POLICE GAZETTE PUBUSHED BY AUTHORITY, NEW SERIES. FRIDAY, SEPTEMBER 12, 1890. VOL. VII., No. 700. REG- XJLATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OP THE POLICE GAZETTE, GBEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought icill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. < 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must he guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond If Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements. It. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi- tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, • any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall > the High Contracting Parties be bound to surrender their • own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own • subjects to the other Government, but cannot be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— G. Division.— For absconding from his bail on a charge of embezzlement— LOUIS HENRY MOORE, age 46, height 5 ft. 3 in., complexion pale, hair ( bald on top and turning grey), and moustache ( turning grey) brown; dresses very respectably. A traveller in the tobacco trade. May endeavour to go abroad. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. CITY OF LONDON. 2.— For obtaining £ 103 by fraud— WILLIAM MARSHALL, age about 28, height 5 ft. 9 or 10 in., complexion, hair, and moustache dark, medium build, good- looking, dresses well in dark clothe3 and high hat ; late of 64, Great Tower- street, London, E. C., where he traded, as a colonial merchant, in the name of William Marshall & Co. Warrant issued. 3.— For embezzlement — CHARLES ALLEN- DER, age 25, height 5 ft. 10 or 11 in., com- plexion, small side whiskers and moustache fair; respectably dressed. A traveller in the fancy goods trade. Native of Amhurst Park, and 82, Albion- road, Dalston, London. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 4.— Wokingham ( County).— For stealing 23rd ult., a sociable tricycle ( recovered)— CHARLES HOLMES, age 24, height 5 ft. 5 in., complexion fair, hair sandy, eyes blue, scar back of neck; dress, blue tweed coat, black trousers with very narrow white stripe, soft light blueish- grey peak cap, ammu- nition boots, regulation socks and shirt, white cotton neckerchief. Late of the 1st Battalion Royal West Surrey Regiment, and was discharged as incorrigible and worthless. Released 22nd ult. from the Military Prison, North Camp, Aldershot. Stated he was going to London to try and get employment as driver or conductor of a tram car. Native of Hull. Warrant issued. Information to Supt. Atkin, Wokingham. CAMBRIDGESHIRE. 5. — Cambridge ( Borough). — For obtaining goods by false pretences— L. A. DE PARAVICINI, age 26, height 5 ft. 6 or 7 in., complexion very dark, hair dark brown, small moustache and side whiskers dark, good teeth; dress, black double- breasted jacket, grey stripe trousers, high black silk hat, supposed patent leather boots, brown kid gloves. Had a brown walking- stick, ivory handle, with silver band; very respectable appearance. Stated he was brother of a well- known cricketer of the same name. Warrant issued. Information to Chief Constable Innes, Cambridge. CHESHIRE. 6.— Nantwich ( County).— For stealing a gold albert chain ( recovered) and a silver breast- pin, with a lion shilling— JOB POYELL, a private in the Cheshire Regt., age 18, height 5 ft. 3 in., complexion fresh, hair brown, eyes grey, small mole left of chest; dressel in uniform. Native of Burwardsley, Cheshire. Information to Supt. Leah, Nantwich. 7. — Stockport ( Borough). — For obtaining goods by false pretences ( longfirm)— H. PERCIYAL, alias CRONSHAW. MORTON, GASKELL, GAS- COIGNE, AULT, MEREDITH, AUSTIN, and F. WALTON, age about 24, height 5 ft. 9 or 10 in., complexion fresli, hair and slight moustache dark, slender build ; dress, blue cloth coat and vest, striped trousers, or light grey suit, lace boots, light brown felt hat. Native of Blackburn.— ANNIE MIT- CHELL, or CURTIS, age 23, short and thin, dark brown hair with fringe, scar on forehead; dress, green dress, sealskin jacket, chocolate- colour felt hat ( man's shape), high boots, cashmere tops; carries a fancy purse- bag. Natives of Hanley, where tliey are both well known; also at 23, Bidder Street, and Seymour Street, Liverpool, at which place they were on 29th ult., and left for Preston. Warrant issued. DERBYSHIRE. 8.— Chesterfield ( Borough).— For the abduc- tion, 1st inst., o' Annie Henson, age 16, tall and stout, complexion very fresh, hair and eyes dark, sometimes wears her liair down her back, and some- times fastened at top of head; dress, brown dress, cream front, trimmed maroon down front of skirt, white hat trimmed cream color ribbon and feathers, shoes, wears gold earrings ( star pattern), carries an umbrella— THOMAS GRUNDY, age 22 or 23, height 5 ft. 3 or 4 in., rather stout build, complexion fresh, hair sandy, no whiskers or moustache, high cheek bones, discoloured lump on one cheek, slightly bow- legged; dress, black worsted jacket and vest, light and dark stripe trousers, black hard felt hat, collar with front; an ostler. TUESDAY, SEPTEMBER 500, 1890. chain— CAROLINE WORSDALE MARTIN, alias RANDALL, age 50, height medium, stout build, complexion sallow, hair white, eyes ( large) blue, one side of neck swollen, false teeth ; dress, black dress, long black cloak, black bonnet, white flower in front, wears a large white collar. Stated she is a trained nurse, has been for some years in America, that her husband was a barrister, and that she had a son in Australia; makes the acquaintance of charitably- disposed ladies, from whom she obtains goods. Warrant issued. Information to Head Constable Songhurst, Barn- staple. DORSETSHIRE. 10.— Wimborne ( County).— For stealing, 31st ult., a single case verge watch, mainspring broken, and several silver jubilee coins— a man, who gave the name of LAWRENCE, age about 29, height 5 ft. 4 or 5 in., thin build, complexion sunburnt, thin features, liair ( parted in centre) dark, clean shaved, two upper front teeth overlap ; dress brown small plaid coat and trousers, colored shirt and white front and collar, light tie with pin, black hard hat. Stated he was engaged repairing the railway telegraph wires, by which means he obtained food and lodgings, and when alone in the house commtited the theft and absconded. Information to Supt. Marsh, Wimborne. 11.— Weymouth ( Borough). — For stealing, 25th ult., a sharpshooter bicycle, No. 2 make; makers Centaur Cycle Company, Coventry, No. 15891 — A MAN, age about 22, height 5 ft. 6 in., com- plexion fair, small light moustache; dress, navy blue bicycle suit, blue ribbed stockings, straw hat, buo ribbon with white edge, shoes. Information to Head Constable, Yickery, Wey- mouth. ESSEX. 12.— Brentwood ( County).— For leaving his wife chargeable to the Billericay Union— STUART MOORE MONTGOMERY, age 33, height 5 ft. 6 in., complexion fresh, hair and heavy moustache brown, eyes grey. Has been a soldier, but is now a bookmaker and attends races, generally carries a small black bag ; gentlemanly appearance. May probably go in the name of " Stuart Moore"; supposed living at Dalston. Warrant issued. Information to Supt. Dobson, Brentwood. HERTFORDSHIRE. 13.— Bishop's Stortford ( County). — For stealing £ 70— CHARLES JACKSON, a brewer's cashier, age about 26, height 5 ft. 6 in., complexion fair, hair and moustache ginger, eyes reddish colour. Has 4 suits of clothes with him, low crown hat and dark blue overcoat, gentlemanly appearance. Has a large brown leather portmanteau. Native of Canter- bury. Warrant issued. Information to Supt. Penn, Bishop's Stortford. LANCASHIRE. 14.— Old TrafFord ( County). — For stealing, 23rd ult., at Urmston, 1 rew bass, 2 pockets inside; 1 trying plane, E. W. or T. W. thereon; 1 jack ditto, piece chipped off top ; 1 rabbit ditto, planed both sides, no polish ; 1 heavy hammer, shaft split about 5 or 6 in.; 1 small ditto ; 112- in. square, 3 cut marks on haft; 1 16- in. ditto, maker Gleave, Oldham Street, " Potts " stamped thereon ; 1 beach mallet; 1 |~ in. gouge, marked " Baker"; 1 i- in. ditto; 1 ^- in. chisel, marked " Baker " ; 1 ^- in. ditto ; 1 1- in. ditto, new boxwood handle ; 1 l|- in. ditto, without handle; 1 pair compasses ; 1 pair pincers ; 1 flat file ; 1 brace, with pin worn through handle at top, and 13 bits ( various) ; 1 hand- saw, " Made for Otley, Oxford Street," thereon ; 1 oil stone in wooden frame, one end of frame broken ; 1 oil can ; 1 punch ; 1 axe ; 1 steel chisel— FREDERICK COOK, or CROOK, age 32, height 5 ft. 2 or 3 in., hair ( turning grey) and moustache dark ; dress, dark tweed coat and vest, dark trousers, collar and front, black pot hat, lace boots; a joiner. Has lived at Salford and Rochdale, supposed well known at the latter place, from where he has recently been sentenced to a month's imprisonment. Talked of getting work at Northwich. LANARKSHIRE. 15.— Govan( ZW97i.).— Forembezzling£ 47 18s. lid!. — JAMES BROWN M'KENDRICK, baker's traveller, age about 23, height 5 ft. 9 in., slender build, complexion sallow, hair ( parted in centre and inclined to curl), slight moustache and side whiskers, and pyes dark; speaks thick and excited and with a Glasgow accent; dress blue broad twilljacket suit, black felt hat, lorne shoes. Absconded 14th nit. Warrant issued. Information to Supt. Hamilton, Burgh Police Office, Govan. LINCOLNSHIRE. 16.— Grimsby ( County).— Foi obtaining, 31st ult,, £ 2 by false pretences— CHARLES STANLEY, age 27, height 5 ft. 8 or 9 in., rather slender build, complexion fresh, hair light brown, moustache ( slight) light, very slight side whiskers, large Roman nose, lisps; dress, dark blue serge or tweed suit, hard hat, blue necktie, light lace boots, brown gloves, carried a Malacca cane with German silver knob, has several cards in his possession, " Charles Stanley, R. N.," printed thereon. He states he was a Lieutenant of H. M. S. Thunderer, and had recently fallen into bad company and been robbed, and that his leave of absence from his ship had expired. Warrant issued. Information to Supt. Stennett, Grimsby. NORTHAMPTONSHIRE. 17.— Kettering ( County).— For stealing a watch and chain ( recovered); also a silver geneva watch, supposed No. 36550, steel chain attached; and black diagonal cloth coat, pockets on hips, outside left breast, and inside right breast, also ticket pocket— FRANCIS AMBROSE DUTTON, age 23, height 5 ft. 5 in., rather stout, complexion fair, hair and moustache light brown, eyes grey ( slightly cross- eyed), dot on left wrist; dress, pepper and salt cloth trousers and vest, black felt hat, side- spring boots, scarf pin with glass head ; may be wearing the stolen coat. Deserted from the Oxford Light Infantry Regiment on the 15th ult. Warrant issued. Information to Supt. Hensher, Kettering. 18.— Wellingboro' ( County).— For obtaining food and lodgings by false pretences— H. A. ASH- WIN, age 36, height 5 ft. 4 in., complexion fresh, hair brown, eyes ( very large) grey, swinging gait, lisps; dress, grey suit, brown hat, shoes; carries a small brown leather bag ; pretends to be preparing a directory of the county he happens to be in. Warrant issued. Information to Supt. Bailie, Wellingboro'. KENT. 19.— Canterbury ( County).— For stealing a lady's open- face silver watch, and 2 florins— A MAN, age about 20, height about 5 ft. 6 in., complexion pale, hair dark ; dress, dark clothes, short hip jacket, black hard felt hat, shabby- genteel appearance. Information to Supt. Wood, Canterbury. MONTGOMERYSHIRE. 20.— Newtown ( County).— For larceny ( lodg- ings), GEORGE ELLIS, age 25, height 5 ft. 2or3 in.; complexion fresh, hair brown, small light moustache, dent bridge of nose ; dress, dark coat, grey vest and trousers, cap, light boots. A tailor, native of Welshpool. Supposed gone to South Wales. Warrant issued. 21.— Newtown ( County).— For larceny, WIL LIAM TURNER ( supposed false), a tramping rag collector, age 40 or 45, height 5 ft. 5 or 6 in.; com- plexion and hair dark, small whiskers on chin; dress, old dark clothes; of drunken habits ; stops at common lodging- houses. Warrant issued. Information to Major Godfrey, Chief Constable, Newtown.- NORFOLK. 22.— Norwich ( City).— For stealing a small geneva watch, some old coins; 1 pair lavender coloured trousers, vest and melton cloth coat; 1 silver lever hunter watch ; 1 silver pencil case, bearing inscription " Presented to Mr. Sewell by his late employer "; a light grey tweed suit, large check; and a silk handkerchief— A MAN, age 35 to 40, height 5 ft. 5 or 6 in., complexion light, hair brown ; dress, light brown mixed suit, lace boots. The appearance of a respectable working man. He engaged lodgings at two places from whence he stole the property. Information to Chief Constable Hitcliman, Norwich. RADNORSHIRE. 23.— Knighton ( County). — For stealing 20 brace bits; mortice gauge marked " Jones"; two f- bead planes, marked " E. E."— CHARLES PRICE, age 30, height 5 ft. 4 in., hair and moustache brown. A tramping carpenter, last heard of on 7th ult., at Porthcawl, Gla- morganshire ; had previously worked at Knigh- ton, Radnorshire ; supposed native of Builth, Brecon- shire. Will no doubt endeavour to dispose of the above tools at carpenters' shops. Warrant issued. Information to Inspector Rodgers, Knighton. SUSSEX ( EAST). 24.— Ore ( County).— For stealing, lst inst., 1 gold bracelet, fastens with hook ; 1 silver bracelet, birds engraved thereon; 1 gold brooch, garnet in centre; 1 gold ring, " Mizpah" outside, and " C. Ames " inside ; 1 gold keeper ring ; 1 wedding ring; 2 other old rings, coloured stones ; 1 silver locket and chain; 1 silver watch chain with trinkets attached ; 4 5- shilling pieces; 1 shilling; three- penny piece ( jubilee) ; 1 lady's gold keyless watch, gold albert chain and locket attached—- A MAN, age about 26, height 5 ft. 6 or 7 in., complexion fresh, thin face, hair dark brown, supposed few light whiskers on chin ; dress, black cloth suit ( rather shabby), black hard felt hat, light boots; appearance of a tailor. SUSSEX ( WEST). 25.— Horsham ( County).— For embezzlement, GEORGE PALMER, age 35 or 37, height 5 ft. 8 or 9 in., stout build, complexion fair, rather full face, hair dark brown, inclined to sandy, side whiskers and heavy moustache sandy; dress, grey mixture jacket and trousers, blue cloth cap with peak, military shoes; works at mineral water factories, and occasionally as a dairyman. Warrant issued. Information to Supt. Denman, Horsham. WARWICKSHIRE. 26.— Birmingham ( Borough).— For stealing, 27th ult., £ 25 and a gold f- plate watch, English consular engine- turned cases, worn — SIDNEY COLDRICK, age 32 to 34, height 5 ft. in., hair dark brown ( slightly turning grey), slight dark moustache, stoops slightly ; addicted to drink. A groom ; native of Birmingham. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. WORCESTERHIRE. £ 4 REWARD. 27. — Worcester ( County). — For absconding from the Woodbury Hill Reformatory, 7th inst.— JAMES KNIGHT, age 18, height 5 ft. 2 in., rather stout build, complexion dark, hair black, eyes dark brown. Native of Salford.— ALFRED WADE, age 17, height 5 ft. 2 in., complexion fresh, hair ( short) brown, eyes grey, 2 large cuts under left eye, scar right thumb, mole ri » ht shoulder. A native of Kidderminster.— ALLEN ABBOTT, age 16, height 5 ft. ITJ in., complexion very fresh, hair brown, eyes grey, scar both thumbs and left upper arm. A native of Leicester.— EDWARD CROOK, age 18, height 5 ft. 7 in., complexion fresh, hair brown, eyes hazel, scar centre of forehead, 2 moles upper lip. scar both forefingers. All dressed in brown cord reformatory clothes. One pound reward will be paid for the arrest of each boy by the Rev. T. N. Flintoff, Certified Man- ager, Woodbury Hill Reformatory. Information to Deputy Chief Constable Tyler, Worcester. 28.— Kidderminster ( Borough).— For obtain- ing £ 3 4s. 6( Z., 31st July, by means of a fictitious cheque, on the Southampton Branch of the Capital and Counties Bank— G. A. LYNNE, age about 40, height 5 ft. 6 or 7 in., slight build, complexion dark, TUESDAY, SEPTEMBER 2, 1890, T H E POLICE GAZETTE. 12 hair black, slight beard, wiry and jet black, slight moustache, rather lighter, eyes hazel, legs slightly bent, toes turn slightly inwards when walking; sometimes dresses in black braided frock coat, and high hat, carries a six- chamber revolver. His wife lives at 39, Padmore- road, Southampton, and his father is supposed to live at the Post Office, Hele Bradninch, Devon. Is known at several Manchester book agencies. A few days ago he left some luggage at the Manchester Central Railway Cloak Room, and it is probable he may call again; well known to the Nottingham Borough Police, and at Southampton, where at one time he was a prominent member of the Congregational Chapel; well educated and speaks French fluently. Supposed to be the same man descried in case No. 4, 15th ult. Was in company with— JOHN EDWARDS ( case No. 46, 29th ult.), who is now in custody, and re- manded to 15th inst., for a similar offence. Warrant issued. Information to Chief Constable Bennett, Kidder- minster. YORKSHIRE ( NORTH RIDING). 29.— Thirsk ( County).— For obtaining £ 7 by false pretences, 6th inst.— A MAN, age about 40, height 6 ft., stout build, hair ( cut short) dark brown, moustache brown, large fat face, walks erect, drunken appearance, and abrupt manners ; dress, black coat and vest, grey tweed trousers, black hard felt hat, lace boots. The appearance of an American Irishman. Gave the name of T. P. O'CONNOR, M. P., and stated he was a man of means, and coming to reside in the district, and having no banking account in the town, borrowed money which he stated was to pay for his furniture at the railway station. Is accompanied by a woman, age about 35, slender build, delicate- looking, dressed in black; had with her a girl about 8 years old; carried a brown basket with lid on handle across centre, and a paper parcel. They left by 3.15 train, 6th inst., for York. Warrant issued. Information to Inspector Ellerby, Thirsk. YORKSHIRE ( WEST RIDING). 30.— Sheffield ( Borough).—- JOHN HORNER, an absconding bankrupt, age 35, height 5 ft. 7 or 8 in., complexion fresh, hair dark, moustache and short side whiskers dark brown, thin face, nose slightly crooked at end, turns his toes in, and walks with a swinging gait; dress, supposed grey suit. Left Birmingham. 9th inst., for London, and will attempt to leave the country. Warrant issued. Information to Chief Constable Jackson, Sheffield. PERSONS IN CUSTODY. BEDFORDSHIRE. 31 _ Bedford ( Borough).— Committed for trial at the next Quarter Sessions for an indecent assault:— CHARLES PAGE, age 28, height 5 ft. 4 in., com- plexion fresh, sunburnt, hair brown, clean shaved, totally blind, having no eyeballs, dressed in faded dark clothes. WILLIAM RADCLIFFE, age 36, height 5 ft. 9J- in., complexion dark, eyes ( piercing) hazel, hair ( thick, parted in centre) black, moustache dark, prominent nose, thin features, peculiar nervous twitching of the face when speak- ing, and a very restless manner; dressed as a clergy- man, with soft felt hat. Was formerly a curate in Pimlico, London, and the last few years has travelled abroad. In 1887 he absconded from his bail in Auckland, New Zealand, charged as a fraudulent bankrupt, and burning his house down, and is also wanted in France upon numerous charges of fraud. His modus operandi is to obtain jewellery and other valuable property from tradesmen on approval, and abscond, disposing of the goods chiefly by pawning. He has recently been advertising in provincial papers to borrow money, offering large interest and good security; the security offered is generally the pawntickets of the property he has obtained. He is supposed, during the last 18 months, to have lived by these frauds, committed in various parts of the country, chiefly sea- side resorts. A pawnticket re- lating to the following, pledged at Margate, 27th June last, and supposed to be the proceeds of his frauds, has recently been deposited as security: A gold snuff- box, large, size, set with a diamond at each corner; a gold bracelet, set with large sapphire; a gentleman's gold repeater watch, No. 4605. Pawn- tickets for other jewellery have also been deposited, amongst which is one for a diamond- and- crescent brooch, pawned in London for £ 15, and a gold key- less repeater watch, open face, No. 1456; also deposited a gold- band bracelet, 2 in. wide, set round with a rose of brilliants; a gold spray for lady's hair, set with numerous rubies and diamonds, in red morocco case lined with white; and a valuable oval shape pendant.
