R H E NEW SERIES. FRIDAY, OCTOBER 3, 1890. VOL. VII., No. 706. PUBLISHED BV AUTHORITY. 1. All announcements for insertion in the Polios GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GBEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taTcen upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible the payment must be given, and the exact conditions be clearly stated. £. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15J. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drumm ond fy Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements. PW. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi- tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender tlieir joxen subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. l— Criminal Investigation Depart- ment.— On warrants, at Liverpool, for fraud- three Jews: lst, MOSES PEARLMAN, age about 4- 5, height 5 ft. 9 or 10 in., complexion very dark, black glossy hair, whiskers and moustache dark brown, eyes brown, very thin long legs; dress, dark clothes and high hat." 2nd, L. BERNE, age 27, height 5 ft. 2 or 3 in., complexion sallow, hair and eyes dark brown, face shaven; dress, dark suit and black billycock hat. 3rd, M. ZISLING, age about 26, complexion fair, hair and eyes brown, moustache ( slight) light; dress, dark clothes and black billy- cock hat. All speak with American accent. They left Liverpool for St. Pancras on 23rd inst., with about 150 watches in their possession, which they are pawning as gold ones of a higher standard than they are. Had also two large American boxes, three brown canvas portmanteaux, and a hand- bag. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. 2. — B Division.— For stealing 1 liammerless double- barrel gun, No. 26530, maker " Greener " ; I double- barrel gun, No. 2650, maker " Paton "; 1 silver slop basin, about 4 in. in diameter, crest, hand, and dagger thereon ; 1 pair new shooting boots, supposed marked " Fagg Bros., Haymarket " ; 1 dark brown rag, long fringe ; 2 small American clocks ( 1 in plush case, 1 on ornamental cross- bar stand)— JOSEPH STRANKS, age 28, height 5 ft. 10 in., complexion and hair fair, eyes grey, blotched face, eczema both hands; dress, dark cutaway coat and vest, check trousers, hard felt hat, linen sup- posed marked " A. B." or " A. Balfour." Absconded 2nd ult. Native of near Leamington, Warwickshire. 3.— J Division.— For obtaining 2 organs by fraud— ALEXANDER LYNCH, age 35, height 5 ft. 6 in., slight build, complexion, hair, and slight moustache fair, sharp features, respectable appear- ance. An Irishman. Warrant issued. 4.— N Division.— For obtaining £ 75 18s. by false pretences— ARTHUR CLARE, a clerk, age 26, height 5 ft. 6 in., complexion pale, hair dark, thin features, boyish appearance; generally dressed in grey suit and black hard felt hat. Is supposed to be staying at Eastbourne with his wife. Warrant issued. 5.— N Division.— For stealing 1 black satin dress, beaded front; 6 yards black satin ribbon, 3 in. wide ; 2 yards dark brown merino; 2 yards plum- coloured satin ; and 1 pair of lady's drawers— LAVINIA, alias ELLEN TAYLOR, ago 20, height 5 ft. 2 in., complexion dark, hair black, eyes dark, top front teeth project; dress, brown dress trimmed grey braid, black straw hat trimmed lace. May be found at Leighton- Buzzard, Bedfordshire. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. CITY OF LONDON. 6.— For stealing £ 2,600 ( bailee)— J. H. FIELD, late of 11, Queen Victoria Street, E. C. ( a financial agent), age 50 to 55, height 5 ft. 9 or 10 in., stout build, complexion florid, hair and full moustache ( turning grey) dark, full face, generally smoking cigars ; dress, dark morning coat, vest and trousers, high black hat. Had in his possession 11 £ 100 Bank of England notes, Nos. 24047 to 24057, dated 2nd April, 1890, and 3 £ 10 Bank of England notes, Nos. 42846, 42847 and 42848, dated 5th April, 1890. Absconded 27th ult. An Ameriotm. Warrant issued. 7.— For stealing £ 51 10s., 19tli ult, — FRA. NK WORTHY, late of 9, Hawkstone- road, Rotherhithe, S. E., age 17, height 4 ft. 10 in. or 5 ft., complexion, very sallow, prominent nose, Jewish appearance, re spectably dressed. A cashier. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. CAMBRIDGESHIRE. 8.— Isle of Ely ( County). — For stealing £ L 18s.— A man who gave the name of G. OLIVER, age about 26, height 5 ft. 4 or 5 in., slight build, complexion sunburnt, thin face, hair and small moustache brown; dress, brown plaid suit, high black hat; respectable appearance. Had a stamp with him, which marks the name pf " G. Oliver," and when open will form a penknife and pencil. Stated he was a foreman over some men who were engaged in fixing telegraph wires in the neighbour- hood, and thus obtained lodgings, absconding next morning. He left behind a book, entitled " Red Gauntlet," a tale of the 18th century. Information to Supt. Wright, Ely. DEVONSHIRE. 9— Barnstaple ( Borough).— For perjury, 21sfc August last — CHARLES ARTHUR SYMONS, age 20, height 5 ft. 6 in.; complexion fair, hair brown, eyes blue, thin face, excitable in his manner. May seek employment as a cab- driver. Native of Barnstaple. Warrant issued. Information to Head Constable Songliurst, Barn- staple. FLINTSHIRE.. 11.— Holywell ( County).— For deserting his wife and family, leaving tliem cliargeablc to the Holywell Union— JOHN JONES, alias WREXHAM JACK, ELIAS BAILEY, and WILLIAM JONES, age about 55, height about 5 ft. 5 in., complexion fresh, hair light, eyes ( large) grey, large cut mark under chin, slightly pockmarked. A native of Wrexham. He cohabits with a short woman who has one or two young children, and travels the couuties of Cardigan, Brecon, Glamorgan, and Hereford, with a donkey and cart, gathering rags and bones, and chair- mending. Warrant issued. Information to Supt. Hughes, Holywell. GLAMORGANSHRE. 12. — Cardiff ( Borough). — For embezzling, 22nd ult., £ 110— WESTON ABRAHAMS, a Polish Jew, late of 4, Scott- street, Temperance Town, in this borough, ago about 25, height 5 ft. 9 or 10 in., slight build, complexion, hair, and moustache ( cut short) dark, speaks broken English ; dress, light coloured pepper- and- salt suit. A horse- dealer, and frequents fairs. Well known at Islington Horse Market. May endeavour to leave the country. Warrant issued. 13.— Cardiff ( Borough).— For embezzling, lltli August, 1888, £ 1 lis. — JACOB COX, age 22, height 5 ft. G or 7 in., slight build, complexion dark, hair ( thick) black, clean shaved. Supposed to have joined a cavalry regiment about 2 years ago, at Bristol, in another name, as he was seen to pass through Bridgwater in or about the month of July last with a cavalry regiment. Supposed native of Somersetshire.. Photo may be obtained on application. Warrant issued. Information to Head Constable McKenzie, Cardiff. 14— Cardiff { Borough). — ANDREW PRUS- COE, Case No. 16, 26th ult., not to be apprehended. Warrant withdrawn. HAMPSHIRE. 15.— RingWOOd ( County).— For stealing 1 small tin box, 1 square white deal box, and 1 pair knee boots ( recovered), £ 77 in gold, silver, and copper, a number of fourpenny pieces marked with the letter W, 1 old 5s. piece, several 4s., 5s., and 3d. pieces; 1 Waterbury watch ( out of repair), 1 lady's very small silver Geneva watch, second hand deficient; 1 small silver- plated Geneva watchs plain cases; 1 single- case plated Geneva watch, gilt face and embossed back; 1 single- case silver English lever watch, plain cases; 1 pair dark cord trousers and vest, nearly new, watch- pocket in trousers, flap fronts — ARTHUR WHITE, age 19, height 5 ft. 3 in., complexion fair, hair light brown, eyes grey, scar forehead and right eyebrow, cross, anchor, star and dot left arm, cross and dot back left hand, dot back of each finger left hand and back of first, second Rnd fourth fingers right hand, small cross back of right wrist; dress, supposed dark brown trousers and vest, brown cap, two peaks, coloured neckerchief; a native of Boscombe, near Bourne- mouth. — HARRY YOUNG, ago 18, height 5 ft. 2^ in., complexion fair, hair brown, slight stubby moustache, eyes brown; dress, blue jacket or slop, light trousers, torn at knee, peak cap. May be wearing the- stolen trousers and vest. Native of Springbourne, near Bournemouth. Information to Inspector Foster, Ringwood. 16.— Romsey ( County).— For unlawfully and carnally knowing a female ( imbecile woman) at the Romsey Union Workhouse, on or about the nuonth of April, 1890— WILLIAM NICHOLS, late pocter at the Romsey Union Workhouse, age 37, height 5 ft. 7 or. 8 in., stout build, complexion fresh, hair, moustache ( heavy), and whiskers ( sliayed under chin) sandy, eyes blue; dress, dark coat and vest, light brown plaid trousers, lace boots with cloth uppers ; may be wearing a straw bat, and bi'own cricketing shoes, A native, of 27, Fleet- street, Southsea. Warrant issued. Information to Inspector Russell,, Rorasey. ISLE OF WIGHT. 17.— Ryde ( Borough).— For embezzlement — BERNARD HOOPERj age 35 or 36, height 5 ft, 8 in., complexion sallow, hair and moustache ( slight) dark ; dress, dark grey suit, may be wearing a black melton overcoat, and black bowler hat. Warrant issued. Information to Head Constable Hinks, Ryde. LANCASHIRE. 18.— Old Trafford ( County). — For stealing, 23rd ult., a dark woollen shawl and a child's frock - r- A WOMAN, age about 45, height 5 ft. 5 in., stout build, full face, pockmarked, drunken appearance; dress, red skirt, dark shawl over head. Information to Supt. Bent, Old Trafford. 19.— Rochdale ( Borough.)— For stealing £ 3 9s. from a dwelling house— a man who gave the name of ALFRED or ALBERT TAYLOR, age about 18 or 19, height 5 ft. 2 or 3 in., hair brown, thin features, rather long neck, small head ; dress black jacket and vest, brown mixture trousers, blue and white check shirt, light grey stockings or socks, low shoes, and black billycock hat. He stated he was a cornet- player from Bradford, where his father was a minister, and that he had been engaged to play at the theatre, also that his luggage and instru- ment were at the railway station. On these representations he obtained lodgings, but almost immediately went out, when it was discovered that he had committed the larceny. Information to Chief Constable Wilkinson, Roch- dale. 20.— St. Helen's ( Borough).— For embezzle- ment, 29th April last— JAMES T. HOLLAND, a clothier's salesman, age about 40, lieight 5 ft. 8 or 9 in., complexion ruddy, hair ( turning grey) moustache and short side whiskers brown, walks very erect, smart appearanco. Warrant issued. 21.— St. Helen's ( Borough),— Yov embezzle- ment, 19th ult.— JOSEPH HUGHES, a tailor, age 32, height 5 ft. 8 in., hair, side whiskers and slight moustache dark brown, small eyes, prominent nose, generally wears a grey overcoat. Warrant issued. Information to Chief Constable Wood, St. Helen's. LEICESTERSHIRE. 22.— Leicester ( Borough),— For stealing, 13th ult., £ 1— GEORGE FOSTER, age about 17; height 5ft. 3 or 4 in., complexion pale, hair light; dress, brown light stripe tweed jacket and vest, black diagonal trousers ( too large), black hard hat. Has worked as a collier at Claycross, near Chesterfield, and latterly has been in the employ of, a currier. He has assumed the name of George Peach, and may seek employment at currier's. Also: wanted at Northampton for stealing money. Sup- posed native of Derbyshire. Information to Chief Constable Duns, Leicester. and 4 years. They were in Shrewsbury on 22nd ult. Warrant issued. MERIONETHSHIRE. 23.— Towyn ( County).— For obtaining money by false pretences, loth ult.— Mrs. RICHARDSON, alias Mrs. HUNTER, age. 45, height 5 ft. 3 in., complexion florid1, hair dark, deeply pockmarked, speaks with a Scotch accent; dress, drab ulster, sidespring boots, and dark hat. Is accompanied by a girl age about 12. Her modus operandi is to make herself acquainted with the address- of Scotch gardeners and bailiffs, afterwards calling upon'them and relating some tale of a, lost brotheu having . resided iut'lie neighbourhood. Warrant issued. Information to Supt. Hughes, Dolgelly, or to Sergt. Hughes, Towyn. MONTGOMERYSHIRE. 2L- Newtown ( County). For stealing £:! 10,. from their lodgings at Llanidloes, 15th ult.— THOMAS ADAMS, age. aWt' 35, height 5 ft. 6 or 7 in., complexion sallow, hair and moustache dark, suffers from rheumatism and walks lame; dress, dark cloth, coat and vest, dirty ribbed trousers, lace boots ( new), and hard felt hat. A native of Mai pas, Cheshire. ANN ADAMS, his wife, age about 35, very short and stout, dressed in dark clothes, new boots, and black hat. A native of Shrewsbury. Are accompanied by .3 boyfi, aged. respectively 12, .8, NORFOLK. 25.— Pulham Market ( County).— For stealing, at Scole, 26th ult., a lady's silver watch and chain, with locket attached ; 1 silver brooch ; 1 gold brooch; 1 half- sovereign; 1 jubilee half- crown; 1 jubilee shilling; 2 jubilee sixpences; and 4 four- penny pieces— A man who gave the name of PAGE, age 27, height 5 ft. in., complexion fresh, hair ( parted in centre) and moustache ( slight) black, eyes dark, upper front teeth overlap, smart] appearance, good- looking ; dress, brown small- plaid suit, brown shoes with indiarubber soles, and hard bowler hat. ( See Case No. 19, 19th ult.) Information to Supt. Short, Pulham Market. NORTHAMPTONSHIRE. 26.— Northampton ( Borough).— For stealing, 29th ult., 1 silver geneva stop- watch, No. 22215, cenlre seconds, had attached silver albert, long links, con- sisting of one chased and pierced, and one composed of two imitation loadstones, plain, the two links are connected by a small circular link, and alternate throughout; a small imitation Bible was attached io albert; 1 gold finger- ring, set with small round red stone, some initials were engraved on ring; 1 brass horseshoe pin, set with pearls; and 9s. cash— A man who gave the name of FRANK WILLIAMS, who lodged at the house since the 27th, and left about 6 a. m., 29th, stating he was going to work for a tradesman as a painter and decorator ( false), age 27 to 30, height about 5 ft. 7 in., stout build, hair dark brown, small dark moustache, full round face, teeth much decayed, and three deficient in front, had three false teeth in his pocket which fit his mouth, but stated he never wears them, rather bow- legged ; dress, brown jacket, striped grey trousers, check shirt with front and collar, but no tie, large grey plaid skull cap with peak. Stated he served hi3 apprenticeship in Scarborough, and had recently worked there. If property traced to his possession, arrest and wire to Chief Constable Mardlin, Northampton. NORTHUMBERLAND. 27— Newcastle- on- Tyne ( City).— For falsi- fying accounts, and embezzling about £' 2,000— GEORGE STIRLING, age about 45, height 5 ft. 6 or 7 in., stout build, weight about 17 stone, complexion very dark, hair ( very thick) and heavy- moustache and side whiskers black, eyes dark; walks fast with shuffling gait; dress, generally in dark clothes and square top felt hat. Has been employed for the last 15 years as a rate collector, but was formerly a joiner and cartwright. Is seek- ing employment as foreman- joiner, clerk of works, Ac. A native of Newcastle- on- Tyne. Warrant issued. Information to the Chief Constable, City Police, Newcastle- on- Tyne. NOTTINGHAMSHIRE. 28.— Nottingham ( County).^ For Stealing £ 12 at. HucfcyaU Torkard, 20tli ult.., JAI^ KS MULLEN, age 28, height 5 ft. 2 or 3 in., complexion fresh, hair and moustache dark brown, scar ( caused by tumour having been taken out of face) near left eye, is fond of billiards ; dress, dark coat, light trousers and vest. A tailor, native of Nottingham. Worked at Nottingham till within the last 12 months, and since then at Derby. Warrant issued. 29.— Nottingham ( County). For stealing 1 cap, 2 handkerchiefs, & c, at Hucknall Torkard, 15th ult.— HENRY PICKERING, alias PICKING, und FLASH HARRY, age 17, height 5 ft., com- p^ exiop, sallow;,, hair ( cut short and looks like white patchibauk of head) light brow. Q,. very rough, skin on face, ( looks like ring- worm or scurvy), scar about an inch long slanting across right cheek ; dress, small brown and yellow check jacket, trousers and vest, yellow chcck cap with peak, or may be wearing blue striped trousers and laced boots. Supposed native of Bloxwich, near Walsall. Has been working as a collier for two years. Warrant issued. Information to Supt. Hallam, County Police Office, Nottingham. FRIDAY, OCTOBER 3, 1890. T H E POLICE GAZETTE. 3 SOMERSETSHIRE. 30..— Glastonbury ( County). — For house- breaking at Priddy, Wells, 25tli ult., and stealing 1 silver scarf- pin, shape of a heart, small flower engraved on outside ; 1 brass whistle, with wood stopper; 8 new farthings; 1 old penny- piece; 1 plated cuff- stud, with blue stone ; 3 or 4 silver and copper foreign coins ; and a pocket- book containing photographs of a man and woman, " J. W. Webber, Wells/' on back— TWO MEN: 1st, age 22 or 23, height 5 ft. 6 or 7 in., complexion fair, hair brown, moustache sandy, little or no whiskers, eyes grey, walks very bad and appears to have tender feet, rather prominent nose, burn or abscess mark one side of face; dress, dark coat and vest, light plaid trousers, white muffler, and black hard felt hat. 2nd, age about 22, height about 5 ft. 6 in., com- plexion fresh, hair dark brown, eyes blue; dress, black coat, vest, and trousers, black bowler hat. These men have the appearance of painters recently out of work. Information to Deputy Chief Constable Bisgood, Glastonbury. STAFFORDSHIRE. 31.— Burslem ( County).— For stealing 2 watches which were found pledged at Hanley— THOMAS COTTLE, age 27, height 5 ft. 8 in., complexion fair, hair dark, moustache ( slight) brown, weak eyes, and wears spectaclcs; dress, dark coat and vest, light tweed trousers, and black hard felt hat. Represents himself as a watch- cleaner. Warrant issued. Information to Chief Supt. Hill, Burslem. WARWICKSHIRE. 32.— Birmingham ( City). — For stealing a gentleman's 18- carat gold albert, hall- marked, graduated curb, weighs nearly ozs., with spade guinea in fair preservation attached ; a lady's gold albert, fancy double row, " Alma" pattern, with large sliding ornament and 2 tassels; and a lady's silver geneva watch, fancy dial— ZALIC, a tailor, age 23, height 5 ft. 8 or 10 in., complexion fair, hair ( turning grey) red, and moustache ( slight) sandy, small eyes; dress, black frock coat, black narrow striped trousers ( short), blue muffler, and black billycock hat. Is accompanied by a woman, age about 35, slender build, delicate- looking, dressed in black; had with her a girl about 8 years old; carried a brown basket with lid on handle across centre, and a paper parcel. ^. METROPOLITAN POLICE DISTRICT. 59.— P Division.— Information is desired as to the whereabouts of HEBER ERNEST CULLEY, a notorious liorse- stealer, companion of the men described in the POLICE GAZETTE, 4th July last, Case No. 21; supposed to be undergoing 12 months hard labour for horse- stealing, for which offence he was re- arrested about the beginning of this year on his discharge from prison, after undergoing 6 months hard labour for a similar offence somewhere in the provinces. Description, age 22 ( looks older), height about 5 ft. 7 in., medium build, hair and moustache dark or black, top front teeth missing, sometimes wears false ones, dresses respectably.
