All announcement* for insertion in the POLIOI GA£ ETT » , and all communication! upon them should be addressed to Tbb EDITOB O » THI POLICI GAZETTE, NEW SOOTLAND YABD, LONDON, S. W. 5. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICB GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. (, Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICB GAZBTTB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i mar/ result from such publication. 11. Announcementsfor the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morn ing. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZBTTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the • circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of - crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name aud address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Noticcs can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — ( Convict Supervision Depart- ment). — Woodcut portrait and description of Expiree WILLIAM SKINNER, alias WILLIAM HY. STRINGER, Office No. 36019, whose apprehen- sion is sought for housebreaking at Penge, on 26th ult., also on a warrant for failing to report while on license, age 33, height "> ft. 6 in., complexion dark, hair dark brown, eyes hazel, scars back of head, on right eyebrow, left side top lip, inside left forearm and on left shin, cupping marks on breast, blue mark ( faint) on left wrist and back of hand. Sentenced at Central Criminal Court, 16th September, 1884, to 5 years penal servitude for housebreaking. Licensed 7th September, 1888. Information to the A- sistant Commissioner, Con- vict Supervision Department, New Scotland Yard, S. W. 2. — C. I. Department. — For forgery in Germany — MICHAEL LEWIN, age 40, height 5 ft. 7 in., complexion fresh, hair dark, moustache light, eyes grey, smallpox marks on nose, defective teeth ; dress, black summer overcoat, blue cloth coat, blue striped stockings, and side- spring boots. A German. Extradition warrant issued. 3.— N Division. — For forging a cheque, at Liver- pool, for £ 52 2s.— BOBERT DEVITT, alias GEO CHRISTIAN, DAVITT, MOORE, and MES- SURIER, age 28 to 30, height 5 ft. 9 or 10 in., complexion pale, hair ( short and inclined to curl) and moustache dark, eyes brown, red nose, walks with long stride; dress, dark clothes, black hard felt hat, low shoes ; respectable appearance. Supposed to have served in the Cape Mounted Rifles, and to be known at Wigan, where he is wanted for embezzlement. A canvasser and collector; supposed native of Dublin. Warrant issued and in hands of Liverpool Police. 4.— R Division.— For embezzling £ 800, the moneys of an Odd Fellows' Lodge, at Eltham— JAMES LAWRENCE, age 73, height 5 ft. 7 in, stout, hair grey, rather round- shouldered, soft, plausible way of speaking, of gentlemanly appear- ance. May be found at some seaside town in South of England. Wrarrant issued. 5.— T Division.— For obtaining money byfalse pretences ( bogus photograph clubs) — ARTHUR STEWART, alias E. W. PARKER, age 45, height 5 ft. 4 in., complexion very pale, hair ( turning grey ) brown, hangs his head when walking; dress, dark clothes and black felt hat with mourning band. A photographer; native of Devonshire. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For larceny ( servant) — HERMANN M. DANZIGER, late of 11, Bow- lane, Cheapside, age 45 to 50, height 5 ft. 7 in., complexion swarthy, hair and small side whiskers dark, large nose, stoops, drags his left foot, and generally carries an umbrella to assist him in walking ; dresses respectably and wears gold- framed spectacles. A German Jew. Warrant issued. 7.— For stealing a quantity of jewellery — ARTHUR COOPER, late of 194, Great College- street, Camden Town— A jeweller's assistant, age 22, height 5 ft. 2 in, complexion pale, hair and mous- tache dark brown, thin but muscular build, inclined to be bow- legged; dre> s, blue overcoat, light muffler, black hard felt hat, may be wearing a black frock coat, with silk facings, or dark tweed coat and trousers ; carried a light stick, with silver mount. Is fond of billiards and music halls. May assume the name of " MELTON." Absconded 14th ulto. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. CARMARTHENSHIRE. 8.— Llanelly ( County).— For stealing £ o 7s., on 25th ult.— ARTHUR JONES, age 21, height 5 ft. 5 or 6 in, slight build, complexion dark, whiskers and moustache about a month's growth, tbin face, tattooed on arms, scar extending across forehead under hair ; dress, moleskin jacket ( dirty about sleeves) and vest, dark ribbed trousers, old leather leggings, heavy nailed boots, and cap. Pre- vious to 17th March, 1885, he was an inmate of the Middlesex Industrial School, Feltham, and since 2 T H E POLICE GAZETTE. Scott, Llanelly. DURHAM. 9.— Durham ( City). — For stealing blankets from his lodgings, 16th ulto. ( since found pledged in name of John Smith)— A MAN" who gave the name of Thomas, age 30 to 35, height 5 ft. 5 or 6 in., round face, hair and slight moustache dark, left hand injured, having been crushed in machine, and wears a yellow kid glove, has false teeth ; dress, dark jacket and vest, grey trousers, brown check cap with peak, shoes, red stockings, white front and collar, with large red stud in front; carried a small bock with red cover. He took lodgings at the house, 13th ulto., stating he was a sewing machine agent, and absconded 10th. Information to Chief Constable Smith, Durham. FLINTSHIRE.. 10.— Mold ( County).— For stealing a blue cloth Inverness coat and cape— JOSEPH EVANS, alias " DODGER," age 50 to 55, height 5 ft. 5 or G in., complexion fresh, hair grey, cut mark down centre of forehead, left arm broken; dress, dark plaid suit, light brown felt hat; maybe wearing the stolen coat. Stated he had recently been training horses for Lord Combermcre. Supposed native of near Ruthin, Denbighshire. Warrant issued. Information to Deputy Chief Constable Bolton, Mold. GLAMORGANSHIRE. 11. — Pontypridd ( County). — For stealing money, 21st nit.— CHARLES LEE HUTCHINGS, a county court bailiff, age about 28, height 6 ft., stout build, complexion fair, hair light brown, very little moustache, walks erect; dress, when last seen, drab overcoat with cape, and cap with peak. Was seen at Bristol on 22nd ult. Is an ex- member of the Metropolitan Police. His father resides at Bide- ford, where he is supposed to be chief bailiff. Warrant issued. Information to Deputy Chief Constable Matthews, Pontypridd. 12.— Cardiff ( Borough).— For stealing a photo- graphic lens, |- plate, " Delemere " patent, maker's name, " Dalymaris, London," on brass- plate on side — GEORGE WILLIAMSON, a photographer, age 30, height 5 ft. 7 in., complexion fair, moustache sandy; dress, dark small- plaid suit, blue necktie with white spots, and horse- shoe pin, black bowler bat. May endeavour to obtain employment, as an " all- round hand," with photographer in small way of business. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 13. — Fishponds ( County). — For larceny ( bailee) — WILLIAM GREEN alias WILLIAM RODGERS, a labourer, age 23, height 5 ft. 2 or 3 in., complexion dark, hair and small moustache dark brown, eyes ( small) very dark ; dress, old dark clothes, long blue butcher's jacket, old blue serge cap. Native of St. George's, near Bristol. Warrant issued. 14.— Fishponds ( County).— For stealing the sum of £ 70— FRANCIS HENRY TUCKER COUCH, age about 34, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair light brown, eyes grey, cut mark over one eye ( supposed right), slight im- pediment in speech; dress, dark overcoat, light tweed suit, brown bowler hat, and gloves. A native of Wingfield, Wiltshire. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 15.— Aldershot ( County). — For forging and uttering cheques— OLIVER STOLMAN, an out- fitter's manager, age about 50, height 5 ft. 9 or 10 in., complexion fair, hair ( turning grey) brown, long whiskers and moustache, turning grey, very high forehead, generally wears glasses; dress, black frock coat, dark mixturo trousers, and high silk or high felt hat. Late of No. 1, Napier- terrace, Niipier road, Leytonstone. Warrant issued. Not to be apprehende 1 out of the United Kingdom. Information to Supt. Brinsou, Aldershot. HEREFORDSHIRE. IG.— Bromyard ( County).— For buglary, 13th ulto., at Norton, and stealing a lady's gold watch ( since found pledged); a silver chain; a brooch made of half- crown ; and about £ 2 8s. in money— CHARLES FREDERICK TAYLOR, age 23, height 5 ft. 7 in., complexion pale, hair dark brown, moustache and small side- whiskers, eyes ( small) grey, sailor- boy, cross- flags tattooed, supposed left arm, spear mark through calf of right leg ; fond of singing in public- houses, his favourite song being " The Ship that never returned "; dress, light dust coat, dark jacket and vest, dark- blue trousers, black hat, strong boots. Has been a soldier. Native of Machynlleth, Montgomeryshire. Warrant issued. 17.— Bromyard ( County). — For unlawfully wounding, 20th ulto., at Bishop Frome— HARRY PHELPS, alias BREWER, age 20, height 5 ft. 4 in., complexion pale, feminine features, hair ( rather long and curly) light, thin side- whiskers, eyes blue; dress, brown plaid jacket, dirty white slop, cord vest aud trousers, strong lac9 boots. May be found working at farm- houses or with hauliers. Nativo of Dymock. Warrant issued. Information to Supt. Ovens, Bromyard. HERTFORDSHIRE. 18.— Hertford ( County).— For embezzlement— CHARLES ROBERT FLITTON, age 40 to 45, height 5 ft. 10^ in., complexion dark, hair ( parted in centre and thin on top) dark brown, rather slight side whiskers, dark, moustache inclined to sandy, chin shaved, walks erect, very fond of smoking and talking when in company, can speak French and German, pleasant and gentlemanly appearance; dress, black diagonal morning coat and vest, dark stripe trousers, black hard felt hat, spring- side boots, generally wears a gold watch and chain. Warrant issued. Information to Supt. Parish, Hertford. KENT. 19— Chatham ( County). — For stealing, 26th ulto.— A pair of maltese round gold ear- rings, with red stone ; a maltese gold brooch, long, with black figured stone; a gold mourning ring, with hair; and a small morocco leather watch box, " Benson, London " inside— A man who lodged in the house and gave the name of W. EDMONDS, age about 25, height 5 ft. 10 in., complexion, hair, small mous- tache, and eyes dark, eyelids droop; dress, short blue cloth overcoat, with velvet collar, grey under- coat, dark brown trousers, blue and red stripe silk scarf, black hard felt hat. Stated he was business agent in advance for Mr. Edward Graham Falcon's Dramatic Company. He has a number of gold- edge cards in his possession, bearing that company's name, which he produces when applying for private lodgings. Information to Supt. Coppinger, Chatham. 20.— Sevenoaks ( County).— For burglary, at Sevenoaks, 14th ulto., and stealing 4 gravy spoons; 6 table spoons ; 10 soup spoons ; 15 dessert spoons ; 24 tea spoons; 10 large forks; 17 small forks; 2 sauce bowls ; 12 fish knives and forks ; 12 dessert knives and forks ; 1 sugar sifter, all electro- plated ( the plate is very old- fashioned, rat- tail pattern, the forks have only three prongs, with crest— a griffin with six stars holding a feather) ; 1 gold enamelled bonbonier box; 1 silk carriage rug; 1 heavy Inverness cape ; 2 light Inverness capes ; 1 covert coat; 1 heavy brown overcoat and other coats; 1 brown felt hat; and 1 silk umbrella, with " F. T." in silver on top— TWO MEN, 1st, age 35 to 40, height 5 ft. 10 or 11 in., complexion, hair, and whiskers dark; dressed in stolen overcoat, and black hard felt hat. 2nd, age about 30, height 5 ft. 6 or 7 in., complexion pale, sickly- looking; dressed in stolen overcoat and hat. They left Sevenoaks for Ton- bridge, by first down train, where they re- booked for London Bridge. Information to Supt. Waghorn, Sevenoaks. LANCASHIRE. 21.— Bolton ( County).— For stealing at Farn- worth, 23rd ulto., a gentleman's silver lover watch, No. 4637, cream- colour dial, gold hands and hinges, plain cases— A MAN who lodged in the house one night, age about 40, height 5 ft. 7 or 8 in., slight build, complexion dark, hair dark brown; dress, dark tweed suit, collar and tie, white muffler, lace boots. Stated he travelled from Skipton to Black, burn by train, and then walked to Farnworth, where he had got work at the gasworks as a painter ( false). Information to Supt. Eatcugli, Bolton. 22. — Ormskirk ( County). — For stealing a shirt and a pair of boots— A YOUTH, age 15, height 4 ft. 7 in., complexion fresh, hair brown, eyes blue, lost third and fourth fingers right hand, six bine dots left arm. His mother resides at 19, Mill- street, Kirkham. Ho has been convicted for stealing timber, sleeping out, and stealing a watch and chain, on lGth February, 1887, and sent from Preston Sessions to Reformatory at Birkdale, from which place he absconded on 17th ulto.; dressed in the uniform of that institution. Said to be making his way to Bolton. Information to Supt. Jervis, Ormskirk. 23.— Manchester ( City). — Woodcut portrait and description of JOSEPH TITHER, whose appre- hension is sought for embezzlement and falsification of accounts, age 27, height 5 ft. 7 or 8 in., com- plexion fair, haii' brown, moustache ( thin under nostrils aud long at ends) light. Is an athlete and fond of sports and billiard playing. Warrant issued. Not to bo apprehended out of the United Kingdom. Information to the Deputy Chief Constablo, Manchester. 24. — St. Helen's ( Borough).— For embezzle- ment— WILLIAM GUY, a carter, age 34, height 5 ft. 5 or 6 in., broad set, complexion fresh, hair and moustache dark brown, eyes dark, straight nose; dress, sleeve corduroy vest and trousers, cap, lace boots. Has been employed as a coal carter at Waterloo, Formby and Birkdale. Native of Tarvin, Cheshire. Warrant issued. Information to Chief Constable Wood, St. Helen's. LINCOLNSHIRE. £ 2 REWARD. 25.— Grimsby ( Borough).— For wilful disobe- dience and desertion of the smack " Diadem," 28th ult.— JOHN NICHOLSON, age 19, height 5 ft. 6 in., complexion fresh, hair dark, slightly bow- legged, sharp features, small eyes, nose and month, very narrow chin; HUGH HARTLEY, age 18, height 5 ft. 4 in., complexion dark, hair ( short) and eyes black, round features. When last seen both were dressed in black jacket, blue guernsey, dark stripe trousers, hard hat, spring- side boots, white silk neckerchief. Both are fishing apprentices and natives of Middlesborough. Warrants issued. Information to Chief Constable Waldram, Grimsby, by whom the above reward will be paid for their apprehension and conviction. MONMOUTHSHIRE. 26.— Newport ( Borough).— For stealing lead— JAMES WOOD, age 32, height 5 ft., complexion fresh, oval face, hair dark brown, eyes hazel, seal- right 2nd finger and left wrist. Sentenced to TUESDAY, FEBRUARY 10, 1891. THE POLICE GAZETTE. 3 14 days imprisonment, 5th November, 1881, at Newport County Police Court, for larceny, and to 12 months at Usk Quarter Sessions, 4th April, 1883, for stealing a horse and cart. A labourer. Native of West Camel, Somerset. Absconded 22nd ult. Information to Head Constable Sinclair, Newport. OXFORDSHIRE. 27.— Oxford ( City). — For stealing from the - waiting- room at the Great Western Railway Station, 28th ult., a black Gladstone bag ( recovered) ; and a pair of gentleman's slippers, large size, scarlet ground, richly embroidered with yellow silk ; 2 hair brushes, with brown wooden handles and backs, probably stamped " Army and Navy Stores — HERMANN STERM, alias WILLIAM CARLSEN, and AUGUSTA STALSIN, age about CO, height 5 ft. 5 in., complexion sallow, hair, beard, whiskers, and moustache darkish grey; wears spectacles; dress, grey overcoat, grey suit, and high silk hat— all shabby. This man has been identified as WILLIAM CARLSEN, who at the end of June last was apprehended at Leamington while escaping from tho Regent's Hotel during the night, and was then identified as tho man wanted for stealing a dressing- bag and contents at the Bridge House Hotel, Eton, on 16th of that month. He is also suspected of stealing £ 2 gold from an adjoining bedroom on the night of 30th ult. Information to Chief Constable Head, Oxford. SOMERSETSHIRE. 28.— Flax Bourton ( County).— For larceny at the Bedminster Union Workhouse— JAMES JEFFREY, late industrial trainer at the above workhouse, age 31, height about 5 ft. 7 in., com- plexion fresh, hair, whiskers and monstachc dark brown, shaved on chin, walks quickly and erect; dress, brown overcoat, black jacket and vest with black bone buttons, light narrow stripe trousers, black bowler hat, and generally wears stand up collar and white tie; respectable appearance. Is known at Leominster, Hereford, Worcester, and New Basford, Nottingham. Was schoolmaster at Worces- ter Workhouse in 1882, and assistant master at New Basford Church School in ' 87 and ' 88. Is in the habit of calling on schoolmasters for relief. Was appointed 6th ult. to relieving officer of the Yatton District. Warrant issued. Information to Supt. Drewett, Flax Bourton. STAFFORDSHIRE. 29.— West Bromwicb ( County).— For failing to report— Supervisee ANDREW BARNES, alias JOHN LEWIS, Office No. 39346, age 25, height 5 ft. 5^ in. complexion fresh, hair dark brown, eyes hazel, impediment in speech, 2 dots on right and 4 on left forearm, blue mark back of left hand. Sen- tenced at Birmingham, 8th October, 1889, to 6 months hard labour and 1 year policc supervision. Information to Supt. Whiteliurst, West Brom- wich. SURREY. 30.— Farnham ( County). — For shop- breaking ( see Case No. 77, 30th ult,)— JOHN HART, ago 26, height 5 ft. 5 in., complexion dark, hair dark brown, eyes grey, right thumb- nail deformed. Has served in the Inniskillings. ALFRED EDWARDS, alias WARNER, age 24, height 5 ft. 4 in., complexion fair, hair light brown, eyes grey, scar left wrist, ring little finger left hand. Has served in the Rifle Brigade. Both have lately been discharged from Wandsworth Prison, after 18 months imprisonment for hig liway robbery. They frequent Aldershot, and may be found in military neighbourhoods. Information to Supt. Pike, Farnham. 31.— Guildford ( Borough) — For fraudulently collecting alms— A WOMAN, giving the name of Miss Dickson, of 301, Enston- road, London, which address is false, age 35 to 40, height about 5 ft.,, medium build ; dress, dark dress, jacket and bonnet, respectable appearance. She presents a card printed " A lady visitor asks for sixpence in aid of Dr. Barnardo's Homes for Starving Children. These Homes arc at present in great need ". Dr. Barnardo has no knowledge of the woman, or of the card. Warrant issued. Information to Supt. Berry, Guildford. 32.— Reigate ( Borough).— For embezzlement— FREDERICK C. PERDUE, an auctioneer's clerk, age about 30, height 5 ft. 4 to 6 in., complexion dark, thin face, has lately grown beard and moustache, which he may have shaved off; dress, black or dark brown suit ( rather shabby) ; speaks with Irish accent.
