All announcement! for imertion in the POLICE GAZETTE, and all communication! upon them tkould be addretted to THB EDITOI OF THE POLIOI GAZBTTB, NEW SCOTLAND YAED, LOWDOK, 8. W. I. Particulart concerning persons whose apprehention it tought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars at to stolen property will be likewise inserted in one utsue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward it offered the name and address of tome person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehention it tought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of It. 6 d. per photograph or tketch of a stolen article, including the expense of engraving on wood. f. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property mutt be guaranteed by an officer of not let! rank than Inspector, or analogous thereto. 8. Announcements of all pertont to be apprehended or of ttolen property bear a number, and are alphabetically arranged by countiet. 9. The farce which causet particulart concerning delinquentt or ttolen property to be interted it the POLICE QAZKITB, must, on their apprehention or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for intertion in the next ittut. 10. In all cases, the officer signing the requett for intertion of any announcement, will be wholly responsible for any proceedings whicfi may result from such publication. 11. A nnouncementsfor the Friday itsue thould be forwarded to at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one tide of the paper only, be in the utual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by cheque, crossed " Drummond If Co.," Pott Office Order payable at Charing Crott, Postal Order, or is Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. ( C) ( d) NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( rf) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— D Division.— For stealing, 12th inst.— A gentleman's gold keyless geneva watch, crystal glass, enamel dial, Bregnet spring, compensation balancc, plain case, " Payne & Co., 163, New Bond- street," and No. 8513 on dome; a gentleman's plain link gold albert chain, small gold locket, containing some hair, attached; 1 lady's small gold open- face watch, white dial; I cross, composed of pearls and diamonds, about 3 in. long by 2 in. wide; 1 gold locket, cross of pearls thereon; 1 gold locket, forget- me- not in pearls thereon ; 1 gold locket, set large crystal and photograph of a gentleman at back; 1 gold chain bracelet, 2 small gold fishes thereon ; 1 Norwegian gold bracelet, with filigree work in shape of buttons round it; 1 lady's gold piD, with horse- shoe and whip thereon; 1 diamond crescent, 1 stone deficient; I diamond brooch, shape of a fly, about an inch wide ; 1 cat's- eye and pearl brooch; 1 gold brooch, with enamel fox's head thereon ; 1 pair diamond and sapphire ear- rings, which can be fastened to ears by screws; 3 plain gold rings; 1 gold ring, with gold shield thereon ; I cat's- eye and sapphire ring; 1 blue enamel ring, with pearl in centre ; 1 pearl and turquoise ring ; a half- crown and 2 or 3 threepenny- pieces on a piece of pink ribbon— A MAN, age about 28, height 5 ft. 3 or 4 in., slight build, complexion fresh, small features, hair and supposed slight moustache dark brown, nose inclined to left; dress, short dark jacket, dark trousers, rather tight fitting, black felt hat, narrow brim. The appearance of a mechanic. Carried a small coil of copper wire and a pair of pliers. He gained access to the house by stating he had been sent to repair the telephone wires. CITY OF LONDON. 2.— For embezzlement— THOMAS KELLY, late of 5, Dempsey- street, Commercial- road, E., age 23, height 5 ft. 8 or 9 in., complexion pale, hair and slight moustache dark ginger, full face, springing gait, appearance of being addicted to drink. May have a revolver in his possession. * Dresses respectably. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 3. — Windsor ( Borough). — For obtaining a silver watch and chain by false pretences— ERNEST DURF1ELD, anas JOHN BOND, a bootmaker, age about 30, height 5 ft. 10 in., stout buiid, complexion fair, hair ( curly), beard, and moustache brown, eyes grey, scar on chin ; dress, dark- brown tweed snit, dark tweed overcoat with cape, brown hard felt hat, polo collar, dark- blue tie, lace boots. May be found at Hampstead or Clacton- on- Sea. Warrant issued. Information to Supt. Armour, Windsor. BRECONSHIRE. 4. — Crickhowell ( County). — Woodcut portrait and description of EDWIN PROSSER, whose apprehension is sought for perjury, age 25 ( looks younger), height 5 ft. 9 or 10 in., slight build, complexion pale, hair and moustache ( slight) dark brown, rather large eyes, long neck; sup- posed dressed in brown suit. A shoemaker. Native of Llanbedr, Crickhowell. Has friends in pottery district of Staffordshire, near Longton- on- Stoke. Was seen at Longton on 23rd February. May endeavour to go to America. Warrant issued. Information to Supt. Winterson, Crickhowell. CHESHIRE. 5.— Middlewich ( County).— For stealing£ 7 2s., at Mowcop, ICt'i inst,— JOHN ROBERT WALL, age 24, height about 5 ft. 6 in., complexion sallow, hair dark brown, eyes dark, cut mark under one eye; dress, dark cloth coat, blue pilot vest, brown cord trousers, strong lace boots ( nearly new), and old blue pilot cap with knob on top. Snpposed native of Tipton, South Staffordshire. Warrant issued. Information to Supt. Is known in Lancashire towns as " Concertina Jack." Is also known to Mr. Jacques, Painter, 27, Barratt- street, Lloyd- street, Manchester ; to Mrs. Beaton, 43, Hereford- street, Lisson- grove, London, and to Messrs. Giles & Co., Painters and Decorators, High- street, Kensington. May endeavour to leave the country. Warrant issued. Information to Chief Constable Jones, Stockport. DEVONSHIRE. 7.— Devonport ( Borough). — For forger}', 25th ult., and thereby obtaining the sum of £ 10— JOHN HENRY GOODING, a clerk, age 25, height 5 ft. 4 or 5 in., slight build, complexion pale, hair and moustache light, has an impediment in speech, as if speaking through his nose ; dress, blue witney overcoat with velvet collar, brown check tweed coat and vest, black diagonal trousers, side- spring boots - worn down at heels, black hard felt hat; carried an nmbrella, and a bundle containing clothing. Is well known to the Salvation Army, at 27, Whitechapel- road, at 6, St Margaret's- court, High- street, Borough, at 38, Gaunby- street, St. John's, Hoxton, and at 3G, Upper Thames- street, London. Left Plymui. by Great Western Railway train at 2.10 p. m., 25th ult. Warrant issued. Information to Chief Constable Evans, Devonport. DORSETSHIRE. 8.— Wareham ( County).— For leaving his wifo and family chargeable to the Wareham and Purbeck Unioy. — EDWARD MAHAGAN, age 50 ( looks older), height 5 ft. 10 in., complexion fair, but sun- burnt, hair brown, whiskers and moustache turning grey, eyes blue, crucifix, E. M., female, tree, and flags tattocJcd on arms. Speaks with a strong Irish accent. A naval pensioner, but has not drawn his pension since April, 1890. Dress, blue reefer jacket blue guernsey under, blue serge trousers, blue stock- ings, and hat. Has been convicted of vagrancy in Devon. Supposed tramping the country. Native of Swanage, Dorset. Warrant issued. Information to Supt. Feltham, Wareham. ESSEX. 9.— Colchester ( Borough).— For stealing £ 33 — ALFRED RABEY, a deserter from the 1st Royal Munster Fusiliers, age 19, height 5 feet 4 in., com- plexion fair, hair light, eyes blue, bald patch left side of head, portion of which can be seen when the hat is worn, scar both sides of head, brown patch left buttock ; dress, dark mixture suit, red spots. Native of Outwell. Wisbech, Norfolk. Warrant issued. Information to Chief Constable, Coombs, Col- chester. HAMPSHIRE. 10.— Gosport ( County).— For stealing, 26th ult. ( bailee)— a dun- colour entire pony, aged, about 13 hands, short tail, black head, value about £ 4; also cart and harness ( the latter recovered) — GEORGE WOODS, age 23, height 5 ft. 3| in., complexion fair, hair light brown, eyes hazel, cut mark upper lip, mouth usually dirty from chewing tobacco ; dress, blue serge coat, dark cloth trousers, black hard felt hat, dirty appearance. Native of Gosport. Warrant issued. Information to Supt. Catchlove, Gosport. 11— Winchester ( City).— For stealing, 27th ult., a pair of field glasses, recovered — JAMES HALBROOK, ago 37, height 5 ft 5£ in., without boots, complexion air, hair light brown, eyes blue, cut over right eyebrow, nose slightly inclined to right, white spots on neck, back and chest, crossed cupped on back of neck, T. G. H., wreath, flags, heart and arrows, crown, plume of feathers, and dots right arm, scar above right muscle, bracelet right wrist, anchor, flags, P. S., wreath, crown, flowers and dot loft . arm, cut left second finger and back of head; dress, dark brown tweed suit, brown overcoat, brown hard felt hat, white turn- down collar, white muffler; also had with him a light brown tweed suit. A racing tout, and associates with prostitutes. Has resided in Winchester for the past 8 years. Warrant issued. _ 12.— Winchester ( City).— For stealing a curb- pattern gold albert, 9 carat stamped on each link, a gold brasalefc, c'lasjl, abaat iuc't widj, and Is. 2d. LILLY ATKINS, age 19, height 5 ft., complexion fair, square face, hair light brown, eyes grey; dress, blue cloth skirt, print skirt under, black bodice, long black cloth jacket, black straw hat, trimmed navy- blue ribbon, lace boots. Was sentenced to 6 months imprisonment for felony, in June, 1890, at the North London Sessions. Is well known at the Women's Shelter, Hanbury- street, Whitechapel. Su posed native of Sunder- land. Information to Head Constable Morton, Winches ter. 13.— Portsmouth ( Borough).— For obtaining £ 35 by falsely representing a quantity of spurious metal to be " silver- ABRAHAM MARCUS, age about 41, height 5 ft. 6 or 7 in., rather slight build, hair ( turning grey and cut short) black, moustache ( turning grey) dark, sore eyes, long nose, thin and rather wrinkled face ; dress, dark brown overcoat, double stitched round edges, brown check coat with velvet collar, and pieced at ends of sleeves, black diagonal cloth vest with white silk binding, dark grey check trousers, hard black felt hat, button boots, shabby- genteel appearance. Is a Polish or German Jew; speaks English, French and German fairly well. Stated he was a tailor. Was accom- panied by a woman whom he stated was his wife, age about 30, height 5 ft. 5 or 6 in., very slight build, rather pale complexion, long thin nose, hair black ; dress, long black jacket with feather trimming, black satin dress, black velvet hat with white feather, or short brown jacket and brown dress. Warrant issued. Information to Chief Constable Cosser, Town Hall, Portsmouth. HEREFORDSHIRE. 14.— Ledbury ( County).— For night poaching— GEORGE BRYAN, age 35, height 5 ft. 10 in., complexion pale, hair dark brown, eyes blue, small light moustache, long face, wart back of left hand, two small moles left side of back ; dress, dark grey- coat with breechers and gaiters to match, grey cap with double peak. A labourer; native of Ledbury. — WILLIAM DAYIES, alias " ZULU," age 4- 5, height 5 ft. 8i in., complexion fresh, hair dark brown, eyes grey, moustache sandy, oval face, cut marks over both eyes, back of left hand, left knee, and back of head, scar from stab centre of back, ruptured both sides; dress, blask cloth coat, grey vest, with pearl buttons, brown cord trousers, black hard felt hat. A labourer; native of Hereford. Both have been many times convicted for offences against the game laws. They will probably be found in the company of poachers. Warrant issued. Information to Supt. Cope, Ledbury. 18. — Rochester ( City). — For attempted burglary and violently assaulting police, on the morning of 26th ult.— FOUR MEN: 1st, age 30 to 35, height 5 ft. 7 in , moustache dark, few side whiskers ; dress, black overcoat, dark trousers, and black hard felt hat; 2nd, height about 6 ft., com- plexion fair, side whiskers, no moustache; dress, light overcoat, light trousors, and brown felt hat, with dent in centre; 3rd, age 25 or 26, height about 5 ft. 5 in., moustache ( slight) light; dress, light dust coat, light trousers, and light cap ; 4th, cannot be described. They left behind a black leather Gladstone hag, containing 2 jemmies, 2 chisels, 2 centre- bits, 4 gimlets, lamp, 2 wooden wedges, large ball of string, screws, small saw, shoe mufflers, small brown and black plaid travelling rug, and a blue cotton handkerchief, with small white spots. Information to Chief Constable Broadbridge, Rochester. KENT. 15.— West Mailing ( County). — For stealing 30 pieces of cut willow— WILLIAM SCAMP, alias MATHEWS, age about 40, height 5 ft. 8 or 9 in., complexion very dark, hair and eyes dark, impedi- ment in speech, very dirty and ragged appearance. Travels with a 4- wheel house van, chocolate colour, top painted red, " Louisa Lee, Gravesend, Kent," painted thereon. Warrant issued. 16.— West Mailing ( County). — For bastardy arrears and costs amonnting to £ 9 15s.— LIONEL W. BARTRAM, late of the Admiral Napier Inn, New Cross, London, age 26, height 5 ft. 6 or 7 in., complexion dark, hair dark brown, eyes dark, usually wears a slight dark moustache, good- looking, and of gentlemanly appearance. A native of Ton- bridge. Warrant issued. 17.— West Mailing ( County).— For stealing 2 pairs of sheets, 1 counterpane, 4 pillow slips, 4 toilet covers, 1 table cloth, 1 clothes box, & c.— THOMAS BALLARD, age about30, height 5 ft. 9or 10 in., slight build, complexion fair, hair light brown, moustache light, high cheek bones, scar from abscess on each cheek; dress, beaver cloth overcoat, dark check tweed suit, and brown hard felt hat. A stableman, late of Snodland, Kent. He eloped with prosecutor's wife, and was traced to London. Warrant issued. Information to Supt. Hulse, West Mailing. LANARKSHIRE. 19. — Glasgow ( City). — For embezzling £ 41 10s. Id. — MONTEITH SINCLAIR, age about 23, height 5 ft. 4 in., slight build, complexion ruddy, hair dark, rather fair slight moustache; dress, supposed dark tweed clothes, and black felt hat. Resided at 1, Albert- road, Crosshill. Ab- sconded 5th inst. Native of Newcastle. Warrant issued. Information to Chief Constable Boyd, Glasgow. 20.— Hamilton ( Burgh).— For murder, com- mitted on 21st ult., at Shielinghill — PETER CORRIGAN, alias KERRIGAN and CUNNING- HAM, age about 55, height 5 ft. 9 or 10 in., com- plexion dark, hair beginning to turn grey, clean shaved, but if moustache or whiskers are allowed to grow they are likely to be grey, longish features, rather broad at cheeks, and narrower at chin, lips rather thin, or fall in slightly as if some teeth are deficient, stoops slightly, is of a somewhat sullen and unsociable disposition; dress, dark coat, vest, and trousers, or may be wearing greyish trousers, black or dark blue cloth cap with glazed peak, worn down on forehead, front of cap raised rp and turned to one side. A labourer; native of Ireland. Has been a good many years about Glasgow, and has worked as a mason's labourer, and as a brasher or roadsman in pits. Has also been employed on " Anchor Line" ships between Glasgow and America, and has gone about as a pedlar hawkiug laces and matches. May endeavour to leave the country. Absconded 23rd ult. It is requested that enquiry be made at shipping offices, steamboat quays, new buildings in course of erection, and at farms, quarries, coal] its, brick works, common lodging- houses, & c. Warrant issued. Information to Supt. Millar, Hamilton. LANCASHIRE. 21.— Bury ( County).— For obtaining money by false pretences— a WOMAN, age 30, height 5 ft. 3 ir., stout build, complexion pale, hair ( parted at siua and slightly wavy in front) dark auburn ; dress, black dress skirt, brown stripe bodice, white apron, dark- brown shawl, button boots; respectable appear- ance. She calls at cotton factories, and asks for one of the workmen, and tells him a friend of his has come from abroad and wishes to see him before he goes back, and asks for his address in writing. She then takes this to the man's wife, telling her that her husband has sent her for £ 1. Supposed native of Accrington. Information to Supt. Henderson, Bury. 22.— Chorley ( County).— For stealing 5s., 9th inst.— A MAN, age about 27, height 5 ft. 8] in., complexion sallow, hair dark brown, eyes hazel, Turkish soldier tattooed right arm, 1883 under- neath ; dress, coarse tweedjmixture jacket and vest, corduroy trousers, stained with blue dye, check scarf, black billycock hat, old lace shoes. Belongs to the Army Reserve. Was sentenced at Chorley, 30th November last, to 14 days imprisonment, for larceny. Native of Chorley. Information to Supt. Norris, Chorley.'' 23.— Leigh ( County).— For stealing, 6th iust., a dark brown worsted reefer jacket, lined with black sateen, pocket on each hip, and one outside left breast, black buttons, vest to match, and pair of black and white stripe trousers — A collier, age 21, height 5 ft. 6 or 7 in., complexion and FRIDAY, MARCH 20, 1891. THE POLICE GAZETTE. 5 moustache dark ; dress, dark reefer jacket, dark trousers, lace boots. Information to Supt. Higginbotham, Leigh. LINCOLNSHIRE. . 24. — Stamford ( County). — For stealing £ 5 14s. 6d. and 2 purses, 15th inst.— JOHN G WOODS, age about 30, height 5 ft. 3 in., complexion fresh, hair ( thin on top) light brown, clean shaved except a little light side whisker, full fat face, teeth bad in front, scar from bite of a horse on one fore- arm, long thin nose, bow- legged, walks with a shuffling gait; dress, brown check jacket, bound round wrists with black braid, light cloth trousers and vest ( trousers darned at knees), white collar, blue necktie with white flowers or spots, blue and white check shirt, snuff- colour socks, strong lace nailed boots, which have been repaired at toes. A stableman. Supposed native of Macclesfield. Information to Inspector Clarke, Stamford. NORFOLK. 25— Pulham Market ( County).— For stealing fowls ( recovered) — PHILIP WILBY", age 40, height 5 ft. 8 in., complexion fresh, hair brown, beard and moustache inclined to be sandy, eyes grey ; dress, brown velveteen coat and vest, cord trousers, heavy lace boots, and black soft felt hat. A farm labourer; native of Wortham, Suffolk. Is now supposed to be in the North Riding of Yorkshire. AVsrrant issued. Information to Supt. Short, Pulham Market. NORTHAMPTONSHIRE. 26.— Wellingboro' ( County).— For stealing a silver watch and chain ( recovered)— WILLIAM MANN, age 30, height 5 ft. 4 in., complexion sallow, hair and moustache dark sandy, peculiar look in eyes, splay- footed, has a bad finger, supposed right hand; dress, brown tweed suit, trousers much worn, black patch on one knee and at bottom of both legs, boots much worn, hard felt hat, sometimes wears a cap. When hard up he will draw figures on the pavements of towrs he passes through. A press- man, native of Northampton. 27.— Wellingboro' ( County).— For stealing a silver geneva watch, white dial, cases worn very thin, plain heavy figures, a white metal albert chain, curb pattern, and a pair of lace shoes recently heeled, sewing has come undone at bottom of lace holes, toe- capped, size 7— ALFRED MILTON, age 27, height 5 ft. 0 in., complexion fresh, hair brown, no whiskers or moustache, eyes grey, lost first joint of left thumb, slouching gait; dress, brown or speckled cloth jacket, hip pockets, red and black guernsey, moleskin trousers, hard black felt hat, army belt, brass buckle ; supposed wearing the stolen shoes. A labourer; native of Wellingboro'. Warrant issued. Information to Supt. Bailie, Wellingboro'. NOTTINGHAMSHIRE. 28. — Southwell ( County). — For obtaining goods by false pretences— E. He is a tramping watchmaker and clock- cleaner, stays at common lodging- houses, and carries a small black leather bag, containing his tools. This man stayed in a lodging- house in Ipswich, and went out into the villages round getting watches and clocks to clean, some of which he has returned, and some not. Stated he was a native of Belgium. Speaks with a foreign accent. Warrant issued. His modus operandi is to call at a draper's or hosier's shop, selecting one with only one assistant, stating he wants a number of silk handkerchiefs for a bicycle or foot- ball club, and asks to look at some particular handkerchief in the window, and whilst this is being got out, he pockets anything within reach.
