All announcement* for insertion in the POLICE GAZETTE, and alt communications upon them should be addressed to THE EDITOB OP THE POLICE GAZETTE, GBEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. o. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible/„,- the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension ofaperson, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a- number, and an alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements. E. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi- tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or couvict- ed as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to. surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is • that either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— D Division.— For stealing, 23rd ult., 3 open- face gold watches ( 1 gentleman's and 2 ladies', 1 very small); 2 open- face silver watches and chains; 1 large diamond horse- shoe brooch; 1 dia- mond and ruby horse- shoe bracelet; 2 gold bracelets, plaited pattern; 2 silver bracelets; 1 gold locket, with twist in pearls thereon; 1 large silver locket and chain; 2 silver lockets ( 1 heart- shape); 1 pair gentleman's gold solitaises ; 1 sealskin mantle; and about £ 65 in notes and gold— GEORGE HARDY, a German Jew, age 35, height 5 ft. 5 in., stout build, complexion, hair, thick moustache, and eyes dark; red scar under left eye, dressed respectably in dark clothes and black felt hat; linen marked " G. H." and " Seat- on"; carries a loaded revolver. Has been a waiter and billiard- marker ; supposed recently returned from America. Warrant issued. 2.— H Division.— For stealing 2 travellers' new leather trunks, and 1 leather hand- bag, con- taining about 100 boots ( samples) — ROBERT CLARK, age 55, height 5 ft. 5 in., complexion fresh, hair grey, eyes blue; dress, black diagonal suit, black soft felt hat, and lace boots. Native of Northampton. Warrant issued. 3.— J Division.— Fori stealing, 7th ult., a black mare, aged, 13 hands, shot joint of near forefoot; an old- fashioned gig, painted black, picked out yellow, leather splashboard ; a set of silver- mounted cob harness, reins cut short; and a yellow and white horse rug— WILLIAM BOX, age 30, height 5 ft. 5 in., complexion fair, hair brown, clean shaved, eyes blue; dress, brown tweed jacket and vest, cord trousers, light cloth cap, lace boots. Native of Barkingside, Ilford, Essex. Warrant issued. 4.— L D i V i S i O n. — For stealing £ 100 — J OS EPH MAYLIN, age 35 ( looks older), height 5 ft. 5 in., complexion, hair and eyes ( full) dark ; dress, blue serge jacket and vest, grey striped trousers, black soft or polo cap. Supposed native of New Cross. 5 — N Division.— For abandoning a child, age 5 months— ALICE FORD HAM, oZVasMrs. SHORT, age 26, height 5 ft. 3 or 4 in., complexion fresh, hair brown, eyes grey ( sore) ; native of Tottenham, Middlesex; dress, slate colour skirt, black jacket and black straw hat, trimmed with black ribbon. Is cohabiting with John Francis Short, a discharged soldier, with whom she may be found in the neigh- bourhood of Yalding, Kent, hop- picking. Warrant issued. 6.— T Division.— For stealing a silver cup; 1 do. fork ( ivory handle) ; 3 plated spoons ; 1 do. butter knife; 2 night shirts; I pair drawers; 1 flannel petticoat; and a lady's double- breasted black cloth jacket— ELLEN BROOKS, age 22, height 5 ft. 3 in. ; complexion fresh, hair light brown, eyes hazel; dress, black silk skirt, trimmed navy blue, black jacket, black hat, trimmed green ribbon and flowers. Sentenced at Cardiff, 21st September, 1887, to t » months' imprisonment; at Bristol, 21st March, 1888, to 6 weeks ; and at Middlesex Sessions, 23rd May, 1888, to 4 months. Information to be forWarded to the Metropolitan Police Office, Great Scotland Yard, S. W. CITY OF LONDON. 7.— For obtaining £ 100 by fraud— WILLIAM MARSHALL, age about 28, height 5 ft. 9 or 10 in., complexion, hair, and moustache dark, medium build, good- looking, dresses well in dark clothes and high hat; late of 64, Great Tower- street, London, E. C., where he traded, as a colonial merchant, in the name of William Marshall & Co. Warrant issued. 8.— For embezzlement — CHARLES ALLEN- DER, age 25, [ height 5 ft. 10 or 11 in., com- plexion, small side whiskers and moustache fair; respectably dressed. A traveller in the fancy goods trade. Native of Amliurst Park, and 82, Albion- road, Dalston, London. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BUCKINGHAMSHIRE. £ 10 REWARD. 9-— Aylesbury ( County).— For embezzlement — GEORGE EDWARD PORTER, a brewer's clerk, age 43, height 5 ft. 4| in., complexion, whiskers and moustache dark, right arm shorter than left, the hand of which he carries in the trousers pocket; dress, dark grey suit, and round black hard felt hat. Native of Aylesbury. Warrant issued. The above reward will be paid by L. E. Walker, Esq., Walton Brewery, Aylesbury, to anyone giving such information as will lead to the apprehension ot' Porter. Information to Deputy Chief Constable Webb, Aylesbury. CHESHIRE. 10.— Stockport ( Borough). — For obtaining goodsby false pretesrices ( longfirm)— H. PERCIVAL alias CRONSHAW. MORTON, GASKELL, GAS- COIGNE, A ULT, MEREDITH, AUSTIN, aud F. WALTON, age about 24, height 5 ft. 9 or 10 in., complexion fresh, hair and slight moustache darkj slender build ; dress, blue cloth coat and vest, striped trousers, or light grey suit, la- e boots, light brow a 2 felt hat. Native of Blackburn.— ANNIE MIT- CHELL, or CURTIS, age 23, short and thin, dark brown hair with fringe, scar on forehead; dress, green dress, sealskin jacket, chocolate- colour felt hat ( man's shape), high boots, cashmere tops; carries a fancy purse- bag. Natives of Hanley, where they are both well known; also at 23, Bidder Street, and Seymour Street, Liverpool, at which place they were on 29th ult., and left for Preston. Warrant issued. DERBYSHIRE. 11.— Derby ( Borough).— For stealing a pair of light check trousers, fly fronts, unlined, part worn— ALBERT DECIMUS BEST, age 22, height 5 ft. 7 or 8 in., complexion pale, hair light brown, clean, shaved ; dress, light check jacket and vest, light cap, and tho stolen trousers; a bill- poster, native of Gloucester. Warrant issued. Information to Lieut.- Colonel Delacombe, Chief Constable, Derby. DORSETSHIRE. 12.— Blandford ( County). — Absconded from Milborne, St. Andrew's, Industrial School, 25th ult.— FRANK FITZPATRICK, age 15, height 5 ft. 3 in., complexion fair, hair light brown, eyes blue; dress, cord trousers and vest, grey tweed jacket, round cap, all marked 116. Native of Winton, near Bourne- mouth. Information to Supt. Hazzard, Blandford. 13,— Wimborne ( County).— For stealing, 31st nit., a single case verge watch, mainspring broken, and several silver jubilee coins— a man, who gave the name of LAWRENCE, age about 29, height 5 ft. 4 or 5 in., thin build, complexion sunburnt, thin features, hair ( parted in centre) dark, clean shaved, two upper front teeth overlap ; dress brown small plaid coat and trousers, colored shirt and white front and collar, light tie with pin, black hard hat. Stated he Was engaged repairing the railway telegraph wires, by which means he obtained food and lodgings, and when alone in the house commtited the theft and absconded. Information to Supt. Marsh, Wimborne. FLINTSHIRE.. 14.— Mold ( County).-^- For stealing a cob ( re- covered).— A MAN, age 32 or 33, height 5 ft, 6 or 7 in., slight build, complexion fair, hair and whiskers sandy, eyes blue, sharp features, speaks quickly with Hereford accent; dress, pepper and salt tweed suit ( small squares), square brown hat, wears star breast pin; flashy appearance; frequents horse fairs. Information to Deputy Chief Constable Bolton, Mold. GLAMORGANSHIRE. 15.— Cardiff ( Borough).— For stealing, 30th nit., 1 overcoat ( recovered); 2 silk handkerchiefs, 1 brown, 1 brown mixture ; and a steel comb and brush— THOMAS MORGAN, age 29, height 5 ft. 4 in., complexion and heavy moustache ( curled at ends) dark, square shoulders ; dress, dark blue suit, Oxford shoes, cut in the fronts, black tie, and black silk hat. A steward. Supposed to have gone to Newport or Swansea. Warrant issued. Information to Head Constable McKenzie, Cardiff. LANCASHIRE. 16.— Old Trafford ( County). — For stealing, 23rd ult., at Urmston, 1 new bass, 2 pockets inside; 1 trying plane, E. W. or T. W. thereon; 1 jack ditto, piece chipped off. top ; 1 rabbit ditto, planed both sides, no polish ; 1 heavy hammer, shaft split about 5 or 6 in.; 1 small ditto ; 112- in. square, 3 cut marks on haft; 1 16- in. ditto, maker Gleave, Oldham Street, " Potts" stamped thereon ; 1 beach mallet; 1 f- in. gouge, marked " Baker"; 1 J- in. ditto; 1 ^- in. chisel, marked " Baker " ; 1 ^- in. ditto; 1 1- in. ditto, new boxwood handle ; 1 lj- in. ditto, without handle ; 1 pair compasses; 1 pair pincers; 1 flat file ; 1 brace, with pin worn through handle at top, and 13 bits ( various); 1 hand- saw, " Made Otley, - Oxford Street," thereon ; 1 oil stone in wooden frame, one end of frame broken ; 1 oil can ; 1 punch ; 1 axe ; 1 steel chisel— FREDERICK COOK, or CROOK, age 32, height. 5 ft. 2 or 3 in., hair ( turning grey) and moustache dark ; dress, dark tweed coat and vest, dark trousers, collar and front, black pot hat, lace boots; a joiner. Has lived at Salford and Rochdale, supposed well known at the latter place, from where he has recently been sentenced to a month's imprisonment. Talked of getting work at Northwich. Information to Supt. Bent, Old Trafford. LINCOLNSHIRE. 17.— Grimsby ( County).— Foi obtaining, 31st ult., £ 2 by false pretences— CHARLES STANLEY, age 27, height 5 ft. 8 on 9 in., rather slender build, complexion fresh, hair light brown, moustache ( slight) light, very slight side whiskers, large Roman nose, lisps; dress, dark blue serge or tweed suit, hard hat, blue necktie, light lace boots, brown gloves, carried a Malacca cane with German silver knob, has several cards in his possession, " Charles Stanley, R. N.," printed thereon. He states he was a Lieutenant of H. M. S. Thunderer, and had recently fallen into bad company and been robbed, and that his leave of absence from his ship had expired. Warrant issued. Information to Supt. Stennett, Grimsby. 18.-- Market Rasen ( County).— For stealing a set of stocks and dies ( recovered) — JOSEPH TURNER, age 38, height 5 ft. 6 or 7 in., complexion sallow, hair and moustache light brown; dress, short blue serge jacket, dark cloth vest, moleskin or fustian trousers, peak cap. Last heard of at Benningham, Yorks; a blacksmith. Native of Alford. Warraht issued. Information to Supt. Morritt, Market Rasen. NORTHAMPTONSHIRE. 19.— Kettering ( County).— Forstealingawatch and chain ( recovered) ; also a silver geneva watch, supposed No. 25550 or 35550, steel chain attached ; and black diagonal cloth coat, pockets on hips, outside left breast, and inside right breast, also ticket pocket— FRANCIS AMBROSE DUTTON, age 23, height 5 ft. 5 in., rather stout, complexion fair, hair and moustache light brown, eyes grey ( slightly cross- eyed), dot on left wrist; dress, pepper and salt cloth trousers and vest, black felt hat, side- spring boots, scarf pin with glass head.; may be wearing the stolen coat. Deserted from the Oxford Light Infantry Regiment on the 15th ult. Warrant issued. Information to Supt. Hensher, Kettering. NORFOLK. 20.— Norwich ( City).-— For stealing a small geneva watch, some old coins; 1 pair lavender coloured trousers, vest and melton cloth coat; 1 silver lever hunter watch : 1 silver pencil case, bearing inscription " Presented to Mr. Sewell by his late employer "; a light grey tweed suit, large check; and a silk handkerchief— A MAN, age 35 to 40, height 5 ft. 5 or 6 in., complexion light, hair brown ; dress, light brown mixed suit, lace boots. The appearance of a respectable working man. He engaged lodgings attwoplaccs from whence he stole the property. Information to Chief Constable Hitchman, Norwich. RADNORSHIRE. 21.— Knighton ( County). — For stealing 20 brace bits; mortice gauge marked " Jones"; two J- bead planes, marked " E. E."— CHARLES PRICE, age 30, height 5 ft. 4 in., hair and moustache brown. A tramping carpenter, last heard of on 7th ult., at Porthcawl, Gla- morganshire ; had previously worked at Knigh- ton, Radnorshire ; supposed native of Builth, Brecon- shire. Will no doubt endeavour to dispose of the above tools at carpenters' shops. Warrant issued. Information to Inspector Rodgers, Knighton. SUSSEX ( EAST). 22.— Ore ( County).— For stealing, 1st inst., 1 gold bracelet, fastens with hook ; I silver bracelet, birds engraved thereon; 1 gold brooch, garnet in centre; 1 gold ring, " Mizpah" outside, and " C. Amea" inside ; 1 gold keeper ring; 1 wedding ring; 2 other old rings, coloured" stones ; 1 silver locket and chain; 1 silver watch chain with trinkets attached ; 4 5- shilling pieces; 1 shilling; three- penny piece ( jubilee) ; 1 lady's gold keyless watch, gold albert chain and locket attached— A MAN, age about 26, height 5 ft. 6 or 7 in., complexion fresh, thin face, hair dark brown, supposed few light whiskers on chin ; dress, black cloth suit ( rather shabby), black hard felt hat, light boots; appearance of a tailor. Information to Supt. Tobutt, Ore, Hastings. SUSSEX ( WEST). 23.— Horsham ( County).— For embezzlement, GEORGE PALMER, age 35 or 37, height 5 ft. 8 or 9 in., stout build, complexion fair, rather full face, hair dark brown, inclined to sandy, side whiskers and heavy moustache sandy; dress, grey mixture jacket and trousers, blue cloth cap with peak, military shoes; works at mineral water factories, and occasionally as a dairyman. Warrant issued. Information to Supt. Deninan, Horsham. WARWICKSHIRE. 24.— Birmingham ( Borough).— For stealing, 27th ult., £ 25 and a gold f- plate watch, English consular engine- turned cases, worn — SIDNEY COLDRICK, age 32 to 34, height 5 ft. in., hair dark brown ( slightly turning grey), slight dark moustache, stoops slightly ; addicted to drink. A groom ; native of Birmingham. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. YORKSHIRE ( EAST RIDING). 25.— Hull ( Bbrough).— JOHN TOWSE, Case No. 49, 29th ult., not to be apprehended. PERSONS IN CUSTODY. BEDFORDSHIRE. 26.— Bedford ( Borough).— Committed for trial at the next Quarter Sessions for an indecent assault.— CHARLES PAGE, age 28, height 5 ft. 4 in., com- plexion fresh, sunburnt, hair brown, clean shaved, totally blind, having no eyeballs, dressed in faded dark clothes. States he is a basket maker and a native of Blandford, Dorset. Supposed previously convicted. Information to Chief Constable Thody, Bedford. CAMBRIDGESHIRE. 27.— Cambridge ( Borough).— Committed for trial at October Quarter Sessions for false pretences — ELLEN ELPHICK, alias SARAH SMITH, age 24, height 5 ft. | in., thick- set, complexion fresh, hair brown, eyes hazel, round face, scar right temple, left eyebrow, right knee, left shin, and elbow, and outside right arm, large scar back of head, ears pierced, has fits. A hawker, states she was born at Plymouth. Her husband, George Elphick, sh e states is a machinist of Plymouth, and is now in prison for a month for begging. Information to Chief Constable Innes, Cam- bridge. GLAMORGANSHIRE. 28.— Card iff ( Borough)— Remanded till 8th l'nst. for fowl- stealing, WILLIAM COCK, a labourer, aged 27, height 5 ft. 7 in., complexion fair, hair, whiskers, and moustache sandy, small scar right eyebrow and corner of left eye, brown mole right jaw, scar centre of back, star and M. A. H. tattooed right arm ; dress black coat, moleskin trousers and vest, cloth cap, a native of Cogleet, Somerset, whore his father resides; supposed previously convicted in Monmouthshire for a similar offence and for poach- ing. WILLIAM LETTS, a haulier, age 21, height 5 ft. 21 in., complexion florid, hair dark brown, small moustache sandy, 2 fleshy moles right of neck, and 2 left of neck, large brown mole centre of back, small scars top of head; dress, serge jacket, mole- skin trousers, light brown vest, hard felt hat, a. native of Northampton, states that his mother lives at 97, Brandon- street, Belgrave- road, Leicester. These men married two daughters of a Mrs. Wil- kms of Glastonbury, and all live together at 43, Janet Street, Cardiff. Letts is also charged with stealing a quantity of new leather belting, a portion of which is recovered. Information to Head Constable McKenzie, Cardiff. FRIDAY, SEPTEMBER 5, 1890. T H E POLICE GAZETTE. 3 MONTGOMERYSHIRE. 29.— Newtown ( County).— Committed for trial at the Assizes for setting fire to haystacks— SAMPSON" WILLIAMS, age 52, height 5 ft. 8 in., complexion fresh, hair and eyes grey, lost top of first finger right hand, blue scar over left eye. Has the appearance of a tramping labourer. States that he served 22 years in the Army; supposed to have forfeited his pension for being convicted of larceny in Glamorganshire; also supposed to have under- gone a term of imprisonment in Strangeways Prison for malicious damage in the workhouse. 30.— Newtown ( County).— Sentenced to two months' imprisonment for stealing a watch from a drunken person— MICHAEL O'BRIEN, age 36, height 5 ft. 7 in., complexion sallow, hair brown, eyes hazel, nose slightly inclining to the right, scar and dent on left cheek, scar on upper lip ; dress, grey coat, plaid trousers, brown hat ( all old and shabby). Native of Ireland. States that he has recently returned from America. 31.— Newtown ( County).— Sentenced-' to two months' imprisonment for stealing wearing apparel - T- THOMAS JONES, age 43, height, 5ft. 5J in complexion dark, hair brown, eyes grey,. scar left side of nose. States that he served 12 years in the Royal Artillery. A labourer; appearance of a tramp. Information to the Chief Constable, Newtown. SUSSEX ( EAST). 32.— Uckfield ( County).— Sentenced to one month's imprisonment for larceny — CHARLES WOOD, age 28, height 5 ft. ' stout build, com- plexion fresh, hair and moustache brown, clean shaved, eyes hazel; dress, dark brown check tweed jacket, dark vest, light brown tweed trousers, black felt hat, blue cotton shirt, lace boots; supposed well- knawn . at Brighton, Eastbourne, and Hastings. JOHN CAMPBELL, age 28, height 5 ft. 11 in., com- plexion fresh, haii- and moustache brown, clean shaved, eyes hazel; dress, brown, tweed check jacket and vest, brown tweed trousers, blue cotton shirt, cap. Both are hawkers of nuts, & c., at fairs and races. Stated they were natives of London. Sup- posed wanted for other offences. Information to Supt.
