POLICE GAZETT PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 23, 1891. VOL. VIII., No. 738. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF XHI POLICE GAZETTB, NEW SCOTLAND YABD, LONDON, S. W. J. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anofficer of not less rank than Superintendent; and, if the name of such person be required to le inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, ami art alphabetically arranged by countiet. 9. The force which causes particular! concerning delinquents or stolen property to be inserted im the POLICE GAZBTTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, wUl be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummondty Co.," Post Office Order payable at Charing Cross, Postal Order, or is Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. ( C) ( d) NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed- hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, 011 the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Pe'ice Force at which Notices can he posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— G Division.— For abducting, 15th inst., Kate Tebbutt, age 16, height 5 ft., slender build, complexion very fair, hair flaxen, eyes dark blue, dark eyebrews ; dress, when last seen, navy- blue dress, navy- blue pilot jacket, brass- anchor bnttons, high collar, black felt hat, trimmed blue ribbon, bird in front, black asti- achan muff1, lace boots, wore an enamelled shilling- brooch; an accomplished singer — ALBERT CHARLES PATTON, a chef, age 32, height 5 ft. 8 in., complexion fair, hair, moustache, and side- whiskers ( slight) brown, recently lost left little finger- nail; dress, brown overcoat, velvet collar, black diagonal coat and vest, dark stripe trousers, pale- blue tie, turn- down collar, black hard felt hat, lace boots. They have luggage with them, and may endeavour to go to America or Australia. Warrant issued. 2.— P Division.— For fraud, by representing that he was agent to a bookbinder— E. ALLEN, alias JAMES PEARCE, and JAMES, age 37, height 5 ft. 7 in., complexion dark, hair dark brown, eyes blue, left hand deformed through sinews being cut, slightly pockpitted ; has been in the Army. Has been many times convicted in the metropolis of similar frauds. Warrant issued. 3.— S Division.— For stealing from Euston Railway Station, 10th inst., a light brown Glad- stone bag, about 3 ft. by 12 in., " A. H." painted on black on one side, containing a dark grey overcoat; a black worsted dress suit suit; a black frock coat and vest; a pair of black worsted trousers, " Nicliolls, Regent Street," on tabs and buttons; 8 shirts ( 6 linen, 1 flannel, and 1 night) ; 8 linen handker- chiefs; 8 linen collars; 2 pairs draws, all marked " A. H." or " Helder;" 1 pair dress shoes; 1 pair lace boots ; 3 pairs black worsted socks ; 12 white ties in box— A MAN, age about 35, height 5 ft. 7 in., moustache dark ; dress, long dark overcoat and silk hat with broad black band. 4.— V Division.— For stealing a horse and cart— HARRY COOPER, age 22, height 5 ft. 4 in., complexion, hair, and moustache dark, eyes hazel; dress, dark tweed coat and vest, cord trousers, black hard felt hat, lace boots. A horse- dealer. Native of Kingston- on- Thames. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5. — Woodcut portrait and description of THOMAS GWILLYM WILLIAMS, a clerk, late of 19, Thorpdale- road, Hornsey, whose apprehen- sion is sought for absconding from his bail, charged with embezzlement ( see Case Xo. 7, 21i£ Noutniber last), age 26, height 5 ft. 3 in., complexion fair, hair light, moustache sandy, eyes brown; dress, black frock coat and vest, dark stripe tweed trousers, and high hat. Warrant issued. Information to Supt. McWilliam, 26, Old Jew 17, E. C. BERKSHIRE. 6.— Reading ( Borough).— For stealing 2 guns ( recovered) — JOSEPH CAREY, age 31, height. 5 ft. 6 or 7 in., thin build, complexion sallow, hair dark brown, clean shaved, eyes grey, long roman nose, bandy- legged; dress, dark suit, hard black felt hat. Was sentenced at Reading, to 3 months imprisonment, 22nd October, 1888, for larceny. A waiter. May seek employment at hotels, dining- rooms, & c. Warrant issued. Information to Head Constable Tewsley, Reading. DURHAM. 7.— Durham ( City).— For stealing blankets from his lodgings, 16th inst. ( since found pledged in name of John Smith)— A MAN who gave the name of Thomas, age 30 to 35, height 5 ft. 5 or 6 in., round face, hair and slight moustache dark, left hand injured, having beeu crushed in machine, and wears a yellow kid glove, has false teeth ; dress, dark jacket and vest, grey trousers, brown cLeek cap with peak, shoes, red stockings, white front and collar, with large red stud in front; carried a small bock with red cover. He took lodgings at the house., 13th inst, stating he was a sewing machine agent, and absconded 10tb. Information to Chief Constable Smith, Durham. 2 T H E POLICE GAZETTE. TUESDAY, FEBRUARY 17, 1891. DUMFRIESSHIRE. 8. — Dumfries ( Burgh).— Woodcut - portrait and description of JOHN BLAIR, a seedsman's clerk whose apprehension is sought for forging and utter- ing a cheque for £ 46 on the Commercial Bank, age 30, height G ft., complexion fresh, hair ( inclined to curl) and moustache dark, eyes brown, no whiskers, long full face, walks erect, smart respectable appear- ance, good- looking; dress, dark tweed jacket suit, and dark round felt hat; may have a drab- colour dust- coat. His father is said to reside in Rothesay. May endeavour to leave the country. A Scotchman. Warrant issued. Information to Supt. Malcolm, Dumfries. ESSEX. 9.— Chelmsford ( County).— For obtaining £ 2 by false pretences at Danbury, 6th inst.— HENDER- SON BENNETT, alias BURRIDGE, age 23, height 5 ft. 11 in., complexion fresh, hair dark brown, eyes dark, has a peculiar look in his eyes and a slight impediment in his speech. Is fond of horses, riding, driving, & c. Usually dresses in breeches, and gaiters or high boots, a covert coat and hard black hat. Has been for last 2 years residing at Woodham Walter, Essex. Photograph can be seen on application. Warrant issued. Information to Deputy Chief Constable, Somerset, Chelmsford. GLOUCESTERSHIRE. 10.— Fishponds ( County).— For stealing the sum of £ 70 — FRANCIS HENRY TUCKER COUCH, age about 34, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair light brown, eyes grey, cut mark over one eye ( supposed right), slight im- pediment in speech; dress, dark overcoat, light tweed suit, brown bowler hat, and gloves. A native of Wingfield, Wiltshire. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Matthews, Fishponds. 11.— Gloucestershi re ( County).— For steal- ing a Bible and a Prayer- Book, " Dear Mrs. Scobell " written on front leaf of both— A MAN, age about 50, height about 5 ft. 10 or 11 in., stout build, complexion fresh, hair ( turning grey), dark, clean full face ; appearance of a clergyman ; dress, black overcoat, dark trousers, soft felt hat, broad bottom boots. Information to Deputy Chief Constable Chipp, Gloucester. scar on nose and left cheek, white lock of hair top of head; dress, dark coat and vest, white cord trousers, and brown hard felt hat. A farm labourer. Native of Eldersfield, Worcestershire. Warrant issued. The above reward will be paid by the Ledbury Board of Guardians for the apprehension of Scrivens. Information to Supt. Cope, Ledbury. 14.— RoSS ( County).— For stealing a gold medal ( recovered)— JAMES EDWARDS, a labourer, age 27, height 5 ft. 6 or 7 in., complexion fresh, hair, small side whiskers and moustache brown, eyes ( full) hazel, sharp nose; dress, dark clothes, old brown overcoat, black hard hat; the appearance of a groom. Native of Kempley, Gloucester. Warrant issued. Information to Supt. Smith, Ross. 15.— Weobley ( County).— For embezzling, 9th inst., £ 10 Is. 9d.— WILLIAM WEAVER, age 28 to 30, height 5 ft. 8 or 9 in. complexion fresh, hair, small side whiskers, and moustache and eyes brown, walks erect, rather fond of drink; dress, dark jacket, vest, and trousers, or may be wearing cord trousers, fur cap, and strong lace boots. Supposed gone to South Wales, and may try to get employment in a coal mine. Native of Lettan, Herefordshire. Warrant issued. Information to Supt. Ovens, Weobley. HAMPSHIRE. 12.— Aldershot ( County).— For embezzlement — JOHN ROBINSON, a butcher, late of Fleet, age 27, height 5 ft. 5 in., complexion fresh, hair light brown, eyes blue ; dress, light suit, short light dunt coat, rough cloth cap, brown lace boots. His father resides at Clewer Green, Windsor, where he was aeen 6th inst. Warrant issued. Information to Supt. Brinson, Aldershot. HEREFORDSHIRE. 10s. REWARD. 13.— Ledbury ( County).— For deserting his wife and family— WILLIAM SCRIVENS, age 40, height 5 ft 4 in., complexion fresh, hair and whiskers dark, KENT. £ 2 REWARD. 16.— Mailing ( County).— For leaviug his wife chargeable to the Mailing Union — FRANK SKINNER, age 21, height 5 ft. 8 in., complexion fair, hair light brown, smart and respectable appear- ance. A bricklayer. Native of West Mailing. Was working at Sidcup in September last, and lodged in Halfway- street; also sang in the church choir there. Warrant issued. The above reward will be paid by the Guardians of the Mailing Union, for the apprehension of Skinner. 17.— Mailing ( County).— For bastardy arrears — WILLIAM ATKINS, late of Kingston- on- Thames, age 30, height 5 ft. 8 or 9 in., complexion fair, hair light brown, smart appearance; dress, grey tweed suit, and brown hard felt hat. A stableman. Warrant issued. Information to Supt. Hulse, West Mailing. 18.— Seven oaks ( County).— For burglary, at Sevenoaks, 14th inst., and stealing 4 gravy spoons; 6 table spoons ; 10 soup spoons ; 15 dessert spoons ; 24 tea spoons; 10 large forks; 17 small forks; 2 sauce bowls ; 12 fish knives and forks ; 12 dessert knives and forks ; 1 sugar sifter, all electro- plated ( the plate is very old- fashioned, rat- tail pattern, the forks have only three prongs, with crest— a griffin with six stars holding a feather) ; 1 gold enamelled bonbonier box; 1 silk carriage rug; 1 heavy Inverness cape; 2 light Inverness capes ; 1 covert coat; 1 heavy brown overcoat and other coats; 1 brown felt hat; and 1 silk umbrella, with " F. T." iu silver on top— TWO MEN, 1st, age 35 to 40, height 5 ft. 10 or 11 in., complexion, hair, and whiskers dark; dressed in stolen overcoat, and black hard felt hat. 2nd, age about 30, height 5 ft. 6 or 7 in., complexion pale, sickly- looking; dressed in stolen overcoat and hat. They left Sevenoaks for Ton- bridge, by first down train, where they re- booked for London Bridge. 19.— Sevenoaks ( County).— For burglary at Sevenoaks, 14th inst.— License Holder JOHN HENRY FREMANTLE WILLIAMS, alias JOHN HY. WILLIAMS, Office No. 40687, age 32, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, freckled, scars on eyebrows, under right eye and on bridge of nose, 3 blue dots ( faint) between left thumb and forefinger. Sentenced at Leeds, 10th January, 1887, to 5 years penal servitude for larceny. Licensed 26th ult.— Supervisee GEORGE STEELE, Office No. 40570, age 36, height 5 ft. 10 in., complexion dark, hair dark brown, eyes brown, 2 men holding flag on breast, woman on each forearm, J. T. on right arm. Sentenced at Middlesex Sessions, 10th August, 1885, to five years penal servitude and 2 years police supervision for larceny, and at Thirsk, 21st October, 1889, to 6 weeks hard labour, and his license revoked as a rogue and vagabond. Liberated 2nd ult. Information to Supt. Waghorn, Sevenoaks, LANCASHIRE. 20.— Chorley ( County).— For stealing, 29th ult. — 1 pair acme patent skates, stamped with the Canadian mark, new sole clip on each side of each; also a pair of clog skates— a man who gave the name of JOHN ANDREW McMANN, age about 27, height 5 ft. 10 in., complexion pale, hair black, short dark thick moustache, eyes brown, very dark eyebrows, several front teeth deficient in upper jaw, and several are decaying, has very large hands; dress, short dark green overcoat ( faded), with velvet collar to match, dark brown cardigan jacket, light check vest, dark grey striped trousers, lace boots, and fashionable black felt hat, wore a brown silk neckerchief with silver stripes, and brown astrachan kid gloves ; of gentlemanly appearance. He left Chorley on night of 29th ult., taking with him a fawn- and- white rough haired collie dog, and was last seen at Wigan, where he obtained lodgings at an hotel, by false pretences. Has frequently represented himself as being a member of the " Lights o' London Theatrical Company." Information to Supt. Norris, Chorley. 21.— Church ( County).— For failing to report- License Holder GEORGE KERRIDGE, Office No. 40405, age 59, height 5 ft. 4 in., complexion dark, hair grey, eyes hazel, scars on bridge of nose, left cheek, ball of left thumb, and on shins, boil scars on back, mole on right shoulder blade and 2 on right forearm. Sentenced at Preston, 20th October, 1886, to 5 years' penal servitude and 7 years' police supervision for fraud. Information to Supt. Campbell, Church, near Accrington. 22.— Old Trafford ( County). — For stealing, 29th ult., 1 lady's gold watch, white face, broken glass ; 1 lady's gold twist brooch, oval shape, with slide and buckle ; 1 pair of gold earrings, with round drop in centre, very old- fashioned; 2 gold rings, 18- carat, set pearl and coral; 1 gold keeper ring, chased; 1 gold brooch, horse- shoe pattern ; 1 gold bracelet and clasp ; 1 silver bracelet, serpent pattern, gilt with gold; 1 amber necklace, bracelet and brooch to match, oval- shaped links ; 1 crown- piece ; 1 black cashmere cloak, circular pattern; 1 black fur- lined silk cloak, grey and white fur; 1 brown felt hat, sailor- shaped, trimmed with brown and red band; 1 steel brooch and earrings to match, crescent shape— A WOMAN, age about 23, height 5 ft. 1 in., complexion fresh, hair ( curly) light brown, full features, right eye somewhat peculiar; drass, light cotton check dress, blue check cotton bodice, button boots, and stolen cloak and hat. Information to Supt. Bent, Old Trafford. 23.— Manchester ( City).— For embezzlement — JAMES THOMAS MILLER, age 32, height 5 ft. 7 or 8 in., slight build, complexion fresh, hair dark brown ( inclined sandy), whiskers and moustache sandy, eyes blue; dress, rough dark blue pilot overcoat, and black flat top felt hat. Warrant issued. Not to he apprehended out of the United Kingdom. Information to Deputy Chief Coa'itable Smith, Town Hall, Manchester. LEICESTERSHIRE. 24.— Leicester ( Borough).— For stealing, 10th inst., from the Turkish baths, a gold English lever stop- watch, No. 39378,18- carat, white face, long gold albert, 9- carat, links of various sizes, with seal appen- dage ; also a levant leather purse, fastens with button, containing about £ 3 in gold and silver— JAMES TURNER, alias THORNTON, GILBERT and WRIGHT, age 32, height 5 ft. 5£ in., complexion dark, hair brown, whiskers and moustache dark, eyes grey, double chin, 2 large pockmarks corner left eye, 3 small scars forehead; wears dark over- coat and opera hat; respectable appearance. Fre- quents baths, reading- rooms, clubs, & c. Supposed sentenced at Manchester m June, 1886, to 12 months imprisonment for stealing overcoats from the Royal Exchange. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 25.— Boston ( County). — For stealing ( bailee) a brass cornet, silver mouth- piece, dent near hell, maker, De Lacey, London, in black case— JAMES GARDENER, alias W. J. GARDENER, age about 48, height 5 ft. 10 or 11 in., hair and moustache dark brown, military appearance; dress, dark cloth suit and hard hat. A house painter. Stated he had loan a bandiman in the Army, and was in India TUESDAY, JANUARY 13, 1891. THE POLICE GAZETTE. 3 17 years. A good musician and music writer. Left Boston by train 21st Nov., supposed going to March, having the cornet in his possession. Stays at commin lodging- houses or low beer- houses, and calls on bandmasters for relief or employment in giving music lessons or writing music. Warrant issued. Information to Supt. Crawford, Boston. MONTGOMERYSHIRE. £ 50 REWARD. 26.— Newtown ( County).— For falsification of accounts — SAMUEL MORGAN, age 43 to 45, height 5 ft. 8 or 9 in., thick- set, complexion sallow, hair ( inclined to curl) and moustache grey, eyes very dark, full features, turns his toes in, and stoops slightly when walking, slightly bow- legged, pleasing appearance, and good- looking; generally wears a dark dust overcoat and hart felt hat. May endeavour to leave the country. Late manager in the Mont- gomeryshire Flannel Company, by whom the above reward will be paid for his apprehension and con- viction. Warrant issued. Information to Deputy Chief Constable Crowden, Newtown. NORFOLK. 27.— Norwich ( County).— For night poaching at Taverham- S AMUEL SHICKLE, alias DAWD Y, age 22, height 5 ft. 4 in., complexion sallow, freckled, hair light brown, eyes grey, slightly round- shouldered ; dress, grey check suit, bell- bottom trousers, black hard hat, brown cloth overcoat. A native of Costessey. — EVERSON JONATHAN LOVETT, alias SWEAT, age 22, height about 5 ft. 9 in., complexion, hair, slight moustache, and eyes dark, cut side of left eye; dress, check jacket and vest, corduroy trousers, plaid peak cap. A native of Norwich. — WILLIAM COUSINS, alias DODGER, age 20, height 5 ft. 5 in., complexion swarthy, hair brown, eyes blue; dress, brown check suit, rough black overcoat, black hard hat. Native of Costessey. Warrant, issued. Information to Inspector Chambers, County Police Station, Norwich. 28.— Norwich ( City).— For absconding from his bail, charged with breaking and entering a ware- house, and stealing 4 hams ; 2 rolled shoulders; 1 gammon ; 14 lbs. of butter; 1 dead hare ; and 1 partridge— ALFRED SMITH, age .30, height 5 ft. 4^ in., complexion fresh, hair brown, eyes hazel, 3 scratches on right wrist. Warrant issued. Information to the Chief Constable, Norwich. NORTHAMPTONSHIRE. 29— Northampton ( Borough).— For stealing, 19th ult., a dark mixture cloth Inverness overcoat, with cape, black and red check lining, bone buttons, 2 pockets on hips, ticket and breast pocket; 2 pairs grey Shetland lamb's wool pants ; 2 woollen shirts, 1 grey ground with black stripe ( check), the other a blue ground with black stripe ; and 1 pair of red and black woollen gloves— A man who gave the name of TAPPER, age 35 to 40, height 5 ft. 7 or 8 in., complexion pale, moustache and eyebrows dark, sharp nose, Jewish appearance ; dress, dark overcoat, dark trousers, black hard hat, may be wearing the stolen overcoat. He went to a large shop and selected the above articles, directing that they should be sent to an address in a better class locality, and that he would pay on delivery. The goods were sent, and after keeping the man, who delivered them, waiting for a considerable time, Tapper came to the door and said that some of the things did not match, and would see the man agqin in a minute. He theu went into the house, turning out the gas, and was not seen again. His footprints were traced in the garden, having got over the wall into an adjoining street.
