All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, 9. W. 2. Particulars concerning persons whose apprehension is sought wi'l be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be takemupon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is s< riqht for serious offences, and engravings of stolen property will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must ie guaranteed by the signature of an officer of not less rank than Superintendent ; and. if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immeaiate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. ~ r I O VI < 5. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. . 9 The force which causes particulars concerning delinquents or Stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the ifficer signing the request for insertion of any announcement, will be wholly responsible for anv proceedings which may result from such publication. 11. An- o" neements for the Friday issue should be forwarded no as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond < f Co.," Post Office Order payable at Charing Cross, Pottal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. W. NOTICE. EXTRADITION. APPREHENSIONS SOUGHT. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiting party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bcmnd to surrender their own ' subjects whether by birth or naturalisation." The result of the modification in the Treaty in that - either Government may deliver np its own subjects to the other Govern ent, bat can not be considered bound to do so. METROPOLITAN POLICE DISTRICT. 1— J Division.— For stealing about £ 150— HERBERT PULLEN, alias HOLMES, age 18 ( looks younger), height 6 ft., complexion fair, hair auburn, eyes blue, burn scar left of n*- ckr, which causes the hair to be thin, ear contracted from same cause; dress, when last seen, light tweed suit, pearl buttons on jacket, light cloth cap with peak, patent leather shoes. A native of Bethnal green. Not to be arrested out ox the United Kingdom. 2.— N Division.— For stealing and receiving, 9th ult., 1 pair sheets; 1 pair blankets; 2 feather pillows ; 1 pipe ; 1 chest of drawers; 1 dozen knives and forks ; 6 napkins ; and £ 15 gold and silver— JOHN DAWSON, age 48, height 5 ft. 8 in., com- plexion fresh, hair dark brown, eyes hazel; dress, light tweed suit, hard felt hat. A carpenter and shop fitter. — ELLEN ELIZABETH WARD, age 36, height 5 ft 2 in., complexion dark, hair black, eyes dark ; dress, dark sergt dress, black hat, sidespring boots. A married woman. The two eloped, and may be found living at Cardiff. They are accompanied by the woman's two daughters, Clytie and Nina, age 11 and 5 respectively. Warrant issued. 3.— V Division.— For stealing, 4th inst., a half- bred black Arabian pony, 3 years, 13 hands, long tail, hair rubbed off near root of tail, runs wide behind; a village cart painted blue picked out white ; and a set of brass- mounted harness, rush collar— A MAN, age 30 to 40, short, and rather stout, complexion sallow, dark moustache; dressed in dark clothes, black felt hat. 4.— V Division— Woodcut portrait and descrip- tion of GEORGE LIGHT, whose apprehension is sought for the abduction, 6th ult., of Fanny Gertrude Maud Bayfield, age 15, height 5 ft., complexion fair, hair light, eyes hazel; dress, navy blue serge dress, trimmed blue braid, black short stockin- nette jacket trimmed black astrachan, long grey fur boa, blue sailor hat trimmed two bands of ribbon, one black the other white, high leg button boots, wore a gold Geneva watch, small round link albert chain, compass, gold cross, 5 and 10 cent pieces attached; had with her a square japanned box, 14 in. by 8 in., containing oil paints, and a small black bag. Description of Light: Age 24, height 5 ft. 9 in., complexion fair, hair light, eyes hazel, very thick eyebrows; dress, short double- breasted jacket, silk facings, lavender colour stripe trousers, brown felt hat, brown shoes, carried a black stick, silver- plated knob, " George from Charley " engraved thereon. Warrant issued. 5.— V Division.— For embezzlement— THOMAS GRAY, a coal merchant's agent, age 30, height 5 ft. 9 or 10 in., complexion fresh, hair brown, moustache fair ; dress, blue serge suit, brown hard felt hat, lace boots. A native of Kingston- on- Thames. Warrant issued. Not to be arrested out of the United Kingdom. 6.— Y Division.— For embezzlement— WIL- LIAM WATTS, late of 12, Crane- grove, Holloway, age 34, height 5 ft. 2 in., complexion fair, hair, side whiskers, and moustache light, eyes blue; dress, blue serge jacket, black vest, light trousers, wore a silver chain with coin attached. Is likely to visit his mother- in- law, Mrs. Roberts, who resides at 13, Grove- place, Leamington, or Mr. J. Wormell Watts, East Sitting- bourne, Kent. Warrant issued. CITY OF LONDON. £ 10 REWARD. 7.— HUGH DAVIES, Case No. 5, 8th February, 1889, not yet arrested. The above reward will be paid by Mr. Thomas, No. 1A, Fore- street, Lo* don, E. C., for such information as will lead to his arrest. Information to Inspector McWilliam, 26, Old Jewry, E. G. CHESHIRE. 8.— Nantwlch [ County).— For stealing, on 27th and 30th ult.— 1 j- plate Geneva watch, No. ( supposed) 2096504, metal case, engine turned back ; 1 Waltham lever watch, No. 2170957, plain cases, and 1 silver lever watch, which he pledged at Crewe— A MAN, who gave the name of THOMAS GIBBS, age about 60, height 5 ft. 4 in., complexion fresb, hair, whiskers, and mous- tache grey ; dress, dark tweed clothes, low shoes with blue cloth tops, and black hard felt hat. Wears a hoop on little finger right hand. He arrived at Crewe on 23rd ult., and worked for a few days at a pawnbroker and jeweller's, cleaning and repairing watches. Talked of having been in London, Gloucester and Hereford. Warrant issued. Information to Supt. Leah, Nantwich. 9,— Stockport ( Borough).— For embezzling £ 52 13s. 4d.— THOMAS WILLIAM GOULDEN, a tobacconist's traveller, lately residing at 11, Sturge- street, Birmingham, age about 40, height 5 ft. 8 in., stout build, complexion fresh, hair, whiskers, and moustache brown, eyes blue, scar right cheek, small piece of flesh stands up on nose, long body, short legs ; dress, light overcoat, dark grey coat and. vest, striped trousers, lace boots, and black hard felt hat. Left Birmingham on 25th ult. with a barmaid named Yaughan, until recently at the " Windsor," Canon- street, Birmingham. A short time ago Goulden opened a tobacconist's shop at Stratford- on- Avon in name of Vaughan. Warrant issued. Information to Chief Constable Jones,^ Stockport. DERBYSHIRE. 10.— Derby [ Borough).— For embezzlement— WALTER HARRIS, age about 33, height about 5 ft. 8 in., complexion ruddy, hair, whiskers, and moustache brown, round face- ^ native of Knowle, nearBirming- ham. Was traveller and salesman to a firm of pro- vision merchants. Absconded on or about 27th May last. May seek similar employment. Warrant issued. Information to Lieut.- Col. Delacombe, Chief Con- stable, Town Hall, Derby. DEVONSHIRE. 11.— Exeter { City).— For embezzlement — JOHN MELHUISH, a cashier, age 50 to 55, height 5 ft. 8 or 9 in., rather slight build, red blotchy face, hair ( bald on top), whiskers, and long beard ( all turning grey) dark brown, top lip clean shaved, eyes grey, bad on feet; generally dressed in black coat and vest, dark trousers, and high hat, munvtrnxoo wears a blue serge coat, brown striped trousers, white shirt, no tie, gold chain with spade guinea attached. Is rather addicted to drink. Absconded 18th ult. Warrant issued. Information to the Chief Constable, Court House, Exeter. DURHAM, 12.— South Shields ( Borough)— For obtaining by a forged order a ship's chronometer ( recovered), 16th May last— JOSEPH FAIRLESS, a marine engineer, age 29, height 6 ft. li in., slight build, complexion fresh, hair and moustache ( slight) brown, large blue eyes. A native of Newcastle- upon- Tyne. Is addicted to drink, and well known to Newcastle police. Holds a Second Engineer's Certificate. May go to sea as fireman. He failed to appear to bis recognisances on 27th ult. Warrant issued. Information to Chief Constable, Moorhouse, South Shields. ESSEX. 13.—- Chelmsford [ County). — For stealing, at Chelmsford, 5th inst.— 1 dark tweed ulster ( nearly new), single- breasted, sxall square pattern with red- and- yellow stripes ( squares about one inch), flannel plaid lining, fawn- oekSped ground, two hip pockets, ticket pocket right side, outside breast pocket, and small ticket pocket on left cuff, collar strap or throat piece of same material, opens at back with three buttons, and has buttons sewn on shoulders for cape to fasten to— WILLIAM ELLIOTT TYE, age 23, height 5 ft. 7 in., hair ( recently cut very short) very light, supposed clean shaved, but may have slight whiskers or moustache, supposed to stutter or have some impediment in his speech ; dress, dark coat, light trousers ( chafed at bottoms), or black or blue serge suit, the trousers ragged at bottoms, light boots worn down at heels, and black felt hat; carries an umbrella- A carpenter and painter; supposed native of Ipswich. Was released from Ipswich Prison 1st inst., after serving 6 months' imprisonment for obtaining money by false pretences. ( Ste Case No. 37, 2Cth December, 1889.) 14.— Chelmsford [ County).— For leaving his children chargeable to the Chelmsford Union— WILLIAM CLABKE, age 47, height 5 ft. 8 in., com- plexion fresh, hair brown, eyes blue. A hay binder ; native of Ingatestone. Warrant issued. Information to the Deputy Chief Constable, Chelms- ford. GLOUCESTERSHIRE. 15.— Fishponds [ County).— For embezzlement— ALBERT SNOOK, age 30, height 5 ft. 4 or 5 in., com- plexion fresh and freckled, hair light brown, moustache aandy ; dress, brown suit ( much worn), heavy lace boots, and black hard felt hat. A farm labourer ; native of Erchfont, Wiltshire. Warrant issued. Information to Supt. Matthews, Fishponds. HERTFORDSHIRE. 16.— Hemel Hempstead ( County).— For desert- ing his wife and family— ALFRED CUTLER, a bricklayer, age 37, height 5 ft. 5 or 6 in., complexion fresh, hair, whiskers and moustache brown, eyes ( weak) grey, pockmarked, slightly bow- legged, of drunken and dissipated habits ; dressed in the ordinary clothing of a bricklayer. Supposed to be near Wil- lesden or Harrow, Middlesex. A native of Hemel Hempstead. Warrant issued. 17.— Hemel Hempstead ( County).— For steal- ing ( as bailee), 18th ult., a watch— JAMES A. MAGOR, alias MOGER and ROW, age 57, height 5 ft. 5 in., complexion sallow, hair ( nearly bald), side whiskers and moustache grey, eyes brown, pockmarked ; dress, old dark brown jacket and vest, grey trousers, black hard felt hat, lace boots. A tramping watch cleaner, and may be found at common lodging- houses. Is well- known at Royston, Cambridge, Luton, Aylesbury, Grantham, and Bedford. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 18.— Ware ( County).— For larceny ( bailee)— ALFRED PHILLIPS, age 23, height 5 ft. 6 or 7 in., complexion sallow, hair dark brown, eyes blue, scar on back of head; dress, brown jacket, mixture trousers and vest, low shoes, and white felt hat. A native of High Cross, Herts. Warrant issued. Information to Captain Wymer, Superintendent, Ware. KENT. 19.— C ran b roo k ( County).— For obtaining by false pretences, 14th ult.— 1 drab Derby tweed suit; 1 drab rather wide diagonal suit, soft material; 1 brown mixture tweed suit; 1 pair of men's plain lace boots ; and 1 pair of men's kid top lace boots, both size 7— FREDERICK RUMENS, age 30 to 35, height 5 ft. 7 or 8 in., complexion fair, hair- light brown, very few, if any, whiskers; dressed supposed in one of the above suits and pair of boots, and brown snuff- colour hard felt hat. A stationer; native of Cranbrook. Was convicted within the Metropolitan police district in early part of 1886, in name of Frederick Saunders) and sentenced to 12 months' imprisonment. Warrant issued. Information to Supt. Bartlett, Cranbrook. 20.— Tunbridge Wells ( County).— For em- bezzlement— ALBERT LINDRIDGE, a timber merchant's clerk and traveller, sge^- about 34, height 5 ft. 8 in,, complexion pale, hair brown, eyes grey, mole right side of breast and back of shoulders, several small moles on right cheek* varicose veins both legs. Was sentenced at Middlesex Sessions, 3rd March, 1884, to 5 years' penal servitude and 3 years' police supervision for felony ; at Chelmsford, 17th October, 1882, to 12 months' imprisonment for horse ' stealing : and at Guildhall, in June, 1880, to 4 months' imprisonment for embezzlement. Warrant issued. Information to Head Constable Embery, Tunbridc Wells. 8 ® £ 2 REWARD. 21.— Margate ( Borough).— For stealing, 1st inst., a Cripper tricycle, 40 in. driving wheels, 28 in. front wheel, name plate out of main tube leading from axle leaving tube hollow, " Warmer and Co., Coventry,"' on front fork, hubs of wheels and handle bars nickel- plated, all other parts black— A MAN, who gave his name as HENRY ALFRED ARCHER, age 20 to 25 height 5 ft. 8 or 9 in., complexion fresh, slight light moustache; dress, light large plaid suit, black hard felt hat. The above reward will be paid by Mr. Duncombe 9, Arthur- road, Margate, for information leading to the recovery of the tricycle and apprehension of the thief. Information to Chief Constable Buck, Margate. . LANCASHIRE. 22.— Church ( County).— For stealing brass fittings, etc., from a mill at Altham— JEREMIAH REEDY, alias " SOLDER JERRY," age 30 to 36, height 5 ft. 4 or 5 in., complexion sallow, hair and moustache dark brown, eyes grey, oval face, high cheekbones; dress, shabby black worsted cloth jacket, dirty cord trousers and vest, and old shoes. An Irish- man. Is supposed to have been a sailor, and well known in Haslingden and distriot. Frequents common lodging- houses. 23.— Church ( County).— For larceny, 28th ult.— Supervisee THOMAS CURLEY, alias KELLY, Office No. 35013, age 44, height 5 ft. 8 in., complexion fresh, hair dark brown ( thin on top), eyes hazel, scars on top and back of head, under chin, on both eyebrows, and under left eye, lost part of third right finger. Sen- tenced at Preston, 9th April, 1884, to 5 years' penal servitude and 7 years' police supervision for demand- ing money with violence. K 271. Information to Supt. Campbell, Church. 24.— Burnley ( Borough).— For failing to report- Supervisee THOMAS MATHER, Office No. 25232, age 53, height 5 ft. 6j in., complexion dark, hair black, eyes hazel, blue dot centre of forehead, " D." left side, scar on right wrist, 1st left finger, and left knee. Sentenced at Preston, 3rd January, 1883, to 18 calendar months' imprisonment and 7 years' police supervision for fraud. Information to the Chief Constable, Burnley. 25.— Oldham ( Borough).— For failing to report- License Holder MICHAEL HIGGINS, Office No. 38283, age 34, height 5 ft. 5 in-, complexion fresh, hair brown, eyes grey, scrofula marks on right jaw, scars on forehead, top and back of head. Sentenced at Salford, 6th December, 1880, to 10 years' penal servi- tude and 7 years' police supervision for felony. Li- censed 19th September, 1889. A G 1057.— License Holder JAMES HOPKINS, alias JOHN HOP- KINS and " DOCTOR," Office No. 38041, age 34, height 5 ft. 2 in., complexion sallow, hair dark brown, eyes brown, scars left of forehead, right of upper lip, right of neck, P outside right forearm, part rings third and fourth left fingers. Sentenced a* Yerk, 23rd July, 1885, to 5 years' penal servitude for shop- breaking. Licensed 1st August, 1889. C L 287. Information to the Chief Constable, Oldham. 26.— Rochdale ( Borough).— For embezzling £ 46 10s.— FRED CHAMPNEY DAWS, a commercial traveller and clerk, late of 97, Aireville- terrace, Friz- inghall, Bradford, age about 21, height 5 ft. 4 in., com- plexion pale, hair brown, slightly cross- eyed, prominent nose, is a quick walker and very stylish in dress, well educated, has a good knowledge of the French and German languages, is fond of billiards and the society of females. He was seen in Manchester on Tuesday, 1st inst., dressed in light- coloured drab overcoat, dark slate colour twill suit, light necktie in sailor's knot, and light- coloured felt hat. Warrant issued. Information to Chief Constable Wilkinson, Rochdale 27.— Salford ( Borough).— For failing to report— - Supervisee ANNIE WHITTAKER, Office No. 33280, age 33, height 5 ft., complexion sallow, hair dark brown, eyes brown, small mole on right of forehead, nose broken, scar on lower lip. Sentenced at Salford, 25th February, 1884, to 5 years' penal servitude and 7 years' police supervision for larceny. K 16.— Super- visee GEORGE WHITEHOUSE, Office No- 39269, age 41, height 5 ft 5 in., complexion fresh, hair brown, eyes hazel, scars on head, bridge of nose, forehead, chin, and left cheek. Sentenced at Worcester, 2nd April, 1883, to 7 years' penal servitude and 7 years police supervision for larceny. Y D J 204.— Super TUESDAY, JJLY 15, 1890. Sentenced at Salford, 22nd October, 1888, to 4 months' imprisonment and 2 years' police supervision for larceny.— License Holder WILLIAM SAUNDERS, alias GEORGE KING and HIGGINS, Office No. 39353, age 43, height 5 ft. 11 in., complexion fresh, hair brown, eyes blue, wart under left eyebrow, top of first right finger damaged, corporal punishment marks. Sentenced at Surrey Sessions, 7th March, 1881, to 10 years' penal servitude for larceny. Li- censed 11th April, 1890. B H 108.— License Holder WILLIAM MUMFORD, alias HUMPHREYS, CLARK, and SMITH, Office No. 39632, age 56, height 5 ft. 1 in., complexion sallow, hair grey, eyes blue, E. S. front of right arm, scar on bridge of rose Sentenced at Central Criminal Court, 25th June, 1883, to 7 years penal servitude for larceny ( person). Licensed 30th May, 1890. D J 926. LEICESTERSHIRE. 28.— Leicester ( Borough).— For housebreaking, 1st inst., and stealing 1 gentleman's silver English lever watch, white dial, black figures, gold hands, sunk seconds, engine- turned cases ; 1 gold albert, long links, connected by small ones, with gold seal, blue stone one side and white the other; 1 gentleman's 18 carat gold ring, snake pattern, small diamonds for eyes ( one deficient) ; 1 pair of gold cuff studs, fancy flowering with bird on top ; 1 coral scarf pin, set in gold ; 1 set of false teeth, gold setting ; 1 dark blue striped jacket, trousers and vest; 1 blue serge jacket and vest; 1 pair of dark striped trousers ; 1 pair of black ribbed trousers and vest, and a white waistcoat— JOHN PEGG, alias PEARSON, age 23, height 5 ft. 4 or 5 in., complexion fair, hair very light, moustache ( slight) light, eyes grey, tattoo marks left forearm ; dress, light covert coat, blue or black rough serge jacket and vest, light striped trousers, and hard felt hat. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 29.— Lincol n ( City).— For failing to surrender to his recognisances, at Quarter Sessions, for uttering counterfeit coin— ALFRED BOOTB, alias JOHN CALLOWAY, and JOHN NEAVE, a commission agent or bookmaker, age about 40, height 5 ft. 10 in., slight build, complexion fresh, hair dark, eyes dark grey, mole right side of neck, between shoulder- blades, and above left hip, several small moles left side of neck. Last residence Harpurhey, Manchester. KENT. 68.— Canterbury [ City).— On Wednesday, Is inst., an inquest was held on the body of Samuel Palmer, a blacksmith, age 67, length 5 ft. 10 in , com- plexion sallow, hair grey, eyes blue; dressed in very old dark clothing. The deceased only came to this city a few days previous to his death, and said he belonged to Bristol. Verdict— accidental death. Inquiries desired with a view to trace his relations. YORKSHIRE ( EAST RIDING). 69.— Hull [ Borough).— Upon the arrival of the mail train from King's Cross, London, at 5 a. m., 29th ult., an ordinary wood box ( No. 2 Hudson Dry Soap), 15 in. long, 8 in. wide, and 6 in. deep, wrapped in brown paper and addressed '' Mrs. Leeson, passenger, York" ( the word " York " written in lead pencil), was found underneath the seat of a third- class compartment, carriage No. 315, the Leeds part of the train, which left that town at 2.18 am. On examination it was found to contain the dead body of a male child, apparently 2 days old, which is believed to have been dead about 48 hours. The body is fully developed, and was wrapped in a piece of old calico, and covered with 2 parts of an old pillow cover— all much darned and mended.
