Particulars concerning persons whose apprehension is sought icill le inserted » ' » one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to le apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to le inserted in the POLICB GAZBTTB, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn mai/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form,' and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond 8f Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 11. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian • Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories • of the other party." " In no ease, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their • own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do BO. APPREHENSIONS SOUGHT. Sentenced at Middlesex Sessions, 19th May, 1879, to 7 years penal servitude and 5 years police supervision for larceny. Licensed 9th December, 1884. W. 2— N Division. — For stealing, by trick, through the Exchange and Mart, a lady's gold open- face geneva repeater watch ( repeats hours and quarters), No. 10492/ 7882— ARTHUR CECIL FENTON, age 40, height 5 ft. 7 in., slight build, complexion pale, hair dark brown, whiskers and moustache ginger, speaks with a quick Irish accent; dress, dark clothes, high hat, wears spats. COLLIER, a barman, age 19, height 5 ft. 10 in., complexion fair, hair light, eyes blue, thin face, sharp features, large prominent nose; dress, black coat and vest, dark tweed trousers, and grey tweed cricketing cap, which he will probably change. CITY OF LONDON. 5.— For larceny and embezzling large sums of money— GEORGE THORPE, late of Shepperton House, Lee- road, Lee, Kent, age 52, ( looks younger), height 5 ft. 8 or 9 in., hair dark and smooth, parted in centre, slight straggling whiskers, full face, walks lame and stoops, slouching gait, stout build ; dress, dark beaver overcoat with velvet collar, dark suit, and high hat, smart appearance. BEDFORDSHIRE. 6.— Leighton Buzzard ( County).— Woodcut portrait and description of RUPERT FINN, whose apprehension is sought for embezzling £ 54— Age 22, height 5 ft. 10 in., complexion fresh, hair brown, no whiskers or moustache, but may wear false whiskers and moustache, well built, carries his head forward ; dress, dark rough pilot overcoat, with velvet collar, dark grey coat and vest, grey check trousers, and black hard felt hat. CHAPMAN", a grocers assistant, age 25, height 5 ft. 1 or 2 in., complexion fresh, hair light, moustache light sandy, turn- up nose ; dress, green overcoat, with velvet collar, black stripe suit, black bowler hat. Native of Shrewsbury. Absconded 13th ult. Warrant issued. Information to Supt. Winterson, Crickhowell, or to Sergt. Williams, Brynmawr. 8.— Crickhowell ( County). — For deserting his wife and family— WILLIAM GARDNER, late of Cwmdn, Ciickhowell, age about 48, height 5 ft. 10 or 11 in., hair and whiskers dark, partly bald from erysipelas, eyes grey, rather high forehead, very noisy when in drink. Supposed working at some colliery in Rhondda Valley, Glamorganshire. Last heard of working at the Maritime Colliery, Pontypridd. Supposed under a false name. Warrant issued. Information to Supt. Winterson, Crickhowell. CHESHIRE. 9.— Birkenhead ( County). — For obtaining money by false j retences— RICHARD BUTTERS, age 36, height 5 t't. 8 or 9 in., complexion sallow, hair black, full beard sandy, turns his knees out when walkii'g; dress, light drab overcoat, and probably a long dark ulster. Respectable appearance and good address. A teetotaller and non- smoker. A com- mercial traveller ( confectionery), late of Liverpool. May endeavour to emigrate, as he has in his posses- sion a large sum of money. Warrant issued. Information to Chief Supt. Hindley, County Hall, Birkenhead. 10.— Middlewich ( County).— For robbery and assault cm police— AARON DICKINSON, age 41, height 6 it. llin., complexion fresh, hair brown, eyes blue, pockmarked ; dress, dark mixture suit ( short round jacket). Native of Over. Warrant issued. Information to Supt. John Plant, Middlewich. DURHAM. 11.— West Hartlepool ( County).— For obtain- ing money by false pretences— WILLIAM BELL- WOOD, age 28, height 5 ft. 5 in., complexion pale, hair ( cut short) dark, moustache brown, rather large nose ; dress, black melton coat and vest, black worsted trousers, new brown top coat, hard black felt hat. He lepresents to tradesmen, & c., that he has land and building sites for sale, and by the production of forged deeds and agreements obtains a deposit from intending purchasers. Was sentenced about 6 years ago, at Hull, to 6 months imprison- ment. Was convicted about 3 years ago, at Leeds; also at Grimsby for fraud. A native of Hull. Warrant issued. ' Information to Supt. GLOUCESTERSHIRE. 12.— Fishponds ( County) — For stealing money — SAMUEL BRITTON, a shoemaker, age 18, height 5 ft. 6 or 7 in., complexion fair, hair and moustache light, eyes hazel, mole right arm ; dress, black diagonal coat and vest, black cord trousers, black bowler hat, supposed spring- side boots. Native of Hanliam, near Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 13. — Romsey ( County). — For embezzling £ 16 ' 3s. 10( 1— JOHN CURTIS, age about 30, height 5 ft. 7 or 8 in., complexion, hair, whiskers, and moustache dark ( probably since shaved), downcast look, and puts his right hand to his chin frequently when talking, walks with short quick step ; dress, dark tweed jacket and trousers, black hard felt hat. May seek employment of dairymen, farmers, dealers, & c. Warrant issued. Information to Inspector Russell, Romsey. HEREFORDSHIRE. 14.— Leominster ( County). — For stealing £ 3 3s. — MARY JAMES, alias GRIFFIN, age about 40, height 5 ft. 4 in., complexion fresh, hair dark brown; dress, black jacket, trimmed with black fur, black skirt, trimmed with velvet, aud black crape bonnet. For aiding and abetting Mary James— WM. GRIFFIN, a clock cleaner, age 35, height 5 ft. 7 or 8 in., complexion dark, hair dark brown ; dress, black coat with pockets behind, black vest, military trousers with stripe taken out, strong boots, and black hard felt hat. Usually carries a frail with a cord through. Warrant issued. Information to Supt. Strangward, Leominster. HERTFORDSHIRE. 15— Hemel Hempsted ( County). — For carnally knowing a girl under the age of 13— JOSIAH WELCH, age 40 to 45, height 5 ft. 8| or 9 in., stout build, complexion ruddy, hair and side whiskers brown, eyes grey, very talkative and fond of tap- room company ; dress, mixture suit. A game- keeper, but was formerly a constable in the Bucking- hamshire Constabulary. Has a presentatioa watch he is very fond of shewing. Native of Bucks. Warrant issued. 16.— Hemel Hempstead ( County).— For de- serting and leaving his five children chargeable to the Hemel Hempstead Union— ALFRED CUTLER, age 38, height about 5 ft. 5 in., complexion fresh, hair brown, weak eyes, pockmarked, of drunken and dissipated habits; dress, light coat, cord trousers, and hard felt hat. A bricklayer; native of Hemel Hempstead. Is supposed to be in the neighbourhood of Kilburn, Middlesex. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. KENT. 17. — Dover ( Boroxigh). — For rape, JOHN EARL MATTISON, age 30, height G ft., complexion fresh, hair brown, eyes hazel, well built and of military appearance ; dress ( supposed) dark mixture suit and hard felt hat. Belongs to the Army Reserve. May endeavour to go to Canada. Warrant issued. Information to Snpt. Sanders, Dover. 18.— Folkestone ( Borough,).— For stealing, 5th inst., watches entrusted to him to be repaired— MACARRIE, a tramping watchmaker, age 50, height about 5 ft. 2 in., complexion dark, hair and moustache black, pale full eyes, bald spot on top of head ; dress, long black overcoat and_ black hard felt hat. Carries his tools in a black leather bag strapped across his shoulders, and generally works at low public- houses and lodging houses. Is said to be well known at Dover, Deal, and Canter- bury. Description of watches stolen :— A silver geneva watch, " J. M." engraved on back of outer case, and bird engraved inside of outer case ; a silver open- face geneva watch, " Aldons, Liverpool St., City, No. 63286," on face/' 6041" in private figures and small letter " R " inside case ; a double- case silver geneva watch, outer case worn smooth; a small silver double- case watch, French make; a silver double- case English lever watch; a large old- fashioned silver verge watch, piece of dial broken off near figure 6 ; a silver geneva watch, No. 2309 • and a round brass clock, lever balance, about 42 inches in diameter, ring top and bottom. Information to Supt. Taylor, Town Hall, Folke- stone. 19.— Margate ( Borough).— For stealing yards blue serge ; a long blue Whitney overcoat, dark twill lining, velvet collar, bone buttons, breast, ticket and two hip pockets with flaps; a double- breasted blue Vicuna cloth reefer jacket ( new), silk facings, blue cloth- covered buttons, inside and outside breast pocket, ticket and two hip pockets ALFRED SMITH, a tailor, age 36, height 5 ft. 2 or 3 in., slight build, complexion fair, hair brown, moustache light, small side whiskers; dress, brown tweed jacket, striped trousers, lace boots, brown hard felt hat; may be wearing the stolen overcoat; carried an umbrella. Supposed native of Notting- ham, but has worked in Oxford Street, London, for several years. Warrant issued. Information to Chief Constable Buck, Margate, LANARKSHIRE. 20. — Glasgow ( City). — For embezzling £ 44 18s. 5d.— JOHN BROWN, age 20, height 5 ft. 7 in., complexion pale, hair and slight moustache dark ; dress when last seen, dark tweed double- breasted jacket, light check trousers, light felt hat. Takes an active interest in football, and was a playing member of the Clyde Junior Eleven Foot- ball Club. A clerk. Absconded on or about 12th inst. Warrant issued. 21. — Glasgow ( City). — For embezzling £ 55 3s. 0d.— FRANCIS HENRY McGOWAN, age 30, height about 5 ft. 7 in., hair dark, heavy moustache brown, slight side whiskers, speaks with slight Irish accent; dress, darkish tweed suit, blue cloth overcoat, hard brown felt hat. A warehouse- man. Native of Sligo, absconded 16th inst. Warrant issued. 22.— Glasgow ( City).— For forging, between 9th September and 9th December, the name of an umbrella manufacturer, to three bills of exchange, amounting to £ 215 16s. 3d., which ho discounted in a bank in this city, JOHN W. PATERSON, age 35 to 40, height 5 ft. 7 in., complexion pale, hair, whiskers, and moustache dark brown, sunken peculiar eyes, speaks with a Scotch accent; dress, when last seen, dark clothes and black felt hat. Is married and resided at Muirhead, Chryston, Lanark- shire. Absconded 15th inst., and may endeavour to leave the country. Warrant issued. Infoimation to Chief Constable Boyd, Glasgow. 23.— Airdrie ( Burgh).— For stealing, at Chapel- hall, 10th ult., a two- wheeled dog- cart, dark brown painted body, the lower panel divided into three parts, and the upper one sparred, wheels and shafts lined with rod, ( laik blue cushions, both seats shift with a spring from the front, and the foot- board behind is worked by a spring in the centre of it, half- moon shaped silverised handle on each side in front- JOSEPH SMITH, age about 45, height 5 ft. 7 or 8 in., slight build, complexion fair, hair, whiskers and moustache light, beard cut to a point on jcliin, thin features, very small eyes, rather large nose, spoke with an English accent; tdress, navy blue serge jacket suit, dark blue waterproof coal, and felt hat. Also his son, age 20 or 21, height about 5 ft. 7 or 8 in., hair light, clcan shaved ; dress, brown jacket suit, dark bine waterproof coat, and black felt hat. These men were canvassing for a firm of photo- graphers in Glasgow, and hired the dog- cart by the week. The pony was their own. Information to Supt. Hynd, Airdrie. LANCASHIRE. 24.— Widnes ( County).— For stealing a gold albert ( recovered), and £ 90— THOMAS STEVENS, ago 33, height 5 ft. 6 in., complexion pale, hair and whiskers black, eyes dark, lost left foot up to heel, and toes and part of right foot, from frost bite, springs from his heels when walking; dress, blue pilot overcoat, light brown check tweed trousers, and vest, dark plaid cap with peak, and lace boots. A joiner, but may be found with betting men, or FRIDAY, DECEMBER 12, 1890. T H E POLICE GAZETTE. 3 may endeavour to leave the country as he has pre- viously been to America. Information to Supt. Noble tt, " Widnes. £ 10 REWARD. 25.— Manchester ( City).— For stealing, 19th Sept. last, from a girl age 7, in Stretford- road, Hulme, a female child, age 5 weeks, very small for age, dark hair; dressed in long white clothing, white shawl, skin discoloured over nose and left eye, malformation of left ear— A WOMAN", middle age, wearing spectacles ; dressed in dark plaid shawl, maroon dress, beaded slippers, who said she would hold the baby whilst the girl went on a message for her. The above reward will be paid by Mr. Wm. Norris, Platford Hotel, Stretford- road, Manchester, giving such information as shall lead to the recovery of the child and conviction of the thief. It is requested that enquiry be made at lodging- houses and tramp wards, and any information obtained communicated to Chief Constable Wood, Town Hall, Manchester. 26.— Manchester ( City).— Woodcut portrait and description of BENJN. THOMAS CUN- CLIFFE, whose apprehension is sought for larceny pated appearance; dress, black worsted coat and vest, dark trousers with brown and light stripe, white linen collar, dirty green and blue tie, strong shooting boots ( worn down at heels) with square toes, black hard felt hat with rather wide brim. May be found at low beer- houses, and amongst prostitutes, or seek employment at hotels as ostler, & c. Information to Supt. Brown, Bourne. 30.— Spalding ( County). — For fraud at Spalding on 18th October last— a woman, who gave the name of BROWNING, age about 40, very short, hair light brown, pale face, shoulder and back deformed; dress, long tight dust cloak, light print dress, old button- boots, and black hat with b'rd on top. Accompanied by a man, age about 5* 7, height 5 ft. 4 in., complexion fair, hair, whiskers aud moustache turning grey; dress, light s; rey suit, dust overooat, old lace boots and round folt hat. They took lodgings at Bourne on 15th October, and left on 20th, ordering goods from tradesmen on approbation, and giving the name of a good home. On receiving the goods, they immediately absconded. Warrant issued against the woman. Information to Supt. Jarvis, Spalding. NORFOLK. 31.— Swaffham ( County).— For deserting his family, leaving them chargeable to tho South Greenhoe Union- ROBERT DIXON YOUNG, late innkeeper, age about 58, height 5 ft. 9 in., stout build, hair inclined to be grey, light side- whiskers and moustache, chin shaved, warts as large as small peas on different parts of face; usually dressed in light clothes. Has been in Africa, and is now sup- posed to be in London. Is fond of betting. Warrant issued. Information to Supt. Mumford, Swaffham. and embezzlement, age 25, height 5 ft. 11 in., com- plexion fair, hair black ; dress, blue pilot overcoat, black velvet collar, black Inverness mackintosh. Warrant issued. Information to Deputy Chief Constable Smith, Manchester. LEICESTERSHIRE. 27.— Leicester ( Borough). — For uttering a forged bill of exchange for £ 73 — JAMES TAYLOR, oil refiner, late of Siddais Road Mills and Little Eaton, Derby, age 38, height 5 ft. 8 or 9 in., stout build, fresh complexion, round full face, lair brown, slight side whiskers, heavy moustache ; dresses well, of gentlemanly appearance. He left Derby 12th inst., taking his luggage; he had in his possession several hundred pounds in gold. Stays at first class hotels, and is well known amongst curriers and leather merchants, as he did a large trade with them, travelling the districts himself. May endeavour to leave the country. Warrant issued. 28.— Leicester ( Borough). — For stealing, between 13th and 16th ult., a gold locket ( recover- ed at Derby); 1 gold necklet, plain links ; 4 silver table spoons, S. E. N, supposed engraved thereon; 1 silver George and Dragon crown piece ( supposed George III reign) ; A MAN, age about 22, height about 5 ft. 3 or 4 in., slender build, complexion dark, talks quickly; dress, black clothes, black felt hat, good appearance. He took lodgings at the house on the 13th inst., stating that he represented Messrs. Hodgson & Stead, weighing machine manufacturers, Egerton Works and Hope Foundry Windsor- street, Salford, and left suddenly about noon, 16th inst. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 29. — Bourne ( County). — For embezzling £ 1L 12s. 6d. on 9th inst., while acting as County Court bailiff— FRANK HYDE, alias TANNER, ago 27, height 5 ft. 7 in., complexion fresh, hair dark brown, clean shaved, pimply face, thick lips, dissi- NORTHAMPTONSHIRE. £ 5 REWARD. 32.— Peterborough ( City).— For stealing, 2nd October last, from a livery- stable keeper— A dark brown mare pony, aged, about 14 hands, recently clipped, black points; a set of black harness, brass- mounted ; a light square varnished cart, maker's name " Stangei, Spalding," on cap of wheels off side, shaft has been cracked and repaired with iron plate ; a knee rug, one side black, red and blue stripe on the other; a cane whip, red and black — A YOUTH, age about 18, height 5 ft. 4 in., com- plexion and hair light; dress, light suit, black hard felt hat. He stated he was going to Helpston, and would return about 2 p. m., and that there was two going and four coming back. He went to a large shop and selected the above articles, directing that they should be sent to an address in a better class locality, and that he would pay on delivery. The goods were sent, and after keeping the man, who delivered them, waiting for a considerable time, Tapper came to the door and said that some of the things did not match, and would see the man again in a minute. He theu went into the house, turning out the gas, and was not seen again. His footprints were traced in the garden, having got over the wall into an adjoining street. The house proved to be an empty one, he having obtained the key from a house agent, to whom he stated he was unmanned and lived with his sister. Also gave the name of LAWSON. Warrant issued. This man tramps tho country, calls on gardeners, and asks for work, if successful, he works for a few days and then leaves, without paying his lodgings.
