All announcements for insertion in the POLICE GAZBTTS, and all communications upon them should be addressed to THE EDITOB O » THB POLIOB GAZETTE, NEW SCOTLAND YABD, LIOWDOK, 8. W. 8. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLIOB GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of loJ. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, inc luding the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen provertv must he quaranteed ht/ an affirm nf not lest mnlr than Inspector, or analogous thereto 8. Announcements of all persons to he apprehended or of stolen property bear a number andmrt alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted t. the POLIOB GAZETTE, must, on their apprehension or recovery, at once transmit to the Eduer notice of the fact, referring to the number of the announcement for insertion in the next issue 10. In all cases, the officer signing the request for insertion of any announcement will he wholly responsible for any proceedings whicn may result from such publication. ' 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on IFednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque crossed " DrummondSf Co.," Post Office Order payable at Charing Cross, Postal Order or im Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James frilling, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, . or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( rf) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender ibeing brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— A Division.— For embezzlement— JAMES LONG, a solicitor's clerk, age 40, height 5 ft. 8 or 9 in., complexion florid, hair light brown, clean shaved, eyes blue, long thin face, thin nose ; dress, dark blue overcoat, black coat and vest, light trousers, and high hat. A native of Wandsworth, Surrey. Associates with betting men. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 2.— For embezzlement— THOMAS KELLY, late of 5, Dempsey- street, Commercial- road, E.( age 23, height 5 ft. 8 or 9 in., complexion pale, hair and slight moustache dark ginger, full face, springing gait, appearance of being addicted to drink. May have a revolver in his possession. Dresses respectably. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BRECONSHIRE. 3. — Crickhowell ( County). — Woodcut portrait and description of EDWIN PROSSER, whose apprehension is sought for perjury, age 25 ( looks younger), height 5 ft. 9 or 10 in., slight burid, complexion pale, hair and moustache ( slight) dark brown, rather large eyr. c, long neck; sup- posed dressed in brown suit. A shoemaker. Native of Llanbsdr, Crickhowell. Has friends in pottery district of Staffordshire, near Longton- on- Stoke. Was seen at Longton on 23rd February. May endeavour to go to America. Warrant issued. Information to Supt. Winterson, Crickhowell. BERKSHIRE. 4.— Wokingham ( County). — For stealing 19th inst., a quantity of carpenter's tools ( recovered) — TWO MEN : 1st, age about 30, height 5 ft. 8 in., complexion fresh, hair and moustache light brown ; dress, pepper- and- salt suit, black hard felt hat, blucher boots. 2nd, age about 25, height 5 ft 7 or 8 in., complexion and moustache dark; dress, dark suit, black cap with peak, blucher boots. They had the appearance of having been soldiers; supposed tramps. These men were traced to Clewer, where they were seen on the morning of 20th; one of them was carrying a basket of tools, which was sub- sequently found in a meadow there. Information to Supt. Atkin, Wokingham. CHESHIRE. 5.— Middlewich ( County).— For stealing£ 7 2s., at Mowcop, 16th inst.— JOHN ROBERT WALL, age 24, height about 5 ft. 6 in., complexion sallow, hair dark brown, eyes dark, cut mark under one eye ; dress, dark cloth coat, blue pilot vest, brown cord trousers, strong lace boots ( nearly new), and old blue pilot cap with knob on top. Supposed native of Tipton, South Staffordshire. Warrant issued. Information to Supt. Plant, Middlewich. DERBYSHIRE. 6.— Chapel - en - le - Frith ( County). — For stealing jewellery ( Case No. 51, 13th inst.)— THOMAS WHITING, alias CULLE, age about 24, height 5 ft. 7 or 8 in., slight build, complexion fair, hair light, moustache slight, figure of a woman tattooed on one arm, and heart with spear through on the other; dress, dark ribbed overcoat, grey navvy's jacket, black vest, grey trousers, blue neck- erchief, with round white spots, hard felt hat. A navvy. Supposed native of Birmingham. May seek work on new railways or other public works. Warrant issued. Information to Supt. Hallaui, Chapel- en- le- Frith. DURHAM. 7-— Durham ( County).— For failing to report — License Holder JOHN SPENCE, Office No. 40358, age 61, height 5 ft. 4 in., complexion dark, hair dark brown, turning grey, eyes hazel, two scars back of head, one on right knee- cap, moles right buttock and shoulder - blade, ruptured left side, round- shouldered. Sentenced at Durham, 18th January, 6 T H E POLICE GAZETTE. FRIDAY, MARCH 20, 1891. 1883, to 10 years penal servitude, for rape. Liberated 13th October, 1890. J 83. Information to the Chief Constable, County Con- stabulary, Durham. ESSEX. 8. — Southend ( County). — For stealing a watch- chain ( recovered), and a silver locket and chain, lst inst.— BEATRICE HUNTLEY, age 43, height 5 ft. 7 in., hair dark brown, eyes hazel, red face, walks quickly, very stout build; dressed in black, having recently lost her husband. A laundress. Supposed native of Ipswich. Warrant issued. Information to Supt. Hawtree, Southend. FLINTSHIRE. 9.— Mold ( County). — For embezzlement — THOMAS PERRY, age 35, height about 6 ft., complexion sallow, hair and eyes brown, walks with a long slow stride and bends forward at knees, long legs; dress, black cloth jacket, cloth vest with yellow stripes, fustian ribbed trousers, lace boots, black hard felt hat. Is used to farm- work, attend- ing horses, & c. Warrant issued. Information to Deputy Chief Constable Bolton, Mold. GLAMORGANSHIRE. 10.— Cardiff ( Borough).— For unlawfully and maliciously wounding a female, 16tli inst — WILLIAM MORRIS, age 24, height 5 ft. 8^ in., complexion fair, hair light and curly, moustache ( slight), is of drunken habits, and will be found in the company of prostitutes. A boilermaker's helper; native of Bristol. Is known at most sea- port towns. His father resides at Kingsland- road, St. Phillip's, Bristol. Warrant issued. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 1L— Gosport ( County).— For stealing, 26th ult. ( bailee)— a dun- colour entire pony, aged, about 13 hands, short tail, black head, value about £ 4; also cart and harness ( the latter recovered)— GEORGE WOODS, age 23, height 5 ft. 3| in., complexion fair, hair light brown, eyes hazel, cut mark upper lip, mouth usually dirty from chewing tobacco ; dress, blue serge coat, dark cloth trousers, black hard felt hat, dirty appearance. Native of Gosport. Warrant issued. 12.— Gosport ( County). — For stealing, 20th inst.— 1 large silver spoon ; 3 silver dessert spoons ; 3 silver forks; and 1 silver tea spoon, all old- fashioned silver with double bevel on handle, and engraved with crest— raven with two wings in crown; 1 silver afternoon tea spoon, twisted handle, with figure of a man at end— A MAN, age about 50, height 5 ft. 8 or 9 in., whiskers and beard ( short) white; dress, brown or grey suit, brown hat; carried a green case containing combs and buttons, which he hawks. Information to Supt. Catchlove, Gosport. 13.— Winchester ( City).— For stealing, 27th ult., a pair of field glasses, recovered — JAMES HALBROOK, age 37, height 5 ft 5£ in., without boots, complexion air, hail- light brown, eyes blue, cut over right eyebrow, nose slightly inclined to right, white spots on neck, back and chest, crossed cupped on back of neck, T. G. H., wreath, flags, heart and arrows, crown, plume of feathers, and dots right arm, scar above right muscle, bracelet right wrist, anchor, flags, P. S., wreath, crown, flowers and dot left arm, cut left second finger and back of head; dress, dark brown tweed suit, brown overcoat, brown hard felt hat, white turn- down collar, white muffler; also had with him a light brown tweed suit. A racing tout, and associates with prostitutes. Has resided in Winchester for the past 8 years. Warrant issued. 14.— Winchester ( City).— For stealing a curb- pattern gold albert, 9 carat stamped on each link, a gold braoelefc, c'la^ ad, a'lout inoli wids, and Is. 2d. LILLY ATKINS, age 19, height 5 ft., complexion fair, square face, hair light brown, eyes grey; dress, blue cloth skirt, print skirt under, black bodice, long black cloth jacket, black straw hat, trimmed navy- blue ribbon, lace boots. Was sentenced to 6 months imprisonment for felony, in June, 1890, at the North London Sessions. Is well known at the Women's Shelter, Hanbury- street, Whitechapel. Su posed native of Sunder- land. Information to Head Constable Morton, Winches- ter. 15.— Portsmouth ( Borough).— For obtaining £ 35 by falsely representing a quantity of spurious metal to be " silver- ABRAHAM MARCUS, age about 41, height 5 ft. 6 or 7 in., rather slight build, hair ( turning grey and cut short) black, moustache ( turning grey) dark, sore eyes, long nose, thin and rather wrinkled face ; dress, dark brown overcoat, double stitched round edges, brown check coat with velvet collar, and pieced at ends of sleeves, black diagonal cloth vest with white silk binding, dark grey check trousers, hard black felt hat, button boots, shabby- genteel appearance. Is a Polish or German Jew ; speaks English, French and German fairly well. Stated he was a tailor. Was accom- panied by a woman whom he stated was his wife, age about 30, height 5 ft. 5 or 6 in., very slight build, rather pale complexion, long thin nose, hair black ; dress, long black jacket with feather trimming, black satin dress, black velvet hat with white feather, or short brown jacket and brown dress. Warrant issued. Information to Chief Constable Cosser, Town Hall, Portsmouth. HEREFORDSHIRE. 16.— Ledbury ( County).— For night poaching— GEORGE BRYAN, age 35, height 5 ft. 10 in., complexion pale, hair dark brown, eyes blue, small light moustache, long face, wart back of left hand, two small moles left side of back ; dress, dark grey coat with breechers and gaiters to match, grey cap with double peak. A labourer ; native of Ledbury. — WILLIAM DAV1ES, alias " ZULU," age 45, height 5 ft. 8| in., complexion fresh, hair dark brown, eyes grey, moustache sandy, oval face, cut marks over both eyes, back of left hand, left knee, and back of head, scar from stab centre of back, ruptured both sides; dress, black cloth coat, grey vest, with pearl buttons, brown cord trousers, black hard felt hat. A labourer; native of Hereford. Both have been many times convicted for offences against the game laws. They will probably be found in the company of poachers. Warrant issued. Information to Supt. Cope, Ledbury. KENT. 17. — Rochester ( City). — For attempted burglary and violently assaulting police, on the morning of 26th ult.— FOUR MEN : lst, age 30 to 35, height 5 ft. 7 in , moustache dark, few side whiskers ; dress, black overcoat, dark trousers, and black hard felt hat; 2nd, height about 6 ft., com- plexion fair, side whiskers, no moustache; dress, light overcoat, light trousers, and brown felt hat, with dent in centre; 3rd, age 25 or 26, height about 5 ft. 5 in., moustache ( slight) light; dress, light dust coat, light trousers, and light cap ; 4th, cannot be described. They left behind a black leather Gladstone bag, containing 2 jemmies, 2 chisels, 2 centre- bits, 4 gimlets, lamp, 2 wooden wedges, large ball of string, screws, small saw, shoe mufflers, small brown and black plaid travelling rug, and a blue cotton handkerchief, with small white spots. Information to Chief Constable Broadbridge, Rochester. LANARKSHIRE. 18. — Glasgow ( City). — For embezzling £ 4,1 10s. Id. — MONTEITH SINCLAIR, age about 23, height 5 ft. 4 in., slight build, complexion ruddy, hair dark, rather fair slight moustache ; dress, supposed dark tweed clothes, and black felt hat. Resided at 1, Albert- road, Crosshill. Ab- sconded 5th inst. Native of Newcastle. Warrant issued. Information to Chief Constable Boyd, Glasgow. Turkish soldier tattooed right arm, 1883 under- neath ; dre3s, coarse tweed mixture jacket and vest, corduroy trousers, stained with blue dye, check scarf, black billycock hat, old lace shoes. Belongs to the Army Reserve. Was sentenced at Chorley, 30th November last, to 14 days imprisonment, for larceny. Native of Chorley. Information to Supt. Norris, Chorley. 20— Leigh ( County). For stealing, 6th inst., a dark brown worsted reefer jacket, lined with black sateen, pocket on each hip, and one outside left breast, black buttons, vest to match, and pair of black and white stripe trousers — A collier, age 21, height 5 ft. 6 or 7 in., complexion and moustache dark; dress, dark reefer jacket, dark trousers, lace boots. Information to Supt. Higginbotham, Leigh. LINCOLNSHIRE. 21. — Stamford ( County). — For stealing £ 5 14s. 6d. and 2 purses, 15th inst.— JOHN G. WOODS, age about 30, height 5 ft. 3 in., complexion fresh, hair ( thin on top) light brown, clean shaved except a little light side whisker, full fat face, teeth bad in front, scar from bite of a horse on one fore- arm, long thin nose, bow- legged, walks with a shuffling gait; dress, brown check jacket, bound round wrists with black braid, light cloth trousers and vest ( trousers darned at knees), white collar, blue necktie with white flowers or spots, blue and white check shirt, snuff- colour socks, strong lace nailed boots, which have been repaired at toes. A stableman. Supposed native of Macclesfield. Information to Inspector Clarke, Stamford. NORFOLK. 22.— Pulham Market ( County).— For stealing fowls ( recovered) — PHILIP WILBY, age 40, height 5 ft. 8 in., complexion fresh, hair brown, beard and moustache inclined to be sandy, eyes grey; dress, brown velveteen coat and vest, cord trousers, heavy lace boots, and black soft felt hat. A farm labourer; native of Wortham, Suffolk. Is now supposed to be in the North Riding of Yorkshire. Wsrrant issued. Information to Supt. Short, Pulham Market. LANCASHIRE. 19.— Chorley ( County).— For stealing 5s., 9th inst.— A MAN, age about 27, height 5 ft. 8^ in., complexion sallow, hair dark brown, eyes hazel, NORTHAMPTONSHIRE. 23— Wellingboro' ( County).— For stealing a silver watch and chain ( recovered)— WILLIAM MANN, age 30, height 5 ft. 4 in., complexion sallow, hair and moustache dark sandy, peculiar look in eyes, splay- footed, has a bad finger, supposed right hand; dress, brown tweed suit, trousers much worn, black patch on one knee and at bottom of both legs, boots much worn, hard felt hat, sometimes wears a cap. When hard up he will draw figures on the pavements of towns he passes through. A press- man, native of Northampton. Information to Supt. Bailie, Wellingboro'. NOTTINGHAMSHIRE. 24.— Mansfield ( County).— For embezzlement — JOHN WHITEN, age 26, height 5 ft. 6 in, com- plexion fresh, hair brown, full beard, whiskers and moustache dark sandy; dress, black pilot jacket, dark cloth trousers, strong lace boots, black hard felt hat, A coal agent, but may now seek employment at collieries. Absconded 27th ulto. Warrant issued. Information to Supt. Tomasson, Mansfield. 25. — Southwell ( County). — For obtaining goods by false pretences— E. CHILTON alias BLAKE, VINCENT, and NADEN, age 50, height 5 ft. 7 in., complexion fresh, hair ( turning grey) light brown, full beard, whiskers and moustache, eyes blue ; dress, long light overcoat, reddish brown breeches and brown gaiters, hard round hat. Wore a leather strap across shoulders under overcoat. Had a yellow and white collie dog with him. Supposed native of Lichfield : A woman named M. CHILTON, alias VINCENT and BRASSING- TON, age 35, height 4 ft. 5 in., slight build, com- plexion very pale, hair supposed brown, well educa- ted, and writes a good hand ; dress, long dark cloak, supposed dark greenish dress, black felt hat, shabby boots. Supposed native of Weston- super- Mare, and that her real name is MARIA STEADMAN. They take lodgings, and, assuming the name of some FRIDAY, MARCH 27, 1891. THE POLICE GAZETTE. 5 respectable person, write for goods on approval, and pawn or sell them when sent. Warrant issued. Information to Inspector Marshall, Southwell. ROXBURGHSHIRE. 26— Jedburgh ( County). — For stealing a cheque for £ 17 8s., 14th inst.— ROBERT AIKEN, a groom, age about 21, height about 5 ft. 7 in.,' complexion fresh, hair light, small side- whiskers about in. down cheeks, full eyes, lost thumb and part of first and second fingers left hand ; is addicted to drink; dress, light tweed suit, tight- fitting trousers, may bo wearing a light or dun- colour short overcoat, and drab cloth tight- fitting leggings. Absconded from Kelso on 14th inst., accompanied by his uncle ANDREW AITKEN, a shoemaker, of Kelso, age 45 to 50, height 5 ft. 7 or 8 in., stout build, moustache light brown, full face; dress, light tweed suit. Warrant issued. Information to Chief Constable Porter, Jedburgh. STAFFORDSHIRE. 27— Brierley Hill ( County).— For stealing a brown leather bag and a case containing a quantity of surgical instruments ( recovered) — JAMES CLARKE ( supposed false), age about 40, height 5 ft. 10 in., slight build, complexion pale, hair, whiskers, and moustache ( cut short) brown, stubby beard, about 14 days' growth, eyes dark; dress, short brown cloth jacket, corduroy or moleskin trousers, white muffler, heavy lace boots, light- coloured cloth cap. Stated he was a native of Leicester. Is supposed to be tramping the country accompanied by a boy, age 8, dressed in corduroy kniekerbocker suit ( much worn), old button boots, and cloth cap. They usually sing songs or hymns in the streets. Warrant issued. Information to Supt. Woollaston, Brierley Hill. 28.— Burslem ( County).— For larceny ( servant), at Burslem, 15th inst.— ELIZABETH LILLY, alias GRACE LILLEY, age 21, height about 5 ft., stout build, complexion fresh, hair dark brown, eyes blue, round full face, large head, sharp nose ; dress, long brown jacket, trimmed round neck and front with brown astrachan, dark bodice and skirt, side- spring boots, and liigh- crowned brown straw hat. She obtains situations as domestic servant, by answering advertisements in local papers, remains a few days, and suddenly absconds after committing a larceny. A native of Newcastle- under- Lyme. Warrant issued. 29. — Burslem ( County). — For forgery — ALBERT WALTER JOHNS, age 23, height 5 ft. 6| in., slight build, complexion pale, hair and moustache dark brown, eyes dark; dress, light cloth overcoat, black vest, light striped trousers, lace boots, brown felt hat. A traveller or clerk ; native of Hanley. Warrant issued. Information to Chief Supt. Hill, Burslem. SUFFOLK. 30.— Ipswich ( County).— For stealing a silver watch ( found pledged in Ipswich in name of Henry Bennett)— A man who gave the name of HORN, age about 40, height 5 ft. 4 in., hair, whiskers, and moustache dark, large head, full, bloated face; dress, dark clothes, and hard felt hat. He is a tramping watchmaker and clock- cleaner, stays at common lodging- houses, and carries a small black leather bag, containing his tools. Supposed to have left Ipswich about a month since, and is likely to be found in London. This man stayed in a lodging- house in Ipswich, and went out into the villages round getting watches and clocks to clean, some of which he has returned, and some not. Stated he was a native of Belgium. Speaks with a foreign accent. Warrant issued. Information to Deputy Chief Constable Fisher, Ipswich. 31.— Lowestoft ( County). — For stealing a lady's gold geneva watch, maker, Briggs, Spalding, a vulcanite chain with small black pencil ( gold end) attached— WILLIAM WHITTON ( supposed false), age about 28 or 30, height about 5 ft. 6 in., com- plexion swarthy, hair and short stubby whiskers brown, cross- eyed; dress, light check suit, hard black hat. Warrant issued. Information to Supt. G. obbett, Lowestoft. PILKINGTON, alias CAPTAIN PETRE, age 55 to 60, height about 5 ft. 6 in., broad build, complexion pale, moustache and side- whiskers grey, eyes blue, very peculiar, unsettled, nervous expression, fat hands, very hairy on the backs; dress, dark suit, high hat, also has in his possession a black bowler hat, a cap with peak and white flaps, a light suit, and long dark overcoat— by all of which he varies his appearance. Had in his posses- sion a prescription, alleged to have been written by Sir Wm. Gull, about which ho talks a great deal. Is accompanied by a WOMAN ( whom he calls his wife), age 45 to 50, somewhat taller than the man, thin build, pale face, small features, hair light brown, eyes blue ( cast in right) ; dress, navy- blue dress with red trimmings, long dark jacket, brown hat with fur brush, may be wearing a black velvet mantle. They take furnished lodgings, obtain goods on credit, under various pretences, from tradesmen, chiefly drapers, tailors, and wine merchants, and decamp. They left here, 16th inst., by the 10 a. m. train for Birmingham, but may have gone on to some other station further down the line. Had with them a large square basket with American- cloth cover, a large black portmanteau, a hamper, and a black enamelled square tin- case with two straps. Warrant issued.
