Every announcement, if for the apprehension of a person, mustte guaranteed by the signature Of an officer of not less rank than Superintendent ; and. if the name of such person be required to oe inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immeaiate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O M S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the offieer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so a' to be received not later them noon on Wednesday, and for the Tuesday edition not later than Saturday morning. May be found at Nash Mills, near Hemel Hempstead, Herts. Warrant issued. 6.— S Division.— For embezzling £ 2.000 whilst clerk at Railway Clearing House- THOMAS REID, age 43, height 5 ft. 5 in., complexion, hair ( turning grey and bald top of head) and eyes dark, heavy black moustache, full face, broad shoulders, speaks with Scotch accent^ dresses i ^ spe^ tably, generally wears a silk hat. Native of Stirling. Warrant issued. 7.— V Division.— Woodcut portrait and descrip- tion of GEORGE LIGHT, whose apprehension is " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. sought for the abduction, 6th ult., of Fanny Gertrude Maud Bayfield, age 15, height 5 ft., complexion A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read followB:— " It iB agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiiing party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be hound to surrender their own rubjects whether hy birth or naturalisation." Warrant issued. 4— E Division.— For stealing £ W— JAMES HENRY BATCHELOR, a clerk, age 32, height 5 ft. 10 in., stout build, complexion fresh, hair ( curly) black, beard and moustache dark brown, eyes brown, lost top joint of right little finger; dress, black diagonal coat and vest, light trousers, high hat, smart appearance. Warrant issued. 8 fair, hair light, eyes hazel; dress, navy blue serge dress, trimmed blue braid, black short stockin- nette jacket trimmed black astrachan, long grey fur boa, blue sailor hat trimmed two bands of ribbon, one black the other white, high leg button boots, wore a gold Geneva watch, small round link albert chain, compass, gold cross, 5 and 10 cent pieces attached ; had with her a square japanned box, 14 in. by 8 in., containing oil paints, and a small black bag. Description of Light : Age 24, height 5 ft. 9 in., complexion fair, hair light, eyes hazel, very thick eyebrows; dress, short double- breasted jacket, silk facings, lavender colour stripe trousers, brown felt hat, brown shoes, carried a black stick, silver- plated knob, " George from Charley " engraved thereon. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. £ 10 HEWAED. 8.— HUGH DAVIES, Case No. 5, 8th February, 1889, not yet arrested. The above reward will be paid by Mr. Thomas, No. 1A, Fore- street, London, E. C., for such information as will lead to his arrest. 9.— For larceny [ bailee)— REGINALD DOUGLAS WADE, late of 50, Threadneedle- street, and 14, Cen- tral- hill, Upper Norwood, age between 35 and 40, height 5 ft. 8 in., complexion fair, hair and mous- tache brown, eyes large and red as if from weakness, full face, broad shoulders; dress, dark mixture suit; gentlemanly appearance. Had with him a small port- manteau and leather hat box. A dealer in stocks. Absconded 13th ult. — EDWARD WINGFTELD SHAW, late of 50, Tnreadneedle street, and 63, Upper Wood- street, Woolwich, age 30, height 5 ft. 6 in., hair ( curly) dark, rather large head, lisps slightly, rather horsey but gentlemanly appearance and dress. May be found at seaside resorts. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BRECON3HI RE. 10.— Crlckhowell ( County).— For stealing a martingale ( recovered]— THOMAS FIELD, alias " SLEN," age 25, height 5 ft. 8 or 9 in., complexion fair, hair and moustache ( slight) light, small scars on bridge of nose, lump on left shoulder, bruise right shin, walks with a slouching gait, is very much addicted to drink ; dress, grey tweed coat, cord trousers, grey velvet vest ( all much worn), light muffler, lace boots, and felt hat. A navvy; native of Hay. May be found working at farmhouses or in harvest fields. Warrant issued. Information to Supt. Winterson, Criekhowell. CHESHIRE. 11.— Aitrincham ( County).— For stealing, 14th inst., a bicycle ( recovered)— TWO MEN, 1st, age 21, height 5 ft. 6 in., well built, complexion, hair, side whiskers, and moustache dark ; dress, black rib serge jacket, double- breasted, silk facings, cap with badge in front; 2nd, age 19, height 5 ft. 4 or 5 in., round full face; dress, single breasted serge jacket, tweed trousers, black hard felt hat. Information to Sapt. Leighton, Altrincham. 12— Nantwich ( County).— For stealing, on 27th and 30th ult.— 1 f- plate Geneva watch, No. ( supposed) 2096504, metal case, engine turned back ; 1 Waltham lever watch, No. 2170957, plain cases, and 1 silver lever watch, which he pledged at Crewe— A MAN, who gave the name of THOMAS GIBBS, age about 60, height 5 ft. 4 in., complexion fresh, hair, whiskers, and mous- tache grey ; dress, dark tweed clothes, low shoes with blue cloth tops, and black hard felt hat. Wears a hoop on little finger right hand. He arrived at Crewe on 23rd ult., and worked for a few days at a pawnbroker and jeweller's, cleaning and repairing watches. Talked of having been in London, Gloucester and Hereford. Warrant issued. Information to Supt. Leah, Nantwich. 13.— Stockport ( Borough).— For embezzling £ 52 13s. 4d.— THOMAS WILLIAM GOULDEN, a tobacconist's traveller, lately residing at 11, Sturge- street, Birmingham, age about 40, height 5 ft. 8 in., stout build, complexion fresh, hair, whiskers, and moustache brown, eyes blue, scar right cheek, small piece of flesh stands up on nose, long body, short legs ; dress, light overcoat, ( fork grey coat and vest, striped trousers, lace boots, and black hard felt hat. Left Birmingham on 25th ult. with a barmaid named Vaughan, until recently at the " Windsor," Canon- street, Birmingham. THE POLICE GAZETTE. Ashort time ago Goulden opened a tobacconist's shop at Stratford- on- Avon in name of Vaughan. Warrant issued. Information to Chief Constable Jones,' Stockport. DERBYSHIRE. 14.— Derby ( Borough).— For embezzlement— WALTER HARRIS, age about 33, height about 5 ft. 8 in., complexion ruddy, hair, whiskers, and moustache brown, round face. A native of Knowle, near Birming- ham. Was traveller and salesman to a firm of pro- vision merchants. Absconded on or about 27th May last. May seek similar employment. Warrant issued. Information to Lieut.- Col. Delacombe, Chief Con- stable, Town Hall, Derby. DEVONSHIRE. 15.— Exeter ( City).— For embezzlement — JOHN MELHUISH, a cashier, age 50 to 55, height 5 ft. 8 or 9 in , rather slight build, red blotchy face, hair ( bald on top), whiskers, and long beard ( all turning grey) dark brown, top lip clean shaved, eyes grey, bad on feet; generally dressed in black coat and vest, dark trousers, and high hat, sometimes wears a blue serge coat, brown striped trousers, white shirt, no tie, gold chain with spade guinea attached. Is rather addicted to drink. Absconded 18th ult. Warrant issued. Information to the Chief Constable, Court House, Exeter. DURHAM. 16.— South Shields ( Borough)— For obtaining by a forged order a ship's chronometer ( recovered), 16th May last- JOSEPH FAIRLESS, a marine engineer, age 29, height 6 ft. li in., slight build, complexion fresh, hair and moustache ( slight) brown, large blue eyes. A native of Newcastle- upon- Tyne. Is addicted to drink, and well known to Newcastle police. Holds a Second Engineer's Certificate. May go to sea as fireman. He failed to appear to bis recognisances on 27th ult. Warrant issued. Information to Chief Constable, Moorhouse, South Shields. ESSEX. 17.~ Chelmsford ( County). — For stealing, at Chelmsford, 5th inst.— 1 dark tweed ulster ( nearly new), single- breasted, small square pattern with red- and- yellow stripes ( squares about one inch), flannel plaid lining, fawn- coloured ground, two hip pockets, ticket pocket right side, outside breast pocket, and small ticket pocket on left cuff, collar strap or throat piece of same material, opens at back with three buttons, and has buttons sewn on shoulders for cape to fasten to— WILLIAM ELLIOTT TYE, age 23, height 5 ft. 7 in., hair ( recently cut very short) very light, supposed clean shaved, but may have slight whiskers or moustache, supposed to stutter or have some impediment in his speech; dress, dark coat, light trousers ( chafed at bottoms), or black or blue serge suit, the trousers ragged at bottoms, light boots worn down at heels, and blaok felt hat; carries an umbrella. A carpenter and painter ; supposed native of Ipswich. Was released from Ip3wich Prison 1st inst., after serving 6 months' imprisonment for obtaining money by false pretences. ( See Case No. 37, 20th December, 1889.) 18.— Chelmsford ( County).— For leaving his children chargeable to the Chelmsford Union— WILLIAM CLARKE, age 47, height 5 ft- 8 in., com- plexion fresh, hair brown, eyes blue. A hay binder ; native of Ingatestone. Warrant issued. Information to the Deputy Chief Constable, Chelms- ford. 19.— Colchester ( County).— For obtaining 30s. by false pretences— A MAN, who gave the name of THOMAS BYRNE, age about 40, height 5 fc. 8 in., complexion ruddy, hair dark sandy, moustache ( cropped close) sandy, lame right leg from bullet wound, has two silver plates in his head where wounded, and wound left breast; dress, shabby check suit, old lace boots, and hard felt hat. Is believed to be an army pensioner. Warrant issued. Information to Supt. Ackers, Colchester. GLOUCESTERSHIRE. 20.— Fishponds ( County).— For embezzlement— ALBERT SNOOK, age 30, height 5 ft. 4 or 5 in, com- FRIDAY, JULY 11, 1890. plexion fresh and freckled, hair light brown, moustache sandy ; dress, brown suit ( much worn), heavy lace boots, and black hard felt hat. A farm labourer • native of Erchfont, Wiltshire. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 21.— Bittern © [ County).- For stealing a cash- box and £ 10, 7th inst.— JAMES BERTIE BURTON, age 17, height 5 ft. 6 in., complexion fair, hair and eyes brown; dress, supposed brown mixture suit, stand- up collar, blue tie, and black hard felt hat. A baker's assistant; native of Shirley, Southampton. Information to Supt. Adams, Bitterne. 22 •— Petersfield ( County). — For arson CHARLES COSTER, age 55 to 60, height about 5 ft. 4 in., complexion fair, hair sandy; dress, brown patched coat, dark trousers, and old straw hat with black band and elastic band under chin. Has been working in the turnip fields, and is well known in the neighbourhood of Chichester. Was seen at West Marden on 10th inst. Information to Supt. Ransom, Petersfield. HERTFORDSHIRE. 23 — Hemel Hempstead ( County).— For desert- ing his wife and family— ALFRED CUTLER, a bricklayer, age 37, height 5 ft. 5 or 6 in., complexion fresh, hair, whiskers and moustache brown, eyes ( weak) grey, pockmarked, slightly bow- legged, of drunken and dissipated habits ; dressed in the ordinary clothing of a bricklayer. Supposed to be near Wil- lesden or Harrow, Middlesex. A native of Hemel Hempstead. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 24.— Ware ( County).— For larceny ( bailee)- ALFRED PHILLIPS, age 23, height 5 ft. 6 or 7 in., complexion sallow, hair dark brown, eyes blue, scar on back of head; dress, brown jacket, mixture trousers and vest, low shoes, and white felt hat. A native of High Cross, Herts. Warrant issued. Information to Captain Wymer, Superintendent, Ware. KENT. 25.— Cran brook ( County).— For obtaining by false pretences, 14th ult.— 1 drab Derby tweed suit; 1 drab rather wide diagonal suit, soft material; 1 brown mixture tweed suit; 1 pair of men's plain lace boots; and 1 pair of men's kid top lace boots, both size 7— FREDERICK RUMENS, age 30 to 35, height 5 ft. 7 or 8 in., complexion fair, hair light brown, very few, if any, whiskers; dressed supposed in one of the above suits and pair of boots, and brown snuff- colour hard felt hat. A stationer; native of Cranbrook. Was convicted within the Metropolitan police district in early part of 1886, in name of Frederick Saunders, and sentenced to 12 months' imprisonment. Warrant issued. Information to Supt. Bartlett, Cranbrook. 26.— Tunbridge Wells ( County).— For em- bezzlement— ALBERT LINDRIDGE, a timber merchant's clerk and traveller, age about 34, height 5 ft. 8 in., complexion pale, hair Brown, eyes grey, mole right side of breast and back of shoulders, several small moles on right cheek, varicose veins both legs. Was sentenced at Middlesex Sessions, 3rd March, 1884, to 5 years' penal servitude and 3 years police supervision for felony ; at Chelmsford, 17th October, 1882, to 12 months' imprisonment for horse stealing : and at Guildhall, in June, 1880, to 4 months' imprisonment for embezzlement. Warrant issued. Information to Head Constable Embery, Tunbridge Wells. 27.— Canterbury ( City).— For obtaining 3s. 6d. by false pretences- JOHN W. WATSON, alias HARRIS, age 23 to 27, height 5 ft. 3 or 4 in., com- plexion fresh, moustache slight, stammers very much when talking ; dress, dark jacket, light trousers, and billycock hat. Had in his possession a black Glad- stone bag and a small black brief bag. His modus operandi is to call upon tradesmen and represent himself to be in the employ of Davies and Co., of 189, Whitecross- street, E. C., and that they ( Davies and Co.) have been employed by Messrs. Kelly and Co., 51 and 52, Great Queen- street, Lincoln's- inn, W. C., to produce the next issue of Kelly's Directory of Canterbury ( false). He had in his possession the last issue of Kelly's TUESDAY, JJLY 15, 1890. THE POLICE GAZETTE. 18 Directory, and chiefly calls upon tradesmen who have advertisements inserted therein, asks for them to be inserted in the next issue, and draws the money. Warrant issued. Information to Chief Constable Peacock, Canter- bury. £ 2 SEWAED. 28.— Margate ( Borough).— For stealing, 1st inst., a Cripper tricycle, 40 in. driving wheels, 28 in. front wheel, name plate out of main tube leading from axle, leaving tube hollow, " Warmer and Co., Coventry," on front fork, hubs of wheels and handle liars nickel- pkted, all other parts black— A MAN, who gave his name as HENRY ALFRED ARCHER, age 20 to 25, height 5 ft. 8 or 9 in., complexion fresh, slight light moustache; dress, light large plaid suit, black hard felt hat. The above reward will be paid by Mr. Duncombe, 9, Arthur- road, Margate, for information leading to tbe recovery of the tricycle and apprehension of the thief. Information to Chief Constable Buck, Margate. LANCASHIRE. 29.— Church ( County) .—' For stealing brass fittings, etc., from a mill at Altham— JEREMIAH REEDY, alias " SOLDER JERRY," age 30 to 36, height 5 ft. 4 or 5 in., complexion sallow, hair and moustache dark brown, eyes grey, oval face, high cheekbones; dress, shabby black worsted cloth jacket, dirty cord trousers and rest, and old shoes. An Irish- man. Is supposed to have been a sailor, and well known in Haslicgden and district. Frequents common lodging- houses. 30.— Church { County).— For larceny, 28th ult.— Supervisee THOMAS CURLEY, alias KELLY, Office No. 35013, age 44. height 5 ft. 8 in., complexion fresh, hair dark brown ( thin on top), eyes haze], scars on top and back of head, under chin, on both eyebrows, and under left eye, lost part of third right finger. Sen- tenced at Preston, 9th April, 1881, to 5 years' penal servitude and 7 years' police supervision for demand ing money with violence. K271. 31.— Church ( County).— For stealing, 8th inst.— A spirit level ( recovered) — JOHN THOMAS STEVENSON, age 17, height 5 ft. 6 in , stout build, complexion fresh, full round face, hair light brown, eyes giey, slightly bow- legged; dress, corduroy suit, much worn, cap, and clogs. Has an uncle residing in Duke- street, Preston, where he may have gone. A mason's labourer; native of Church. Information to Supt. Campbell, Church. 32.— Wigan ( County).— For failing to report- Supervisee PETER FAIRCLOUGH, Office No. 23248, age 56, height 5 ft. 4 in., complexion dark, hair dark brown, coal marks all over head, on right eyebrow, face, and back of shoulder, P. Fairclough above right wrist, mole or cararact on left eyelid, right leg frac- tured, scar inside left knee. Sentenced at, Wigan, 29th April, 1878, to 7 years' penal servitude and 7 years' police supervision for felony. E 514. Information to the Chief Constable, Borough Police, Wigan. 33.— Rochdale ( Borough).— For embezzling .£ 46 10s.— FRED CHAMPNEY DAWS, a commercial traveller and clerk, late of 97, Airevilie- terrace, Friz- inghall, Bradford, age about 21, height 5 ft. 4 in., com- plexion pale, hair brown, slightly cross- eyed, prominent nose, is a quick walker and very stylish in dress, well educated, has a good knowledge of the French and German languages, is fond of billiards and the society of females. He was seen in Manchester on Tuesday, 1st inst., dressed in light- coloured drab overcoat, dark slate colour twill suit, light necktie in sailor's knot, and light- coloured felt hat. Warrant issued. The deceased only came to this city a few days previous to his death, and said he belonged to Bristol. Verdict— accidental death. Inquiries desired with a view to trace his relations. YORKSHIRE ( EAST RIDING). 96.— Hull ( Borough).— Upon the arrival of the mail train from King's Cross, London, at 5 a. m., 28th ult., an ordinary wood box ( No. 2 Hudson Dry Soap), 15 in. long, 8 in. wide, and 6 in. deep, wrapped in brown paper and addressed '' Mrs. Leeson, passenger, York" ( the word " York " written in lead pencil), was found underneath the seat of a third- class compartment, carriage No. 315, the Leeds part of the train, which left that town at S. 18 a m. On examination it was found to contain the dead body of a male child, apparently 2 days old, which is believed to have been dead about 48 hours. The body is fully developed, and was wrapped in a piece of old calico, and covered with 2 parts of an old pillow cover— all much darned and mended.
