All announcements for insertion in the POLICH GAZETTE, and all communications upon them should be addressed to THE EDITOB OP THE POLICE GAZETTE, GBEAT SCOTLAND YABD, LOXDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible j\ f the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed part iculars, at a cost of 15*. per portrait, and of 7s. 6d. per photograph of sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by thesignature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usu, al form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond fy Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements. R. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st Ol April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi- tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories - of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their • own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own • subjects to the other Government, but cannot be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — F Division.— For obtaining £ 25 by a worthless cheque— WILLIAM STORE R, age 40, height 5 ft. 10 in,, stout build, complexion fair, hair and whiskers light, red face; dress, light tweed suit, hard felt hat. Was liberated from Liverpool Prison 29th March last, having served 6 months for larceny. Is believed to be somewhere in the pro- vinces. Warrant issued. 2.— V Division.— For violently assaulting a gamekeeper, 15th ult.— WALTER CARTER, a navvy, age 25, height 5 ft. 6 in., complexion dark, hair, whiskers, and moustache black; dress, dark clothes, cloth cap, with peak— ARTHUR BUCK- LET, age 35, height 5 ft. 6 in., complexion, hair, whiskers, and moustache dark; dress, pilot coat, cord trousers and vest— A man known as LITTLE JOE, alias PIGGY, age 30, height 5 ft. 2 in., com- plexion and hair dark, moustache ( slight) brown ; dress, black pilot coat, cord trousers, hard felt hat. Supposed native of Dorking, Surrey— CHARLES FIDLER, a navvy, age 35, height 5 ft. 7 in., com- plexion, hair, and moustache dark ; dress, dark coat, moleskin trousers and vest, black hard felt hat, lace boots. Were seen at Dorking, 28th ult., with a dark brindle- and- white lurcher bitch, near which district they may be found. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. CITY OF LONDON. 3.— For fraud- WILLIAM JARVIS, a wool- broker, trading as G. H. Cousens & Co., 74, Cole- man- street, E. C., late of The Cottage, Henley, age about 58, height 5 ft. 10 or 11 in., complexion swarthy, hair and moustache grey, slightly round- shouldered, military bearing; well dressed. Warrant issued. 4.— For stealing £ 2,600 ( bailee)— J. H. FIELD, late of 11, Queen Victoria Street, E. C. ( a financial agent), age 50 to 55, height 5 ft. 9 or 10 in., stout build, complexion florid, hair and full moustache ( turning grey) dark, full face, generally smoking cigars; dress, dark morning coat, vest and trousers, high black hat. Had in his possession 11 £ 100 Bank of England notes, Nos. 24047 to 24057, dated 2nd April, 1890, and 3 £ 10 Bank of England notes, Nos. 42846, 42847 and 42848, dated 5th April, 1890. Absconded 27th ult. An American. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 5.— Reading ( County).— For stealing a cheque for £ 2, on the London and County Bank ( Newbury Branch), drawn by Chas. Lucas, in favour of Charles Wheeler, and endorsed by latter 29th ult., 1 sovereign, 2 half- sovereigns, and a light broad corduroy waist- coat— GEOGRE BARKER, alias MILLER, age 38, height 5 ft. in , complexion ruddy, hair and rather long moustache and eyes brown ; dress, pepper and salt coat, light broad corduroy waistcoat, and light corduroy trousers ( small pattern), red and black scarf, engine- driver's peak cap, new water tight boots tipped and nailed. An army pensioner. Supposed native of Bradford- on- Avon. Warrant issued. Information to Supt. Pocock, Reading. CUMBERLAND. 6.— Penrith ( County).— For embezzling £ 500 — STANLEY MARTIN, a bank cashier, age about 40, height 5 ft. 5 or 6 in., complexion sallow, hair, beard, and moustache black, prominent eyes, small scar on one cheek, placid expression. A native of Cumberland. Warrant issued. Information to Supt. Fowler, Penrith. DEVONSHIRE. 7.— Barnstaple ( Borough).— For perjury, 21st August last — CHARLES ARTHUR SYMONS, age 20, height 5 ft. 6 in.; complexion fair, hair brown, eyes blue, thin face, excitable in his manner. May seek employment as a cab- driver. Native of Barnstaple. Warrant issued. Information to Head Constable Songhurst, Barn- staple. DORSETSHIRE. 8.— Beaminster ( County).— For stealing 1 riding saddle; 1 blue saddle girth; 1 pair stirrup leathers; 1 pair plated stirrup irons; 1 old bridle, single rein ( chinstay missing)— JOHN MALLETT, age 20, height 5 ft. 6 or 7 in., complexion sallow, hair brown, slouching walk; dress, light striped cloth suit; a labourer; native of Chilson Common, Chard. Information to Supt. Freeman, Beaminster. ESSEX. 9.— Latchingdon ( County). — For leaving his wife and child chargeable to the Maldon Union— CHARLES TILBROOK, age 28, height 5 ft. 6 in., complexion dark, hair dark brown, eyes dark ; dress, twill jacket, old cord trousers, soft felt hat. Native of Bradwell- on- Sea, Essex. Warrant issued. Information to Supt. Megran, Latchingdon. 2 T H E POLICE GAZETTE. FRIDAY, SEPTEMBER 548, 1890. 10.— Colchester ( Borough).— For forging and Tittering a cheque for £ 37 10s.— H. II. TOUT, an architect's clerk, age 29, height 5 ft. 2 ins., stout build, complexion sallow, hair and eyes dark, thin nose, generally walks fast and leans forward a little each step, carries one hand in his pocket; dress, blue serge suit, brown boots, and brown felt hat. Warrant issued. Information to Chief Constable Coombs, Col- chester. FLINTSHIRE.. 11.— Holywell( County) .— For deserting his wife and family, leaving them chargeable to the Holywell Union— JOHN JONES, alias WREXHAM JACK, ELIAS BAILEY, and W TLLIAM JONES, age about 55, height abont 5 ft. 5 in., complexion fresh, hair light, eyes ( large) grey, large cut mark under chin, slightly pockmarked. A native of Wrexham. He cohabits with a short woman who has one or two young children, and travels the counties of Cardigan, Brecon, Glamorgan, and Hereford, with a donkey and cart, gathering rags and bones, and chair- mending. Warrant issued. Information to Supt. Hughes, Holywell. HAMPSHIRE, 12.-— Basingstoke ( County). — For stealing a silver watch. No. 2076— WILLIAM GOWER, age 21 or 22, height 5 ft. 7 or 8 in., complexion fair, hair ( bristly) light brown, eyes supposed grey, ab- scess marks both sides of neck; dress, black frock coat, old black vest, dark striped trousers, and black hard felt hat. A native of Battersea, London. Warrant issued. Information to Supt. Kinshott, Basingstoke. HERTFORDSHIRE. 13.— Bishop's Stortford ( County).— For un- lawfully and maliciously wounding with a knife, at Bishop's Stortford, 5th inst.— four Italian organ grinders — 1st, age about 40, height 5 ft. 9 in., complexion dark, hair long and curly, and moustache black, eyes dark; dress, dark coat and trousers, black hard felt hat, rather respectable appearance; is well known on " J " Division, Metropolitan Police, as " Long Curly"; 2nd, age about 30, height 5 ft. 4 in., complexion dark, hair and moustache dark brown, eyes dark; dress dark check coat and cord trousers, low brown felt hat, shabby appearance; 3rd, age about 30, height 5 ft. 8 in., complexion fair, hair and moustache light, eyes blue ; dress, light coat and trousers, light cloth peak cap, rather respectable appearance; 4th, age about 45, height 5 ft. 5 in., complexion very dark, hair and moustache black, eyes dark ; dress, dark coat and trousers, black hard felt hat, rather respectable appearance. Warrant issued. Information to Supt. Penn, Bishop's Stortford. KENT. 14—- Margate ( Borough).— For embezzlement, 30th ult.— WILLIAM SCOTT, age 32, height 5 ft. 11 in., complexion very fresh, hair ( inclined to ginger) light brown, slight ginger moustache; dress, grey working suit, dark hard felt hat or peak cap; smart military appearance. Has served 12 years in the Royal Horse Artillery. Lately employed as carter for a mineral water manufacturer. Supposed to be in the neighbourhood of London. Warrant issued. Information to Chief Constable Buck, Margate. LEICESTERSHIRE. 15.— Leicester ( Borough).— For stealing, 30th ult., a red dress skirt, light broad and narrow stripes— ALICE FREER, age, 19, height 5 ft. 3 in., stout build, complexion fresh, hair ( curly and short at back) dark, full bust; dress, pink print dress, black jersey jacket body, brown jacket, black hat, trimmed with black lace, piece of white in front. May be wearing the stolen dress. Carried a black hook- handle umbrella. Information to Chief Constable Duns, Leicester. • NORTHAMPTONSHIRE. 16.— Peterborough ( City).— For stealing, 2nd inst., from a livery- stable keeper— A dark brown mare pony, age 1, about 14 hands, recently clipped, black points ; a set of black harness, brass mounted; a light square varnished cart, maker's name " Stanger, Spalding," on cap of wheels off side, shaft has been cracked and repaired with iron plate; a knee rug, one side black, red and blue stripe on the other; a cane whip, red and black— A YOUTH, age about 18, height 5 ft. 4 in., complexion and hair light; dress, light suit, black hard felt hat. He stated he was going to Helpston, and would return about 2 p. m., and that there were two going and four coming back. Information to Head Constable Lawson, Peter- borough. NORTHUMBERLAND. 17.— Newcastle- on- Tyne ( City).— For steal- ing, 4th inst., £ 25— JOHN H. HALL, age 28, height 5 ft. 6 or 7 in., complexion, hair, and eyes dark, respectably dressed in darkclothes, and low hard felt hat. Has been manager at a tea dealer's shop, and is likely to seek similar employment, or ( if he has the means) to leave the'country. Left 5th inst., accompanied by his wife, who is a little thin- featured woman, dressed respectably. Native of Hetton, Durham. Warrant issued. Information to the Chief Constable, City Police, Newcastle- on- Tyne. OXFORDSHIRE. 18. — Woodstock ( County). — GEORGE OLIVER, alias SANDY, Case No. 28, 23rd ult., not to be aprehended. Warrant withdrawn. SHROPSHIRE. 19.— Shrewsbury ( County).— For stealing a horse, saddle, and bridle ( recovered)—- A MAN, age 25 to 30, height 5 ft. 7 in., complexion fair, thin face, whiskers light sandy, moustache light; dress, light dust coat, light jacket, light tight- fitting trousers, or may be breeches and leggings, white stand- up collar, black hard felt hat, appearance of a groom. Carried a black rug with yellow and light scarlet stripes. Information to Supt. Edwards, Shrewsbury. STAFFORDSHIRE. 20.— Burslem ( County).— For stealing a ring ( recovered)— TOM ADAMS, alias WILLIAM FLORENCE or LEESE, age 28, height 5 ft. 6 or 7 in., slender build, complexion, hair, and eyes dark, gipsy appearance; dress, dark cord trousers, brown cord sleeve vest, dark cloth overcoat, black hard hat. Travels the country hawking brushes. Native of Wolverhampton. Warrant issued. Information to Chief Supt. Hill, Burslem. 21.— Longton ( County).— For stealing £ 1 9s.— A MAN, age 30 to 35, height 5 ft. 7 or 8 in., com- plexion pale, hair light, clean shaved, eyes grev ; dressed in grey jacket, corduroy trousers, white potter's slop, black hard felt hat. Information to Supt. Evans, Longton. WESTMORELAND. 22.— Kendal ( Borough).— Woodcut portrait and description of SAMUEL JOHNSTON, alias GEORGE GRAHAM, who escaped from Prison, Kendal, about 6 p. m. 24th ult., H. M. height 5 ft. 6 in., complexion fresh, brown curly hair, s'ight light moustache and whiskers, rather vacant expression, cut mark top of right side of forehead and just above left eyebrow, varicose veins right leg, sore mark on right knee; dress, red- striped cotton shirt, light moleskin trousers marked with broad arrow, which is almost washed out, dark- grey socks with red band, and shoes. A native of Annan, Scotland, and speaks with a Scotch accent Has been convicted as follows :— Annan Borough Police Court, 15th July, 1880, and sentenced ° t0 10 days' imprisonment and 2 years in reformatory • at Whitehaven Petty Sessions, 4th March, 1887 for felony, and sentenced to 2 months' imprisonment- at Longtown Petty Sessions, 2nd June, 1887 for felony, and sentenced to 6 months' imprisonment- at Lancaster Quarter Sessions, 2nd January, 1888 for felony, and sentenced to 6 months' imprisonment- at Dumfries, 12th October, 1888, for burglary, and' sentenced to 6 months' imprisonment; and at Kendal Quarter Sessions, 4tli July, 1890, for felony, and sentenced to 18 months' imprisonment and 3 years' police supervision. Information to Chief Constable Talbot, Kendal. YORKSHIRE. 23.— Don caster ( Borough).— For obtaining, 26th ult., by false pretences, 1 small silver lever watch No. 173736, " Farringdon," on face; 1 silver curb albert, with common seal at end; and a 9- carat gold ring, snake pattern ( all new)— A man, giving the name of ALBERT TAYLOR, age 19 or 20, height 5 ft., slender build, complexion fair, clean shaved- dress, black jacket and vest, dark grey stripe trousers hard felt hat, shoes, grey socks. Respectable appear- ance, but clothing getting rather shabby. Stated he was a jockey or stableman for Mr. I'Anson of Malton ( false), and that his riding name was " Willie Blake," and that he was brother to the jockey of that name. Information to Chief Constable Lister, Doncaster. YORKSHIRE ( EAST RIDING). 24.— Pocklington ( County).— For stealing a, chimney sweeping machine, in 13 or 14 lengths ( larceny, bailee)— JAMES STEPHENSON, alias " SAUCY JIMMY," age about 40, height 5 ft. 7 or 8 in., hair dark brown, lost two front teeth ; dress, short blue jacket, black cloth trousers and vest;, lace boots, and cloth cap. Has worked at Bradford, Peterborough, Hartlepool, and Barton. Warrant issued. Information to Supt. Farrah, Pocklington. 25 — Sproatley ( County).— For larceny ( bailee)„ RICHARD THOMPSON, a travelling watch and clock cleaner, age about 50, height 5 ft. 10 or 11 in., hair ( inclined to curl) grey ; carries two bags- or satchels. Warrant issued. Information to Supt. Burniston, Sproatley, Hull. YORKSHIRE ( WEST RIDING). 26.— Sheffield ( Borough).— For stealing £ 30— ARTHUR GOADSBY, age 22, height 5 ft. in., complexion fair, hair light brown, eyes blue, scar ou one temple, mole centre of left arm, tattooed on one arm, broad nostrils ; dress, black coat and vest, and brown hard felt hat. A clerk ; native of Lichfield. Has been in the army for a short time. Warrant issued. Information to Chief Constable Jackson, Sheffield. PERSONS IN CUSTODY. BERKSHIRE. 27.— Maidenhead ( County).— Committed for trial at next Quarter Sessions, 13tli inst., for obtain- ing money by means of a trick — EDWARD OSBORNE, age 22, height 5 ft. 4 in., complexion dark, hair dark brown, eyes hazel, thick lips, scars on head; dress, light grey plaid suit, black bard felt hat, button boots. " He pretends to cell three penny- pieces and sixpences in rings, wrapped m paper, in the street. Information to Supt. Taylor, Maidenhead. CAMBRIDGESHIRE. 28.— Isle of Ely ( County). — Reminded till 16th inst., for larceny— GEORGE STUNT, alias JOHN" LIMMGAR and GEORGE SMITH, age FRIDAY, SEPTEMBER 549, 1890. T H E POLICE GAZETTE. 45, heig'' 3 in., slight build, complexion fresh, hair dark brown, eyes grey, scar over left eye ; dress, snuff- colored clotli coat and vest, dark cloth trousers, black hard hat, militia boots; has served in the navy. Had in his posession a pedlar's certificate, granted at Guildford, 2nd June last. Native of Battle, Sussex. Information to Inspector King, Whittlesey, near • Peterboro'. DORSETSHIRE. 29.— Beaminster ( County). — Remanded at Bridport, till 17th inst., for obtaining goods by false pretences— JOHN MOORE, alias WALKER, JUBY, and WATSON, age 31, height 5 ft. 9| in., complexion fresh, liair, and eyes brown; dress light mixture suit. A native of Leicester. He has traded as a dealer in fruit, rabbits, & c., at Methyr Tydvil, Norwich, and other places. Is supposed to be wanted elsewhese. Warrant issued. Information to Supt. Freeman, Beaminster. 30.— Wim borne ( County). — Committed for trial at the next Dorset Sessions for larceny ( shop) — JAMES MURPHY, age 40, height 5 ft. lin., complexion dark, hair ( bald on top) brown, eyes hazel, scar top of head and left of neck. A tailor. Native of Bristol. Information to Supt. Marsh, Wimborne. KENT. 31.— Home ( County).— Committed for trial at next Assizes for burglary— A man giving the name of WILLIAM SMITH, age 30, height 4 ft. 9f in., complexion sallow, hair dark brown, eyes blue, freckled on forehead, 4 moles back of neck, and 1 on right buttock, scar back of left shoulder, heart, 4 dots, and anchor tattooed left arm, ring left second finger, very small face, speaks with a north- country accent; dress, dark clothes, cap, side- spring boots, all rather old. States he has been in Newcastle- on- Tyne Prison. Supposed to have been tramping the country with two other men ( sailors) committing burglaries. States he is a native of Dundee. Supposed previously convicted, and to be wanted for other offences. Information to Supt. Wood, Canterbury. 32.— Canterbury ( City). — Sentenced to 2 months imprisonment for larceny ( iill)— GEORGE FROST, alias ALFRED SMITH, age 21, height 5 ft. in., complexion fresh, hair dark brown, eyes grey, scar top of nose, left of neck, and left wrist and thumb. JAMES JARVIS, alias BROWN and CURTIS, age 20, height 5 ft. in., complexion dark, hair dark brown, eyes grey, scar right thigh, freckled. These men are expert thieves, and are supposed to be wanted elsewhere for similar offences. Information to Chief Constable Peacock, Canter- bury. MONTGOMERYSHRE. 33.— Newtown ( County).— Remanded, for ob- taining money by false pretences— MARGARET YOUNG, alias RICHARDSON and HUNTER, age 30 ( looks 40 or 45), height 5 feet 2 in. com- plexion florid, hair brown, eyes grey, pockmarked, speaks with Scotch accent; dress, drab ulster, dark clothes, hat trimmed with flowers, respectable appearance. Is accompanied by a girl, ago 9. Supposed identical with the woman described in Case No. 33, 26th ult. Information to the Chief Constable, Newtown. 34.— Welshpool ( County). — Committed for trial at next Assizes, for stealing 7 heifers— THOMAS MOORHOUSE, age 41, height 6 ft., complexion and hair ( turning grey) dark, eyes hazel, third finger left hand crooked, wound left leg. A cattle dealer, of Stamford, Salop — HENRY CHARLES LAYFIELD, age 70 ( looks much younger), height 5 ft. in., stout build, complexion ruddy, hair dark, eyes grey. A farmer. Native of Richmond, Yorks. Both supposed previously con- victed. Information to Major Godfrey, Chief Constable, Newtown, or to Sergt. Lake, Welshpool.
