Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not lets rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief qfficer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank ( ion Inspector, or analogout thereto. 8. ( C) ( d) NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— Criminal Investigation Depart- ment.— For counselling and procuring, and con- spiring to procure a female for immoral purposes- CAPTAIN EDMUND HOPE VERNEY, alias " WILFRED WILSON," M. P., D. L., a J. P. for Anglesey, and Member of the London County Council, Brixton Division, of 9, Bridge- street, West- minster, and Rliianva, Anglesey; age 52, height 5 ft, 8 or 9 in., complexion ruddy, hair ( bald on top), whiskers and moustache ginger ( turning grey), shaved on chin, stout build, walks lame with one foot; frequently rides a tricycle; generally dressed in grey tweed jacket suit, soft black felt hat, some- times brown hard felt hat ( square top), and high silk hat. His woodcut appeared in the " Illustrated London News " of 2Gth January, 1889. Warrant issued. 2.— B Division. — For larceny ( servant).— SAMUEL HUGGER, age 17, medium height, com- plexion fair, hair very light, eyes blue ; dress, light grey mixture suit, dark blue overcoat, brown hard felt hat. A native of Stoke Common, near Slough, Buckinghamshire. May be found at No. 3, Third Avenue, West Brighton. 3.— C Division. — For obtaining money by fraud— JOHN READ, age 35, height 5 ft. 9 or 10 in., complexion florid, hair ( turning grey) dark, moustache iron grey. He gave himself out as a farmer, of Southwood Farm, Basingstoke, obtained a loan of £ 100 upon the security of his stock and crops, which he alleged were absolutely his property, but, when the first instalment fell clue, it was discovered that he only managed the farm at a weekly salary, and had left the place and gone away. His wife and family now occupy the farm. He is well known to the barmaids at the refreshment buffet, Basingstoke Railway Station, also at a biscuit factory at Portsmouth. 4.— D Division. — For obtaining money by worthless cheques on the Alliance Bank, 239, Regent - street, W., generally signed A. or J. Parkinson — NORRIS FOWLER WILLOTT, age 33, height 5 ft. 9 in., complexion fair, hair and moustache light brown, eyes grey; dress, light imitation box- cloth overcoat or dark blue overcoat with velvet collar, black diagonal coat and vest, dark mixture trousers, high silk hat; respectable appearance. Attends boxing and swimming com- petitions. Formerly kept refreshment and wine houses in the metropolis, and supposed will endeavour to open a similar business in a provincial town. Native of London. Warrant issued. 5. — J Division. — For embezzling £ 40— MAJOR SLUCE, age 25, height 5 ft. 8 in., com- plexion fresh, hair, moustache ( slight), and side- whiskers ( small) dark, rather long nose, smart appearance, of good address, and fond of music ; dress, black diagonal coat and vest, dark tweed trousers, black felt hat. A butcher; native of Clapton, Middlesex. Warrant issued. 6.— N Division- — For stealing 2 vols, of " Boys' Own Paper " ; I book, entitled " Wit and Wisdom"; a number of old British and foreign postage stamps, & c.— W. J. CROSSLEY, age 24, height 5 ft. 10 in., complexion fair, hair brown, moustache ( slight) fair ; dress, black reefer jacket ( silk facings), dark trousers, black hard felt hat. 7.— N Division.— For stealing, 28th ult.— A " Psycho" safety bicycle, black enamelled frame, nickel- plated hubs, cranks, handle- bar and brake, ball bearings except pedals, no guard to back wheel, which has a nearly new tire, Starley, Brcs., Coventry, on frame in gilt letters STANLEY, age 34, height 5 ft. 9 in., complexion florid, long red face, clean shaved ; dress, black overcoat, light brown - under, dark trousers, black hard felt hat; shabby appearance. Warrant issued. 8.— p Division.— For stealing, 31st ult.— A premier bicycle, makers " Herbert Hillman & Cooper," on front, No. 33388 ; 2 overcoats ( one grey, single- breasted, one black diagonal, green and white striped lining in sleeves; 1 black diagonal morning coat and vest; 1 dark cheviot jacket and vest, " Osborn & Sons, Camberwell- road" on tab, silk facings; and 1 brown melton coat and vest.— DANIEL NIGHTINGALE, age 25, height 5 ft. 7 in., complexion fair, hair light, eyes blue, very small mole back of neck, mark on right cheek,- similar to ringworm. A native of Walworthr- London. Took train from Euston to Birmingham, at 12 night, 31st ult., having with him the bicycle and a long black clothes box. Has resided at 20, Bell- street, Birmingham. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BEDFORDSHIRE. 9.— Biggleswade ( County). — For committing a serious assault on a police constable— SAMUEL HOUSDEN, a labourer, age 43, height about 5 ft. 8 in., complexion very dark, black, bushy whiskers. GEORGE FRANCIS, a labourer, age 37, height about 5 ft. 10 in., complexion pale, moustache ( slight) light brown, little whiskers, bald on top of head. Both men are notorious poachers, and are supposed to have gone to the neighbourhood of East Ham. Warrant issued. Information to Supt. Smith, Biggleswade. 2 FRIDAY, APRIL 17, 1891. BERKSHIRE. 1Q.— Wokingham ( County).— For embezzling, 2nd inst., £ 11 14s. 6d., and other sums— WILLIAM CUTLER, a corn and coal merchant's traveller, age about 37, height 5 ft. 4 or 5 in., complexion fresh, hair ( slightly bald on top), moustache, and beard sandy, eyes light blue, slight scar on bridge of nose, very offensive breath; dress, light large pattern check suit, drab mackintosh, sleeves have been lengthened and joined above wrist, brown bowler hat, lace boots. Absconded 2nd inst., and may endeavour to leave the country for Canada or the United States. Native of Binfield, Berks. Warrant issued. Information to Supt. Atkin, Wokingham. 11.— Reading ( Borough).— For stealing, 1st inst., a " Monarch " clipper tricycle, 3G- in. driving wheels, 28- in. steering wheel, black tyres on driving wheels, and red tyre on steering wheel, painted black, lined with red and green, bright parts plated, No. 240 stamped on top of handle- bar, " The Monarch, J. Warrick, Monarch Cycle Works, Reading," in gold transfer on main tube— A MAN, age about 22, height 5 ft. 4 or 5 in., complexion fair, moustache light brown ; dress, light cloth suit and brown hard felt hat. Stated he was employed at the Reading Theatre ( false), and gave to several persons, in exchange for various articles, tickets or cards purporting to be passes to the play at the Theatre ; " T. G. Morville, Theatrical Agent," was • written on one side, and on the other, " Kindly pass Bearer and Friend, Dress Circle, Thursday or Friday.— T. G. M." Information to Head Constable Tewsley, Reading. BRECONSHIRE. 12.— Brynmawr ( County).— For stealing £ 5 from a house where he lodged one night— A man who gave the name of JOHN PENNINTON, age about 20, height 5 ft. 2 or 3 in., complexion dark, hair black, small dark moustache, eyebrows meet, lost middle finger of one hand; dress, grey and black plaid suit, laco boots, grey and black plaid cap. Stated be was a native of Glasgow, and that he was employed as telegraph repairer at Brynmawr Rail- way Station ( false). Absconded 27th ult. Information to Serjeant Williams, Brynmawr. 13.— Crickhowell ( County).— For absconding from Crickhowell Union Workhouse, 11th inst., and stealing a brown melton coat; a dark grey beaver coat; a light grey small check coat and vest; a pair of dark brown cord trousers; a pair of strong lace boots; a pair of grey striped trousers ; ( and a black- and- white plaid flannel shirt.— THOMAS ALLEN, age 61, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache grey, very bald, middle finger left hand crooked from first joint, cataract right eye ; dressed in stolen clothes. A. mason or mason's labourer. Is well known at Blaina, Brynmawr, Abertillery, and Tredegar. Information to Supt. Winterson, Crickhowell. CAMBRIDGESHIRE. 14.— Cam bridge (- Borough).— For shopbreaking, 1st inst., and stealing a lady's black satin bodice, trimmed with jet beads; a black serge bodice, trimmed with black braid; a pink woollen wrap ; and 3s. in farthings— TWO MEN : 1st, age about 45, height 5 ft. 7 in., rather thin build, complexion sallow, hair ( turning firey) brown, supposed slight moustache; dress, dark overcoat and black felt hat. 2nd, age about 30, height 5 ft. 5 in., complexion fresh, round full face, small moustache; dress, dark clothes. They left behind a small and nearly new common blajk portmanteau, bound with brown leather, a formidable steel jemmy ( new), and a painter's old knife. Information to Chief Constable Innes, Cambridge. DERBYSHIRE. 15.— Derby ( County).— Woodcut portrait and description of WILLIAM SMITH PORTER, alias SHIRLEY WYNNE, CHARLES GREGORY, HENRY WOODS, GEE, GALLOWAY, and EDWARD ELLIS, a solicitor's clerk, late of New- market, whose apprehension is sought for obtaining £ 50 by means of bogus deeds at Long Eaton, 4th ult., age 36 ( looks older), height about 5 ft. 2 or 3 in., complexion dark sandy, bloated, pimpled face, red uose, hair brown, large drooping moustache sandy, thick eyebrows, sharp piercing eyes, large head; gentlemanly appearance and good address, jocular, though of serious appearance when not in conversation, short, quick step, carries left hand iu trousers pocket, swings right arm freely. Fre- quents good hotels, and is fond of bitter beer. Wears eye- glasses with gold thread attached. He has a book of cheques on " Messrs. Smiths' Bank, Long Eaton," and also one on " London and County Bank, Maidstone," but has no account at either. Native of Hilgay Fen, Isle of Ely. It is requested that bankers be informed of this man, and that ho be detained, should he present any of the above cheques, or spurious deeds. Warrant issued. Information to Deputy Chief Constable Hunter, County Police Office, Derby. ESSEX. 16.— Brentwood ( County).— For stealing postal orders for 30s. — WILLIAM WHITE, age 29£, height 5 ft. 5j in., complexion fresh, hair brown, eyes blue, scar left groin, 2 scars over same. A native of Great Bergholt, Essex. He is a deserter from the 3rd Batt. Essex Regiment. Information to Supt. Dobson, Brentwood. 17.— Southend ( County).— For stealing, 13th inst., from the Officers' Quarters, Shoeburyness, £ 5 in gold, and a light grey tweed suit— EDWARD RICHARDSON, or WILSON, age 24, height 5 ft. 65 in., complexion dark, hair dark brown, eyes hazel, bald place at back and side of head, dot tattooed It arm, mole about lj inches from dot, two small moles bend of left elbow, and one at back of right upper arm; dressed in the stolen suit, and hard felt hat, blue tie with white spots, white linen shirt marked L. B. S. Christie, or S. S. Browne. States he is a native of Rochester, Kent, but believed to be a native of Bermondsey. Deserted from Royal Artillery, Shoeburyness, 13th inst. Information to Supt. Hawtree, Southend. FLINTSHIRE. 18.— Mold ( County). — For embezzlement — THOMAS PERRY, nje 35, height about 6 ft., complexion sallow, hair and eyes brown, walks with a long slow stride and bends forward at knees, long legs ; dress, black cloth jacket, cloth vest with yellow stripes, fustian ribbed trousers, lace boots, black hard felt hat. Is used to farm- work, attend- ing horses, & c. Warrant issued. Information to Deputy Chief Constable Bolton, Mold. GLOUCESTERSHIRE. 19.— Gloucester ( County). — For stealing a gold wedding- ring and a gold keeper- ring ( the latter recovered) — CHARLES HENRY BEST, age 23, height 5 ft. in., complexion fresh, hair brown, moustache ( slight) light eyes grey, dot tattooed back of right hand ; dress, dark jacket and vest, brovyn stripe trousers, dark brown bowler hat, blue tie with red stripe, black and red muffler, nailed boots. Native of Gloucester. Warrant issued. Information to Deputy Chief Constable Chipp, Gloucester. HAMPSHIRE. 20.— Petersfield ( County).— For rape, atBram- shott, 5th inst.— A TRAMP, age about 30, height 5 ft. 4 or 5 in., complexion and hair dark, supposed short stubby dark beard, bruise on one hand ( sup- posed left) where he was bitten by the woman he assaulted; dress, brown coarse tweed frock coat, dark trousers, boofs much worn, and walks on the outside of left, black hard felt hat, all old and shabby. Information to Inspector Miller, Peterefield. HEREFORDSHIRE. 21.— Ledbury ( County). — For burglary at Colwall, 28th ult., and stealing a piece of beef; a wild rabbit; a yellow dish, containing lard ; a large red muffler, with white spots; and a pair of men's nailed boots, with toe- caps, three or four nails out of the toe of right boot— TWO TRAMPS, let, age about 25, height 5 ft. 7 in., beard sandy; dress, short dark jacket, moleskin trousers, black cap; supposed wearing the stolen boots. 2nd, age about 30, height 5 ft. 8 in , complexion dark; dress, long overcoat, moleskin trousers, black hard felt hat. Information to Supt. Cope, Ledbury. HUNTINGDONSHIRE. 22.— Norman Cross ( County).— For assault, 23rd ult., at Elton— AARON BOYLE, a gipsy, age about 40, height 5 ft. 6 in., stout build, complexion fresh, hair black, small dark side whiskers, good front teeth. Travels the Midland counties with one or more vans, hawking carpets, & c. Usually encamps in country lanes. Warrant issued. Information to Supt. Allen, Norman Cross. KENT. 23.— Ashford ( County).— For larceny ( bailee), a man who gave the name of HARRY MOORE, age about 35, height 5 ft. 3 to 5 in., complexion fair, hair light brown, whiskers and moustache rather sandy, eyes hazel, shaved on chin ; dress, double- breasted short black coat with silk facings, brown vest, dark trousers, new lace boots, brown hard felt hat with square top. A tailor. When talking, often uses the words " Absolutely," " Notwith- standing," and " By- the- bye." Warrant issued. Information to Supt. Wenham, Ashford. 24.— Folkestone ( Borough).— For falsification of books and embezzlement— GEORGE TURP1N, a clerk, age 35 to 40, height about 5 ft. 7 in., slight build, hair ginger, moustache fair, suffers from fistula, and may apply at hospitals and dispensaries for treatment; respectably dressed, and of smart appearance. Has served in the Army. May be found with his brother, who is supposed to keep a public- house near the West India Docks, or with his father, who is employed in Portsmouth Dock- yard. Was accompanied by his wife ( who has a large scrofula mark on face) and six children. Warrant issued. Information to Supt. Taylor, Folkestone. LANARKSHIRE. 25.— Wishaw ( County).— Woodcut portraits and description of two men, whose apprehensions are sought for housebreaking at Motherwell, 28th ult., and stealing £ 455 14s. 7d., consisting of £ 359 in one- pound bank notes of the National Bank of Scot- land, £ 49 in half- sovereigns, £ 47 in silver, and 14s. 7d. bronze— 1st, ANDREW McDONALD, age 29, height 5 ft. 8 or 9 in., stout build, hair ( cut short) and moustache ( thick) brown, eyes blue, full rounl fa e; speaks with a mixed Highland and THE POLICE GAZETTE. 3 English accent; dress, black cord coat and vest, grey striped tweed trousers, lace shoes ( newly soled, patch on one of lace- holes), light brown felt hat, had a light brown mackintosh overcoat with cape. A labourer or barman ; native of Avoch, Rossshire. 2nd, DONALD McDONALD, age 27, height 5 ft. y^ ars police supervision for larceny. The arrest of this supervisee is also sought by Stalybridge Police ( see Case No. 64, 6th ulto). Information to the Chief Constable of Salford. £ 9 or 10 in., slight build, hair brown, moustache reddish- brown, eyes ( sunken) grey, thin face, speaks with a mixed Highland and English accent; lost first joint of left forefinger, cut mark left side of head ; dress, blue melton overcoat, dark brown tweed suit, strong lace boots, brown felt hat. A tailor or Cutter; native of Avoch, Rossshire. Both worked in Sheffield for some time prior to 1890; are fond of horse- racing and other sports, and spoke of starting as bookmakers. They may endeavour to go abroad, or follow race- meetings, & c. Absconded from Motherwell on the night of 3rd inst. Information to Deputy Chief Constable Gordon, Wishaw. 26— Glasgow ( City).— For embezzling £ 979.— DAVID STEPHEN, age 42, height 5 ft. 7 in., complexion fresh, hair, beard, whiskers, and mous- tache dark, mixed with grey ( may have shaved), speaks with Glasgow accent. A native of Aberdeen. Resided with his wife and family at Gowanbank, Shewlands, Renfrewshire. Was employed as agent in Glasgow and the West of Scotland, for Messrs. Oyston & Sons, soap and candle manufacturers, Aberdeen. Absconded 3rd inst. May endeavour to leave the country. Warrant issued. Information to Chief Constable Boyd, Glasgow. MERIONETHSHIRE. 30.— Barmouth ( County).— For obtaining money by false pretences.— H. HOLWAY, alias J. HALLWORTH, age 35, height 5 ft. 7 in., com- plexion sallow, hair, moustache, and whiskers dark, eyes brown, prominent nose ; dress, grey tweed suit ( rather shabby), double peak cap. He generally carries a square brown basket which contains lace patterns, and two song- books with name " Thomas Holloway " printed inside. Warrant issued. Information to Sergeant Roberts, Barmouth. MONMOUTHSHIRE. 31.— Monmouth ( County).— For stealing two watches ( one waltham lever, No. 2536313 on case, " Waltham, Mas.," on works ; the other he sold in Hereford)— THOMAS CLEGG, a watch repairer, age 30, height 5 ft. 6 in., complexion fair, hair dark brown, slight dark moustache, thin face, 2 small scars on forehead near left eyebrow; dress, blue serge coat with an old dark coat underneath, grey trousers, soft hat bent in the middle. A native of Bolton, Lancashire. Left Usk on 28th ult. Information to Capt. Benthon, Deputy Chief Constable, Monmouth. LANCASHIRE. 27.— Bolton ( County).— For stealing, 14th inst;, a watch ( found pledged at Leigh same day), and a pocket knife with two blades, stag's horn handle, brass mounted— A MAN, who lodged in the house, age 27 or 28, height 5 ft. 7 or 8 in., complexion hair and moustache dark, scar on shoulder from sword cut; dress, brown cloth coat and vest, black cord trousers, lace boots, black- and- brown plaid cap with peak. Supposed to have come from Wigan. Stated he had been in the Egyptian War. Information to Supt. Eatough, Bolton. 28— Old Trafford ( County). — For stealing: 11th inst., at Moss Side, a brown leather purse, containing £ 4— a MAN, age about 22, height 5 ft. 3 or 4 in., complexion fresh, moustache ( slight) light; dress, dark grey jacket, dark trousers, brown pot hat, white collar, dark tie, lace boots. He snatched the purse from the hand of a young woman whilst passing along the street. Information to Supt.
