YII., No. 710. 1. ^ ZZ announcements for insertion in the POLICE GAZETTE, and all communications upon them should he addressed to THB EDITOB OP TIIB POLICB GAZETTE, GBEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible f^ r the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. 6d. per photograph of sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen p roperty to be inserted in the POLICB GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICB GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted at advertisements. E. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver np its own subjects to the other Government, but cannot be considered bound to do so. APPREHENSIONS SOUGHT. Native of London. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. CITY OF LONDON. 2.— For conspiracy and receiving — WILLIAM WADSWORTH MILLER, age 45 to 50, height about 5 ft. 6 in., slight build, complexion sallow, hair, full beard, whiskers and moustache ( turning grey) dark, haggard appearance ; dress, dark grey morning coat, vest, and trousers, round brown felt hat— WILLIARD YATES MILLER, age 21, height 5 ft. 10 in., slight build, complexion sallow, no whiskers or moustache; dress, black morning coat and vest, light trousers, round felt hat. They traded as J. H. Field & Co., 11, Queen Victoria- street, E. C. Absconded 27th ult. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 3.— Reading ( County).— For stealing a cheque for £ 2, on the London and County Bank ( Newbury Branch), drawn by Chas. Lucas, in favour of Charles Wheeler, and endorsed by latter 29th ult., 1 sovereign, 2 half- sovereigns, and a light broad corduroy waist- coat— GEOGRE BARKER, alias MILLER, age 38, height 5 ft. 8J in, complexion ruddy, hair and rather long moustache and eyes brown ; dress, pepper and salt coat, light broad corduroy waistcoat, and light corduroy trousers ( small pattern), red and black scarf, engine driver's peak cap, new water- tight boots tipped and nailed. An army pensioner. Supposed native of Bradford- on- Avon. Warrant issued. Information to Supt. Pocock, Reading. CAMBRIDGESHIRE. 4. — Cambridge ( Borough).— For stealing 10th inst., a universal rover safety bicycle, No. 9144, maker " J. K. Starley & Co., Coventry," 30- inch front wheel; 28- inch back wheel, enamelled plain black, balls to all parts except pedals, handle bar, cranks and seat stem plated, had a new pair of plain Starley pedals on, also a new tool bag containing oil can, 1 large spanner and 2 small ones wrapped in brown paper, lamp on head known as the " Leader " lamp, glass in front cracked and the name " Liddiard" scratched at bottom— A MAN, who gave the name of H. Honey, age about 20, height 5 ft. 7 or 8 in., dark, slight moustache and whiskers, broken tooth in front: dress, black coat and vest, slate colour trousers, red socks with large hole in leg part of one ( pulled socks over bottom of trousers when riding) and round hard felt hat. Information to Chief Constable Innes, Cambridge. CHESHIRE. 5. — Birkenhead ( County). — For stealing a bullock and heifer, at Cartlett Park, Eastham, 7th inst.— A man who gave the name of JOHN WILSON, age 25 to 30, height about 5 ft. 8 or 9 in., complexion fair, hair light brown, moustache light; dress, mixture coat, with pockets on hips, vest to match, light colour trousers ( tight- fitting), and gaiters. Appearance of a farmer's son or cattle dealer. He sold the cattle at Smithfield Cattle Market, Chester, entering them in name of John Wilson, of East Croft Farm, Bromborough ( false), and receiving in payment a cheque for £ 38 14s. 6d., which he endorsed " John Wilson," and cashed at the National and Provincial Bank, Chester. Warrant issued. Information to Chief Supt. Hindley, County Hall, Birkenhead. 6.— Nantwich ( County).— For failing to repoit — Supervisee GEORGE HY. TURNER, alias WM. S1LLITOE, Office No. 40212, age 37, height 6 ft. in., complexion fair, hair brown, eyes blue, end of 2nd left finger has been crashed, small lump end of nose, moles top of right shoulder, left side, and inside rijrht elbow. Sentenced at Manchester, 24th June, 1889, to 15 months' hard labour and 3 years' police supervision for larceny ( tools)— 2450. Information to Supt. Leah, Nantwich. CUMBERLAND. 7.— Penrith ( County).— For embezzling £ 500 — STANLEY MARTIN, a bank cashier, age about 40, height 5 ft. 5 or 6 in., complexion sallow, hair, beard, and moustache black, prominent eyes, small scar on one cheek, placid expression. A native of Cumberland. Warrant issued. Information to Supt. Fowler, Penrith. CLACKMANNANSHIRE. 8. — Alloa ( Burgh). — Woodcut- portrait and description of JAMES MILLER, a clerk, whose apprehension is sought for stealing £ 43— Age 33, height 5 ft. or 10 in., hair da" k brown, moustache 2 T H E POLICE GAZETTE. A native of Alloa. May endeavour to go abroad, or seek employment at colliery offices, & c. Absconded 12th inst. Not to be apprehended beyond the United Kingdom. Warrant issued. Information to Supt. Nicol, Burgh Chambers, Alloa. mouth, short upper lip, shows her teeth, hair ( cut short all round and combed down flat over forehead DERBYSHIRE. 0.— Chesterfield ( Borough). — For stealing, 13th inst., a barrel organ in mahogany box, 2 ft. 6 in. long, 15 in. wide, and 15 in. deep, handle at side, lid fastened with 2 leather hinges, yellow line about 2 in. from edge round box, plays 8 tunes, out of tune, carried by strap round neck.— JOE WELSH, age 15, height 5 ft., complexion fresh, hair light, small features; dress, light brown jacket, blue cloth tiousers, no vest, black cap with peak, lace boots. He stays at common lodging houses, and is supposed to be earning his living by playing the organ. Warrant issued. Information to Head Constable Emery, Chester- field. DEVONSHIRE. 10.— Barnstaple ( Borough).— For perjury, 21st August last — CHARLES ARTHUR SYMONS, age 20, height 5 ft. 6 in.; complexion fair, hair brown, eyes blue, thin face, excitable in his manner. May seek employment as a cab- driver. Native of Barnstaple. Warrant issued. Information to Head Constable Songliurst, Barn- staple. DORSETSHIRE. 11.— Beaminster ( County).— For stealing 1 riding saddle; 1 blue saddle girth; 1 pair stirrup leathers; 1 pair plated stirrup irons; 1 old bridle, single rein ( chinstay missing)— JOHN MALLETT, age 20, height 5 ft. 6 or 7 in., complexion sallow, hair brown, slouching walk; dress, light striped cloth suit; a labourer; native of Chilson Common, Chard. Information to Supt. Freeman, Beaminster. ESSEX. 12.— C helm SfO rd ( County) .— Woodcut portrait ( taken in 1885) and description of JAMES GARROD or GARRARD, alias WOODS ar. d SMITH, whose apprehension is sought for stealing 7s. and a purse from the person, 13th February last, and who escaped from custody on the following day. age about 24, height, about. 5 ft. 4 or 5 in., complexion fresh, hair ( inclined to sandy) dark, moustache saudy, eyes blue, tattooed on arms, supposed to have cut his feet and legs by jumping a fence at the time he escaped, is a very swift runner. A brick- layer's labourer, native of Ipswich, may apply to builders and contractors for employment, and be in the company of a woman named Page, of Ipswich, age about 26, height 5 ft., coarse features, big to eyebrows) sandy, tattooed on arms with several letters, H. O., P. O., & c. Warrant issued. Information to Deputy Chief Constable, Somerset, Chelmsford. 13— Latchingdon ( County). — For leaving his wife and child chargeable to the Maldon Union— CHARLES TILBROOK, age 28, height 5 ft. 6 in., complexion dark, hair dark brown, eyes dark ; dress, twill jacket, old cord trousers, soft felt hat. Native of Bradwell- on- Sea, Essex. Warrant issued. Information to Supt. Megran, Latchingdon. 14.— Witham ( County). — For fraud, on 7th inst.— Two men who gave the names of: 1st, J. SMITH, ago about 25, height 5 ft. 5 or 0 in., complexion supposed sallow, hair and small mous- tache dark, round face; dress, dark shabby clothes, light boots, and round hard felt hat. 2nd, J. CROSSLAND, age about 30, height 5 ft. 8 or 9 in., complexion fresh, hair and small moustache dark, good regular teeth ; dress, grey suit, light boots, and black hard felt hat. These men travel together hawking cloth, stating they are agents for a clothier in an adjoining town, whose name they give, and that he is in difficulties. They obtaiu money on loan, promising to pay a large per centage, leaving some cloth as security, which they promise to call for in a day or two, and pay back the loan and interest. Warrant issued. Information to Supt. Allen, Witham. 15.— Colchester ( Borough).— For forging and uttering a cheque for £ 37 10s.— H. H. TOUT, an architect's clerk, age 21), height 5 ft. 2 ins., stout build, complexion sallow, hair and eyes dark, thin nose, generally walks last and leans forward a little each step, carries one hand in his pocket; dress, blue serge suit, brown boots, and brown felt hat. Warrant issued. Information to Chief Constable Coombs, Col- chester. FLINTSHIRE.. 16.— Holywell ( Coimfy) .— For deserting his wife and. family, leaving them chargeable to the Holywell Union— JOHN JONES, alias WREXHAM JACK, ELIAS BAILEY, and WILLIAM JONES, age about 55, height about 5 ft. 5 in., complexion fresh, hair light, eyes ( large) grey, large cut mark under chin, slightly pockmarked. A native of Wrexham. He cohabits with a short woman who has one or two young children, and travels the counties of Cardigan, Brecon, Glamorgan, and Hereford, with a donkey and cart, gathering rags and bones, and chair- mending. Warrant issued. Information to Snpt. Hughes, Holywell. HAMPSHIRE. 17.— Basingstoke ( County). — For stealing a silver watch. No. 2076— WILLIAM GOWER, age 21 or 22, height 5 ft. 7 or 8 in., complexion fair, hair ( bristly) light brown, eyes s apposed grey, ab- scess marks both sides of neck; dress, black" frock coat, old black vest, dark striped trousers, and black hard felt hat. A native of Battersea, London. Warrant issued. Information to Supt. Kinshott, Basingstoke. HERTFORDSHIRE. 18— Bishop's Stortford ( County).— yor un_ lawfully and maliciously wounding with a knife, at Bishop's Stortford, 5th inst.— four Italian organ grinders — 1st, age about 40, height 5 ft. 9 jn complexion dark, hair long and curly, and moustache black, eyes dark; dress, dark coat and trousers black hard felt hat, rather respectable appearance • is well known on " J " Division, Metropolitan Police' as " Long Curly"; 2nd, age about 30, height 5 ft. 4 in., complexion dark, hair - and moustache dark brown, eyes dark; dress dark check coat and cord trousers, low brown felt hat, shabby appearance- 3rd, ago about 30, height 5 ft. 8 in., complexion fair hair and moustache light, eyes blue ; dress, light coat and trousers, light cloth peak cap, rather respectable appearance; 4- th, age about 45, height 5 ft. 5 in., complexion very dark, hair and moustache black, eyes dark ; dress, dark coat and trousers, black hard felt hat, rather respectable appearance. Warrant issued. Information to Supt. Penn, Bishop's Stortford. 19.— Hertford ( County).— For stealing a gold keeper ring ; a silver geneva watch, with German silver chain attached; 17s. 6d. cash; and an American black cloth bag; from a dwelling- house at North Mymms, 10th inst. — ELIZABETH WILLS0N, age 20, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, eyes dark, rather flat nose, two scars left forearm, mole bridge of nose; dress, dark brown linsey dress, side- spring boots, and black straw hat, trimmed with black satin ribbon and 2 white flowers in front. A native of North Mymms, Herts. Warrant issued. Information to Supt. Parish, Hertford. 20.— Watford ( County). — For stealing £ 78 from a dwelling- house at Rickmansworth, 9th inst. — ARTHUR E. HASSALL, age about 21, height 5 ft. 8 ins., complexion, hair, and eyes ( full) dark, left foot deformed, and wound on left instep; dress, light dust covert coat ( no undercoat), black vest, grey trousers, with black stripes, collar, and blue washable tie with horseshoes, black hard felt hat, clothing stylish but much worn. He stated that his father was station master somewhere near Small Heath, near Birmingham. Wan- ant issued. Information to Supt. Hummerstone, Watford. KENT. 21—. Margate ( Borough).— For embezzlement, 30th ult.— WILLIAM SCOTT, age 32, height 5 ft. 11 in., complexion very fresh, hair ( inclined to ginger) light brown, slight ginger moustache; dress, grey working suit, dark hard felt hat or peak cap; smart military appearance. Has served 12 years in the Royal Horse Artillery. Lately employed as carter for a mineral water manufacturer. Supposed to be in the neighbourhood of London. Warrant issued. Information to Chief Constable Buck, Margate. LANCASHIRE. 22— Clitheroe ( County). — For stealing, Gth inst.— 1 pair of low shoes, to fit a girl about 15 years of age; 1 black cloth jacket, with pocket on each side ; 1 print and 1 winsey skirt; 1 lady's umbrella; and 7s. 7d. cash— ANNIE COULTON, age 18, height 5 ft., complexion sallow, hair dark brown, eyes grey, long face, cut mark over right eye; may be wearing the stolen jacket and a black hat with crape round and black buckle in front. She belongs to the Salvation Army, and is supposed to be a native of Oldham, but recently has been living with her mother at Burnley. Frequents common lodging- houses. Was convicted on 28th May last, at Black- burn Borough, for stealing a half- sovereign, jacket, boots, and liac. Information to Chief Constable Edwards, Clitheroe. 23.— Old Trafford ( County). — For stealing £ 32 Is., 6th inst.— JAMES BLACK, age 19, height 5 ft. 5 in., complexion fresh, hair dark brown; dress, black ribbed cloth suit, black billycock hat. A greengrocer. Native of Patricroft. Supposed to have gone to Liverpool. Warrant issued. 24.— Old Trafford ( County).— For stealing, 6t. h inst., a pair of navvies strong watertight boots, heel and toe plates, heavily nailed, size 10— A MAN, age 23 or 24, height 5 ft. 7 or 8 in.; dress, brown cord trousers, pot hat, red muffler. LEICESTERSHIRE. 25.— Leicester ( Borough).— For stealing, 30th • ult., a reel dress skirt, light broad and narrow stripes— ALICE FREER, age 19, height 5 ft. 3 in., stout build, complexion fresh, hair ( curly and short at back) dark, full bust; dress, pink print dress, black jersey jacket body, brown jacket, black hat, trimmed with black lace, picce of white in front. May be wearing the stolen dress. Carried a black hook- handle umbrella. Information to Chief Constable Duns, Leicester. 26.— Market Harborough ( County). — For stealing 10 sheep, at Tur Langton, 11th inst. ( sold in Leicester Market) HARRISON, age 35, height 5 ft. 7 or 8 in., complexion fresli, hair and moustache ( turning grey) light brown ; dress, dark tweed jacket and vest, grey trousers, boots ( much worn), black hard billycock hat. Has the appear- ance of a farmer in reduced circumstances. Information to Chief Constable Holmes, Leicester, or to Supt. Bott, Market Harborough. NORTHAMPTONSHIRE. 27.— Peterborough ( City).— For stealing, 2nd inst., from a livery- stable keeper— A dark brown mare pony, aged, about 14 hands, recently clipped, black points ; a set of black harness, brass- mounted; a light square varnished cart, maker's name « Stanger, Spalding," on cap of wheels off side, shaft has been cracked and repaired with iron plate ; a knee rug, one side black, red and blue stripe on the other; a cane whip, red and black— A YOUTH, age about 18, height 5 ft. 4 in., complexion and hair light; dress, light suit, black hard felt hat. He stated he was going to Helpston, and would return about 2 p. m., and that there were two going and four coming back. Information to Head Constable Lawson, Peter- borough. NORTHUMBERLAND. 28.— Newcastle- On- Tyne ( City).— For steal- ing, 4th inst., £ 25— JOHN H. HALL, age 28, height 5 ft. 6 or 7 in., complexion, hair, and eyes dark, respectably dressed in dark clothes, and low hard felt hat. Has been manager at a tea dealer's shop, and is likely to seek similar employment, or ( if he has the means) to leave theeountry. Left 5tli inst., accompanied by his wife, who is a little thin- featured woman, dressed respectably. Native of Hetton, Durham. Warrant issued. Information to the Chief Constable, City Police, Newcastle- on- Tyne. SHROPSHIRE. 29.— Shrewsbury ( County).— For stealing a horse, saddle, and bridle ( recovered)— A MAN, age 25 to 30, height 5 ft. 7 in., complexion fair, thin face, whiskers light sandy, moustache light; dress, light dust coat, light jacket, light tight- fitting trousers, or may be breeches and legging?, white stand- up collar, black hard felt hat, appearance of a groom. Carried a black rug with yellow and light scarlet stripes. Information to Supt. Edwards, Shrewsbury. STAFFORDSHIRE. 30.— Burslem ( County).— For stealing a ring ( recovered)— TOM ADAMS, alias WILLIAM FLORENCE or LEESE, ago 28, height 5 ft. 6 or 7 in., slender build, complexion, hair, and eyes dark, gipsy appearance; dress, dark cord trousers, brown cord sleeve vest, dark cloth overcoat, black hard hat. Travels the country hawking brushes. Native of Wolverhampton. Warrant issued. Information to Chief Supt. Hill, Burslem. 31.— Longton ( Cuuntrj).— For stealing £ 1 9s.— A MAN, age 30 to 35, height 5 ft. 7 or 8 in., com- plexion pale, hair light, clean shaved, eyes grey ; dressed in grey jacket, corduroy trousers, white potter's slop, black hard felt hat. Information to Supt. Evans, Longton. STIRLINGSHIRE. 32.— Stirling ( Burgh).— For stealing £ 2 9s., on 13th inst.— EDITH STEWART, a millworker, age 18, height 5 ft., stout build, complexion and hair ( cut short in front) dark; dress, blue jacket, bodice with yellow stripe, dark grey skirt, white apron, side- spring boots, and black shoulder shawl, bareheaded. She worked in Stirling for 5 weeks previous to Monday, 13th inst., when she paid for a railway ticket to Edinburgh. Has worked in Dundee and other towns, and is said to have been born in America, but came to this country when young. Warrant issued. Information to Supt. Ferguson, Burgh Chambers, Stirling. SUFFOLK. 33.— Ipswich ( County). — For housebreaking, 12th inst., and stealing £ 5 10s., oil in half- sovereigns ROBERT LEWIS, age 30, height 5 ft. 8 in., com- plexion fresh, hair light brown, moustache light; dress, light drabbet jacket, low shoes ( looked like lawn tennis shoes, with ribbed gutta- percha soles), and tweed cap. A native of Bealings, Suffolk. Left Ipswich by the mail train which arrived in London at 4 a. m. 13th inst. He has been in the Royal Horse Artillery, and may be found at Woolwich.
