All Descriptions of persons whose pprehension is sought on a cliarge of Misdemeanour should be accompanied by a statement that a Warrant has been issued, and by the name of tho person in w aose hands it is. But the Constabulary should remember that they cannot arrest a person charged with an offence of this nature unless they, have the Warrant in their possession when making the arrest. Description of DENIS CONNELL, native oC Doneraile, county Cork, who stands charged with having, oo the morning of1 the 12th February, 1891, in the barony cf Fermoy, parish of Caberdnggan, attempted to commit larceny, and with having set fire to a hav- ricV, the property of John Dunlea, of Bally- eljia;— Rowdy appearance, large mouth, wild gray eyes, cocked nose, ruddy complexion, full face, medium make, 5 feet 7 inches higb, about 20 years of age, brown hair; wore a brown tweed coat, corduroy trowsers, and brown tweed vest; in a labourer, was in the militia. Description of JOHN M'DAID, native of Meena- willigan, who stands charged with having, on the 31st December, 1890, in the barony of Kilmacrenan, parish of Conwal, assaulted Michael M'Ginley, by stabbing him with a knife :— Blue or gray eyes, regular nose, fresh complexion, regular face, medium make, 5 feet 6 inches high, about 19 years of sge, dark hair; wore a low soft hat, dark jacket and vest, striped tweed trowsers, and a. nickel- plated watch guard; is a labourer. Description of GEORGE WILSON, alias WILLIAM DUNCAN, alias GEORGE FRAZER, native of Londonderry, who stands charged with having, on the 11th February, 1891, ia the barony of Lower Ards, parish of Bangor, failed to report hia arrival to R. I C. at Bangor, Down, he being a person under polio supervision :— Mole on left of neck, small mole left side, hizal eyes, fresh complexion, long face, proportionate make, 5 feet 5f inches high, about 30 years of age, dark brown hair; is a painter. This man was liberate! from Preston Gaol on 11th February; 1891,- having been convicted and sentenced to 12 calendar months hard labour, and 3 years' police supervision for obtaining book of printers' specimens at Preston by fake pretenses, after previous convictions. Description of a tramp who' gives his name as THOMAS KEHOE, and states he is a native of Newtown, Adamstown, county Wexford, who stands charged with having, on tha 14th February, 189,1. ia th<> barony of Iverk, parish of Rathkieran, stolen two shirts, the property of ThomAs Fielding's— Speaks and walks as } f affected with paralysis, brown eyes, regular nose,/ resh complexion, round facs, stout make, 5 leet 6 or 7 inches high, about 40 years ot age, dark brown hair, sandy whiskers ; wore an old soft hat and dark faded serge suit. This man is now in Waterford Gaol, on remand, charged with above and other larcenies, and is likely to have committed similar offences elsewhere. Piltown, 16th February, 1891. ( 7569 c.— 86260.) Description of JAMES MULLIGAN, native of Omagh. who stands charged with having, on the 21st day of February, 1891, in the barony of Ballybritt, parish of Birr, stolen the sum of £ 13 5*. from Captain money, of the York and Lancaster Regimept, Birr Barracks:— Scar over right eyebrow, small tumour over right eyelid, bald spots on back of head caused by cut- ma^ ks, slightly bow- legged, gray eyes, regolar nose, dark florid complexion, ronnd face, very stont make, 3 feet 7$ inches high, about 30 years of age, dark hair; wore a dark hard hat, dark tweed coat and vest with yellow check lines; is an officer's servant; enlisted at Warrington, and has worked as labourer in iron works, Leeds. Description of the undernamed young offender, who on the 19th February, 1891 ,- at abont wWkj'p. n. r absconded from the Phillipstown Reformatory School at King's County:— JOHN FARRELL, 1231, 19 years of age, 5 feet 6 Inches high, slight make, sal'ow complexion, brown hair, brown eyes, straight nose, regular mouth, oval visage; formerly belonged to Dublin, and his mother resides at 178, Phibsborough road; cut- mark on forehead. He may hire for a time with a farmer and then try to enlist. The School dress, all with Reformatory stamp, consists of Glengarry cap, dirk blue serge jacket, corduroy trowsers, and vest, Blucher boots. The Manager of the Reformatory wiU defray tbe expenses of his conveyance, if arrested, to the nearest Justice cn renand, and will reward the pe'son who may capture him with £ 1. ( 380 H. O.) Description of JOSEPH BRYAN, native of Layerthrope, North York, England, who stands charged with having, cn tho 3rd February, 1891, in the barony of Ballybritt, parish of Birr, stoles the sum of £ 3 13*. Description of PATRICK DRISCOLL, native of Odorney, county, Kerry, who stands charged with having, in the month of November, 1690, in the barony of borough of Limerick, parish of St. John's, unlawfully carnally known a girl, Mary Daly, under the age of years:— Gray eyes, very large nose, sallow complexion, long face, medium make, 5 feet 6 inches high, about 22 yean cf age; jrore an old gray tweed coat, tweed trowsers, and vest; is a wire worker, * Longford. Description of a FEMALE INFANT, found drowned on the 13th February. 1891, in the barony of Tinnahinch, parish of Rosenallis, and believed to have been murdered :— Old sores or scalds on back of ears, about 4. months old.; wore two white flannel petticoats, calico bodies calio chemise, red. cotton dtess, and, white pinafore, edged with home embroidery. Description of a man who stated bis ' name was DAVID LIVINGSTONE, and that he was a native of Ayr, Scotland, who stands charged with having, on the 24th January, 1891, in the barony of Decies without- Drum, parish of Dungarvan, obtained under false pretences, from George F. Power, watchmaker, Dungarvan, two watches described elsewhere:— Wore a moustache and imperial, brown eyes, regular rose, sandy completion, tLia face, slight make, 5 feet 6 or 7 inches biph, about 54 years of age, sandy- gray bair; wore a black felt bat, black overcoa . and gray troweers. This man is supposed to be wanted elsewhere for shop robberies. His modus operandi is to call at a draper's or hosier's, say he wants a number of silk handkerchiefs for a bicycle or football club, asks if he can have a ribbon or border put round, and what it would cost. He generally selects shops with only one assistant therein, and asks to be shown some particular handkerchief in the window, whilst the assistant is getting this out he pockets anything within reach. 8th March, 1891.
