and joined above wrist, brown bowler hat, lace boots. Absconded 2nd inst., and may endeavour to leave the country for Canada or the United States. Native cf Binfield, Berks. Warrant issued. Information to Supt. Atkin, Wokingham. 10. — Reading ( Borough). — For stealing £ 6 3s. 4d.— HENRY WHEELER, age 40, height 5 ft. 7 in., hair and moustache light, eyes blue. Was lately employed as treasurer of the Reading branch of the Salvation Army, and canvasser for the Pearl Life Assurance Association. Is supposed to be accompanied by ALICE COPAS, age 19, height 5 ft. 1 or 2 in., very slight build, and of delicate appearance; dress, dark blue serge dress, trimmed with braid in front, dark blue cloth jacket, lace boots, black hat trimmed with ribbon, was wearing a red woollen wrapper round her neck. He may endeavour to leave the country. Warrant issued. Information to Head Constable Tewsley, Reading. CAMBRIDGESHIRE. 11. — Isle of Ely ( County). — For stealing £ 13 10s. gold, 22nd inst.— HARRY CHAMBERS, age 29, height about 5 ft. 6 in., slight build, com- plexion fair, hair light brown, moustache ginger; dress, brown coat, black vest, grey check trousers, white collar, white and red necktie, black hard felt hat. A saddler and harness- maker; native of Wolverton, near King's Lynn. May endeavour to go abroad. Not to be apprehended out of the United Kingdom. Information to Deputy Chief Constable Burrows, March. 12.— Cam bridge ( Borough).— For shopbreaking, 1st inst., and stealing a lady's black satin bodice, trimmed with jet beads; a black serge bodice, trimmed with black braid; a pink woollen wrap ; and 3s. in farthings— TWO MEN: 1st, age about 4- 5, height 5 ft. 7 in., rather thin build, complexion sallow, hair ( turning grey) brown, supposed slight moustache; dress, dark overcoat and black felt hat. 2nd, age about 30, height 5 ft. 5 in., complexion fresh, round full face, small moustache; dress, dark clothes. They left behind a small and nearly new common blajk portmanteau, bound with brown leather, a formidable steel jemmy ( new), and a painter's old knife. Information to Chief Constable Innes, Cambridge. CARNARVONSHIRE. 13.— Llandudno ( County).— For embezzlement — HUGH PIERCE, a milk salesman, age 27, height about 5 ft. 8 in., hair dark brown, moustache ( slight) dark, two corner upper front teeth protrude, drivelling when speaking. A native of Denbigh. May endeavour to go abroad. Absconded 8th inst. Warrant issued. Information to Supt. Williams, Conway. CHESHIRE. 14.— Birkenhead ( County).— For committing an offenco under the Criminal Law Amendment Act, at Ellesmere Port, on 29th ulto. and 4th inst.— CHARLES BLAKE, known as " NOBBY," age 18, height 5 ft. 5 in., complexion, hair ( wavy) and eyes dark, very round- shouldered; dress, grey plaid jacket, white cord trousers, double- breasted cord vest with pearl buttons, side- spring boots, black hard felt hat. A labourer, supposed tnativo of Bristol. Was employed as " Wheeler " on one of the steam navvies on the eastern section of the Ship Canal Works, and left there on 8th inst. Will probably be found on one of the other sections of the works. Warrant issued. Information to Chief Supt. Hindley, County Hall, Birkenhead. CORNWALL. 15.— Penzance ( Borough).— For stealing, 18th inst., an old dark leather purse containing £ 6 in gold— MARY HALL, age 15, rather short and stout, complexion pale, hair ( hanging on shoulders) brown ; dress, short grey jacket ( rough material), large bronze buttons with male figure thereon, light dress, black hat with slate colour trimmings; carried a yellow tin hat- box. Native of Penzance. Information to Head Constable Nicholas, Pen- zance. DEVONSHIRE. 16.— Barnstaple ( County).— For stealing, 15th inst., at Ilfrajombe, 2 leather purses, containing £ 11 in gold— ANNIE MURPHY, age 25, short, complexion fair, hair very dark ( has been cut short, and now growing), eyes ( weak) dark; dress, black - and - white stripe bodice, black skirt, plain black stockingette jacket, bound with black braid, black bone buttons half way down in front, small black sailor hat, trimmed with black ribbon, thick lace boots ; wears small pearl brooch. Native of Liverpool. Warrant issued. Information to Supt. Hobbs, Barnstaple. 17.— Devon port ( Borough).— For deserting his wife and family, leaving them chargeable to the parish of Stoke Damerel— WILLIAM HENRY MOORE, age 33, height about 5 ft. G in., slight build, hair, moustache, and side whiskers dark, thin face, very red and blotchy, has peculiar eyes, one being black, the other grey, large scar behind right ear, husky voice ; dress, dark blue short overcoat, black diagonal coat and vest, striped trousers, black hard felt hat; carried a black mackintosh. Had with him a large yellow tin trunk, a new leather portmanteau, a sugar box, with " Tate's Cube Sugar" thereon, and a basket containing a light brown suit, a suit of 2nd Devon Volunteer uniforn, and two clarionets. Has served in the 11th Devon Regiment, and was lately employed as toll collector in the Devonport Market. Absconded 24th ult. Warrant issued. Information to Head Constable Evans, Devonport. ESSEX. £ 2 REWARD. 18.— Chelmsford ( County). — For deserting his wife and family — THOMAS KETLEY, a labourer, age 40, height 5 ft. 9 or 10 in., complexion fair, hair and whiskers dark brown, no moustache, eyes blue, rather round- shouldered, carries his head forward when walking, bow- legged. Native of Great Leighs. ( See Case No. 21, 25th July, 1890.) Warrant issued. The above reward will be paid by the Chelmsford Guardians for the apprehension of Ketley. Information to Deputy Chief Constable Somerset, Chelmsford. 19.— Chelmsford ( County).— For neglecting to maintain his family— JAMES CARNELL, age 47, height - 5 fl. 3 or 4in., complexion, hair, whiskers, and moustache dark ; right arm has been broken ; is addicted to drink. A labourer ; native of Boreham. Last residence, Southchurch, Essex. Warrant issued. Information to Depi. ty Chief Constable Somerset, Chelmsford. 20— Southend ( County).— For stealing, 13th inst., from the Officers' Quarters, Shoeburyness, £ 5 in gold, and a light grey tweed suit— EDWARD RICHARDSON, or WILSON, age 24, height 5 ft. 6| in., complexion dark, hair dark brown, eyes hazel, bald place at back and side of head, dot tattooed It arm, mole about If inches from dot, two small moles bend of left olbow, and one at back of right upper arm; dressed in the stolen suit, and hard felt hat, blue tie with white spots, white linen shirt marked L. B. S. Christie, or S. S. Browne. States he is a native of Rochester, Kent, but believed to bo a native of Bermondsey. Deserted from Royal Artillery, Shoeburyness 13th inst. Information to Supt. Hawtree, Southend. HAMPSHIRE. 21.— Petersfield ( County).— For rape, atBram- shott, 5th inst.— A TRAMP, age about 30, height 5 ft. 4 or 5 in., complexion and hair dark, supposed short stubby dark beard, bruise on one hand ( sup- posed left) where he was bitten by the woman he assaulted; dress, brown coarse tweed frock coat, dark trousers, boots much worn, and walks on the outside of left, black hard felt hat, all old and shabby. Information to Inspector Miller, Petersfield. HEREFORDSHIRE. 22.— Hereford ( City).— For stealing a canvas bag containing £ 57 10s. gold and 30s. silver— HANNAH REARDON, age 34, height 5 ft. in., complexion dark, hair very dark brown, large dark eyes, has lost the greater part of front teeth in upper jaw ; dress, black dolman mantle, brown staff dress ( too short for her), strong boots, bonnet and fall. A native of Abersychan, near Pontypool. Warrant issued. Information to Chief Constable Richardson, Here- ford. KENT. 23.— Ashford ( County).— For larceny ( bailee), a man who gave the name of HARRY MOORE, age about 35, height 5 ft. 3 to 5 in., complexion fair, hair light brown, whiskers and moustache rather sandy, eyes hazel, shaved on chin ; dress, double- breasted short black coat with silk facings, brown vest, dark trousers, new lace boots, brown hard felt hat with square top. A tailor. When talking, often uses tho words " Absolutely," " Notwith- standing," and " By- the- bye." Warrant issued. Information to Supt. Wenham, Ashford. 24.— Folkestone ( Borough).— For falsification of books and embezzlement— GEORGE TURP1N, a clerk, age 35 to 40, height about 5 ft. 7 in., slight build, hair ginger, moustache fair, suffers from fistula, and may apply at hospitals and dispensaries for treatment; respectably dressed, and of smart appearance. Has served in the Army. May be found with his brother, who is supposed to keep a public- house near the West India Docks, or with his father, who is employed in Portsmouth Dock- yard. Was accompanied by his wife ( who has a large scrofula mark on face) and six children. Warrant issued. Information to Supt. Taylor, Folkestone. LANARKSHIRE. 25.— Wishaw ( County).— Woodcut portraits and description of two men, whose apprehensions are sought for housebreaking at Motherwell, 28th nit., and stealing £ 455 14s. 7d., consisting of £ 359 in one- pound bank notes of the National Bank of Scot- land, £ 49 in half- sovereigns, £- 17 in silver, and 14s. 7d. bronze— 1st, ANDREW McDONALD, ago 29, height 5 ft. 8 or 9 in., stout build, hair ( cut short) and moustache ( thick) brown, eyes blue, full round face; speaks with a mixed Highland and English accent; dress, black cord coat and vest, grey striped tweed trousers, lace shoes ( newly soled, patch on one of lace- holes), light brown felt hat, had a light brown mackintosh overcoat with cape. A labourer or barman ; native of Avocli, Rossshire. 2nd, DONALD McDONALD, age 27, height 5 ft. 9 or 10 in., slight build, hair brown, moustache reddish- brown, eyes ( sunken) grey, thin face, speaks FRIDAY, APRIL 24, 1891. THE POLICE GAZETTE. 3 with a mixed Highland and English accent; lost first joint of left forefinger, cut mark left side of head ; dress, blue melton overcoat, dark brown tweed suit, strong lace boots, brown felt hat. A tailor or cutter; native of Avoch, Rossshire. Both worked in Sheffield for some time prior to 1890; are fond of horse- racing and other sports, and spoke of starting as bookmakers. They may endeavour to go abroad, or follow race- meetings, & c. Absconded from Motherwell on the night of 3rd inst. Information to Deputy Chief Constable Gordon, Wishaw. 26.— Glasgow ( City).— For embezzling £ 979.— DAVID STEPHEN, age 42, height 5 ft. 7 in., complexion fresh, hair, beard, whiskers, and mous- tache dark, mixed with grey ( may have shaved), speaks with Glasgow accent. A nativo of Aberdeen. Resided with his wife and family at Gowanbank, Shewlands, Renfrewshire. Was employed as agent in Glasgow and the West of Scotland, for Messrs. Oyston & Sons, soap and candle manufacturers, Aberdeen. Absconded 3rd inst. May endeavour to leave the country. Warrant issued. Information to Chief Constable Boyd, Glasgow. fresh, hair light brown, eyes brown, scar left side ; dressed in stolen clothes. A native of Holbeck, Leeds. Is known at 3, Wood- street, Stanningley, near Leeds. Is also wanted for deserting from the 30th Field Battery, Royal Artillery. Warrant issued. Information to Supt. Botterill, Daventry. 31— Northampton ( Borough).— For stealing, 16th inst., £ 34— CHARLES PARR, a cashier, age 25, height 5 ft. 10 in., rather stout, slight light moustache, eyes light blue, respectable appearance, wears patent leather boots. A good football player. Left Northampton on the morning of the 17th inst., booking for Dover, but no doubt changed his route for either London or Liverpool. May endeavour to leave the country or to enlist. Enquiries are requested at shipping offices and recruiting depots. Warrant issued. 32.— Northampton ( Borough).— For attempt- ing to obtain property by means of a fictitious cheque— A man who gave the name of PERCIVAL GRANT, age 25 to 30, height 5 ft. 3 or 4 in., com- plexion and hair dark, small dark moustache of about a fortnight's growth, otherwise clean shaved, left eye bloodshot; dress, dark clothes, black billy- cock hat, sometimes wears a brown covert coat, and two ( supposed imitation) diamond rings; respectable appearance. This man calls upon refreshment and lodging- house keepers, furniture dealers, and jewel lers, representing to those who let apartments that he is an agent and manager of the London and Provincial Apartments Agency and Guide, 4A, Fleet- street, London, and produces printed cards to this effect. Upon visiting jewellers and furniture dealers, he makes purchases, and presents a check in pay- ment, and also requests that the change ( if any) may he handed to him. On 21st inst. he presented a cheque for £ 19 upon the bank of G. Barker & Co., Mark- lane, London, which has been returned " no account." Warrant issued. Information to Chief Constable Mardlin, North- ampton. LANCASHIRE. 27.— Bolton ( County).— For stealing, 14th inst., a watch ( found pledged at Leigh same day), and a pocket knife with two blades, stag's horn handle, brass mounted— A MAN, who lodged in the house, age 27 or 28, height 5 ft. 7 or 8 in., complexion hair and moustache dark, scar on shoulder from sword cut; dress, brown cloth coat and vest, black cord trousers, lace boots, black- and- brown plaid cap with peak. Supposed to have come from Wigan Stated he had been in the Egyptian War. • Information to Supt. Eatough, Bolton. 28.— Old Trafford ( County).— For larceny— RICHARD ALLEN, age 22, height 5 ft. 5 in., com plexion fair, hair and moustache light; dress, dark grey tweed suit, black billycock hat. Supposed well known to Manchester Police. Has recently been in prison for fowl- stealing. Frequents common lodging houses. 29.— Old Trafford ( County).— For assaulting police, 12th inst. — J. GURBRIDGE, age 25, height 5 ft. 10 in., stout build, complexion fresh, hair dark brown, clean shaved, very much tattooed both arms very muscular, and walks very erect; dress, short grey frieze jacket, moleskin vest and trousers, cloth peak cap. Has been a soldier. Stated he had served a term in a military prison. — WILLIAM STACEY, age 30, height 5 ft. 8 or 9 in., slender build, complexion fresh, hair and heavy moustache dark; dress, short grey frieze jacket, moleskin vest and trousers, cloth peak cap. They are supposed to be convicts on licence, and to have been assisted by the Prisoners'; Aid Society, and employment found for them on the Manchester Ship Canal, as navvies. May probably be found on another section of the canal, or on public works. Warrant issued. Information to Supt. Bent, Old Trafford. He took lodgings at an hotel, 28th ult,, and re- mained till 6th inst., stating he travelled for " James Veitch & Sons, Nurserymen, King's- rd., Chelsea." In payment of his account he gave a worthless cheque, drawn on " Robarts, Lubbock & Co.," signed by " Veitch & Sons," payable to " Thomas Caldwell. He left behind a new portmanteau, containing two, large pieces of coal. It has been ascertained that he booked for Peterborough, also that he received a postal order, issued from Thrapston. He also visits gentlemen's houses with a begging letter, repre- senting that he is a wood carver, from Penzance, and is deaf and dumb, and steals anything he can lay his hands upon. Supposed previously convicted and wanted for similar offences. States be has served 6 months imprisonment at Manchester, for larceny, and is believed to have been in custody at Birmingham and Bristol. Photograph will be forwarded on application.
