All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, I/ OVDON, S. W. • 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. £. Portraits of persons whose apprehension is sought for serious offences, and engravings of . stolen property, will be prominently inserted, with detailed particulars, at a cost of los. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. f. Every announcement, if for the apprehension of a person, must he guaranteed by the signature of an officer of not less rank than Superintendent,; and, if the name of such person be required to le inserted, and no warrant is in force against him, the requisition must be signed by the ch ief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning s'olen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted t » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the. Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, toill be wholly responsible for any proceedings which mag result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mini be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. Department.— For forging and knowingly uttering a forged instrument within the jurisdiction of the Government of Cape Colony— WILHELM AUGUST LIP PERT, age about 48, height 5 ft. 5 in., slight build, complexion florid, hair ( thin at temples and 011 top of head), whiskers, heard ( cut close), and moustache light brown, eyes blue, prominent nose, thin face, stoops slightly ; dresses well, in frock coat and high hat. A German Jew, but speaks English almost like a native. Until recently he was a leading merchant at Cape Town. Last known address 24, Salisbury Road, llove, where his wife and family are still residing. Previously lodged at 34, Bedford Square, Brighton. Warrant issued. 2. — C. Division. — Woodcut portrait and description of WALTER BILL alias WALTER NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the | Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst *> f April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 187G. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi- tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted. as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall bo found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their vion subjects whether by birth or naturalisation.'" The result of the modification in the Treaty is that either Government may deliver up its own fcubjeets to the other Government, but cannot be considered bound to do so. BOYCE, whose apprehension is sought for felony—- age 21, height 5 ft. 4 in. complexion fair, hair ( curly) red; dress, black coat and vest, striped trousers, patent leather boots. May endeavour to leave the country. Warrant issued. 3.— G Division.— For stealing an oak colour cash box, containing £ 11, gold and silver, some postal orders, and stamps, a draft on " Glynn, Mills &. Co." for £ 17, and a cheque on the Union Bank, payable 4th September, 1890— ALBERT HAW- KINS, age 18 ( looks older), height 5 ft. 7 in., complexion, hair, and eyes ( very full) dark, paleface, square shoulders, walks very upright; dress, dark clothes, and black hard felt hat, wears a double silver chain ( curb pattern), shire. A native of Luton, Bedford- 4. G Division.— For obtaining 29 watches by means of a fictitious cheque— GEORGE A. LYNE, age 45, height 5 ft. 6 in., complexion, hair and eyes dark, dress, dark frock coat, high silk or low felt hat, wears blue ribbon." A native of Southampton. Warrant issued. 5.— K Division.— Forstealing £ 43— EDWARD PEGGS, age 43, height 5 ft. 5 in., complexion dark, hair and whiskers black, eyes dark, no moustache; dress, pepper- and- salt mixture suit, and black felt hat; Warrant issued. 6.— Y Division.— For stealing £ 7 10s., 26tli ult.— LEONARD BOTTING, age 18 ( looks older), height 5 ft. 8 in., complexion fair, hair ( inclined t « curl) brown, full eyes, wears glasses, dress, grey summer jacket, light trousers, blue tie, button boots, and brown hard felt hat. A native of Lower Wal- ruer, Kent. May be found with his father who is schoolmaster to the Marines, and resides at Canadu- road, Lower Walmer. Warrant issued. Information to be forwarded to the Metropolitan Police Oftice, Great Scotland Yard, London, S. W. r.- B Division— HARRY VICTOR RICH- ARDS, Case No. 2, 1st inst., not to bs apprehended. Charge withdrawn. BERKSHIRE. s.— Maidenhead ( Borough).— Fcr obtaining 7s. 6d. by fraud— E. GIDDY, age 25, height 5 ft. 7 or 8 ins., complexion fair, hair light brown, eyes blue ; dress, black jacket, light trousers, bine necktie, and black hard felt hat. Stated he was the junior partner of the firm of Messrs. Giddy & Turner, estate agents, & c., of Maidenhead, and under the pretence of entering a lady's private school on the firm's monthly report, obtained the money. Not to be apprehended out of the United Kingdom. Warrant issued. 9— Maidenhead ( Borough).- r- For falsifying accounts. also larceny ( bailee) — FRANCES GORTEN, a lady- housekeeper, age 40 height 5 ft. 9i in., complexion dark, hair ( cut short in front) grey, eyes ( large and full) dark, high cheek bones, rather long features, lisps slightly, of good address ; is generally fashionably dressed in black and grey dust cloak. A native of London, late of Colosseum House, Regent's Park. May be accom- panied by her daughter, age about 15. Not to be apprehended out of the United Kingdom. Warrant issued. 0 Information to Supt. BRECONSHIRE. 10.— Bui Ith ( County).— For obtaining£ 10 by false pretences— EVAN WILLIAMS, age 19, height 5 ft. 5 or 6 in., complexion fair, hair ( thin in places) light brown; dark brown check pattern coat and vest, dark dirty trousers, black and white check scarf, white soft hat, sidespring boots. A farm servant; native of Llanfanfawr, Breconsbire. Warrant issued. Information to Sergeant Jones, Builtli. BUCKINGHAMSHIRE. 11.— Aylesbury ( County).— For embezzlement — GEORGE EDWARD PORTER, a brewer's clerk, age 43, height 5 ft. 4|- in., complexion, whiskers and moustache dark, right arm shorter than left, the hand of which he carries in the trousers pocket; dress, dark grey suit, and round black hard felt hat. Native of Aylesbury. Warrant issued. Information to Deputy Chief Constable Webb, Aylesbury. CUMBERLAND. 12.— Wigton ( County).- For housebreaking at Hayrigg, near Silloth, between 3rd and 5th inst.— A MAN, known as " SCOTTIE," age 24, height 5 ft. 7 in., complexion, hair and eyes dark, winks left eye when talking, simple- looking; dress, dark- blue overcoat ( much worn, and torn under one arm), no jacket, two dark vests, dark check trousers ( too long, and turned up at bottoms ), green plaid muffler, dark silk e » p with peak, black stockings, and old shoes. A fireman. Supposed native of Annan, Dumfriesshire. Information to Supt. Brown, Wigton. 1 pair black silk gloves — ADA MORSE, alias MOSS, a general servant, age 33, height 5 ft. 5 in., complexion florid, red nose, dissipated appearance, hair ( very frizzy) dark ; dress, greenish dress, and straw hat with forget- me- nots. May be wearing some of the above articles. Warrant issued. Information to Head Constable McKenzie, Cardiff. DEVONSHIRE. 13.— Exeter ( City).— For embezzlement— JOEL BLACKMORE, age about 46, height 5 ft. 5 or 6 in., rather stout build, complexion fair, hair, whiskers, and moustache brown, hands freckled, supposed bald top of head; usually dressed in dark suit and black square felt hat. A commercial traveller: native of Exeter. Was lately employed by a firm of fruiterers May seek employment as a grocer's assistant, or endeavour to leave the country. Warrant issued. Information to the Chief Constable, Court House, Exeter. ESSEX. 14.— Brentwood ( County).— For stealing a watch and chain ( recovered) at Chadwell St. Mary, 16th ult.— BERTHA McGRATH, age 27, height 5 ft., complexion dark, hair ( cut short, sometimes frizzed and sometimes turned up at back) dark, lost front teeth in upper jaw, scar on chin ; dress, black jacket trimmed with braid down front, rather short blue dress, velvet plush hat ( supposed light blue), and low shoes. Snpposed native of Chatham. Information to Supt. Dobson, Brentwood. 15.— Chelmsford ( County).— For deserting his wife and family— 1THOMAS KETLEY, age 40, height 5 ft. 9 or 10 in., complexion fair, hair and whiskers dark brown, no moustache, eyes blue, rather round- shouldered, and is bow- legged, carries his head forward when walking. A labourer; native of Great Leiglis. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. GLAMORGANSHIRE. 16.— Cardiff ( Borough).— For stealing, since 8th inst., £ 63— CARLO FIORER, alias JOHN PUNTA- DEC1MA, an Italian, age 16, height 5 ft., com- plexion dark, hair and eyes black; dress, dark- brown suit ( new), lace boots, and black soft felt hat. He is an ordinary seaman, and deserted from the Italian barque " Le Alta," on 25th ult. Left Cardiff, sup- posed for a north country port, and may endeavour to reach an Italian port. May be found at an Italian or Greek boarding- house. Warrant issued. 17.— Cardiff ( Borough).— For obtaining by false pretences— 1 tiavelling rug, fawn colour ground, red stripes ; 1 shawl, brown ground, fawn mixture ; 1 plain black jersey, 26 inches round waist; 1 black umbrella, engraved silver- mounted handle; and GLOUCESTERSHIRE. 18.— Cheltenham { County).— For stealing a hand- truck— — DALEY, age about 55, height 5 ft. 7 or 8 in., complexion swarthy, hair dark; dress, black jacket, white slop, moleskin trousers, and brown bowler hat. Snpposed native of Bath. Warrant issued. Information to Supt. McRae, Cheltenham. 19. Chipping Sodbury ( County). — For failing to report— Supervisee JOSEPH WHITE, Office No. 24488, age 45, height 5 ft. 6 in., com- plexion dark, hair light brown, eyes grey, mole corner of right eye, and 1 above eyebrow, scars back of head and back of left hand, left knee enlarged, slightly bald. Sentenced at Gloucester, 16th October, 1878, to 7 years' penal servitude and 5 years' police supervision for larceny. Licensed 26th March, 1884, E. 966. Information to Supt. Criteliley, Chipping Sodbury. HEREFORDSHIRE. 20. Bromyard ( County).— For larceny, 14th ult.— ELLEN BLUNT, age 30, height 5 ft., stout build, complexion pale, hair dark, fringe on forehead; dress, dark plaid dress, black jacket trimmed with braid, black straw hat, old high top lace boots. May be found in low public- houses or common lodging houses. Warrant issued. Information to Supt. Ovens, Bromyard. KENT. 21.— Folkestone ( Borough).— For stealing, 7th inst.— 1 pair of light tweed trousers, 1 pair of grey woollen drawers, 1 pair of side- spring boots, an old long brown overcoat, and a brown felt hat— COYNERS, a deserter from 1st Battn. Lincoln Regiment, age 26, height 5 ft. 5i ins., complexion fair, hair dark, moustache ( slight) light, scar on right jaw ; dressed in stolen clothes and regimental shirt and socks. Information to Supt. Taylor, Town Hall, Folke stone. 22. Margate ( Borough).— For stealing, 9th ult.;— A cheque for £ 10 ; one £ 5 Bank of England note ; a postal order for 14s. 6< 1., and one for 7s. 6d.; also 2 boxes of cigars.— JAMES SANDALL, hotel porter, age about 40, height 5 ft. 6 ins., complexion fresh, hair, moustache and small side whiskers dark; dress, brown suit, and light cloth cap. He left Birchington by train at 3.5 p. m. the same day, for Loudon, without a ticket, and alighted at Heme Hill, where he changed the £ 5 note to pay his fare. He is known at 244, Cold Harbour- lane, London, also to a Mr. C. Herrman, artist or architect and surveyor, at Croydon. Stated lie had been employed as chief clerk at the Langham Hotel, London. Warrant issued. Information to Chief Constable Buck, Margate. LANARKSHIRE. 23.— Glasgow ( City).— For embezzling £ 223 17s. 9d.— ARGYLE L1TSTER, age 17, height 5 ft. 7 or 8 in., rather slight build, complexion fair, hair light, rather long face; dress, brown check tweed jacket suit, and dark brown felt hat. A clerk. Native of Glasgow. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 24.— Garstang ( County).— For stealing £ 70, JAMES THOMPSON, age 23, height 5 ft. 10 or 11 ins., complexion fair, hair ( thin on forehead) very light, rather pug- nose, walks erect; dress, black worsted jacket and vest, small pattern cord trousers, black billy- cock hat, strong lace boots. Information to Supt. Bourke, Garstang. 25.— Wigan ( County)— For failing to report— Supervisee THOMAS EVANS, alias WHITTAL, Office No. 37830, age 33, height 5 ft. 4 in., com- plexion dark, hair dark brown, eyes hazel, scars on head, left thumb, and breast, burn scar on right foot. Sentenced at Gloucester, 15th October, 1884, to 5 years' penal servitude, and 5 years' police super- vision for larceny. Licensed 22nd June, 188',), FK. 2 Information to Supt. Brassington, Wigan. 26.— Accrington ( Borough). — For stealing, between 1st and 2nd inst.— A light mixture tweed suit, with usual pockets, drab lining, " Andrew McNeil, Preston," snpposed on tab : clerical shaped vest; trousers, with pockets at sides and lined throughout ( all nearly new) — HERBERT RAWSON, alias RICHARDSON and JACKSON, age 35, height 5 ft. 5 in., complexion fresh, hair brown, moustache slight, eyes grey, oval face, slightly knock- kneed, ladder, cross, ship, aud Victoria cross, tattooed right forearm ; serpent, fish, flower, shield, man's head, anchor, pot, chisel, and " H " left forearm ; dress, black worsted suit, black hard felt hat; of respectable appearance. He took lodgings at a house, stating he was ; » clerk at the railway station, and decamped on following morning, leaving behind a black worsted vest, which had in pockets— 2 pawn tickets, oils referring to a lady's silver Geneva watch, No. 8368, pledged with Daniel Tillotson, 39 and 41, Hammer- ton- street, Burnley, on 30tli ult., the other for a gold ring, pledged with Richard Jones, Ilammer- ton- street, Burnley, on 1st inst.; both in name of George Brooks ; a Prayer- book, " H. W. Richard- son, from C. E. Webb, Feb. 21, 1888," written inside; also 2 school medals, which have been, identified as having been stolen from Doncaster, 9th ult. 27.— Accrington ( Borough).— For obtaining money by false pretences, 24th ult. — W. H. LINESEY, age about 41, height 5 ft. 11^ in., com- plexion fresh, hair light brown, whiskers and moustache sandy, eyes grey, lost several front teeth in upper jaw, walks erect, very talkative, of gentle- manly appearance ; dress, when last seen, dark suit, silk hat, and Inverness coat. He called upon several local tradesmen and asked then to rc- insert their business advertisement in " Brown's Directory and Trades' Guide," and in this way obtained 3s. in each case, for which he gave receipts, containing, in printed matter," llrown & Co., Proprietors, 60, Ward's Buildings, Deansgate, Man- chester," & e. ( false). Was sentenced at Dolgelly Quarter Sessions, on 2nd July, 1889, to 6 months' imprisonment, for a, similar offence. Warrant issued. Information to Chief Constable Beattie, Accring- ton. 28.— Preston ( Borough).— For conspiring and fraudulently obtaining various sums of money—! WILLIAM G. MORRTSON, age about 45, height 5 ft. 9 in., slender build, complexion sallow, hair ( turning grey) light brown, bald top of head, side whiskers and moustache, thin features, long nose, good address ; dress, light grey suit, long light brown overcoat, brown felt hat — CHARLES ROMAIN, age about 45, height 5 ft. 9 in., well built, complexion fresh, full and bushy whiskers and moustache dark brown, long nose, swinging gait, fond of drink; dress, blue serge jacket and vest, dark stripe cloth trousers, and brown felt hat. They style themselves the Morrison Gala Com- bination Company, and advertise for persons to perform, and others to take charge of baggage at the various galas they pretend to be getting up, and when in answer to the advertisements persons apply', they are asked to deposit a certain amount as security for the due discharge of their duties, and on receipt of the deposit these men abscond. Warrant issued. Information to Chief Constable Little, Preston. LINCOLNSHIRE. 29.— Epworth ( County).— Forinflictinggrievous bodily harm, 27th ult.— THOMAS MATTHEWS, age 26 or 27, height 5 ft. 8 or 9 in., complexion fair, hair and moustache light, slightly knock- kneed, walks rather slowly and erect. Was lately dis- charged from the Royal Artillery, and now belongs to the Army Reserve. May endeavour to draw his pension from some post- office, or re- enlist. Was seen at Sheffield on 29tli ult. Supposed to be making for Manchester. Warrant issued. Information to Supt. Taylor, Epworth. TUESDAY, AUGUST 20, 1890. T H E POLICE GAZETTE. 5 30.— Spilsby ( Ootinly).— For housebreaking at Thorpe, 4tli inst., and stealing £ 5, gold. A man, age 22 to 24, height 5 ft. 7 or 8 ins., hail- dark, thin long face which was very red, especially on right cheek ( appeared to be suffering from a skin disease) ; dress, black coat and vest, grey striped trousers, black hard felt hat, Appeared to be making his way towards Yorkshire. Information to Supt. Sowden, Spilsby. NORFOLK., 31.— Pulham ( County).— Excaped from custody. 13th ult., charged with Highway robbery with violence— HERBERT LOVE DAY, alias " WHITE HEAD," age 24, height 5 ft. 8 or 9 in., complexion pale, hair and moustache nearly white, eyes light; dress, short black coat, black vest and trousers, white neckerchief, hard black hat. Has worked in gasworks in London, and may seek similar employ- ment. Warrant issued. Information to Supt. Short, Pulham Market. NOTTINGHAMSHIRE. 32.— Mansfield ( County).— For stealing at Stanley, 4th inst., a silver English lever keyless watch, No. 3363, maker's name " Adam Burders " on works, seconds hand, plain white dial, winds up with a slide which works backward and forward on side:— THOMAS SCOTT, ago 35 to 40, height 5 ft. 7 ins., complexion fresh, hair ( bald on top) light, no whiskers, very round shoulders ; dress, blue pilot jacket, moleskin trousers and vest, strong lace boots, and brown cap with peak, appearance of a navvy, supposed native of Spalding, Lincolnshire. Warrant issued. Information to Supt. of Police, Mansfield. 33.— Nottingham ( Borough).— For failing to report— Supervisee MARY BEARDS ALL, Office No. 36728, age 30, height 5 ft. 1, complexion fresh, hair brown, eyes blue, mole under right nostril, lost front top teeth. Sentenced at Nottingham, 20th April, 1888, to 8 months' imprisonment and 2 years' supervision for larceny. Information to the Chief Constable, Borough Police, Nottingham. SHROPSHIRE. 37.— Wellington •( County). — For Stealing £ 2 10s. at Shifnal, 30th tilt.— WALTER WOOD, a farm labourer, age 35 to 37, height 5 ft. 4 or 5 in stout build, complexion fair, hair inclined to be sandy, small side whiskers; dross, dark cloth jacket and vest, old corduroy breeches and leggings, lace boots, and black hard felt hat. Supposed wanted for other offences. Warrant issued. Information to Snpt, Galliers, Wellington. OXFORDSHIRE. 34.— Woodstock ( County).— For assault, with intent to ravish and abuse, at Handborousrli, 20th ult. — JESSE WELLER, age 24, height 5 ft. 3 in., com- plexion dark, hair b] ack, small side whiskers and moustache, splay- footed, walks with a quick step; dress, dark Chesterfield coat with raised seams, light cloth trousers, and black hard felt hat. A labourer; native of Handborough. Is supposed to have gone to Birmingham, where he has a brother residing. Warrant issued. Information to Inspector Oakley, Woodstock. 35.— Oxford ( City).— For stealing, 7th inst.— a premier direct- steering tricycle, about 36- inch wheels, maker's No,, supposed, 36708, marked also P 1245, has a stay tube brazed on neck to seat bracket, ball pedals, band brake, 4 bearing axle, tyres rather worn, usual parts are plated but worn, black enamel, shabby— A MAN, age about 22, height 5 ft. 5 or 6 in., moustache ( slight) sandy ; dress, black coat and vest, dark tweed trousers, rather worn at bottoms, black bowler hat v. ith wide brim. Gave the name of " Hymns, Elm Tree Yard, Oxford." Was traced on road to London. Warrant issued. Information to Head Constable Head, Oxford.
