All announcements for insertion in the POLICE GAZETTE, and all communications upon them should he addressed to THE EDITOB OP THB POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. . - , 2. Particulars concerning persons whose apprehension is sought will he inserted in one issue oftne ' POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. g Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsiblej./ the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. B. Every announcement, if for the apprehension of a person, must be guaranteed by thesignature of an officer of not less rank than Superintendent; and, if the name of such person be required to te inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property hear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond If Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted at advertisements. E. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic . Majesty and his Majesty the King of the Belgians shall, on requisi tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their • ovm subjects whether by birth or naturalisation." The result of the modification in the Treaty is lhat either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— D Division.— For obtaining goods by worthless cheques on the London Trading Bank, Coleman Street, City— J. BARNARD, a tea merchant, age about 45, height about 5 ft. 9 or 10 in., complexion sallow, hair and moustache ( turning grey) dark brown, eyes hazel, squints, and wears eyeglasses, walks erect, military appearance ; dress, grey or brown tweed suit, black felt hat, respectable appearance. Supposed visits Ramsgate or Margate. Native of London. Warrant issued. 2. — J Division.— For stealing, 8th inst., 2 photographic lenses, 1 half- plate " Serebour and Sccretan " stamped thereon, about 8 in. long by 4 in. wide, 1 whole plate with coned end, pneumatic shutter attached — WILKINSON, age 30, height 5 ft. 7 or 8 in., complexion florid, hair and moustache red; dress, dark cutaway coat, light tight- fitting tweed trousers ( worn at bottoms), black hard hat. Native of Huddersfield. 3/— N Division.— For obtaining a quantity of furniture, & c., on the hire system, and absconding with same — ALFRED STERNBERG, alias DEACON, age 26, height 5 ft. 9 in., slight build, complexion dark, hair dark brown, eyes brown, round shouldered; dress, light dust coat, dark trousers, round felt hat. Warrant issued. 4.— W Division.— For obtaining money by a fictitious cheque on the London Trading Bank, 12, Coleman- strret, City— LOUIS E. SALBERG, a commercial traveller, age 32, height 5 ft. 7 in., complexion dark; dress, dark tweed suit and high black hat. Formerly in business at Fenchurch- street, City. A German. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. CITY OF LONDON. 5.— For larceny ( servant)— WALTER NEWMAN, age about 23, height 5 ft. 5 or 6 in., complexion sallow, hair and moustache dark ; dress, dark coat and vest, light trousers, and black hard felt hat. A coachman; native of Redhill, Surrey. Warrant issued. £ 100 REWARD. 6.— For embezzlement— JAMES CORLEY, a" C about 50, height 5 ft. 4 in., complexion fair, small whiskers and moustache light, bald head, with pimple on right side, rather bow- legged, very slight build, walks sharp and takes short steps, always appears to be looking straight before him ; dress, grey frock coat and trousers, square- toe boots, high silk hat with wide brim. Lately employed at No. 2, Cannon- street, E. C., and of Bellvue, near High Stone, Leytonstone. The above reward will bo paid by Mr. A. Stedall, No. 2, Cannon- street, to any person giving such information as shall lead to the apprehension. o£ Corley. Warrant issued. 7.— For conspiracy and receiving — WILLIAM WADSWORTH MILLER, age 45 to 50, height about 5 ft. 6 in., slight build, complexion sallow, hair, full beard, whiskers and moustache ( turning grey) dark, haggard appearance ; dress, dark grey morning coat, vest, and trousers, round brown felt hat— WILLIARD YATES MILLER, age 21, height 5 ft. 10 in., slight build, complexion sallow, no whiskers or moustache ; dress, black morning coat and vest, light trousers, round felt hat. They traded as J. H. Field & Co., 11, Queen Victoria- street, E. C. Absconded 27th ult. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BELFAST. 8.— Belfast ( City). — For obtaining £ 150 by fraud— FERNAND DEMANGE ( supposed false), age 40, height 5 ft. 8 in., slight build, complexion rather fair, eyes ( piercing) dark, aquiline nose, very bald, shaved, except moustache, sharp, shrewd features, gentlemanly, foreign appearance, speaks English well with foreign accent. Represents him- self as son of J. B. Demange, ship- broker of Nantes and La Rochello. Warrant issued. Information to District Inspector, Detective De- partment, Belfast. BERKSHIRE. 9 — Reading ( County). — For stealing, 6th inst., a lion safety bicycle, No. 3, weldless steel tube frame and handle bar, hollow steel forks, 30- in. wheels, f- in. tyres, ball bearings to all parts except pedals, " No. 146" on side of neck — A MAN, age 21, height 5 ft. 7 in., complexion dark, hair ( curly) black, moustache ( slight) dark; dress, black- fine rib coat and vest, grey trousers, hard black felt hat, He hired the bicycle for half- a- day, and did not return. Information to Head Constable Tewsley, Reading. 10 — Reading ( County).— For stealing a cheque for £ 2, on the London and County Bank ( Newbury Branch), drawn by Chas. Lucas, in favour of Charles Wheeler, and endorsed by latter 29th ult., 1 sovereign, 2 half- sovereigns, and a light broad corduroy waist 2 FRIDAY, OCTOBER 24, 1890. coat— GEORGE BARKER, alias MILLER, age 38, height 5 ft. 8^ in, complexion ruddy, hair and rather long moustache and eyes brown ; dress, pepper and salt coat, light broad corduroy waistcoat, and light corduroy trousers ( small pattern), red and black scarf, engine- driver's peak cap, new water- tight boots tipped and nailed. An army pensioner. Supposed native of Bradford- on- Avon. Warrant issued. Information to Supt. Pocock, Reading. BRECONSHIRE. 11.— Crickhowell ( Count;/).— For stealing 1 pair black cloth trousers ( half- worn); 1 pair stockings; and a walking- stick ( two latter recovered) — ELIZABETH POWELL, age about 50, rather short, complexion fair ( pimples on face), hair wavy, turning grey, speaks English and Welsh fluently, sings in public- houses at nights, and leads an immoral life; dress, grey ulster with black buttons, black hat, red ribbon in front. States she had been an actress when young. Supposed native of Ruthin, North Wales. 12.— CrickhoweII( CWiA/).— Forstealing3cows from a field near Hay, on 10th inst., which he sold same day at Hay fair— A MAN, who gave the name of " WILLIAMS," age about 50, height 5 ft. 5 or 6 in., complexion fair, face freckled, hair ( bald on crown) light brown, whiskers ( cut close and slightlj tinged with grey) light brown, appearance of a respectable farmer; dress, black worsted suit, turn- down collar, black tie, white cuffs, and black hard felt hat; wore a ring with plain stone on little finger, and a gold- coloured watch chain with pistol append- age, a double eye- glass, which he uses when reading, was suspended on breast. Is in the habit of attend- ing fairs and markets, and will no doubt commit similar offences. After selling the cattle he pro- ceeded to Hereford, and is supposed to have booked from there to Worcester. Supposed same as de- scribed in Case No. 36, 17th inst. Information to Supt. Winterson, Crickhowell. CAMBRIDGESHIRE. 13.— Cambridge ( Borough). — For stealing 10th inst., a universal rover safety bicycle, No. 9144, maker " J. K. Starley & Co., Coventry," 30- inch front wheel; 28- inch back wheel, enamelled plain black, balls to all parts except pedals, handle bar, cranks and seat stem plated, had a new pair of jjlain Starley pedals on, also a new tool bag containing oil can, 1 large spanner and 2 smajl ones wrapped in brown paper, lamp on head known as the " Leader " lamp, glass in front cracked and the name " Liddiard" scratched at bottom— A MAN, who gave the name of H. Honey, age about 20, height 5 ft. 7 or 8 in., dark, slight moustache and whiskers, broken tooth in front; dress, black coat and vest, slate colour trousers, red socks with large hole in leg part of one ( pulled socks over bottom of trousers when riding) and round hard felt hat. Information to Chief Constable Innes, Cambridge. CLACKMANNANSHIRE. 14.— Alloa ( Burgh). — Woodcut- portrait and description of JAMES MILLER, a clerk, whose apprehension is sought for stealing £ 43— Age 33, height 5 ft. or 10 in., hair dark brown, moustache and side whiskers brown, long neck, large forehead, prominent nose, large projecting eyes, long, thin face, thick lips, which he keeps apart, mark of old cut on under lip, walks erect with quick short steps, is addicted to drink ; dress, black corded coat and vest, dark grey striped trousers, lace boots, black hard felt hat. A native of Alloa. May endeavour to go abroad, or seek employment at colliery offices, & c. Absconded 12th inst. Not to be apprehended beyond the United Kingdom. Warrant issued. Information to Supt. Nicol, Burgh Chambers, Alloa. CHESHIRE. 15.— Birkenhead ( County). — For stealing a bullock and heifer, at Cartlett Park, Eastham, 7th inst.— A man who gave the name of JOHN WILSON, age 25 to 30, height about 5 ft. 8 or 9 in., complexion fair, hair light brown, moustache light; dress, mixture coat, with pockets on hips, vest to match, light colour trousers ( tight- fitting), and gaiters. Appearance of a farmer's son or cattle dealer. He sold the cattle at Smithfield Cattle Market, Chester, entering them in name of John Wilson, of East Croft Farm, Bromborough ( false), and receiving in payment a cheque for £ 38 14s. 6( 2., which he endorsed " John Wilson," and cashed at the National and Provincial Bank, Chester. Warrant issued, Information to Chief Supt. Hindley, County Hall, Birkenhead. CUMBERLAND. 16.— Penrith ( County).— For embezzling £ 500 — STANLEY MARTIN, a bank cashier, age about 40, height 5 ft. 5 or 6 in., complexion sallow, hair, beard, and moustache black, prominent eyes, small scar on one cheek, placid expression. A native of Cumberland. Warrant issued. Information to Supt. Fowler, Penrith. DERBYSHIRE. 17.— Chesterfield ( Borough).— For stealing, 13th inst., a barrel organ in mahogany box, 2 ft. 6 in. long, 15 in. wide, and 15 in. deep, handle at side, lid fastened with 2 leather hinges, yellow line about 2 in. from edge round box, plays 8 tunes, out of tune, carried by strap round neck.— JOE WELSH, age 15, height 5 ft., complexion fresh, hair light, small features; dress, light brown jacket, blue cloth tiousers, no vest, black cap with peak, lace boots. He stays at Common lodging houses, and is supposed to be earning his living by playing ihe organ. Warrant issued. Information to Head Constable Emery, Chester- field. ESSEX. 18.— Chelmsford ( County).— Woodcut portrait ( taken in 1885) and description of JAMES GARROD or GARRARD, alias WOODS and SMITH, whose apprehension is sought for stealing 7s. and a purse from the person, 13th February last, and who escaped from custody on the following day. age about 24, height, about 5 ft. 4 or 5 in., complexion fresh, hair ( inclined to sandy) dark, moustache saudy, eyes blue, tattooed on arms, supposed to have cut his feet and legs by jumping a fence at the time he escaped, is a very swift, runner. A brick- layer's labourer, native of Ipswich, may apply to builders and contractors for employment, and be in the company of a woman named Page, of Ipswich age about 26, height 5 ft., coarse features, big mouth, short upper lip, shows her teeth, hair ( cut short all round and combed down flat over forehead to eyebrows) sandy, tattooed on arms with several letters, H. O., P. O., & c. Warrant issued. Information to Deputy Chief Constable, Somerset Chelmsford. 19.— Witham ( County). — For fraud, on 7th inst.— Two men who gave the names of: lgt, J. SMITH, age about 25, height 5 ft. 5 or 6 in.,' complexion supposed sallow, hair and small mous- tache dark, round face; dress, dark shabby clothes, light boots, and round hard felt hat. 2nd, J. CROSSLAND, age about 30, height 5 ft. 8 or 9 in., complexion fresh, hair and small moustache dark, good regular teeth ; dress, grey suit, light boots, and black hard felt hat. These' men travel together hawking cloth, stating they are agents for a clothier in an adjoining town, whose name they give, and that he is in difficulties. They obtain money on loan, promising to pay a large per centage, leaving some cloth as security, which they promise to call for in a day or two, and pay back the loan and interest. Warrant issued. Information to Supt. Allen, Witham. 20.— Colchester ( Borough).— For forging and uttering a cheque for £ 37 10s.— H. H. TOUT, an architect's clerk, age 29, height 5 ft. 2 ins., stout build, complexion sallow, hair and eyes dark, thin nose, generally walks last and leans forward a little each step, carries one hand in his pocket; dress, blue serge suit, brown boots, and brown felt hat. Warrant issued. Information to Chief Constable Coomb3, Col- chester. FLINTSHIRE.. 21.— Holywell ( County):— For deserting his wife and family, leaving them chargeable to the Holywell Union— JOHN JONES, alias WREXHAM JACK, ELIAS BAILEY, and WTLLIAM JONES, age about 55, height about 5 ft. 5 in., complexion fresh, hair light, eyes ( large) grey, large cut mark under chin, slightly pockmarked. A native of Wrexham. He cohabits with a short woman who has one or two young children, and travels the counties of Cardigan, Brecon, Glamorgan, and Hereford, with a donkey and cart, gathering rags and bones, and chair mending. Warrant issued. Information to Supt. Hughes, Holywell. HAMPSHIRE. 22. — Aldershot ( County). — For failing to report— Supervisee JOHN MAILE, alias JOHN NAILE, JOHN ASHBY, WILLIAM JACKSON, and WILLIAM and JOHN SMITH, Office No. 40354, age 29, height 5 ft. 1 in., complexion fair, hair brown, eyes hazel, scars right and back of head, on forehead, above and below right knee, and on left groin, cross back of right and 2 crosses and 2 dots back of left hand, " C. R. A. R. E.," anchor, and 2 dots left forearm, bracelet left wrist, circle with dot in centre below left thumb, ring 2nd left finger, Sentenced at Bedford, 16th October, 1883, to 7 years penal servitude and 7 years police supervision for larceny. J 830. Information to Supt. Brinson, Aldershot. 23.— Basingstoke ( County). — For stealing » silver watch. No. 2076— WILLIAM GOWER, age 21 or 22, height 5 ft. 7 or 8 in., complexion fair, hair ( bristly) light brown, eyes supposed grey, ab- scess marks both sides of neck; dress, black frock coat, old black vest, dark striped trousers, and black hard felt hat. A native of Battersea, London. Warrant issued. Information to Supt. Kinshott, Basingstoke. HERTFORDSHIRE. 24.— Bishop's Stortford ( County).— For un- lawfully and maliciously wounding with a knife, at Bishop's Stortford, 5th inst.— four Italian organ grinders — 1st, age about 40, height 5 ft. 9 in., complexion dark, hair long and curly, and moustache black, eyes dark; dress, dark coat and trousers, black hard felt hat, rather respectable appearance; is well known on " J " Division, Metropolitan Pobco as " Long Curly"; 2nd, age. about 30, height FRIDAY, NOVEMBER 24, 1890. THE POLICE GAZETTE. 5 5 ft. 4 in., complexion dark, hair and moustache dark brown, , eyes dark ; dress dark ctieck coat and cord trousers, low brown felt hat, shabby appearance ; 3rd, age about 30, height 5 ft. 8 in., complexion fair, hair and moustache light, eyes blue; dress, light coat and trousers, light cloth peak cap, rather respectable appearance; 4- th, age about 45, height 5 ft. 5 in., complexion very dark, hair and moustache black, eyes dark ; dress, dark coat and trousers, black hard felt hat, rather respectable appearance. Warrant issued. Information to Supt. Penn, Bishop's Stortford. 25— Watford ( County). — For stealing £ 78 from a dwelling- house at Rickmansworth, 9th inst. .— ARTHUR E. HASSALL, age about 21, height 5 ft. 8 ins., complexion, hair, and eyes ( full) dark, left foot deformed, and wound on left instep ; dress, light dust covert coat ( no undercoat), black vest, grey trousers, with black stripes, collar, and blue washable tie with horseshoes, black hard felt hat, clothing stylish but much worn. He stated that his father was station master somewhere near Small Heath, near Birmingham. Warrant issued. Information to Supt. Hummerstone, Watford. KENT. £ 1 REWARD. 26.— Canterbury ( City). — For deserting his wife and family— ALEXANDER MACKELLAR, age 30, height 6 ft., well built, complexion fresh, hair brown, moustache dark, eyes grey, smart ap- pearance. Has been in the 6th Dragoon Guards and the Birmingham Police Force. Was employed up to 6 weeks ago as attendant at Ticehurst Asylum, Sussex. His father resides in Ryland- etreet, Birmingham. Is supposed to bo with Mrs. Levi, lately an attendant in the same asylum. Photograph will be sent on application. The above reward will be paid by the Canterbury Board of Guardians for the apprehension of MacKellar. Warrant issued. Information to Chief Constable Peacock, Canter- bury. 27.— Tu n b ri dge Wells ( Borough) — For felony — ST. JOHN ELDRED, an assistant schoolmaster, age about 23, height 5 ft. 6 or 7 in., complexion, hair, and eyes dark, slight moustache, curled at ends, rather thin face, walks with springy step; dress, light drab suit, black hard felt hat, brown leather boots. Stated ho was a B. A. of Oxford ( false). Has been at Highbury College. His father lives at Ripple, Tewkesbury, and he has an uncle at Ellerslie, The Grove, Sydenham. Warrant issued. Information to Head Constable Embery, Tun- bridge Wells, LANCASHIRE. 28.— Leigh ( County).— For committing a rape on a girl 11 years old, and stealing threepence from her, 16th inst.— A MAN, height about 5 ft. 8 or 9 in., black moustache; dress, dark rough jacket, dirty white cord or moleskin trousers, strong lace boots, dark cap with peak, appearance of a navvy. Information to Inspector Hodgson, Leigh. 29.— Old Trafford ( County). — For stealing, 11th inst., at Pendlebury, a lady's silver watch, No. 82069, steel hands, flowered cases, a gold- plated guard attached— A man, who took lodgings in the house and gave the name of JOHN CORDMAN, age about 30, height 5 ft. 6 or 7 in., complexion dark, black moustache ; dress, old dark jacket and vest, white moleskin trousers ( worn), brown pot hat, heavy nailed boots. The appearance of a tramping bricklayer. He stated he had got work at a builder's ( false). 30.— Old Trafford ( County). — Fcr stealing, 14th inst., a gentleman's English lever watch, No. 1667, engine- turned cases, steel hands and seconds hand, " T. M." inside back case, short brass chain, long link pattern, attached ; 1 lady's silver geneva watch, No. 5313, engine- turned cases, steel hands, had attached a long silver chain, double- linked— JOSEPH WILLIAMS, alias GOULD, age about 25, height 5 ft. 7 or 8 in., complexion and hair dark, slight moustache, " J." tattooed on one wrist, and flower on one arm; dress, brown tweed plaid jacket, plaid trousers, black worsted vest, yellow plaid union shirt, dark silk neckerchief, black cloth cap, old spring- side boots. Has worked in coal mines in Wigan and Atherton, where he has friends. Had in his possession a discharge from the Royal Horse Artillery as a gunner. 31.— Old Trafford ( County).— For stealing, 14th inst., 15s. in silver and copper— A MAN, age about 30, height 5 ft. .8 in., slender build, complexion pale, slight light moustache, and small sandy whiskers on side of face; dress, dark grey tweed suit, and brown pot hat. He called on the keeper of St. Ann's Roman Catholic Church, Stretford, stating he had been sent to tune the organ. He was allowedan the church and left alone about 15 minutes, on coming out he stated he expected another man, and would go and meet him at the railway station ; on examination of the collecting boxes, they were found to have been broken open, and the money taken away. 32.— Old Trafford ( County). — For stealing £ 32 Is., 6th inst— JAMES BLACK, age 19, height 5 ft. 5 in., complexion fresh, hair dark brown; dress, black ribbed cloth suit, black billycock hat.
