All announcements for insertion in the POLICI GAZETTE, and all communications upon them should be addressed to THE EerrOB o » THE POLIOE GAZETTE, NEW SCOTLAND YASD, XJONDON, S. W. I. Particulars concerning persons whose apprehension is sought will le inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. B. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. t. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. f. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, amd art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicA may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond % Co.," Post Office Order payable at Charing Cross, Postal Order or in Stamps. 13. Advertisements are accepted for the POLICE GAZBTTE through Mr. James Willing, 12S, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. ( C) ( d) NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name aud address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Fares at which Notices can be • posted. NOTICE. METROPOLITAN POLICE DISTRICT. 1.—" WILSON, JENNER & Co. The British and Foreign Debt Recovery and Accountancy Offices: Head Office, Finsbury Square Buildings, 1 & 2, Chiswell Street, Finsbury Pavement, London, E. C." For some years past the Metropolitan Police have received complaints from all parts of the country about this Firm. Though they have not yet suc- ceeded in discovering who the man is who trades as above, or where he lives, the inquiries made give proof that the numerous complaints received are well founded, and that the business is thoroughly fraudulent. The Assistant Commissioner, Criminal Investigation Department, will be prepared to assist any one who has been defrauded and wishes to prosecute. Meanwhile, he wishes to give this warning to other Police Forces, as the man has agents in various provincial towns, and advertises in provincial newspapers. If such an advertisement appears in any London paper, the Metropolitan Police will warn the Editor that it is a fraud. APPREHENSIONS SOUGHT. SAUNDERS, Office No. 40633, whose apprehension is sought for larcem ( lodger), age 37, height 5 ft. 7 in., complexion fresh hair brown ( thin), eyes blue, proportionate build, oval face, scar right side of chest, on left buttock, and left side of back. Sentenced at Central Crimi- nal Court, 14th December, 1885, to 5 years penal servitude for larceny ( lodger), at which time a great number of cases were traced to him in the S. W. of London, where he has again commenced operations. He generally uses the name of Bradford, and repre- sents himself to be a carpenter. Information to the Assistant Commissioner, Con- vict Supervision Department, New Scotland Yard, SW. 3.— E Division. — For stealing a pair of binocular race glasses— PAUL BERTSCHER, a waiter, age 19, height 5 ft. 8 or 9 in., complexion fresh, hair dark brown, eyes grey, mole right side of face, scar^ bridge of nose ; dress, black coat and vest, light trousers, satin tie, and brown hard felt hat. A German. Warrant issued. 4.— R Division.— Woodcut portrait and description of JAMES LAWRENCE, late post- master at Eltliam, whose apprehension is sought for embezzlement since October, 1887, age 73, height 5 ft. 7 in., complexion fresh, hair and whiskers grey, stout build, dress, dark coat and trousers, black felt hat. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, SW. CITY OF LONDON. 5.— For embezzlement— WALTER SCOTT, a solicitor's clerk, late of 71, Vincent- square, West- minster, age 24, height 5 ft. 6 in., hair and small moustache dark brown; dress, black jacket and vest, brown felt hat. An athleto, well known at Camden Town Swimming Baths. Absconded 12th inst. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry E. C. 2 T H E POLICE GAZETTE. TUESDAY, FEBRUARY 17, 1891. AYRSHIRE. 6.— Ayr ( Bnrgh).— For assault with intent to ravish, 8th inst.— HUGH McCAMELLY, age 60, height 5 ft. 7 or 8 in., stout build, complexion fresh round face, hair ( bald on top) and whiskers all round face, grey, shaved on chin and top lip, sharp nose, which is supposed to be pockmarked, stiff rockin gait ; dress, grey tweed jacket, moleskin trousers, small check tweed peak cap, boots or shoes with sparrables and heel plates. Was employed as a carter on a railway in course of construction between Annbank and Troon, and has worked as such with various contractors Glasgow, Greenock, Paisley, & c. Supposed to have two brothers working at, Coltness Furnaces. May seek employment at public works. Absconded 10th inst. Warrant issued. Information to Supt. McKay, Ayr. BERKSHIRE. 7.-— Newbury ( County),— For stealing a silver watch, and a pair of boots ( recovered), 1st ult WILLIAM BUSHNELL, alias BOSWELL and JACK LLOYD, a tramp, age about 30, height over 6 ft., complexion hair, moustache, and imperial dark round shouldered, and stoops when walking, has been in the Army ; dress, long fustian coat, dark vest and trousers, black or dark brown hat. Is a well- known poacher, and is known at Nettlebed, Oxon, and at B'ech Hill, Mortimer, Berks. Wan- ant issued. Information to Supt. Bennett, Newbury. 8. — Wallingford ( County). — Escaped from Moulsford Lunatic Asylum— JOHN BLOY, age 44, height 5 ft. 1 in., complexion fresh, hair light brown, eyes blue, squints, 3 scars left arm, 1 right, 4 wounds left shin, 3 right shin, right 3rd finger deformed ; dress, blue serge suit. Information to the Chief Constable of Berkshire, Reading, or to Supt. Borlase, Wallingford. BUCKINGHAMSHIRE. 9.— Buckingham ( County). — For bigamy — WALTER CLARK PERKINS, age 28, height 5 ft. 2 in., complexion fair, hair light brown, eyes grey, scar on forehead, cut mark on left little finger; dress, dark overcoat, brown- striped suit, light leg- gings, black tie and horseshoe pin, plain or brown cap. A groom ; native of Luton, Bedfordshire. Warrant issued. Information to Snpt. Shepherd, Buckingham. CAMBRIDGESHIRE. 10.— Bottisham ( County). — For attempted rape, 5th inst., at Cherryhinton — EDWARD HATLEY, age 33, height 5 ft. 11 in., complexion sallow, bloated face, hair dark, moustache brown eyes hazel, slightly knock- kneed ; dress, brown cloth jacket, worsted guernsey, check cord trousers ( tight fitting), black round felt hat, with broad brim and elastic guard and bar. A labourer, native of Cherry, hinton. Warrant issued. Information to Inspector Redhouse, Bottisham. CARMARTHENSHIRE. 11— Llanelly ( County).— For stealing £ 5 7s., on 25th ult.— ARTHUR JONES, ago 21, height 5 ft. 5 or 6 in., slight build, complexion dark, whiskers and moustache about a month's growth, thin face, tattooed on arms, scar extending across forehead under hair ; dress, moleskin jacket ( dirty about sleeves) and vest, dark ribbed trousers, old leather leggings, heavy nailed boots, and cap. Pre- vious to 17th March, 1885, he was an inmate of the Middlesex Industrial School, Feltham, and since then has been employed as a farm servant, and for t short time supposed to have been employed as labourer at a colliery near Neath. Warrant issued. Information to Supt. Scott, Llanelly. CARNARVONSHIRE. 12.— Conway ( County).— For horsestealing and setting fire to an out- building, whereby 3 cows were burnt to death— ELIAS ROBERTS, alias ELIAS PENRALLT, age 59, height 5 ft. 8 in., complexion sallow, hair and whiskers ( turning grey) brown, eyes hazel, heavy eyebrows, oval face, stoops a little when walking; dress, blue linen jacket, fustian trousers, and " jimcrow " hat. A carpenter. Warrant issued. Information to Sttpt. Williams, Conway. ESSEX. 13.— CheI msf Ord ( County).— For neglecting to pay a fine of 15s. and costs, for cruelty to a horse— ERNEST PORTER, age 18, height 5 ft. 5 in., hair dark brown, whiskers and moustache very slight, eyes dark ; dress, dark pilot coat, dark cloth trousers, and hard felt hat. A native of Writtle. Commitment warrant issued. 14.— Chelmsford County).— For deserting his children, leaving them chargeable to the Chelmsford Poor Law Union— CHARLES TRUSSELL, alias WARREN and " BOSS," age 35, height 5 ft. 7 or 8 in., complexion fresh, hair light brown, moustache and side whiskers sandy, has rather a roman nose, is fond of drink, has been a soldier; dress, black coat, cord trousers, hard hat or double- peak cap. A native of Great Baddow. Usually works with threshing machines. Warrant issued. 15. — Chelmsford ( County). — ALFRED HENDERSON BFNNETT, alias BURRIDGE, Case No. 11, 30th ult., has not yet been apprehended, and is now believed to have enlisted in the Army. It is requested that enquiry be made at recruiting stations, barracks, & c. Photograph can be seen on application. Information to Deputy Chief Constable Somerset, Chelmsford. 21.— Hereford ( City).— For embezzlement— THOMAS MORRIS, age 40, height 5 ft. 9 in., complexion fresh, hair, whiskers, and moustache brown, generally shaves chin, walks rather stiff about the knees; generally dressed as a labourer. A carter or labourer; native of Hereford. Warrant issued. Information to Head Constable Richardson, Hereford. FLINTSHIRE.. 16.— Mold ( County).— For stealing a blue cloth Inverness coat and cape— JOSEPH EVANS, alias " DODGER," age 50 to 55, height 5 ft. 5 or 6 in., eomplexion fresh, hair grey, cut mark down centre of forehead, left arm broken; dress, dark plaid suit, tight brown felt hat; maybe wearing the stolen ooat. Stated he had recently been training horses for Lord Combermere. Supposed native of near Ruthin, Denbighshire. Wan- ant issued. Information to Deputy Chief Constable Bolton, Mold. GLAMORGANSHIRE. 17.— Cardiff ( Borough).— For stealing a photo- graphic lens, J- plate, " Delemere " patent, maker's name, " Dalymaris, London," on brass- plate on side — GEORGE WILLIAMSON, a photographer, age 30, height 5 ft. 7 in., complexion fair, moustache sandy; dress, dark small- plaid suit, blue necktie with white spots, and horse- shoe pin, black bowler hat. May endeavour to obtain employment, as an all- round hand," with photographer iu small way of business. Warrant issued. Information to Head Constable McKenzie, Cardiff. HERTFORDSHIRE. 22.— Bishop's Stortford ( County). — For stealing, 4th inst., 3 white ducks and 1 fowl— JOHN ONIONS, a tramp, age 35, height 5 ft. 8 in., complexion fresh, hair light brown, moustache ginger, eyes hazel; dress, two black coats, black vest, light trousers, dark cloth peak cap, old lace shoes. Travelled with a woman named Emma Baldrey, of Bury St. Edmund's, who is now in the Three Counties Asylum. Well known at low lodging- houses at Bury St. Edmund's, Buntingford, Royston, and Cambridge. Warrant issued. Information to Supt. Penn, Bishop's Stortford. 23.— Hertford ( County).— For embezzlement— CHARLES ROBERT FLITTON, age 40 to 45, height 5 ft. 10£ in., complexion dark, hair ( parted in centre and thin on top) dark brown, rather slight side whiskers, dark, moustache inclined to sandy, chin shaved, walks erect, very fond of smoking and talking when in company, can speak French and German, pleasant and gentlemanly appearance; dress, black diagonal morning coat and vest, dark stripe trousers, black hard felt hat, spring- side boots, generally wears a gold watch and chain. Warrant issued. Information to Supt. Parish, Hertford. GLOUCESTERSHIRE. 18. — Fishponds ( County). — For larceny ( lodger), stealing a watch ( recovered) and clothing, which he is now supposed to be wearing— EDWARD HAINES, age 29, height 5 ft. 5 in., complexion fresh, hair brown, eyes hazel, scar front and two top of head, 2 blue marks right side of forehead, scar right buttock and inside left upper arm, " A. C." tattooed left forearm; dress, dark cloth overcoat, dark cloth trousers and vest, white woollen scarf, army boots, and black hard felt hat. A native of Bitton, Gloucestershire. May probably enlist. Warrant issued. 19. — Fishponds ( County). — For larceny ( bailee) — WILLIAM GREEN alias WILLIAM RODGERS, a labourer, age 23, height 5 ft. 2 or in., complexion dark, hair and small moustache dark brown, eyes ( small) very dark ; dress, old dark clothes, long blue butcher's jacket, old blue serge cap. Native of St. George's, near Bristol. Warrant issued. Imformation to Supt. Matthews, Fishponds. HEREFORDSHIRE. 20.— Bromyard ( County). — For unlawfully wounding, 20th ulto., at Bishop Frome— HARRY PHELPS, alias BREWER, age 20, height 5 ft. 4 in., complexion pale, feminine features, hair ( rather long and curly) light, thin side- whiskers, eyes blue; dress, brown plaid jacket, dirty white slop, cord vest and trousers, strong lace boots. May be found working at farm- houses or with haulier*. Native of Dymock. Warrant issued. Information to Supt. Ovens, Bromyard. KENT. 24.— Chatham ( County). — For stealing, 26th ulto.— A pair of maltese round gold ear- rings, with red stone ; a maltese gold brooch, long, with black figured stone; a gold mourning ring, with hail-; and a small morocco leather watch box, " Benson, London" inside— A man who lodged i » the house and gave the name of W. EDMONDS, age about 25, height 5 ft. 10 in., complexion, hair, Bmall mous- tache, and eyes dark, eyelids droop; dress, short blue cloth overcoat, with velvet collar, grey under- coat, dark brown trousors, blue and red stripe silk scarf, black hard felt hat. Stated he waB business agent in advance for Mr. Edward Graham Falcon's Dramatic Company. He has a number of gold- edge cards in his possession, bearing that, oompany'g name, which he produces when applying fer private lodgings. Information to Supt. Coppinger, Chatham. 25.— Sevenoaks ( County).— For burglary, at Sevenoaks, 14th ulto., and stealing 4 gravy spoons; 6 table spoons ; 10 soup spoons ; 15 dessert spoons ; 24 tea spoons; 10 large forks; 17 small forks; 2 sauce bowls ; 12 fish knives and forks ; 12 dessert knives and forks ; 1 sugar sifter, all electro- plated ( the plate is very old- fashioned, rat- tail pattern, the forks have only three prongs, with crest— a griffin with six stars holding a feather) ; 1 gold enamelled bonbonier box ; 1 silk carriage rug; 1 heavy Inverness cape; 2 light Inverness capes ; 1 oovert coat; 1 heavy brown overcoat and other coats; 1 brown felt hat; and 1 silk umbrella, with " F. T." in silver on top— TWO MBN, 1st, age 35 to 40, height 5 ft. 10 or 11 in., complexioa, hair, a « d whiskers dark; dressed in eteleu overcoat, and black hard felt hat. 2nd, » ge about 30, height 5 ft. 6 or 7 in., eomplexion pale, sickly- looking; dreesed in stolen overcoat and hat. They left Sevenoaks for Ton- bridge, by first down train, where they re- booked for London Bridge. Information to Supt. Waghorn, Sevenoaks. 26.— Margate ( Borough).— For obtaining money by false pretences in December last— S. NICHOLS, age 30 to 35, height 5 ft. 7 in., complexion fresb, moustache ( slight) light, small side - whiskers, shabby- genteel appearance; carried a small black bag. He called on several shopkeepers, stating he was a canvasser for the Kent and Sussex Trade* Directory, and obtained orders for advertisements, giving receipts on a memorandum form, with R. Arnold, Kent and Sussex Trades Directory for 1891 ; 241, Mayhall- road, Brixton," thereon. Warrant issued. Information to Chief Constable Buck, Margate. 1 FRIDAY, FEBRUARY 20, 1891. THE POLICE GAZETTE. LANCASHIRE. 27— Kirkham ( CWy). — For obtaining by false pretences, 16th inst., a silver English lever watch, plain cases, plain gold balance, gold hinges and hands, maker D. W. Dickinson on dial and works, No. 10808, and a gold double albert, open curb pattern, gold locket to hold six photographs, and small gold engine attached— A man who gave the name of THOMAS DOLLERY, age 32 or 33, height 5 ft. 9 or 10 in., complexion fair, hair light brown, moustache light, cut mark about an inch long right of neck, ring tattooed right third finger, smart appearance ; dress, light brown overcoat, light tweed undercoat, black velvet vest, plain light brown beaver cloth trousers, black billycock hat, light cloth leggings, wore a plaid shawl round the shoulders. The appearance of a jockey. Has with him a brown leather portmanteau, containing two overcoats, 1 pair trousers, and 1 pair new brown leather shoes. He stated he was a detective on the Lancashire and Yorkshire Railway, and stayed one night at 20, Wyre- street, Fleetwood. Has left a velvet jacket and vest behind. Information to Supt. Stafford, Kirkham. 28.— Leigh ( County).— For failing to report- Supervisee JOHN PARTINGTON, Office No. 38667, age 31, height 5 ft. 8£ in., complexion fair, hair light brown, eyes blue, scars centre of forehead and back of each hand, blue mark left side of forehead and corner of rt eye, coal marks on each shoulder. Sentenced at Salford, 18th February, 1889, to 9 months hard labour and 2 years police supervision for larceny. 10015. Information to Snpt. Higginbotham, Leigh. 29. — Ormskirk ( County). — For stealing a shirt and a pair of boots— A YOUTH, age 15, height 4 ft. 7 in., complexion fresh, hair brown, eyes blue, lost third and fourth fingers right hand, six blue dots left arm. His mother resides at 19, Mill- street, Kirkham. He has been convicted for stealing timber, sleeping out, and stealing a watch and chain, on lOth February, 1887, and sent from Preston Sessions to Reformatory at Birkdale, from which place he absconded on 17th ulto. ; dressed in the uniform of that institution. Said to be making his way to Bolton. Information to Supt. Jervis, Ormskirk. 30.— Wigan ( County). — For attempting to murder James Baxter by shooting him with a revolver, causing him to lose the sight of one eye, at Lower Ince, 14th inst.— JAMES PEPPER LAWTON, age 28, height 5 ft. 6 or 7 in., hair ( cut short) very light, small light moustache; is said to have cut marks on his face, caused when struggling to escape; dress, black worsted jacket and vest, brown corduroy trousers, silk neckerchief, and clogs. A collier. His parents are said to reside at Kids- grove, near Timstall, Staffordshire. Information to Supt. Brassington, County Police Office, Wigan. 31.— Manchester ( City). — Woodcut portrait and description of JOSEPH TITHER, whose appre- hension is sought for embezzlement and falsification of accounts, age 27, height 5 ft. 7 or 8 in., com- plexion fair, hair brown, moustache ( thin under nostrils aud long at ends) light. Is an athlete and fond of sports and billiard playing. Warrant issued. Not to be apprehended out of the United Kingdom. Informatiom to the Deputy Chief Constable, Manchester. 32. — St. Helen's ( Borough,).— For embezzle- ment— WILLIAM GUY, a carter, age 34, height 5 ft. 5 or 6 in., broad set, complexion fresh, hair and moustache dark brown, eyes dark, straight nose ; dress, sleeve corduroy vest and trousers, cap, lace boots. Has been employed as a coal carter at Waterloo, Formby and Birkdale. Native of Tarvin, Cheshire. VVarrant issued. Information to Chief Constable Wood, St. Helen's. LINCOLNSHIRE. 33.— Lincoln ( City).— For obtaining a set of harness by false pretences, on 5th inst., which was found sold at Wisbech, on 7th inst.— A man who gave the name of " GRANT," age about 19, height 5 ft. 7 in., hair brown, very small light moustache ; dress, long brown ulster with red stripes forming large check, dark cloth coat and vest, lavender colour trousers, cream colour neckerchief, no collar, black hard felt hat. Warrant issued. Both are of gentlemanly appearance, and are no doubt expert professional thieves. After the robbery they went by train from Norton to Frodsliam, Cheshire, and thence to Liverpool. The thief pasted a piece of brown paper on a pane of glass over the catch, and a tin containing paste was left in the room. The above reward will be paid by the Rev. C. T.
