All announcement/) for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GEEAT SCOTLAND YAKD, LONDON, S. W: 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no toarrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. € REa- ULATIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. , . 9. The force which causes particulars concerning delinquents or stolen property to be inset- team the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the hrtdor notice of the fact, referring to ihe number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which mag result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by u. covering letter. 7 , 12 All payments must be in advance, either at the office, Great Scotland lard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or m Stamps. ... .... .^ 13. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi- tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall tht High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— C. I. Department.— For forging and knowingly uttering a forged instrument within the jurisdiction of the Government of Cape Colony— WILHELM AUGUST L1PPERT, age about 48, height 5 ft. 5 in., slight build, complexion florid, hair ( thin at temples and on top of head), whiskers, beard ( pat close), and moustache light brown, eyes blue, prominent nose, thin face, stoops slightly ; dresses well, in frock coat and high hat. A German Jew, but speaks English almost like a native. Until recently he was a leading merchant at Cape Town. Last known address 24, Salisbury Road, Hove, where his wife and family are still residing. Previously lodged at 34, Bedford Square, Brighton. Warrant issued. 2. — C. Division. — Woodcut portrait and description of WALTER BILL alias WALTER BOYCE, whose apprehension is sought for felony— age 21, height 5 ft. 4 in. complexion fair, hair ( curly) red; dress, black coat and vest, striped trousers, patent leather boots. May endeavour to leave the country. Warrant issued. 3— K Division.— For stealing £ 43— EDWARD PEGGS, age 43, height 5 ft. 5 in., complexion dark, hair and whiskers black, eyes dark, no moustache; dress, pepper- and- salt mixture suit, and black felt hat. '. i Warrant issued. 4— K Division.— For embezzling £ 20 in June last— CHARLES WILLIAM RUSHMER, age 34, height 5 It. 9 in., complexion sallow, hair brown, moustache ( short) light, eyes grey; dress, dark coat and vest, blue trousers, with small red stripe, white collar, scarf, with silver ball pin. A jobbing watchmaker; native of Gt. Yarmouth. Warrant issued. 5.— K Division.— For stealing, 16th inst., a gentleman's gold English lever hunter watch; a lady's gold open- face geneva ; a gentleman's gold albert, curb pattern, with two- pound piece attached; a lady's gold albert, with gold tassel; 1 gold scarf pin, with small pearl in centre; 2 gentle- men's diamond rings, ( one single. stone, one set with 3 stones); 1 gold brooch, with small diamond in centre, and earrings to match; and a red leather purse, containing £ 15, gold— LEIBA SLOMO- VITCH BICHNOVITCH, alias LOUIS HARRIS, age 20, height 5 ft. C in., complexion and hair dark, eyes grey, prominent nose, round face; dress, dark suit, and brown hard felt hat. A Russian Jew, speaks very little English. Has spoken of going to America, via Liverpool. 6.— R Division.— For stealing a horse, cart, and harness, and £ 2 3s.— WILLIAM SHORTER, age 27, height 5 ft. 10 in., complexion fresh, hair light brown, bracelet and star tattooed right arm, slight cast in eye; dress, brown coat, black vest, cord trousers, black felt hat. A labourer. The horse and cart were disposed of at Lydd, Kent, where he is well known. Also lias friends at Wrotham. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. BERKSHIRE. 7.— Maidenhead ( Borough).— Fcv obtaining 7s. 6d. by fraud— E. GIDDY, age 25, height 5 ft. 7 or 8 ins., complexion fair, hair light brown,, eyes blue ; dress, black jacket, light trousers, blue necktie, and black hard felt hat. Stated he was the junior partner of the firm of Messrs. Giddy & Turner, estate agents, & c., of Maidenhead, and under the pretence of entering a lady's private school on the firm's monthly report, obtained the money. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Taylor, Maidenhead. 8.— Reading ( Borough).— For obtaining £ 2 5s. by false pretences— G. A. LYNE, age about 49, medium height, stout. build, broad shoulders, com- plexion pale, hair, full beard and moustache black ; dress, black morning coat and trousers, black tie, black hard felt hat, square top. Turns his toes iu when walking ; respectable appearance. This man stayed at a temperance hotel in Reading from 1st to 7th inst. with another man, who ^ avo the name of John Edwards, age about 35, tall^ and thin, hair, moustache ( heavy), whiskers, and pointed beard sandy, eyelids very much inflamed ; dress, black morning coat, striped trousers, whitj collar ard cuffs, blue tie, black hard felt hat; carried » its 2 FRIDAY, AUGUST 22, 1890. black leather bag, containing sample cases of gold and silver watches, which. both men were hawking. On 7th inst., before leaving the hotel, Lyno filled up a blank cheque, payable to Mrs. Sherval, on the Capital and Counties Bank, Limited, for the amount above stated, and asked the barmaid if she would cash it. Lyne Information to Head Constable Tewsley, Reading. 9.— Maidenhead ( Borough).— Woodcut portriat and description of FRANCES GORTEN, a lady- housekeeper, whose apprehension is sought for falsify- ing accounts also larceny ( bailee) age 48, height 5 ft. !)-!• in., complexion dark, hair ( cut short in front) grey, eyes ( large and full) supposed hazel, high cheek bones, rather long features, lisps slightly, of good address ; is generally fashionably dressed in black and grey dust cloak. A native of Lancashire, late of Colosseum House, Regent's Park. May be accom- panied by her daughter, age about 17. Not to be apprehended out of the United Kingdom. Warrant issued. Taylor, Maidenhead. 10.— Windsor ( Borough).— For stealing 13th inst. a Brooke's No. 3 Safety bicycle, No. 2202 ( nearly new), gong bell, patent chain adjustment, " King & Co." stamped on corner of handle bar— A MAN who gave the name of " Richards, Belve- dere Road, Lambeth," age about 30, height about 5 ft. 9 in., complexion and moustache dark ; dress, dark coat and trousers, and felt hat. 11. — Windsor ( Borough). — For stealing a feather bod and other articles— ARTHUR ERNEST ALDRIDGE, a grocer's porter, age 3- 1, height 5 ft. 4 in., complexion, hair ( thin on top), whiskers ( shaved on chin), and eyes dark. Warrant issued. Information to Supt. Armour, Windsor. BRECONSHIRE. 12.— B U i 11 h ( County) .— For obtaining £ 10 by false pretences— EVAN WILLIAMS, age 19, height 5 ft. 5 or. 6 in., complexion fair, hair ( thin in places) light brown ; dark brown check pattern coat and vest, dark dirty trousers, black and white check scarf, white soft hat, sidespring boots. A farm servant; native of Llanfanfawr, Brecon shire. Warrant issued. Information to Sergeant Jones, Builth. BUCKINGHAMSHIRE. 13.— Aylesbury ( County).— For embezzlement — GEORGE EDWARD PORTER, a brewer's clerk, age 43, height 5 ft. 4 § in., complexion, whiskers and moustache dark, right arm shorter than left, the hand of which he carries in the trousers pocket; dress, dark grey suit, and round black hard felt hat. Native ' of Aylesbury. Warrant issued. Information to Deputy Chief Constable Webb, Aylesbury. CARNARVONSHIRE. 14.— Bangor ( County).— For stealing, 13th inst., a Cripper tricycle, 32- inch back wheels, 28- inch front wheel, Albion pattern, No. 1, Hillman, Herbert & Cooper, Coventry," on pedal, saddle by Brookes, " International," screw which adjusts the handle is broken in hole, 8 squares adjusting pillar screws, nearly worn round, and 3 holes drilled to pillar, lever spring working brake is deficient, and indiarubber ring is substituted, gear box on centre main axle is chipped all round where it is screwed, 4 ball bearings to main axle, one of the foot rests repaired by drilling through fork, no dress guard on chain— A YOUTH, age 17, height about 5 ft. 4 in., complexion fair; dross, blue serge coat and vest, lace boots, and light grey cap. Information to Inspector Roberts, Bangor. CORNWALL. 15. Launceston ( County) .— MARY JENNER, Case No. 10, 1st inst., not to be apprehended. CUMBERLAND. 10.— Wigton ( County).— For housebreaking at Hayrigg, near Silloth, between 3rd and 5th inst.— A MAN, known as " SCOTTIE," age 24, height 5 ft. 7 in., complexion, hair and eyes dark, winks left eye when talking, simple- looking; dress, dark- blue overcoat ( much worn, and torn under one arm), no jacket, two dark vests, dark check trousers ( too long, and turned up at bottoms), green plaid muffler, dark silk o « vp with peak, black stockings, and old shoes. A fireman. Supposed native of Annan, Dumfriesshire. Information to Supt. Brown, Wigton. DURHAM. 17.— Sunderland ( Borough).— For embezzle- ment— EDWARD WILLIAM WATHEN, age 42, height 5 ft. 8 in., stout build, weight about 14 stones, complexion fresh, hair, whiskers, and moustache ( cut short) dark brown, piece off top of left ear ; dress, dark mixture coat and vest, light grey trousers, and brown felt hat. A native of Bristol. Has relatives at Newport, Mon. Warrant issued. Information to Chief Constable Huntley, Sunder- land. GLAMORGANSHIRE. 18. Cardiff ( Boi- ough).— For stealing, since 8th inst., £ 63— CARLO FIORER, alias JOHN PUNTA- DEC1MA, an Italian, age 16, height 5 ft., com- plexion dark, hair and eyes black; dress, dark- brown suit ( new), lace boots, and black soft felt hat. He is an ordinary seaman, and deserted from the Italian barque " Le Alta," on 25th ult. Left Cardiff, sup- posed for a north country port, and may endeavour to reach an Italian port. May be found at an Italiam or Greek boarding- house. Warrant issued. 19.— Cardiff ( Borough).— For obtaining by false pretences— 1 ti avelling rug, fawn colour ground, red stripes ; 1 shawl, brown ground, fawn mixture ; 1 plain black jersey, 26 inches round waist; 1 black umbrella, engraved silver- mounted handle; and 1 pair black silk gloves — ADA MORSE, alias MOSS, a general servant, age 33, height 5 ft. 5 in., complexion florid, red nose, dissipated appearance, hair ( very frizzy) dark ; dress, greenish dress, and straw hat with forget- me- nots. May be wearing some of the above articles. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 20.— Cheltenham ( County).— For stealing a hand- truck— — DALEY, age about 55, height 5 ft. 7 or 8 in., complexion swarthy, hair dark; dress, black jacket, white slop, moleskin trousers, and brown bowler hat. Supposed native of Bath. Warrant issued. Information to Supt. McRae, Cheltenham. 21.— Northleach ( County).— For leaving his wife chargeable to the Northleach Union— JOHN CARPENTER, age 35, height 5 ft. 4 in., com- plexion fresh, hair light brown, moustache ( slight) light, eyes light. A shoemaker; native of Hazleton, Cheltenham, and late sub- postmaster at Hazleton. Warrant issued. Information to Supt. Basson, Northleach. HEREFORDSHIRE. 22.— Hereford ( County).— For stealing— 1 dark grey monkey jacket; 1 double backed white slop • 1 blue slop; 1 black handled razor ; 1 white handled shaving brush— A MAN, age 45 to 50, height 5 ft. 7 or 8 in., complexion fair, broad features, hair brown, moustache fair ; dress, long grey coat, blue jersey, dark brown trousers, black soft felt hat, light button boots. Stated he was an engine fitter from Cardiff. Information to Deputy Chief Constable Cope, Hereford. KENT. 23.- Folkestone ( Borough).— For stealing, 7th. inst.— 1 pair of light tweed trousers, 1 pair of grey woollen drawers, 1 pair of side- spring boots, an old long brown overcoat, and a brown felt hat— COYNERS, a deserter from 1st Battn. Lincoln Regiment, age 26, height 5 ft. ins., complexion fair, hair dark, moustache ( slight) light, scar on right jaw ; dressed in stolen clothes and regimental shirt and socks. Information to Supt. Taylor, Town Hall, Folke- stone. 24.— Tunbridge Wells ( Borough),— For fail- ing to report and embezzlement —• Supervisee ALBERT LINDRIDGE, alias LANGRIDGE, Office No. 34770, age 44, height 5 ft. 8 in., complexion pale, hair brown, eyes grey, moles on right of breast and back of right shoulder, several moles ( small) on right cheek. Sentenced at Middlesex Sessions, o ? 3rd March, 1884, to 5 years' penal servitude, and 3 years' supervision, for felony. K 213. May represent himself to be Mr. Potter, manager of the Baltic Saw Mills, Tunbridge Wells, and by this means attempt to defraud timber merchants, & c. Information to the Head Constable, Borough Police, Tunbridge Wells. LANARKSHIRE. 25.— Glasgow ( City).— For embezzling £ 223 17s. 9d.— ARGYLE L1TSTER, age 17, height 5 ft. 7 or 8 in., rather slight build, complexion fair, hair light, rather long face; dress, brown check tweed jacket suit, and dark brown felt hat. A clerk. Native of Glasgow. Warrant issued. Information to Chief Constable Boyd, Glasgow. 26.— Govan ( Burgh).— Forembezzling £ 19 2s. Id., and stealing a leather Gladstone bag — JOHN MARTIN, age 33, height 5 ft. 9 or 10 in., hair and moustache sandy, scar bridge of nose, stiff gait when walking; dress, when he absconded on 22nd ult., black cord shooting coat and vest, light grey trousers, and black felt hat. A rivetter; native of Dumbarton. Speaks with Scotch accent. Warrant issued. Information to Supt. Hamilton, Govan. LANCASHIRE. 27.— Church ( County).— For stealing, at Sabden, 13th inst., a pair of men's lace boots, toe- capped, whole backs, heel- plates, diamond- headed nails—• JOHN WHITEHEAD, a tramping weaver, age about 30, height 5 ft. 5 in., complexion fair, moustache ( slight) light; dress, black monkey jacket, dirty moleskin trousers, small round black striped cap, and clogs. A native of Blackburn. Information to Supt. Campbell, Church. 28.— Chorley ( County).— For stealing a skirt piece ( recovered) on 30th ulfc. SARAH McBREEN alias MILLINGER, age about 45, height 5 ft. 1 in., hair almost white, face and arms freckled ; dressed in brown dress and sometimes a green one, black bonnet trimmed with green. Stated she had a son named " Tom," who worked for his uncle, a railway carting agent, at Oldham and Salford. She obtains lodgings at private houses and remains a few days, and then decamps, taking things with her. Was recently discharged from Preston Gaol, and is said to be under police supervision. Information to Supt. Norris, Chorley. 29.— Garstang ( County).— For stealing £ 70, JAMES THOMPSON, age 23, height 5 ft. 10 or 11 ins., complexion fair, hair ( thin on forehead) very light, rather pug- nose, walks erect; dress, black worsted jacket and vest, small pattern cord trousers, black billy- cock hat, strong lace boots. Information to Supt. Bourke, Garstang. 30.— Liverpool ( City).— For failing to report, license holder JOSEPH HOPKINS, alias PETER WILLIAMS, age 40, height 5 ft. 8 in., complexion fresh, hair dark, eyes grey, 3 coats- of- arms on TUESDAY, AUGUST 20, 1890. L. 188 ; and supervisee MARIE GALLAGHER, office No. 23596, age 70, height 5 ft., complexion sallow, hair dark brown ( turning grey), eyes grey, varicose veins in left leg. Sentenced at Kirkdale Sessions, 28th October, 1879, to 10 years' penal servitude and 7 years' police supervision for felony, T. F. 223. Information to the Chief Superintendent, Detective Department, Liverpool. 31.— Manchester ( City).— For failing to re- port— Supervisees ELIZABETH ANN" HOULDS- WORTH, alias HOLDEN, Office No. 27413, age 30, height 4 ft. 10 in., complexion pale, hair brown, eyes grey, small scar on left of forehead, and outside right wrist. Sentenced at Salford, 9th July, 1S88, to 9 months' imprisonment and 3 years' supervision for larceny.— JAMES JOHNSON, Office No. 31442, • age 47, height 5 ft. 6, complexion dark, hair dark brown, eyes hazel, tiger and tree, fighting man and T. S. on rt. arm, cross flag on rt. ribs, crown, cross muskets and pile of shot on left arm, two fighting men and I. H. T. S. in centre of chest. Sentenced at Manchester Sessions, 16th October, 1882, to .5 . years' penal servitude and 7 years' supervision for horsestealing.— ROBERT HIGHLAND, alias HYLAND and IRELAND, Office No. 26203, age 33, height 5 ft. 1 in., complexion dark, hair dark brown, • eyes grey, scars on crown and centre of forehead, anchor on back of right arm, star on left arm. Sentenced at Manchester Sessions, 22nd October, 1877, to 7 years' penal servitude and 7 years' super- vision for larceny.— JOHN PATRICK O'NEIL, alias THOMAS LISTER, Office No. 38951, age 27, height 5 ft. 1 in., complexion fresh, hair brown, eyes grey, nose broken, scars on crown and light of forehead, and right of belly. Sentenced at Man- chester Sessions, on 7th January, 1890, to 9 months' imprisonment and 3 years' supervision for larcenv. — And FRANCIS EDWARDS, alias JOHNSON, Office No. 37260, age 66, height 5 ft. 9 in., com- plexion dark, hair dark brown ( bald), eyes hazel, scars on throat and across right cheek, right little finger damaged. Sentenced at Manchester Sessions, 9th April, 1885, to 5 years' penal servitude and 3 years' supervision for larceny. Information to the Detective Superintendent, City Police, Manchester. 32.— Wigan ( Borough).— For failing to report — Supervisee THOMAS THORNTON, Office No. 39921, age 36, height 5 ft. 10 in., complexion fresh, hair brown, eyes blue, nose inclined to left, moles inside right forearm, and outside left upper and over left forearm, end of second left finger crushed. Sentenced at Salford Sessions, 21st October, 1889, to 9 months' imprisonment and 3 years' supervision for felon}-. , Information to the Chief Constable, Borough Police, Wigan. LINCOLNSHIRE. 33.— Spilsby ( County).— For housebreaking at Thorpe, 4th inst., and stealing £ 5, gold. A man, age 22 to 24, height 5 ft. 7 or 8 ins., hair dark, thin long face which was very red, especially on right cheek ( appeared to be suffering from a skin disease) ; dress, black coat and vest, grey striped trousers, black hard felt hat. Appeared to be making his way towards Yorkshire. Information to Supt. Sowden, Spilsby. M I D L O T H I A N . £ 100 REWARD. 34.— Ed i n bu rgh ( City).— Woodcut portrait and description of PETER COUPER, an accountant, whose apprehension is sought for having embezzled a large amount— age about 46 ( looks older), height about 5 ft. 6i or 7 in., medium build, well- propor- tioned square shoulders, complexion fresh, pleasant looking, bright eyes, iron grey hair, turning white, side whiskers and moustache, shaved on chin, speaks with a Scotch accent; generally dresses well in dark suit, and black felt hat, smart gentle- manly appearance, usually walks quickly with very slight halt. It is believed that he may endeavour to leave the country, or may have already gone abroad. Passed himself off as an engineer, and had the appearance of such. Spoke with a mixed English and Irish accent. A native of Jarrow. He took lodgings in one of the outskirts of the City, evidently with the intention of providing himself with a place to which he could remove pro- ceeds of larcenies. Here part of the stolen property was recovered. Has been convicted as follows :— At Winchester, June, 1877, for stealing money, and sentenced to 3 months' imprisonment; at Andover, October, 1877, and sentenced to 12 months' imprisonment; at Alnwick, October, 1879, and sentenced to 5 years' penal servitude ; at Grimsby, September, 1884, for fraud, and sentenced to 8 months' imprisonment; at Sheffield, 9th January, 1885, for fraud, and sentenced tO 7 years' penal servitude; at Glasgow, 15th July, 1889, for fraud, and sentenced to 6 months' im- prisonment ; and at Belfast, 16th January, 1890, for larceny, and senten'ced to 6 months' imprisonment.
