PUBLISHED EV AUTHORITY. , NEW SERIES. FRIDAY, NOVEMBER 21, 1890. VOL. VII., No. 720. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GBEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently insetted, with detailed particulars, at a cost of\ bs. per portrait, and of Is. Gd. per photograph or sketch of a stolen art isle, including the expense of engraving on wood. 6. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummondjf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the PoLTCH GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning properly lost or persons missing can only be accepted as adcertisements. R. Warrant issued. 3.— D Division.— For bigamy and fraud— HENRY CROSSLEY, late cashier at London and Westminster Bank, Stratford Place, London, age 49, height 6 ft. 2 in., complexion fresh, hair dark brown, eyes ( full and large) blue, very red face and nose, lost top of little finger of one hand; usually dressed in dark clothes and high silk hat, of gentle- manly appearance and address. A. native of York- shire. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. 4.— Pembroke Dockyard.— Woodcut por- trait and description of HENRY JONES, Quarter- Master- Sergeant, 19th Battery Western Division Royal Artillery, whose apprehension is sought for stealing £ 91, 6th inst., age 33 ( looks older), height 5 ft. ll£ in., complexion fresh, hair brown ( slightly grey), large light moustache, drooping ends, eyes grey, long neck, head small for body ; dressed in uniform, but will probably purchase plain clothes ; NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. 8, Camden- villas, Chelmsford- road, Leytonstone, whose apprehension is sought for larceny ( servant), and receiving— Age 30, height 5 ft. 6 in., complexiou, hair, and moustache dark brown, rings in blue ink tattooed on second and third fingers left hand. Warrant issued. 2. — w Division. — Woodcut portrait and description of WILLIAM AYLWARD, a clerk, NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall • the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do so. may endeavour to go abroad. Warrant issued. 6.— For embezzling £ 200 — ARTHUR SEPTI- MUS HOWES or HOWS, late of 57, Millbrook- road, Brixton, age 28, height 5 ft, 8 in., slight build, complexion pale, hair ( turning grey), small side- whiskers, and moustache dark ; dressed, respectably. Warrant issued. 7. — For absconding from his bail, charged with embezzlement— THOM AS GWILLYM WILLIAMS, a clerk, late of 19, Thorpdale- road, Hornsey- road, age 2G, height 5 ft. 3 in., complexion fair, hair light, moustache sandy, eyes brown; dress, black frock coat and vest, dark stripe tweed trousers, high hat. Warrant issued. 8.— For stealing £ 159 10s. in gold— WILLIAM STANLEY, late of 43, Sandringham- buildings, Charing Cross- road, age 40, height 5 ft. 11 ins., complexion fair, liair and moustache brown ( turning grey), small bald spot back of head, cut mark left cheek; dress, when last seen, in the uniform of a commissionaire, No. 90, wearing Egyptian star and medal. Has served in 2nd Dragoon Guards and 2nd Battn. Grenadier Guards. May be accompanied by a woman, age about 28, well dressed. Absconded 31st ult. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. CAMBRIDGESHIRE. 9.— Isle of Ely ( County). — For stealing fur- niture ( recovered) at Doddington, 11th inst.— ELIZA WIGGS, a married woman, age 22, height 5 ft. 1 or 2 in., complexion sallow, hair dark, eyes brown; dress, grey tweed jacket, black stuff skirt, black straw hat, with scarlet and black trimming, and bunch of white flowers in front. Is supposed to be in the company of William Walker, a native of Willian, Herts, age 28, height 5 ft. 8 in., hair brown, whiskers and moustache sandy ; very near- sighted ; dress, black pilot jacket, moleskin trousers and vest, and hard felt hat; who may be found on public works. Warrant issued for apprehension of Wiggs, whose photograph will be forwarded on application. Information to Deputy Chief Constable Burrows, March. CHESHIRE. 10.— Altrincham ( County)— For obtaining money by false pretences— a man, who gave the name of HENRY WALTON, agg 38 to 40, height 5 ft. 9 or 10 in., slight build, complexion pale, whiskers and moustache dark, eyes blue-; dress, brown mixture suit ( coat considerably worn), and black hard felt hat, respectable appearance. Seemed to have a knowledge of gardening and of the names of plants, & c. He calls upon nurserymen, & c., aad obtains commission upon fictitious orders, which he gives in the name of some person by whom he states he is employed as gardener. Warrant issued. Information to Supt. Leighton, Altrincham. 11.— Macclesfield ( County)— For stealing, 8th inst., at North Rode, 1 gold geneva watch, silk guard attached ; 1 black tweed coat, and vest lined with light material, half moon pattern, Swansbick and Stonely on coat- tab; 1 pair pepper- and- salt coloured trousers, black stripe— A MAN, age about 22, height 5 ft. 5 in., complexion fresh, hair light brown, moustache light, walked rather lame on right leg, supposed through boot being worn down on inside ; dress, light brown overcoat, with Inverness cape, light and brown trousers, hard felt hat. Information to Supt. Downes, County Police, Macclesfield. 12— Middlewich ( County).— For stealing £ 50, gold, at Goostrey— JOHN BEVAN, age 21, height 5 ft. 6 or 7 in., complexion fresh, face blotchy, hair light brown, eyes blue; dress, tweed jacket and vest, dark brown tweed trousers, black hard felt hat, white cotton neckerchief. Warrant issued. Information to Supt. Plant, Middlewich. DERBYSHIRE. 13.— Derby ( Borough).— For stealing, 3rd iosfc., 8 lbs. of tea, WALTER FEARN, a grocer's assistant, age 30 to 35, height 5 ft. 6 or 7 in., . slender build, complexion and hair dark, moustache black, dress, dark check suit, black hainl hat. Has two sisters residing at 23, Harriett- street, Salford. Native of Wirksworth. Warrant issued. Information to Lieut.- Col. Delacombe, Chief Constable, Derby. ESSEX. 14.— Brentwood ( County). — For stealing a collie dog, at Ingrave, on 7th inst.— JOHN HALLS, age about 35, height 5 ft. 9 in., complexion fair, hair and moustache light, whiskers about 2 months growth ; dress, light tweed coat, cord trousers, white neckerchief, lace boots, and brown hard felt hat. A shepherd, native of Wood Ditton, near Newmarket, Suffolk. May seek employment as a drover. Attends Bristol Market, also Newbury Market. Warrant issued. Information to Supt. Dobson, Brentwood. 15.— Chelmsford ( County). — For larceny— GEORGE WHYBROW, age about 47, height 5 ft. 2 in., stout build, complexion dark, hair dark brown, whiskers and beard dark, shaves upper lip, eyes brown, small scar right centre of forehead; dress, black plain cloth coat, with pockets behind, cord trousers, red neckerchief, lace boots ( nearly new), and hard felt hat. A bricklayer; native of Chelmsford. Was sentenced to 14 days imprison- ment at Billericay, on 21st ult., for larceny, in name of George Davis. Information to Deputy Chief Constable Somerset, Chelmsford. HEREFORDSHIRE. 16.— Bromyard ( County). — For failing to re- port— License Holder JAMES CLARKE, alias ANDREWS, CRUTE, and WILLIAMS, Office No. 40200, age 50, height 5 ft. 3 in., complexion fresh, hair brown ( turning grey), eyes grey, large scars from scrofula each side neck, large burn scar right elbow, mole on left shoulder- blade, right seat, and outside right calf. Sentenced at Marlboro', Wilts, 20th Oct., 1886, to 5 years penal servitude fop housebreaking. Licensed 25th Sept., 1890. V M 478. Information to Supt. Ovens, Bromyard. 17.— ROSS ( County).— For stealing, 20th Sep- tember, 10s. ( bailee)— THOMAS MARSHALL, a mason, age 40, height 5 ft. 5 or 6 in., complexion fresh, hair, whiskers, and moustache light brown, eyes blue ; dress, grey jacket, cord trousers, hard felt hat; dirty slovenly appearance, supposed to be in South Wales. Native of Drybrook, East Dean, Gloucestershire. Warrant issued. Information to Superintendent Smith, Ross. 18. — Hereford ( Borough). — For larceny ( lodger) — JOHN JACKSONS, alias GEORGE BEAUMONT, & c., age about 22, height 5 ft. 5 or 6 in., complexion fair, hair dark brown, moustache very slight, eyes hazel, rather large nostrils, smart appearance ; dress, dark blue serge suit, white shirt, light tie, black bowler hat; wore a thick silver ring on finger of right hand. This man travels from town to town and takes lodgings at private houses, stating he is a booking clerk employed on the railway, and leaves next day, committing a larceny. Warrant issued. Information to Head Constable Richardson, Hereford. HERTFORDSHIRE. 19.— Hertford ( County). — For shooting at police officers, with intent to murder, at Hatfield, on 16th inst. ( concerned with Chas. Stearman Case No. 36)— Two men— 1st, age 32, height 5 ft. 11 in., complexion dark and swarthy, hair and moustache dark brown, eyes dark; dress, black and brown plaid jacket suit-, long grey overcoat, side- spring boots, and black billycock hat. Goes in the nickname of " DUCKY," and is a very dangerous man— 2nd, age about 40, height 5 ft. 4 in., com- plexion sallow, hair ( bald on fore part of head), black side- whiskers and moustache dark, eyes dark ; dress, dark grey overcoat, dark jacket suit of brownish tinge, side- spring boots, and black billycock hat. Goes in the nick- name of " WILLIE." Information to Supt. Parish, Hertford. KENT. 20. — Tunbridge Wells — ( Borough) For obtaining various sums of money by false pre- tences— A MAN, age about 37, height 5 feet 9 in., complexion, beard, whiskers and moustache dark; dressed, in brown coat and high hat. He states that he is the son of the manager of the Sussex Co- operative Drug Company Limited, Brighton, and by mentioning the names of two or three persons whom he states he has cured of rheumatism, induces persons to buy a worthless preparation. LANCASHIRE. 21.— Bacup ( Borough). — For deserting her illegitimate child — GERTRUDE BRANDRETH ( maiden name HARRISON), age about 26, height 5 ft., complexion fresh, hair brown, eyes blue, long features. Is a domestic servant, and may endeavour to obtain a situation through registry office. Prior to 25th ult., she resided with her mother at 48,. Corporation- street, Salford. Is a married woman, living apart from her husband, and her father- in- law resides at 5, John- street, Chancery- lane, Ard- wick, Manchester. Warrant issued. Information to Chief Constable Cumming, Bacup. 22. — Bolton ( County). — For manslaughter ( caused by biting a man at Heaton, 30th August last) — EDWARD JEPSON, alias " LADY- KILLING PUNCH," age about 50, height 5 ft. 3 in., stout build, complexion fresh, hair ( turning grey and bald on crown) light brown, eyes dark, round features; dress, brown velveteen coat and vest, moleskin trousers, and generally a sealskin cap. A navvy, and has recently worked on Bolton Corpora- tion new reservoir, at High Rid, Heaton. Is now supposed to be working on Thirlmere pipe track in South Lancashire. Warrant issued. Information to Supt. Eatough, County Police Office, Bolton, or to the Chief Constable, Borough Police, Bolton. LEICESTERSHIRE. 23.— Leicester ( Borough).— For office- breaking and stealing a quantity of law books ( recovered), 15th inst.— A MAN, age 24 to 26, height 5 ft. 4 to 6 in., complexion fair, moustache light; dress, dark clothes, white shirt, black billy hat; respectable appearance. 24.— Leicester ( Borough).— For stealing, 16tli inst., £ 19 5s., including 2 £ 5 Bank of England notes ( 1 recovered), the number of the other being B | 73 15199— A MAN, age 45 to 50, height 5 ft. 8 in., stout build, moustache ( heavy) brown, supposed pimples on face; dress, dark clothes and overcoat, large size black felt hat. Supposed a Frenchman. 25. —• Leicester ( Borough). — Eor stealing, between 13tli and 16th inst., a gold locket ( recover- ed at Derby); 1 gold necklet, plain links ; 4 silver table spoons, S. E. N, supposed engraved thereon; 1 silver George and Dragon crown piece ( supposed George III reign) ; A MAN, age about 22, height about 5 ft. 3 or 4 in., slender build, complexion dark, talks quickly; dress, black clothes, black felt hat, good appearance. He took lodgings at the house on the 13th inst., stating that he represented Messrs. Hodgson & Stead, weighing machine manufacturers, Egerton Works and Hope Foundry, Windsor- street, Salford, and left suddenly about noon, 16th inst. 26.— Leicester ( Borough). — For obtaining credit by false pretenses and absconding from his bail, 15th ult., ROBERT JONES, a boot manufac- turer, age 41, age 5 ft. 5 in., complexion fresh, hair light brown, eyes blue, pockmarked, respectably dressed. Warrant issued. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 27.— Bourne ( County).— For obtaining food and lodgings, by false pretences, at Dyke, on 10th, 11th, and 12th inst.— A man who gave the name of JACQUES, age about 55, height 5 ft. 6 or 7 in., complexion dark, hair, whiskers, and moustache dark brown, turning grey, rather prominent teeth, which he shows when talking; dress, dark brown check coat, dark grey striped trousers and vest, lace boots, white collar, dark tie, and black hard felt liat, wore an old brass albert, and carried a thick cane FRIDAY, NOVEMBER 21, 1890. THE POLICE GAZETTE. 5 with smooth knob. This man represents himself as a land surveyor, and takes lodgings for himself, stating his men will arrive in a few days. After staying a few days, he decamps without paying for his food and lodgings. Warrant issued. Information to Supt. Brown, Bourne. MIDLOTHIAN. 28.— Edinburgh ( County). — For obtaining considerable quantities of oats, hay, straw, & c., by fraud, during the last few months— JOHN DALBY, a horse- dealer, age about 25, height 5 ft. 8 or 9 in., slender build, complexion fresh, hair and moustache dark, prominent nose, thin face, English accent; dress, generally short dark green overcoat, stripe tweed trousers, black hard felt hat, light boots— JOHN SMITH, age about 35, height 5 ft. 6 in., stout build, complexion sallow, hair and moustache dark, oval face, English accent; dress, generally grey tweed jacket and vest, dark tweed trousers, tweed cap. Their modus operandi is to call upon grain merchants, farmers, & c., and represent that they are horse- dealers, contractors, or coal merchants, and purchase a quantity of oats, hay, or straw, which they promise to pay for on being delivered, giving the address of some unscrupulous horse- dealer; on the goods arriving, a plausible story is told, which induces the carter to unload, and an intimation is given that a cheque for the amount will be forwarded. Dalby is believed to have committed similar frauds in England. He has a wife and child residing at 22, Gilford Park, Edinburgh, where these men lived for about 6 months previous to the 2nd or 3rd inst., when they suddenly disappeared. May be found together committing similar frauds. Not to be apprehended out of the United Kingdom. Information to Col. Borthwick, Chief Constable, County Buildings, Edinburgh. NORTHUMBERLAND. 29.— Alnwick ( County).— For setting fire to a dwelling- house, 9th inst., at Howick, and stealing therefrom £ 22 2s. 9d., including a £ 5 note ; and a long brown travelling coat, small check, large check dark lining, two pockets inside and two outside, ticket pocket, very heavy, in good condition; WILLIAM PERCY DARLING, alias HENRY WEBB, age 32, height 5 ft. in., without boots; complexion sallowr, hair dark brown, strong dark moustache, heavy eyebrows, large mouth, long nose ; was seen in Newcastle- on- Tyne 10th inst., and was then wearing a new light grey check suit, black hard felt hat with black cloth band round, and the stolen coat; was formerly a butler, but has been little out of prison during the past four years; has been twice convicted of felony in Durham, and has recently undergone 18 months imprisonment in Northumberland for sacrilege. Native of Howick. May be found in private lodgings. Photo may be seen on application. Warrant issued. Information to Capt. Terry, Chief Constable, Morpeth, or to Supt. Rutherford, Alnwick. 30.— Newcastle- on- Tyne ( City).— For fail- ing to report— License Holder JOHN MORRISON, Office No. 40047, age 42, height 5 ft. 2 in., com- plexion fresh, hair dark brown ( bald), eyes light hazel, scar left side forehead, 2 large pockmarks centre of belly, 4 right of small of back, 1 under left knee, and 1 outside small o£ left leg. Sentenced at Northallerton, 14th October, 1884, to 7 years penal servitude for larceny ( person). AK 1390. Information to the Chief Constable, Newcastle- on- Tyne. OXFORDSHIRE. 31— Oxford ( City).— For obtaining, 18th inst., by false pretences— A silver open- face watch, gold filigree hands, flowers entwined round water barrels engraved on back, " Cylinder, 8 rubies " inside case, supposed German or Swiss make; and a lady's double silver chain, with tassel, fastens with bow or spring, instead of bar— VICTOR PALMER, age about" 20, height 5 ft. 9 or 10 in., slender build, complexion pale, long features, hair light brown; dress, dark brown overcoat, with velvet collar, new black diagonal coat and vest, pepper- and- salt narrow stripe trousers, brown hard felt hat, brown and red stripe muffler. May give the name of Colcutt. Had in his possession several pawn tickets, for clothes pawned at Manchester. Warrant issued. Information to Chief Constable Head, City Police, Oxford. STAFFORDSHIRE. 32.— Han ley ( Borough).— For failing to report— Licence Holder JOHN THOMAS ALLD RIDGE. alias ALDRIDGE, Office No. 40247, age 41, height 5 ft. 4 A in., complexion fair, hair brown, eyes brown, scar outside right leg, left big toe- nail deformed. A shoemaker; native of Newhall. Sentenced at Leicester, 18th October, 1886, to 5 years penal servitude for larceny. Licensed 30th September last. Information to the Chief Constable, Hanley. SUFFOLK. 33.— Ipswich ( Borough).— For highway robbery and stealing a lady's gold watch, carried on wrist, No. 30782 stamped on cover of case and dome, engraved with flowers on cover of case, with shield in centre, fancy engraved gilt dial, with black figures, 305 M. B. G. scratched inside outer cover of case— A MAN, age 20, height 5 ft. 6 in., complexion pale, hair ( cut short) very light yellow, no whiskers or moustache, eyes grey, appeared very thin and dirty, weight about 8 stone; dress, shabby all - round jacket, made of blue stuff, similar to material worn by butchcrs, old brown trousers, black cap, with broken peak, red neckerchief, with white spots. The above description is given by the young ladies, one of whom he robbed, who only saw him for a few minutes, but it is believed to be sub- stantially correct. Information to Lieut.- Col. Russell, Chief Constable, Ipswich. YORKSHIRE ( WEST RIDING). 34.— Sheffield ( Borough).— For conspiracy— Expiree CHARLES JAMES MEAD, alias CHARLES. MEAD, Office No. 37434, age 29, height 6 ft. 1 in., complexion fair, hair brown, eyes grey, small scar between eyes, S.
