KHGULATIOWB. tff All Notices Intended for insertion in the Hue- an4- 0ry are to be transmitted under cover, addressed to the Inspector- General, Royal Irish Constabulary, Dublin Castle, authenticated by a Separate Communication. No Description can be inserted unless an Informatioo shall have been Sworn; but it is not necessary to forward the Informations to the Inspector- General. * Notices respecting all Felonies and such Misdemeanours as are of an aggravated nature will be inserted. All Descriptions of persons whose apprehension is sought on a charge of Misdemeanour should be accompanied by a statement that a Warrant has been issued, and by tl » e name of the person in whose hands it is. But the Constabulary should remember that they cannot arrest a person charged with an offence of this nature uuless they have the Warrant in their possession when matin" the arres't. Should irregularities arise in the delivery of the Hue- and-( information the mistake cannot be rectified. • 11 be neoessary to forward one of the covers, or give the number it bears, as without this Prison and Police Authorities are particularly requested to be good enough to inform the Inspector- General, Royal Irish Constabulary, Dublin Castl* of the abolition of Gaols, Stations, & c., and of any circumstances rendering the supply of the " Hue- and- Cry " no longer necessary. Description of JOHN LACY, who has stated that he is a native of Little Patrick- street, Waterford city, and again of Lacystown, county Kilkenny, who is in custody here, charged with having, on the 5th August, 1890, ill the barony of Kilcoursey, parish of Kilbride, stolen the sum of 16s. Pd. from the dwelling- house of Elizabeth Dunican, of Clara:— Blue eyes, regular nose, sssdy freckled complexion, regular face, medium make, 5 feet 4 or 5 inches high, about 21 years of age, red hair; wore a black peak cap, navy blue jacket, and gray tweed trowsers; says that he belorged to the Kilkenny Militia, and trained in Clonmel in 1889; joined the 18th Royal Irish Regi- ment at Tralee on 4th July, 1889, and discharged therefrom on 5th May, 1890, the cause of discharge he does not assign ; states also that he was in Bhilipstown Reformatory; it is also believed that he has been con- victed of larceny in the Queen's County. He may be charged with similar offences elsewhere. Tullamore, 6th August, 1890. ( 3896 C.— 79668.) Description of the undernamed young offender, who, on Sunday, the 6th July, 1890, absconded from the PhilipstOwn Reformatory School at King's County:— THOMAS SHERLOCK, No. 1,073, 19 or 20 years of age, 5 feet 6 inches high, slight make, pale complexion, dark brown hair, weak brown eyes, long nose, small mouth, oval visage, two middle toes of right foot stuck together; dressed in a soft felt hat, blue serge jacket, corduroy trowsers and vest, Blucher boots. Formerly belonged to 56, Beresford- street, Dublin. The Manager of the Reformatory will defray the expenses of his conveyance, if arrested, to the nearest Justice, on remand, and will reward the penon who may capture him with £ 1. ( 330 H. C.) Particulars relative to Convict GEORGE WALKER, c f> 2, convicted at Londonderry Quarter Sessions, on the 4( h June, 1W6, for burglary, and sentenced to5 years' penal servitude :— 52 years of age on conviction, single; is a labourer; born at Londonderry, where he resided beipre conviction; his friends reside at Ro emount, Londonderry:— Brown hair, blua eyes, sandy eyebrows, large nose, small mi. uth, fresh c - mplexiuD, oval visage, stout make, 5 feet 5 inches high, bald on top of head, cut mark omright temple. Tin's man was released front Maryboro' Prison on 3lst May, 1890, and went to Londonderry. He Jailed to make his usual monthly report on 30th ult., to tho R. I. Description of TWO MEN, names and native places unknown, who siard charged with having, on the night of 21st or nieroing of 22nd instant,. in the barony of Upper Dundalk, parish of Haggardstown, stolen the following articL s from the Roman Catholic Chapel of Haggardstown :— A silver chalice, ciborium, silver spoon, and collecting plate:— 1. Stooped shoulders, stout make, 5 feet 7 inches high, about 60 years of age, dark hair turning gray; woro a black frock coat, light trowsers, and vest. 2. This woman wss arrested in Monaghan for drunkenness on evening of 4th inst , and has been remanded to Armagh Gaol for eight days, to enable the police to make inquiry as to hsw she became possessed of tho money. She frequents the several towns ia Armagh, Cavan, Monaghan, and Tyrone. She only came to Monaghan the day of her arrest from tbe direction of Armagh. Monaghan, 6th August, 1890. ( 3895 a —^ 9667). Description of EDWARD M'CAFFREY ( mother's surname Boyle), native of Tatty- gormican, county Fermanagh, who stands charged with having, on the 13th Jaly, 1890, in tbe barony of Dartrey, parish of Clones, assaulted Miss Madden, of Aghafin House: — Dark cjes, large nose, sallow complexion, long face, melium make, 5 feet 11 inches bigb, about 22 years of age, dark bair; wore a black hat, b'ack frock coat, pray tweed trows and black vest; is a labourer. Description of MICHAEL MURPHY, native of Mountmellick ( name and native place supposed fictitious), who stands chsrged with having, on the 24th Ju'y, 1890, at Jamestown, in the barony ef Portnahinch, parish of Lea, ui law- fully and forcibly broken into the dwelling- house of Patrick Carroll, and did take, steal, and carry away a coat and trowsers ( since recovered), value for about ten shillings:— Loft eye small or closed, rod faco, medium make, 5 feet 10 inches high, about 50 years of age ; wore a hurl dark hat, dark coi. t, light tweed trowsers ; looks 1 ke a boatman. Description of MICHAEL DWYER ( mothers surname Daughton native of Queen's County, who stards clar^ ed with having, on sundry dates in July, 1890, in the barony of Lower Ormond,, parish of Modreeney, Cloughjordan, violated his niece, Mary Ryan a girl under 13 years:— Military appearance, served 17 ) ears in tie army, gray eyes, regular nose, yellow complexion, thin face, medium mako, 5 feet 11 inches high, about 44 years of age, gray hair; wore a dark tweed coat, trowsers, and vest; is a basket maker. Description of PATRICK BOGAN, native of Ball} keveeo, who stands charged with. having, on tho 15th August, 1890, at Toem, in the barony of Kil- namanagh Upper, parish of Toem, unlawfully stabbed one Edmond Noonan in ( he breast with a knife, thereby plating his life in darger:— Gray eyes, rather cocked ncse, pa'e complexion, lhin face, smart make, 5 feat 6 inches high, about 20 years of aga, fair hair ; wore a gray suit of c'othts; is a labourer. Dundrum, 16th August, 18f0. ( 4170 c— 80115.) Description of MARTIN MAHER, native of Capparoe, county Tipperary, who stands charged with having, on the 21st July, 1890. in the b irony of Ownev and Arra, parish of Burgesbeg, stolen 4 head of ljyeai- old cattle, which have been since recovered:— Small tender ejes, small cocked nose, sallow complexion, small face, active make, 5 feet 6 inches high, about 25 years of age, no beard ; wore a tweed cap, dirk brown twead cott, trowserc, and vest, laced boots'; is a labourer. Part iculars relative to Convict PATRICK O'BRIEN, c 263, convicted at Clonmel Assizes, county Tipperary, on 19 th July, 1888, for the larceny of a pair of blankets, and sentenced to 5 years' penal servitude:— 26 years of age on conviction, single; is a labourer; born at Clonmel, where he resided before ccnvictic n, and where his friends reside;— Dark brown hair, hazel eyes, dark brown eyebrows, medium nose, medium mouth, sallow complexion, oval visage, proportionate make, 5 feet 5^ inches high, cut mark left side of head and between left thumb and forefinger, burn matk on left knee and shin. This man was released from Mountjoy Prison on 20th December, 1889, and went to Reside at Clon- mel. He failed to report himself to the R. I. C, there on the 2nd inst., he is suspected of having committed larceny and his present whereabouts is unknown. In the event of his t rrest he should be dealt with under section 5 of 34 and 35 Vic., cap. 112. ( 311 n. c.) Tyrone. PATRICK SHARKEY ( rape), described in Hue- and- Cry of 13tH May, not arrested. Waterford , Description of a tramping WOMAN, name and cative place unknown, who s'ands charged on suspicion with baving, on the night of tbe 8th or morning of tho 9th August, 1890, fat Glenpatrick, in the barony ol Upperthird, parish of Rathgormac, burglariously stolen from the dwelling- hcuso of Johanna Brazil the follow- ing articles of clothing, tbe property of Johanna Brazil find Ellen Whelan, vis.:— 1 brown shawl with gray stripes, 1 blaek knitted s' a » l, 1 red pla'd shawl, 1 red Cashmere dress, and 1 blue flannel petticoat; all value for about £ 2 :— Large fat face appeared to be swollen, merium make, 5 feet 3 inches bigb, about 50 years of age, gray hair; wore a white cap, gray shawl, and laced boots; is a tramp. Description of TWO MEN, names unknown, who stand charged with baving, in company with Thomas Bracken ( arrested), on the 25th June, 1890, in the barony of Corkaree, parish of Rathconnell, a « s Milted one Patrick Commer, and robbed him of the sum of £ 1 15 « ,, consisting of one pound note with " Parsons" written on back of it, also a bit out of one corner, a half sovereign, and flee shillings in silver:— 1. Sallow complexion, stout make, 5 feet 7 inches high, about 30 years of age, no beard or whiskers; woro a black soft hat, tweed coat and trowsers; is a cattle drover. 2. Native of Longford, tbia nose, dark eomploxion, thin face, medium make, 5 feet 5 or 6 inches high, abont 40 years of age, black hair, - vore all his beard, which is black, with moustache much heavier than beard, dirty- looking face; wore a blick torn coat and brown tweed trowsers.
