GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, ATTGUST 1, 1890. VOL. VII., No. 688. REGULATIONS. 3. ATI announcements far insertion in the POLICE GAZETTE, and all communications upon them should, be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YAKD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought icill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be giren, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of\ os. per portrait, and of 7k. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the nameof such person be required to he inserted, and wo warrant is in forceagainst him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended orbf stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in ill" POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for < t> iy proceedings which may rehult from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be lit the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the Office, Great Scotland Yard, by cheque, crossed Drttmmond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi- tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or coDvicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contractuig Parties be bound to surrender their *> vm subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do So. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— Convict Supervision Department. — For failing to report— license holder JOHN BAILEY, Office No. 39531, age 41, height 5 ft. 8 in., complexion dark, hair dark brown, eyes hazel, rose on right upper arm, horse's head, sailor, flag, and J. B. on right forearm, horse's head, full artilleryman and gun on left forearm, ring on 2nd left finger. Sentenced at Winchester, I6th May, 1882, to 10 years penal servitude for wounding. W. 2.-— B Division.— For embezzlement— HARRY VICTOR RICHARDS, age 22, height 5 ft. 5 or 6 in., hair brown, mouslache light, when spoken to he appears very nervous and his hands tremble ; dress, grey double- breasted reefer jacket, with silk facings, light trousers, and black felt hat. Supposed native of Margate. 3.— T Division.— For obtaining money by worthless cheques on the London County Bank, Bromley, Kent — GEORGE RICKETS, alias GEORGE ARMITAGE COOPER, TURNER, & c., age 22, height 5 ft. 9 in., complexion sallow, hair and eyes brown, lump back of head, nose broken and turns a little to the right; dress, brown with blue stripe, fancy diagonal morning coat, vest, and trousers, white tie, dark brown felt liat. His modus operandi is to take lodgings, and in payment of his bill presents a cheque made out for a larger amount. May be found at seaside resorts. Native of Kingsey, near Thane, Oxford. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London. CITY OF LONDON. 4.— For larceny — HENRY WALLACE, alias WILKINS, late of No 1, Globe- buildings, Globe- road, E., age 20, height 5 ft. 10 or 11 in., slight build, com- plexion and hair fair, thin face ; dress, dark coat and vest, light trousers, brown hard felt hat. May enlist; seen at Aldershot 13th ult. Warrant issued. . 5.— For fraud— EDWD. ARCHIBALD BROCK, late of 39, Chester- terrace, Regent's Park, age 35, height 5 ft. 8 in., rather stout build, complexion fresh, hair light, moustache sandy, wears gold eyeglasses, well dressed. ANGLESEY. 6.— Beaumaris ( County). — For forgery — THOMAS HUGHES, age about 45, height 5 ft. 8 or 9 in., complexion sallow, long dark curly hair, full whiskers, no Utoustache ; dressed when last seen in dark tweed sttit, overcoat, silk hat, lace boots. Belongs to Bryn- Goronwy, Llanfairmathafarneithof. Warrant issued. Information to Lieut.- Col. Thomas, Beaumaris. BKEOONSHIRE. 7.— Builth ( County).— For obtaining £ 10 byfalse pretences— EVAN wiLLIAMS, age 19, height 5 ft. 5 or 6 in., complexion fair, hair ( thin in places) light brown ; dark brown check pattern coat and vest, dark dirty trousers, black and white check scarf, white soft hat, sidespring boots. A farm servant; native of Llanfanfawr, Breconshire. Warrant issued. Information to Sergeant Jones, Builth. BUCKINGHAMSHIRE. 8.— Aylesbury { County).— For embezzlement— GEORGE EDWARD PORTER, a brewer's clerk, age 43, height 5 ft. 4| in., complexion, whiskers and moustache dark, right arm shorter than left, the hand of which he carries in the trousers pocket; dress, dark grey suit, and round black hard felt hat. Native of Aylesbury. Warrant issued. Information to Deputy Chief Constable Webb, Aylesbury. CAMBRIDGESHIRE. 9.— Cambridge ( Borough).— For stealing, 16tli ult.— A lady's gold watch, open face, No. 12613, with guard chain attached— A MAN, who lodged at a coffee house one night, age 40, height 5 ft. 6 in., complexion fresh, hair and moustache brown ; dress, dark clothes. Had with him a black bag with brown straps. Information to Chief Constable Innes, Cambridge. CORNWALL. 10.— Launceston ( County).-— For assault— MARY JENNER, late of Stratton, age about 32, height 5 ft., stout build, complexion, hair ( frizzled and turning grey) dark, eyes dark blue, wart under eye ( supposed right), front teeth decayed, second finger left hand deformed; dress, long dark blue cloak and low black hat. A native of Tavistock, Devon. Was accompanied by her husband — FREDERICK JENNER, age 39 ( looks younger), height 5 ft. 5 in., complexion fair, and A GIRL, 3 years of age, complexion fair, hair light. DEVONSHIRE. 12.- Exeter ( County).— For larceny and fraud — LUCY GILL, alias MAGGIE ANGEL and GLEE- SON, aged 23, height 5 ft. 4 in., slight build, com- plexion dark, hair dark brown, eyes dark, teeth rather black; dress, ribbed cloth jacket ( rusty) bound with braid, black dress ( rather short), lace shoes, black straw turban hat trimmed with black ribbon and bound with black velvet. A native of Ex !;. er. States she is a photographer and trained nurse ( false). She takes respectable lodgings and leaves without paying her bill, stealing money and valuables. Warrant lVsned. Information to the Chief Constable of Devon, Exeter. 1:?. — Exeter ( City).— For embezzlement— JOEL BLACKMORE, age about 40, height 5 ft. 5 or 6 in., rather stout build, complexion fair, hair, whiskers, and moustache brown, hands freckled, supposed bald top of head ; usually dressed in dark suit and black square felt hat. A commercial traveller ; native of Exeter. Was lately employed by a firm of fruiterers. May seek employment as a grocer's assistant, or endeavour to leave the country. Warrant issued. DUMFRIESSHIRE. 14.— Dumfries ( County).— For contravention of the Criminal Law Amendment Act, 1885— PETER JOHNSTONE, age 40, height 5 ft. 7 in., complexion fresh, hair, whiskers, and moustache brown, eyes grey; dress, grey tweed jacket suit, black hard felt hat, light lace boots. A carter; native of Lang- holm, Dumfriesshire. Warrant issned. Information to Chief Constable Jones, Dumfries. ESSEX. 15.— Brentwood ( County).— For stealing, 25tli ult., at Romford, 1 black diagonal cloth coat and vest; 1 pair moleskin trousers and a yellow silk handkerchief— A YOUTH, fige 17 or ' 18, height 5 ft. 6 or 7 in., complexion fair, hair light, eyes grey « r blue, both arms tattooed; dressed in the stolen clothes and velveteen cap. Supposed native of Wliitechapel. 16 — Brentwood ( County).— For stealing a watch and chain ( recovered) at Chad well St. Mary, I 16th ult.— BERTHA McGRATH, age 27, height 5 ft., complexion dark, hair ( cut short, sometimes frizzed and sometimes turned up at back) dark, lost front teeth in upper jaw, scar on chin ; dress, black jacket trimmed with braid down front, rather short blue dress, velvet plush hat ( supposed light blue), and low shoes. Snpposed native of Chatham. Information to Supt. Dobson, Brentwood. 17.— C h e I msf Ord ( County ).— For deserting his wife and family— THOMAS KETLEY, age 40, height 5 ft. 9 or 10 in., complexion fair, hair and whiskers dark brown, no moustache, eyes blue, rather round- shouldered, and is bow- legged, carries! his head forward when walking. A labourer ; l native of Great Leighs. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. GLOUCESTERSHIRE. 18.— Cheltenham ( County).— For iteming a hand- truck DALEY, age about 55, height 5 ft. 7 or 8 in., complexion swarthy, hair dark; dress, black jacket, white slop, moleskin trousers, and brown bowler hat. Supposed native of Bath. Warrant issued. Information to Supt. McRae, Cheltenham. 19.— Cheltenham ( County).— For obtaining money by false preteuces— FRANK J. PRATT, age 35, height 5 ft. 7 in., stout build, complexion fresh, hair brown, eyes blue, rather large face, clean shaved; generally dresses in grey suit, brown lace boots, and black bowler hat. A native of Alcester, Worcester. Is a brother- in- law of the late " Fred Archer." Attends most of the race meetings, and has relations at Birmingham. Newmarket, Alcester, Evesham, and Stratford- on- Avon. Warrant issued. Information to Supt. McRae, Cheltenham. 20.- Cirencester ( County).— FREDERICK JENNETT, alias FISKTN, Case No. 11, 16th May last, not to be apprehended. Warrant withdrawn. HEREFORDSHIRE. 21.— Bromyard ( County).— For larcenv, 14th ult.— ELLEN BLUNT, ago 30, height 5 ft., stout build, complexion pale, hair dark, fringe on forehead; dress, dark plaid dress, black jacket trimmed with braid, black straw hat, old high top lace boots. May be found in low public- houses or common- lodging houses. Warrant issued. Information to Supt. Ovens, Bromyard. 22. — Hereford ( County). — For stealing, at Kentchurch, 15th ult., 1 dark rough jacket, two pockets outside and one inside left breast, four buttons on front, and two on back ; 1 brown plaid tweed vest; and 1 pair brown ribbed trousers ( torn at bottoms)— A MAN, age 30 to 36, height 5 ft. 6 or 7 in., complexion fair, hair brown, beard ( about a month's growth) light, eyes grey, shuffles on his feet as if footsore, very dirty appearance; dressed in stolen clothes, old boots cut in front, dark muffler, and black soft felt hat. Information to Deputy Chief Constable Cope, County Police Station, Hereford. ( turning grey) light brown, bald top of head, side whiskers and moustache, thin features, long nose, good address ; dress, light grey suit, long light brown overcoat, brown felt hat — CHARLES ROMAIN, age about 45, height 5 ft. 9 in., well built, complexion fresh, full and bushy whiskers and moustache dark brown, long nose, swinging gait, fond of drink; dress, blue serge jacket and vest, dark stripe cloth trousers, and brown felt hat. They style themselves the Morrison Gala Com- bination Company, and advertise for persons to perform, and others to take charge of baggage at the various galas they pretend to be getting up, and when in answer to the advertisements persons apply, they are asked to deposit a certain amount as security for the due discharge of their duties, and on receipt of the deposit these men abscond. Warrant issued. Information to Chief Constable Little, Preston. NORTHUMBERLAND. 27. Newcastle- on- Tyne ( City). E. G. OSBORNE ( Case No. 29, 20th September, 1889) not to be apprehended ; charge withdrawn. KENT. 23.— Canterbury ( City).— For obtaining 3s. & d. by false pretences— JOHN WILLIAM DAYIES, age 23, height 5 ft. 5^ in., complexion pale, hair light brown, eyes blue, small scar centre of forehead, birthmark front of left thigli, abscess mark left groin, varicose veins both legs, ruptured, impedi- ment in speech. His modus operandi, is to call upon tradesmen and represent himself to be in the employ of Davies and Co., of 189, Whitecross- street, E. C., and that they ( Davies and Co.) have been employed by Messrs. Kelly and Co., 51 and 52, Great Queen- street, Lincoln's- inn, W. C., to produce the next issue of Kelly's Directory of Canterbury ( false). He had in liis possession the last issue of Kelly's Directory, and chiefly calls upon tradesmen who have advertisements inserted therein, asks for them to be inserted in the next issue, and draws the money. Was convicted for similar offences at Montgomery- shire Quarter Sessions, lltli April, 1869, and sen- tenced to 3 months' imprisonment; and at Stafford Assizes, 25th July, 1889, and sentenced to 3 months' imprisonment. LANCASHIRE. 24.— Chorley ( County).— For stealing, 16th ult. — An English lever watch, No. 909, and " Thomas Yates, Preston," on dial BUCKLEY, age about 40, height 5 ft. 8 or 9 in., complexion fresh, hair light sandy ; dress, black coat with laps, mole- skin trousers, black billycock hat, heavy water- tight boots. He was working on the pipe track at Wheel- ton, and absconded immediately after the larceny. Information to Supt. Norris, Chorley. 25. — Burnley ( Borough).-— For embezzling £ 49 15s. Id., 14th ult.— JAMES TURNER, a tailor, age about 30, height 5 ft. 10 in., complexion fair, liair light brown, light moustache, smart appearance; dress, black coat* and vest, mixture trousers, black felt hat, lace boots. Warrant issued. - Information to Chief Constable Harrop, Burnley. 26.— Preston ( Borough).—' For conspiring and fraudulently obtaining various sums of money— WILLIAM G. MORRISON, age about 45, height 5 ft. 9 in., slender build, complexion sallow, hair OXFORDSHIRE. 28.— Woodstock ( County).— For assault, with intent to ravish and abuse, at Handboroueh, 20th ult. — JESSE WELLER, age 24, height 5 ft. 3 in., com- plexion dark, hair black, small side whiskers and moustache, splay- footed, walks with a quick step; dress, dark Chesterfield coat with raised seams, light cloth trousers, and black hard felt hat. A labourer: native of Handborough. Is supposed to have gone to Birmingham, where he has a brother residing. Warrant issued. Information to Inspector Oakley, Woodstock. RENFREWSHIRE. 29.— Paisley ( Burgh).— For embezzlement— ADAM CURRIE HARPER, a railway collector, age 32, height 5 ft. 8 in., weight about 13 stone, hair light brown, side whiskers and moustache light, eyes grey, heavy jaws, large forehead, abscess marks on neck, broad'arid slightly round- shouldered, walks with swinging gait; dress, light grey tweed suit, brown felt hat, and light tie, wore a gold geneva watch and gold chain, with small closed link formed into an albert. Was in the employ of the G. S. W. Railway Co. for the last 20 years, and may seek similar employment, or may endeavour to leave the country. Is fond of betting society. Absconded 25th June. Information to Supt. Sutherland, Paisley. SOMERSETSHIRE. 30.— Bath ( City).— For obscenely exposing his person— FRANK WILCOX, a professor of music, age 35, height 5 ft. 8 in., complexion dark, hair, whiskers, and moustache brown, eyes hazel; generally dresses in light suit and round straw hat. Gentle- manly appearance and good address. Warrant issued. Information to Lieut.- Colonel Gwyn, Chief Con- stable, Bath. STAFFORDSHIRE. 31.— Burslem ( County).— For stealing clothing ( recovered) from lodgings— ALFRED GEORGE BOURNE, age 25, height 5 ft. 7| in., complexion fresh, hair brown, moustache ( slight) light, eyes dark hazel, mole below left collar- bone, large cut mark outside right lower leg, right ankle and foot a little deformed; dress, black coat and vest, brown cord trousers, lace boots, and black hard felt hat. Hill, Burslem. 32.— Longton ( County).— For stealing a watch ( recovered)— MARTHA ANN CARSON, age 32, height 5 ft. 4 in., complexion, hair and eyes dark; dress, light stripe dress, black cloth jacket, black hat trimmed with white daises, sidespring boots. Had with her a black and a white dress. A native of Wall- grave, Northamptonshire. Was accompanied by her two boys, John and Fred, age respectively 10 and 7, and also supposed by Charles Rushton, age 41, height 5 ft. 10 in., complexion fresh, hair and whiskers ligh£, shaved on chin. ' Warrant issued. Information to Supt. Evans, Longton. 3 SURREY. 33.— Guildford ( County).— For stealing at Ash, " 28th ult.. 1 gold half- hunter open face watch, blue figures, makers " L. Roy and Files" ; 1 frold bracelet, curb chain pattern, with true lover's knot; 1 gold ring, with kind of a forget- me- not and heart in centre; and 1 small silver ring— A MAN, age about 30, height 5 ft. 8 or 9 in., complexion fair, hair light, beard about three days' growth, no whiskers or moustache: dress, brown clothes, and hard felt liat, appe iranco of a camp loafer. Information to Deputy Chief Constable Barker, • Guildford. SUSSEX ( WEST). 34. — Worthing ( County'). — For embezzling £ 20 3s. hi. - GEORGE WJ LLIAM BENNETT, Ago 24, height 5 ft. G or 7 in., stout build, complexion very fail', hair and moustache ( slight) light, very slight side whiskers, full face. Lately employed as assistant clerk i; i the Offices of the Worthing Local " Board. Will probably try to leave the country. Warrant issued. Information to" Supt. Long, Worthing. WARWICKSHIRE. £ 1 REWARD. 35— Birmingham ( City).— Woodcut portrait and description of GEORGE DAVIS, whoso appre- trousers, black billycock hat. Native of Ravens- thorpe, near Devvsburj. Warrant issued. Information to Supt. Aii- ton, Court House, Dews- bury. hension is sought for deserting his family— age about 48, height 5 ft. 2 or 3 in., complexion fair, hair ( turning grey in front) brown, moustache ( slight) light, eyes brown, rather cross- eyed, blue cut mark on right side of forehead, blinks his eyes when in conversation. A bill- poster; native of Birmingham. Is well known to lodging- house keepers in Worcestershire and Staffordshire. The above reward will be paid by the Guardians of the Poor for the City of Birmingham, for the arrest of Davis. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. YORKSHIRE. . 36-- Doncaster ( Borough).— For stealing, 9th ult.—' 2 medals belonging to a schoolboy; 1 silver brooch, shape of a cross and 1 brooch made of a Jubilee half- crown, gilded— HERBERT RAWSON, alias RICHARDSON and JACKSON, age 35, height 5 ft. 5 in., slight build, complexion fresh, hair brown, moustache slight, eyes grey, oval face, slightly knock- kneed, ladder, cross, ship, and " Victoria Cross tattooed right forearm, serpent, fish, flower, shield, man's head, anchor, pot, chisel, and " H." left forearm, half bracelet each wrist; dress, black coat - and vest, 1 dark striped trousers, slate- coloured tie, and black felt hat. A painter; native wf Kirklieaton, near Huddersfield, He usually takes lodgings at quiet houses, stating he is employed on tto railway. CAUTION. 68.— Margate { Borough).— The attention of Police is directed to the proceedings of a man found apparently in a dying condition in the Street, 2lst ult., who stated he had been discharged on the previous day as incurable from. Brompton Con- sumptive Hospital, and that he had come to Margate with a view to obtain assistance from a friend to enable him to return to his home in Scotland, but that he declined to assist him. By this ruse he succeeded in obtaining a considerable amount of money, and left the same evening by a London train. From enquiries since made it has been ascertained that he has not been an inmate of Brompton Hospital, nor lias he applied to be admitted. He is evidently an impostor, letters complaining of him having been received by the secretary of that institution. It is believed that he has not gone to Loudon but to some watering place, where he may adopt similar tactics. She called at the shop under the pretence of making purchases for birthday presents, and selected goods to be sent to an hotel where she stated she was staying, being related to the landladj' who was ill, & e. ( false). When inspecting the goods she keeps her umbrella ( partly open) suspended from her arm or the counter, into which it is believed she drops the stolen goods as opportunity offers.
